Divine intervention
TACLOBAN CITY-God gave us a new day to live. Thus said Archbishop John Du, archbishop of Palo, in his homily during a Thanksgiving Mass commemorating the anniversary of the 7.6 magnitude earthquake that hit the region exactly a year ago yesterday.
Du led the Thanksgiving Mass at the Santo Nio Church assisted by the parish priests of the Santo Nio Parish which teemed with faithful who earlier joined a procession around the citys streets. Police estimates the crowd at more than 10,000, one of the biggest crowds joining a Church-related activity in the city. Among The archbishop said that the 7.6 magnitude tremor that hit Eastern Visayas on the night of August 31, 2012 was a terrible earthquake that could have caused unimaginable consequences if not Gods intervention. to page 6

Mayor Romualdez committed to help city police oce, his information ocer says
TACLOBAN CITY The administration of Mayor Alfred Romualdez has been giving and will continue to give support to the City Police Office much more than what the national headquarters of the Philippine National Police is giving them. City information officer Bernardita Bering Valenzuela emphasized this during the Kapihan Ha Balyuan, a weekly press conference of the city government. The city government under Mayor Romualdez has provided the police with motorcycles, patrol cars, guns and ammunitions, hotlines, handheld radios, SWAT Team equipment, water system, including the police building, fuel support in order to help them deliver what is expected of them in curbing crimes in the city, Valenzuela said. Valenzuela asked the police leadership here to ask their national headquarters to give them more support to augment the resources it is getting from the local government. According Senior Inspector Ma. Bella Rentuaya, information officer of the City Police Office, among the police stations in the region, the Tacloban Police Office is so blessed that Mayor Romualdez is supportive of them. Rentuaya appealed to the public to report any crime incident to the nearest police station around the city so that the police can take the necessary action. This way, the police can plot incident occurrences that will be their basis in addressing these concerns, she added. Rentuaya admitted that with a big area under their jurisdiction with more than 200,000 population, they could not right away response to any crime occurrence considering that they are undermanned. The Tacloban City Police Office has only 292 policemen and women, ten percent of them are deploy in office works. Rentuaya said if the ideal ratio of one police officer per 1,000 population, Tacloban should have about 600 police strength. But their lack of personnel is compensated with the assistance being extended by the city government under Mayor Romualdez, she said.

Jerome Romea, president and chief executive officer of US-based healthcare consulting and billing company Saint Joseph Medical Managers, said Filipino medical graduates need not go overseas to land good-paying jobs. I think the growing industry of healthcare outsourcing in the Philippines is helping our Filipino nursing graduates, said Romea, a Filipino based in the US. Romea also addressed the possibility of running out of Filipino healthcare information workers with the decreasing number of students getting a nursing degree today. He said he is positive that the locales will fill the demand when they see that the HIM industry is really thriving. Romea also pointed out that medical graduates are not aware of the opportunities waiting for them in the HIM industy. He hopes that the government and the academe will educate medical students about the opportunities waiting for them after they graduate. (SUNNEX)

Encinas, however, said that while there is a clamor for the possible rechanneling of the pork barrel funds to the local government units, their group has yet to come up with a formal manifesto. But chances are, well come out with a formal statement regarding this issue, he said. The councilors league in Eastern Samar is composed of 232 members

The call to abolish the pork barrel, officially known as the Priority Development Assistance Development (PDAF), of congressmen and senators came about amid allegation of fraud committed by Janet Lim Napoles. Napoles was accused to be the brains behind the P10 billion pork barrel scam. f there is one place in this world where Christmas is celebrated beginning September and ending ofcially on Valentines Day the following year, its only in the Philippines. Early shoppers have begun trooping to department stores. Some have started designing their houses with their own Christmas themes. Christmas items in stores have begun to attract early buyers even if Christmas is still months away. But who cares, the spirit of Christmas reigns in the hearts of fun-loving, hard-working and resilient Filipinos. As September starts, little bits of Christmas begin to pop up and with those Christmas items. Was this really a big deal? Was it such a big deal that we have to open up the discussion
about Christmas arriving too early? Here is the thing. Christmas is by far the biggest holiday of the year. It is this massive holiday that ends each year and it is the favorite holiday of many. Everyone loves Christmas, or most do, so why not get started on it in September? Plenty of people start putting up Christmas decorations the day after August 31. Sure, some people may disagree but it is their choice. Christmas comes but once a year, and while it dominates four months out of the calendar, it is a holiday of such magnitude, this is expected. So, sit back, listen to Christmas carols, watch the Christmas lights and enjoy these next four months for Christmas season!

Hard hit of PDAF (Priority Development Assistance Fund) abolition may seem are lawmakers who marvel what will happen within the three years without the million pesos lump sum. For conscientious lawmakers the abolition of PDAF means nothing. For them it is good riddance for the temptation to corruption is nil. For the unscrupulous will be sleepless nights pondering how to recover the million pesos spent buying votes. Night and day will pass thinking how the inclusion to the General Appropriations Act will not diminish their share from the contractors whom they have chosen to win the rigged bidding. At least 20% of the contract price of a project has to flow to their campaign chest. Will it be the same? The ingenuity of the Filipino people to concoct a formula for corruption ala-Napoles modus operandi (method of operation) is difficult to guess. Will the unscrupulous lawmakers still trust the contractors will not whistles. Albeit some contractors of government projects have been complaining of the bad practice they cannot come out into the open for fear to loss the chance of earning even a small percentage of the project cost. Fear of railroading in the bids and awards committee upon instructions of the lawmaker. Janet Lim-Napoles surrender may reveal how the scheme was perpetrated. Her cohorts to reveal should be the true accomplices, not mere scapegoats for her to become a state witness. To convict her may mean President Benigno Aquino III is really up to accomplish the daan matuwid, in English,
straight path. However, if she is convicted and jailed, will she be treated just like the other women behind bars eating and sleeping together? Or, because she has mucho dinero she will be in the privilege area where she will be served by other prisoners? The peoples expectation to end corruption in the government may only be a dream. The maxim steal millions and live like a king even inside the Muntinlupa prison may be difficult to comprehend. That is reality! In government projects, corruption is known to exist, but to prove it is difficult. Why? As long as the contractors are willing victims of corruption, the system will still be the same. How can corruption cease? That is the assignment of the think tanks in the presidential office to study a system. It must not be a mere system, but foolproof. In allocating funds for the constituents of the lawmakers something special has to be done. There are Barangays without sufficient revenue to fund the programs of work in their respective locality. Identification of the projects needed by the people has to originate from the Barangay government. The Barangay government should be the one to submit the program of work that has the estimated cost. The program of work should be included in Barangay Development Councils recommendation to Sangguniang Barangay for resolution. The resolution submitted to the congressional office for disposition whether or not will be included in the General Appropriations Act. The lawmaker should be honest to advise the

profit organisations -- such as the Caritas International humanitarian organisation. The decree is just the latest in a series of bold moves on the part of the pontiff to clean up the institutions murky financial image. It is a means of ensuring the road (towards transparency) continues, Vatican spokesman Federico Lombardi said in a press conference. In todays world, it is all about resisting increasingly insidious forms of financial criminality. We have to be equal to the challenges in order to protect legality, and not be left behind, he said. The Vatican is attempting to reform its finances to get onto a white list of states that respect international fraud rules. What has been hailed as a potential revolution by many religious watchers began with the appointment mid-June of one of the popes trusted allies to oversee management of the Institute for Religious Works (IOR) -- as the bank is known. By Aug. 10, the Reuters reported from Vatican City: Pope Francis on Thursday strengthened monitoring of the Vatican bank to prevent money laundering or the financing of terrorism as part of his campaign to clean it up after decades of scandal. - Pope Francis has made cleaning up the Vatican administration one of his central goals since his election in March. He has brought in international experts to advise him on economic affairs, improve transparency and enforce accounting principles. - The Vaticans financial dealings are again under scrutiny after the arrest of a senior Catholic priest at the center of a money smuggling case. Italian prosecutors are investigating two former IOR top executives on suspicion of repeatedly breaking Italian money laundering laws. In 2010, Rome magistrates froze 23 million euros ($30.6 million) held by the IOR in an Italian bank. The Vatican said its bank was merely transferring funds between its own accounts in Italy and Germany. The funds were released in 2011 but the money laundering investigation continues. In the Philippines, President Benigno Noynoy Aquino III declared that the time is now to abolish the pork barrel. Quite leading to that declaration has been a series of public disclosures that Janet Napoles, some non-government organizations and some senators and members of the House of Representatives had been making use of the pork bar-

rel (its more high-falutin term has been priority development assistance fund, abbreviated into PDAF), had been cornering billions of pesos from government public funds, for several years already, for expenditures that never actually saw forms in beneficial public or community projects, all under shady and highly questionable circumstances. Last Aug. 26, some parts of the Philippines, beginning with Manila, shouted the taxpayers and ordinary Filipinos angry demand to abolish the pork barrel or PDAF. Then, finally, Napoles yielded (never mind if voluntarily or however in reality) to Pres. Noynoy and got detained although still on a lighter, albeit non-bailable offense of serious illegal detention (alleged abduction and illegal detention of Benhur Luy, the so-called primary whistleblower of the alleged pork barrel and P900-million Malampaya scams) . We could try to imagine that these things, these drastic changes, came about because God so willed, at a time when the bigger parts of the worlds populations were getting frustrated and losing hope and a time when some already troubled nations were moving in warlike punctuations. Any one leaders thought to lead the course to what had the world unveiled in a series of events could not have come alone by itself. That thought could have only been guided by some divine sublime. And since that must happen, the good results could only be forthcoming. Each time God intervenes, good things happen. The only sadder thing about it is when wily thoughts change the course of good outcomes, for evil, and for the devil, and saddest, when the already weak will of men and women, allows itself to be subjugated after being subservient for a certain period of time, to the devils temptations of wealth, power, influence, command, and glory. Yesterdays ATOM event, whose time came finally came after nearly a year of being broached out by ones simple and unqualified me-
dia man in Tacloban highly urbanized city, could only have been divinely inspired. Jeff Manibay could not have possibly talked to many hearts all by himself. It was perhaps God who helped get his idea - of the August Thirty-One Miracle thanksgiving serial, thanking God for not allowing Samar, Leyte, Biliran islands and people to be devastated by the 7.6 magnitude earthquake that last August 31, 2012 shook the region from several kilometers down deep in the seas off Guiuan town of Eastern Samar in the Pacific Ocean - fertilized, understood, accepted and widely supported, by fellow media practitioners, the church, and sensitive community leaders groups. And all that may be proceeding from these multiple phenomenal events can only prompt us to keep thanking God, and always shun and crush evil. These events are our present-day chariots of fire. Next year, the ATOM may expand and cover half, a two-thirds, or the whole of Eastern Visayas in its pasasalamat, thanks for a continuing crusade by both the media and the Catholic communities to awaken and enlighten more and more Waray denizens. Events may show growing acceptance. The 3 million Waray people in Region VIII lamp-lighting to it may even influence, no matter indirectly (such as when their initiatives get posted in FaceBook, Twitter, or whichever), other people in the Philippines to join in next years second ATOM . When that happens, who would dare say one miracle thanked for did not lead to a continuing salvation from earthquake disasters? For todays post-miraculous consequences, while we thank Pope Francis, President Aquino, and Jeff of CAT8 cable television and Massey Grafil of Leyte Samar Daily Express and Fr. Alvero and radio station manager Babes Custodio of DyVL for all their efforts, we give our biggest thanks to God. Above all, thank you, Dear God, for giving us good leaders in their persons and like them. Amen.
