Father attempts rape on 9-year old daughter


SRINAGAR, AUG 07 : In a shameful incident of its kind, a 9-year-old girl (name with held) has allegedly been raped by his father in Palpora area of Qamarwari on Wednesday here in the outskirts of Srinagar. SRINAGAR: Pakistani troops opened unprovoked firing at Indian positions on the Line of Control (LOC) in Jammu and Kashmir's Baramulla district, a defence spokesman said on Wednesday. Naresh Vij, spokesman of army's Srinagar-based 15 corps, told that the Baz battalion of Pakistan Army opened unprovoked firing at Indian pickets in Uri sector of the LoC on Tuesday. "Our troops responded with controlled retaliation to unprovoked Pakistan fire from their Baz battalion in Uri sector of the LoC yesterday. The exchange of fire continued from 12.30pm to 2 pm yesterday (Tuesday)," the spokesman said. ROHIT SINGH RANA Kill five Indian soldiers and deny they were killed by Pakistanis. Then the only option left is that the Indian soldier, who survived, killed five of his colleges and injured himself to escape suspicion! This is the best Pakistan can elicit from India. The neighbouring country has its own sinister logic. Who killed the Indian soldiers? On the other side the Indian Defence Minister A K Antony gave an escape point to Pakistan by claiming that some people dressed in Pakistani soldiers uniforms ambushed and killed our soldiers. The External Affairs Minister Salman Khurshid defended Antony in a brazen manner. The matter is clear, our soldiers were killed by Pakistanis and there should have been no ambiguity devised on it. But the Congress leaders, with some hidden agenda with Pakistani establishment have made a mockery of the sacrifice of five soldiers. Manish Tiwari, in his usual brusque manner criticized the Opposition for playing politics. Little does he appreciate that the job of Opposition is to point out the flaws in the policy of the government and here they were within their Constitutional rights and duties. What is intriguingly painful is the reason why India is soft on Pakistan. They behead our soldiers and we remain silent. They kill our five soldiers and we give an escape route to Pakistan for reasons not clearly known. The reports are that as soon as the Indian Deputy High Commissioner was summoned by the Minister of Foreign Affairs there was an understanding that Pakistanis should be given some space to adjust. Forgetting that Nawaz Sharif has been told by General Kayani to go slow in normalizing relations with India we still show peace pipe to Pakistan. On the other hand, Nawaz Government has warmed up to Talibanis and Jihadis by allocating funds to Jama-tul-Dawa headed by known Pakistani terrorist Hafiz Sayeed. The Indian diplomacy is misplaced and repeatedly falls in the trap of normalizing relations with Pakistan. Today the whole nation is angered and full of remorse. The answer to this ghastky murder is to hit Pakistanis hard. We are capable of doing this and we should do that at the opportune time. When Indian soldiers were beheaded the same leaders and the army chief said that we will hit back but nothing happened. If Pakistan can kill our soldiers and still tell the world that we want talks with India we can do the same and still keep the option of talks open. How long shall India suffer and our puny politicians will crib and shun retribution.

They often go beyond their brief when it comes to enforcing law and order. Everybody knows that if police does its duty well, then the crime will vanish to a large extent. Unfortunately police has many times failed to enforce law and order. In the instant case, the high handedness of police again has resulted into the death of a person who should have not died in police custody. Sometimes police for some reasons comes under influence and indulges in brutalities. The police have to act very cautiously and especially with persons who have no criminal record against them. They can be tough with criminals then only will they elicit vital clues but with law abiding civilians they have to work with all courtesy and humane approach. 'Calls for massive awareness against female foeticide'
JAMMU, AUG 08: Minister for PHE, Irrigation and Flood Control, Sham Lal Sharma today inaugurated a slit lamp machine in Sub District Hospital, Akhnoor which was provided by the Rotary Club of Akhnoor. Later, the Minister also chaired the Rogi Kalyan Samiti meeting and reviewed healthcare services being extended to the patients of Akhnoor and Chowki Choura blocks. He asked for maintaining cleanliness in the hospital. The works approved in the meeting included PoL for emergency patients/RTA, Pol for generator, Pol for monitoring, tendering for newly constructed shops, replacement of transformer from 100 KV to 250 KV, cemented platform above the underground water tank, emergency drugs, repair of chairs in waiting area, cemented platform for municipality garbage dump, tendering for newly constructed public facility (Toilet), contingent material for sanitation purpose, X-ray films/chemicals, laboratory reagents, medicines/IOL for free cataract surgeries, antirabies injections for BPL patients, plant/whitewash work of emergency ward, section and DOTS section and fiber shed for administration section. Mr. Sham appealed all the sections of the society to help curb the menace of female foeticide. He asked the people particularly PRIs as well as ASHA workers to create massive awareness among the masses against the female foeticide and gender inequality. He said that with the launch of several innovative measures to curb the menace of illegal sex determination in various Ultrasound Centres, the sex ratio in Akhnoor and Chowki Choura block has improved a lot. It was informed in the meeting that CHCs of Akhnoor block have recorded 1150 deliveries, of which 587 were male and 563 female while 1485 total deliveries have been registered in the block, of which 750 were male and 735 female during the year 2013 from January 2013 to July 2013 thus registering a sex ratio of 960 females for 1000 males. Similarly, in Chowki Choura block the sex ratio has been recorded as 1105 females for 1000 males during the said period. The Minister visited SDH Akhnoor and enquired about the facilities being provided to the patients. He also interacted with the patients and visited various wards in the hospital. Later, the Minister visited the construction site of Jio Poto Maharaja Gulab Singh memorial library. He instructed the executed agencies to speed up the work and complete this prestigious project in time. Later, the Minister visited the government boys and girls higher secondary schools Akhnoor and interacted with the staff and students. He instructed the PWD department for leveling of the premises of government girls higher secondary school, installation of basketball court and construction of the boundary wall at the earliest.

JAMMU, AUG 08: Minister of State for Health, Shabir Ahmed Khan today said that state government is endeavouring hard to strengthen health sector in the state especially far off parts with active moral and financial support from the Centre. The Minister said this while addressing people during an extensive tour of Jammu city conducted to inspect the working of health institutions, here today. The Minister was accompanied by Director Health Services, Dr. B.S. Pathania, Controller Drugs and Food Control Organization, Mr. Satish Gupta, Director NRHM, Dr. Yash Pal Sharma besides other senior officers of Health Department. The Minister said that healthcare sector is receiving focused attention of the government and several reforms are being launched to further improve health scenario in the state. He said that it is the endeavour of the state government to provide better healthcare in the state especially in inaccessible areas adding that liberal funding is being provided through various centrally sponsored schemes. Mr. Shabir further stated that emphasis is being laid to facilitate the ailing people by strengthening urban as well as rural health care units with adequate health infrastructure. Earlier, the Minister paid a surprise visit to Primary Health Centre, Kot Bhalwal and Urban Health Unit, Roop Nagar and directed the doctors and para-medical staff to refrain from absenteeism to deliver hassle free services to the public. He directed the officers not to leave their respective institution without prior permission of the concerned authority. Later, the Minister visited office of Controller Drugs and Food Control, Jammu to assess the functioning of the organization. He was briefed about the work done on FSSA pertaining Public Analyst, Public Health Laboratory (Food Laboratory) and number of samples received and tested by the Drug and Food Control Organization. The Minister was told that 638 samples were received and 770 samples were tested during last five months. The Minister asked the officers to redouble their efforts to further enhance the scale of sample testing of life saving drugs. Controller Drugs and Food Control apprised the Minister that sub-standard drugs worth Rs. 27 lakh have been seized by the Drug and Food Control organization during this year.

SRINAGAR, AUGUST 07 Chief Minister, Omar Abdullah Wednesday highlighted the handholding of youth in their pursuit to generate self-employment and be part in the prestigious entrepreneurship development programme in the State as one of the most stupendous tasks adding that entrepreneurship development is the right answer to unemployment crisis. Omar Abdullah described generation of some 2 lakh job opportunities for youth under various initiatives of the Sher-i-Kashmir Employment and Welfare Programme for Youth (SKEWPY) and impressed upon the concerned departments to redouble their efforts in realising the goal of generating employment for five lakh youth in five years. The Chief Minister was taking stock of the SKEWPY and its various initiatives under implementation in the State to help comprehensive The Chief Minister was apprised that under the Seed Capital Fund scheme as against 302 units established in 2009-10, the figure last year touched to 1,307 as compared to the target of 1,000 units fixed for the fiscal. It was stated that in the year 2010-11 over Rs. 24.72 crore and in the year 2011-12 Rs. 36.17 crore have been provided to the youth under VSA The Chief Minister was told that the new scheme namely Youth Start-up Loan Scheme launched under his directions during 2012-13, more than 100 entrepreneurs have been provided Rs. 5.40 crore as easy loan last year and this year the target of assisting 250 entrepreneurs has been fixed. These entrepreneurs will be provided loans worth Rs. 20 crores. The Chief Minister was told that 10 District Employment Counselling Centres (DECC) have been completed at Baramulla, Shopian, Reasi, Doda, Ramban, Kulgam, Budgam, Bandipora, Leh and Kargil and two Centres one each in Samba and Ganderbal have been already inaugurated. SRINAGAR, AUGUST 07: The Minister for Consumer Affairs and Public Distribution (CA&PD) Choudhary Muhammad Ramzan today said that adequate buffer stock of food grains and essential commodities including cooking gas and Kerosene Oil is available in the State adding that efforts have been made to provide hassle-free ration to the people during the Holy month of Ramadan including the eve of Eid-ul-Fitr. However, the Minister said that the complaints received from various Districts in respect of supply and distribution of LPG would be redressed before Eid on priority. The Minister said this while chairing a high level joint meeting of officers of CA&PD Department and LPG Dealers convened to take stock of the supply and distribution position of essential commodities, LPG and K. Oil here today. The Minister said that the LPG is being provided in the city and major towns of the Valley through Home Delivery System which has remained a successful exercise. However, he directed the authorities to ensure home delivery of gas in the rural areas without further delay as the last date fixed for starting the same has already expired. He issued instruction to the authorities to ensure that there should be no complaint in this regard in future. It was informed in the meeting that regular dealership for new gas agencies should be set up on merit basis. It was also given out in the meeting that setting up of new gas agencies under RGGVY dealership scheme is in process for which 47 Block of the State have already been identified for which 176 application have been received. The draw of lots for setting of these agencies would be held in October this year, the meeting was informed. The Minister stressed for intensifying the market checking in view of Eid-ulFitr and tighten noose around black marketers and profiteers to prevent the consumers from being cheated on Eid day. He said that Mobile Checking squads comprising one senior officers of CA&PD Department, Crime Branch and Legal Metrology Department will keep close vigil on the markets round the clock.

Sham assesses damage to villages along river Chenab


JAMMU, AUGUST 07 - Minister for PHE, Irrigation and Flood Control, Mr. Sham Lal Sharma on Wednesday visited villages along the river Chenab to assess the damage caused to land and inner roads along the right bank of the river due to heavy rain in upper areas besides taking stock of restoration and prevention measures being taken up by the concerned departments. The Minister visited village Maira, Sangrampur, Muthi Maira, Chanjaewan, Chak Skinder etc located on right bank of the river Chenab and rook stock of restoration works being done there by the Flood Control Department. He instructed the concerned engineers to upgrade the crate up to roads level to save the land from floods. He directed the Superintending Engineer Jammu to complete all the works on war footing. Mr. Sham informed that a comprehensive plan for channalization of river Chenab is under active consideration of the government and the work on these prestigious projects would be started as soon as all formalities are completed. 3rd round of BEd counselling at Gorakhpur university from August 16


KANPUR: Gorakhpur University would hold the third round of BEdcounselling in the state from August 16. It would be held to fill 48,000 seats in the BEd colleges. The online registration for participating in counselling began from Monday. The process of registration continued on Tuesday. In city, only one counselling centre is there at Chhatrapati Shahuji Maharaj University. Nodal co-ordinator CSJM University Sandeep Singh said that from August 5 to August 14, the students will get chance for online registration to participate in counselling. They would have to log in www.upbed.nic.in. The students would be required to reach the counselling centre mentioned in the counselling letter to get their original documents like marksheets verified. "This work would be carried out from August 16 to August 20," Singh said. The students who had passed the BEd entrance examination but appeared in the first two rounds of counselling cannot take part in the third round. Those who have not taken part in counselling earlier, would be eligible to participate in the third counselling.

Mumbai Schools, govt play blame game over unfilled seats under RTE quota
MUMBAI: The poor performance of Mumbai Metropolitan Region (MMR) in filling up seats under the RTE quota for underprivileged students once again highlights the miscommunication between schools and the state's education department. While schools have blamed the dismal figures on lack of awareness among parents of eligible students, the education department has pointed a finger at schools for lacking the initiative in welcoming these candidates. "Most parents get easily intimidated by elite schools and refrain from enrolling their children. There is lack of a proper support system for such candidates," said Fr Frances Swamy, principal of Holy Family High School in Andheri (East). He added that several parents are still unaware about the RTE Act. Most schools were also unhappy with the government's "attitude" towards reimbursement of funds to cover the cost of students under the reservation quota. "The government expects us to admit students in primary sections, though our school gets government aid only for secondary. We are bearing the expenses as of now, though we haven't seen a single penny from the education department," said the principal of another school. The education department has also made it clear in their latest circular that schools which cannot fill reservation category seats will have to leave these seats empty; in other words, these cannot be converted into general category seats. "This leaves schools in a spot. The government needs to understand that schools cannot force parents to send their children to our schools," said Ramakant Pandey, principal of Bansidhar Agarwal High School, Wadala. Senior education officials, on the other hand, blamed the attitude of school managements. "Schools must be more welcoming and accommodating. They need to make sure that these students do not feel marginalized. Only then will parents not think twice before sending their children to all the schools." A senior education official added that another reason for the crunch was that parents were not interested in vernacular medium schools. "Some schools that are not easily accessible also face difficulty in finding takers."

AICTE revising scheme for PPP polytechnics


NEW DELHI: The AICTE has set up a committee to revise the scheme for setting up polytechnics in the public private partnership (PPP) mode, Minister of State for Human Resource Development Shashi Tharoor said Wednesday. In a written reply in the Lok Sabha, Tharoor said the government had approved a scheme to provide financial assistance to set up 300 polytechnics in the PPP mode during the 11th Five Year Plan period (201217). "However, the response of the private partners to the scheme is poor," Tharoor said. "The AICTE (The All India Council for Technical Education) estimated the total cost to be Rs.15 crore per polytechnic, excluding land. The scheme provides for Rs.3 crore central government fund towards capital assets, Rs.2 crore by the state government and a minimum of Rs.10 crore by the private partner," he said. "The land is to be provided by the private partner; alternatively, the state government will provide land. The admissions are to be made under the aegis of state government based on the procedures being followed in the state. Appointments will be made by the Institute Management Committee," he said.

IITs losing brand value, Super 30 coach says


BHOPAL: Director of famous IIT free coaching 'Super 30', Anand Kumar says that Indian Institute of Technologies (IIT) are losing brand value after the government continued to increase number of seats and institutes. Kumar, who was in the city to interact with the students and give them tips on cracking IIT entrance exam during a talk show organised by IES Engineering College, said he has no plans to start a branch in Madhya Pradesh. CM Shivraj Singh Chouhan had earlier requested him to start a Super 30 in MP to benefit students from the state. He said situation is so grave that about 700 seats in the premier institutes of the country remained vacant this year. 'Super 30' selects 30 poor students every year and prepare them for IIT entrance test without charging money from them. The success story of Super 30 could be gauged from the fact that its 30 out of 30 students got selected in IIT consecutively from 2008-11. This year 28 students were selected in different IITs. About the present trend in IIT, Kumar, said: "instead of increasing the number of seats, they should open colleges with proper infrastructure and teaching faculty with other names like National Institute of Technology (NIT). IIT should remain IIT only." Citing his own example, he claimed that 3 students of Super 30 did not take admission after clearing the exam. He said this year also around 238 more seats were increased which has put the total number of Winner of various prestigious awards in India and abroad, renowned mathematician Kumar said, "Students should focus on Class XI and XII first before appearing in the IIT entrance. IIT turns easy if the students have command over their basics." When a student asked about mathematics a tough discipline, Kumar said, "Maths is easier than physics and chemistry. The need is to understand subject thoroughly instead of just half-baked knowledge." About the offer by CM Shivraj Singh Chouhan for starting a branch of Super 30 in Madhya Pradesh, Kumar said, "I am thankful to him but at the moment it is not in my mind." Super 30 is based in Patna only and they have no other branch anywhere in the country.

UGC asks universities to take up research in forestry Himachal to


NEW DELHI: The University Grants Commission (UGC) has asked all universities and institutions to encourage research on ecology. This was one of the recommendations of the National Forest Commission (NFC), headed by Justice B.N. Kripal, former Chief Justice of India which had submitted its report to the Prime Minister. The report contained 360 recommendations, including promoting research on ecology. "Forest departments and the Government of India should encourage universities and organisations to take up research proactively particularly applied research: the topics/areas for required baseline data collections and research should be identified, researchers are supported, and the findings of applied research in the working/management plans be incorporated,'' the Justice Kirpal report said. One of the subjects to be research, as suggested in Chapter 13 of the report is the documentation of ecological relations of species with their environments. Under this, ecological keystone species in major forest types should be identified, optional and truly obligate physiological or behavioural relationship among species should be identified and studies and key agents in biogeochemical cycles and energy flow chains, it said. The report also said that genetic markers for identification of strains of important tree species for forestry and utilitarian purposes should be developed and soil process in forest ecosystems, particularly above-ground and below-ground interactions should be studies and indicators of soil quality identified. "Carbon sequestration of degraded forests using forestry practices should be improved, and carbon sequestration by major forest types be evaluated,'' Justice Kirpal had said in his report while calling for considering studies on tree species for urban forest, biodiversity database for major forest types and effect of changes in ecosystem structures and linkage of ecosystem services to human well-being. Suggesting that the Indian Council of Forest Research and Education should assess the local research needs of States, the report had recommended developing a robust analytical framework and methodological foundations for valuation of ecosystem services and their delivery across social groups.

A $5mn boost for India studies in US


WASHINGTON: A $5 million gift to the India studies centre at a New York University is set to make it one of the pre-eminent resource centres for the study of Indian culture and civilisation in the US. The donations make the Centre for India Studies in the College of Arts and Sciences at Stony Brook University as the recipient of the largest gift ever made to a US public university for India Studies. The gift comprises a donation of $1.25 million from Nirmal K. Mattoo, a leading nephrologist and chairman of Stony Brook's Centre for India Studies executive committee, and a $1.25 million permanent endowment from members of the Indian American community Coupled with matching funds of $2.5 million from the Simons Foundation Challenge Grant, the gift has a total impact of $5 million, according to a media release from the university. Mattoo's gift will be used to establish the Nirmal and Augustina Mattoo Chair in Classical Indic Humanities. The Chair will encompass a broad range of areas, including art, esthetics, ethics, linguistics, literature, literary theory, philosophy, religion, spirituality, psychology, sociopolitical theory, and allied disciplines, to which India has made seminal and influential contributions. In recognition of Mattoo's leadership role in developing India Studies at Stony Brook, the Centre for India Studies will be renamed the Bishembarnath Mattoo and Sheela Mattoo Centre for India Studies, in memory of his parents, the release said. "These generous gifts from Dr. Mattoo and the Indian American community are building a solid foundation for growth of India Studies at Stony Brook," said Stony Brook University President Samuel L. Stanley Jr., MD. "They will help Stony Brook attract outstanding scholars and talented students who recognize the significant role that India has played from ancient times in developing knowledge systems in a wide range of disciplines and its contemporary role as a major player in an increasingly interdependent global economy and world." Medical colleges in Andhra Pradesh move over to 'cyber anatomy'


HYDERABAD: Medical students are no longer squirming during their anatomy class as colleges in the state are increasingly moving towards 'cyber anatomy' classes. Armed with computer-based teaching tools like the virtual cadaver dissection softwarethat displays a layer by layer dissection, medical colleges are forced to give real cadaver dissections a go by, mainly due to non-availability of bodies. Synthetic models of bone, heart and digestive system among many others, closely resembling human organs are available today, which some doctors said are convenient for medical students to review. The transition has been triggered by dearth of cadaver donations coupled with increasing number of medical colleges and seats. While until recently, dissection of a cadaver was the sole source of providing first-hand information of the human body to medical students, e-tools are now slowly emerging as costeffective substitutes. "Unlike a cadaver, the e-tools and artificial models are free from stench, do not carry the risk of infection and are cost-effective in addition to providing colourful and reversible digital information," says M Narayan Reddy, former head, forensic medicine, Osmania Medical College. One can now learn a lot with the help of technological advancements that were not available until recently, he said. "In the US and UK, dissections are not performed on dead bodies as videos are available for demonstration," he said. A dissection software, doctors said costs around Rs 25,000, while a single body can be procured from a government medical college for Rs 15,000, if available.

Dull as the weather


The contrast could not have been starker. While Prime Minister Manmohan Singh dished out yet another lacklustre address from the ramparts of Red Fort this Independence Day, Gujarat Chief Minister and Bharatiya Janata Party's Election Campaign Committee chairman Narendra Modi delivered a rousing speech in Bhuj on the occasion. If Mr Modi went beyond extending good wishes to the people of his State and the country and took on the Prime Minister with gloves off, it was expected. After all, Mr Modi's speech was billed as a counter to Mr Singh's address to the nation and came in less than an hour of the Red Fort function. It must be said that the Prime Minister provided every reason to Mr Modi to tear into the text of his speech. Mr Singh reduced the significance of an occasion of national pride by singing paeans to the Congress's first family. Right in the beginning, he gushingly recalled the services of Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi, but did not mention the stellar contribution that another Prime Minister, Lal Bahadur Shastri, made to the country. He also did not mention the unparalleled role of Sardar Vallabhbhai Patel in shaping the India that we know today. Mr Modi's jibe that while he understands the compulsions of the Prime Minister in not recalling Mr Atal Bihari Vajpayee's contribution, he is flummoxed by the exclusion of Sardar Patel and Shastri, will have a hit a raw nerve in the Congress. The Prime Minister offered the Gujarat Chief Minister yet another chance to attack when he rendered platitudes at the Red Fort about relations with Pakistan. Since Pakistan has repeatedly breached the ceasefire agreement along the Line of Control in recent weeks and killed our jawans, people had expected Mr Singh to forcefully respond. But he did not in his address, and it is clear that he does not want to vitiate his forthcoming meeting with Pakistan's Prime Minister Nawaz Sharif in New York on the sidelines of a United Nations event. Mr Modi deftly referred to President Pranab Mukherjee's address on the eve of Independence Day in which the latter warned Pakistan that there is a limit to India's patience. The Gujarat Chief Minister wondered whether the Manmohan Singh regime had decided what that limit would be. The country too wants to know. Mr Modi completely discredited the tall claims the Prime Minister proudly listed with regard to the various social welfare schemes the Union Government had undertaken. The Gujarat Chief Minister, expectedly, took special interest in panning the food security Ordinance, and laid bare, not through rhetoric but coherent logic, the lacunae in the proposed legislation. The Centre cannot brush aside the points he raised, because they are far too relevant to be given short shrift. Nor can it explain away, as the Prime Minister sought to do on August 15, its dismal record in managing the economy. Blaming global trends and saying all developing countries have slowed down, is a poor defence, because the Manmohan Singh regime has pulled down growth from a high of more than nine per cent to a pathetic five per cent by its policy paralysis. While the Prime Minister dutifully read out what he considers are achievements', he failed to even once mention the menace of corruption that has engulfed his Government. Here again Mr Modi got an opportunity to refer to Mr Mukherjee's address in which the President had spoken about rising graft and the need to combat it. The Gujarat Chief Minister ridiculed the Prime Minister for glossing over this important bit in the Red Fort speech. Given that this was perhaps Mr Singh's last speech from the Red Fort as Prime Minister, he could have shown some spine as a parting shot. Sadly, Mr Singh did not.

Emboldened by Chinese assistance leading to the strengthening of its Navy (four new frigates), Air Force (JF 17 fighters) and nuclear armoury (plutonium-based tactical nuclear weapons), Pakistan now believes that it can effectively deter India from responding firmly to terrorist strikes emanating from its soil. Indias mandarins, resorting to clichs like, Pakistan is also a victim of terrorism, and Action on terrorism (by Pakistan) should not be linked (by India) to the Composite Dialogue Process, now referred to as the Sharm el-Sheikh Syndrome, would like us to believe that Pakistan is having a change of heart. It is this approach to diplomacy that has led Mr Nawaz Sharif to insist that the Composite Dialogue Process with India should commence at where it was, when he was ousted in 1999. He wants us to forget that the Red Fort was attacked by the Lashkar-e-Tayyeba (now generously financed by his brother, the Chief Minister of Punjab) in 2001, and ignore the attack on our Parliament in 2001 and the 2008 26/11 carnage in Mumbai, executed by jihadis from Pakistan. Despite the outrage over the recent killings of our soldiers, we should have no doubt that our dialogue at all costs security establishment in South Block will stealthily return to the recipes of the Sharm elSheikh surrender. Dialogue Process from its support for terrorism, China has successfully scuttled all possibility of an early border settlement, by upping its border claims in both Arunachal Pradesh and Ladakh, even as it waxes eloquent on the dialogue on the border issue between the designated Special Representatives. Successive Indian National Security Advisers have strutted around pretending that they have devised brilliant new ideas to resolve the vexed border issue. The reality is somewhat different. Prime Minister Wen Jiabao agreed in 2005 that the boundary should be along well defined and easily identifiable natural geographical features and that in reaching a border settlement, the two sides shall safeguard the interests of their settled populations in the border areas. Yet, just a year later, the Chinese Ambassador in New Delhi proclaimed that the whole of Arunachal Pradesh, re-designated as South Tibet, is part of China. It should have been evident to New Delhi that China had no intention of resolving the border issue, when it refused to exchange maps delineating the Line of Control in the crucial western (Ladakh) and eastern (Arunachal Pradesh) sectors. India claims the Line of Actual Control in the Ladakh sector lies along the Karakoram mountains up to the Indus river watershed. This conforms to the 2005 Guiding Principles that the border would be along well defined and easily identifiable natural geographical features. Chinese intrusions in Debsang, Chumar, Chushul, Pangong Lake, Daulat Beg Oldi and Demchok are clearly in areas where they have no business intruding, going by the terms of the Guiding Principles of 2005. Moreover, Indias claims are also validated by agreements on the LadakhTibet border, starting with the 1683 Ladakh Tibet Agreement defining the border as lying along the Lhari stream at Demchok, to the September 1842 Treaty with Tibet/China concluded by Ladakhs Sikh rulers, and the Macartney-Macdonald Line presented by the British to China in 1899. Instead of directly confronting Chinese assertiveness on the border issue, New Delhi has been a mere spectator while China made inroads, undermining Indian influence in Bhutan, Maldives and Nepal, while building bridges to a possible Khaleda Zia-led dispensation in Bangladesh. China has even undermined Indias defence ties with the US and Japan by forcing a dithering security establishment in South Block to cancel partici-

pation in proposed joint naval exercises in the Pacific. While Premier Li Keqiangs visit to New Delhi was linked to his trip to Pakistan, would Prime Minister Manmohan Singh reciprocate by visiting Vietnam, Japan and the Philippines after his forthcoming visit to China? Should we not engage Japan, Vietnam, the Philippines and others for devising a string of pearls in the South China Sea? The economic downturn and delays in defence acquisitions have only added to errant and assertive Chinese and Pakistani behaviour. After dithering for over two years, the Cabinet has finally sanctioned the raising of Strike Corps for deployment along the Siliguri Corridor. But what use will such a Strike Corps be, without mountain artillery whose acquisition has been hanging on fire for years, the deployment of mechanised and tank formations, and the establishment of air dominance over our borders? Economically, the Chinese are obtaining a stranglehold on the power, communications and electronics sectors in India, thereby, getting the potential to disrupt power and communications in the country. After much procrastination, the Government has slapped a 22 per cent duty on import of Chinese power equipment. Hopefully, Indian public and private companies will be given incentives to face state-supported and state-subsidised Chinese companies. The picture is unfortunately bleak in the electronics and communications sectors where our imports, substantially from China, could well exceed our petroleum imports by 2020. This issue was sought to be addressed by the establishment of manufacturing parks for chips and IT equipment. Such manufacturing facilities would naturally require preferential access in purchases by Government organisations and private companies. The Government is, however, now showing signs of buckling to American pressures, demanding substantive and non-discriminatory market access for American products in these areas. The Americans have obviously concluded that there is no reason to hesitate in applying pressures on an Indian Government, which bends backwards to pressures from Pakistan and China. Given our recent track record, the Americans would not be wrong in such an assessment, though they are themselves given to imposing exorbitant countervailing duties, with many of their State Governments giving preferences to domestic products.

Tehran is mistaken if it believes that the best way to express its displeasure over New Delhi's decision to reduce Iranian oil imports is to detain an Indian stateowned ship carrying Iraqi oil, on specious grounds. Such a misstep will only jeopardise its relations with India. It may be a show of strength for Tehran which is losing its oil markets in India, it has been displaced by Iraq as the second biggest oil supplier after Saudi Arabia but around the globe, the incident is being red-flagged as Iran making good on earlier threats to disrupt the crucial Strait of Hormuz through which much of the world's oil is shipped. On Wednesday night, the Iranian Revolutionary Guard Corps detained MT Desh Shanti while in international waters, on the ground that it was polluting Iranian waters. The ship has been accused of deliberately dumping oil, but that does not justify Tehrans harsh response to the incident. This has expectedly flabbergasted New Delhi, which has consistently sought to accommodate Iranian concerns. India has resisted enormous pressure from the US and the EU in recent years to cut down on Iranian oil imports, and in the process, been threatened with sanctions itself. Even after new sanctions have made it near impossible to buy Iranian oil using US dollars, New Delhi has continued with its purchases by paying in Indian rupees. Iran now uses these rupees to buy Indian goods. Sure, this deal is beneficial to India too as it reduces the burden on our international balance of payments while creating an additional market for Indian products, but it also supports the Iranian economy. In fact, only earlier this week, New Delhi announced its plans to buy more Iranian crude, while keeping within the sanctions regime, to boost the beleaguered Iranian economy. Against this backdrop, Iran's attempt to bully India in the Persian Gulf is shocking even if it is driven by Tehran's growing anxiousness about the forever tightening sanctions regime. Most recently, the US House of Representatives passed a Bill limiting President Barack Obama's ability to issue waivers to countries, such as India, that continue to purchase Iranian oil, even if at reduced quantities. If endorsed by the Senate, it will effectively eliminate all Iranian oil exports. But it is precisely in situations such as these that the Iranian regime needs to work with its partners instead of seeking to antagonise them. Iran often refers to India as a friend. This is no way for Tehran to treat a friend.

Not only this, but when five Indians jawans were recently killed on the Line of Control, several Ministers seemed to condole Pakistan, speaking about peace, talks or forthcoming visit. Senior analyst MD Nalapat wrote in The Guardian: Senior commanders in the India-Pakistan battlefield say that the rules of engagement enforced by the Prime Ministers Office are the cause of the multiplying number of deaths of Indian soldiers at the hands of the Pakistan Army. He quotes an Army officer as saying: unless the Army is given the freedom to act against provocations, more of our soldiers will pay the ultimate price. Not only are the bureaucrats in the Ministry of Defence and the Ministry of External Affairs directing the operations (we have seen the outcome of this policy in October/November 1962), but also politicians are preaching peace. Union Minister of State for Human Resource Development Shashi Tharoor, while visiting south India, said that keeping peace with Pakistan is in Indias national interest; he affirmed: The country will not be able to achieve its goals if it is distracted by hostility on its borders. It may be a distraction, but five jawans died. For Mr Tharoor, as for many of his colleagues, We should be careful not to take any steps that would play into the hands of those aiming to derail peace. This is an old disease: Most Indian politicians believe that by chanting Shanti, shanti, shanti, peace will prevail and the bullies on the other side of the LoC (or the Line of Actual Control) will be pacified. Jawharlal Nehru thought so but he only encouraged Mao and his colleagues to descend towards the plains of Assam. For the Chinese, it was easy to bully a weak India, who just wanted to talk peace and was unprepared for war. The country has never recovered from the 1962 debacle, but politicians continue to speak of peace. It must be said here that the Gujral Doctrine of peace with our neighbours has never brought any positive results for the country. In this context is interesting to look at the how Chinese deal with such issues, and win wars without having to fight. Beijing has a few welltrained Generals, who make Chinas opponents aware of the relativity of peace and war. The most famous is Major General Luo Yuan. He plays an important role when the Chinese Government needs to kill the chickens to frighten the monkeys. During the South China Sea dispute, a Chinese website explained: At the top of both the military and the Party, there is a consensus that it is beneficial to have a hardline attack dog reminding the world not to mess with the PRC. The logic was: Official-ish voices, those of like Gen Luo and other hawkish paramilitary figures (one of them is an Air Force officer and another a Rear Admiral), add a layer of unpredictability to Chinas foreign policy. When Defence Minister AK Antony landed in Beijing in July, Gen Luo warned Delhi that it should be careful with its words and deeds; he threatened: India is the only country in the world enhancing its military prowess while citing China as a threat perception. He also thundered: India should not provoke new problems, increase military deployment at the border areas and stir up new problems. Gen Luo, who serves in the PLAs Academy of Military Sciences, reminded the Indian people: 90,000 square kilometres of Chinese territory are still occupied by the Indian side. He added that as a military person, it was his sacred mission to protect Chinas territorial sovereignty. Get the message? It was enough to frighten some monkeys; Luo Yuans utterances were a great media success in India, with television channels reporting Chinas threat. Gen Luo had destabilised Indias mild Defence Minister and made sure that Mr Antony did not ask too many questions about what happened in the Depsang plain in Ladakh in April, and why the PLA had suddenly decided to set up some tents on Indian territory. Obviously Beijing had been deeply embarrassed. Now that the joker had played his role on the stage, the main characters could continue on their peacefooting (Mr Antony said that he would only speak to officials). In February, Gen Luo had made his debut on Sina Weibo, Chinas Twitter; he wrote that if a conflict erupted, China will bomb Tokyo and take the 130 thousand Japanese citizens in China as hostages. During the following days, General Luo continued his tirade to entertain his Chinese audience and frighten the monkeys abroad. Andrew Chubb in the last issue of the China Brief of the Jamestown Foundation has studied the PLA hawks: The hawkish generals are able to stimulate nationalism and patriotism inside China which is an important factor to pressurize the enemy or even scare the enemy that it is better to find a negotiated settlement, concluding, The hawks activities may have contributed to the Philippines and Japans acceptance of the new status quo in a number of ways The PLAs hawkish faction appear integral to this combined civil-military approach to international conflict. The PLA hawks are part of the states propaganda machinery and in that particular case, they helped Beijings civilian leadership to convince the Japanese Government not to oppose their frequent entries into the territorial waters surrounding the Islands. Great tactic. Beijings policy remains, of course, the peaceful rise of China. One cannot expect Indian politicians to understand the subtleties of the Art of War and Peace, but if they learn a bit from China, it would help India not to always be the loser. It is perhaps time for India to change gear if it wants to play its destined role amongst nations.

Dear Editor, The unprovoked killing of five Indian soldiers on the LoC by Pakistan's Special Forces last week has shocked the nation. It is no surprise that India is being accused of being a soft state. But this is incorrect. India may not be an aggressive state. It is a flexible state with a survival instinct. The present situation requires a nuanced approach, not a simplistic one. We need to make the world community recognise and acknowledge that Pakistan is a terrorist state. Manish Tewari slams Gujarat govt after Mehta declines Lokayukta post
NEW DELHI, AUG 07: I&B minister Manish Tewari on Wednesday hit out at the Narendra Modi government after Justice(retd) R A Mehta refused to join as Gujarat Lokayukta, saying the incident had shown what respect the state government had for democratic institutions. "If the Lokayukta, who is supposed to act as a watchdog on the affairs of the state, is so convinced that the entire intent of the government would be to completely to subvert and undermine his existence, it tells the country as to what is the temperament, and what is the respect for democracy and the institutions of democracy which the Gujarat government has," Tewari said. Tewari was commenting on the decision of retired High Court judge Mehta who today declined to assume office, citing state government's long and expensive legal battle against his appointment as one of the reasons. In a letter to Governor Kamla Beniwal and Chief Justice of the High Court, Mehta blasted the Modi government for calling him "biased" and "anti-government" while opposing his appointment. "The present controversy has denigrated the office of the Lokayukta and adversely affected its credibility. The appointment has lost all the grace and dignity," he said. The Gujarat Governor had appointed Mehta as Lokayukta on August 25, 2011. However this was followed by a legal battle which lasted almost two years as state government sought to overturn his appointment and contested it till the last remedy of a curative petition in the Supreme Court was rejected.

Protests against unfinished rail projects in north India


GUWAHATI/AGARTALA, AUG 07: Over 5,000 DYFI members, demanding early completion of delayed railway projects in the northeastern region, staged a demonstration at the NFR headquarters at Maligaon Wednesday. Earlier, they took out a rally through different areas of Guwahati city. Communist Party of India-Marxist (CPI-M) Rajya Sabha member Jharna Das Baidya and party leader Uddhab Barman led the rally and demonstration. The agitators submitted a memorandum to the Northeast Frontier Railway (NFR) General Manager R.S. Virdi. "We shall intensify our stir to force the NFR authorities to complete the railway projects at the earliest," DYFI Tripura unit president Tapas Datta said. He said over 500 DYFI (Democratic Youth Federation of India) and TYF (Tribal Youth Federation) activists, accompanied by artists and singers, arrived in Guwahati Tuesday night by bus after travelling 600 km from Agartala. The activists had earlier planned to take a train but changed their plan in view of the violent situation in different parts of Assam over statehood-related protests. Both DYFI and TYF are the youth wings of CPI-M. RAIPUR, AUG 07: An accused in a multi-crore cooperative bank scam on Tuesday did a U-turn on his statement that he had paid bribe to Chhattisgarh Chief Minister Raman Singh and some ministers of his Cabinet, prompting Congress to allege that the retraction is made under duress. Umesh Sinha, the then manager of Indira Priyadarshini Mahila Nagrik Sahkari Bank that went bust in 2006, said, "I have not made money transactions with anyone. I am not at all under pressure or being threatened by anyone". Sinha is currently out on bail. Opposition Congress had last month released a CD and transcripts of Sinha's narco-analysis test in which he purportedly named Raman Singh and four ministers as beneficiaries in the scam. The BJP had already denied the allegations. "I was in sub-conscious state during narco analysis and I don't know anything I had spoken at that time," he said. When asked about his whereabouts after revelation of transcripts of the test by Congress, he said he was visiting places of pilgrimage. Unfazed by Sinha's retraction, Congress said it was apparent that he is under pressure to do U-turn on the confession. "Sinha was missing for last two weeks. Now, he has surfaced suddenly and is denying all charges which he had himself made in narco test. It seems he is under pressure," said senior party leader Satyanarayan Sharma. Sharma also dared ruling BJP government to come up with the CD of Sinha's narco analysis and file a defamation suit if it feels that Congress levelled baseless allegations. The CD and transcripts of the narco-analysis showed Sinha as saying that he paid Rs 1 crore each to Raman Singh and ministers Brijmohan Agrawal, Amar Agrawal, Ramvichar Netam and Rajesh Munat after the bank went bust. Sinha had also admitted that he paid money to the ruling party politicians at the behest of the then chairperson of the bank Rita Tiwari. Tiwari had, however, denied the charge. Congress has been demanding resignation of the Chief Minister and his Cabinet colleagues named by Sinha over the issue. AHMEDABAD, AUG 07: The Gujarat High Court on Wednesday rejected ADGP P P Pandey's application challenging the order of special CBI court, which had rejected his anticipatory bail plea and declined to offer further protection from arrest by the CBI in the Ishrat Jahan alleged fake encounter case. A single judge bench comprising Justice AJ Desai rejected Pandey's application challenging the order of special CBI court, which had yesterday rejected his anticipatory bail application on the ground that investigation in the case is pending and at a crucial juncture. Justice Desai also declined to offer further protection from arrest by CBI. Earlier, Pandey's counsel Nirupam Nanavati argued that the senior IPS officer cannot be declared a proclaimed offender as he has complied with the orders of the Supreme Court. "The stigma attached to conduct of my client, may not disappear, but stands diluted as I've complied with the orders of the Supreme Court," Nanavati argued. Nanavati further said that the role assigned to Pandey in the FIR filed by the CBI and the subsequent charge sheet does not in any way suggest he was present at the time of the encounter at the place of the encounter, nor does he know anything about the encounter. Nanavati asked "Why does CBI want to arrest Pandey? Why do you require Pandey's custodial interrogation when charge sheet has been filed, evidences collected and statements of witnesses recorded?" "CBI is anxious to arrest my client, it is chasing him, to elicit a desired, tailored statement," Nanavati argued, challenging the order of the special CBI judge. The Gujarat High Court had earlier restrained the CBI from arresting the senior IPS officer till August 06. The 1982-batch IPS officer was Joint Commissioner of Police (Crime), Ahmedabad, when Ishrat Jahan and her three associates were eliminated in stage shootout. The Mumbai college girl and her three associates - Javed Pranesh Gopinath Pilai, Amjad Ali and Jishan Johar - were killed by the Gujarat Police on June 15, 2004. Initially, the investigation into the killing was carried out by the Gujarat Police which had filed a closure report, claiming Ishrat Jahan and the others were terrorists who came from Jammu and Kashmir to assassinate Chief Minister Narendra Modi. On the plea by Ishrat Jahaan's mother Shamima Kausar, the Gujarat High Court entrusted investigation to a Special Investigation Team. However, on another plea by Pillai's father, Gopinath Pillai, the high court asked the Central Bureau of Investigation (CBI) to take over the investigation. According to the CBI chargesheet, the encounter was fake.

GUWAHATI, AUG 07: Assam Chief Minister Tarun Gogoi on Wednesday night held separate meetings with leaders of All Bodo Students Union (ABSU) and Bodo National Conference (BNC) and discussed their issues and demands. To their request for arranging a meeting with the Centre, Gogoi assured them that he would make all efforts towards to that end, said official sources. Gogoi told ABSU and BNC that he would be meeting Prime Minister Manmohan Singh in Delhi on August 11 and would request him to meet them. ABSU was represented by its vice-president Jibon Basumatary and general secretary Romeo P Narzary while BNC delegation included its chief convener Kampha Borgiary, convenors Anjali Daimary and Biseswar Basumatary. "He gave us a patient hearing and told us at the highest political level discussion will start very soon. He will entrust Home Minister Sushilkumar Shinde for this," Lok Saba MP Sansuma Khungur Bwiswmuthiary, who was part of the Bodoland People's Front delegation, told reporters outside Parliament. The leaders submitted a memorandum to Singh and hoped the UPA leadership will take a "positive" political decision for creation of Bodoland on the lines of Telengana. Bwiswmuthiary also said they would be meeting Assam Chief Minister Tarun Gogoi. The demand for Bodoland gained ground following the decision of the UPA government for creation of Telengana.

JORHAT, AUG 07: An 11year-old girl was raped allegedly by a teenager on the pretext of showing her a movie on his mobile phone at Nagabat in Assam's Jorhat district. Ajoy Tamuli (19) from Chenijan area of Nagabat told the Class V student that he would show her a film on his mobile phone when she was on her way for tuition yesterday and took her behind the school building and allegedly raped her, police sources said. The victim narrated her plight to her parents after reaching home, the sources said. The father of the victim alleged that the police did not take prompt action enabling the alleged rapist to flee. Local people caught Tamuli this evening and handed him over to the police, the sources said. The in-charge of Nagabat outpost was later suspended by Jorhat Superintendent of Police Sunjukta Parasor for negligence of duty, they said.

HC says no to CBI probe sought over clean chit to Bishnoi Curfew relaxed in Karbi Anglong, bandhs end in lower Assam
Mumbai: The Bombay High Court today refused to direct CBI to probe into alleged malpractice due to which IPS officer K L Bishnoi cleared his LLB exam without appearing for practicals and also against other policemen who had conducted an inquiry and gave a clean chit to him. A division bench of Justices S C Dharmadhikari and S B Shukre was hearing a petition filed by Chitra Salunkhe, former vice principal of Siddarth Law College, seeking a CBI probe against Bishnoi and other IPS officers for allegedly shielding him. The DGP gave a clean chit to all the officers but recommended advisory note to be issued to two of them for non-application of mind and casual approach while dealing with complaints filed by Salunkhe against Bishnoi. However, soon after the report was submitted, Salunkhe sought CBI inquiry alleging that the DGP inquiry was just an "eyewash". The court today, however, observed that the inquiry conducted by the former DGP was not dis satisfactory. "We do not find any substance in the allegations of the petitioner. We found nothing in the report which would warrant us to direct for CBI investigation," Justice Dharmadhikari said. The court further held that it does not find the DGP inquiry report "perverse or erroneous in law" and hence to falsify it at this stage was unwarranted. According to Salunkhe, Bishnoi had cleared his final year LLB examination with the help of then acting principal I A Inamdar, without appearing for the practical examination held on March 12, 2005. On Salunkhe's complaint, seven IPS officers had conducted an inquiry into the matter. After Bishnoi was given a clean chit, Salunkhe approached the high court seeking action against the senior cops for submitting "false" reports. Besides Maria, the other officers who faced inquiry were Additional Director Generals of Police Pankaj Gupta and Mohan Rathod, Additional Commissioner of Police Sanjay Saxena and three Deputy Commissioners of Police Naval Bajaj, Brijesh Singh and Vishwas Nangre-Patil. DIPHU/KOKRAJHAR, AUG 07: With no fresh incident reported, curfew was relaxed in strife-hit Karbi Anglong district, while the three bandhs in lower Assam ended on Wednesday after affecting normal life for two days. As Karbi Anglong was slowly limping back to normalcy with no fresh violence reported over the demand for a separate Karbi state on the lines of Telangana, the district administration relaxed curfew in the headquarters town of Diphu from 6 AM to 6 PM, official sources said. In the Hamreng police district, the curfew was relaxed for six hours from 10 AM, the sources said. Meanwhile, the three bandhs called in Lower Assam districts of Kokrajhar, Bongaigaon, Chirang, Baksa, Dhubri and Goalpara for separate states of Bodoland and Kamtapur since August 5 ended at 6 AM this morning, the sources said. The All Bodo Students' Union curtailed its 60-hour statewide bandh to 48 hours and the All Koch Rajbongshi Students' Union shortened its 36-hour shut down to 31 hours in view of Eid. The United Peoples' Democratic Forum suspended its 1500-hour bandh from this morning in view of NDFB leaders having talks with the union government on their demands. The bandhs had brought life to a standstill in the lower Assam districts with bandh supporters blocking National Highyway 31 at several places affecting movement of traffic, the sources said. All educational institutions, markets, offices and business establishments remained closed during the bandh while vehicles were off the roads. Karbi Anglong saw eruption of violence on July 31 over the statehood issue with government property and offices set ablaze across the hill district and police resorting to firing in several places with two people being killed.

Jundal files bail application in Mumbai court

MUMBAI, AUG 07: Alleged Laskkar-e-Toaiba operative and key plotter of 26/11 terror strikes, Sayed Zabiuddin Ansari alias Abu Jundal, on Wednesday filed a bail application here saying that though he has been in jail for one year, the trial is yet to start. "The respondent (state) is deliberately delaying the court proceeding and hence prolonging the trial with mala-fide intentions," said the bail application, filed by his lawyer advocate Ejaz Naqvi in the Sessions Court here. It further says that he is innocent and has been framed up. The application will come up for hearing next week. Jundal, a native of Beed district of Maharashtra, was deported from Saudi Arabia in June 2012. According to Mumbai police's Crime Branch, he was one of the key conspirators of Mumbai terror attacks of November 2008 which left 166 dead and many more injured. As per the Crime Branch's chargesheet, after fleeing Maharashtra in May 2006, Jundal entered Bangladesh and went to Pakistan. In Maharashtra, he is also accused of involvement in 2006 Aurangabad arms haul case, 2010 German Bakery blast in Pune, and Nashik police academy attack conspiracy.

Bombay HC confirms life sentence to four in dowry


MUMBAI, AUG 07: Relying on circumstantial evidence, the Bombay High Court has confirmed life sentence awarded to a man and three members of his family for killing the former's wife and dumping her body into a well. Disposing of their appeals, Justices P D Kode and Vijaya Tahilramani also found the appellants -- Anil Nulle, his parents Appasaheb and Indubai and married sister Geeta Patil -- guilty of subjecting the victim to cruelty. The judges upheld their two-year sentence on this count. The judges, in a recent order, further found the appellants guilty of hiding evidence and sentenced them to three years' imprisonment on this count. All the sentences would run concurrently. According to prosecution, Anil married Laxmi in 2001 at Hupari in Ganganagar area of Kolhapur district. However, after one year of marriage, Laxmi was harassed for dowry. She was asked to bring from her parents gold ornaments and Rs 25,000 spent on her delivery. Laxmi's sister-in-law allegedly instigated other family members to demand dowry.

MUMBAI, AUG 07: Two days after Supreme Court ruled that extradition of Abu Salem to India is still valid, a special TADA court here on Wednesday asked prosecution and defence advocates to proceed with the trial against the gangster in the 1993 serial blasts case. Special court judge G A Sanap yesterday issued summons to Salem and accordingly he was produced before the court today. The judge told the prosecution and defence advocates to go ahead with the trial since the stay on it is vacated following the apex court order. The case is now adjourned till next week when the court would decide on further course of action. Salem, an accused in the 1993 Mumbai serial blasts, was extradited from Portugal on November 11, 2005, after a prolonged legal battle. The Supreme Court of Portugal had last year dismissed an appeal of CBI challenging termination of extradition of the underworld don. In its recent order, the apex court said Salem's extradition was still valid despite its termination by Portugal's Constitutional Court apparently for violation of the agreement conditions. Salem was shot at and injured allegedly after gangster Devendra Jagtap alias JD, an accused in the murder of advocate Shahid Azmi, fired at him in Taloja Central Jail in Navi Mumbai on June 27. Earlier, Salem's lawyers had said they would move the European Union seeking execution of the order cancelling his extradition to India issued by the Portuguese Constitutional Court Stray dogs were found gnawing at the body of an abandoned newborn girl on the government medical college premises here, a senior official said here on Wednesday. "On Sunday evening, some people noticed that some stray dogs were eating the body of the newborn girl on the college premises. The mutilated body was recovered from the spot and immediMedical Superintendent Dr Kishor Ingole said. He said that they were clueless about who dumped the body of the infant on the college premises. "Somebody from outside must have dumped the deceased girl on the hospital premises. The campus is spread over 120 hectares and hence it is difficult to keep a tab on the visitors," Ingole said.

JAPAN SAYS BATTLE TO STOP NUCLEAR PLANT LEAKS 'URGENT'


TOKYO, AUG 07: Japan's prime minister on Wednesday said Tokyo would get more involved in cleaning up the crippled Fukushima nuclear plant, as he described as "urgent" a battle to stop radioactive water from leaking into the ocean. The government's more prominent role comes as critics slam plant operator Tokyo Electric Power and its handling of the more than two-year-old atomic crisis, the worst nuclear accident in a generation. The embattled utility -- kept afloat by a government bail out -- last month admitted for the first time that radioactive groundwater had been leaking outside the plant, confirming long-held suspicions of ocean contamination from its shattered reactors. It has since said tainted water has been escaping into the Pacific for more than two years. Today, an official at Japan's industry ministry said Tokyo estimates a whopping 300 tonnes of contaminated water from a newly discovered leak site may be seeping into the ocean. "But we're not certain if the water is highly contaminated," he added. The damage from toxic water leaks at Fukushima remains a key question mark. However, they have triggered fresh worries over the plant's precarious state and TEPCO's ability to deal with a growing list of problems after its reactors were swamped by a tsunami in March 2011, sending them into meltdown. The company has also faced widespread criticism over its lack of transparency in making critical information public since the disaster. Today, premier Shinzo Abe said his government would beef up efforts to help with the expected decades-long clean up, which has largely been left to TEPCO to handle. "Stabilising the Fukushima plant is our challenge," Abe said at a meeting of the government's disaster task force. "In particular, the contaminated water is an urgent issue which has generated a great deal of public attention." Abe -- whose Liberal Democratic Party wants to restart the country's switched-off reactors if their safety can be assured -- said the clean-up would no longer be left to TEPCO alone. He also called for "swift and steady measures" on the toxic water issue. Tokyo would now help foot the bill, Abe said, the first time that it has committed extra funds to deal with the growing problem. BEIJING, AUG 07: An island shared by China and Russia may get submerged in the next 10 days due to continuous downpours and water discharges from a reservoir along their border, officials said. The water level around Heixiazi Island is expected to submerge the whole land mass of 335-square-km, which has an average altitude of 37 meters above sea level, an official from the flood control and drought relief headquarters in northeast China's Heilongjiang Province said. China and Russia ended a century-long dispute over the island in 2008, known as Bolshoi Ussuriysky Island in Russia, and held a border redrawing ceremony declaring each side owned half of the landmass, which is located at the confluence of the Heilongjiang River, known as the Amur River in Russia, and the Ussuri River. Heavy rain has hit the area since July, leaving floodwater from tributaries to flow into the Heilongjiang River, staterun Xinhua news agency reported. A reservoir along the Zeya River in Russian territory, a major tributary of the Heilongjiang River, has discharged floodwater, said the official. Meanwhile, thanks to the unusually high water levels, Jiamusi Port along the Songhuajiang River, also a tributary of the Heilongjiang River, has become accessible to ships carrying much bigger loads than ever before. A Russian ship loaded with 3,000 tonnes of timber was able to reach the port today morning, said Xu Yanchun, of Jiamusi City's marine affairs bureau. Vineet Kumar Srivastava, 36, allegedly called the woman into his Redmond, Washington, office late at night on the sprawling grounds of the software company on July 22. He then shoved off her blouse, according to court documents. The senior manager then showed the woman pornographic images on his cellphone, blocked her from leaving and grabbed her, New York Daily reported citing the documents. Srivastava pushed the screaming woman to the ground and raped her for several minutes, authorities said. He was arrested on July 26 at his office, Redmond Police spokesman Jim Bove said yesterday. The suspect told officers the cleaning woman had forced him to have sex. He also said he was afraid of her, but had gone to his car for a condom. He was freed July 27 on USD 75,000 bail. His arraignment is expected to be scheduled later this month, the paper said. A Microsoft spokesperson said Srivastava had been fired by the company. 62 Syrian rebels killed in Army ambush near Damascus


BEIRUT, AUG 07: Sixtytwo rebel fighters were killed in a Syrian army ambush at dawn on Wednesday near the town of Adra, east of Damascus, the Syrian Observatory for Human Rights, a monitoring group opposed to President Bashar alAssad, said. The state news agency SANA did not give a death toll for the ambush but said the rebels were from the al Qaeda-linked al-Nusra Front. It said all the rebels were killed and machineguns and rocket-propelled grenades confiscated. SANA said the "terrorists" included non-Syrians and the Observatory said that eight rebels were still unaccounted for after the attack, which happened west of an industrial area east of Adra. Assad's forces have been on the offensive around Damascus after rebels pushed into towns and suburbs on the outskirts of the capital last year. Adra is in the Eastern Ghouta region, which has been besieged by the army for months. More than 100,000 people have died in Syria's civil war and millions have been displaced.Protesters took to the streets in March 2011 to call for democratic reforms but were fired on by security forces, leading to an armed uprising. BEIJING, AUG 07: The launch of Japan's largest warship since World War II has evoked a strong reaction from China, which on Wednesday expressed concern over Tokyo's "constant expansion" of its military capabilities. Analysts quoted by the Chinese state-run media described the Japanese vessel as a "defacto aircraft carrier" with a potential to target Beijing's newly built aircraft carrier Liaoning. China called on Japan to abide by its policy of peaceful development and warned against its military expansion hours after Tokyo put the helicopter carrier for sea-trials on the 68th anniversary of the atomic bombing of Hiroshima, official media here reported. "We are concerned over Japan's constant expansion of its military equipment," state-run Global Times quoted the Chinese defence ministry as saying. "Japan's Asian neighbours and the international community need to be highly vigilant about this trend. "Japan should learn from history, adhere to its policy of self-defence and abide by its promise to take the road of peaceful development," it said. "The launch of the new warship, a de facto aircraft carrier, without the approval of the Japanese Diet is an effort by Prime Minister Shinzo Abe's government to break the limits of its peaceful constitution," Liu Jiangyong, deputy head of the Institute of Modern International Relations at Tsinghua University, told Global Times. Japan launched the country's new-generation 22DDH-class helicopter carrier in Yokohama yesterday. The Izumo, scheduled to enter service in March 2015, is the third helicopter carrier to be used by the Japan Maritime Self-Defense Force. China issues record anti-trust fines to baby formula firms


BEIJING, AUG 07: China has issued record fines of 670 million yuan ($108 million) to six baby formula companies following an anti-trust probe, the country's top economic planner announced Wednesday. The six companies are Biostime, Mead Johnson, Dumex, Abbott, Friesland and Fonterra, said the National Development and Reform Commission (NDRC), reported Xinhua. Biostime was fined 163 million yuan, or six percent of its sales revenue in 2012, as it "seriously violated the anti-monopoly law and failed to actively take corrective action", said Xu Kunlin, chief of the price department of the NDRC. Mead Johnson was fined 204 million yuan, or four percent of its revenue last year, because it "did not actively cooperate with the investigation but did take active selfrectification measures". Dumex, Abbott, Friesland and Fonterra each received a fine equal to three percent of their 2012 revenue. They were fined 172 million yuan, 77 million yuan, 48 million yuan and 4 million yuan, respectively.

KOLKATA, AUG 07: Union Coal minister Sriprakash Jaiswal on Wednesday said the coal block auction is likely to be held in the next two months. "Auction will happen in two months," Jaiswal said on the sidelines of an interactive session at the MCC Chamber of Commerce and Industry. Ministry officials said the number of blocks to be put on auction were yet to be finalised. According to reports, at least four blocks were expected to be put on auction in the first phase. The Coal ministry has started groundwork to auction coal blocks after receiving provisional clearance from the Ministry of Environment and Forests. It was learnt that the Environment ministry issued a 'comfort letter', which gave provisional green clearance for the coal blocks, but without guarantee for them. The Coal ministry had approached the Environment and Forests ministry for preliminary clearances to secure fair price for the blocks at the auction. Jaiswal said along with coal blocks some lignite blocks would also be auctioned. The blocks would be offered to companies belonging to the same states in which they were situated. Meanwhile, the underground coal gasification policy was expected soon. Underground coal gasification is a method of converting coal, still in the ground, into a combustible gas that can be used for various uses, including power generation.

NEW DELHI, AUG 07: Gross direct tax collections rose 13.27 percent to Rs 1.57 lakh crore in the April-July period. The collections had totalled Rs 1.38 lakh crore in the corresponding period of the previous fiscal year. Gross collection of corporate taxes increased 9.75 percent to Rs 92,115 crore in April-July from Rs 83,932 crore a year earlier, the Finance Ministry said in a statement Wednesday. Gross collection of personal income tax was up 19.32 percent to Rs 63,583 crore in the first four months of the fiscal compared with Rs 53,289 crore in the period a year ago. Net direct tax collections rose 10.37 percent to Rs 1,16,645 crore during April-July as against Rs 1,05,684 crore year-onyear, according to the statement. Securities Transaction Tax or STT mop-up stands at Rs 1,267 crore. Wealth tax collection posted a growth of 38.62 percent to Rs 201 crore from Rs 145 crore. The government has fixed a direct tax collection target of over Rs 6.68 lakh crore for the current fiscal, a growth of 19 percent from Rs 5.65 lakh crore in the previous fiscal.

Govt raises textiles export target to $43 bn for FY'14


NEW DELHI, AUG 07: The government on Wednesday said it has raised the textiles export target to USD 43 billion for the current fiscal, from USD 36 billion set earlier. "In July 2013, the government has raised the annual export target of textiles from USD 36 billion to USD 43 billion following discussions with textiles export promotion councils against the backdrop of rupee depreciation and strong industry performance," Minister of State for Textiles Panabaaka Lakshmi said in a written reply to the Rajya Sabha. The US and Europe account for over 65 percent of India's total textiles exports.Last fiscal, textiles exports stood at USD 34 billion. Asked if government has proposed to allow women to work in night shifts in apparel units, Lakshmi said: "The Textiles Ministry has mooted a proposal for amendments in Factories Act 1948, seeking amendments in Section 59 - Extra Wages for Overtime and Section 64 - Power to Make Exempting Rules to provide for Over Time Wages at the rate of oneone quarter times of the regular rate and that the cap for 50 hours a quarter should be removed for textiles sector."In 2007, the High-Level Committee on Ma nu fa c tur ing Competitiveness considered amendments in labour laws for enhancing competitiveness of textiles industry, she said. NEW DELHI, AUG 07: India has raised its "strong" concerns over the US' proposed Immigration Reforms Bill saying that it would adversely impact domestic IT industry, Parliament was informed on Wednesday. The issues came up for discussion during the recent visit of Commerce and Industry Minister Anand Sharma to the US. In meetings with US Trade Representative, US Commerce Secretary and other representatives of industry and business, Sharma has "expressed India's strong concerns over the proposed US Immigration Reforms Bill and its adverse impact on the Indian IT industry". In a written reply to the Rajya Sabha, Sharma said that he has conveyed that the temporary movement of skilled professionals should not be equated with immigration. He said that no agreement was proposed by the Indian government as the bill is pending before the US Congress. The bill, which was passed by the US Senate, and is before the House of Representatives, proposes several changes including higher visa costs and increase in wages for H-1B visa holders. If passed by the House of Representatives, the Bill will be sent to President Barack Obama for signing it into law.
