Only 30 of the 149 LGUs in EV have institionalized PESO


TACLOBAN CITY - Only 30 of the 149 local government units here in the region have Institutionalized Public Employment Service Oce (PESO), a unit in the local area tasked to address employment-related concerns.
In a meeting with local chief executives Tuesday, the Department of Labor and Employment said that e orts to establish PESO are moving slowly, although some governors and mayors have already designated PESO managers. A PESO is institutionalized if its creation is by virtue of sanggunian resolution or an ordinance provided with regular plantilla positions and funds, said DOLE assistant regional director Cyril Ticao. Ticao said there are some local employment o ces in the region through a memorandum of agreement with their o ce but some are not really performing the basic their functions. Norman Victor Ordiz, president of PESO Managers Association of Eastern Visayas, said that for many employment o ces, their functions have been con ned on the implementation of Special Program for the Employment of Students. Of the 166 o ces in the region, to include those established by schools and non-government organizations, only 77 of them are actually performing their basic functions, Ordiz said. DOLE records show that among six provincial governments, only Southern Leyte and Biliran had employment o ices. In Leyte, only Tacloban City, Barugo, Dulag, MacArthur, Isabel, Palompon, Hindang had established PESO out of 43 cities and towns. In Southern Leyte, these towns are Saint Bernard, Silago, Hinundayan and Padre Burgos. e remaining have no institutionalized PESO. to page 7

In line with this, the director of Police Regional O ce 8 informed that PRO8 Command Memorandum Circular No. 23/2013 SAFE 2013 Alpha Waray has been formulated that set forth the security related measures that will be undertaken by police territorial units in relation to the October polls. Under said circular, Soria will led the Regional Task Group SAFE 2013 Alpha Waray and will direct and supervise the overall conduct of police operations before, during and a er the elections. He added that regular coordination with the Commission on Elections and counterparts in the Armed Forces of the Philippines (AFP) through the Joint Security Control Center (JSCC) will be held while Election Monitoring and Action Centers (EMACS) in the regional, provincial and city/municipal levels will closely supervise troop movements and all election-related concerns. PALO, Leyte Trading price of commercial rice has signi cantly increased in the region but the government sad the situation is still normal this o -harvest months. Records from the National Food Authority (NFA) show that prevailing price of well milled rice rose to P40.33 per kilogram as of August 31, up than the P37.48 price in July and P35.60 in June this year. NFA regional information o cer Mary Agnes Militante said theres nothing to worry about since July to September is considered lean months, hence, there are less rice stocks in commercial warehouses. Militante said average retail price of well-milled rice has been consistently increasing in the past three months. Regular milled rice is cheaper at P36.83 per kilogram based on NFA regular price monitoring report but it has been increasing from P32.33 recorded in June. Stocks of rice in NFA warehouses is substantial but our sales is still calibrated since the price of regular milled rice is still below the P40 per kilogram, Militante said. As of August 31, there are 390,962 bags of NFA rice. It will last for 68 days based on the 5,721 average daily sales. NFA sales rice at P27 per kilogram. But for Ma. The power to destroy

he very conventional notion is that money is the root of all evil. That may be true but taking a very hard look at it, it is the implement by which money is earned and generated that ought to be blamed for the greed that is bred in the hearts of the likes of Napoles. It is taxation that is the real culprit but money seems to be taking all the blame. Taxation, to be sure, is a power that belongs to a state. Like the police power and the power of eminent domain, taxation is inherent in every state, i.e. the power exists by the fact alone that a state exists. Hence, the power need not be expressly conferred to a state in its laws, not even the most fundamental. Whether or not there is express conferment of that power, a state may exercise the power of taxation. The principle behind the power is that it has the end of exacting contributions from a states citizens to be used for the betterment

of the state itself. For a particular exercise of that power to be valid, it need not be shown that those who contribute, technically termed as taxpayers, will actually receive something tangible in return from the government to whom the contribution is made. It is enough that they are bound to benet from any improvement in the services that the government offers brought about by their contributions. From all these hullabaloos on the pork barrel and how money paid out by the people as taxes have been dissipated for the benet of an undeserved few, it is not too ironic to realize that the power of taxation has sometime ago been referred to as the power to destroy. But the reason before for such unfair nomenclature has never been made clearer and more elaborate until the recent mishap on the pork barrel. It has indeed destroyed us a thousand and one ways.

Were not almost there yet in Noynoys tuwid na daan goal The road to ending corruption in the Philippines, truly falling under the tuwid na daan banner goal of President Benigno Noynoy Aquino, has already stretched, would we say, about one-fourth of its intention, as the Noynoy Administration gears up to complete its fourth year of genuine public service. Last year, the whole world saw the ouster of impeached chief justice Renato Corona (by the way, he will turn 65 by October 15, being born in 1948). Then the whip was cracked on some money-generating government agencies, with radical changes going on up to press time. And then this year, all heads turned as the will also come to light. Because of her, the plunder cases will move fast. There are more and more corruption events in the Philippines that have yet to be vigorously investigated, and most of them, taken severally and on the aggregate, continue up to now at the barrio level. The government needs more honest and competent lawyers and prosecutors to unravel them and pursue cases against the thieves of government funds. That being the case, more individual taxpayers, in their own right, must voluntarily come out in the open, to reveal those events and file charges. At the same time, the government must now adopt and implement a reward system to accommodate and satisfy, not

just encourage, legitimate volunteer complainants. It is not enough that only the lot of whistleblowers be attended to. There are many more among the Filipino citizens who have personal knowledge about those instances of corruption or events leading to corruption. The tuwid na daan can have more teeth, to be effective, efficacious and effectual, if it looks beyond just extending security or protection to the lives of whistleblowers and volunteer complainants as well as their immediate families. Further to that beyond, tuwid na daan must now also look forward to their future in the next five to six years. This period of time can mean that indeed the government is bent on institutionalizing its anti-corruption and freecorruption-Philippines campaigns. As of date, that is much absent, hence, many are still reluctant. Corruption begets deaths (not just one death) to preserve itself. SEEDS OF RIPE CORN


During World War II, members of a London congregation decorated their church with stalks of ripe corn for a harvest liturgy. That night, the church was destroyed in bombing raid. All that winter it lay in ruins. When spring came, green sprouts emerged from the churchs rubble. All summer long, the sprouts grew. When fall came, the churchs congregation reaped a remarkable harvest of corn. The Gospel is like those seeds of ripe corn. Nothing can keep it from bearing fruit, but there are two conditions. For the Gospel to bear fruit, it has to e lived as well as to be announced, in fact, the Gospel (Col 1:5) St. Paul refers to, was also called living tradition, that is, it was the Good News heard and lived, remembered and celebrated. Jesus himself is seen in todays Gospel, preaching in the synagogues of Judea (Lk 4:44) and laying his hands (v.40) on all the sick and curing them. Preaching is a responsibility of every Christian. If a Christian is not called to preach, then he or she is called to send other Christians to do so. Likewise witnessing to what is preached, is of equal responsibility, if not a greater one. But while most people single her out as the prime culprit in the alleged 10-billion-peso pork barrel scam, she could also be a victim for being the perfect person for the job. Yes, the problem with her is that, she possessed all the necessary qualifications that the real culprits were looking forshrewd, greedy, genius in cheating, business minded and, most of all, quick to return percentage

commissions from allotted pork barrel funds. Having had numerous lawmaker-investors in her bogus NGOs, however, she ended up the riches of them all. Those who thought they were smart enough to be able to use her turned out to be the outsmarted. That made Napoles the most wanted of allshe got the lions share of the pork. Imagine her having bank accounts totaling more than four hundred; and its just in the Philippines. Outside, in the United States in particular, she also has bank accounts. And who knows where else did she deposit her overflowing riches! We could not really blame her singlehandedly for having siphoned the peoples money into her bank accounts.
