1. Prescribed sealed Tender form will be certified / attested by the AD (Horticulture), GVMC with his Original stamp and Signature, if collected from the Office. Xerox copies are not valid. 2. Sealed tenders will be received by the AD (Horticulture), G.V.M.C. up to 3.00 P.M. in the office of the PL&C (Horticulture) situated in Swarna Bharathi Indoor Stadium and will be opened at 4.30 P.M. on the same day in the presence of tenderer or their authorized agents. If the last date of receipt of tenders happened to be a holiday, the tenders will be received and opened on the next working day. 3. The Commissioner of the Greater Visakhapatnam Municipal Corporation is the authority to reserve all rights to accept or reject any one or all the tenders partially or completely without assigning any reasons thereof. 4. The cost of tender schedules should be remitted in the Saukaryam, Greater Visakhapatnam Municipal Corporation in favour of the Commissioner, Visakhapatnam and it should not be refunded at any circumstances. 5. Last date for RECEIPT of application for the supply of tender schedules through the tender box is on Dt. 18-03-2013 up to 3.00 P.M. at office of the PL&C (Horticulture), Swarna Bharathi Indoor Stadium. If the last date of application happened to be holiday, the applications will be received on the next working day and shall be treated as having been received in time. The contractors are requested to enclose proof of the attested copy of the required class of registration for verification without fail with applications. 6. The E.M.D. amount by way of demand draft 1% on the estimated tender value drawn after the date of issue of tender notice in favour of the Commissioner, Greater Visakhapatnam Municipal Corporation, Visakhapatnam should be enclosed along with tender schedule application. The successful tenderer should pay the balance amount E.M.D. at 1.5% on the accepted tender value at the time of agreement in the shape of D.D. or Bank Guarantee from any Nationalized Schedule Banks in favour of the Commissioner, Grater Visakhapatnam Municipal Corporation, Visakhapatnam. The Application of tender schedule without the Original Stamp, and Signature by the ADH, if collected from the office and 1% of E.M.D., the tender will be rejected. 7. After buying a tender schedule, if the contractor does not tender for the work, his E.M.D. will be forfeited (Cash or Bank Guarantee or both). 8. Tender schedule will be ISSUED from Dt. 13-03-2013 to Dt. 18-03-2013 up to 12.00 P.M. on production of proof of Registered Identification, tender schedule cost (Receipt of Saukaryam) and 1% of estimated Tender value towards E.M.D. and relevant experience certificate. 9. The contractors are requested to note the postal address on the tender schedule regarding any correspondence by the department along with contact phone numbers. 10. Tender documents will not be sent by post. The contractor is allowed to submit the tender either personally or through his agent or by post. In case of submission of tender by post, the risk and responsibility for either loss or delays in transit is to be borne by the contractor. 11. Tender schedules are not transferable. 12. (a) The tenderer who withdraws his offer within the validity period mentioning in the schedule will forgo his E.M.D. (b) The tender validity period is 90 days from the date of receipt of tender. (c) The class of contractors / firm mentioned as per G.O.Ms.No.521, MA & UD Department dt.10-12-1984 and G.O.Ms.No.23, I&CAD Department dt.05-03-1999 and G.O.Ms.No.94, I&CAD (PW-COD) Department dt.01-07-2003 are only eligible to participate in the tenders. 13. Conditional tenders will not be accepted. 14. The successful tenderer should pay the Additional Security Deposit (A.S.D), if he/she/firm quoted their tender which are less by more than 25% of the estimated rates, a Bank Guarantee or Demand Draft for the difference between the tendered amount and 75% of the estimated contract value as per the amendment issued for tender procedures vide G.O.M S.No. 17, I&CAD (PWCOD) Department dt.06-02-2004. 15. The tenderer will not be required to quote item wise rates but to state clearly his willingness to execute the work at the percentage excess or less or on par over the estimated value indicated at of schedule-A. 16. If the Executive Authority requires the original document the contractor / firm shall furnish the same at any time. If the contractor / firm fail to furnish the same, the application / tender will be summarily rejected. 17. The E.M.D. in the shape of Banker Guarantee will not be made applicable for the works costing of Rs.50.00 lakhs (ECV) and below. For above works single cover system shall be followed and the E.M.D. can be submitted by way of Demand Draft as per the G.O.Ms.No.142/I&CAD (PWReforms) Department dt.20-12-2004. Cont..,

:2: 18. As per G.O.Ms.No.159/TR&B (R-III) Department dt.30-10-2004 that the present 0.25% contribution recovered in the contractor bills regarding NAC continue and may be divided between Chief Ministers Relief Fund and NAC in the ratio of 0.15% and 0.10% respectively with effect from 01-11-2004.

The Nursery/Agency/Firm/Contractor should have an updated Registered certificate with State or Central Govt./GVMC and must possess professional experience in relevant field. 2. The item wise lowest bidder/Firm for schedule will be approved for a period of 1 year and during the year. 3. The Nursery/Agency/Firm/Contractor should immediately start the work after agreement and supply the indented items as per the period of Contract (15 days). If fails the Contractor will be cancelled and also forfeit the deposit and allotted to the second lowest bidder. 4. The work is to be done strictly in accordance with the specifications given in the schedule and as laid down as per instructions of the Horticulture Officer in charge of the work from time to time. 5. If the Nursery/Agency/Firm/Contractor have to pay Rs. 10,000/- per month as rent the yard or space to be provided by the GVMC for making stockyard and providing the water for supplied material. 6. The contractor is responsible for taking precautionary measures for the safety of the lives of the workers, working under in and the responsibility arising due to any mishap during the execution of work the payment of any compensation etc., lies entirely on the part of the contractor. 7. The rates quoted by the contractor should be inclusive of all labour and materials leads, and lifts in all situation etc., unless other wise specified and no claim on this will be entertained. 8. Any damages caused to the GVMC property either directly or indirectly shall be made good by the contractor at his own cost. 9. No claim for the increase in rate of the material cost during the contract period will be entertained by the department. 10. The Commissioner, GVMC reserves the right to cancel the execution of some item or units of work at any time during the execution of work. No claim by the contractor on his contract due to variation of any particular item will be entertained. 11. During execution of work, any damages caused by agency shall be made good by the contractor at his own cost. 12. Any orders or instructions issued by the departmental officers shall be considered by the Agency/Contractor/firm/Nurseries. 13. Quantities indicated in the Schedules are approximate and tentative and payment will be made for the actual quantities of work executed. 14. The contractor has to make his own security arrangement for the materials, tools, etc, brought by him to the site at his own cost. 15. The contractor shall maintain necessary records and produce same at the time of inspection of the areas. 16. If the work is with held before execution due to any reasons, the EMD amount will be returned to the contractor and cost of application will not be refunded. 17. As per the satisfactory certificate pertaining to specifications and health of the plants of the ADH, GVMC, the payments will be released.
