The Fluair range


The Fluair range comprises a series of homogeneous, compatible, factory-built panels, designed for use in MV installations rated from 3 to 17.5 kV. Since the switchgear units are of a withdrawable design and can be used with a remote control system, the range is ideally suited for all types of applications and installations which call for: s continuity of service; s easy commissioning; s quick assembly; s user and system safety; s flexibility in operation; s easy extension; s low maintenance costs. Inside the range, the Fluair 100/200 is used to build single or double busbar 3 to 17.5 kV distribution switchboards encountered in: s electrical power-generating stations (feeds to station auxiliaries), s primary substations in the public distribution sector, s in MV process installations, s in distribution and final distribution substations in the industrial or tertiary sector.

Metal-clad substations
The Fluair panels are made up of factory-built metal enclosures of the metal-clad type in accordance with IEC international standards. These panels comprise 4 fully self-contained compartments: s a switchgear compartment, s a cable connection compartment, s a busbar compartment, s a control gear compartment. All the metal frames are permanently connected together electrically.

Interlocks
Operating safety is enhanced by a series of interlocks designed to: s prevent incorrect operation, s prevent direct access to current-carrying parts, s restrict access to the network control equipment.

Degree of protection
IP 3X or IP 5X to IEC 529 (a higher level of protection can be provided on request).

Surface treatment
All the metal surfaces in the panels are treated against corrosion: s the outside panels are protected by galvanisation and with an epoxy polyester coating standard colour RAL 1011 or RAL 7030, and have been put through the surface tests laid down in standards IEC 68-2-11. s the internal partitions are protected against corrosion by galvanisation, with chrome passivation.

Withdrawable circuit-breaker units


The Fluair range of panels are fitted with withdrawable SF6 circuit-breaker units. The circuit-breaker and its operating mechanism, mounted on a slide-out truck make for fully-visible isolation and simple, 100% interchangeability. This technology provides the users with the best guarantee of continuity of service for their installations.

Rigorous testing
The Fluair panels have successfully undergone the type approval tests set down in the IEC international standards, including: s dielectric tests, s temperature-rise tests, s mechanical endurance tests, s short time withstand current and peak withstand current tests. In addition to these standardised tests, the requirements for other types of installation can also be met. For example: s resistance to humid conditions, s resistance to internal arcing (in accrodance to IEC international standards).

The circuit-breaker compartment is totally enclosed by metal walls. It houses a withdrawable unit which can take up 3 positions:
s in service : unit latched in the plugged-in position, s isolated : unit latched in unplugged or test position, with fully visible isolation

achieved by disconnection of the moving portion from the fixed portion and closing of the shutters, s withdrawn : unit outside the panel.

Fixed portion
The fixed portion is equipped with all the devices necessary for the withdrawable unit to be connected and disconnected in total safety:
s bushing, electrical insulating and containing built-in fixed contacts, s sliding metallic shutters, can be fitted with padlocks, and which automatically blank off the fixed contacts; the shutters can be manually operated to inject a signal to search for faults on cables, s bolted-on panels, which can be removed at the front in order to access the busbar set and the current transformers secondary, s an arrangement, to maintain the continuity to earth while the unit is being pulled out or inserted, s an insertion disabling interlock which can be padlocked (padlock not supplied), automatically preventing the insertion of the withdrawable unit if the earthing switch is closed, s safety interlock to prevent closure of the earthing switch if the unit is in the in service position, s a multi-contact connector, used to connect auxiliary circuits.

Options for fixed portion


The following optional auxiliaries and accessories are available for the fixed portion:
s 5 or 12 change over contacts, used to signal the inserted or withdrawn

positions,
s voltage on indicator lamps, s an earthing switch: the position of this switchs flags is clearly visible from

the front and indicated from the rear of the panel (see also cable connection compartment), s padlocks: 4 padlocks can be fitted for the earthing switch and 2 for the circuit-breaker (withdrawn position), s a foolproofing interlock, which only allows withdrawable units appropriate to the panel to be inserted into the panel, s a front door, the addition of which creates extra space, which can then take the withdrawable unit in the isolated door closed position, giving the IP5X degree of protection (steps are taken to maintain alignment of front panels).

SF6, the switchgear gas


Fluair circuit-breakers use sulphur hexafluoride (SF6) for isolation and breaking. The active parts are housed in an insulating enclosure of the sealed pressure system type, in compliance with IEC 56. The devices used to equip the Fluair range of functional units have outstanding features: s long service life, s maintenance-free active parts, s high electrical endurance, s very low switching surges, s operating safety, s insensitivity to the environment, s breaking capacity and dielectric strength maintained at atmospheric pressure, s low filling pressure.

Circuit-breaker range
Circuit-breaker ranges are used in 7.2 to 17.5 kV cubicles. Breaker operation is based on SF6 technology. The circuit-breaker is of the sealed pressure system type. The gas-tight enclosure is filled with SF6 at a low gauge pressure of 0.15 MPa (1.5 bar). A pressure switch with a NO contact for continuous monitoring of the SF6. Low pressure filling guarantees reliable gas-tightness. Circuit-breaker ranges are actuated by RI type spring stored energy operating mechanisms.

Self-expansion interrupting principle for LF circuitbreaker range


The operating principle combines the rotating arc technique with the effect of thermal expansion. The contacts are housed inside a chamber which provides the volume for expansion.

The main contacts open and the current is transferred to the arcing contacts.

Arcing period (fig. 3)


The arcing contacts separate. The arc is cooled by rotation, caused by a magnetic field created by the coil when the current is low. The over-pressure of thermal origin produced by the arc in the expansion chamber extinguishes the arc by forcing it into the hollow contact.

A RI electrical operating mechanism includes:


s a spring system that stores the energy needed to close and open the breaker, s a manual spring charging system, s an electrical motor spring charging device that automatically recharges the s s s

mechanism as soon as the contacts close (time 5 s), two mechanical push buttons on the front panel for opening and closing, an electrical closing system including: a closing release for remote control and an anti-pumping relay. an electrical opening release system featuring one or more releases of the following types: shunt, undervoltage, low power-consuming mitop (1), s operation counter, s an optional operating mechanism charged indication contact, s an end-of-charging contact, s a black and white mechanical open closed position indicator, s a multi-pin connector for isolating auxiliary circuits in the disconnected position.

Auxiliary contacts
The RI operating mechanism is equipped with a block of 14 auxiliary contacts, including: s 1 changeover contact for the electrical operating mechanism, s 1 changeover contact for indication, s 1 contact for the shunt release. The number of available contacts depends on the composition of the operating mechanism and the options chosen, (see the table below).

RI operating mechanism
LF range circuit breakers are actuated by an RI operating mechanism that ensures switching device closing and opening speed that is independent of the operator. Circuit breakers equipped with an RI electrical operating mechanism can perform remote control functions and implement reclosing cycles.

The cable connection compartment, which is accessed from the rear of the panel, is entirely enclosed by metal walls. This compartment contains:
s gland plates, fitted out to receive single-core or three-core dry-insulated cables with synthetic cable terminations, s non-magnetic cable supports to prevent external

cable damage due to eddy currents,


s panels earth wire which interconnects, externally,

the metal frames of the different panels so that they can be earthed,
s measuring transformers (see facing page).

Cable connection is made simple by the clearance left between the floor and gland plates and the large amount of space left free within the compartment.

Options
The following optional accessories are available:
s 3 voltage capacitive dividers, incorporated into the insulators which support the

terminal plates, and connected to 3 neon indicators mounted on the front plate, to indicate whether the cables are live or dead,
s an earthing switch, used to earth and short-circuit the cable ends before work is

performed on the cable connection compartment, this switch comprises:


a fast-acting closing mechanism, independent of the operator, an interlock which will not allow it to be operated until the circuit-breaker contactor

has been withdrawn,


the positively driven flag, mounted on the front plate, the switch position is

clearly visible from the front and rear of the panel,


s two contacts to indicate the closed position (1 contact) and the open

position (1 contact) of the earthing switch,


s the equipment required for connection of single or three-core cables insulated

with impregnated paper (contact us for details),


s earthing switch with making capacity is not supplied as standard. It is available on

request.

The active components of the dry-insulation measuring transformers (current and voltage transformers) are sealed in an insulating resin. They supply power to the current and voltage circuits of the measurement and/or protection devices. These compact transformers have very good electrical and mechanical characteristics.

Current transformers
Current transformers are accomodated inside cable connection compartment and come in 3 types .
s conventional type, with 1, 2 or 3 5 A secondary windings (1 A as an option). s air core current sensor (CSP), non-saturating, with linear response and broad dynamic range. s core balance type (CSH), provides more sensitive protection by direct measurement of earth fault current.

Voltage transformers
As a standard, voltage transformers are of the fixed type (fixed fuse can be supplied as an option). Functional voltage transformers can be supplied as an option. They are protected by a built-in fuse, and can be operated simultaneously from the rear of the panel without interruption to the busbar. When the functional voltage transformers are in the isolated position, the replacement of a fuse can be performed using a padlockable shutter.

The busbar compartment forms a distribution trunking enclosed by metal partition walls. The system of busbars is thus totally safe, since no moving parts are inside the compartment.

In single-busbar panels, this compartment contains bare plate copper busbars bolted onto the supports (insulated bars optional).

Double-busbar panels
Circuit-breaker double-busbar panels are used when two separate power supply circuits are used to ensure continuity of service. Each busbar system is housed in an independent compartment. The two compartments contain bare plate copper busbars, bolted onto the supports (insulated bars optional). In the incoming or outgoing panels, the circuitbreaker is connected to 2 branching isolators which connect it to either one or other of the 2 busbar sets. The isolators can be operated mechanically using a lever located on the rear panel. The branching isolators can be interlocked mechanically by a key system. As an option, each isolator can be fitted with: s electrical control, s an electrical interlock system.

The control compartment which is located at the front of the Fluair panel, is also separated from the other compartments by metal partition walls. This compartment contains all the protection and control units required to perform protection, automation and measurement functions.

Sepam range
Sepam replaces measuring instruments such as ammeters, voltmeters, watt meters, power meters, etc. It displays alarm and operating messages in association with the protection functions and control logic, which eliminates the need for indicator lamps. The front panel includes: s light-up alphanumeric display that is simple and legible from several meters away.
s keys used to select the measurements to be

displayed and acknowledge messages. As a security measure, these keys do not provide access to the protection settings.
s a dedicated door providing access to: the outlet for connection of the TSM 2001 pocket

setting terminal, the housing for the cartridge that contains the different application programs needed for Sepam operation.

A TSM 2001 pocket terminal is used to set Sepam parameters and make adjustments. The pocket terminal, equipped with a keyboard and a display unit with four 20character lines, has an operating system that comprises user-friendly menus. The terminal may also be used to look up maintenance information such as fault current value, number of breaker operations, sum of breaking kA, etc As a security measure, access to Sepam parameters is protected by a password.

Monitoring & control software


The Monitoring & control software product is a software package designed to control and monitor Fluair switchboards. The use of Monitoring & control software improves quality of service: s efficiency in daily use and operations thanks to a user-friendly user interface, s continuity of service by fast intervention provided by remote control of the Fluair switchboard, s understanding and analysis of events and loads.

User-friendly, dependable operator interface


The Monitoring & control Software operator interface is designed to be used by electricians. The ergonomics is intuitive, making the package easy to understand and use on a daily basis. In addition, the operator interface offers a field of action that is defined for each operator according to passwords assigned by the installation security manager.

Basic functions
The main functions are:
s installation display by chained mimic diagrams (animated single-line diagram,

device position, energized parts, current faults),


s real time access to Sepam protection unit measurements (display of

measurements, remote control, protection curves and settings),


s alarm management (tracking, diagnosis), s data analysis (measurements, monitoring curves, data logging), s power consumption analysis.

Modular design
The software unit capacity and functionality may be scaled in accordance with the size of the switchboard. This also provides the option of starting with a small set of monitoring and control equipment, and then completing it later on, by adding a substation or electrical network monitoring and control system.

Disturbance recording

Architecture
The user terminal consists of a compatible personal computer. It is directly connected to the Sepam protection units via a standard communication bus. The control station may easily be connected to a higher level monitoring and control system via Ethernet.

Circuit-breaker incoming and outgoing panels
The incoming panel supplies power to and protects the switchboard. The outgoing panel supplies power to and protects an outgoing circuit and/or take-offs (motors, transformers, etc.). These panels are fitted out according to the rated current and degree of protection: s standard type panel for IP3X, s panel with front door for IP5X (consult us).

The coupling panel is designed to connect 2 half busbar sets to: s provide continuity of supply when a power source is switched off, s connect several sources in parallel.
