1. Introduction and Welcome

It is an honour to be able to have for the third consecutive year, the Intercontinental Rally
Challenge (IRC) in this 36
th
Edition of the Rally Islas Canarias El Corte Ingls, an emblematic
event in the European Cup, the Spanish Championship and the Provincial and Regional
Championships, fact that fills us with pride, and which is the reason why we work really hard during
the year.


This year, if it is possible, everything has been harder, but the tireless work of Mr. Luis Monzn, the
Events Promoter, has made possible another edition of our Rally, which will be the second one in
the IRC calendar and the first in the Spanish, in the Canary Islands Regional and in the Provincial
of Las Palmas Championships.


The effort of the whole Organizer Committee, to keep/for keeping in the highest level the most
emblematic event of Canary Islands and one of the most important of Spain, has been laudable.
Therefore, I would like to thank my team, without whom developing this event would have been
almost impossible.

7. Fuel / Tyres

7.1 Single Fuel Ordering Procedure

During the rally, refuelling zone and commercial filling stations is shown in the Road Book and
Service Book.

The maximum number of mechanics authorised to help for the refuelling procedure must be two
(2), and complete fire-resistant approved overalls it's recommended.

These mechanics are requested to be duly identificated (jacket and accreditations) that will be
issued by the Organisers.

7.2 Tyres

During the running of the Rally, only moulded tyres according to the Art.50 of 2012 FIA Regional
Rallies Championships Sporting Regulations.

A maximum of 6 tyres will be allowed per vehicle between Service Park. The Organisation will
mark these tyres on each Service Park Start.

It is forbidden to change tyres between the Service Parks, unless it is the spare tyre that the racing
car has. This change has to be done by the driver and/or co-driver.

Between the start from the Leg 1 & 2 and the Service Park, and from the Service Park and the
arrival of the Leg 1 & 2, the tyres are free.
At any time during the event, controls can be carried out to verify the conformity of the tyres.

12. Reconnaissance

12.1 Procedure for registration

Reconnaissance must be done with cars according to Art. 20 of 2012 FIA RegionalRallies
Championships Sporting Regulations.

Organisers will give a reconnaissance vehicle identification sticker and time card together with the
reconnaissance documentation to all entrants to Monday 12nd March, from 18:00 to 20:00 h.

Reconnaissances sticker must be affixed during reconnaissances on the top right of the front
windscreen.

Special Stages will be supervised by Rally Officials and competitors must follow their instructions.
During reconnaissances crews must stop at the start of each stage, which will be duly signposted.
Rally Officials will stamp the reconnaissances time card in order to record every run on each
special stage.

The presence of drivers and/or co-drivers on a special stage, anyway will be considered as
reconnaissance.

It is allowed to film the SS during the Reconnaissances.

Reconnaissances will be limited to a maximum of two (2) times per Special Stage, even if it is run 2
times during the rally, at a reduced speed and fully respecting the Road Traffic Laws in Spain. In
no circumstances may crews drive in the opposite direction of the rally on the special stages.


12.2 Specific and/or national restrictions Speed limit on the SS

The maximum speed during reconnaissances of special stages is fixed at 80km/h except when it
exist speed limit signs and through villages or towns.

It is emphasised that reconnaissances is not practice. All the Road Traffic Laws in Spain must
be strictly adhered to and the safety and rights of the other road users must be respected.

Reconnaissance vehicles must be covered by the insurance as required by current legislation. No
responsibility can be imputable to the Organisers.



12.3 Installation of Speed Control Checking Devices / GPS

All drivers are required to carry a GPS tracker unit in their cars. Details of the fitting time and
location for these devices are detailed in the Programme.

Any attempt to tamper with, to manipulate or to interfere with the tracking device fitted to the
reconnaissance car or any device that fails to record a trace due to external interference, will be
reported to the stewards who may impose a penalty up to exclusion.



13. Scrutineering, sealing and marking

13.1 Scrutineering venue and timetable

The Cars must be presented to the scrutineers with the rally plates, competition numbers, optional
advertising will be affixed at Santa Catalina Park.

13.4 Drivers safety equipment

The control of the Hans, the driver helmets and safety equipment will take place at the entrance of
the TC-0 prior to the start of the Rally.


13.5 Installation of Safety Tracking System

It is compulsory to use the GPS for all entrants.

13.6 Final Scrutineering

Non FIA/IRC entrants: 200 (with advertising) o 400 (without advertising).
The same Shakedown stage will be used for all drivers.
Non priority drivers who want to participate at the Shakedown should send the application form and
a copy of the bank transfer receipt to the Permanent Secretariat by fax or e-mail. They should be
received before closing date for Shakedown registrations (Wednesday 14
th
March at 18:00).
Crews must wear helmets and competion numbers and rally plates must be affixed.
Please note that any person on board the car during the Shakedown who is not entered for the
rally as entrant of the stage, wont be responsability of the Organisation.




15. Ceremonial Start Procedure

The Ceremonial Start is compulsory for all competing cars and will take place on Thursday 15th
March at 20:30h at Santa Catalina Park.

The crews must park their cars in pre-park near by the ceremonial start podium during following
times from 19:30 to 20:00h. This parking zone will be closed and under vigilance.

The ceremonial start will be carried out in numerical order, starting with the highest number. The
start interval at the Ceremonial start will be minimum 30 seconds for all drivers. Competitors are
required to wear their approved overalls.

If a crew is unable to participate in the ceremonial start due to a justified cause, it will be permitted
to start the remainder of the rally on Friday morning at its allocated time provided that has been
authorized by the Stewards and subject to passing the necessary scrutineering checks. The drivers
must still attend the ceremonial start in overalls (without car).

To arrive to the Ceremonial start with a delay up to 15 min. will entail a cash penalty of 120 .

After de Ceremonial Start in Sta. Catalina park, rally cars can be driven to the Service Park in order
to park each car in its particular service area or wherever the team decides.

18.2 Accreditation procedure / Criteria and Deadline

Application forms for Media Accreditation will be admitted until 21
st
February 2012.

All incomplete applications, received by fax or sent past the deadline, will be refused.

Each Media can request three accreditations at the most. The Press Office will consider each radio
stations necessities separately.


The criteria that allow the applications approval, are detailed in the documents attached
declaration form (second page of the Application Form for Media Accreditation). The Media reports
its commercial nature. The Media should also attach an official letter signed by its chairman, with
all details of the journalists who will be accredited and a dossier of published articles about the last
Edition of the Rally Islas Canarias EL CORTE INGLS in 2011, the IRC and/or Spanish
Championships (in 2011). Besides, they have to send a copy of their Press Identification, and in
photojournalism cases, a copy of their license of professional services insurance of the R.F.E.D.A.

18.5 Expected Media Coverage

EUROSPORT TV is the official TV of the International Rally Championship. They distibute the TV
footage internationally. In turn, Rally Radio (http://www.rallyradio.com), official partner of the IRC,
is the all-rally sports station streaming live commentary, interviews, and features at each rally
event, covering every stage and all the action.


At regional level, the TV signal will be distributed by TV CANARIA.


U.D. Radio is the official radio station of the Rally Islas Canarias. The program Pole Position (M-F
19:00-20:00) will do a special monitoring of the 36

Rally Islas Canarias from the 2

of March, and
which will include a live transmission of the deadline for entries. During the Rally week, U.D. Radio
will live broadcast full time the events development, with drivers exclusive, live IRC classification

21. Information about Gran Canaria

Climate in Gran Canaria

The Gran Canarias Climate is characterized by an average annual temperature between 18 and
25C, with an estimated annual rate of 2.700 hours of sunlight, and a fresh and humid wind,
coming from the Azores Anticyclone, the trade winds.

Due to the unusual relief of the island there can be found a great variety of microclimates. On the
southern slopes of the island, in coastal areas, the climate is dry and sunny almost all year round.
In areas of higher altitude, the influence of the sea is reduced and the clouds are detained by the
mountains; that produces great variations of temperature from the temperature of Midlands or
valleys and subtropical forests to the highest areas, where the temperature can reach 0C. This
allows people to enjoy completely contrasted climates in two different areas of the island.

1. Introduccin y Bienvenida

Es un honor poder contar por tercer ao consecutivo con el Intercontinental Rally Challenge (IRC)
en la 36 Edicin del Rally Islas Canarias El Corte Ingls una prueba tambin emblemtica en la
Copa de Europa, Campeonato de Espaa y Campeonato Autonmico y Provincial, situacin que
nos llena de orgullo y por lo que trabajamos duramente todo el ao.


Este ao, si cabe, todo ha sido ms duro pero el trabajo incansable de D. Luis Monzn, Promotor
de la prueba, ha hecho posible una edicin ms de nuestra prueba, que ser la segunda en el
calendario IRC y la primera en el Campeonato de Espaa, Autonmico de Canarias y Provincial
de Las Palmas.


El esfuerzo de todo el Comit Organizador, ha sido encomiable para mantener en lo ms alto la
prueba ms emblemtica de Canarias y una de las ms importantes de Espaa. Por todo ello, es
clave agradecer el trabajo incansable de todo mi equipo, sin los que, llevar a trmino esta prueba
sera casi imposible.


Desde el Comit Organizador de la 36 Edicin del Rally Islas Canarias El Corte Ingls,
deseamos toda la suerte del mundo a los equipos participantes, que la prueba se desarrolle sin
incidentes y que los aficionados disfruten los das de competicin en las carreteras de Gran
Canaria.


No puedo olvidar el apoyo de las instituciones y patrocinadores con esta prueba, dado que sin
ellos no sera posible llegar a donde hemos llegado.

7. Carburantes / Neumticos

7.1 Carburantes Procedimiento

Durante el rally, las zonas de refuelling, repostaje y gasolineras se muestran en el RoadBook y en
el Libro de Asistencia.
El nmero mximo de mecnicos autorizados para ayudar en el repostaje en la zona de refuelling
ser de dos (2), y se recomienda que lleven ropa ignfuga.
Dichos mecnicos debern ir debidamente identificados con un chaleco y una acreditacin, que
sern entregados por la Organizacin.

7.2 Neumticos

Durante el desarrollo de la prueba, solo se permiten neumticos moldeados, segn el Art. 50 del
Reglamento Deportivo FIA de Rallyes Regionales 2012.
Se permite un mximo de 6 neumticos por vehculo entre las zonas de asistencia. La
organizacin marcar estos neumticos en cada salida de la zona de asistencia.
Est prohibido cambiar neumticos entre las zonas de asistencia, a menos que sea el neumtico
de repuesto que el vehculo de competicin lleva. Este cambio tiene que hacerse por el piloto y/o
el copiloto.
Los neumticos son libres entre la salida de la Etapa 1 y 2 del rally y la zona de asistencia, y entre
la zona de asistencia y la llegada de la Etapa 1 y 2.
En cualquier momento durante la prueba, se pueden llevar a cabo controles para verificar la
conformidad de los neumticos.

12. Reconocimientos

12.1 Procedimiento para realizar los reconocimientos

Los reconocimientos debern realizarse con un vehculo que cumpla con el Art. 20 del
Reglamento Deportivo FIA de Rallies Regionales 2012
El Organizador entregar a los participantes un adhesivo y un carnet de control, stos se
entregar junto con la documentacin de reconocimientos el lunes 12 de Marzo, de 18:00 a 20:00
h.
Durante el periodo de reconocimientos el adhesivo de reconocimientos deber colocarse en el
parabrisas del vehculo, parte superior, lado derecho.
Los Tramos Cronometrados estarn controlados por los oficiales del Rally y los participantes
deben seguir sus instrucciones Durante los reconocimientos los participantes debern parar a la
salida de cada tramo, que estar debidamente sealizada. Habr oficiales en la salida y la llegada
del tramo, que sellarn el carnet de reconocimientos.
La presencia de un piloto y/o copiloto en un tramo cronometrado, de cualquier manera, ser
considerada como reconocimiento.
Est permitido filmar los tramos cronometrados durante los reconocimientos.
Horario:
Los reconocimientos para todos los pilotos se llevarn a cabo el martes 13 de Marzo de 9:00 a
21:00 h. y el mircoles 14 de Marzo de 09:00 a 17:00 h.

Los reconocimientos estarn limitados a un mximo de dos (2) pasadas por tramo cronometrado
distinto, a velocidad reducida y respetando el Cdigo de Circulacin en su integridad. Bajo ningn
concepto, los equipos pueden circular en los tramos cronometrados en direccin contraria al
sentido del Rally.


12.2 Restricciones nacionales/Lmite de velocidad en los TC

La velocidad mxima permitida para los reconocimientos de los tramos cronometrados ser de
80km/h excepto cuando existan seales de limitacin de velocidad y en las poblaciones.
Se pone especial nfasis en que se trata de reconocimientos no de entrenos. Deber
cumplirse ntegramente el Cdigo de Circulacin, respetar la seguridad y los derechos de los
dems usuarios de la carretera.
Los vehculos de reconocimientos deben estar cubiertos por el seguro exigido por la legislacin
vigente. Ninguna responsabilidad podr ser exigida a los Organizadores.


12.3 Control de Velocidad / GPS

Todos los participantes debern instalar obligatoriamente un sistema de control de la velocidad
GPS en sus vehculos de reconocimientos. La informacin correspondiente a los lugares y horas
de instalacin de estos aparatos estn detalladas en el programa horario.


Manipulacin de los GPS

Cualquier intento de alterar, manipular o interferir los GPS instalados en los vehculos de
reconocimientos, o que debido a interferencias no se permita el buen funcionamiento de los
mismos, ser penalizado por los Comisarios Deportivos, pudiendo llegar a la exclusin de la
prueba.



13. Verificaciones Tcnicas, Precintaje y Marcaje

13.1 Localizacin y Horarios de Verificaciones

Los vehculos deben presentarse a las verificaciones con las placas del rally, los nmeros de
competicin y la publicidad opcional pegada en el vehculo en el Parque Santa Catalina.

de Salida del Parque de Asistencia a su hora de presentacin.


13.5 Equipo GPS

Es obligatorio el uso del GPS para todos los vehculos participantes


Manipulacin de los GPS

Cualquier intento de alterar, manipular o interferir los GPS instalados en los vehculos de
competicin, o que debido a interferencias no se permita el buen funcionamiento de los mismos,
ser penalizado por los Comisarios Deportivos, pudiendo llegar a la exclusin de la prueba.

La inscripcion de participantes FIA/IRC incluye la prueba de Shakedown.
Resto de pilotos: 200 (con publicidad) o 400 (sin publicidad)
Se utilizar el mismo tramo de Shakedown para todos los pilotos.
Los pilotos no prioritarios que deseen participar en el Shakedown, debern cumplimentar el
Boletn de Inscripcin facilitado a travs de la pgina web, y realizar el abono de tasas
correspondientes, en el nmero de cuenta facilitado en el mismo documento. Tanto la inscripcin
en el Shakedown como la copia del recibo, deben ser recibidas por e-mail o fax en la Secretara
del rally antes del cierre de inscripciones para el Shakedown, que tendr lugar el Mircoles 14 de
Marzo a las 18:00 horas.
Es obligatorio que los pilotos lleven casco y todo el equipamiento de seguridad, tal y como se
exige y que los vehculos lleven los nmeros de competicin y placas de rally.
La Organizacin no se hace responsable en ningn caso de las personas que estn a bordo del
vehculo durante el Shakedown y que no estn inscritas en el rally como participantes de la
prueba.



15. Ceremonia de Salida

La Ceremonia Oficial de Salida es obligatoria para todos los vehculos inscritos y se celebrar en
el Parque de Santa Catalina, el jueves 15 de Marzo a las 20.30h.

Los equipos debern aparcar sus vehculos en el pre-parque, al lado del podio de la Ceremonia
Oficial de Salida, en los horarios de 19:30 a 20:00 h. Esta zona estar cerrada y vigilada.

La Ceremonia de Salida se har por orden inverso al orden numrico. El intervalo de salida en la
Ceremonia Oficial de Salida ser de mnimo 30 seg. Los equipos debern llevar sus monos
ignfugos reglamentarios.

Si un equipo no pudiera tomar parte en la Ceremonia de Salida por una causa justificada, se le
permitir tomar la salida de la Etapa 1 a su hora de salida, siempre y cuando haya sido autorizado
por los Comisarios Deportivos y que haya pasado las Verificaciones Tcnicas pertinentes. Los
equipos debern presentarse con su mono (sin vehculo) en la Ceremonia de Salida.

Llegar con retraso mximo de 15 minutos en el Parque de la Ceremonia Oficial de Salida
entraar una penalizacin de 120 euros.

Despus de la Ceremonia Oficial de Salida en el Parque de Santa Catalina, los pilotos podrn
conducir sus vehculos hasta el Service Park para aparcar su coche en su rea de asistencia, o
bien conducirlos y aparcarlos donde el propio equipo decida.

16. Procedimiento de Llegada

La llegada del rally ser en el CH 15B (control horario antes del podio). A partir de este punto,
todos los vehculos estarn en condiciones de Parque Cerrado y debern seguir las instrucciones
de los comisarios.

18.2 Requisitos y Plazos para Solicitar Acreditaciones

Las solicitudes de Acreditaciones de Prensa sern admitidas hasta el da 21 de Febrero de 2012.

Las solicitudes que lleguen incompletas, fuera de plazo o enviadas por fax sern denegadas.

Se advierte de que el nmero mximo de acreditaciones por medio ser de tres. El departamento
de prensa estudiar las necesidades de cada radio de forma individual.

Los requisitos que permiten la aprobacin de dicha solicitud, se detallan en la declaracin de
documentos adjuntos a aportar a la misma. El medio declara que su actividad posee carcter
comercial. Adems, la publicacin debe adjuntar una carta oficial firmada por el director del medio,
con los datos de aquellos para los que se solicita la acreditacin, y un dossier de artculos
publicados en 2011 sobre la edicin anterior del Rally Islas Canarias EL CORTE INGLS,
Campeonato IRC y/o Campeonato de Espaa. Quien la solicita, debe demostrar su relacin con la
profesin periodstica presentando copia de su carnet de prensa, y en el caso de los profesionales
de prensa grfica presentando copia del seguro o licencia de servicios profesionales (SP) de la
R.F.E.D.A.

EUROSPORT TV es la televisin oficial del International Rally Championship. Ellos son los
encargados de distribuir la seal de televisin a nivel internacional. A su vez, Rally Radio
(http://www.rallyradio.com), socio oficial del IRC, es la emisora del campeonato que durante toda
la temporada ofrecer comentarios, entrevistas y aspectos de cada rally participante en el
campeonato internacional IRC cubriendo cada etapa y toda la accin en streaming a travs de la
web.


A nivel regional, la distribucin de la seal de televisin correr a cargo de la TV CANARIA.

U.D. Radio es la radio oficial del Rally Islas Canarias. El programa Pole Position (Horario L-V
19:00 20:00) har un seguimiento exhaustivo previo a la celebracin del 36 Rally Islas Canarias a
partir del da 2 de marzo, y que incluir el cierre de inscripciones en directo. Durante la semana
del Rally, U.D. Radio ofrecer retransmisiones especiales full time sobre el desarrollo de la
prueba, , con entrevistas exclusivas a los pilotos, clasificaciones en directo del IRC en varios
idiomas y mucho ms.

21. Informacin sobre Gran Canaria

Clima

El clima de la isla de Gran Canaria se caracteriza por disfrutar de una temperatura media de entre
18 y 25 grados centgrados, con ms de 2.700 horas de sol anuales y un viento fresco y hmedo,
proveniente del anticicln de los Azores, los vientos alisios.
Dado el peculiar relieve de la isla, podemos encontrar una gran variedad de microclimas. En la
vertiente meridional de la isla , en las zonas costeras, el clima es seco y soleado casi durante todo
el ao. En zonas de mayor altitud, la influencia marina es menor y da lugar a grandes diferencias
trmicas desde las zonas templadas de medianas o los valles y bosques subtropicales hasta las
zonas ms altas segn la retencin de nubes propia de cada zona, que pueden alcanzar los 0
grados centgrados, y permitiendo poder disfrutar de climas completamente dispares en dos zonas
diferentes de la isla.

36 RALLY ISLAS CANARIAS "EL CORTE INGLES" 2012

El protocolo a seguir para toda la gestin aduanera de los equipos participantes en el 36 Rally Islas
Canarias "El corte ingles" 2012 es el siguiente:

1.- Comunicacin va email del nombre del equipo y persona de contacto, y telfono.
.
Para poder iniciar todas las gestiones aduaneras en relacin a los equipos, es imprescindible, que
se pongan en contacto con nosotros, va e- mail, a los correos abajo reseados, indicando:

a) NOMBRE DEL EQUIPO,

b) PERSONA DE CONTACTO

c) E-MAIL // TELEFONO

2.- Comunicacin va email de la composicin del equipo (N de vehculos a embarcar y


distribucin de los mismos)

Los equipos debern facilitarnos el nmero exacto de vehculos a embarcar y su composicin, es
decir, que carga transporta exactamente cada uno, donde van enganchados los remolques (si
los llevan), las matrculas correctas, etc...


3.- Envo va email de la documentacin requerida para la gestin aduanera

Toda la documentacin deber ser enviada va email en los plazos establecidos en el punto n 4 y
que explicamos a continuacin.


4.- La documentacin debe ser enviada antes de la fecha lmite aqu, expuesta, sin excepcin,

Marzo

A partir de este da no podemos garantizar la salida del equipo que no cumpla con este
requisito

Para todos los equipos que NO , aporten "cuaderno ATA", la documentacin a presentar ser:

1.- Autorizacin de despacho debidamente cumplimentada y sellada (adjuntamos archivo con modelo
de la misma)

2.- Fichas tcnicas y permisos de circulacin de todos lo vehculos a embarcar (camiones, cabezas
tractoras,remolques,autos de competicin...)

3.- Declaracin jurada (adjuntamos varios modelos segn caso) de los vehculos de competicin, de
las herramientas que transporten as como de los repuestos, cada caso por separado. En dicha
declaracin debe aparecer la lista completa (en caso de las herramientas y repuestos) de todo el
material indicando los bultos y kilos aproximados, as como un valor a efectos estadsticos.

4.- Fotocopias del DNI o CIF o N EORI correcto ( este se tramita en la Administracin de Aduanas
del pas de origen).

o , ,segn caso, del equipo (si el equipo viene a nombre de persona fsica necesitamos el DNI y si es
empresa el CIF), para el caso de nacionalidad distinta, a la espaola el n Eori

Para los equipos que aporten "cuaderno ATA":

1.- Autorizacin de despacho debidamente cumplimentada y sellada (adjuntamos archivo con modelo
de la misma)

2.- Fichas tcnicas y permisos de circulacin de todos lo vehculos a embarcar (camiones, cabezas
tractoras,remolques,autos de competicin...)

3.- Fotocopia del cuaderno ATA

4.- Los cuadernos ATA originales debern enviarlos por mensajera para que lleguen tambin en la
fecha reseada en el punto N 4 arriba indicado, a la direccin siguiente:

Es importante volver a indicar que toda la documentacin debe obrar en nuestro poder ANTES DE
