CITIES, CULTURE AND FUTURE International Seminar September 2 to 5, 2013
Today culture is found in the core of urban strategies both for its essential intent to promote human rights, model the society of knowledge and improve the quality of life of all peoples and for its contribution to creating jobs, recreating the city and social inclusion. Culture is also one of the big subjects of the current globalization. Intercultural dialogue and the promotion of cultural diversity are some of the biggest challenges of mankind. That is how international cooperation and development programs are more and more focused on heritage, arts and creative industries. Agenda 21 for culture is the first document with its focus on the world, which bets on setting the foundations for commitment with cultural development from the cities and local governments. Agenda 21 for culture was adopted by the 4th Forum of Local Authorities gathered in Barcelona on May 8, 2004 within the framework of the Universal Forum of Cultures, as a guiding document for our public cultural policies and as a contribution to the cultural development of humanity. United Cities and Local Governments (UCLG), the top world association of local governments, has adopted Agenda 21 for culture as a reference document for its culture programs and taken on a coordination role for the process to take place after its adoption. UCLG has set up its Committee on Culture as a meeting point for the cities and local governments that place culture as the pivot of their development processes. The City of Buenos Aires had an active role in the creation of Agenda 21 for culture and UCLG. Since 2012 Buenos Aires has jointly chaired UCLGs Committee on Culture together with Lille, Montreal and Mexico City, Federal District. Starting from the axis that takes culture as the fourth pillar of development, taking into account the current contents of Agenda 21 for culture, and considering the challenges for development laid out by the global community (the UN post-2015 Development Agenda, Sustainable Development Goals and Habitat III in 2016), this seminar intends to deal with the following subjects: 1. Bases for local, regional and international cultural development. 2. Cultural development, innovation and sustainability. 3. Territory, identity and social inclusion. 4. Local governance, a key to sustainable development. 5. Creation, creativity and local cultural production. This Seminar works on the following bases: (a) three open sessions; (b) 5 concept-based tables that include conferences and the presentation of (good-practice) cases, also open to public.
