IIT Mandi Student Body Elections 2013-14

Call for nominations: Nominations are invited from eligible candidates for the following posts. 1. General Secretary : 1 post (Only students who have spent more than 1 year

in IIT Mandi are eligible) 2. Academic Affairs Secretary: 1 post (Only undergraduate students who have spent more than 1 year in IIT Mandi are eligible) 3. Sports Secretary : 1 post (B. Tech, M. S and PhD students)

4. Cultural Secretary : 1 post (B. Tech, M. S and PhD students) 5. Technical Secretary : 1 post (B. Tech, M. S and PhD students) 6. Literary Secretary : 1 post (B. Tech, M. S and PhD students) 7. Research Affairs Secretary : 1 post (only for MS/PhD who have spent more than 1 year) The eligibility criterion for each post shall be as set out below: The post of General Secretary is open solely to students who have been active in some extra-curricular activity (hostel, sports, cultural, social service, etc.) and who have spent more than one year at the IIT Mandi. The post of Academic Affairs Secretary is only for B. Tech students who have spent more than one year at the IIT Mandi. The post of Research Affairs Secretary post is only for MS/PhD students who have spent more than one year at the IIT Mandi. All other posts are open to B. Tech, M. S. as well as PhD students. The candidate shall have no backlog courses. The candidate shall not have had disciplinary action taken against him/her. The candidate should have a CGPA of not less than 7. Candidates for the posts of Technical Secretary and Academic Secretary however should have a CGPA of not less than 7.5 A successful candidate may hold a particular office for one term only. Candidates for Sports and Cultural secretaries must evidence active participation in the respective areas. IIT Mandi 1 Student Elections

General Instructions: 1. A student may contest for only one post. 2. Candidates are required to produce the originals of Identity cards and grade sheets along with the nomination. The originals will be verified and returned immediately. Date of declaration of results: Immediately after counting Nomination procedure: 1. Candidates need to submit the duly filled nomination forms to the Election Officer along with originals of identity card and the grade sheets. The Election Officer will verify the authenticity of the documents. 2. Candidate must attach a Xerox copy of the ID-card of the student(s), who are proposing and seconding his/her candidature, along with the form and hand it over to the election officer. 3. Candidates should strictly follow the instructions given and provide relevant documents when desired. Any discrepancy in nomination form may lead to the rejection of nomination by the election council. 4. The candidates may withdraw their nominations by writing a letter to the Election Officer. Election - Related Expenditure and Financial Accountability: 1. Candidates should not use any pamphlet in support of their manifesto and candidature. 2. Except the ballot papers, no papers are allowed in the election process. Code of conduct and campaigning guidelines: 1. The candidates may submit their manifesto in the form of a short write-up, which shall be posted in the intranet. 2. Candidate has to be present during the Open Forum; failure to do so may disqualify IIT Mandi 2 Student Elections

the candidate. 3. There shall be no appeal to caste or communal feelings for securing votes. Places of worship, within or without the campus shall not be used for election propaganda. 4. All candidates shall be prohibited from indulging or abetting any activity that may be deemed corrupt such as bribing, intimidation, and/or impersonation of voters and the like. 5. No candidate shall be permitted to make use of printed posters, pamphlets, or any other printed material for the purpose of canvassing. 6. The use of loudspeakers, vehicles and animals for the purpose of canvassing shall be prohibited. 7. Except the voters and the election committee members, no one shall enter the polling area. 8. Candidates are not allowed to do canvassing inside Academic Area and public places like mess, TV Rooms, Reading Rooms, etc. 9. Candidates must strictly adhere to the time limit of the campaigning. They shall not canvas after 10.00pm on any day. 10. Cloth Banners are not allowed for canvassing. No banners /posters for publicity should be found at the entrance of any hostel. 11. No person other than a bona fide student of the IIT Mandi, shall be permitted to take part in election process in any capacity. 12. Any infringement of the above rules may invite disqualification. The election council/ institute authorities may take appropriate disciplinary action against such a violator. Voting guidelines: 1. The election council may avail the services of as many student volunteers as required. 2. Voters who are present on the campus on the date of voting can cast their votes at the polling station during the prescribed hours. 3. Instructions to the voters shall be pasted at the polling stations. A member of the election council will be present at the polling station as the polling officer. He/She shall affix his/her initials on the ballot paper before issuing it to the voter. During the polling operations, whenever necessary, he/she may take procedural decisions binding uniformly on all. 4. Except the voters, none without a valid pass from the Election Council shall enter the polling booths. 5. After polling, the ballot will be placed in locked containers in the custody of the IIT Mandi 3 Student Elections

Election Officer. 6. Preferential voting system will be followed as given in the provisional Constitution of the Student Gymkhana, IIT Mandi. 7. The members of the election council shall count the votes. The Election Officer will invite the candidates representatives as observers. The Dean (Students) shall supervise the counting process. The Election Officer shall declare the results after counting. 8. The decision of the Election Officer shall be final and binding. In case of any dispute the ruling of the election commission after due adjudication shall prevail. Candidates shall file their nominations with Dr. Ashok Kumar M.
