The incident took place near Finger-VIII area, also known as Siri Jap, on May 17, two days before Chinese Prime Minister Li Keqiang arrived in New Delhi after it was announced that the stand-off resulting from a 19km deep Chinese intrusion had ended. It was claimed that the intruding Chinese troops had gone back to their previous positions. While the Udhampur-based Army spokesperson refused to comment on the incident, official sources said there was a brief stand-off at the Finger-VIII area after which army patrol returned without proceeding to the LAC. adding many a times the Indian Army has used the same road to patrol the area and lay claim over it. Rain brings much needed relief to Jammu, lashes valley


JAMMU/ SR INAG AR, MAY 26 : The intermittent rain with occasional thunderstorms has brought much need relief to the people in Jammu and Kashmir State since last night. The temperature came down to 40.4 degree Celsius from above 46 degree Celsius recorded recently in Jammu. The region has been experiencing severe heat-waves since fortnight accompanied by power cuts and shortage of water. It was the intermittent to heavy downpours that brought respite to Jammuites, while lashing the valley. 'Don't force youth to pick up guns': Malik to Govt


SRINAGAR, MAY 26: Advising India to honour the peaceful movement of Kashmir, Jammu Kashmir Liberation Front Chairman Yasin Malik Sunday said the new generation of Kashmir is being forced to pick up guns as they are continuously being harassed and suppressed on the one or the other pretext. Malik was addressing scores of people at Maisuma soon after he concluded his 48-hour long hunger strike on Sunday. He blamed India for advertently pushing the youth of Kashmir to wall and compelling them to restart armed struggle. Yasin Malik said after suffering for generations Kashmir's started an armed struggle in 1988. In 1994, the separatists laid down their arms after the international community including European Union, Britain, Indian Civil Society and especially the US promised him and other Kashmiri leaders of their help in the resolution of the Kashmir issue if the Kashmiris turn their struggle into a non-violent movement. Malik said the unilateral ceasefire of 1994 was a very unpopular decision at that time when Movement was at its height. He said 600 of his companions were butchered, and he too was arrested multiple times after the Kashmiri's opted for non-violence. "We were promised that we will be given proper space. But where is the space. We are being pushed to wall. Our youth are being detained and scores of Kashmiri people have been awarded life imprisonment. ERA (Environmental and Reconstruction Agency), in Jammu is one of the great wonders of the world. It is an agency that has been entrusted to re build roads and sewerage in the city. Yesterday, the ERA Wise Team blocked one of the most important routes in the city, without giving any prior notice to the public. When commuters in buses, two wheelers, and cars reached Bakshi Nagar Bridge, they found it blocked which caused a traffic jam affecting all important routes in the city. Traffic from Akhnoor, Poonch, Rajouri literally fell on jewel Canal road. The heavy down power made things worse. Ask any commuter and he will narrate his story of suffering. ERA is alright. Good Luck to them. But the way, they are executing projects leaves many questions. Only time will tell, whether the work executed by ERA will help. Already the iron tops on manholes over ERA made sewerage lines are giving way. That is only the trailer; the full film is to follow! This brought a smile on faces of hundreds of tourists, who were visiting the Valley to seek some respite from the scorching heat. The Valley witnessed this summer's highest temperature of around 31 degree Celsius on Friday but Saturday witnessed a dip of five degree Celsius. "The maximum temperature hovered around 20 degree Celsius in the Valley on Sunday, down by more than 4 notches more," said a MeT official. Since Friday, there is around 10 degree dip in day temperature in the Valley, he added. According to meteorological (MeT) department, the past 24 hours recorded more than one mili metre rains in the Valley.

Pak Taliban issues fresh threat to kill 'Satan' Musharraf


ISLAMABAD, MAY 26 : The outlawed Tehrik-eTaliban Pakistan have issued a fresh threat to assassinate former President Pervez Musharraf, currently detained in his palatial farmhouse over a string of highprofile cases. In a video posted on the jihadi website Umar Media, Pakistani Taliban spokesman Ihsanullah Ihsan said, "Soon we will punish this Satan (Musharraf) to death for his wicked deeds." "From Balochistan to Waziristan, Musharraf engulfed this country in blood and fire. He is the killer of hundreds of innocent students of Lal Masjid," Ihsan said. This is the second video issued by the Tehrik-e-Taliban Pakistan with a threat against Musharraf, who was recently arrested in connection with the 2007 assassination of former premier Benazir Bhutto, the sacking of judges during the 2007 emergency and the death of Baloch nationalist leader Akbar Bugti in a military operation in 2006. Musharraf, 69, is being held at his farmhouse on the outskirts of Islamabad, which has been declared a "sub-jail". Before Musharraf returned to Pakistan from self-exile in March, the Tehrik-e-Taliban Pakistan issued a video that said the militants had formed a special squad of suicide bombers and snipers to kill him. Taliban leaders said in that video that Musharraf would be targeted for joining the US-led war on terror and for cracking down on militants. Musharraf angered militants when he ordered the army to launch an operation against extremists holed up in the Lal Masjid in Islamabad in 2007. The operation left some 100 people dead.

He said obviously the Defence Minister would take on board the point of view of the army on this account yet he (Omar) refrained from describing army as the biggest hurdle in AFSPA revocation. However when pointed out that he was not able to convince the Union Home Minister and the Defence Minister so far on this account, his response was, Thats true. Responding to media queries about Maoist attack in Chhattisgarh, the Chief Minister stated that the Naxals attacked Congress convoy in Chhattisgarh because they found political persons as the soft targets. He also stressed the need for stern measures to stop Naxal activities. 29 people, including Chhattisgarh Congress chief Nandkumar Patel and his son Dinesh, senior leader Mahendra Karma, ex-MLA Uday Mudliyar, were killed and 32 others injured in the Maoist ambush in Bastar district of Chhattisgarh on Saturday. Yasin ends hunger strike, threatens fast unto death

SRINAGAR, MAY 26: Mohammad Yasin Malik, chairman JKLF, today ended his 48 hour long hunger strike and announced to go on fast unto death if the worsening human rights situation in Kashmir did not improve. Yasin broke the hunger strike as a minor girl Irshika Showket Khan, whose father has been awarded life sentence, offered him juice. Prominent people from different walks of life were present when the JKLF chairman ended his hunger strike. They included Zaffar Ahmad Shah, president high court bar association (HCBA), Ved Bhasin, chairman Kashmir Times group of publications, Parveena Ahangar, chairperson Association of Parents of Disappeared Persons (APDP) and Abdul Majeed Wani. Separatist leaders Noor Mohammad Kalwal, Showkat Ahmad Bakshi, Javaid Ahmad Mir, Shabir Ahmad Dar were also present besides large number of people. Yasin, along with other JKLF leaders, started the hunger strike at 3 PM on May 24 near their party headquater at Maisuma. Members of families, whose kith and kin have been killed, imprisoned and awarded life sentences also joined the strike. Parents and family members of the persons missing in custody also took part in hunger strike. They braved heavy rains and strong cold winds which lashed Kashmir since last evening. Addressing the people, the JKLF chairman said the purpose of their hunger strike was to raise their voice against Indian suppression. Our leaders Mohammad Maqbool Butt and Mohammad Afzal Guru were hanged and their mortal remains were not returned. Our prisoners were awarded life sentences and other harsh punishments. There is no word from the government about thousands of our people missing in custody. No justice is being done to the families whose members have been killed. The involved official and officers are being protected through black laws like AFSPA and PSA, JKLF chairman said. He stated that through hunger strike they raised their voice for struggle of justice during last three days in the tent despite heavy rains and winds. We sent a message to the world that the civil societies of India and world who have been giving lesson of peace to Kashmiris have observed criminal silence for their business interest about on human rights violations in Kashmir. But with their act the morale of Kashmiris cannot be lowered, Yasin said. JKLF chairman hoped that wisdom and humanity will prevail upon trade interest and compensation. Two hundred members of the affected families in this tent will be able to awake the conscience of India. Earlier, also we organised such protest programmes and todays programme was part of already publicised program. If government of India does not accept our demands based on justice and does not end its suppression and the Indian and international society continued its criminal silence we will be forced to start fast unto death, he said.

'Don't force youth to pick up guns':Malik to Govt


SRINAGAR, MAY 26, : Advising India to honour the peaceful movement of Kashmir, Jammu Kashmir Liberation Front Chairman Yasin Malik Sunday said the new generation of Kashmir is being forced to pick up guns as they are continuously being harassed and suppressed on the one or the other pretext. Malik was addressing scores of people at Maisuma soon after he concluded his 48-hour long hunger strike on Sunday. He blamed India for advertently pushing the youth of Kashmir to wall and compelling them to restart armed struggle. Yasin Malik said after suffering for generations Kashmir's started an armed struggle in 1988. In 1994, the separatists laid down their arms after the international community including European Uninion, Britain, Indian Civil Society and especially the US promised him and other Kashmiri leaders of their help in the resolution of the Kashmir issue if the Kashmiris turn their struggle into a non-violent movement. Malik said the unilateral ceasefire of 1994 was a very unpopular decision at that time when Movement was at its acm. He said 600 of his companions were butchered, and he too was arrested multiple times after the Kashmiri's opted for non-violence. "We were promised that we will be given proper space. But where is the space. We are being pushed to wall. Our youth are being detained and scores of Kashmiri people have been awarded life imprisonment. I want to ask Government of India why it is forcing youth to pickup guns again," Malik said adding that India should understand that those who tried to overpower Afghanistan by power are now talking about peace with Taliban.

Amid shutdown and rains people protest against 'fake faith-healer'


BUDGAM, MAY 26: Amid rains, hundreds of people from different hamlets of Khansahab area of Budgam staged a massive protest agaisnt the 'scandalous Darvesh' Gulzar Bhat on Sunday. Meanwhile complete shutdown was observed in scores of villages in Budgam against the inability of police to locate the close aides of 'fake faith-healer'. Protestors were demanding thorough and transparent probe in the 'fake Darvesh's' case. Scores of people from Srinagar also participated in the demonstrations. The protestors from Parniwa, Banderpora, Drigam, Numbelhar , Krimshora, Palapora, Wagar, Katch, Raithan, Aarigam, Bugar marched towards Shamsabad amid anti-Gulzar Bhat slogans 'thug ko fansi dou' 'thag kay sathiyoun ko girftar karo'. Though protestors appreciate the role of police in this case, however they regretted that so many close-aides of Gulzar Bhat are still on run and they should be arrested immediately. "Police has done a marvallous job so far and we are really grateful to them for exposing the shameful acts of Gulzar and his close-aides. We demand immediate arrest of all of his close-aides so that everything will come to fore," a protestor said.

Himachal literacy rate up 6.3 percent in decade: Census
The literacy rate in Himachal Pradesh, with a population of over 68 lakh, has registered an increase of 6.3 percent over a decade, says aCensus report. The literacy rate has increased to 82.8 in 2011 from 76.5 in 2001, with male literacy rate increasing by 4.2 percent and female by 8.5 percent, said the final Census report for 2011 released here recently. Census Joint Director R.K. Ram said that male literacy rate was up from 85.3 to 89.5 percent, whereas female literacy rate jumped from 67.4 to 75.9 percent. On the other hand, the sex ratio in the state has increased from 968 to 972 in one decade, for a population of 68,64,602. But the Census reveals a declining trend in the sex ratio in the rural areas compared to urban. While the sex ratio in urban areas increased from 795 to 853, it came down marginally from 989 to 986 in the rural areas. "Six of the 12 districts saw decline in the sex ratio, with Kinnaur registering the maximum decrease from 857 in 2001 to 819 in 2011," said Ram. However, the child sex ratio has improved significantly in eight districts, including Una (837 to 875) and Kangra, the state's biggest district (836 to 876). The state has a population of 68,64,602 with a decadal growth of 12.9 per cent (2001-11) as against 17.5 percent in 1991-2001. The growth rate of females (13.1 percent) is higher than males (12.8 percent) in the state, said the report. The density of population increased to 123 people per sq km in 2011 from just 62 persons per sq km in 1971. It said more than 90 percent people live in rural areas -17,882 villages -- of the total 20,690 revenue villages.

Panel seeks aids for disabled at DU


NEW DELHI: The Empowered Committee constituted by the vice chancellor to examine the curricula and structure of courses under thefour-year undergraduate programme (FYUP) - to be introduced in Delhi University this year - to ensure they are accessible for the disabled has filed its report. Sambhavana Organization, which had filed a PIL against the university had submitted its own suggestions on May 22. The final report will be tabled before DU's Academic Council which will meet on Monday, May 27. The four-part list of suggestions covers assistive devices, suggestions on teaching mathematics and the sciences to the visuallyimpaired and a batch of "broader suggestions." Sambhavana had argued that generally, "the areas of science and mathematics have been inaccessible to the students with visual impairments," that many of them would not have studied either beyond Class VIII and, therefore, the introduction of compulsory maths and science foundation courses in FYUP will discourage these students from joining college. The recommendations take into account facilities and methods of teaching employed in foreign universities such as Purdue University's VISIONS (Visually Impaired Students Initiative on Science) Lab. "The approach to solve specific academic problems encountered by visually-impaired students in these subjects, can be divided into two distinct halves: educational needs and technological needs," says the report. It proceeds to list a number of tools that could be used - parchment paper, geometry kits with tactile markings, tactile net boards, Velcro boards and a variety of software, special books and three-dimensional models. The report also covers "adaptive science lab equipment" and goes into detail on the teaching of organic chemistry. But experts consulted by the committee say, those preparing the report have digressed from their brief. "What the report talks about is a hardcore science curriculum but the foundation course doesn't even involve a practical exam," says Anil Aneja a member of the All India Confederation of the Blind (AICB) and also a teacher, "These are good suggestions but many of them are not relevant here. The foundation courses are more basic", he added. Apart from regular use of teaching aids, for maths teaching, the report recommends flexibility in the number of problems and assignments given to these students and allowing these students to give class tests in Braille "with partial oral administration along with extra time." There are suggestions related to lighting and difficulties faced during field work and directions to teachers such as "describe the contents of any visual material (table, graph, map) displayed on screen or boards" and "pace the presentation so that visually impaired students can keep with Braille or PC note-taking."

Shimla kids to learn through film festival on disability


SHIMLA: Public welfare trust Umang Foundation will organise a film festival on disability, the first such programme in Himachal Pradesh, an organiser said here Sunday. A total 19 national and international award winning short films will be screened at Portmore Government School Monday, foundation chairman Ajai Srivastava said in a statement. He said more than 1,600 students along with principals of local schools and colleges and government officers would be sensitised on disability issues through the films. Chief Secretary Sudripta Roy will honour 25 special children and three teachers on the occasion.

B Barooah College toes Cotton line, hikes course fee


GUWAHATI: After Cotton College, B Barooah College is the second choice for students in the city. This year, B Barooah College authorities have decided to hike the admission fees of undergraduate and higher secondary courses. For taking admission in the arts stream at the higher secondary level this year, the students have to pay about Rs 3,600 but last year it was around Rs 3, 400. In the science stream, the admission fee is around Rs 4,240 which was Rs 4040 last year. Since the commerce wing is run by the funds of the college, the admission fee is about Rs 6,700. But last year, it was Rs 6,500. Students seeking admission in BA will have to pay Rs 4,600. Last year, the admission fee was around Rs 4400. The admission fee of Bachelors of Science (BSc) this year is around Rs 5, 230. Last year, it was Rs 5,030. The principal of B Barooah College, Satyan Barman, said, "This year, we have decided to hike the admission fees for both HS and undergraduate level because costs have escalated. So, we had to hike the admission fee. Moreover, we have hiked the fees marginally." He added that the cost of admission forms have been kept the same as last year which is Rs 150. "The college also has Bachelors of Business Administration (BBA) and BSc (IT) courses. The admission fee of BBA is Rs 25,500 and Rs 22, 550 per annum," he added. The admission procedure in the college will start from May 27.

A Swedish varsity with over 100 Indian research tie-ups


STOCKHOLM: Sweden's Karolinska Institutet (KI), one of the world's leading medical universities, is undertaking research-collaboration work with over 100 educational institutions andresearch institutes in India, with a professor saying it was of "indescribable interest". Cecilia Staalsby Lundborg, a professor who is coordinator for KI'scollaboration with India. "The country is one of the world's most densely populated countries having one-sixth of the earth's population. It is undergoing a rapid economic development and is motivated by a robust innovative force...while large numbers continue to live in extreme poverty. "This is an enormous challenge for India, not the least in the field of health and medical care. The country has, in a large degree, all the global diseases...those (that are) rare in Sweden and to a far greater extent the more common ones, chief among them, diabetes," Lundborg added. Karolinska Institutet accounts for over 40 percent of the medical academic research conducted in Sweden and offers the countrys broadest range of education in medicine and health sciences. Since 1901 the Nobel Assembly at Karolinska Institutet has selected the Nobel laureates in Physiology or Medicine. Karolinska Institutet was founded by King Karl XIII in 1810 as an "academy for the training of skilled army surgeons". Lundborg said that India "represents a large part of the world and many young vastly successful researchers, which renders research collaboration work with the country of indescribable interest". The professor has been extensively involved in various research projects in India, concentrating on antibiotics and antibiotic-resistance. "KI, indeed, has a long tradition of research work with India. "Today, nearly a half of all the institutions at the KI have ongoing researchcollaboration work with over 100 educational institutions and research institutes in India. Besides this, there is currently an active teacher- and student-exchange between the two countries," she said. Docent Anna Nilsson, a senior doctor at the Astrid Lindgrens Children's hospital connected with KI, has been engaged over the last five years with an Indo-Swedish research work for a project called "Pneumonia in children". She has collaborated with Indian colleagues and attempted to understand which are the types of viruses and bacteria that cause lung-inflamation in children, a disease that annually kills 1.4 million children worldwide. The results of the study totalling testresults of 2,400 Indian patients have been collected and the coordinated results will be presented towards the end of this year. Anna Norrby-Teglund, another professor at KI, has arrived at exciting results while collaborating with Indian researchers studying the bacteria, Staphylococcus aureus. "This is a commonly appearing bacteria that in the worst scenario case causes an aggresive pattern of deadtissue in, among other organs, the lungs...a disease that often leads to death. Helped by a large volume of material from bacteria-specimen from infected Indian patients, the researchers have succeeded in identifying two different stafylokock-toxins that kill the cells in the lungs," said Norrby-Teglund. "We have, for this purpose, constructed an artificial lung-model, in a laboratory environment where we can study infections. Now we are concentrating on testing different treatments against the toxins and hope to discover an effective medicine," said the professor. Lundborg exuded optmism when she said that "our combined hope is to develop new spheres of knowledge and collaboration between the countries and that they will increase in understanding and quality so that the result in turn can lead to changes in the world and come to the assistance of all humanity".

AHSEC speeds up answer script recheck


GUWAHATI: The Assam Higher Secondary Education Council (AHSEC) has speeded up rechecking of answer scripts to help students know their reevaluated marks before the merit lists of various general, medical and engineering colleges are published. This move comes in the wake of CBSE chairman asked the AHSEC to fast track the process of reevaluation and rechecking of the class XII board exam science answers scripts in a letter. The AHSEC is now working hard to announce the reevaluated marks by June 25. "We are giving more priority to reevaluation and rechecking of answer scripts of science students because the merit list of various entrance exams like JEE will be out soon and performance in the higher secondary exam is also considered these days. Earlier, many students from the state did not receive their revised marks on time and this affected their careers," said AHSEC chairman Mohsin Ali. The merit list of JEE mains conducted by CBSE will be prepared with 40 per cent weightage on the performance of students in all five science subjects in the Class XII board exams and 60 per cent weightage on the entrance test results. The state board has, thus, determined to reevaluate the marks before the merit list is published. "Students, who appeared for the JEE mains, will get their reevaluated marks on time this year," Ali said. The AHSEC had two counters in its office at Bamunimaidam in the city to entertain queries of students relating to the correction of marks, but this time the council opened another two counters to receive applications for reevaluation and rechecking of answerscripts after the class XII state board exam was announced on May 20. The AHSEC chairman said the council is working for early announcement of the reevaluated marks of arts and commerce streams too. He said the council has targeted declaring the reevaluated marks by end June.

BHU new projects in offing


VARANASI: Banaras Hindu University (BHU) has several ambitious projects in pipeline, which are expected to facilitate academic and research activities. Vice-chancellor Lalji Singh said that the university is soon going to open a laboratory for plant tissue culture. "I have sanctioned money for the laboratory. The department of horticulture will undertake the work in the laboratory. The laboratory will also help in generation of employment if the technology of multiplying banana, orchids and ornamental plants is communicated to the villagers," Singh said. MakingAyurveda as a separate institute is also in the pipeline. "There is a demand that the newly opened cyber library is not enough for students. So, we are extending it and going to build one more storey to accommodate more students. I am looking forward to open small cyber libraries in all the departments. I have asked faculty members to explore possibilities. I have visited some of the departments and found that there is no place for research scholars to sit, specially Hindi department with around 100 research scholars. A three-storeyed building will be built soon behind Hindi department for research scholars. Possibilities for similar space for research scholars in all the department would be explored," Singh added. There are plans to open a convention centre to accommodate 10,000 people. It can be used for conferences, seminars and other events.

There was a time when almost every discussion on Manmohan Singh had necessarily to be paroxysm over his honesty and uprightness. But, as it turned out, our media honchos have not only been rejected as opinion builders but actually mocked by the common man. No problem for our talkative class. Within milliseconds, they performed the same old intellectual somersaults that have sustained their careers and began to outshout each other in their nightly appearances in condemning the Prime Ministers complicity in all those king-sized scams. The same mastery was displayed in the aftermath of the Sreesanth arrests. Cheerleaders them all The Indian media was the most prominent cheerleader of the IPL system. Unlike those poor floozies hired to do jigs in minimalist attire outside the boundary line, our journalists actually became part of the great pagan festivities which centered around the exploitation of the game of cricket. One can understand the compulsions of former test players in joining the IPL branding process. After all they are paid off by BCCI to function as its parrots. But where did the media draw its energies from in devoting thousands of miles of newsprint and millions of man hours in TV time? One problem, of course, was the oldest fault line in Indian sports journalism. The guys (and increasingly babes) who report on cricket games havent, with notable exception, held a bat in their lives. If they did, then they would surely have understood how impossible it is for a batsman to so elegantly and haughtily despatch deliveries coming at upwards of 120Kmph all over the stands. This goes to the heart of one of the oldest truths about journalism, which is, its impossible to get the right answers without asking the right questions. No respectable media establishment ever gives more than incidental reference to sporting spectacles that attack the very notion of a game. Just as IPL matches are full of impossible sixes and run-outs, so too are WWF encounters in the United States marked by out-of-the-world body throws and stomach stomping. For this reason, WWF matches are shunned by the New York Times and its peers. There was a time when the Indian media too made a distinction between news thats fit to print and what is not. In this connection, its useful to recall that Vindoo Dara Singh, who is in the news for his role in the spot-fixing affair, is the son of the original sporting fraud, the late Dara Singh, who called himself world champion without having participated in a single Olympic Games or any recognised wrestling competition. In Indian cities back in the 1970s, large billboards used to announce the staging of World Cup Wrestling in which the defender of the title was always Dara Singh. The championship used to be spread over three months and the matches held only on Sunday evenings. Dara Singh and his brother, Asian champion Randhawa would be challenged by champions from Australia, Europe, West Indies and what have you. Curiously, nobody ever got to see the faces of these supposed visitors they all wore masks. From its very first session, IPL smacked of anti-cricket. They were held in the height of the Indian summer and the players were made to perform super-human feats at temperatures higher than 40 degrees Centigrade. The role of women as playthings of men was reinforced through the deployment of East European cheerleaders, the drawing of fashion models, WAGS and trophy wives to complete the circle of extravagance. The media, far from treating these as non-events, explained away this pernicious system in terms of modernity clashing with tradition. Anybody who questioned this outrageous departure from cricket as we knew it was made a fool of. Women journalists happily contributed to the depiction of women as glamorous appendages. Talk of conflict of interest has gained currency over BCCI president N Srinivasans role as owner of one of the teams. Much the same was the case with most of the media houses. At least three of the leading TV news channels are owned in part by the industrialist whose wife owns one of the IPL teams. Its therefore hardly surprising that notwithstanding the hullabaloo over Sreesanth and Dawood Ibrahim, the media did not roll back its enthusiastic coverage of the IPL matches. The three bad eggs theory, which the BCCI is trying to impose on the nation, is actually mirroring the medias own double standards. Incidentally, even while sponsoring debates on whether IPL should be scrapped, the lead TV channels continued to devote half-hour sessions to late night analysis of the days matches. Now, who was it that first said You cant throw the baby with the bathwater?

BONDING WITH KABUL


During the course of his three-day visit to India that ended on Thursday, Afghan President Hamid Karzai handed New Delhi a veritable wish-list of military equipment. India must consider it favourably. The list is short and not particularly ambitious, but it has enormous potential to further strengthen New Delhi-Kabul ties. Apart from some bridgelaying equipment and a few trucks, it includes hand-medown A2.A18 105 mm howitzers, which are tried and tested guns that India is now phasing out. Mr Karzai also wants assistance to get his fleet of An.32 medium-lift aircraft back in the air. While none of these is a military game-changer, together they can give the Afghan National Security Forces the teeth it so desperately needs. The ANSF, which includes the military and the police, is essentially a rag-tag bunch that neither has the training nor the equipment needed to protect the interests of a country as vulnerable and war-ravaged as Afghanistan. India is already doing its bit to remedy the situation by training Afghan security personnel. But that is far from enough. The ANSF needs weapons and Mr Karzai is asking India to help out with that. More specifically, the Afghan President is looking to New Delhi to deliver on the promise it made back in October 2012, when the two signed the Strategic Partnership Agreement that says in no uncertain terms that India will assist in the training, equipping and capacity building programmes for the ANSF. Mr Karzai's demand for military assistance is the first test of that agreement. With less than a year to go for the withdrawal of American troops and a general election around the corner, the transition process in Afghanistan is underway. Having already invested in that country's post-war reconstruction process, India must go the full length now if it wishes to emerge as an influential Afghan partner post-2014. The way things are at the moment, there is a definite possibility that either the Taliban will take back Kabul or that the country will collapse into a lawless mess or both. And, the only thing that stands between Talibani anarchy and a somewhat democratic Afghanistan is the ANSF. Yet, New Delhi has been reluctant to buttress the Forces. One of the reasons is its worry that the security forces may fall apart given the deep ethnic faultlines these agencies are forever battling. The second concern is that there is great uncertainty about the Government that will come to power after the general election. Having already served two terms, Mr Karzai, who is a friend of India, is not even in the running. A new pro-Pakistan administration is as much of a possibility as any. Finally, and most importantly, India is apprehensive about how Pakistan will respond to New Delhi offering direct military aid to Afghanistan. Islamabad has already expressed its displeasure and New Delhi fears that supplying arms to Kabul would cause irretrievable damage to the India-Pakistan peace dialogue. Such fears need to be summarily dismissed because the dialogue has already run into rough weather for other reasons. On the other hand, there is much strategic depth to be gained from assisting Afghanistan. India must remember that five years ago, when it refused to supply Sri Lanka with lethal aid, Colombo turned to Pakistan and China.

Watching the 24x7 bluster over Manmohan Singhs fallibility and the shenanigans of the Sreesanth circle many could be persuaded this week that our media honchos are prophets getting overdue vindication. Actually, no. They were only performing customary 180-degree turns. The very people who till the other day were prefixing talk on the Indian Prime Minister with declarations of his essential purity had turned into bitterest critics. They cheered the brutalisation of the cricketing way of life like plebeians in a Roman circus. When revelations (whether from opinion polls or Delhi Police plants) poured in, they pretended as if they had always promoted a culture of diffidence and rationality which has only now dawned on the gullible masses. From 2004 in the case of Manmohan Singh and 2007 where IPL is concerned, the masses

CHICKENS CAN COME HOME TO ROOST


Nawaz Sharif has a propensity for supporting Islamist causes within Pakistan and beyond its borders. His handpicked ISI chief had organised the 1993 Mumbai blasts in collusion with Dawood Ibrahim I first met Nawaz Sharif personally in 1982 when he hosted, what he had earlier said, was to be a small lunch for the visiting Indian cricket team. There were an estimated 2,000 guests at his small lunch in his palatial mansion in Raiwind near Lahore. Mr Sharif, the son of an industrial magnate, was then the Finance Minister of Punjab. He belonged to a group of young politicians being groomed by the countrys military ruler, General Zia-ul-Haq, to give a civilian faade to military rule and confront Zulfiqar Ali Bhuttos Pakistan Peoples Party. Mr Sharif showed early promise as a political organiser and able administrator, to rise to the higher rungs of the Army-backed Pakistan Muslim League. He became Prime Minister in 1990, after the Army destabilised the Government led by Benazir Bhutto. Mr Sharifs honeymoon with the Army was short-lived. The Army acted to remove two of its erstwhile protgs in 1993 then President Ghulam Ishaq Khan and Mr Sharif after mutual bickering between the President and Prime Minister paralysed the Government. Returning to power with a massive mandate in 1997, Mr Sharif gained immense popularity when he matched Indias nuclear tests in 1998. But, there was an authoritarian streak in Mr Sharif, which led to an ugly confrontation with the Supreme Court and his efforts to introduce Shariah law in Pakistan, undermining the democratic foundations of the country. Given his fondness for high living and Bollywood music and films of the 1950s, Mr Sharif could not, by any stretch of imagination, be labelled a religious fundamentalist or a bigot. He has also been an ardent cricket fan and played club-level cricket quite proficiently. Despite these attributes, Mr Sharif has a propensity for supporting Islamist causes within Pakistan and beyond its borders. He is deeply distrusted in the US. He was reluctant to meet US demands to act against the Taliban and the Al Qaeda bases in Afghanistan, prompting the US to launch Cruise missile strikes on Taliban-ruled Afghanistan in 1998, after US diplomatic missions had been targeted in Kenya and Tanzania and a US naval vessel attacked in Yemen, by the Al Qaeda, operating from Afghan soil. It is well known that Mr Sharif was in the loop when his handpicked ISI Chief Lt General Javed Nasir organised the 1993 Mumbai bomb blasts in collusion with Dawood Ibrahim. Within Pakistan, Mr Sharif bought insurance from being targeted while campaigning during the recent elections, from the Tehreek-e-Taliban Pakistan, by colluding with Taliban-affiliated groups like the Sipah-e-Sahaba and the Lashkar-eJhangvi. He enjoys a close familial relationship with Lashkar-e-Tayyeba chief Hafiz Mohammed Saeed. It is doubtful if the perpetrators of 26/11 Mumbai terrorist outrage will be brought to justice, despite the glib talk of a joint investigation. It will be difficult for Mr Sharifs party and for him personally to discard their erstwhile jihadi assets, which they have patronised for years. A factor playing on their minds could well be that if they discard assets like Hafiz Mohammed Saeed, they could well drive erstwhile allies and assets into the arms of the military establishment and political rivals, like the Army-backed Imran Khan. Mr Sharif knows that, while the Indian border will remain tension-free if he halts cross-border terrorist attacks on India, the same cannot be said of Pakistans porous western borders with Afghanistan. It is not going to be possible for his Government to halt infiltration into Afghanistan by the Taliban, the Haqqani network, the Al Qaeda and their affiliates, especially given the strength of the ISI-Taliban-Haqqani-Al Qaeda nexus. Moreover, with Mr Khan becoming politically influential in the tribal areas bordering Afghanistan, the challenge that the Tehreek-e-Taliban Pakistan poses to the writ of the Sharif Government will be formidable. While both General Ashfaq Parvez Kayani and Chief Justice Iftikhar Ali Chaudhury would be out of office by the end of this year, the real challenge that Mr Sharif will face is from a Pakistani Army leadership tutored in an era of Pakistan-sponsored jihad in Afghanistan and India. Mr Sharif will have to deliver on his promises to set the economy right and promote growth if he is to consolidate his position.

Mockery Manmohan Singhs elevation to prime ministership was an act of undermining of the office of Prime Minister of India. He was placed there as a prop of a dynasty whose agenda suited keeping a weak, pliant, nonperformer in the office of the chief executive of the government. The term policy paralysis which gained currency by the seventh year of this mockery was insufficient as an allegory. What was going on was far more serious - the nation was driven not by a will but a wont. The print medias days are numbered and TV is for entertainment. The future will see consumers deriving news from a variety of sources in an interactive way where everybody can participate in the dissemination without the aid of pompous journalists
Ive heard a lot of talk lately about the death of the newspaper. The argument goes something like this: A democracy needs a well-informed citizenry to be able to stay strong and viable. A citizenry needs reliable sources of news like newspapers to stay well-informed. Newspapers are in decline. Blogs and other Internet content are not reliable. A world with too few newspapers will not be able to inform the citizenry and therefore democracy will be at risk. Sounds scary, right? Im a member of what many call the digital native generation. I grew up with computers and feel comfortable using social media, adapting to new technologies, and getting some of my news online. But I can be old fashioned too. One of my favorite sources of news is the radio, and I love curling up with a cup of coffee and a newspaper on the weekends. So, its fair to say that I was not taking the predictions of the death of newspapers lightly Then, I saw a clip on television that made me rethink this disaster-scenario assumption. Essentially the presenters suggest that

a future where news is obtained from a variety of sources that allow readers to comment and add to the conversation (namely, blogs) is simply a return to the same media landscape that existed around the time of the American Revolution when there were pamphlets and a large number of independent newspapers that also solicited feedback. Today, they argue, is just a return to the many voices model of the past, and bloggers are simply modern-day pamphleteers. So, are we worried about the possible death of the newspaper for nothing? Americans are often criticised for too easily forgetting the past, is the frenzy over online news sources and the decline of newspapers simply a case of having forgotten what once was? Is a world with fewer newspapers but more alternative sources of news (sources that are sometimes deemed as not reliable) good or bad for democracy? Nobody can have all the answers to these questions, but I definitely feel optimistic about our future media outlook. As long as there are enough people who like to curl up with the Sunday paper and a cup of coffee, I have to believe that at least some of the printed news will survive. Tihar inmates land jobs for good behavior


NEW DELHI,: The lure of easy money and a comfortable life led 30-year-old Pradeep to ditch his job as a mechanic and indulge in a life of crime. Arrested and lodged in Delhi's Tihar Jail for the last six years, Pradeep had lost all hope until 15 companies came knocking on the doors of Tihar jail and offered him a job. Pradeep was among the 30 lucky inmates who, on account of their good behaviour, were shortlisted under the sixth campus selection. Pradeep's original sentence of 10 years was reduced to six years by the Delhi High Court recently. He is expected to be set free on August 15, 2013. "I am longing to meet my family and return to a normal life... I've repented my mistake every single day in the last six years," said Pradeep, who hails from Haryana. Pradeep, who completed his class 10 and 12 exams while lodged in Tihar, Asia's largest jail complex that has over 12,000 inmates, will get to work for a leading automobile workshop in the capital on a monthly salary of Rs 10,000. "Pradeep was selected for the job on April 9, 2013, by a private automobile firm DD FEB. He has also been awarded for his good behaviour by the labour ministry in September 2010 and again in 2012 by the jail authorities," said Tihar Jail spokesperson Sunil Gupta. Similarly, Akshay Chauhan, 35, and Kaushal Kishore Gupta, 38, have also got another shot at mending their ways. Chauhan, who completed his diploma in pharmacy from the Indira Gandhi National Open University (IGNOU) while in Tihar, has got the highest salary package at Rs.300,000 per annum. He would be appointed senior marketing executive at media house Ariz Media Pvt Ltd. Hailing from Uttar Pradesh's Bareilly, Chauhan said that for him Tihar wasn't a jail but a correctional home. "We should not call Tihar a jail, it is a negative thing. We should call it a correctional home," Chauhan said. Gupta, who has been lodged in Tihar for over two years in a case of attempted murder in west Delhi's Uttam Nagar, has been selected by a private firm and offered Rs 180,000 per annum. Gupta said that before his arrest in the attempt to murder case he had a hardware shop that his brother now runs. "I had never expected to get a job opportunity while in jail. Now, I will not have to struggle for a job after being released from jail," Gupta said. In 2012, Tihar Jail set a record when 142 inmates were selected by private companies, with three of them being offered a package of Rs.360,000 per annum each. The campus recruitment drive at Tihar Jail is considered the brainchild of former jail official M K Dwivedi. It was introduced in February 2010 as part of a rehabilitation programme for prisoners after their release. Till date, 372 prisoners have been employed by different corporate houses, jail authorities said.

NEW DELHI: Delhi BJP leaders on Sunday met President Pranab Mukherjee and demanded dismissal of Chief Minister Sheila Dikshit in the wake of the Lokayukta indicting her for allegedly misusing public funds on an advertisement campaign ahead of Assembly polls in 2008. Delhi BJP MLAs, led by VK Malhotra, submitted a memorandum to Mukherjee requesting him to direct Dikshit to resign immediately or dismiss her government in view of the Lokayukta order against her. Lokayukta Justice Manmohan Sarin last week had held Dikshit guilty of allegedly misusing public funds on an advertisement campaign to get political mileage ahead of last Assembly polls and recommended recovery of Rs 11 crore either from her or the Congress party. Don't give DMRC work outside Delhi: CM to Antony


NEW DELHI: Insisting that the huge Delhi Metro network needed proper upkeep, Chief Minister Sheila Dikshit has written to Defence Minister A K Antony seeking that DMRC not be given work outside the capital at present. Dikshit had shot off a letter to Antony, who heads the Group of Ministers (GoM) on Mass Rapid Transit System, after media reports regarding announcements made by Haryana and Uttar Pradesh governments related to expansion of Metro network in these states upset her, official sources said. In her letter to Antony, Dikshit is learnt to have said that the announcements were made without the approval of the GoM and without consulting her government, which has a 50 per cent share in the Delhi Metro Rail Corporation. She also said Phase I of Delhi Metro was completed about a decade ago and its condition was deteriorating and in need of attention for maintenance and repair, according to sources. Dikshit also pointed out that the DMRC was already working on the demanding task of executing Phase III of the Metro's expansion in the capital, along with preparing a Detailed Project Report for Phase IV, they said. GHAZIABAD: Former minister and Congress leader Satish Sharma's sit-in here demanding a CBI probe into the murder of a seven-member family here got support on Sunday from several trader associations and politicians. Sharma, who launched the indefinite protest on Saturday, is seeking a probe by the federal agency into the gruesome murder of businessman Satish Goel, 62, and his six family members on May 21. The Congress leader and his supporters accused Ghaziabad police of framing Goel's driver for the murder of the seven member family in an attempt to show that they had cracked the case quickly. Sharma said that they would also protest Uttar Pradesh Chief Minister Akhilesh Yadav's visit to Ghaziabad to distribute laptops. Goel, his wife Manju, 60, their son Sachin, 40, Sachin's wife Rekha, 38, her daughters Megha, 13, and Neha, 11, and son Aman, 7, were all stabbed to death. Traders organisations including the Vyapar Mandal, Sarafa Association, Rotary club, Brahmin Mahasabha and Vaishya Mahasabha came out in support of Sharma's sitin. Dharam Pal Garg from Vaishya Mahasabha and Dinesh Goel, an educationist who runs an Engineering instituteRaj Kumar Goel Institute of Technology and Science, staged a token sit-in and assured their support for the demand. NEW DELHI: A 16-yearold girl's neighbour was arrested for raping her after she went out with him in a car here, police said Sunday. A rape case against Anish was registered Sunday evening after the victim's medical report confirmed rape, police said. Anish, 21, a barber, was arrested in west Delhi's Kanjhawla area around 11 p.m. Saturday on a complaint filed by the girl's parents, police said. The victim had gone out with the accused in a car in which she was later raped, said a police official. The victim's family mem-

bers came to know of the sexual assault when the accused, along with his four friends, drove the victim down to her house in the same area after the crime, police said. The accused and his friends had a brief altercation with the victim's neighbours while they were dropping her, police said. While Anish managed to escape, his four friends were trashed by the area residents. Anish was arrested later, police said. A rape case against Anish was registered Sunday evening after the victim's medical report confirmed rape, police said.

Teenage son fabricates father in rape case in Delhi


NEW DELHI: It has all the ingredients of a Bollywood potboiler -- months after he was arrested for burglary in his own house, an 18-yearold boy allegedly made a plan to take revenge against his businessman father by implicating him in a rape case. However, within two days of a woman filing a complaint against his father of raping her, police managed to unravel the conspiracy. The teenage son Harkesh was angry at his father, Ashok, for "beating his mother and being indifferent to family" and had warned him that he will implicate his father in a false case, police said. In December last year, Harkesh and his friend Raza were arrested for the burglary in the former's house in Faridabad. Later, he hatched a conspiracy to implicate his father and made a woman, who was later identified as Raza's wife, to file a complaint that an unidentified man raped her after giving her lift in his car. She had told police that she had visited Nizamuddin Dargah on Thursday night and was offered lift by a man in Honda car while she was waiting for a conveyance for her home in Faridabad. She alleged that the driver tried to sexually assault her. She said when she defended, he slapped her, snatched her gold chain from her neck, pushed her outside the car and ran away. Her mobile phone, which was on silent mode, her Aadhar card and her purse containing Rs 20,000 was left in the car, she alleged. During investigations, the owner of the car was identified as Ashok and the articles mentioned by the complainant were recovered from his car. However, Ashok pleaded innocent and informed police about the burglary in his house in which his son and his friend were arrested. During investigation, it was found that the conspiracy was hatched by Harkesh to get his father lodged in jail and to grab his business of manufacturing of the automobile parts.

Delhi sizzles under severe heat conditions


NEW DELHI: The national capital continued to sizzle under severe heat conditions on Sunday with the maximum temperature settling slightly below 44 deg C. The maximum temperature was registered at 43.6 deg C, which was three degree above normal. The minimum temperature stood at 29.3 deg C, which was two notches above normal and 1 degree below Saturday's 30.5 deg C. Although there has been a slight decrease in day temperature from last week's 45.7 deg C, which was the highest for the month of May in a decade, MeT officials said this is a temporary respite following a western disturbance affecting Jammu and Kashmir, Himachal Pradesh and Uttarakhand. Temperatures may rise once again towards the last week of May once this subsides, they said.Humidity level was between 44 and 21 per cent. The weather department predicted mainly clear sky tomorrow though it might become partly cloudy with possibility of thunderstorms in some areas. The maximum and minimum temperatures would be around 42 deg C and 28 deg C.

Forcing woman to abort pregnancy: Bail to 3 rejected


NEW DELHI: Holding that "unbearable" pressure was built on a woman to abort her pregnancy following a matrimonial dispute, the Delhi High Court has rejected the anticipatory bail pleas of three persons accused in the case. The court also directed the police to provide security to the woman, who is currently residing with her parents. It further asked police trace a godman, whose assistance was sought by the accused to terminate the complainant's pregnancy. Rejecting the anticipatory bail pleas of Ashish Gupta (husband), Sushil Kumar (father-in-law) and their relative Sunita, Justice RV Eswar upheld the trial court's order dismissing their pleas. After recording the statement of the woman, who got married to Ashish in January, the court said, "From her demeanour and the manner in which she responded to the queries of the court, it appears that she was under tremendous pressure and compulsion. She clearly appeared traumatised."

Delhi HC rules out pay parity between regular and contractual workers
NEW DELHI: The dogma of 'same work same pay' cannot be applied in the case of difference in salaries of contractual and regular workers as the later category goes through the rigours of selection processes, the Delhi High Court has ruled. "There cannot be complete parity between contractual employees and those who undergo selection process and are appointed as regular employees. On the principle of 'same work same pay', if there is complete identity of work between contractual employees and regular employees a court can direct same basic salary and allowances to be paid. "But with reference to one set of persons not having undertaken the selection process and the second set having undertaken the selection process, the court could deny the benefit of increments," a bench of justices Pradeep Nandrajog and V Kameswar Rao said. The court's observation came while deciding two appeals filed by the management of Dr Baba Sahib Ambedkar Hospital, run by Delhi government, and by an employee of the hospital respectively against two conflicting verdicts of the Central Administrative Tribunal (CAT). The hospital had moved the court against a CAT verdict asking it to pay contractual para-medical staffs the salary, perks and perquisites, being paid to the regular ones. The other appeal was filed by a contractual employee whose plea for equal salary was rejected by the CAT. Disposing of the appeals by a common judgement, the bench said, "We have before us two conflicting views taken by the two different benches of the Tribunal. "... Contract paramedical employees would be entitled to same pay and benefit as regular employees but in the minimum of the pay scale without grant of any increment unless they could show to the Tribunal that similarly situated contractual employee was being granted benefit of increments." The court, however, criticised Delhi government for persisting with the ad-hoc arrangement in the health sector by not creating regular posts for over a decade. "Before bringing the curtains down formally we would like to impress upon the government of NCT Delhi to streamline its Health Department because we find contract employees working in various hospitals established by the government of NCT Delhi for more than a decade," it said, adding "... If regular posts need to be created, we see no reason why they should not be created. Hospitals should not work on ad-hoc arrangements." It said the work of paramedic is of importance as the underpaid nurses, ward-boys, lab technicians and radiologists "are bound to be snappy or lackadaisical in their working, which would not be good for the patients and the medical services rendered in hospitals".

PESHAWAR: The Pakistani Taliban on Sunday issued a fresh threat to assassinate former military ruler Pervez Musharraf, who is currently facing a barrage of legal cases in police custody. The retired general has been detained in his farmhouse on the edge of the capital Islamabad since April 19 on charges of conspiracy to murder former premier Benazir Bhutto, sacking of judges when he imposed emergency rule in 2007, and the 2006 death of a Baluch rebel leader. Before his arrival in March, Tehreek-eTaliban Pakistan (TTP) threatened to kill him for his alliance in the US-led "war on terror" and attempts to clamp down on militants, when he was in power. Tehreek-e-Taliban Pakistan (TTP) in 2007 to storm the Red Mosque in Islamabad, where radicals were holed up. The operation left more than 100 people dead and opened the floodgates to Islamist attacks in Pakistan. 300 kg drugs seized in China


BEIGING: Nearly 300 kg of drugs have been seized in China's Hubei province and 12 suspects detained during the latest police crackdown on people making and selling them. The drug ring was operating out of a deserted poultry farm and deflected suspicion by claiming to be processing medicine. It took about 3 months to bust the ring. In southwest China's Yunnan province, police seized 25 kg of drugs during a two-week anti-drug trafficking campaign. On May 18, police seized nearly 7 kg of methamphetamine dropped by a man who jumped into a border river after realising that police were looking for him. Emirates opens luxury lounge in Paris airport


PARIS: Emirates has inaugurated a refurbished lounge for passengers at the Paris Charles de Gaulle airport. The lounge is open to first class and business class passengers and to platinum and gold members of Emirates Skywards - the airline's frequent flyer programme. Redesigned at a total investment of 3.8 million euros, the lounge has been relocated to a more central location. The new space offers improved customer access and a clear view of the tarmac. The overall size of the lounge has also been boosted by 67 percent, that can now welcome up to 156 passengers. The 35 existing lounges of the Emirates network will be refurbished in a phased plan over the next 18 to 24 months. Emirates currently operates 32 weekly flights to France, including 20 weekly flights to Paris Charles de Gaulle, a daily flight to Nice and a five-times-a-week service to Lyon.

LAHORE: Punjab Interim CM Najam Sethi has said that Pakistan Muslim League Nawaz (PML-N) leader Shahbaz Sharif will take oath as the new chief minister of Punjab on June 6. Speaking to the media in Lahore, Sethi said that the democratic govt. is being handed the mandate of the province in a constitutional manner. Sethi also refuted reports of being appointed as the ambassador to the US under the new govt. This will be the third time Shahbaz has held the Punjab CM post, the first being from 1997 to 1999 and the second from 2008 to 2013. The first Punjab Assembly session is due on May 29, according to unofficial reports, in which all newly elected members of the provincial assembly will take oath. On May 31, another session will be called where the assembly's speaker, deputy speaker and leader of the house (Punjab CM) will be elected. The PML-N and the Punjab opposition will introduce their nominees for a house leader, after which the assembly members will proceed to elect one of them for the office.

12th Plan growth target likely to RCom raises pre-paid mobile call rates by 33% be slashed to 7% from 8%
NEW DELHI: Faced with sluggish economy, Planning Commission may scale down the annual average growth rate target to 7% from the envisaged 8% in the 12th Plan (2012-17) in mid-term review of the five-year policy. The Commission, according to sources, has already started spadework on the mid-term review of the 12th Five Plan and in view of slow recovery, the economic growth target may be tweaked to 7 %. Plan panel Deputy Chairman Montek Singh Ahluwalia had asked for inputs from states for the mid-term review during the recent annual plan discussions with their Chief Ministers and other officials, a source said. estim ates, the Indian economy would grow by 5% in the 2012-13, the first year of 12th Five year Plan. Besides, the government is expecting economic growth of around 6.1 to 6.7% this fiscal -- the second year of the five year policy period. A senior official of the Commission said: "With presumption of 5% economic growth in 2012-13 and 6% in 2013-14, Indian economy would have to grow by 9.7% in the remaining three years 12th Plan. That seems not feasible." "However if the economic growth target is kept at 7 % in the 12th Plan, an average growth of 8 % per annum in the remaining three years is required. That could be possible," he added. The Commission has earlier also scaled down the annual average growth rate of 9 % envisaged in the 11th Plan to 8.1% in view of the global economic meltdown that began in 2008. According to official estimates, India achieved an economic growth rate of around 8% during the 11th Five Year Plan period (2007-12). NEW DELHI: Reliance Communications has raised basic rates for both GSM and CDMA pre-paid mobile-to-mobile calls by 33% to 2 paise per second from 1.5 paise per second. According to details on the company's website, it will charge base rate of 2 paise per second for mobile-to-mobile calls. The base rate, or the headline tariff, applies to customers not covered under any special scheme offered by their telecom operator. When contacted RCom did not offer any comment. Earlier this month, the company increased mobile call rates up to 30% for both GSM and CDMA pre-paid customers to improve the profits. Finance Ministry to mail 'polite letters' to service tax defaulters


NEW DELHI: Service tax, customs andexcise duty defaulters will get "polite letters" seeking information about their pending liability and any suspicious dealings carried out by them possibly with black money. The novel method of non-intrusive letters will be sent to seek clarifications from an entity or an individual who has carried out a financial transaction, red flagged by economic intelligence agencies as black money or seen as an attempt to dodge authorities from paying taxes, Finance Ministry officials said. It will be for the first time that such polite letters will be issued to indirect tax defaulters. Earlier, only the Income Tax dept. issued such letters to tax dodgers, they said. The Directorate General of Central Excise Intelligence (DGCEI) and Directorate General of Revenue Intelligence (DGRI)--two lead intelligence agencies under the Finance Ministry have been made the nodal authorities for the purpose. While the DGCEI will send the letters to service tax and excise duty defaulters, the DGRI will send them to customs duty evaders, the officials said. Both the DGCEI and DGRI will also coordinate with Financial Intelligence Unit (FIU), an agency tasked with analysing and disseminating information relating to dubious transactions, to check flow of black money through service customs and excise duty evasions. Based on the inputs from the FIU, these agencies will also write to respective entity to seek details on suspicious transactions carried out by them.

An Empowered Group of Ministers (EGoM) may meet on Tuesday to consider abolishing the priority ranking in natural gas allocation so that fuel currently consumed by urea plants can also be diverted to fuel-starved power plants. The EGoM headed by Defence Minister A K Antony would consider an Oil Ministry proposal of abolishing the priority ranking according to which natural gas is first given to urea manufacturing fertiliser plants, then to LPG units, followed by power plants, city gas, steel and refineries, sources said. This priority ranking meant when output from Reliance Industries' eastern offshore KG-D6 fields started falling in 2011, supplies to refineries was cut first, then steel and city gas sectors. From November 2011, supplies to 25 power plants, which had signed for 29.74 million standard cubic meters per day (mmscmd) of KGD6, were pro-rata cut and this year completely stopped as KG-D6 plummeted to one-fourth of volumes touched in March 2010. Sources said the current KG-D6 production of about 15 mmscmd is just sufficient to meet the full requirement of fertiliser sector and some of LPG plants, leaving no gas for power plants. The Ministry has put two options before the EGoM -- equal priority to all core sectors of fertilisers, LPG, power and city gas distribution or according fertiliser and power equal priority. The gas supplies would be redistributed among the sector users "pro-rated based on the signed gas supply agreements". If available gas is to be redistributed among the four core sectors, it would reduce supplies to fertiliser plants by 9.44 mmscmd and lead to an extra urea import of 4.73 million tonnes that would levy an additional subsidy burden of about Rs 5,591 crore per annum. On the other hand, supply to power sector will increase by 10.07 mmscmd, resulting in additional production of about 16,000 million units of electricity per annum. Sources said the ministry reasoned that the production cost of power projects forced to use regasified LNG would go down by Rs 10,900 crore per annum. The ministry's second option giving equal priority to the power sector as is available to the fertiliser sector, would mean gas supply to urea plants would go down by 9.07 mmscmd forcing an import of 4.54 million tonnes of urea at an additional subsidy burden of Rs 5,372 crore per annum. Gas to power would go up by 10.79 mmscmd leading to an extra output of about 17,000 million electricity units per annum, saving in production cost of Rs 11,700 crore per annum. The talk in the government circle is that the idea of convening a special session could be thought of in view of the fact that an Ordiance is 'not a good option' because legal right cannot be given to beneficiaries through an executive order without approval from Parliament. Gandhi had only last week appealed to the NDA and other Opposition parties to come together and collectively help the govt. pass the food security and land acquisition bills. "These are not partisan issues. It is not a question of govt. versus the Opposition. These bills affect the lives and livelihood of millions whom we are committed to represent and benefit," Gandhi had said. PM Manmohan Singh had also hinted last week that the govt. would soon chalk out its strategy for early passage of these two key bills."We are determined to make it an Act of Parliament. I hope the Opposition will recognise the importance of this and (extend) support," he said.

iGate facing unsettled tax demands worth Rs 738 cr


NEW DELHI: After WNS and Infosys, iGate is the latest to face tax issues in India with the US-based outsourcing firm having an "unsettled" tax demand of USD 132.7 million (about Rs 738 cr) for assessment years 2004-05 to 2009-10. IGate, which was in news for sacking of its chief executive Phaneesh Murty over non-disclosure of his alleged affair with a subordinate, said these demands are not tenable and the NASDAQ-listed firm has approached the requisite appellate authorities. On the tax demands, the filing says: "The assessment order demand is raised mainly on account of disallowance of certain benefits under Sec 10A of the Indian Income Tax Act and transfer pricing adjustment on account of interest on delayed recoveries from associated enterprises." Although, iGate has paid an amount of USD 14.16 million in relation to these demands, which are pending at various levels of appeals, management considers these disallowances as not tenable against the company and therefore no provision for tax contingencies has been established related to unpaid amounts, the filing added. When contacted, a iGate spokesperson said: "Majority of the unsettled tax demand for the mentioned period is mainly on account of disallowance of Sec 10A benefits of Indian Income Tax Act. Under the Indian Income Tax Act, 1961, iGate Global and iGate Computer are eligible to claim an income tax holiday on profits derived from the export of software services from divisions registered under Special Economic Zones (SEZ) arrangements, the filing said. Profits derived from export of software services from these divisions registered under the SEZ scheme are eligible for 100% tax holiday during the initial five consecutive assessment yrs, followed by 50% for the subsequent ten consecutive assessment yrs from the date of commencement of operations by the respective SEZ, it added.

Srinivasans much-anticipated meeting with senior BCCI vice-president and BJP stalwart Arun Jaitley and parliamentary affairs minister and IPL commissioner Rajeev Shukla on the sidelines of the marketing committee meeting failed to yield any tangible results. Sources said that some senior board members did ask Srinivasan to step down but he argued that he had personally done nothing wrong and was the victim of a conspiracy by former IPL czar Lalit Modi and other powerful players, including the owners of some franchises that have been terminated. Faced with his refusal to budge, the board members were forced to back down. The one mildly discordant note in an otherwise triumphant day for Srinivasan was struck by a statement issued by former BCCI president Shashank Manohar, who said the BCCI needed to crack down on fixing and suggested that it seek the help of the Union home ministrys investigative machinery to probe all matches in IPL-6. However, Manohar, who has been spoken of as an interim BCCI head if Srinivasan quits, did not even in passing raise the issue of the credibility crisis at the top. AIFF mulls new I-League format


PANAJI: The dwindling popularity and rising cost of the I-League have prompted the All India Football Federation to consider a change in format for the ensuing season. The AIFF emergency committee which meets on Monday in New Delhi will debate on a proposal to do away with the current homeand-away system that has been in existence except for a year when a Super League was introduced since 1996 when the National Football League (NFL) was into two groups of eastern and western conference. Next season there could be 16 teams in the I-League and it will be difficult to complete the league with the existing format. The new format will mean fewer days for the competition and a massive cut in cost, said a senior AIFF official. According to the new proposal, four teams from each zone will qualify for the playoffs to decide the champions while the other eight teams will battle to save the drop.
