PALARONG PAMBANSA BASKETBALL COMPETITION


SPECIAL RULES AND GUIDELINES

A. STATEMENT OF PURPOSE: Basketball will be introduced for the following purposes: 1. To foster closer relationships among ATHLETES and OFFICIALS of the different regions and at the same time enhance physical fitness. 2. To promote the spirit of sportsmanship and fair play among the children and their coaches through FRIENDLY competition. 3. To enhance values formation and love for sports and basketball in particular. 4. To develop the basic skills and fundamentals of the game. 5. Adherence to the philosophy of Athletes First, Winning Second.

B. GUIDING PRINCIPLES: Its a rich & unique experience for school boys at a very young age, to be exposed and introduced to the most popular, most played and the cheapest sport, thus creating a door for their long-term involvement. Shall be guided and based on sound principles of learning and value formation leading to opportunities of a holistic child development in physical, emotional, intellectual, social & spiritual well-being. Its introduced to friendly competition which is in itself a big motivational factor for playing the game, but winning should never be the primary or ultimate goal, rather it should be emphasized on player

involvement/participation and the chance to display, improve and develop his talent and skill. Shall encourage friendship, enjoyment, sportsmanship and fair play and a caring respect for all the participants players, coaches, game officials, and administrators, parents and spectators.

shall be applied in the Palarong Pambansa in addition to the following Special Rules and Guidelines.)
I. TITLE: BOYS BASKETBALL (Elementary & Secondary) Is a game specially designed to build a strong foundation in developing basketball awareness among children and to develop the basic skills and character of young boys aged 18 and below, providing unique experience for fun, enjoyment and eventually leading the way to a long term involvement in the sports. II. SPECIFIC OBJECTIVE OF THE GAME To throw the ball into the playmates basket and to prevent the players of the other team from securing the ball or scoring based on fair play and within the spirit and intent of the rules. The games shall be DEVELOPMENTAL in nature and approach. To enhance camaraderie, goodwill, sportsmanship, discipline, teamwork and other positive values inherent in the practice and participation in sports. III. TEAM (Players, coaches & other team officials) III.1 Eligibility 3.1.1. Based on Palarong Pambansa Guidelines III.2 Team Composition 3.2.1. A team shall be composed of not more than 12 team members and a Coach. 3.2.2. Only the Coach shall be allowed to stay within the team bench. III.3 Coach

3.3.1. A team shall be headed by a RESPONSIBLE Coach, and being responsible, he considers the welfare of the children, positive thinker, and putting effort, progress, enjoyment, discipline and team spirit before WINNING. 3.3.2. A Coach in any way shall not display any act of disagreement or protest regarding the calls of the referees. BUT may address the officials in a courteous manner and take notice as such.

III.4 Delegation Officials, administrators, Teachers and parents 3.4.1. Every official, teachers and parents shall recognize, understand and respect the principles, purpose and spirit of BASKETBALL as a sport. That they should entrust these kids to their responsible Coach. 3.4.2. Everybody should make a commitment to developing an expertise of working with young boys or children. Though its a big responsibility, it cant be denied its a very rewarding, satisfying and enjoyable experience. By taking account of physical and mental changes, you can support the boys at every stage of development helping them to reach their personal state of fitness and skill. By putting the CHILDREN FIRST, and thinking positively, you can bring satisfaction and achievement into their lives. By actively working with other adults you can create the right environment for continuing enjoyment. By putting effort, progress and team spirit before winning, you can encourage discipline, fair-mindedness, and sportsmanlike behavior. And by adapting rules & equipment to suit the childrens needs, you can introduce them to a world of productive & exciting possibilities. (National Coaching Foundation, U.K. 1989)

IV.

TIMING REGULATIONS 4.1. The game shall consist of 4 periods/quarter, the first three quarters shall be played in 8 minutes and 10 minutes in the 4th quarter. The first half consists of the 1 st and 2nd quarters while the 2nd half has the 3rd and 4th quarters.(for Elementary Only) The intervals between periods/quarters, is one (1) minute and five (5) minutes half time interval. ( For Elem. & secondary)

PLAYERS PLAYING REGULATIONS (For Elementary Only) 5.1. 5.2. 5.3. All members of the team must be fielded during the scheduled game and on the following procedures: Each player shall play at least one (1) period BUT not more than three (3) periods and MUST be rested for one (1) period. There shall be NO SUBSTITUTION in the first three (3) periods, EXCEPT in case of injury/ disqualification. However, the players involved shall be considered as having played for one (1) period.

EXEMPTIONS:

During extra ordinary situations (injury/disqualification of players) substitution may be allowed (but has to consider Section V.5.2). In the 3rd period, substitutions on the three (3) players shall be normal, and for the two (2) other players, will fall on this exemptions. 5.4. 5.5. In the 4th period/quarter, it will be the normal substitution procedures. One (1) time-out for every period shall be granted to each team for the first three (3) periods and two (2) time-outs shall be granted in the fourth (4th) period, and one (1) for every extra period. In case a team has an incomplete line-up during the scheduled game, the 1st quarter shall always start with 5 players and other quarter may be played with the remaining members of the team. A team with ONLY seven (7) players shall be declared LOSER or FORFEIT.

In case disqualification: In case of a thrown-out player, he must leave the confines of the play area. (For Elem.& Secondary) Any disqualification as a result of fighting or the like, subject player will be automatically Suspended, the number of games shall be determined and will be based on the extent of involvement. (For Elem. & Secondary).

VI.

OFFICIALS OF THE GAME (includes the Referee and Umpire, the Table Officials, Tournament Manager) VI.1 Only DepEd accredited technical officials are qualified to officiate the game. VI.2 The Referee/Umpire shall officiate the game in accordance with the rules and the moral context of child development. Both officials must be physically, mentally, psychologically and morally fit. 6.2.1. Both officials must be responsible for calling infractions, to award or cancel field goals, free throws and to manage properly the successful conduct of the game. Officials must educate the children, participants, and spectators thru their signals and if necessary their words and action. VI.3 Each official has a major responsibility to be a FRIEND, not a severe judge. VI.4 They should show tolerance concerning infractions which are of no consequence and which do not give too much advantage to the offending player. A greater amount of tolerance is always necessary especially in the Elementary level. VI.5 Basketball is theoretically a non-contact game, it is important to call the fouls that have a direct bearing on the play. Children at a young age will make greater progress if they acquire & exposed to good fundamentals and clear understanding of the rules in the early stages of development. VI.6 Its important to conduct (officiate) the game with less interruptions and administer infractions & penalties speedily so as not to make the game boring.

VII. RULES OF CONDUCT The games need the full cooperation of all concerned (Officials and assistants, coaches, players, substitutes and the team followers) in order to achieve a successful conduct of the games and in the spirit of sportsmanship and FAIR PLAY. 7.1. TECHNICAL FOULS (no contact fouls or unsportsmanlike conduct/behaviour) Unrespectful acts of players/team members/coaches to fellow players, coaches, officials and assistant such as slashing of neck, showing of dirty fingers, pointing or accusing finger and trash talking/uttering of bad words/language. Others, as specified in the FIBA Rules. 7.2. PERSONAL FOUL: Involves player contact with an opposing playmate, and which gives an unfair advantage. A player shall not intentionally make any action that will hurt other players. PLAYERS/COACHES Conduct: 7.3.1. Any player/coach who is given/slapped with a Disqualifying Foul and ejected because of FLAGRANT FOUL, a) within the visual range, excessive swinging of elbow; b) throwing a punch; c) tripping with contact; d) intentional pushing on any player going for a basket that caused a bad fall; e) involved in fighting/brawl that lead to a free for all or cause injury. PENALTY: An additional penalty of 1-game suspension or total disqualification or ban from further participation shall be imposed. 7.3.2. Uttering/shouting of foul language/bad words or verbal abuse from players/coaches to opponents/officials or teammates shall not be tolerated, such act shall be dealt with a Technical Foul, warning may or may not be given.

The basketball court is an extension of the classroom and home, proper conduct and discipline shall be observed. The playing venue & the basketball court (and its premises) is a NO SMOKING ZONE. Team members shall always SHAKE HANDS every after the conclusion of their game, including the game officials. Teams shall keep and leave their bench areas clean and orderly. Warning will be given and shall be noted, a report shall be made and addressed to the concerned delegations.

Coaches shall always confirm their next schedule of game with the Tournament Manager or game officials BEFORE leaving the playing venue.

VIII. PROTEST PROCEDURE: If, during the Palarong Pambansa or any tournament, a team believes its interest have been adversely affected by a decision of an official (Referee or umpire) or by any event that took place during a game, it MUST proceed in the following manner. 8.1. The team captain of that team shall, immediately at the end of the game, inform the Referee that his team is protesting against the result of the game and sign the score sheet in the space marked Captains Signature in case of protest. To make this protest valid, it is necessary for the Coach to give confirmation of this protest. This must be made within twenty (20) minutes following the end of the game. Detailed explanations are not necessary. It is sufficient to write: The (name of delegation) , protests against the result of the game between the teams, _____________ and _______________. The protesting team/delegation must submit to the Tournament Manager the full text (detailed written, black & white) of its

protest within four (4) hours following the end of the game which shall be noted by the General Athletic Manager (RPESS Chief) and Approved by the Head of Delegation (Regional Director). 8.5. 8.6. The Tournament Manager within four (4) hours shall answer the protest or make a decision. Should the team in question, not be in agreement or does not accept the decision of the Tournament Manager, it may then address an appeal to the JURY OF APPEAL. To make the appeal valid, it must be made in writing, within twenty (20) minutes to four (4) hours following the delivery of the decision/answer of the Tournament Manager. 8.7. 8.8. The Jury of Appeal shall judge the appeal in the last instance, and its decision shall be FINAL. Videos, film, pictures or any equipment shall not be used to determine or to change the result of a game. Lastly, the success of the Palarong Pambansa-Basketball Competition depends on us, the understanding, support and full cooperation of everyone (players, coaches, team officials, game officials, parents and the spectators) is expected. IX. GAMES DISRUPTION Games which are cancelled/disrupted/stopped due to FORCE MAJEURE or for any valid reason , will be treated in the following manner: 9.1. 9.2. REMATCH if the disruption of the game took place during the first half (1st and 2nd Quarters), game shall be replayed. RESUMPTION if the disruption of the game took place during the second half (3rd and 4th Quarters), the score stays and the remaining time continued. RESET if a scheduled game was cancelled for a valid reason, the management will re-schedule the game and shall be played at the bottom of all the schedules.

DURATION OF WAITING in case of a power failure or any incident (rain or darkness) that may affect the progress of the game, the LENGTH of time to wait for the restoration of normalcy is 30 minutes or as may be allowed by the officials.

A. TOURNAMENT FORMAT ( SECONDARY ONLY) 10.1. Eliminations (Bracketed Round Robin) 10.1.1. All the 17 teams will be divided/ grouped into 4. the manner of grouping shall be seeding, involving the top 6 teams ( of the last Palaro), draw lots for the other teams following the order of distribution to the different groups the Luzon, Visayas, and Mindanao teams. 10.1.2. There shall be 3 boxes (where to draw) 1 each for Luzon, Visayas and Mindanao. 10.1.3. Each group (after the draw-lot) shall compose of teams representing Luzon, Visayas and Mindanao. 10.1.4. All teams in each group shall play a Single Round Robin. 10.1.5. In case of TIE, FIBA rule on Classification shall be applied. 10.1.6. The top 2 teams in each group shall advance to the Quarterfinals. 10.2. Quarterfinals 10.2.1. The eight (8) qualified teams (top 2 teams per group) will be divided into two (2) groups ( E=A1, B2, C1, D2 // F=A2, B1, C2, D1) 10.2.2. These two Quarterfinal groups shall play another Single Round Robin to determine their respective positions in the CROSSOVER Semi-finals and the consolation round. 10.3. Semifinals 10.3.1. This will be played in CROSSOVER knockout game between group E and F.

10.3.2. The top 2 teams in each group shall play against each other as follows, SF3= E#1 vs. F#2; SF4= E#2 vs. F#1 //SF1= E#3 vs. F#4, SF2= E#4 vs. F#3. 10.4. Finals 10.4.1. The 5th and 6th places will be played by the winners in the SF1 and SF2. 10.4.2. The 3rd and 4th places will be played by the losers of SF3 and SF4, while the Championship game will be played by the winners in the SF3 and SF4. B. The ELEMENTARY level will be played in the DoubleEliminations format .Draw lots (for this initial staging) will be administered.
