147 cr bridge project, 84 cr flyover significant road communication initiatives
Dogra Chowk, Canal road and most of the adjacent areas on the other side. Expressing the hope that the 4th bridge on River Tawi would prove to be a great relief to the commuters, especially heavy vehicle operators to bye-pass Jammu interior while travelling towards Akhnoor, Omar Abdullah said that plying of traffic and decongestion will be greatly addressed by this bridge. Omar Abdullah also laid foundation of Bikram Chowk Flyover and construction of road corridor to Satwari here. The project is likely to cost over Rs. 84.8 crores and is targeted to be completed within 36 months. The main features of the project is construction of 1.3 kilometer 4lane flyover of 17 meters width, construction of 1.5 kilometers long 8-lane road, two number pedestrian subways opposite Kala Kendra and Women Degree College, Gandhi Contd p2 LEH, MAY 26 : India and China may have announced an end to their 20-day standoff in Ladakh sector, but the situation has not entirely settled down judging from a recent incident when the Chinese intercepted an Indian Army patrol and prevented it from going to line of actual control (LAC). The incident took place near Finger-VIII area, also known as Siri Jap, on May 17, two days before Chinese Prime Minister Li Keqiang arrived in New Delhi after it was announced that the stand-off resulting from a 19km deep Chinese intrusion had ended. It was claimed that the intruding Chinese troops had gone back to their previous positions. While the Udhampur-based Army spokesperson refused to comment on the incident, official sources said there was a brief stand-off at the Finger-VIII area after which army patrol returned without proceeding to the LAC. adding many a times the Indian Army has used the same road to patrol the area and lay claim over it. The Chinese intrusion in the remote Daulat Beg Oldi sector on April 15 appears to have been triggered by construction of an observation tower in Chumar division. The Chinese side, according to the minutes of the flag meetings held as late as in the last week of March this year, had been objecting to the construction of the watch tower along the LAC in Chumar division, 300km from here. After the announcement that the stand-off has been resolved, Indian security patrols in certain areas such as Rocky Knob have been curtailed, the sources said. Chumar, a remote village on Ladakh- Himachal Pradesh border, has been an issue for Chinese which claim it to be its own territory and have been frequenting it with helicopter Contd p2

The sources said that after the incident all patrols were stopped by the Ladakh-based 14 Corps including the one proposed to be sent in Depsang plain, where Chinese army had pitched tents for nearly three weeks beginning from April 15. China has managed to construct a road up to Finger-IV area which also falls under Siri Jap area and is five km deep into the LAC, the sources said. Chinese claim in their maps that this area falls under its
area where as Indian Army has been claiming it to be part of Ladakh and have often cited the 1962 war when armies of both the sides fought bitter battles in this area. Major Dhan Singh Thapa was awarded Param Veer Chakra for fighting PLA in the area. However, as the Indian side was trying to back its claim at the negotiating table, the Chinese army constructed a metal-top road and claimed the area to be part of Aksai Chin area, the sources said,
SRINAGAR, MAY 26 : With Prime Minster Monmohn Singh's proposed visit to the valley drawing nearer, ruling National Conference (NC) Sunday urged the visiting PM to reach out to all shades of opinion in Kashmir and "move ahead of New Delhi's rhetoric so that violence is curbed and solution is found." Talking to a news agency senior NC leader and Minster for Rural Development Ali Mohammed Sagar said, "We are very positive and optimistic regarding the dialogue
process which the Prime Minster is expected to initiate on his visit to Kashmir." "Jammu and Kashmir is a political problem and needs to be resolved politically. The restoration of Autonomy in its pristine form as guaranteed under Constitution of India is the only way to bring peace. Autonomy is the solution which has been passed by state legislature and there should be no hindrance in it," he said. Sagar said that any formula other than the Autonomy, which leads to the solution of Kashmir issue, is acceptable
ROHIT SINGH RANA The audacious attack on Congress cavalcade in Sukma , Bastar in Chattisgarh is ominous sign of a country, not committed to fight terror in all hues. At present, our motherland is grappling with some of the most monstrous enemies that Satan could hurl. Jihadi terror is now a permanent feature of the everyday life. Be it 26/11 or Parliament attack or militancy in Jammu and Kashmir and other parts of the country, the terror monster is sitting strong with no signs of let up. To add to it, the red menace is a huge challenge that is staring in the face. Bihar, West Bengal, Odisha, Andhra Pradesh, Chhattisgarh, Jharkhand are reeling under the barbarian Maoists, who have vowed to carve out a red land out of the heart of India. Maoists have posed a huge dare to the democratic values and free
the enemy after killing innocent Indians, melts away to enjoy the irresolution of the State power. Today, we have many enemies within, which are too dangerous. Many Human rights groups are on the pay roll of Maoists; these groups interfere with the will of the government to be hard on terror mongers. Secondly, the so called leftist intellectuals, who adorn high chairs in prestigious universities of the country, nurse a highly questionable philosophy which does not take into account, historical continuity of India as one cultural unity. The government too does not have a multi pronged strategy to counter terror and corruption which are bleeding India morally, economically and above all politically. It is disgusting to watch uninspiring Prime Minister soon after the Bastar attack assuring relief and Ex-gratia. He is silent on the resolve and practical will of the whole nation to take on terror with full might of the State. There lies the basic tragedy of India.

"The approach of Government of India has to change and people of Kashmir need to be given peace dividends. How long will we continue to suffer, six decades have already passed," he said the policy adopted by New Delhi on Kashmir would result in further alienation of people, especially the youth, who have gone through worst times of the conflict. "If Delhi continues with the same policy, the move would have dangerous consequences," Dr Beg warned. The NC Provisional President Nasir Aslam Wani said, "We hope that the visit of Prime Minster to Kashmir will lead Kashmir issue to its logical end through a meaningful dialogue. It is the high time when New Delhi has to consider the restoration of Autonomy as it is the only solution to solve the Kashmir issue." "We also hope Prime Minster will give a serious thought into the Armed Forces Special Powers Act revocation," Nasir said. Chipping in Additional General Secretary of NC Dr Mustafa Kamaal said, "Prime Minister's visit is just to kill the time as the intention of India regarding Kashmir issue is not sincere." "Actually sending of different working committees and interlocutors proved to be a disaster for government of India itself and now the visit of Prime Minster is just to divert the attention of people," he claimed. "The Prime Minster himself is helpless before various agencies. History stands testimony to the fact that agencies have always interfered in the political affairs of Kashmir." There is a huge trust deficit among the people of Kashmir and if government of India is really serious to resolve Kashmir issue then they should take sincere steps and win the trust of Kashmir people back," Dr Kamaal said. Meanwhile former Interlocutor on Kashmir Radha Kumar while talking to the news agency from New Delhi said, "Time has come when only dialogue will not work at least few of the recommendations which were given in the report should be implemented soon." "I Know Prime Minster wants to start a dialogue process with Pakistan but the question is when that dialogue process will actually begin. Nawaz Shirf has also said that a dialogue process will be taken up from where then Prime Minster Vajpayee had left it but the issues raised then were only trade and travel, now will Kashmir issue be seriously sorted out is a big question," Radha said.

This area is not accessible from the Chinese side whereas the Indian side has a road almost to the last point on which the Army can carry a load up to nine tones. There appears to be some lack of coordination among various Indian defence forces. The Indo Tibetan Border Police (ITBP) has complained to the Union Home Ministry that they had been kept out of the May 5 flag meeting with the Chinese by the Army when the decision to withdraw forces on both sides was taken.

Introduction Food processing is a branch of food science, which owes its existence to the prehistoric times. Food processing is the set of methods and techniques used to transform raw ingredients into food for the consumption of humans and animals. Processing of food leads to preservation of food, enhances its flavor and reduces the toxins in the food product. It leads to better distributional efficiency and helps in the easy marketing of the food product. The modern food processing techniques have led to the feasibility of the development of the present day supermarkets. In the late 20th century products such as dried instant soups, reconstituted fruits and juices, and self cooking meals were developed for the convenience of middle class wives and mothers and for the working women. Food technologists, technicians, bio technologists and engineers are required in this industry for the practical application of the principles of many disciplines of science in the manufacturing or produc-
tion, preservation and packaging, processing and canning of various food products. All this needs preparation of raw materials for processing which involves selection, or cleaning of the raw material, followed by the actual processing, which could be chopping, blanching, crushing, mixing or even cooking of the food item, the addition of preservatives and the final packaging along with keep in hygiene and maintaining quality of products. of Corruption Inc., even contributed valuable sweat equity in the form of unwavering resolve to lend his clean mask as a front. There was a time when almost every discussion on Manmohan Singh had necessarily to be paroxysm over his honesty and uprightness. But, as it turned out, our media honchos have not only been rejected as opinion builders but actually mocked by the common man. No problem for our talkative class. Within milliseconds, they performed the same old intellectual somersaults that have sustained their careers and began to outshout each other in their nightly appearances in condemning the Prime Ministers complicity in all those king-sized scams. The same mastery was displayed in the aftermath of the Sreesanth arrests. Cheerleaders them all The Indian media was the most prominent cheerleader of the IPL system. Unlike those poor floozies hired to do jigs in minimalist attire outside the boundary line, our journalists actually became part of the great pagan festivities which centered around the exploitation of the game of cricket. One can understand the compulsions of former test players in joining the IPL branding process. After all they are paid off by BCCI to function as its parrots. But where did the media draw its energies from in devoting thousands of miles of newsprint and millions of man hours in TV time? One problem, of course, was the oldest fault line in Indian sports journalism. The guys (and increasingly babes) who report on cricket games havent, with notable exception, held a bat in their lives. If they did, then they would surely have understood how impossible it is for a batsman to so elegantly and haughtily despatch deliveries coming at upwards of 120Kmph all over the stands. This goes to the heart of one of the oldest truths about journalism, which is, its impossible to get the right answers without asking the right questions. No respectable media establishment ever gives more than incidental reference to sporting spectacles that attack the very notion of a game. Just as IPL matches are full of impossible sixes and run-outs, so too are WWF encounters in the United States marked by out-of-the-world body throws and stomach stomping. For this reason, WWF matches are shunned by the New York Times and its peers. There was a time when the Indian media too made a distinction between news thats fit to print and what is not. In this connection, its useful to recall that Vindoo Dara Singh, who is in the news for his role in the spot-fixing affair, is the son of the original sporting fraud, the late Dara Singh, who called himself world champion without having participated in a single Olympic Games or any recognised wrestling competition. In Indian cities back in the 1970s, large billboards used to announce the staging of World Cup Wrestling in which the defender of the title was always Dara Singh. The championship used to be spread over three months and the matches held only on Sunday evenings. Dara Singh and his brother, Asian champion Randhawa would be challenged by champions from Australia, Europe, West Indies and what have you. Curiously, nobody ever got to see the faces of these supposed visitors they all wore masks. From its very first session, IPL smacked of anti-cricket. They were held in the height of the Indian summer and the players were made to perform super-human feats at temperatures higher than 40 degrees Centigrade. The role of women as playthings of men was reinforced through the deployment of East European cheerleaders, the drawing of fashion models, WAGS and trophy wives to complete the circle of extravagance. The media, far from treating these as non-events, explained away this pernicious system in terms of modernity clashing with tradition. Anybody who questioned this outrageous departure from cricket as we knew it was made a fool of. Women journalists happily contributed to the depiction of women as glamorous appendages. Talk of conflict of interest has gained currency over BCCI president N Srinivasans role as owner of one of the teams. Much the same was the case with most of the media houses. At least three of the leading TV news channels are owned in part by the industrialist whose wife owns one of the IPL teams. Its therefore hardly surprising that notwithstanding the hullabaloo over Sreesanth and Dawood Ibrahim, the media did not roll back its enthusiastic coverage of the IPL matches. The three bad eggs theory, which the BCCI is trying to impose on the nation, is actually mirroring the medias own double standards. Incidentally, even while sponsoring debates on whether IPL should be scrapped, the lead TV channels continued to devote half-hour sessions to late night analysis of the days matches. Now, who was it that first said You cant throw the baby with the bathwater?
The Indian media doesnt question shibboleths before they themselves collapse under their own weight. This week two fantastic brand creations of the last decade --honest Manmohan Singh and cricket promoter IPL --ended up as eggs on the collective face of corporatised media
Watching the 24x7 bluster over Manmohan Singhs fallibility and the shenanigans of the Sreesanth circle many could be persuaded this week that our media honchos are prophets getting overdue vindication. Actually, no. They were only performing customary 180-degree turns. The very people who till the other day were prefixing talk on the Indian Prime Minister with declarations of his essential purity had turned into bitterest critics. They cheered the brutalisation of the cricketing way of life like plebeians in a Roman circus. When revelations (whether from opinion polls or Delhi Police plants) poured in, they pretended as if they had always promoted a culture of diffidence and rationality which has only now dawned on the gullible masses. From 2004 in the case of Manmohan Singh and 2007 where IPL is concerned, the masses
of Indians have been short-changed by the media, made to believe in the hocus-pocus. It was as if the top papers and channels functioned under a different kind of emergency; not one marked by threats of censorship and imprisonment, but by compulsions of the mandi. Thats right, those of us who asked difficult questions, recalled the basic rules of governance and sportsmanship, were coolly told: Your morality is not good for business. Mockery Manmohan Singhs elevation to prime ministership was an act of undermining of the office of Prime Minister of India. He was placed there as a prop of a dynasty whose agenda suited keeping a weak, pliant, nonperformer in the office of the chief executive of the government. The term policy paralysis which gained currency by the seventh year of this mockery was insufficient as an allegory. What was going on was far more serious - the nation was driven not by a will but a wont. Satisfied that its vote banking technologies were in place, the rulers of India concentrated on deepening their selfish interests. Singh, talking forever in whispers, never made any effort to dispel the notion that he was nothing more than a wound-up toy. Once he even blurted out in a meeting with TV anchors that coalition compulsions had forced him to tolerate A Raja in his cabinet despite howls of protests from civil society. Some innocents saw exceptionalism in his act of standing up to the deceitful Communists over the civilian nuclear deal in 2008, but that view ignores the awesome handle he had by then given George W Bush in Indias governance. Remember Singhs preposterous claim that for all his mass murders in Iraq and Afganistan, the most hated American President in history was a good friend of India? (October 30, 2009) The inescapable fact is that the powerful interest groups that Singh owed his position to had made up their minds to convert India into a vassal state of the United States. In 2012, he tried to do a weak repeat of his braveheart act when he threw open the Indian multi-brand retail sector. Thankfully its ramifications were less abstract and the outcry against it came from within the UPA. Meanwhile, defying evidence of his silent connivance to the loot of public resources, the media worked ceaselessly to promote a fanciful theory that somehow maunam is not samhati. Singhs became a sleeping partner
The print medias days are numbered and TV is for entertainment. The future will see consumers deriving news from a variety of sources in an interactive way where everybody can participate in the dissemination without the aid of pompous journalists
Ive heard a lot of talk lately about the death of the newspaper. The argument goes something like this: A democracy needs a well-informed citizenry to be able to stay strong and viable. A citizenry needs reliable sources of news like newspapers to stay well-informed. Newspapers are in decline. Blogs and other Internet content are not reliable. A world with too few newspapers will not be able to inform the citizenry and therefore democracy will be at risk. Sounds scary, right? Im a member of what many call the digital native generation. I grew up with computers and feel comfortable using social media, adapting to new technologies, and getting some of my news online. But I can be old fashioned too. One of my favorite sources of news is the radio, and I love curling up with a cup of coffee and a newspaper on the weekends. So, its fair to say that I was not taking the predictions of the death of newspapers lightly Then, I saw a clip on television that made me rethink this disaster-scenario assumption. Essentially the presenters suggest that
a future where news is obtained from a variety of sources that allow readers to comment and add to the conversation (namely, blogs) is simply a return to the same media landscape that existed around the time of the American Revolution when there were pamphlets and a large number of independent newspapers that also solicited feedback. Today, they argue, is just a return to the many voices model of the past, and bloggers are simply modern-day pamphleteers. So, are we worried about the possible death of the newspaper for nothing? Americans are often criticised for too easily forgetting the past, is the frenzy over online news sources and the decline of newspapers simply a case of having forgotten what once was? Is a world with fewer newspapers but more alternative sources of news (sources that are sometimes deemed as not reliable) good or bad for democracy? Nobody can have all the answers to these questions, but I definitely feel optimistic about our future media outlook. As long as there are enough people who like to curl up with the Sunday paper and a cup of coffee, I have to believe that at least some of the printed news will survive. As of the end of 2010, more people get their news from the Internet than from newspapers and more ad dollars went to online outlets than to newspapers, too. In surveys conducted by the Pew Project for Excellence in Journalism, 34 percent of respondents said they read news online within the past 24 hours (as opposed to 31% who favored newspapers); and a full 41% said they get most of their news online, 10% more than those who said they got most of their news from a newspaper. Local TV also led in revenues, with digital media coming in second. Also, online news media was the only medium that saw growth year-over-year; from radio to television to newspapers and magazines, every other medium saw a decline in audience. In general, it can be said that textbased news audiences are dwindling. Only 40% of people in the study said they read the news in an online or print newspaper, a

paced newspaper advertising. The sector grew 13.9% between 2009 and 2010 to reach a $25.8 billion total. Not all of that Ad spend went to online news publications; in fact, search advertising continues to dominate the online Ad spend landscape. Weve been watching the webs impact on journalism for quite some time both how the Internet is affecting newsrooms and newspapers. Many media houses are beefing up their online and mobile strategies even as print sales decline, the figures from Pews research are nostalgia-inducing and predictable at the same time. a long, slow and painful downward spiral to the point that the newspaper, like the vinyl record, is a relic for collectors and anachronisms. For now, though, we continue to look forward. The Pew Projects research showed that almost half of Americans in a survey said they got at least some of their news on a mobile device or tablet. And as tablet makers, app makers and news outlets continue to perfect the news consumption experience on that form factor, well have a whole new breed to analyze and fret over this time next year.

NEW DELHI: Delhi BJP leaders on Sunday met President Pranab Mukherjee and demanded dismissal of Chief Minister Sheila Dikshit in the wake of the Lokayukta indicting her for allegedly misusing public funds on an advertisement campaign ahead of Assembly polls in 2008. Delhi BJP MLAs, led by VK Malhotra, submitted a memorandum to Mukherjee requesting him to direct Dikshit to resign immediately or dismiss her government in view of the Lokayukta order against her. Lokayukta Justice Manmohan Sarin last week had held Dikshit guilty of allegedly misusing public funds on an advertisement campaign to get political mileage ahead of last Assembly polls and recommended recovery of Rs 11 crore either from her or the Congress party. "The Chief Minister must be removed as Lokayukta had held her guilty in a serious matter," Malhotra said after meeting the President. The opposition also alleged that the Delhi government was again misusing public funds by putting up hoarding in the city ahead of Assembly polls later this year. Justice Sarin had recommended to
three days, then Bhartiya Janta Yuva Morcha workers will paste posters on these hoardings carrying the message that ?'Don't Misuse Public Money on these Hoardings for False Propaganda'," said Goel. The Lokayukta had initiated the inquiry into the matter following a complaint filed in 2009 by Vijender Gupta, former Delhi BJP president. In his complaint, Gupta had charged Dikshit with abusing her position as chief minister by carrying out an advertisement campaign with a view to gain political mileage in the Assembly Election in
2008. In the memorandum, Malhotra cited a number of recommendations to the President by the Lokayukta against Dikshit in the last few years. "On one hand we have a clear case of misue of public money and on the other hand we have even a more blatant use of public money going on right now with a similar modus operandi used in 2008. "We have specific information that the government has spent more than Rs 100 crore of public money over the last couple of months," alleged Goel.
Man killed in own Minor Delhi girl raped by neighbour in car house, wife suspect
NEW DELHI: A 28-year-old man, who made CCTV units, was found dead under mysterious circumstances in his house here, police said on Sunday. The victim's wife is a suspect. Vinod was found dead in his house in Om Vihar in west Delhi's Uttam Nagar area on Saturday night, police said. "The victim's postmortem report is awaited to confirm the exact reason behind his death. No external injury marks were found on Vinod's body," said a police official. Vinod was found dead in his house in Om Vihar in west Delhi's Uttam Nagar area on Saturday night, police said. It seems that the victim was either strangled or poisoned, the official said.
NEW DELHI: A 16-yearold girl's neighbour was arrested for raping her after she went out with him in a car here, police said Sunday. A rape case against Anish was registered Sunday evening after the victim's medical report confirmed rape, police said. Anish, 21, a barber, was arrested in west Delhi's Kanjhawla area around 11 p.m. Saturday on a complaint filed by the girl's parents, police said. The victim had gone out with the accused in a car in which she was later raped, said a police official. The victim's family mem-
bers came to know of the sexual assault when the accused, along with his four friends, drove the victim down to her house in the same area after the crime, police said. The accused and his friends had a brief altercation with the victim's neighbours while they were dropping her, police said. While Anish managed to escape, his four friends were trashed by the area residents. Anish was arrested later, police said. A rape case against Anish was registered Sunday evening after the victim's medical report confirmed rape, police said.

Delhi HC rules out pay parity between regular and contractual workers
NEW DELHI: The dogma of 'same work same pay' cannot be applied in the case of difference in salaries of contractual and regular workers as the later category goes through the rigours of selection processes, the Delhi High Court has ruled. "There cannot be complete parity between contractual employees and those who undergo selection process and are appointed as regular employees. On the principle of 'same work same pay', if there is complete identity of work between contractual employees and regular employees a court can direct same basic salary and allowances to be paid. "But with reference to one set of persons not having undertaken the selection process and the second set having undertaken the selection process, the court could deny the benefit of increments," a bench of justices Pradeep Nandrajog and V Kameswar Rao said. The court's observation came while deciding two appeals filed by the management of Dr Baba Sahib Ambedkar Hospital, run by Delhi government, and by an employee of the hospital respectively against two conflicting verdicts of the Central Administrative Tribunal (CAT). The hospital had moved the court against a CAT verdict asking it to pay contractual para-medical staffs the salary, perks and perquisites, being paid to the regular ones. The other appeal was filed by a contractual employee whose plea for equal salary was rejected by the CAT. Disposing of the appeals by a common judgement, the bench said, "We have before us two conflicting views taken by the two different benches of the Tribunal. "... Contract paramedical employees would be entitled to same pay and benefit as regular employees but in the minimum of the pay scale without grant of any increment unless they could show to the Tribunal that similarly situated contractual employee was being granted benefit of increments." The court, however, criticised Delhi government for persisting with the ad-hoc arrangement in the health sector by not creating regular posts for over a decade. "Before bringing the curtains down formally we would like to impress upon the government of NCT Delhi to streamline its Health Department because we find contract employees working in various hospitals established by the government of NCT Delhi for more than a decade," it said, adding "... If regular posts need to be created, we see no reason why they should not be created. Hospitals should not work on ad-hoc arrangements." It said the work of paramedic is of importance as the underpaid nurses, ward-boys, lab technicians and radiologists "are bound to be snappy or lackadaisical in their working, which would not be good for the patients and the medical services rendered in hospitals".

JEDDAH: India and Saudi Arabia have decided to further strengthen and deepen their counter-terrorism cooperation, nearly a year after Riyadh deported Abu Jundal, wanted in the 26/11 Mumbai terrorist attack. The counter-terrorism issue is emerging as a key area of cooperation between India and Saudi Arabia. Riyadh is concerned about the rise of extremism in the region, including in Pakistan, notwithstanding their close ties. "We discussed the menace of terrorism the world continues to face and agreed to further strengthen our counter-terrorism cooperation which is an essential element of the Riyadh Declaration we signed in 2010," External Affairs Minister Salman Khurshid said after a marathon meeting with his Saudi counterpart Prince Saud Al-Faisal. On his part, Saudi Foreign Minister said, "I would like to praise the productive, constructive cooperation between our two countries in the fight against terrorism, which will undoubtedly contribute to the international efforts to fight this disease and root it out." Khurshid, who is currently on an official visit here, said that the security and stability in the Arabian Peninsula is closely linked to the security in South Asia. Official sources said that counter-terrorism cooperation and security are "one of the major areas" of cooperation that has grown since 2006. According to sources in security agencies, despite some people feeling otherwise, Saudi Arabia is equally concerned about the rise of extremism and terrorism. The relations between India and Saudi Arabia, which has a very close ties with Pakistan, has seen an upswing in areas of trade, economy, political exchange and security. Last year, the Saudi government had helped India apprehend two key terror suspects, including Zabiuddin Ansari alias Abu Jundal. Nasrallah pledged to bring victory to Syrian President Bashar al Assad's regime in Syrian civil war; two rockets on Sunday pounded two Beirut neighborhoods controlled by the Shiite militant organization Hezbollah, reports said. At least four have been injured in the rocket attack, which comes in the wake of heightened tension in Lebanon after violence in strategic Hezbollah sent govt. troops to fight Syrian rebels. Nasrallah's remarks came after Hezbollah fighters have pushed to the front lines of the battle for the town of Qusair. One rocket landed in the Mar Mikhael district on the southern edge of the capital, striking a car exhibit on the street. Another struck an apartment in a building in Chiyah district south of Beirut, about two kms

12th Plan growth target likely to RCom raises pre-paid mobile call rates by 33% be slashed to 7% from 8%
NEW DELHI: Faced with sluggish economy, Planning Commission may scale down the annual average growth rate target to 7% from the envisaged 8% in the 12th Plan (2012-17) in mid-term review of the five-year policy. The Commission, according to sources, has already started spadework on the mid-term review of the 12th Five Plan and in view of slow recovery, the economic growth target may be tweaked to 7 %. Plan panel Deputy Chairman Montek Singh Ahluwalia had asked for inputs from states for the mid-term review during the recent annual plan discussions with their Chief Ministers and other officials, a source said. estim ates, the Indian economy would grow by 5% in the 2012-13, the first year of 12th Five year Plan. Besides, the government is expecting economic growth of around 6.1 to 6.7% this fiscal -- the second year of the five year policy period. A senior official of the Commission said: "With presumption of 5% economic growth in 2012-13 and 6% in 2013-14, Indian economy would have to grow by 9.7% in the remaining three years 12th Plan. That seems not feasible." "However if the economic growth target is kept at 7 % in the 12th Plan, an average growth of 8 % per annum in the remaining three years is required. That could be possible," he added. The Commission has earlier also scaled down the annual average growth rate of 9 % envisaged in the 11th Plan to 8.1% in view of the global economic meltdown that began in 2008. According to official estimates, India achieved an economic growth rate of around 8% during the 11th Five Year Plan period (2007-12). NEW DELHI: Reliance Communications has raised basic rates for both GSM and CDMA pre-paid mobile-to-mobile calls by 33% to 2 paise per second from 1.5 paise per second. According to details on the company's website, it will charge base rate of 2 paise per second for mobile-to-mobile calls. The base rate, or the headline tariff, applies to customers not covered under any special scheme offered by their telecom operator. When contacted RCom did not offer any comment. Earlier this month, the company increased mobile call rates up to 30% for both GSM and CDMA pre-paid customers to improve the profits. The increase in mobile-to-mobile call rates among old players, except Aircel, has gone up by up to 100% in last two years. The frequency of increase in call rates and telecom services increased following cancellation of 122 second generation (2G) telecom licences by the SC on Feb 2, 2012. While Airtel started with higher base tariff, or the
The Commission is already half way through with the annual Plan outlay discussion and it has already approved such outlays for over 15 states so far. As per the CSO's advance
headline tariff, of 2 paisa per second in 2012, other leading players like, Vodafone, Idea Cellular and Tata Teleservices, gradually increased their mobile to mobile call rates to 2 paise per second. Aircel is charging a maximum of 1.75 paise per second from its mobile services users that are not covered under any special or discount scheme of the company. New telecom players such as Uninor, MTS (Sistema Shyam) and Videocon--who entered in to Indian market in 2008 -- have not increased their call rates yet.
EGoM on gas to meet on May 28 Strategy on Food bill to be prepared this week
An Empowered Group of Ministers (EGoM) may meet on Tuesday to consider abolishing the priority ranking in natural gas allocation so that fuel currently consumed by urea plants can also be diverted to fuel-starved power plants. The EGoM headed by Defence Minister A K Antony would consider an Oil Ministry proposal of abolishing the priority ranking according to which natural gas is first given to urea manufacturing fertiliser plants, then to LPG units, followed by power plants, city gas, steel and refineries, sources said. This priority ranking meant when output from Reliance Industries' eastern offshore KG-D6 fields started falling in 2011, supplies to refineries was cut first, then steel and city gas sectors. From November 2011, supplies to 25 power plants, which had signed for 29.74 million standard cubic meters per day (mmscmd) of KGD6, were pro-rata cut and this year completely stopped as KG-D6 plummeted to one-fourth of volumes touched in March 2010. Sources said the current KG-D6 production of about 15 mmscmd is just sufficient to meet the full requirement of fertiliser sector and some of LPG plants, leaving no gas for power plants. The Ministry has put two options before the EGoM -- equal priority to all core sectors of fertilisers, LPG, power and city gas distribution or according fertiliser and power equal priority. The gas supplies would be redistributed among the sector users "pro-rated based on the signed gas supply agreements". If available gas is to be redistributed among the four core sectors, it would reduce supplies to fertiliser plants by 9.44 mmscmd and lead to an extra urea import of 4.73 million tonnes that would levy an additional subsidy burden of about Rs 5,591 crore per annum. On the other hand, supply to power sector will increase by 10.07 mmscmd, resulting in additional production of about 16,000 million units of electricity per annum. Sources said the ministry reasoned that the production cost of power projects forced to use regasified LNG would go down by Rs 10,900 crore per annum. The ministry's second option giving equal priority to the power sector as is available to the fertiliser sector, would mean gas supply to urea plants would go down by 9.07 mmscmd forcing an import of 4.54 million tonnes of urea at an additional subsidy burden of Rs 5,372 crore per annum. Gas to power would go up by 10.79 mmscmd leading to an extra output of about 17,000 million electricity units per annum, saving in production cost of Rs 11,700 crore per annum. NEW DELHI: Future course of action on the ambitious National Food Security Bill is expected to be decided this week with government sources not ruling out the option of a special session of Parliament for its passage. Congress top brass is likely to apply its mind on the way ahead for the landmark bill, which along with Land Acquisition Bill, is seen as a game changer by the ruling party in the Lok Sabha elections which are less than a year away. Govt. sources said that Parliamentary Affairs Minister Kamal Nath and Finance Minister P Chidambaram will be holding talks this week with other senior Congress leaders for pushing the Food bill, the brainchild of party-chief Sonia Gandhi who is also UPAChairperson. The talk in the government circle is that the idea of convening a special session could be thought of in view of the fact that an Ordiance is 'not a good option' because legal right cannot be given to beneficiaries through an executive order without approval from Parliament. Gandhi had only last week appealed to the NDA and other Opposition parties to come together and collectively help the govt. pass the food security and land acquisition bills. "These are not partisan issues. It is not a question of govt. versus the Opposition. These bills affect the lives and livelihood of millions whom we are committed to represent and benefit," Gandhi had said. PM Manmohan Singh had also hinted last week that the govt. would soon chalk out its strategy for early passage of these two key bills."We are determined to make it an Act of Parliament. I hope the Opposition will recognise the importance of this and (extend) support," he said.

Badrinath kept away another yorker to deny a first-over hat-trick but the tone had been set. Badrinath didn't linger long, chasing Mitchel Johnson into the gloves of Dinesh Karthik. Rishi Dhawan came on for one over to break the fledgling fourth-wicket partnership by gobbling up Bravo. Then, Harbhajan Singh, who too has found form late in the tournament, soon got into the act to pick up a couple of wickets. Doni refused to give in but when, with 50 needed off the last two overs, he refused singles to shield No.11 Mohit Sharma, the writing was on the wall. Earlier, winning a good toss on a wicket that lends itself nicely to slow bowlers in the second session, Mumbai saw that advantage wrested away in the first few overs as the CSK newball bowlers made the most of the early movement the wicket accorded. Mohit Sharma, who has certainly held his own among the big names this season, had one nipping back to trap the dangerous Dwayne Smith in the very first over. Albie Morkel then yorked the inform Aditya Tare with his first ball of the match and then had Rohit Sharma playing early and into his followthrough in his second over. Mumbai were dangerously pegged back. Karthik and Ambati Rayudu added 36 for the fourth wicket at just under sixan-over but it was after the former left that newman Kieron Pollard pushed things. KOLKATA: Bowlers barged tellingly into what was to be a battle between two good batting sides as Mumbai Indians won the world's richest T20 league for the first time on Sunday. Playing their second final, Rohit Sharma & Co. tamed Chennai Super Kings, the team that had denied them three years ago, with a 23-run victory at a packed Eden Gardens. It was the lusty hitting by Kieron Pollard that had given Mumbai a competitive total to defend. The West Indian, who sent the last two deliveries of the innings soaring for sixes, remained unbeaten on a 32-ball 60 as Mumbai reached 148 for 9. Two-time champions Super Kings never quite recovered from early jolts and finished on 125 for 9. Skipper MS Dhoni remained unbeaten on a 45-
ball 63 that had three fours and three sixes. But all that was only stats in the end. In fact, early wickets had seriously set back both lineups. If the Super Kings forced their opponents to recover from 16 for three in the fourth over, Mumbai did
one better, knocking down two in the very first over of the chase and then reducing the five-time finalists to three for three in the second and then 39 for 6 in the eighth. Lasith Malinga, not quite himself in Season Six, found his form when it really mat-

the past decade in top-level football seems to have had as many open chances at goal as Robben seems to have. Nobody squanders more, nobody hogs the ball more and yet makes the starting XI with such certainty. That is because no one makes as many chances in the final third as the Dutchman, often keeping most of those chances for himself.
Robben is a strange case, in that there is simplicity to his naked ambition, nothing hidden there. Jinking this way and that along the right wing at a frenzied pace, Robben plays with the impatience of a precocious child. The ball glued to his left foot, he cuts an incongruous picture with his chest thrust out and hands splayed daintily. There is haste to his game but it is haste born out
