RETIREMENT BENEFITS Retirement Benefits to Commissioned Officers (Army) 1.

Matters relating to the grant of pension and payment of commutation value of pension are dealt with by PCDA (Pensions) Allahabad. 2. Responsibility of PCDA (0) Pune is confined to following items of work:(a) (b) Encashment of leave. Verification of the recovery of AGIF subscription.

(c) Finalisation of DSOP Fund account and final payment of the accumulated credit standing in DSOP Fund account together with accrued interest. (d) Forwarding Pension documents alongwith LPC-cum-Datasheet to PCDA(P) Allahabad. 3. Payment of Encashment of Leave (Requirement of CDA(O)) Notification of the Part II order for encashment of leave containing the total accumulated leave giving year wise breakup of accumulation standing to the credit of the officer. The Part II order should be published only on or after the date of retirement as per Documentation Procedure for Publication for of Part II orders (Officers) & Para 9 Appendix 'A' to SAO 4/S188. 4. Cash payment will be equal to leave salary including DA of the leave salary at the rates in force on the date of retirement. 5. As per Sixth CPC orders, the elements of leave encashment will be pay in the Pay Band, Grade Pay, MSP (w.e.f 01 Sep 08), NPA (if any) and DA thereon. 6. Verification of the Recovery of AGIF Subscription. Every officer should submit the form prescribed in Appendix 'G' to SAO 5/S/78 duly completed four months before the actual date of retirement as stipulated in SAO 5/S/78 so as to enable CDA(0) for verification of the correctness of the recovery and transmission of the same to AGIF Directorate, New Delhi for making the final payment to the officer. 7. Finalisation of DSOP Fund. To expedite the speedy statement of DSOP Fund account on retirement/release, the following procedure will be followed: (a) Subscription to DSOP Fund will be stopped compulsory during last three months service of superanmiation/release. (b) Tender Memo will be issued in advance to enable the officer to submit a contingent bill for authorising final payment. (c) Cheque, payable on the 1st of the month following retirement/release, will be issued to officers nominated bankers well in advance, only on receipt of the contingent bill.

2 8. Deposit Linked Insurance Scheme. When a DSOP Fund subscriber dies in service, the person receiving the fund will be paid an additional amount not exceeding Rs 30,000/subject to the following conditions:(a) The subscriber had at least five years service.

(b) The baance at credit had not fallen below Rs 7500/- in the case of MNS(L) and Rs 12000/- in case of officers other than MNS(L) officers. (c) The additional amount shall be equal to the average balance in the account during the period of 36 months preceding the month of death subject to maximum of Rs 30,000/-. The maximum limit is to be applied after arriving at the average of 36 months and not at every stage. (d) The balance of March every year will be inclusive of interest for the year. The balance of the last month of the three year period will include the interest upto that month. (e) Admissible in cases of death during the last 3 months of service during which no subscription is recovered. Terminal Benefits for Officers Granted Short Service Commission 9. Short Service Commissioned officers on their release after completing the period of service are entitled to the following benefits :(a) (b) Encashment of leave. Payment of saving benefit from AG IF.

(c) Final payment of accumulated credit standing in DSOP Fund account together with accrued interest. (d) (e) Terminal Gratuity. Pay and allowances for the Terminal Leave.

10. Rehabilitation Assistance. SSC officers (including AMC) who have completed 10 years commissioned service or more are eligible, on their release from service a lump-sum Rehabilitation Assistance of Rs 7000/- (Rupees Seven thousand only). This Assistance is in addition to terminal Gratuity which they are entitled. This is payable only after a period of 6 months from the date of release from the Army provided the released Officer has not been able to secure employment either in Private or Public sector or any union or State Government since his release. 11. The amount can be retained if employment is not secured within one year from the date of release.

3 12. Procedure for claiming the Assistance (a) Should execute a bond.

(b) To be preferred through Contingent bill routing the same through the OC of the Unit where last served for his countersignature and for onward transmission to the DG Resettlement, Ministry of Defence. (c) The following certificates/undertakings have to be furnished by the officer :(i) I have not secured any employment either in the Private or Public Sector or in any union or State Govt Department since my release. (ii) I want to start business on my own to resettle myself (An outline of the project is enclosed). (iii) I undertake to keep the DG Resettlement informed of the progress of the project every month till the expiry of 12 months from the date of release. (iv) I undertake to inform the DG Resettlement immediately in case I take up employment in any private/Public Sector and/ or Union or State Government. (v) I undertake to inform the DG Resettlement of any change in residential address for business address, would such event occurs within one year of my release. 13. The claim preferred will have to be sent to Archives Section for audit and payment.

Notification of the Part II order for encashment of leave containing the total accumulated annual leave giving the year wise breakup of accumulation subject to the prescribed ceiling limit of either 60 days if the service is 5 years or more but less than 10 years and 90 days, if the service is 10 years or more but less than 15 years as the case may be. The Part II Order should be published after the expiry of the contractual period. Note : The benefit of encashment of leave will not be admissible at the end of the second tenure of SSC which commences after a break at the end of the first tenure. 15. Payment of Saving Benefits from AGIF. To enable CDA(O) to verify and intimate to AGIF Dte as to the correctness of the recovery of AGIF subscription, the form prescribed in Appendix 'G' to SAO 5/3/78 should be forwarded to CDA(0) four months before the date of release from Army service. 16. Final Payment of Accumulated Credit in DSOP Fund together with Interest. On receipt of the order notifying the release of the officer from Army Service, immediate action will be taken by CDA(O) for the final payment of accumulated credit together with interest to the officers.

4 17. Terminal Gratuity. The contingent bill duly countersigned will be forwarded to CDA(O) for payment. The requirement of obtaining satisfactory service certificate from MS Branch has been dispensed with. However, while issuing release order, Service HQ shall invariably indicate whether or not any disciplinary quasi judicial, judicial proceedings are pending against the officer. The payment of terminal gratuity is subject to pre-audit by Statutory Audit Authorities. 18. Consequent to Fifth Central Pay Commission orders regarding pensionary benefits for the Armed Forces, the Terminal Gratuity is admissible at the rate of months emoluments for each completed six monthly period of service. The term 'emoluments' means Basic Pay plus Rank Pay plus NPA if any, plus Dearness Pay (w.e.f 01 Apr 04) and Dearness Allowance admissible on the date of release. However, as per Sixth CPC orders regarding pensionary benefits for the Armed Forces, the Terminal Gratuity will be admissible at the rate of 1/2 months emoluments for each completed six monthly period of service to the maximum limit of Rs 10 lakhs. The term emoluments w.e.f 01 Sep 08 means pay in the Band plus Grade Pay plus Military Service pay and NPA, if any, plus Dearness Allowance on the date of release. 19. In calculating the length of qualifying service, fraction of a year equal to three months and above but less than six months shall be treated as a completed half year and reckoned as qualifying service. This will, however, not be applicable for computing minimum qualifying service for pension. 20. Admissibility of Pay and Allowances during Terminal Leave . Where an officer takes up employment during Terminal leave, his leave allowance will be restricted to the furlough rates of pay. Dearness Allowance will not, however, be payable on the furlough rates so admissible. Where an officer does not take up any employment during Terminal Leave, he will be entitled to leave allowance equal to Basic Pay, Rank Pay, DP(w.e.f. 01 Apr 04), NPA, if any, and Dearness Allowance as per Fifth Pay Commission orders. However, as per Sixth CPC orders, leave allowance will be equal to Pay in Pay Band, Grade pay; MSP (w.e.f 01 Sep 08), NPA (if any) and Dearness Allowance. 21. To enable PCDA (O) to release the leave allowance due for the terminal leave, every officer should intimate whether he is employed during the Terminal leave or not. In case an officer is not employed during the Terminal leave, he will forward the non-employment certificate duly signed by him to PCDA (O) by 25th of the month so as to enable CDA(O) for releasing his pay and allowances. Medical officers will forward in addition, certificate that they were not practicing during Terminal leave period. 22. Retiring Pension. Serving JCOs/OR granted emergency commissioned and short service Regular Commissioned will be eligible for retiring pension after rendering 12 years qualifying service (without weightage) actually rendered. EC/SSRC Officers retiring after rendering actual qualifying service of 12 years and more but less than 20 years will be granted rank-wise weightage. 23. Invalid Pension. Eligible for invalid pension if officers retired with 10 years or more but less than 12 years of qualifying service.

5 24. Disability Pension. Service element equal to service pension as admissible under A.I 6/S165 Disability element admissible at the same rate as for regular commissioned officers. 25. Constant Attendance Allowance. Constant Attendant Allowance is admissible at the same rate and under the same conditions as far regular commissioned officers. 26. Family Pension. Ordinary/Special/Liberalised family pension and death gratuity shall be admissible at the same rates and subject to same general conditions as are applicable to permanent regular commissioned officers. Counting of Former Service 27. Length of Former Service. Full rank service and full Commissioned Service shall be taken into account for determining total qualifying service for those opted for JC0s/OR pension whereas in case of officers who opted for pension of Commissioned Officers in their qualifying service shall be reckoned by counting rank service as under:Prior to 1.7.66 From 1.7.66 upto 31.12.85 From 1.1.86 onwards 28. Counting of Past Service. following :(a) (b) (c) Half 2/3rd Full Pre-Commissioned service may pertain to the

Military Service. Govt. Civil Service. Central Government autonomous bodies.

29. Pre commissioned service pertaining to above may count towards qualifying service as under :(a).
