Statutory update
Keeping updated on new and retroactive requirements from IMO/ ILO can be a chal lenge. Hence we have made a summary with the most important IMO/ ILO requirements entering into force from 1st January 2013 to 1st January 2014. This information is recommended to Technical, Safety, Quality and Operation departments of shipping companies, but there is also information relevant for yards and newbuilding departments. AMENDMENTS THAT ENTER INTO FORCE 1ST JANUARY 2013 TO 1ST JANUARY 2014

Subject Para.s 6.9.3 and 6.9.4 replaced with text giving more details for testing of operating mechanism and release mechanism on lifeboats. Applicable to equipment installed on or after 2013-01-01. The new sub-para. .5 introduce test of second release mechanism on lifeboats. Applicable to equipment installed on or after 2013-01-01. Existing lifeboat on-load release mechanisms not complying with new paragraphs 4.4.7.6.4 to 4.4.7.6.6 (hook stability, locking devices and hydrostatic interlock) of the LSA Code, as amended by res. MSC.320(89), to be replaced with equipment complying with the amended Code. Guidelines, MSC.1/Circ.1392, for evaluation and replacement has been developed. New para.s 4, .5 and .6 are inserted giving requirements to hook stability, locking devices and if provided, hydrostatic interlocks. More design criteria for lifeboat release gear mechanisms (release criteria, hydrostatic interlocks, operation of the release mechanisms, reset process etc.). The paragraph 4.4.7.6 is amended with new para.s 2, 3, 4, 5, 6, 9, 15 and 16. The existing paragraphs .1 to .9 are renumbered.

Subject In Appendix 1, Individual schedules of solid bulk cargoes, some schedules have been modified and some new schedules have been introduced. The most important new schedule is Wood products general, classified as a Group B cargo. Annex IV has been amended introducing Special Area (the Baltic Sea) regulating the discharge of sewage from passenger ships. Discharge is prohibited in this area except for ships that have an operative approved sewage treatment plant (STP), type approved to the new standard, Res. MEPC.227(64).

Annex IV has been amended introducing Special Area (the Baltic Sea) regulating the discharge of sewage from passenger ships. Annex V has been revised further, limiting the discharge of garbage. The Garbage Record Book form has been updated accordingly. The designation of the US Caribbean Sea Emission Control Area (ECA) for NOx and SOx. The sulphur (SOx) requirements within this ECA take effect on 2014-01-01, as per MEPC.1/Circ.755. Ships powered by propulsion boilers as described in Reg. 14.4.4 are exempted from the North America and US Caribbean Sea ECA SOx requirements until 2020-01-01. New chapter introducing mandatory energy efficiency measures.

Fire and component testing are now required for both inside air foam systems and conventional high expansion foam system, hence type approval certificate according to IMO MSC.1/Circ. 1384 is required for all such system when the FSS Code is in force. New sentence included describing permitted systems for control stations, where water may cause damage to essential equipment. Minor changes throughout the Code.
