Palo mayor plans to build modern market building through PPP scheme

PALO, Leyte The Commission on Population (PopCom) has called on local chief executives to appoint barangay service point officers (BSPO) in every village that would undertake family planning programs. Rosalinda Marcelino, PopCom acting executive director, said that of the 42,000 barangays nationwide, it is estimated that only 6,000 have appointed BSPOs. The official reiterated the need to strengthen family planning program in the local level as population steadily increases amid scarcity of resources. Population officers have been closely coordinating with local chief executives to support the BSPO program. One way to sustain the initiative is to have a local ordinance. Focused police operation in Eastern Samar nets wanted rapist, illegal gun
CAMP KANGLEON, Palo, Leyte Focused police operations conducted recently by law enforcement authorities in Eastern Samar resulted in the arrest of a most wanted person and an armed man who threatened his neighbor. Eastern Visayas police director PCSupt. Elmer Soria identified the suspects as one Richard Cabacaba, 33, of Brgy. 7, Salcedo town and one Noel Nicart, 43, of Brgy. Tigib in Oras town. The Police Regional Office 8 (PRO8) chief informed that Cabacaba is listed as the number three most wanted person in Salcedo town facing a string of cases. Joint tracker teams from Salcedo Municipal Police Station led by PInsp. Marino Estonio and Regional Public Safety Battalion under PInsp. Darwin Dalde arrested the suspect at around 10:45 a.m. Thursday after a confidential informant reported the day before that Cabacaba was seen roaming around the vicinity of said village. The lawmen were armed by arrest warrants issued by Judge Rolando Lacdo of Regional Trial Court Branch 3 in Guiuan, Eastern Samar for the crimes of Rape and Act of Lasciviousness. Judge Lacdo did not recommend any bailbond for the suspects rape case, which is docketed under criminal case number 2556, while P36,000 bail bond was recommended for Cabacabas other case in criminal case number 2557. Meanwhile, the Borongan City Police Station filed charges for illegal possession of firearm, grave coercion and trespass to dwelling against Nicart after his arrest by a police team under PSupt. Eufronio Obong, Jr. Wednesday morning. The police responded to a call for assistance at past 10:00 a.m. from one Allan Lavado who alleged that the armed suspect barged in his into his boarding house in Brgy. D1.

TACLOBAN CITY -- In connection with the Lung Month Celebration, the Department of Health (DOH)-8 together with its lead partners from the government and private sectors has successfully conducted a symposium on Tuberculosis on August 28, 2013 at Brgy. 68 Anibong Gymnasium, this city. With the theme, Tuldukan ang TB. Ikalat ang Tamang Impormasyon, Hindi ang Diskriminasyon, the symposium focused on the most common lung ailment in the country -- tuberculosis (TB). The event generally centered on the lecture of Dr. Danilo Ecarma about the basic facts about TB including its symptoms, cure and prevention. From there, the half-day event primarily aimed to intensify the information and education campaign relative to tuberculosis and the TB control program to improve TB case detection and cure here in the city. RDC-8 creates task force to revise its manual of operations

PALO, Leyte - The Regional Development Council (RDC) in Eastern Visayas has created a task force that will revise the bodys manual of operations, which was updated 16 years ago. Updating of the manual will be headed by a team composed of representative from Department of Budget and Management, Department of the Interior and Local Government, National Economic Development Authority and the Leyte Provincial Planning and Development Coordinator Office to represent the LGUs. Since the manual was updated in 1997, several legal issuances have been made resulting to changes in the Councils structure and operational procedures, said RDC acting chair Bonifacio Uy, NEDA regional director. The updating, according to Uy, will make the operations manual responsive to the changes and to make the manual a more relevant and comprehensive reference for the operations of the regions highest policymaking body. The councils operations manual provides information on RDC-8, its organizational structure, composition and func-

tions. The guidepost defines the roles, functions and powers of the various committees and instrumentalities of the RDC. The most integral part of the manual is provision of guidelines for the review, endorsement and approval of plans, programs and projects and the conduct and management of RDC-8 meetings and other related activities. NGO official sees many CSO leaders running in upcoming barangay polls
TACLOBAN CITY A non-government official is eyeing the upcoming barangay elections as a threat in the sustainability of local government unit (LGU) and civil society organization (CSO) engagement in Leyte. Leyte Family Development Organization, Inc. program manager Betty Garrido said that they are positive that many CSO leaders will run in the October 2013 barangay elections, thus, losing objectivity in participatory governance. People in the community consider CSO leaders as competent community leaders; hence, voters would encourage them to run in barangay elections. Indeed, many incumbent barangay officials are former CSO leaders, Garrido said. Likewise, CSO leaders regard LGU-CSO engagement as a stepping stone to public office. This practice puts the sustainable participatory governance at stake, according to Garrido. LEFADO is currently training several community organizations in the towns of Alangalang and Barugo in Leyte in the bid to equip with knowledge for planning and monitoring of projects under the bottom-up budgeting approach (BuB). In the process of participatory governance, CSO leaders developed their ability to communicate with authorities and expand their knowledge about local governance. Equipped with training from NGOs and experience, they become active in decision-making process. They may use these skills to gain support or endorsement from voters, she explained. Leyte has 1,641 villages with 11, 487 elective positions. Normally, winning candidates would abandon their post in community organization and pass the responsibility to less experienced members. The Aquino administration has been promoting CSO participation as part of its good governance slogan. The implementation of BuB has given wider access of CSOs to participatory governance. The Department of the Interior and Local Govern-

ment, in a memorandum, requires CSO engagement in identifying projects. BuB is an approach to preparing the budget proposals of agencies, taking into consideration the development needs of poor local government units as identified in their respective local poverty reduction action plans (LPRAP). In 2013, 15 municipalities in Leyte are BuB recipients. For 2014 projects, 39 LGUs in Leyte are beneficiaries, to include three cities Tacloban, Ormoc and Baybay. In various degrees, CSOs are involved in planning, implementing and monitoring of projects such as farm-to-market roads, food production, irrigation system, post harvest facilities, upland development, micro enterprise, reforestation, various education-related projects, health facilities, KALAHI-CIDSS and livelihood programs.

Local energy sector players show interest in Leyte geothermal power

Dubbed as the mother of scams being allegedly as the most guilty in the PDAF graft and corruption expose; she went into hiding when she learned about the warrant of arrest to be served her in time. She surrendered after probably realizing the futility of hiding and the fear for her life when Pnoy announced a P10 million reward to anyone who would provide authorities of her where about. -o0oHer surrender however gave birth to unnecessary even a condemning uproar from some sectors to include men of the cloth. It ma one day someone announces a reward for the capture of somebody later that somebody surrendered to non- other than the one who offered the reward. What is wrong with that Archbishop Cruz? The main objective was for the surrender of fugitive Napoles and there she is surrendering to the President for legitimate and for her security reasons. This holy man (is he?), even sounded a sour note when he said in so many words, the whole telenovela has become a joke than a drama. -o0oWhy cant this holy man just monitor what happens and say what he wants to say after the hearings?

The lost and found Queen of Scams

The outcry of Filipinos over the Pork Fat Scam emanates from a deep-seated abhorrence on the greed, insensitivity and callousness of people in power. Looking back on the investigations done on the Pabaon program of the military, those who were investigating (from Upper House) seemed to be innocent-looking, braving a better than thou looks as if they were horrified on the enormity of the issue or amount being covered. The investigation was travesty after all. Now, some of the judges are being judged themselves. How the tides turn against their favor. The president must not resort to anything that will lose his credibility as the executor of all laws in the country, even if in the end, he will know that some of the primary suspects of the scam are his own. The public outcry is tremendous with the 10B scam; there will be a greater uproar later when they realized that it is actually more than what

The President Social Fund

This writer does not subscribe to the proposal to abolish the President Social Fund (PSF). In the first place, the PSF does not come from the General Appropriations of the government but from the revenue of the Philippine Amusement and Gaming Corporation (PAGCOR) and the Philippine Charity Sweepstakes Office (PCSO). The PSF is a discretionary fund of the President to provide assistance to families of slain soldiers and policemen who were wounded or killed in combat or in anti-crime campaign. Part of it also goes to pay for the hospitalization of the wounded soldiers and to fund the education of the children of slain soldiers and policemen. The PSF should not be treated as a pork barrel because it is not part of the national budget but funded by PAGCOR and PCSO from its revenues. It is also used as calamity funds for any disaster that may strike the country. It is a standby fund for any disaster that may occur. The case however, of the pork barrel is a different story. The pork barrel should be abolished as it provides members of Congress the opportunity to share themselves in funds for public good. It renders useless the constitutional principle of separation of powers as it enables the day that the P25.2-billion allocation for the PDAF would stay in the proposed P2.268-trillion national budget for next year. But the use of the pork barrel in the 2014 budget would be subject to the guidelines and limitations laid down by the President, Abad said. According to Associate Graft Investigator Julius Oballo, 34 government vehicles were caught in the cities of Baybay and Ormoc on August 25 and 26. Of 24 government vehicles caught in Ormoc City, seven were found to have no trip tickets. In Baybay City, 10 vehicles were caught and 16 of these were found to have no trip tickets. PARM-MOVE set to hold fun run in Abuyog, Leyte

TACLOBAN CITY The Philippine Academy of Rehabilitation Medicine (PARM) is set to conduct the first PARMM.O.V.E. fun run in Abuyog on September 21, 2013, according to Abuyog Mayor Octavio Traya. After the successful PARM-M.O.V.E. RUN Pilipinas 2013 in Tacloban City last July, in celebration of the 35th National Disability Prevention and Rehabilitation Week, the organizers will bring the event to the local government units in the region. According to Dr. Raymund Balverde, over-all chairman of PARM Visayas, the event is an advocacy to encourage the community to exercise and promote fitness to persons with disabilities (PWDs) at the same time. The proceeds will be used for the educational assistance for children with special needs enrolled at the Gabaldon Central School in Abuyog. The first-ever PARM MOVE (Making Ourselves Vigilant to Exercise) in Abuyog will have 5-Kilometer, 3- kilometer and 1-kilometer for pre-schoolers, senior citizens and children with special needs. The registration fees are P300 for the 5k and P250 for the 3k and 1k with race bib and tee shirt for all the race categories. Traya added that the local government unit of Abuyog and the Department of Education organized the event. PARM M.O.V.E. Tacloban will provide technical assistance. The organizers are inviting more entities to sponsor the event so that the PWDs need not pay their registration fees. The idea of the run is to have able runners running alongside with the differently-abled persons or children or helping them out during the run according to Balverde. We plan to introduce the run to other local government units in Eastern Visayas so they can also raise funds for their PWDs, Balverde added. The PARM-MOVE group is a national organization formed six years ago, extends their endeavor for the welfare of all PWDs nationwide thru this activity. It held annual fund raising run in the cities of Quezon, Davao, Iloilo and Cebu and first for Tacloban this year which attracted nearly 3,000 runners. One of the projects of the organization is PARM Mobility Clinic won the Philippine Medical Association Award as Outstanding Project of a Specialty Society 2012. The registration forms are available at the office of the municipal Social Welfare and Development office, office of Sangguniang Bayan Member Lemuel Gin Traya and Jonathan Budlong of Gabaldon Central School.
