CH8 WITH CH2M HILL FOR SERVICES RELATED TO FINAL DESIGN AND CONSTRUCTION DOCUMENT PREPARATION FOR UPGRADE AND EXPANSION OF WASTEWATER TREATMENT PLANT EXPANSION PHASE 1B PROJECT, AND AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT DISCUSSION The last major expansion at the Wastewater Treatment Plant (WWTP) was in 1986. The WWTP has performed well producing effluent that has met regulatory requirements. Regulatory requirements have become increasingly stringent during the past five years and this trend is expected to continue in the future. To address the need for an increased level of treatment and increased flow it is necessary to upgrade and expand the WWTP. The 1994 Wastewater Master Plan recommended expansion of the plant in phases. In 1998 the process was started and in 1999 work commenced on the environmental documents. Extensive water quality studies were conducted and mitigations developed to minimize the environmental impacts of the project. This work was completed on October 15, 2002 with certification of the Final EIR. The Citys permit to discharge effluent to Old River is regulated by the Central Valley Regional Water Quality Control Board. Staff is preparing to submit a permit renewal application requesting an increase in discharge of up to a total of 16 million gallons per day (mgd) of flow. Staff and consultants are working with the federal agencies of National Marine Fisheries Service and the Fish and Wildlife Service to address their environmental concerns. This work includes gathering additional data on the seasonal temperature patterns within Old River to assist in evaluating the effects of Tracys effluent upon endangered fish species. Ideally, the City will obtain a renewed discharge permit within the next six to twelve months that will contain the new discharge requirements. The permit will likely include a compliance schedule for increasing the level of treatment from its current secondary to tertiary treatment including ammonia removal, filtration, increased disinfection and post-aeration. Other cities in the Central Valley are facing similar issues and costs related to wastewater treatment and disposal. The cities of Vacaville, Stockton and Manteca have been required to upgrade their treatment plants to tertiary treatment. Similar requirements are anticipated for Tracy as the effluent discharge in the Old River is nearer to Deltas drinking water sources. A preliminary design has been prepared for purposes of determining facilities layout, process considerations, cost calculations and so that value engineering can be performed. Value engineering evaluates the preliminary design to

AGENDA ITEM 7 January 21, 2003 Page 2 determine if there are alternative approaches that will yield either cost savings or increased value to the project. The value engineering is scheduled to be conducted at the end of January 2003. The next step in the project is preparation of final design of WWTP Expansion Phase 1B project. Proposals were solicited in 1999 for professional services including the environmental documentation, permit renewal and final WWTP design. A team led by CH2M Hill was selected for the work. It is estimated that Phase 1B construction documents will consist of approximately 485 drawing sheets and 5,000 pages of specifications. CH2M Hill recently completed design of a project of similar scope and complexity to the Tracy project for the TahoeTruckee Sanitation Agency. Final design must be completed within 11 months to meet the overall project schedule. CH2M HILL has the necessary resources to complete the project on time and within the allocated budget. CH2M Hill has submitted a scope of work for the final design that includes the upgrade of the plant and expansion to 10.8 mgd (the first of four phases). These specific expansion/upgrade improvements generally consist of the following facilities and/or features: 1. Modifications to septage receiving and raw wastewater intake to Plant 2. New Headworks 3. Demolition of existing headworks building (superstructure only) and old laboratory 4. Demolition of existing unused digester complex (excepting digester to be converted to biofilter) 5. Conversion of existing digester to biofilter 6. New Primary Influent Distribution Box and revised feed piping to primary clarifiers 7. Demolition of existing Primary Clarifier Nos. 1 and 2 8. New round primary clarifier 9. New Primary Effluent Collection Box 10. Demolition of Distribution Box No. 6 11. New Primary Sludge Pump and associated piping installed in existing structure 12. New primary scum handling facilities including primary scum pit, heated primary scum tank, and concrete trench for routing of primary scum piping and hot water piping to/from existing operational digester complex 13. Revisions to Primary Effluent Pump Station 14. Three new aeration basins with underground gallery complex 15. Revisions to Distribution Box No. 3 16. New Secondary Effluent Collection Box 17. New Stormwater Pump Station (manhole type) The overall WWTP expansion program consists of upgrade and expansion of the existing treatment facilities to provide tertiary treatment for 16 mgd. Phase 1B consists of upgrade of existing treatment capacity (9 mgd) and expanding the plant from 9 to 10.8 mgd. However, a portion of the facilities (such as headworks) will be built for the ultimate capacity of 16 mgd since it is costeffective to construct in one phase rather than three smaller increments. Where a logical increment is feasible (such as paved drying beds), facilities that are required for 10.8 mgd capacity will be built during Phase 1B. In order to obtain the increased level of treatment and increased effluent quality, substantial basin volume (larger basins) is required. The existing plant was built in several increments over the last 50 years. Some tanks are more than 40 years old and are still in service. During the last expansion in 1986, treatment facilities were designed to treat domestic wastewater to a secondary treatment level. Several of the existing tanks need replacement in order to provide tertiary treatment. During the preliminary design of the proposed project, a detailed assessment of each process and facility was conducted. Based on this assessment, a majority of existing tanks or basins would be used. Some tanks would be used for purposes other than what they were originally designed for. An example is for flow equalization. Flow equalization is similar to stormwater detention basins where peak flows are held temporarily for a short duration and peak flow is released during off-peak periods. This reduces downstream facility size and results in cost savings.

AGENDA ITEM 7 January 21, 2003 Page 4 New facilities are required to address requirements related to ammonia removal, filtration, increased disinfection and post aeration. Ammonia removal is accomplished though an advanced treatment technique using oxic and anoxic zones. This results in aeration basins that are about four times larger than the existing aeration basins. In addition, two or three times more air is required and results in larger blowers (600 H.P). Highly efficient blowers will be designed to keep the energy cost to a minimum. Filtration consists of a process similar to potable water treatment and requires construction of filters. Increased disinfection will require chlorine contact tanks that are two to three times larger than the existing tanks. Post-aeration will ensure that the treated effluent has a high level of dissolved oxygen prior to discharge to Old River. In addition, there are several existing facilities such as the headworks, pump stations, clarifiers, and sludge drying beds that need expansion because of increased flows beyond 9 mgd. Overall, there are about 19 new facilities and another 20 facilities that either need upgrade and/or expansion. The overall project to expand the plant capacity from 9 to 16 mgd will be implemented over the next 10 or more years. However, Phase 1B is anticipated to be required by the renewed discharge permit to be operational by the beginning of 2006. The following is a summary of the proposed project schedule: Start Final Design Complete Final Design Call for Bids Award Construction Contract Complete Phase 1B Construction FISCAL IMPACT The overall program cost to upgrade and expand the plant from 9 to 16 mgd is $115 million. The fair share for existing ratepayers for the upgrade of the existing plant is $38 million. This amount will be funded by a combination of funds from a State grant ($8 million), the Wastewater Enterprise Fund and a proposed State Revolving Fund (SRF) loan. The SRF loan is a State sponsored loan program that offers a very low interest rate (currently 2.5%) for construction of wastewater treatment facilities. This loan will be repaid through revenue generated by wastewater user charges. The remaining $77 million ($115M minus $38M) is the responsibility of new development. This amount will be paid by a combination of developer fees, assessment districts and development impact fees. The City Council recently adopted the updated development impact fees for Plan C, NEI Phase 1 and South MacArthur Development areas. The Phase 1B program is estimated to cost $75M and it is funded by $38M from existing ratepayers and $37M from new development. There is no fiscal impact to the General Fund. The necessary funds are in the approved budget as a capital improvement project, WWTP Expansion Phase 1B (CIP 7449) CH2M Hill has estimated the cost for these services at $4,496,000. RECOMMENDATION That the City Council, by resolution, authorize Amendment Number 4 to Professional Services Agreement No. CH8 with CH2MHILL for services related to the final design and construction document preparation for upgrade and expansion of Wastewater Treatment Plant Expansion Phase 1B project and authorize the Mayor to execute the agreement.

CITY OF TRACY AMENDMENT NO. 4 TO PROFESSIONAL SERVICES AGREEMENT No. CH8 FINAL DESIGN AND CONSTRUCTION DOCUMENT PREPARATION FOR THE TRACY WASTEWATER TREATMENT PLANT (WWTP) EXPANSION PHASE 1B PROJECT This Amendment No. 4 to the referenced agreement is made and entered into by and between the CITY OF TRACY, a municipal corporation (hereinafter CITY), and CH2M Hill, a Florida Corporation (hereinafter CONSULTANT). RECITALS A. CONSULTANT services are needed to perform final design and preparation of construction documents for the Wastewater Treatment Plant Expansion Phase 1B Project. Phase 1B consists of expanding the existing treatment plant capacity to 10.8 mgd and upgrading or replacing existing facilities to provide tertiary treatment with ammonia removal and post-aeration. CONSULTANT will complete final design and prepare construction documents including plans, specifications, construction cost opinion and bidding documents. (PROJECT). B. In 1999, the CONSULTANT was selected through competitive bidding process in accordance with the Tracy Municipal Code, Section 2.20. C. On April 6,1999, pursuant to Resolution No. 99-104, the City Council of the City of Tracy authorized the execution of a professional services agreement with CH2M HILL for the preparation of facilities plan and CEQA documents for the Tracy Wastewater Treatment Plant (WWTP) expansion. D. On October 17, 2000, pursuant to Resolution No. 2000-434, the City Council authorized the execution of Amendment 1 to the Agreement for additional services related to preparation of a facilities plan and CEQA documents. E. On December 18, 2001, pursuant to Resolution No. 2001-453, the City Council authorized the execution of Amendment 2 to the Agreement for additional services related to the pre-design and technical services to develop preliminary design criteria, process control, operations schematics and facility layout for the WWTP expansion Phase 1B project. F. On December 3, 2002, pursuant to Resolution No. 2002-496, the City Council authorized the execution of Amendment 3 to the Agreement for additional services related to the State Revolving Fund (SRF) loan documentation (biological

assessment, thermal plan compliance analysis, Section 7 consultations and value engineering study) and NPDES permit application package for the Wastewater Treatment Plant Expansion Phase 1B Project. G. At the request of CITY and in compliance with the provisions of the Tracy Municipal Code, Section 2.20, CONSULTANT submitted a proposal to perform the additional services described in this Amendment 4 to the referenced Professional Services Agreement. After negotiations between CITY and CONSULTANT the parties have reached an agreement for the performance of services in accordance with the terms set forth in this Amendment 4. On January 21, 2003, the City Council authorized the execution of this Amendment, pursuant to Resolution No. 2003-______. NOW THEREFORE, THE PARTIES MUTUALLY AGREE AS FOLLOWS: 1. INCORPORATION OF PROFESSIONAL SERVICES AGREEMENT. This Amendment 4 hereby incorporates by reference all terms and conditions set forth in the Professional Services Agreement for this project, unless specifically modified by this Amendment 4. 2. SCOPE OF SERVICES. CONSULTANT shall perform the additional services described in Exhibits A and B attached hereto and incorporated herein by reference. 3. TIME OF PERFORMANCE. CONSULTANT shall commence performance, and shall complete all required services no later than the dates set forth in Exhibit C. 4. COMPENSATION. For the additional services performed by CONSULTANT in accordance with this Amendment 4 to the Professional Services Agreement, CITY shall pay CONSULTANT on a time and expense basis, at the billing rates set forth in Exhibit D, attached hereto and incorporated herein by reference. CONSULTANTs fee for this Amendment 4 is Not To Exceed four million four-hundred ninety-six thousand dollars ($4,496,000) as shown in Exhibit E.

EXHIBIT A A. OVERVIEW OF SCOPE OF SERVICES. The City of Tracy (CITY) and CONSULTANT have completed the facility planning and environmental documentation phases and started permitting process of expanding and upgrading CITYs wastewater treatment plant (WWTP). During the environmental documentation phase, extensive consultations were conducted with State, Federal, County Regulatory agencies. In addition, the City received comments and input from several stakeholders such as

On October 15, 2002, pursuant to Resolution No. 2002-431, the City Council of the City of Tracy adopted the Final Environmental Impact Report (FEIR) for Tracy Wastewater Treatment Plan Expansion (SCH No. 2000012039). The next step is to complete the final design and preparation of construction documents for Phase 1B Expansion. The estimated program cost of the Phase 1B expansion is $75M and the overall program cost to expand the plant from 9 to 16 mgd is approximately $115 M. Expansion/Upgrade Final Design Scope Definition


The following narrative provides the facility scope definition for the final design of the Tracy WWTP Phase 1B Expansion, as more specifically outlined in City of Tracy WWTP Expansion Phase 1, Pre-Design Report, CH2M HILL, September 2002. The facility design scope features follow.

Demolition Several existing facilities will be demolished. These include: The existing headworks superstructure The old laboratory adjacent to the existing headworks Rectangular Primary Clarifier Nos. 1 and 2 Distribution Box No. 6 Old (non-operating) digester complex including sludge holding tank, west digester, digester control building with basement, and piping vault between holding tank. East digester will remain for retrofit as biofilter Existing operational DAFT Units 1 and 2, and the old DAFT unit north of the Utilities Building Water softener north of the Utilities Building Sludge Drying Bed Nos. 1, 2, and 15 removed from service with demolition as necessary for new construction Old rectangular secondary clarifier mechanisms and miscellaneous hardware as necessary to convert basins Miscellaneous site items such as manholes, lights, fence, etc. as required for new construction. Restoration for operation will be applied as needed in these areas.

In general, demolition will include removal of structures, piping, electrical and other miscellaneous items as required for proper construction of new facilities. Restoration of surface conditions will be done where new construction does not interfere. Septage Receiving and Raw Wastewater Intake Modifications Septage receiving will provide two septage dump locations. Commercial septage haulers will unload directly into a new manhole located in the septage unloading parking area. Recreational vehicles will be provided with a separate septage dump accessed from the same travel lane. The septage unloading area will be located near the existing septage receiving manhole in the southeast corner of the site, south of the existing plant access road. The existing septage receiving manhole will be demolished. Raw wastewater entering the plant from both the existing domestic and industrial wastewater systems will be combined into a single flow stream through the new septage receiving manhole. Raw wastewater and septage will enter the Plant Influent Structure. The influent structure consists of two compartment separated by an isolation gate. The gravity sewer enters one side and the new 30-inch force main will enter on the other. The 30-inch force main will be routed within the Plant site and capped or blind-flanged for connection to the pressure main under a separate contract.

Normal plant flow will combine the two flows within the influent structure and will continue through two sluice gates to plant influent flow measurement. Influent flow measurement will be done with magnetic flowmeters. Isolation gates allow for all or part of the flow to be diverted to the existing headworks facility. The flow from the force main can be isolated and diverted directly to the existing headworks facility. Headworks The new headworks will be immediately adjacent to the existing headworks facility and will be an open concrete structure. Plant influent will enter the screenings facility into a 4-foot wide influent channel through two 36-inch Plant Influent pipes. The wastewater will then flow into one of three 3-foot wide screenings channels. Each channel will include a -inch perforated plate opening size mechanically cleaned screen with washer/compactor. Compacted screenings will be conveyed to a covered dumpster for pickup. Channels will be covered and air withdrawn for odor treatment. A new influent sampler will be provided at the new headworks. A common discharge channel will connect to the discharge channel of the existing headworks and a new outlet provided at the NW corner of the new headworks structure to allow operation of the old headworks while discharging through the new facilities. The superstructure for the existing headworks will be demolished. Existing screens and screenings-handling equipment will be maintained operational. Piping and electrical conduit will be rerouted and supported as necessary. Digester Conversion to Biofilter The east digester of the original digester complex south of the primary clarifiers will be modified and retrofitted as a soil-media biofilter for odor control of headworks and primary scum tank odors. Ancillary facilities located adjacent to, or within the biofilter will include exhaust fans, drains, and plant water supply. The biofilter will incorporate a 4.5-foot soil bed with air distribution piping in the bottom, and sprinklers above for maintaining the moisture level. New Primary Influent Distribution Box A new 60-inch Primary Influent pipeline will be routed from the new headworks to a new distribution box for splitting flow to the primary clarifiers. The new distribution box will utilize weirs to split flow the new Primary Clarifier No. 1 (see below), existing Primary Clarifier Nos. 3 and 4, and will incorporate a capped stub-out to feed future Primary Clarifier No. 2 (not included in this Contract).

New Primary Clarifier A new 90-foot diameter circular primary clarifier will be designed. The new Primary Clarifier No. 1 will have an inboard launder and spiral rake-arm mechanism for sludge collection. It will be center-fed with internal baffle, and will include a scum beach and skimming arm for removal of floatables. In addition, the clarifier will include a structurally-integral scum pit for collection of the primary scum for further handling as described below. The primary clarifier will be designed with an underdrain piping system with relief valves into the tank, and a separate manhole pump station to allow drawdown of groundwater for clarifier dewatering. Primary Effluent piping will discharge the new clarifier and be routed to the new Primary Effluent Distribution Box. Primary Sludge will discharge from the center well and be routed via a new pipe to the existing Primary Sludge Pump Station. Modifications to Existing Primary Clarifiers and Miscellaneous Associated Facilities Existing Primary Clarifier Nos. 3 and 4 will be modified as necessary to receive Primary Influent from the new Primary Influent Distribution Box. In addition, the existing rotating scum skimmers will be modified as required for the addition of actuators to automate the units. Scum will be routed to the new Primary Scum Pit at Primary Clarifier No. 1. Primary Scum Handling Facilities The new Primary Scum Pit will be fitted with a chopper-type pump and piped such that the scum may be recirculated back to the pit, routed to the Primary Influent Distribution Box (for subnatant withdrawal), or routed to the a new Concentrated Scum Tank. The Concentrated Scum Tank will be a metal tank with heat exchange jacketing to allow recirculation of hot water around the bottom and outer sides of the tank to maintain the concentrated primary scum at an elevated temperature for improved pumping. Hot water will be taken from the boiler in the digester building and recirculated through insulated piping to the scum tank. Odorous air will be collected from the scum tank and routed to the biofilter. Heated concentrated scum will be pumped to the existing operating digesters and connected to sludge feed piping near the digester entrance. The concentrated scum piping will be heat-traced and insulated to maintain a set temperature to the digesters. Additionally, provisions will be made to allow pigging of the concentrated scum piping for cleaning. The hot water and scum piping will be routed through a new concrete pipe trench routed from the vicinity of the scum handling facilities to the existing digester complex.

Primary Sludge Pumping Modifications One new pneumatic diaphragm pump, similar to the existing pumps, will be provided as Primary Sludge Pump No. 4. The pump will be located within the existing Primary Sludge Pump Station, and will be connected to the existing sludge and air piping serving the facility. Primary Effluent Handling Modifications A new Primary Effluent Collection Box will be provided. This collection box will serve as a junction to receive Primary Effluent from the primary clarifiers. The scope of this contract includes routing of the Primary Effluent from Primary Clarifier No. 1 to this collection box, however, Primary Clarifier Nos. 3 and 4 will continue to discharge to existing Distribution Box No. 2. The new Primary Effluent Collection Box will be designed with capped stub-out piping connections such that in the future, Primary Clarifier Nos. 3 and 4, as well as future Primary Clarifier No. 2 may be connected and existing Distribution Box Nos. 1 and 2 abandoned (not in this Contract). The discharge from the new Primary Effluent Collection Box will be a 48-inch pipe routed to the Primary Effluent Pump Station wetwell. Primary Effluent Pump Station Modifications The existing Primary Effluent Pump Station will be modified to pump Primary Effluent to the new aeration basins and to allow equalization pumping from the same pumps. One additional pump of the same type (Primary Effluent Pump No. 4) will be added. The new pump, like the existing ones, will be of the screw-induced centrifugal type, and will be adjustable speed. Piping will be reconfigured to supply the Primary Effluent to the new aeration basins instead of the existing Biotowers. A secondary discharge from each pump will be piped, then connected through a header and routed to the new Flow Equalization Tank, allowing a single pump to be applied to flow equalization service (normal operation), or a group of pumps to be used for emergency pumping to the Flow Equalization Basin in the event that primary plant power is out, or downstream processes are non-operational for any reason. The existing Aeration Blowers located in the same room as the Primary Effluent Pumps will be removed in this Contract after the new Aeration Blowers are operational. Additionally, revisions will be made as necessary to the electrical gear in the electrical room located within the overall Primary Effluent Pump Station. New Aeration Basins and Galleries Three new plug flow aeration basins with a connection underground gallery system will be provided. Aeration Basin Nos. 2, 3, and 4 will be constructed in Phase 1 with provisions for Aeration Basin #1 to be constructed in the future.

The new aeration basins will consist of a two-pass plug flow scheme having a length to width ratio of approximately 12:1 and an operating volume of approximately 1.5 million gallons each. The basins will have an approximate 18 foot side water depth with the base of the aeration basin at elevation 1.00 and the top of the basin near grade at elevation 20.00. Each basin will contain both anoxic selectors and aerobic zones. Each of these zones will be separated by hydrostatic concrete baffle walls. The first pass of each aeration basin consists of both anoxic selector and aerated volume. Flow will exit the aeration basins at the south end of the basins where it will be conveyed to Distribution Box No. 3 (see below under Distribution Box No. 3 Modifications). Primary effluent will enter the first pass of each basin from the East and West Galleries where it will be combined with return activated sludge and mixed liquor recycle streams in the first anoxic selector. Mixing will be accomplished in the anoxic selectors by vertical shaft mechanical mixers. Low pressure air will be supplied to the head end of each anoxic selector. Air will be distributed to the selectors with stainless steel coarse bubble air diffusers. All valves and controls associated with selector air systems will be located in the East and West Galleries. The four aerobic zones of each basin will be compartmentalized by concrete baffle walls. Low pressure air will be distributed to the aeration basins via main headers located in the North gallery and further distribution headers located in the East and West Galleries. Fine bubble membrane disk diffusers will be installed in each aerobic zone of the aeration basin. Access to each zone of each aeration basin will be via the East and West Galleries in combination with a common walkway located between Aeration Basins #2 and 3. The common walkway will span the north/south length of the aeration basins and will be located above the hydrostatic wall that separates Aeration Basins #2 and 3. Access to anoxic mixers will be via concrete platforms elevated over each anoxic selector. Each aeration basin will have a dedicated adjustable speed mixed liquor return pump to recycle basin effluent flow to the head-end of each basin. The pumps will be located in both the East and West galleries. Return activated sludge (RAS) lines will be intercepted from the existing RAS header located in the yard at the south end of the new aeration basin. A new RAS pipe will be brought into both the East and West Galleries and distributed to the new aeration basin. Each basin will include a drain trench allowing complete draining of the basin. A drain sump and pumping system will be incorporated into the gallery design. The aeration basin drain sump and pump will also act to return dewatering filtrate from the sand drying beds. The dewatering filtrate will be pumped from the sump directly into the primary effluent header and distributed evenly to the on-line aeration basin. The gallery system will consist of three connected galleries; the North Gallery, the East Gallery, and the West Gallery. The North Gallery is oriented east-to-west and connects the north end of both the East Gallery and the West Gallery. The East and West Galleries are oriented north-to-south and provide separate services to the aeration

basins as described below. Additionally, a filter gallery branches to the north from the North Gallery, but will be addressed under the Tertiary Filtration section below. The purpose of the North Gallery is to provide infrastructure to support equipment for the new aeration basins, tertiary filtration, secondary clarification, and potentially for disinfection. The North Gallery will extend the full width of Aeration Basin #1 through 4. The North Gallery will connect to the existing Blower Gallery to the east and extend beyond Aeration Basin #4 to the west. The south wall of the North Gallery will be common with the aeration basins. The North Gallery is configured such that future Aeration Basin #1 can be constructed without disruption of the secondary treatment process. The North Gallery will be approximately 20 feet wide and 20 feet tall with the bottom slab of the gallery at elevation 1.00 and the roof of the gallery at grade elevation 20.00, which is also the same elevation as the top of the aeration basins. The North Gallery will be entirely below grade. Roof access to the North Gallery will be from a road located just to the west of the aeration basins. Equipment and systems located in the North Gallery include the following: Primary Effluent flow distribution system Low pressure flow distribution system Air scour low pressure air distribution system Equalization tank return flow distribution system Basin drain and dewatering filtrate pumping and flow control system Secondary effluent pumping and conveyance system Coagulation and polymer flow control and distribution system Backwash waste conveyance system High pressure air distribution system Plant water distribution system Waste activated sludge conveyance Secondary scum conveyance

Stair towers will be included for North Gallery egress at both the west end of the gallery and at the approximate midpoint of the gallery. A stair is also located such that entry and exit is available from within the Blower Building. Egress at the east end of the North Gallery will be via the Blower Gallery exit. Access will be no more than 150 feet from any point in the gallery. Supply air will be incorporated into the North Gallery stair towers to provide adequate ventilation for the North, East, and West Galleries. The purpose of the East Gallery is to provide infrastructure to support equipment for Aeration Basin #2 and future Aeration Basin #1. The East Gallery will also house some equipment and conveyance systems to support secondary clarification. The East Gallery will extend the full length of Aeration Basin #1 and 2, from the North Gallery to the south end of the Aeration Basin. The walls of the galleries will be common with Aeration Basin #1 and 2. The East Gallery will be approximately 16-feet in width with floor and roof elevations matching that of the North Gallery. Stair towers will be required for East Gallery egress at the south end. Access will be no more than 150 feet from any point in the gallery. Exhaust fans will be incorporated into the south stair towers for HVAC . Similar to the East Gallery, the purpose of the West Gallery is to provide infrastructure to support equipment for Aeration Basin #3 and future Aeration Basin #4. Equipment and systems located the West Gallery will be identical to those located in the East Gallery except there will be no Waste Activated Sludge or Secondary Scum conveyance systems. Stair towers will be required for West Gallery egress at the south end. Access will be no more than 150 feet from any point in the gallery. Exhaust fans will be incorporated into the south stair towers for HVAC. Glass block inserts will be placed in the roof structure of the gallery to provide some natural light and reduce overall lighting requirements. An underdrain system will be installed beneath the gallery and basin bottom. The underdrain piping will be tied to a series of manholes, and movable immersible pumps will be used to draw-down the groundwater to below the bottom slab of the basin prior to dewatering the basin. In addition, the underdrain piping will be tied to flap valves in the basin drainage trench. The flap valves will open and flood the basin in the event that the basin is dewatered while the groundwater level is above the top of the bottom slab. Distribution Box No. 3 Modifications Existing Distribution Box No. 3 will be modified to receive Mixed Liquor flow from the new aeration basins. A new 60-inch pipe will connect the structures. New Secondary Effluent Collection Box and Associated Piping Systems

A new Secondary Effluent Collection Box will be included to provide a means to connect future secondary clarifiers into the Secondary Effluent piping system. The new collection box will be located near the southwest corner of the new aeration basin complex and will be provided with capped stub-out piping to connect piping to future clarifiers. The existing Secondary Effluent piping will be intercepted north of Secondary Clarifier No. 3 and routed to the west where it will tie into the new Secondary Effluent Collection Box. The existing Secondary Effluent piping running to north to Distribution Box No. 5 will be primarily abandoned in place, except where the North Gallery crosses its path, and in the vicinity of Distribution Box No. 5 where new connections are required. Secondary Scum Handling Facilities A new Secondary Scum Box is located at the south end of Aeration Basin Nos. 2 and 3. This box will receive scum skimmed from the ends of the aeration basins, and pumped scum from a new Secondary Scum Pump Station located northeast of Secondary Clarifier No. 1. The new pump station will intercept the Secondary Scum piping that presently connects between the secondary clarifiers and the Plant Drain Pump Station. The new Secondary Scum Pump Station will receive the Secondary Scum from the secondary clarifiers and pump it to the new scum box at the end of the aeration basins for further handling. Pumps will be located in the Secondary Scum Box and will pump the Secondary Scum to the new Sludge Thickening Facility. New Secondary Effluent Pump Station Integral with the west end of the North Gallery will be the new Secondary Effluent Pump Station. The pump station will consist of a wet-pit/dry-pit configuration. A common North Gallery wall separates the wet pit from the dry pit and the secondary effluent pumps, valves, and distribution header will be located in the lower level of the North Gallery extension. The wetwell will be covered with grating and chlorine will be injected at the wetwell prior to pumping to the filters. Four vertical screw induced centrifugal pumps located in the North Gallery will provide flow to the tertiary filter inlet channel. Two flow diversions around the tertiary filters will be implemented. The first will divert flows around the tertiary filters directly to the new Distribution Box #7 feeding disinfection. This bypass will have the capability to divert one-half the filter capacity flow. A second flow diversion around the tertiary filters will divert secondary effluent directly to the Flow Equalization Tank. This bypass will have the capability to divert up to 30.0 mgd. New Flow Equalization Tank and Associated Facilities

A new Flow Equalization Tank will be located immediately west of the Leprino Treatment Ponds, using a portion of the space presently within the boundaries of the Emergency Storage Pond. The tank will be an approximate 2 million gallon steel tank with roof. The tank will be located primarily on fill removed from the area of the aeration basins to raise the base of the tank to allow gravity flow back into the process. It will utilize a concrete ring wall foundation. The tank will be vented and an overflow will be provided that will discharge to the Emergency Storage Pond. The tank will be fed from the either of the Primary Effluent Pumps, or the Secondary Effluent Pumps. New Tertiary Filter Complex A new tertiary filter complex will be included and located north of the west end of the North Gallery. Eight (8) filter cells will be provided, with two rows of four filter cells arranged around a central gallery. The Filter Gallery will connect with the North Gallery to allow access to the filter systems from the overall gallery complex. A stair tower will be located at the north end of the Filter Gallery for egress. Primary piping and valving systems will be located inside the Filter Gallery for access and maintenance. The roof deck of the gallery will be a walkway and observation area. The structure will be primarily cast-in-place concrete. An anthracite monomedia will be provided initially with the capability to replace the media in the future with granular activated carbon if required. An effluent flow meter and automated modulating valves are provided on the outlet pipe from each filter. The filters will be provided with covers to prevent algae growth. Both air scour and water will be used for filter backwashing. Backwash flow to the filters will be supplied from new backwash pumps located adjacent to the existing chlorine contact basins and will draw flow from the chlorine contact basins (see New Filter Backwash Pumping Facilities, below). Provisions will be made for adding chlorine to the backwash water supply. Backwash waste water will gravity flow from the filters to four backwash equalization tanks (see below under Modifications to Existing Aeration Basins for Filter Backwash Surge Function). New Filter Chemical Facilities An area for filter influent coagulation and flocculation chemicals will be located along the west side of the Tertiary Filter Complex. This area will include outdoor bulk storage of Alum with secondary containment. In addition, a room adjacent to the alum storage area will house liquid polymer drum storage and the chemical feed systems associated with both chemical systems. New Blower Building and Ancillaries

A new Blower Building will be located at grade along the north side of the North Gallery. The building will house the Aeration Blowers, Filter Air Scour Blowers, air compressors, and ancillary equipment associated with these systems. The mechanical equipment will be located within one room, separated by a wall from the another set of rooms for electrical equipment and finally a control room. The Control Room will house PLC Panels and an operator workstation. A stairwell will be provided between the Blower Room and the Control Room to provide access to the North Gallery below. A bridge crane will be provided in the Blower Room and rollup doors will be provided to allow removal of equipment from the building. The low pressure air header will be routed in a pipe trench below the building that will connect directly with the North Gallery. The building will be concrete masonry unit construction with external EIFS finish to match the general architectural theme at the Plant. A flat roof with interior roof drains and membrane seal will be included. HVAC equipment will primarily be roof-mounted. Modifications to Existing Aeration Basins for Filter Backwash Surge Function The existing aeration basins will be modified to function as Filter Backwash Surge Basins. Approximately 6 feet of concrete will be added in the bottom of the tanks to protect the tanks from buoyancy and damage to the bottom slab due to groundwater pressure with the tanks operating at varying levels. The concrete will be sloped toward the gallery to allow any solids to accumulate near the backwash solids pump suction. The existing aerator/mixers will be operated for mixing only and will need to be modified for the change in tank depth. A total of four cells will be retrofitted to function as two separate backwash surge basins. Backwash wastewater will flow by gravity into one of the four tanks, then overflow into the adjacent tank on the same side of the existing gallery. The backwash return pump serving the pair of backwash equalization tanks typically will pump backwash return from the tank that receives the overflow to the primary effluent header. A backwash solids pump will be used to pump solids from the tank receiving the backwash wastewater to a sludge drying bed that will be dedicated to this service. Secondary locations for receipt of the backwash solids pumpage will be the new primary influent distribution box and the gravity belt thickener feed piping. The pump discharge will be piped to all three locations. The pumps and associated piping will all be located within the existing secondary treatment gallery. New Disinfection Chemical Building and Ancillaries A new Chemical Building will be included to provide chemical storage and handling for disinfection. The new building will be located north of the Tertiary Filter Complex, and will be a slab-on-grade structure similar in architectural concept to the new Blower

Building. The Chemical Building will include separate rooms for bulk chlorine liquid storage and bulk sulfur dioxide liquid storage. Equipment within the building will also include chlorine and sulfur dioxide evaporators, chlorinators, sulfonators, and associated ancillary equipment for handling of the chemicals. Chemical delivery will be by bulk truck delivery with unloading facilities outside the building. The Chemical Building will be designed to meet current fire codes. An emergency chemical scrubber system will be located outside the building and will include sodium hydroxide storage, scrubber, chemical pumps, and associated ancillary equipment. The scrubber will provide emergency ventilation of either of the bulk chemical storage rooms in the Chemical Building, with the capability to neutralize the entire contents of either of the bulk storage tanks. New Filter Backwash Pumping Facilities New Filter Backwash Pumps will be located at the north end of existing Chlorine Contact Tanks 1 and 2. Two can-type vertical turbine pumps will be located in the yard area with suction drawn from each of the two contact tanks. The pumps will provide backwash water for the tertiary filters. New Distribution Box No. 7 A new distribution box (No. 7) will be provided to receive either filtered effluent from the tertiary filters, secondary effluent from the Secondary Effluent Pumps, or a combination of the two. The function of the cast-in-place concrete box is to distribute the flow in the proper proportions to the chlorine contact tanks. Adjustable weir gates will be used to split flow to existing Chlorine Contact Tank Nos. 1-4, to the newly retrofitted Chlorine Contact Tanks 5 and 6, and to two future tanks. Pipe stub-outs will be provided for connection to the future tanks in a different Contract. A chlorine injection point with induction mixer will be provided in the common area of the box for chlorine dosing. Modifications to Existing Plant Effluent Channel The existing plant effluent metering channel will be modified to add connections and gates for receiving chlorinated effluent from the newly retrofitted Chlorine Contact Tanks 5 and 6, and to provide piping connections to and from the new Post-Aeration Basin. A gate will be installed upstream of the existing Parshall Flume to allow optional diversion of the flow to the Post-Aeration Basin. Downstream of the existing Parshall Flume will be the new connection to receive flow from the new Post-Aeration Basin. Sluice gates will be provided at each of these new connection points. Dechlorination injection will be provided near the location of the diversion to Post-Aeration. The arrangement of piping and gates will allow optional use of Post-Aeration or direct metering and pumping to Old River.

New Post-Aeration Basin and Ancillaries A new Post-Aeration Basin will be provided with additional provisions to add a second basin in the future. The new basin will be a cast-in-place concrete structure in the ground with fine-bubble air diffusers distributed throughout the bottom of the basin for aeration. The diffusers will be fed by blowers located outdoors on a slab close to the basin and through multiple air headers to allow system balancing. Attached to the basin will be an influent box and an effluent box to simplify the future expansion for a second basin. An attached channel with Parshall Flume will be included for metering the flow through the basin. When bypassing the Post Aeration Basin, flow will be metered through the existing Parshall Flume. Modifications to Existing Rectangular Secondary Clarifiers for Chlorine Contact The existing rectangular secondary clarifiers will be converted to Chlorine Contact Tank Nos. 5 and 6. The clarifier bridges and mechanisms, as well as other ancillary materials as required, will be demolished and new baffle walls will be added to convert the basins into two chlorine contact tanks. The tanks will be fed Filtered Effluent from Distribution Box No. 7 that will be routed through the gallery system, and will discharge back to the Plant Effluent Channel partially through the existing Secondary Effluent Pipe that runs below the existing gallery and Primary Effluent Pump Station. The piping will be intercepted in the yard on the north side of the Primary Effluent Wetwell, and routed to the effluent channel. Sludge Drying Bed Modifications Sludge Drying Bed Nos. 8 and 9 will be paved with asphalt pavement. Associated modifications to the sludge piping will be done as required. Sludge Drying Bed No. 3 will be modified to receive only Filter Backwash Solids to separate this service from the present Class A sludge handling beds. New Standby Engine-Generator A new standby engine-generator will be located in an enclosure outside the existing Auxiliary Generator Building. The new generator will be sized for process facilities including headworks, primary clarifiers, primary effluent and equalization pumping, and partial aeration, along with Plant and safety critical services. The existing standby turbine-generator will remain, but be removed from service. A new standby power switchboard will be provided in the Auxiliary Generator Building to feed new automatic transfer switches provided to power the critical services. Electrical System Improvements

Substantial modifications and additions to the existing electrical power supply system will be included to support the project. The utility metering will be moved from the secondary of the existing 1500 kVA transformer to a primary meter installation so that the 12 KV system can be extended to additional transformers required for the new loads. In addition some of the existing 12 KV cable and the existing transformer will need to be transferred from PG&E to City of Tracy ownership. To extend the 12 KV power supply system, pad-mounted switchgear will be cut into the existing 12 KV power cables to the existing transformer. From the new switchgear, new 12 KV power cables will be installed in concrete encased ductbank. The existing ductbank will be used for the existing 1500 kVA transformer adjacent to the electrical building. New ductbanks will be constructed to transformer locations near the new blower building and the sludge thickening building. Two new transformers will be installed near the new blower building to supply 480-volt power for the new process equipment in the western area of the plant. A new 480 volt transformer will also be located near the new sludge thickening building to supply new process equipment in that area of the plant. The 480-volt transformers located at the blower building will be rated 2000 kVA and each will feed a switchboard in the blower building electrical room. Feeder circuit breakers will be provided in each switchboard to feed two blower starters and one low voltage motor control center (MCC) located in the blower building electrical building. One of the blower feeder breakers will be a spare for future addition of the fourth blower and a feeder breaker for the MCC located in the new chlorine/sulfur dioxide building will be included in Switchboard A that houses it. Additional feeder and branch circuit breakers will be installed in the switchboards as may be found necessary as the design progresses. Switchboard B will be provided with a power feeder from the standby power source. A standby power main disconnect, key interlocked with the transformer main breaker, will be provided in the switchboard to allow selection of either source. Should utility power fail it will be possible to manually open the transformer main breaker and close the standby power main disconnect and operate selected loads fed from the switchboard The MCC at the chlorine/sulfur dioxide building will be fed through an automatic transfer switch with the other side of the switch being fed from the standby power source and will serve all loads related to chlorine system and the chlorine gas scrubbers. The 1500 kVA, 480-volt transformer located near the sludge thickening building will feed a switchboard in the electrical room of the thickening building. The transformer will provide power to all new loads in the northeast area of the WWTP. Feeder circuit breakers will be provided to feed two MCCs located in the electrical room with space for additional feeders as necessary. One of the two MCC will be fed through an automatic transfer switch with the other side of the switch being fed from the standby power

source and will serve critical plant loads such as the primary clarifiers and similar equipment in the area. Additional miscellaneous modifications will be provided as necessary to support the new and revised facilities. Process Instrumentation and Control System Improvements Provide process Instrumentation and Control (I&C) improvements that are necessary for plant operations for the Expansion/Upgrade, including integration of those existing facilities as required to interface with the new facilities in the Expansion/Upgrade. The design will include local control elements with wiring up to PLC or Remote I/O panels. The remainder of the communication system design will be by others. Control loop descriptions will be provided to guide the PLC programmers (others) in designing the controls. Control panel elevations and specifications will be provided. Integration of existing plant processes into the new control system network is not a part of this contract. Programming of the programmable logic controllers (PLCs), and operator interface graphics, subsets of the control system network, are not part of this scope of work. Plant Stormwater Handling Improvements The stormwater system will be modified to maintain plant-collected stormwater on-site. A new stormwater pump station will be included to the east of the Maintenance Building. The pump station will intercept the existing pipeline that discharges offsite and the flow will be pumped through a new pipe into the Emergency Storage Pond. Plant Utilities Improvements Plant utilities will be expanded as required to serve the new and revised facilities at the Plant. A new compressed air system will be located in the new Blower Building to provide high pressure air to miscellaneous control valves and instruments. The Plant Water Pumps will be retained and only the (3W) distribution system will be modified as necessary for new facilities and for site fire water service. New site fire hydrants will be included to serve the new facility areas and will be connected to the 3W water system. Additionally, fire sprinkler water will be provided to the new Chemical Building if required by local authorities. Natural gas and potable and non-potable water distribution will be expanded as necessary. In addition, the Plant Drain system will be expanded to serve the new facilities. Miscellaneous Site Improvements Main access to the existing plant will continue to be off Larch Road from the South. A new access for plant staff will be located off Larch Road approximately 440 feet west of

the existing access. This access will operate with a manual gate. A secondary access to the plant, equipped with an automatic gate, keypad and closed circuit camera, will be located approximately 600 feet west of the existing access. A new road will serve the west side of the Plant from this entrance, and connect with an expanded road serving the north side of the Plant immediately north of the new Chemical Building. Additional roads or general paved areas will provide access to the south end of the aeration basins, and the area around the new Blower Building. The new roads will have asphalt concrete surfaces with either a 2-foot gravel shoulder or curb and gutter, depending on location. Where space allows, shoulders, swales and culverts will be utilized to convey surface water to drainage features. The septage dumping area will be modified with new pavement and lane separation to enhance use of the facilities and traffic movement. Areas not paved will be provided with landscaping fabric and a decorative rock similar to that existing onsite in other areas. Where directed, some small areas of grass and/or landscaping shrubs or trees will be provided. Due to the age of the plant, amount of existing yard piping, and extent of new construction, additional on-site verification of mapping, on-site surveying and potholing of existing utilities will be conducted. Site lighting will be provided in the new areas to match the general level and style of lighting that currently exists at the Plant. Construction Document Deliverables:The final design scope includes the preparation of one construction contract document. The Contract Document will be prepared for a single lump sum bid. A single general contractor, who will furnish all equipment, materials, and labor necessary to construct the PROJECT, will perform the construction work. The Contract Document shall consist of Bidding Requirements, Contract Forms, Conditions of the Contract, Technical Specifications, and Drawings. Prequalification of potential bidders, subcontractors, and vendors is not included in the scope. The final design scope excludes the preparation of material and/or equipment preselection or prepurchase Contract Documents and excludes the preparation of additive, deductive or alternate design and construction scope. Drawings will be produced using the CONSULTANTs standard Microstation software. Electronic drawing files will be translated to the CITYs AutoCAD Version 12 software platform and provided to the CITY. The Bidding Requirements, Contract Forms, Conditions of the Contract, will be provided by the CITY and will be reviewed and incorporated in the Contract Document by the CONSULTANT. The project design work will be carried out using a phased approach to ensure a logical and progressive completion of the design work. The two phases, as described below, will be carried out sequentially. Each phase of design will include specific list of work products and deliverables, which are identified in the following sections. Design review workshops will be conducted with the City staff, key individuals from the CH2M HILL project team and others as needed; the design review workshops will be conducted at critical design milestones as identified in the following section.

Task 1. Final Design Development (60% Design) The purpose of this task is to utilize the conceptual decisions of the project that were made in the pre-design phase and to complete and finalize the preliminary calculations of the previous phase (i.e., develop the project design to achieve a true design freeze at the conclusion of this phase). Structures, equipment, major plant piping, process, and site plan will be finalized during this phase to allow final detailing during the next phase of design. Drawings and other required materials for permit applications will be available at the conclusion of this phase. The majority of the quality control review and approval will occur prior to the finalization of the work products. Specific activities and work products from this phase are described in the following subtasks. Subtask fee estimates are provided below for each subtask. These figures are estimates and CONSULTANT has the option of reallocating costs within each Task (such Task 1) as long as the total Task (such as Task 1) fee is not exceeded. RESOLUTION ________ AUTHORIZE AMENDMENT NUMBER 4 TO PROFESSIONAL SERVICES AGREEMENT NO. CH8 WITH CH2M HILL FOR SERVICES RELATED TO FINAL DESIGN AND CONSTRUCTION DOCUMENT PREPARATION FOR UPGRADE AND EXPANSION OF WASTEWATER TREATMENT PLANT EXPANSION PHASE 1B PROJECT, AND AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT WHEREAS, Regulatory requirements for wastewater treatment have become increasingly stringent during the past five years and this trend is expected to continue in the future, and WHEREAS, To address the need for an increased level of treatment and increased flow, it is necessary to upgrade and expand the Waste Water Treatment Plant, and WHEREAS, Extensive water quality studies were conducted and mitigations developed to minimize the environmental impacts of the project, and WHEREAS, This work was completed on October 15, 2002 with certification of the Final EIR, and WHEREAS, A preliminary design has been prepared for purposes of determining facilities layout, process considerations and cost calculations, and WHEREAS, The next step in the project is preparation of the final design of the Waste Water Treatment Plant Expansion Phase 1B project; NOW, THEREFORE, BE IT RESOLVED That the City Council hereby authorizes Amendment Number 4 to Professional Services Agreement No. CH8 with CH2MHILL for services related to the final design and construction document preparation for upgrade and expansion of Wastewater Treatment Plant Expansion Phase 1B project and authorizes the Mayor to execute the agreement.
