ADDRESS BY MAYOR PARISI

Good Evening and Happy New Year

It is both an honor and a privilege to welcome all of you here as we begin a new year.

It is with great pride that I am able stand before you today and share with you some of the
accomplishments of the past year

And also to provide you with the vision and the direction, we wish to take Englewood cliffs in
2009.

But first, I would like to take a moment to make some acknowledgements. Some of our best people,
whose lives were dedicated to our community, were claimed by time and are no longer with us.

Joe Quinn- one of our oldest firefighters, who always kept our fire trucks running and was
working as a firefighter, almost to the day of his passing.

Neil Vill - our longtime Recreation Director also died during the year, and I will officially name
the Englewood Cliff summer camp after Neil to commemorate his service. The “Neil Vill
Summer Program for Kids” will be a fitting tribute to his dedication to our community and to our
youth.

These gentlemen set a high standard for giving back to the community. Their unwavering
commitment and dedication to Englewood Cliffs is an example to be set for all.

Two great and dedicated elected officials, Lynn Norton and Pat Drimones, will not be joining us
this year on the council. They will be sorely missed. Lynn’s vast knowledge of accounting and
fiscal matters as a certified public accountant and Pat’s lifelong dedication to children and
education will leave a void in these chambers and in our deliberations.

I also like welcome our new council members, Robert Agresta and Eric Petrone, gentleman you
both will have large shoes to fill. As your Mayor, I am here to work with you

As difficult as 2008 was, despite a failing economy and a loss of revenue from state and federal
sources. The 2008 Mayor and Council were still able to fulfill the goals we set.

We addressed a series of quality of life issues. Such as:

• Enacting Ordinances restricting the blasting and chipping for new construction
• Revamped our parking requirements decreasing commuter parking on our streets.

• We completed the upgrading of the storm water system in areas where major flooding
issues plagued our residents.

• We received a grant from the Bergen County Open Space Committee. And improved
Woodland Park in various phases, including landscaping, a gazebo, and replacing the
walkway and the steps. And more work will done this year.

• Additionally we received a series of grants to improve and maintain our roadways. We


received $150,000.00 in 2008 and another $150,000.00 for this year. We especially thank
the efforts of our Borough Engineer who procured these grants for us.

• Our new administration Offices opened for business February 15, 2008. This project was
achieved at half the cost of new municipal buildings in other towns. I want to thank the
combined efforts our all involved. Especially our DPW Superintendent Rodney Bialko
and Our Administrator Debbie Fehre.

• We formed an ad hoc committee which began as the Storm Water Management


Committee and evolved into a Storm Water Management/Green Committee to study
increased storm water runoff, which is an increasingly difficult reality, to deal with.

• We are fortunate to have the volunteer efforts of Andy Bellina, a professional engineer
with the D E P and whose is an expert in storm water management and environmentally
friendly …“green” initiatives.

• Andy and his team will work with all our departments, personnel, boards, and our
corporate citizens to enhance our environmental awareness.

• We also began the collection of sewer user fees from commercial properties for the first
time. This creates annual revenue of approximately two hundred thousand dollars per
year for our borough.

In the area of public safety:


• We oversaw the revitalization of the ambulance corps and the supplementary support by
Holy Name Hospital and our EMT Trained Police

• Our Police Department has trained extensively and conducted life saving drills preparing
them for the many possibilities we face today, including terror attacks and home
invasions.

Our Council, Fire Department, Ambulance Corps, Administration, and DPW were all trained in
the National Incident Management program. Plus there was additional training in dealing with
special needs persons, work safety and conduct. All of this training is with the purpose of keeping
Englewood Cliffs a safe community.

One of the biggest challenges for 2008 was the Ordered Tax Re-evaluation, and I am excited to share
with you that our plan is already in progress. We are requesting a reassessment of our properties in
Englewood Cliffs. The resolution to begin this challenge was approved last November; and our tax
appeal attorney has already begun the process.

All these efforts were accomplished in a climate in which the state and county imposed financial
requirements on our community including the court ordered revaluation, increases in employee
pension costs and contractual employee salary increases.

So moving forward, here are the initiatives I will seek to implement in 2009

• First and foremost due to the condition of the economy, I will institute a salary freeze for
all departments and professionals, and I will set up a committee to study and revaluate the
compensation structure of our employees, and make recommendations for changes.
• We need to move away from the traditional form of municipal pay and benefits and take
a more progressive approach, in such areas as merit pay and employee benefit
contributions.

• I will ask the council to eliminate the Jerry Frank ordinance, well intentioned in its
conception years ago, but too costly today. It should be replaced with traditional
disability insurance.

• With the advice of the police chief and the police commissioner and committee, we will
look at a restructuring of the police department, to be more efficient and to reduce costs.

We will actively look for additional shared service opportunities. We currently share the positions
of
• chief financial officer
• building inspector
• tax assessor
• We are also members of the Riverside Co-op...a shared service organization
• plus we share a library

All these options save our taxpayers a tremendous amount of money.

We will look into the feasibility of other shared services such as leaf and recycling efforts, inter
police department services, and cooperative buying agreements with other towns. We are also
exploring reduced purchasing costs with our schools for a variety of items.

We continue to maintain our unique, free senior citizen transportation program, as well as our
town-sponsored contribution to a wonderful club. We truly value our senior citizens.

• Through automation and the coordinated efforts of our construction official, we have
improved the efficiency of that department and by adding a part-time assistant to the
building department, and replacing the retired control person; we will become even more
efficient.

• I will ask the planning board, to finalize plans, for the revitalization of the boutique
business zone to provide a southern gateway to Englewood Cliffs that we all will be
proud of.

• To fill the vacancy left by Neil Vill I asked Vince Gioffre to come out of retirement and
serve as our Acting Director of Recreation

To answer the Council on Affordable Housing or (COAH) challenge, the following actions have
begun:
• The COAH committee reviewed the suggestions of the municipal planner regarding the
various options for Englewood Cliffs.
• The planner submitted a Housing Element and Fair Share Plan to the Planning Board based
on the feedback of the committee.
• The Planning Board will hold a hearing on this matter to approve the plan

• The Council then endorses the plan that was adopted by Planning Board and submits it to
COAH.

I can assure you that this mayor and council will fight tirelessly to prevent any plan that changes the
quality of life of any resident of Englewood Cliffs.

We have numerous volunteer groups such as the Fire Department, Ambulance Corps, Planning
Board, Board of Adjustment, Board of Health, Shade Tree Commission, Environmental
Commission, and Police Surgeons, all of whom have the good of the town at heart and provide
tremendous free service to our community and greatly contribute to our ability to maintain the 2nd
lowest tax rate in the county.

As always we will proceed with our initiatives with our citizens always at the forefront of our
thoughts. We will continue to scrutinize our budget for all cost saving opportunities, secure
grants, and utilize shared services when possible.

We will do this and maintain the high quality of services that makes Englewood Cliffs the highly
desirable, safe community that you expect and enjoy.

I am relying on all council members to put politics aside, and work together in the serious
business of running our great town.

I have always promised to give 110% of myself and I am asking, NO I AM REQUIRING, no less
than that of this council for the challenges of the upcoming year. Politics and self-serving actions
will not be tolerated. Each of us on this council has taken an oath to be held at a higher standard
for the sole good of this town. Personal agendas are not part of the job description.

In closing I want to thank, Councilmen Ilan Plawker, Tom Manolio, Jerry Kasoff, and Patrick
Perin for their support and for their hard work, making Englewood Cliffs a great town for all of
us. The four of you have giving so much. And I truly appreciate all the help, and encouragement
you have extended to me as your mayor. Your families equally deserve our thanks, for sacrificing
their time with you.

And again I welcome our newest council members Eric Petrone and Robert Agresta

Also my thanks go out to my family, my wife Gina, my sons, Joey and Tommy, my mother in
law, Dena and my mom, Lucille, for their continued patience and understanding.

This is a new beginning. I will continue to maintain, my open door policy to all of you, I welcome
all discussions, comments or suggestions on how to make our community a better home for all of
us. I am constantly telling our municipal staff that we are a service oriented community, and as
your mayor, I am at your service.

I wish to thank you for your attendance tonight and wish you all a safe, healthy and happy New
Year.

WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs has
established their Caucus and Regular meeting dates for the year 2009. The Regular
Meetings will be held on the third Wednesday of each month, unless otherwise indicated by
resolution 09-01, at 8:00 PM at the Municipal Building, 10 Kahn Terrace, Englewood
Cliffs, New Jersey. Caucus meetings will be held at 6:30 PM. on the same nights as the
regular meetings at 482 Hudson Terrace, Englewood Cliffs, New Jersey. Action may be
taken at either meeting.

RESOLUTION 09-02

RESOLUTION AUTHORIZING THE AWARD OF A


CONTRACT FOR BOROUGH ATTORNEY

WHEREAS, it is necessary for the Borough of Englewood Cliffs to engage the


professional services of an Attorney for the year 2009 to serve as Borough Attorney; and

WHEREAS, funds will be available by way of budget appropriation to compensate said


attorney; and

WHEREAS, N.J.S.A. 40A:11-1 et seq. exempts professional services from certain


requirements of public bidding provided a notice of the appointment be printed in a newspaper of
general circulation within the municipality; and

WHEREAS, N.J.S.A. 19:44A-20.1 et seq., commonly known as the “State Pay to Play”
law, took effect on January 1st, 2006; and

WHEREAS, the Borough has fully complied with the “fair and open” process set forth
under N.J.S.A. 19:44A-20.1 et seq.; and

WHEREAS, The Mayor and Council has determined that Breslin and Breslin, P.A. will
be the most advantageous to the Borough, all relevant factors considered; and

WHEREAS, Mayor Parisi has nominated Breslin and Breslin, P.A. to serve as Borough
Attorney, for the year 2009; and

WHEREAS, the Borough has received or will receive a Business Registration Certificate
and Affirmative Action Compliance Statement (where applicable) from the Breslin & Breslin

Councilman Agresta asked the Mayor for a motion to question. Mayor Parisi recognized Councilman
Agresta. Councilman Agresta asked that the motion for the temporary budget be tabled to another
meeting. E. Carter Corriston gave legal advice stating that the temporary budget is just a percentage
of the previous year’s budget and does not have any effect on the upcoming budget. He also stated
that without a temporary budget, government could not function, bills cannot legally be paid without
a temporary budget.

Mayor Parisi announced that a motion to table the temporary budget was on the table, he then
asked for a second, the motion was seconded by Councilman Petrone.

TITLE: 2009 TEMPORARY BUDGET

WHEREAS, Section 40 A:4-19 of Revised Statutes of the local Budget Act provides
that, where any contracts, commitments or payments are to be made prior to the adoption of
the 2009 budget, temporary appropriations be made for the purposes and amounts required
in the manner and time therein provided; and

WHEREAS, the date of this resolution is within the first thirty days of January, 2009,
and

WHEREAS, said temporary appropriations are limited to 26.25% of the total


appropriations in the 2008 budget, exclusive of any appropriations made for debt service,
Public Assistance, and Capital Improvement Fund in the said 2008 budget,

RESOLUTION 09-13

RE: FIX RATE OF INTEREST FOR LATE PAYMENT OF TAXES

WHEREAS, in accordance with the provisions of N.J.S.A. 54:4-67 as amended, the governing body
of each municipality may, by resolution fix the rate of interest to be charged for non-payment of
taxes or assessments, on or before the date on which they would become delinquent; and

WHEREAS, N.J.S.A. 54:4-67 as amended provides that the governing body by Resolution, may
provide that no interest shall be charged if payment of any installment is made within 10 days after
the date upon which the same become payable;

NOW THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of
Englewood Cliffs do hereby fix the rate of 8% (eight percent) interest per annum up to $1500.00:
18% (eighteen percent) per annum thereafter to be charged for delinquent payment of any
installments not made within 10 days after the date upon which taxes become payable.

BE IT FURTHER RESOLVED, that any installment received after the expiration of the grace
period shall bear interest from the due date:

This resolution shall take effect immediately.

WHEREAS, it is in the best interest of the Borough of Englewood Cliffs and its various employees
to provide a continuity of payment in accordance with the schedules contained in the official salary
ordinance of the Borough of Englewood Cliffs; and

WHEREAS, in order to effectuate such purpose it is necessary to authorize the signing of payroll
checks for the payroll period immediately prior to the formal approval of a salary voucher for such
period;

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of


Englewood Cliffs that the authorized signatory be Joseph Iannaconi Jr., and he is hereby authorized
to sign payroll checks for borough Officers and employees in accordance with the salary schedules
contained within the official Borough salary ordinance for the pay period prior to formal approval of
the voucher authorizing payments by the Mayor and Council.

MAYOR PARISI ASKED THE COUNCIL MEMBERS IF THEY HAD ANY REMARKS
THEY WISHED TO MAKE.

Councilman Kasoff congratulated Eric and Robert, he remembers Eric as a superstar from Little
League, Happy Healthy Prosperous New Year.

Councilman Agresta thanked the Mayor, members of the council, Pat Drimones and Lynn Norton
for service to the community, his parents, family, general counsel Anthony Moddeferi, campaign
manager William Gann, and Judge Maurice Gallipoli. He reaffirmed the commitment he made
during his campaign. He resolved to put partisan politics aside, among council will have common
ground and differences. He has utmost respect for this council and will stand by its decisions.

Councilman Perin welcomed the new councilmen and wished them luck in their new endeavors.

Councilman Petrone thanked his family for their support, Robert's family, the public, the press, he
also thanked Pat Drimones and Lynn Norton he commends their commitment and service for all
these years. He thanked the Judge for his swearing in. He is firm in his principles; the drive to run
for office is the same drive he has to do what is right in his life. He will work with whoever has
the communities best interest in mind, republican, democrat or otherwise.
