THE COUNTRY IS HEADED for a pitfall as the Aquino government enters into an agreement that benefits no one but this administration and its so-called allythe United States. On August 16, the US and the Aquino administration formally started to negotiate a framework agreement that will pave the way for the increased rotational presence of American troops in the country. The arrangement would supposedly modernize the Philippine military and eventually establish a credible defense against aggressors. However, the Aquino administration is in a blind spot where a greater threat liesthe very presence of the US in our territory. The administration only perceives the supposed benefits of the proposed agreement, especially with the current aggression of China off the West Philippine Sea. The proposed agreement is said to allow the Philippines to develop a deterrence capability against Chinas military supremacy. Blinded by this purported gain, the Aquino administration itself brushes away questions

the entry of foreign military bases, troops, or facilities in the country except under a treaty duly concurred in by the Senate and, when the Congress so requires, ratified by a majority of the votes cast by the people in a national referendum held for that purpose, and recognized as a treaty by the other contracting State. We have long been assured of an ally in the US under the MDT. As far as Washington is concerned, however, the existing treaty, and even the new framework agreementa mere extension of which does not extend to the territorial disputes between the Philippines and China. Another benefit promised under the agreement is the use of pre-stationed US military weapons and equipment for local purposes, or the counterinsurgency efforts of the government. This has been hinted by the Department of National Defense as early as the first round of negotiations. These counterinsurgency operations could extend to suppressing dissidents who oppose and criticize those in

power as manifested by the cases of political detention and killings that marked the nineyear regime of Gloria Arroyo. The mere stationing of weapons of mass destruction in the country--which include unmanned spy planes--already poses a dangerous threat to the lives of Filipinos. The use of drones in the Middle East, for instance, has killed thousands, largely civilians. The Aquino administration, however, assures the public that nuclear weapons will not be allowed under the agreement, yet proper inspection by Philippine military remains a question. The new framework agreement is but a calculated move that will advance Americas political and economic interests. Along the way, the Philippines is only dragged in a dangerous direction where the countrys sovereignty and the rights of its people are run over. The Philippines must now stir away from Americas control and take its own path to protecting its people and borders, even from the US.

Masasakop din ng QC-CBD ang higit sa 217 ektarya ng lupa na kinatatayuan ng mga pampublikong institusyon at mga ahensya ng gobyerno, katulad ng Philippine Childrens Hospital at Veterans Memorial Medical Center. Maaaring isapribado ang mga institusyong ito, na magpapahirap sa mga pamilyang umaasa sa mga serbisyong binibigay ng nasabing mga ospital, ani Tori Fortuno, pambansang ingat-yaman ng Kadamay. mga tindahan, mga condominiums, mga call center, at mga opisina ng mga kumpanyang mangunguna umano sa industriya ng Information Technology. Dahil malapit sa iba pang malalaking negosyo, mga broadcasting network, at pangunahing mga lansangan sa lungsod, malaki ang potensyal ng QC CBD. Ang strategic location na ito ng QC-CBD mismo ang dahilan kung bakit dito lumilipat ang mga taga-probinsyang tulad nina Mildred at Joantoni. Dalawang taon na nang magpasyang manirahan ang magasawa sa North Triangle. Lumipat sila mula Cebu nang makahanap si Joantoni ng trabaho sa bilang isang contractual construction worker. Hindi naman aniya malaki ang hinihiling nila dahil papayag naman silang lumipat kung ang lilipatan ay makapagbibigay ng kanilang batayang pangangailangan, ani Aling Meriam. Ayon kay Aling Meriam, walang mapagkukunan ng malinis na tubig at walang kuryente ang mga relocation sites na alok sa kanila. Sa pamasahe pa lamang na gagastusin sa pag-commute arawaraw mula sa relocation site sa Montalban papuntang Quezon City, mauubos na ang ang kinikita nilang mas mababa pa sa daily minimum wage na P456. round of STFAP submissions, the OSSS opted to extend the deadline of the third batch, from the initial deadline of May 30 to July 3. Dacanay also cited the large number of applications to have contributed in the delay. STFAP applications across the UP System are centrally encoded and processed in the UP Computer Center in Diliman. Encoding the application forms alone takes the Computer Center up to four months, according to OSSS. During the enrolment, students were temporarily assigned to Bracket B to pay P1,000 per unit pending the release of their final bracket assignment. To pay for their tuition, a number of them had to apply for tuition loans at 6 percent interest. Makikita na talagang may systemic na problema yung STFAP, marami siyang inefficiencies. Still no STFAP results for 1,900 applicants

Jul Mar Esteban The third batch of results for the universitys Socialized Tuition and Financial Assistance Program (STFAP) has already been released, but the names of more than 1,900 applicants in UP Diliman are still not in the list. The Office of Scholarships and Student Services (OSSS) released the results of the third batch of STFAP applications across the UP System on August 7, three months after the initial deadline. In UP Diliman, roughly 2,000 students applied in the third batch of STFAP processing including those who applied beyond the May 30 deadline, said OSSS Officer-incharge Aristeo Dacanay. However, only 59 applicants were assigned their brackets as of August 7. The remaining results has yet to be verified and approved for release, said Dacanay. The results are expected to be posted anytime next week, he added. The release of the third batch results was delayed after the OSSS accepted late submissions, said Dacanay. UP groups strengthen call to free detained UPD film student

Inah Anunciacion More than three years has passed since UP Diliman (UPD) film student Maricon Montajes was arrested and detained by military agents while she was researching for her thesis at a farming community in Batangas. Until now, Maricons fight for justice continues while friends and supporters demand for her immediate release. On August 14, the court postponed what could have been the most recent hearing on the case, after the Supreme Court cancelled all trial hearings in Batangas from August 12 to 16, said Atty. Mario Panganiban, Maricons lawyer. The prosecution was supposed to present a second witness against Maricon and two other coaccused, farmer Romiel Caete and Anakbayan member Ronilo Baes. The three face charges of violation of the firearm ban, violation of the omnibus election code, and illegal possession of explosives, firearms, and ammunition. On June 3, 2010, in Mabayabas, Taysan, Batangas, armed men opened fire at the house where the three were staying, according to Maricons statement. The UP student sustained a head injury in the encounter. The agents arrested Maricon, Baes and Caete, and then turned them over to the 743rd Combat Squadron of the Philippine Air Force (PAF) Brgy. Pag-Asa, Taysan. For five days, the military subjected the group to interrogation and mental torture, said Maricon. The PAF accused the group of being members of the New Peoples Army (NPA) but eventually charged them with criminal offenses instead of rebellion, a bailable offense, said UP Student Regent (SR) Krista Melgarejo. Since the start of the hearing process in July 2010, some hearings were delayed because members of the defense were absent, said former SR Ma. Kristina Conti, who helped form Task Force (TF) frEEDOM, an alliance of organizations campaigning for Maricons immediate release. TF frEEDOM was coined after Maricons nickname, Eedom. Members of the task force include the Office of the Student Regent, Student Alliance for the Advancement of Democratic Rights in UP, UPDbased film organization UP SILIP, the UP College of Mass Communication Student Council, and Concerned Artists of the Philippines. TF frEEDOM spearheads Project Freedom through jail visits, exhibits, film showings, and fora as part of their campaign for the immediate release of Maricon and other political prisoners. In a text message to the Collegian, UP Diliman Chancellor Caesar Saloma said the university administration is willing to provide [Maricon] with due assistance so she gets a fair trial. Suspect still no show in Lordei hearing

Jul Mar Esteban The primary suspect in the assault on UP Diliman Political Science student Lordei Camille Anjuli Hina again failed to appear in the third hearing of the case on August 13, delaying the trial for another two months. The hearing, which was originally set for May 23, was first moved to August 13 after the judge was asked to attend an official function. The absence of suspect Dan Mar Vicencio then prompted another postponement in the hearing of the case to October 8. Vincencio was arrested on February 1 last year after robbing and attacking Hina with an icepick at the University Student Council office in Vinzons Hall. Hina sustained multiple stab wounds in the head and had to spend four months in the hospital. Vicencio was allowed to post a P16,000 bail after spending four months in jail. The suspect was only charged for the bailable offenses of robbery and serious physical injury despite a motion from Hinas family to upgrade the case to robbery with frustrated homicide. The court has given Vicencio another chance to appear in court on the rescheduled date, said prosecution lawyer, Atty. Eric Mesoga. Should the suspect fail to appear in the next hearing, the prosecution will move for his arrest and a trial in absentia, said Mesoga. An accused may be tried in absentia, where the hearing can proceed even in the absence of the accused, if he or she fails to appear at the trial without justification, according to Rule 114 of the Revised Rules of Criminal Procedure. In Vicencios case, however, the court deemed him not duly notified of the date of the hearing. The minutes of the May 23 proceeding, where the hearing was reset to August 13, was only signed by Vincencios father, said Mesoga. The US government proposed to put up military bases in the country last month. The US military also sought permission to utilize the old Davao airport as landing stations for its drones or spy planes, said Davao City Mayor Rodrigo Duterte. The new framework agreement, however, would not allow the establishment of foreign military bases in the country, according to DFA. Vessels armed with nuclear weapons will also be prohibited, said Sorreta. But with the kind of technology the Americans have, do you think we will be able to tell which of their ships have nuclear weapons? Almost all US military submarines are designed for that! said Nemenzo. The government must oppose the deceptive tactics of US, said Kabataan Party-list Representative Terry Ridon. Groups slam increased US military presence

Arra Francia Progressive groups called on the Aquino and the Obama administrations to respect Philippine sovereignty as they enter into negotiations that will allow for an increased rotational presence of American troops in the country. The first of four rounds of the negotiations started on August 14. However, an agreement may have already been made secretly, said Dr. Francisco Nemenzo, Jr., professor emeritus at the UP College of Social Sciences and Philosophy. In a privilege speech, Akbayan Representative Walden Bello revealed that talks between the US and Philippines have been going on as early as 2011. Section 25, Article XVIII of the Constitution prohibits the establishment of foreign military bases and the mere presence of troops in the country, unless under a treaty duly ratified by the Senate. The Department of Foreign Affairs(DFA), however, explained that the talks will only yield an executive agreement and, thus, will not need to pass muster in the Senate. The framework agreement would establish minimum credible defense for the country as tensions rise in the West Philippine Sea, said DFA Assistant Secretary Carlos Sorreta, who represents the Philippine government in the negotiations. WHEN JON* FIRST RAN FOR his post as a youth representative, he remembered being so full of passion for governance. He believed that young Filipinos should be involved in running the country they will inherit, and that the best way to mold the youth was through the Sangguniang Kabataan (SK). Soon, he learned that being young comes with huge challenges. His day begins with a barangay council meeting and ends with piles of rejected projects, like youth training camps and seminars. To the council, building sheds and lampposts were more favorable. Jons smile vanishes as he recounted his experiences as SK Chair. And along with his seven SK councilors, he got more and more acquainted with the real world of politics as days went on. Preparing the mold Ideals and vigor have always characterized the youth. With 62.9 million or about two-thirds of the population aged 15 to 35, young Filipinos are expected to become key players in politics and nation-building. To prepare them for governance, the United Nations Convention on the Rights of the Child mandates member-countries to legislate the youths involvement in politics. In response, former president Ferdinand Marcos established the Kabataang Barangay (KB). However, the KB failed to encourage youth involvement and instead consistently opposed militant youth activities. After the regimes downfall, the late President Cory Aquino replaced KB with the Presidential Council for Youth Affairs (PCYA), which would also be scrapped by Congress in favor of an organization to be elected by the youth. That organization would be the SK, established through Republic Act 7160 in 1991. For 22 years, the SK would serve as the Filipino youths own legislature, and as Kabataan Party-List (KPL) representative Atty. Terry Ridon shares, a training ground for youth and youth leaders, whose aggressiveness, creativity and energy are vital factors that help shape the nation. The SK would also form provincial and national SK federations and become a general youth movement supported by the government. Adult intervention As a youth-run body, the SK is supervised by the Department of Interior and Local Government and the Sangguniang Barangay (SB). barangays especially those in the cities. This year, P60.5 billion or three percent of the P2 trillion national budget goes to barangays. According to the SK constitution, the spending should be as follows: 40 percent on environmental, capability building and livelihood projects, including anti-substance abuse campaigns; 2 percent on federations, and 58 percent on education, health services for adolescents, community immersion, sports development activities and other activities vital to the development of the youth. Because the release of SK funds is subject to the SBs full approval, SK officials are pressured to be in good terms with the members of the SB for certain projects to be approved, says Maryse*, another SK chairperson. This allows the SB to impose their will on the SK, especially for infrastructure projects which require contract signing. KPL led by Atty. Ridon and San Juan representative JV Ejercito have since filed a bill to adjust the eligibility age for SK candidates from 15 to 17 years old, to 18 to 24 years of age. This will promote a degree of autonomy for the SK, as it will permit officials to enter into contracts previously limited to adults. It will prevent SB meddling into SK affairs, said Rafael Montes Jr. of the Center for Local and Regional Governance, a local and regional resource institute. Tainted by corruption You need to think of projects that lean towards sports or are for everyone, [not just the] youth. If you want approval, do what the (barangay) councilors want, Jon shares. That the barangay officials used up funds intended for the youth for projects like waiting sheds frustrated him greatly. His idealism would also soon be tainted, he explains, as he reveals a secret: Every implemented project provides his team a standard operating procedure (SOP) or kickback a monetary reward from the barangay and the contractors. A kickback is the most prevalent form of corruption in the government, according to the Philippine Journal of Investigative Journalism (PCIJ). And in the SK, projects focused on youth education such as seminars and training programs are rarely approved by the SB since these do not guarantee the coveted kickback.

A PCIJ report revealed that SK kickbacks comprise 10 to 20 percent of their budget and from these, around P290 million to P580 million is lost due to corruption. Like Jon, Maryse shares getting kickback. I received P2,000 per project while the councilors got P300 each, she says. The kickback comes on top of the P6,000 monthly honoraria, as well as partial or full scholarships, including uniform, food, and transportation allowance, if the barangay can afford it. An additional monthly honorarium is also given to officers of the federations: the provincial federation president gets P40,000, while national president earns P80,000 to P85,000. Smoothing the edges As allegations of corruption continue to hound the SK, several parties have called for its abolition, including Commission on Elections (Comelec) and House Speaker Feliciano Belmonte Jr. Comelec Chair Sixto Brillantes points to the lack of strong policies against political dynasties whose members now dominate the SK. Meanwhile, Comelec Commissioner Lucenito Tagle explains that aside from becoming training schools for traditional politicians, maintaining the SK is a costly venture; preparations alone for the incoming October 2013 elections reached P3.4 billion. Montes, on the other hand, argued that the promotion of an antidynastic clause is undemocratic as it prohibits those related to an official to run, even when they have genuine intent to serve. For his part Atty. Ridon explains that the SK is not the only corruption-tainted government

body: Why single out the SK? Why not abolish the SB and every other [corrupt] government institution for that matter? KPL has since proposed amendments through House Bill 1963 that aimed to provide the SK fiscal and institutional autonomy. As a nationwide youth organization supported by public resource, SK would have been an ideal venue for shaping the countrys young leaders. Drawing on their historied dynamism, it can still be a viable platform for sparking change and development.

Examining the public transport system in Metro Manila

A FAMILIAR WHIRR REACHES my ears and the crowd around me approaches the tracks in anticipation. The train halts and opens its doors, and passengers anxiously get inside. I shove and get shoved despite hearing voices crying out their need to leave the train. Their voices were drowned, and claustrophobic bodies drenched in sweat tried to settle into a more comfortable position. I manage to squeeze myself in. This is everyday life, as many Metro Manila residents know it. I am inside the MRT. I remembered the time my brother told me about commuting in Singapore. Everything was organized: the public transport operation was island-wide, inexpensive and efficient. It was accessible to people from both working and middle classes. The same set of fare cards used in the train, taxis and buses in routes and stops coordinated with each other. Struggling to keep myself in place, I wondered why our government cant provide us with the public transport system we deserve to have. Roadblock Every day, Noel Capistrano, a construction worker, travels from Cubao to Espana, using up a sizeable chunk of his daily wage for his jeepney and LRT fares. Minsan, nilalakad ko na lang sa halip na mag-jeep. Para may pambaon na din mga anak ko. Tapos LRT na lang kahit masikip sa dami ng kasabay na pasahero; mahirap din kasi mag-bus, kapag nasiraan, malelate ka pa sa trabaho, he shrugged. But fare hikes are looming. DOTCs plans for a P25 increase in MRT/LRT fare were first slated in January 2011, to lessen government subsidy on transportation, and was raised during this years State of the Nation Address. Whether ordinary commuters could afford it is the question, since a Mega Manila Public Transport Study conducted by the Japan Bank for International Cooperation (JBIC), disclosed that 68.1 percent of LRT/ MRT users during weekdays earn below P 10,000 per month and a significant 15.3 percent earn nothing at all, mostly consisting of students, senior citizens and the unemployed. The MRT and the LRT has the sufficient income to maintain, improve and expand operations. The real cost of a single ride ticket, which already covers the maintenance and operation, is only P9.50. Collections exceeding this amount go directly to payment of debts incurred by the train lines. This is an unjust burden to commuters, militant group Bagong Alyansang Makabayan (BAYAN) secretary general Renato Reyes Jr. further explains. The metro bus system has its own share of flaws. For instance, Kat, who goes to Makati everyday from Sandigan, Quezon City, leaves at 6:30 in the morning to arrive at her workplace by 9, which means she spends about five hours on the road each day. I think of the impending fare hikes, the inefficient policies, and the administration that appears to be biased towards the privileged. And I shake my head. We still have a long way to go.

Kongkretong manipestasyon ang mga hashtag o slogan sa buhay na paniniwala sa isang layunin ng mga taong gumagamit nito. Kung tutuusin, hindi naiiba sa #gilaspilipinas hashtags ang mga placard, slogan, o chants tulad ng ang tao, ang bayan, ngayon ay lumalaban! na maririnig sa mga mobilisasyon. Subalit hindi tulad ng mga sabay sa usong #PUSO, tumatagos ang mga makabayang panawagang ito sa hanggahan ng panahon, at hindi nakakahon sa iilang aktibidad na lilipas din balang araw. Gayunman, nagbibigay lakas ang mga hashtags sa kakayahan ng mga Pinoy na matipon at mapakilos para sa isang pinaniniwalaang hangarin. Ngunit, gaano man kalakas ang potensyal ng penomena ng pagsuporta sa Gilas, tumatahak ang ganitong nasyonalismo sa mabuway na landas. Sa lawak ng suportang nakuha ng Team Gilas, pinatunayang matagumpay itong naibenta bilang isang brand ng balatkayong uri ng nasyonalismong nasa anyo ng magiliw na pagsuporta. Bagaman nag-aanyong mapagpalaya, nakakahon ang ganitong uri ng pagkamakabayan sa loob lamang ng parisukat na palaruan. Hindi nalalayo ang ganitong pagtangi sa talamak na paggamit ng nasyonalismo sa merkado, tulad ng makabayan shirts na may imahen ni Rizal o ng three stars and a sun merchandise. Nariyan din ang pagsubaybay sa mga laban ni Pacquiao at ngayon, ang pagbili ng mga Gilas jerseys. Nabibihag ang tunay na esensya ng nasyonalismong mahusay na minanipula para pagkakitaan. Gaano man kalakas ang ating mga sigaw at hiyaw, tila nataningan na ang nasyonalismong nakasalig lamang sa pagsuporta sa pambansang koponan dahil nananatili tayong tagamasid at pasibo hindi lamang sa larangan ng spectator sports, kundi sa mas malawak na kontekstong pambansa: sa pulitikal, ekonomikal ,maski sa usaping kultural. Laban Pilipinas! Para sa isang bansang kinakapos sa isang matibay at malakas na programa sa sports, nagsisilbing engrandeng spektakulo sa mga internasyonal na kompetisyon ang mga pagkapanalo ng iilang Pilipinong atleta. Dahil lugmok sa kahirapan at marami pang kakulangan, hindi nakapagtatakang hindi nabibigyang-pansin ng gobyerno ang larangan ng sports. Dala ng ganitong kalagayan ang mahinang performance natin sa mga paligsahan tulad ng Asian, SEA at Olympic games. Kahit ang national teams natin ay umaasa sa tulong ng mga pribadong sektor, na kadalasan silang inilalako gamit ang mga temang makabayan na maaaring mapagkakitaan. Gayunman, simbolikong naipapakita ang posibilidad na mangibabaw sa mga mauunlad na bansa sa bawat panalo natin sa mga kompetisyon. Sa paparating na 2014 FIBA World Cup, mananariwa ang kolonyal nating nakaraan at susubukin ang pagkakaisa natin bilang isang bansa sa posibleng pagharap ng Pilipinas at ng Espanya. Ngunit sa positibong aspeto, nakahig ng penomenang ito ang ibabaw ng matabang lupa ng nasyonalismo. Hindi maikakaila na buhay pa ang kakayahang mapagkaisa ang isipan, saloobin at damdamin ng bawat Pilipino sa iisang panawagan isang rekisito upang makabuo at makapagsulong ng isang matalas na uri ng nasyonalismong hindi nakakahon sa anumang kompetisyon. Isang nasyonalismong may tunay na malasakit sa karangalan ng bayan at nakatuon sa sama-samang paglutas sa pundamental na suliranin ng lipunang Pilipino. Isang nasyonalismong hindi lamang libangan o sumusunod sa uso, kundi may tunay na pusong mahanap ang naligaw na kamalayang Pilipino.

Pinagpasintabi muna ang lokal na kompetisyon upang magsilbing kinatawan ng bansa ang team Gilas sa pandaigdigang palakasan. Sinamantala din ng mga higanteng media ang pagkakataong i-promote ang Gilas. Ilan sa mga tampok na slogan sa mga patalastas ng koponan ang Libu-libong pulo, iisa ang isinisigaw at ibat iba man, isang koponan, nakakamit magkaisa, para sa inang bayan, iisang dugo, iisang lahi, iisang mithi. Malinaw na may direktang papel ang mainstream media sa pagpapalaganap ng nasyonalismong nakasalig sa mga kompetisyong internasyonal. Nakuha ng Gilas ang puso ng mamamayan sa sandaling yakagin nila ang mga Pilipino na sama-samang ipagtanggol ang dangal ng bayan, na para bang sa larangan ng pandaigdigang paligsahan lamang nakasalalay ang kasarinlan ng Pilipinas. Nakukupot sa pagkapanalo o pag-ani ng pagkilala sa mga internasyonal na kaganapan ang pinakatatanging karangalan ng bayan. Inililigaw ng ganitong uri ng pagpapahalaga ang kamalayan ng mga Pilipino na nakararanas ng higit pang malalalim na paglapastangan sa kanilang bayanpagpasok ng mga dayuhang militar, pagbukas ng ekonomiya sa malalaking korporasyong pandayuhan, at pagwasak sa soberanya ng ating bansa. Simple lamang ang saligang kaisipan ng nasyonalismong nalikha ng penomenong ito: na nakaugnay ang posibilidad ng pagiging makabayan sa pagtalo ng Pilipinas sa mga banyagang koponan sa mga internasyonal na paligsahan. Nakikintal gayon sa ating isipan na ang mga dayuhan lamang ang kalaban gayong hindi lang naman mga taga-labas ang tunay na kalaban. Puso! Tuwing umuulan
Ann ALAS TRES PA LANG NG UMAGA nang magising ako sa lakas ng kalabog sa bubong ng kwarto. Marahan kong binuksan ang bintana. Tumambad sa akin ang tila isang malaking telang itim na bumabalot sa kapaligiran. Kinilabutan ako sa malamig at malakas na hangin na humampas sa aking mukha. Nagpatuloy ang mga kalabog. Bog, bog, bog, bog.... Madalas sa tuwing umuulan nakakatulog agad ako paghiga sa kama. Ngunit ngayon hinayaan kong lamunin ako ng tunog ng pagbagsak ng ulan. Tila tunog ng pagkabagabag tulad ng musika sa tambol ng mga batang Badjao na sumampa sa sinasakyan kong dyip pa-Trinoma, ang malalaking patak ng ulan sa bubong. Malakas na bulyaw ng drayber ang gumising sa akin mula sa pagkakaidlip. Baba! Baba! Nagising ako sa taranta at hinawakan nang mahigpit ang aking bag sa pag-aakalang may magnanakaw. Kaya nga nasanay na akong sa likod ng drayber umuupo dahil sa rutang ito kadalasan umaakyat ang mga magnanakaw. Hindi nagpatinag ang dalawang bata sa sigaw ng drayber. Namigay sila ng puting sobre sa mga pasahero. Inayos ng batang babae ang animoy sash na nakapatong sa kanyang kanang balikatat namantsahang puting t-shirt, saka pumwesto sa gitna ng sasakyan. Kasabay ng paghampas ng batang lalaki sa tambol na gawa sa pinagdikit na PVC pipes at lata ng Nido, itinaas naman ng batang babae ang kanyang braso na parang lumilipad na agila. Sumabay sa ritmo ng tambol ang pagwasiwas ng baywang at kamay ng batang babae, kung saan akma sa tiyempo ang bawat pitik ng daliri niya. Ngunit tila awit ng isang malungkot na himig ng batang lalaki ang bawat kumpas na hindi ko mawatasan, wikang hindi ko maunawaan. Pinulot ko ang puting sobreng nahulog sa sahig mula sa katabi kong ale na nagtutulog-tulugan.Magandang araw po! Kami po ay mga Badjao galing Mindanao. Humihingi ng tolong at pera para pambile ng pagkain. Salamat po!ang nakasulat sa gusot at maduming sobre. Inabot ko ang natitirang barya sa bulsa at ang dalawang pakete ng biskwit para ilagay sa sobre. Pinagmasdan ko ang mga kasamang pasahero maraming natutulog, may kunwariy di napansin ang sobre, at may mga nagsauli ng sobre na walang laman. Agaw-pansin naman ang magkakaibigang nagtutuksuhan sa pagbibigay ng barya dahil mukha umano silang mga Badjao sa buhok nilang may highlights. Nang ibinalik ko na ang sobre sa bata, nakita ng drayber na may inilagay ako sa loob, sabay sabing, Kaya namimihasa ang mga yan, e!

Sumabay sa ritmo ng tambol ang pagwasiwas ng baywang at kamay ng batang babae, kung saan akma sa tiyempo ang bawat pitik ng daliri niya.

Kinatatakutan pala nila ang mga unipormadong lalaki na may hawak na baril. Gayunman, nang tanungin ko sila kung anong gusto nilang maging paglaki, iisa ang naging sagot nilamayor o pulis. Natuwa siguro sila sa akin kaya muli nila akong hinandugan ng isang palabas. Natutunan pa raw nila ito sa kanilang pamilya na ginagamit sa pagpapalaot at sa pag-asam ng magandang araw. Kaya sa tuwing naririnig ko ang patak ng ulan sa bubungan, ang tunog ng tambol ng batang Badjao ang tuwinay aking napakikinggan.

RAINY DAYS NEVER FAIL TO incite the feeling of solitude, usually compensated by the warm safety of the blanket. The week-long downpour freezes deadlines for school requirements as social media spins in a whirlpool of happenings. Some acquaintances flood social networking sites with demands of class suspension. Knowing most of them, I deem their demand of class suspension to be plainly for their own benefit, guised as concern for flood victims. I check out the window to measure the possibility of suspension. The raindrops are atrociously huge. Last year when raindrops were as huge as this was the first time I bathed in the rain. I was not usually this reckless, but when you phoned me for help, I never had a second thought. Your tiny hand held mine as we rushed under the curtain of raindrops to rescue your lost dogwhich we never found. You were in my arms the whole night, solid and warm, wetting my blanket with your tears. I closed my eyes at the sound of your weeping rhythmically accompanying the sound of the endless rain and the blaring news of peoples deaths. Now sipping the last drops of my brewed coffee, I avert thoughts of your eternities long gone. I make a playlist for the rain as the barely finished War and Peace begs to be read. I slightly opened the window to check the temperature outside. The air is cleansed of its impurities, yet the country is still mudded with different versions of Napoles, and an inefficient government clinging on temporary solutions. The television flashes images of a wrecked city with skeletons of ruined homes and mourning families. These biting images of tragedy remain boxed inside the television setbecoming more like spectaclesas I sit guiltily inside the comforts of my room, doing nothing but philosophize on solitude. *apologies to Willie Nelson
