Sub: SCHOOL EDUCATION – Absenteeism among teachers-Actual number of teachers

working schools- particulars called for – regarding.

It has come to the notice of this office that a large number of teachers have gone abroad with or
without permission from the Government previously and as on date many of them have not returned.
It is not known when they are going to return to our country. Even in the absence of such vital information,
the posts are being kept vacant for them which is adversely affecting the learning process of the students.
All the Dist. Educational Officer should be filled up with eligible candidates, so as to help the students.
All the Headmasters./MEOs./Dy.Eos./DEOs. Are requested to prepare the list of teachers who were
present on the last working day i.e. on 23-04-2009 school wise. It is needless to say that the second
phases of elections are also deemed to be present on the last working day in the schools. They should
furnish the list through e-mail to this office by 05-05-2009 without fail.

It is also brought to my notice that many teachers who are claiming themselves as President/
Secretary/Office bearer of various teachers associations are availing ON DUTY facility and avoiding
the teaching work. Instructions of the Government are very clear in this regard. Only two representatives
of each recognized Teachers’ Association who are part of Civil Services Joint Staff Council are permitted
to avail this ON DUTY facility. The Associations are (1) STU AP (2) PRTU AP (3) UTF AP and (4)
APTF. Thus there are only eight (8) representatives from the entire teaching community who are
eligible to avail ON DUTY facility and all Other office bearers of either recognized or un-recognized
associations at the district/Mandal level are not at all eligible to claim this ON DUTY facility.

All the Headmasters/MEOs./Dy.Eos./DEOs. Are hereby directed not to entertain or allow ON

DUTY facility to any office bearer of any Association other than the four associations mentioned
above. They should ensure that all other teachers whether they are office bearers of any Teachers’
Association or not attend the school and take classes regularly. Any deviation of these instructions will
be viewed very seriously.

All the District Educational Officers are directed to acknowledge receipt of these instructions
and report compliance immediately.
