The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The Shipping Service is responsible for managing transportation by liner or charter vessel. Working with a network of freight forwarders, ship brokers and ships agents, WFP in 2012 moved cargo from 60 load ports to 75 discharge ports across five continents, shipping over 2 million mt annually to support the Programme. The Shipping Officer will report to the Chief of Logistics Division Shipping (OSLS) and is under the functional supervision of the Deputy Chief OSLS. The incumbent will be responsible for the following duties: Provide supervision and guidance to five General Service staff in the Freight Support Unit (responsible for data using SAP). Ensure compliance with financial policies, procedures, rules and regulations among above-mentioned units. Propose and implement procedures for regular monitoring of external transport budgets of WFP field projects. Provide inputs for the development of supply chain tracking systems and other tools to support visibility and optimization of shipping activities. Develop and implement detailed Standard Operating Procedures for all posts in the Freight Support Unit. Participate in the development of further improvements in procedures, documentation and reporting of shipping operations; Manage preparation of the quarterly Commodity, Contracting, Transport and Insurance (CCTI) reports for the Shipping Service. Manage the preparation of other reports for the Shipping Service, including periodic reviews of requirements, identification of data sources, and analysis. As Forward Purchasing Facility (FPF) focal point, manage/coordinate/guide the FPF internal processes within the Shipping Service, recommend actions to be taken by management and ensure relevant and timely inputs to FPF technical working group. Advise/manage LESS (a new SAP-based commodity tracking system) rollout in the Shipping Service. As a back-up function to other Shipping Officers, provide monitoring/follow up of liner and charter vessels operations and CFR shipments, liaising with Country Offices, Freight Forwarding Agents, suppliers, and colleagues from other HQ divisions as required. Keep shipping files in good order. 1

Liaise with various WFP Offices in order to determine the most efficient mode of calling forward commodities, taking into consideration type of commodity, quantity, port, weather and freight market conditions, etc; Consolidate and plan shipments and manage the operational aspects of chartered and liner shipments. Liaise with agents and suppliers to ensure cargo readiness; Perform any other duties as required.

Qualifications & Experience Required Education: University degree in business administration/finance, engineering, computer science, statistics, economics (preferably transport economics), quality assurance, technical, statistics or management related to the area of work, i.e. air transport, surface transport, etc.

Experience: At least three years of postgraduate professional experience in commercial or government transportation and ancillary sectors of which at least two years experience in a commercial company, NGO or other UN agency; Adequate knowledge and experience in chartering/shipping/port operations. Proficiency in Windows (MS Word, Excel, PowerPoint); prior experience in transport tracking systems. WFP previous working experience and procedural knowledge will be a plus.

Technical Skills & Knowledge: Specific requirements Prior working experience with SAP-based applications. Ability to plan and organize work and to meet strict deadlines. Prior supervisory experience.

Desirable requirements Process analysis, design and mapping tools (Visio, Industry Print, PowerPoint SmartArt, etc.) Previous experience in working with field offices. Prior experience working with supply chain management/tools. Previous experience in corporate reporting. Limited knowledge of French or Spanish

Language: Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFPs working languages);
