Step - By - Step Instructions
Eligibility: This Bonneville Power Administration (BPA) program is offered to owners of homes
served by Central Electric Cooperative. Note: BPA programs are subject to change without notice.
1. Contact one or more heating contractors on CEC’s list to get bid proposals for the heat
pump system.
2. Choose a contractor from CEC’s list to install the heat pump in your home.
3. Send the contractor’s written bid proposal (with the completed heat pump program
application) to CEC for review. Mark the check box on the application for the cash credit
and circle the credit you’re applying for ($200 - $800). Please, do not begin work until
your bid proposal has been reviewed and approved by CEC.
4. After the contractor’s bid has been approved, CEC will send you the signed, approved
application.
5. After the work has been completed, CEC will make a final inspection of the job. Once the
job has passed the inspection the credit will be mailed to your contractor.

4. Send the contractor’s written bid proposal and CEC heat pump program application to CEC
for review. Mark the check box on the application for the cash credit and circle the credit
you’re applying for ($200 - $800) or check the box for the low interest rate loan from Bank of
the Cascades. Call Bank of the Cascades (BOTC) at 504-2200 for loan approval. You may
choose the credit or the loan, but not both. Please, do not begin work until your bid
proposal has been reviewed and approved by CEC.
Loans are available (on approved credit) for 100% of the job cost up to $5,000.00 at the current
“prime” interest rate. Job costs over $5,000.00 are at the prime + 2% interest rate. Five (5) years is
the maximum term of the loan. There is no loan fee and no penalty for early payment.
5. After the contractor’s bid has been approved, CEC will send you a copy of the signed
application. If you’re using the loan, you will be contacted by BOTC for signing of the loan
papers.
6. You will need to schedule with your contractor when the work will actually begin.
7. After the work has been completed, CEC will make a final inspection of the job. Once the
job has passed inspection, the credit will be mailed to your contractor. If you’re using the
loan, BOTC will pay your contractor the loan amount and you will receive a loan repayment
coupon book in the mail. You are responsible for making payment arrangements for any job
costs not covered by the credit or loan.
Procedure
1. Check the incentive option for which you are applying. You may select either one, but not both.
Low interest rate loan through Bank of the Cascades: Prime interest rate, 5 year term on approved credit.

The Owner will be solely responsible for the employment of the contractor to install improvements to the Owner’s home.
The Owner, by executing this agreement, waives any and all claims against CEC that may arise from the installations of said
improvements. CEC will not supervise the installation of said improvements, nor warrant the adequacy of said installation
upon their completion.
The Owner assumes all of the usual responsibilities associated with hiring a private contractor.
The Owner acknowledges that the contractor will invoice the Owner for the cost of improvements. CEC will approve the job
for payment only after it has been determined that the job meets CEC specifications and/or standards.
The Owner acknowledges that they have received written instructions and understands that these instructions must be
followed. Owner understands that if these instructions are not followed, CEC is under no obligation to grant or disburse
program funds.
