On August 9, 2013, W a l l Lake, Iowa r e s i d e n t J e f f C a r t e r approached Lake View, Iowa C h i e f of P o l i c e Ted Helmich, s t a t i n g he had i n f o r m a t i o n as t o who was s e l l i n g methamphetamine i n the c i t y of W a l l Lake, Iowa, and f u r t h e r s t a t e d t h a t he ( J e f f C a r t e r ) wanted t o do a c o n t r o l l e d buy o f f / from s a i d i n d i v i d u a l who J e f f C a r t e r i d e n t i f i e d as W a l l Lake, Iowa r e s i d e n t , Matthew J . Wessels. J e f f C a r t e r i n d i c a t e d t o t h i s O f f i c e r , e i t h e r p e r s o n a l l y or through C h i e f Helmich t h a t he ( J e f f C a r t e r ) had bought methamphetamine from J e f f C a r t e r on p r e v i o u s o c c a s i o n s . T h i s O f f i c e r has p e r s o n a l knowledge t h a t Matthew J . Wessels was born December 8, 1980 (per Iowa Courts O n l i n e ) a n d r e s i d e s a t apartment 2, 108 West 3rd S t r e e t , W a l l Lake, IA 51466 ("the apartment"), which i s a second f l o o r apartment i n an apartment b u i l d i n g (a f o u r - p l e x s p l i t l e v e l and n o r t h a c r o s s 3 s t r e e t from Bank Midwest. Ted On August 9, 2013, t h i s O f f i c e r , w h i l e i n the presence of Chief Helmich and Carter, observed Chief Helmich give Jeff Carter approximately $120.00 w i t h which J e f f C a r t e r was t o use t o purchase methamphetamine from J e f f C a r t e r . S h o r t l y a f t e r J e f f C a r t e r was g i v e n t h i s money, t h i s O f f i c e r observed J e f f C a r t e r make h i s way t o and e n t e r Matt Wessels' apartment complex. T h i s O f f i c e r observed J e f f C a r t e r e x i t the apartment complex about f i v e minutes a f t e r e n t e r i n g the same, at which time t h i s O f f i c e r observed J e f f C a r t e r make h i s way d i r e c t l y t o the area near the s t o r a g e b u i l d i n g near the y e l l o w house by the t r a i n t r a c k s j u s t a c r o s s the road from W a l l Lake Used P a r t s . I t was a t h i s time J e f f C a r t e r produced a p l a s t i c bag w i t h what appeared t o be a p p r o x i m a t e l y one gram of a white c r y s t a l - l i k e powdery substance ( J e f f C a r t e r t o l d t h i s O f f i c e r t h a t a f t e r e n t e r i n g Matthew Wesssels' apartment he (Jeff Carter) exchanged the approximate $120.00 f o r s a i d substance. J e f f C a r t e r d i d not have any drugs or o t h e r contraband on h i s p e r s o n b e f o r e e n t e r i n g Matthew Wessels' apartment complex. The b i l l s c o m p r i s i n g the approximate $120.00 g i v e n t o J e f f C a r t e r by Ted Helmich, were p h o t o c o p i e d f o r the purpose of l a t e r i d e n t i f y i n g the b i l l s i f / when found i n Matthew Wessels' p o s s e s s i o n . A d d i t i o n a l l y , t h i s O f f i c e r knows drug d e a l e r s s e l l t h e i r product by weight and t h e r e f o r e use s c a l e s t o measure the drugs, and t h a t c o n t r o l l e d substances are o f t e n t r a n s p o r t e d i n p l a s t i c b a g g i e s . T h i s O f f i c e r a l s o knows t h a t i n d i v i d u a l s o f t e n times have l a r g e sums of cash and d e a l i n s t o l e n p r o p e r t y f o r t r a d e .
