• Look at reason JSOC was created. There were reasons and they were thought
through. You need to look at origins

• Creation and origins of SOLIC

• Distinction between anti-terrorism (force protection) and counterterrorism (find

terrorists and kill them)

• "There was nobody in this building until summer of 2001." Feith not confirmed
until June or July, Wolfowitz not confirmed until March.

• First big crisis for Pentagon in Bush administration is the plane on Hainan Island

• Need to know ROEs (Rules of Engagement).

• "We did have a plan"-^ 1 It was a framework, not specifically tailored,

but used in the event, of a specific contingency
o one for hostage rescue
o one for national capital region

• Some plans .are still valued; some pre-9/11 are still sensitive

• Did not/want to produce operational plans—likley did not want us second-

guessing things like the "landing zones" that were selected in specific operations

• Cambone: "What do you really want to know?"

» PZ: from '98 forward, any plans that had object of using force against al-Qaida in
Afghanistan, or anywhere else

• Possible a plan was not do-able, or plan was do-able at a cost of a, b, c, or d.

• Tee'ing it up as a choice the president would have to make

• At 9-11: Kinds of general plans presented to the president for immediate
decisions
o National leadership-level planning overviews thru Camp David

• Post 9-11 thru present: overall strategy, evolving concept of operations, problems
that evolve in the field

o We need lessons learned from military—What worked? What didn't

work?

• Want to know what we're doing in Afghanistan

• Rummie asked Gen Holland for a budget. He just asked for plus ups. The
Rummie sent it back and Holland came in with a war budget. As of Jne 24 '02
(date of Rummie memo) SOCOM is a supported command

• Pissing contest over armed Predator. Question was who would have the
responsibility to pull the trigger. Under whose authority?

• PZ: We'd like an intro and orientation on the subjects we need

• Cambone: "The whole process changed recently

• Cambone: "American public has a simplified view of the use of force. There are
choices and there are costs. But Americans don't want to know nuances. Their
view is unrealistic. You should look at: here's what it means to the people in the
field who are carrying it out. The time it takes to plan, the footprint, the
casualties, the risk

• There are perils in executing these orders. Commission needs to look at

operations in Afghanistan, to see the costs.

• He argues military is not risk averse. Instead it is success oriented. Wants to

succeed. Is glass half empty, or half full?

• MH comment: Cambone is highlighting risks, but view he seems to be asserting

does not suggest an understanding of the lethal nature of the risk. Clearly, if the
threat was lethal, and military was convinced of that, that should have been a big
factor, and weighed heavily in favor of a military solution. But that's not what
occurred. When should the military have realized it was time to declare war? At
the same time Tenet did it at CIA? Fall 1999?

• Will need to talk to CIA about SOCCENT/CIA coordination in Afghanistan and

in the field in Iraq.

• Military can get us to any firebases we need to visit.

• Cambone's overall point: these are complex issues, you need to understand
origins, background, see things in context to make good judgments and
recommendations
