Ordinance on force evacuation only for disaster, Councilor Uy says

TACLOBAN CITYCouncilor Jerry Uy assured illegal settlers in the city that a newly-passed ordinance on force evacuation would only be enforced during a disaster or emergency. The assurance made by Uy is in the wake of a concern made by an urban poor group, claiming that the city government in carrying out demolition against illegal settlers could use the ordinance. The ordinance is only to be enforced during a disaster. There is no way it will be used for a demolition, Uy said, adding that it is specified in the ordinance. to page 8

The data collected by these instruments enable meteorologists to study, analyze, and forecast weather conditions. Vice Mayor Jerry Sambo Yaokasin said that the move of Glova is laudable because based on the reports in the recent flooding in Metro Manila, many lives were spared because of the implementation of Project Noah. Tacloban council seeks Project NOAH

TACLOBAN CITYThe Sangguniang Panlungsod of this city passed a resolution addressed to the Department of Science and Technology (DOST) requesting Tacloban to avail of its Project NOAH. Councilor Neil Glova, who authored the resolution approved during their regular session on Sept.4, said that the proposal is timely especially that we are already in the rainy season and constant flooding is experienced in some areas of the city. We should avail of project Noah of the DOST because in the recent flooding that hit Manila, many local government unit officials said that project Noah was of great help in disaster preparedness aspect, Glova said. DOST s Project NOAH(National Operational Assessment of Hazard) is an Internet-based early warning tool with several components designed to generate information that will help maximize efforts in preventing disasters such as floods and typhoons. nother saga is in the ofng as alleged thieves take their lofty seats to investigate, not their alleged nefarious acts but the allegations of those who came out bare such crimes. The testimonies are credible as they come from those who are privy to the anomalous deals that stashed huge funds from the pork barrel of legislators in the house of representatives and the senate. The lump sum allocations to each legislator could hardly be accessed by citizens, even those who are in dire need for assistance that would qualify as priority. The funds were supposed to be spent for development which are deemed priority and needing assistance from the legislators. A woman of guts built connections with the legislators and developed a ploy that could draw the pork barrel out of the public coffers. Using ctitious entities, employing ctitious names and proposing ctitious programs and

projects, the pork barrel of some legislators were successfully drawn from the public coffers and into the private pockets of such ctitious persons under the ctitious entities created by Janet Lim Napoles. The paper trail had been dug out of the agencies where anomalous transactions took place. Such documents could pin down the legislators who worked in cahoots with the alleged mastermind of the pork barrel scam. The alleged thief and prime suspect in the pork barrel scam by the name of the Janet Lim Napoles would not have been able to access such funds without a consenting counterpart from the side of the alleged legislators. A thief cannot simply walk in and enter a house without forcing to break it open or someone inside willingly opens an entry for the thief to enter. Even with the thief getting entry to the

China killing UNCLOS III

The Law of the Sea Treaty is for an honorable purpose. Under-developed and developing nations are beneciaries of the Law of the Sea. In year 1982, the Third United Nations Convention on the Law of the Sea (UNCLOS III) was adopted. It replaced UNCLOS I of 1958 and UNCLOS II of 1960. Without the Law of the Sea, the oceans will be a worldwide battleground for trade and development. Actually UNCLOS III is for technology and wealth transfers from developed to undeveloped countries. The 165 signatories of the treaty are for adopting laws and regulations to control marine pollution of the environment. Every coastal state is entitled under international law to a 200 nautical mile EEZ (exclusive economic zone), plus an additional 150 nautical mile ECS (extended continental self), if applicable, from baselines on continental land. the ally of the Philippines. Citizens of both countries were in unity driving away the Japanese Imperial Army in year 1945. Albeit the US military bases were removed by force by previous administration, it is not a reason for the Americans to allow the Filipinos being bullied. If UNCLOS III ceased to be the law of the sea in the West Philippines, it may also end in the other parts of the oceans around the world. What will be the outcome of returning to the days without Law of the Sea? It will not be for the benet of the Chinese peoplethe same way having no benet for the neighboring nations. Why? that while we are highly appreciative of all these brilliant analyses, we should never forget that what matters in the end is to get personal in our dealings with everyone. We have to be wary when we fall to formalistic ways. Thats when we prefer to stick only to the externals and appearances in our dealings with others, to what is officially defined and bureaucratic, without any effort to enter into their mind and heart, considering their personal feelings and their other peculiar ways. Obviously, these formalistic ways have their part to play. Specially in offices, schools and in other formal and public situations, we cannot help but get into formal mode. But we have to understand that these formalistic ways should never replace, much less suppress to page 8

Sleight of hand
It was good news that was short-lived. She is being sacked not even for the very reason why we have grown to resent her yet the pleasant word of her sacking couldnt even survive a week. It was indeed appetizing to the senses hearing and reading that even as she in fact did not get arrested, she, by apparent show of more balls than that of her equally guilty brother, nally surrendered to the authorities. Never mind that she gave herself in to the most powerful man in this country, something that an ordinary accused could not or would not do. That farce could still pass off as acceptable. What I do mind is that her incarceration her true incarceration was as short lived as the news that she nally surrendered. A short while after surrendering, a Makati City court nally ended all hubbubs as to where Janet Lim Napoles should be detained. It ordered for her incarceration in the Makati City Jail. That was to be sure additional good news only to be pooped on later by a later order of the same court granting her request to be transferred to a safer detention facility. She was then ordered to be transferred to Fort Sto. Domingo in Laguna. No matter the assurances from our government that it is not in any way giving any special treatment to Napoles, the fact alone of her transfer from the Makati City jail to Fort Sto. Domingo is enough indication that it is. Sure she will be deprived of her liberty as she rightfully should in that she will, while her fate in the illegal detention case that was led against her remains to be sealed, be conned within the four walls of Fort Sto. Domingo. But being temporarily deprived of liberty isnt just the crux anymore for someone who is facing a criminal indictment in this jurisdiction. In these parts, to be truly deprived of liberty albeit provisionally means to experience the hell that is the inside of a prison cell. In these parts, being deprived of liberty doesnt just mean mere incarceration anymore. And by the constitutional principle that is equal protection of the laws, Janet Napoles shouldnt be spared from what an or-

It can be gainsaid for Napoles that the principle of equal protection isnt at all a general one. It does not impose that all Filipinos or even transients of this country for that matter should be treated alike both as to rights conferred and responsibilities and obligations imposed. It can be argued for Napoles that the principle doesnt at all impose equality among all but only equality among equals. But it can be gainsaid against Napoles that equality among equals isnt at

WHAT I mean here is that we should rid ourselves of formalistic ways, long in theories and big ideas but short in personal and direct dealings with people, or long in words and good intentions but short in deeds, or long in justice but short in charity, patience, understanding and affection. Lately, Ive been reading several in-depth situationers of different aspects of Church life search for priestly vocations, seminary formation, lay apostolate, liturgical concerns, etc.

They have been written by eminent Cardinals and Bishops, and other Church officials and experts with vast pastoral experience, extensive training and formation, and with palpable level of spirituality. They are truly a source of good information that can drastically raise the level of knowledge of the general public who otherwise would hardly know the subtle and intricate forces at play in the world and in the Church today. Still I have a two cents worth to say about the whole thing. And that is,

THE QUESTION ABOUT FASTING

[The scribes and Pharisees] said to [Jesus], The disciples of John fast often and offer prayers, and the disciples of the Pharisees do the same; but yours eat and drink. Jesus answered them, Can you make the wedding guests fast while the bridegroom is with them? But the days will come and when the bridegroom is taken away from them, then they will fast in those days. And he also told them a parable. No one tears a piece from a new cloak to patch an old one. Otherwise, he will tear the new and the piece from it will not match the old cloak. Likewise, no one pours new wine into old wineskins. Otherwise, the new wine will burst the skins, and it will be spilled, and the skins will be ruined. Rather, new wine must be poured into fresh wineskins. [And] no one who has been drinking old wine desires new, for he says, The old is good.

day due to the global crisis combined with the onslaught of price hikes, to learn that our hard-earned money is being plundered for patronage politics and self-serving interests of a privileged few is a huge injustice, the group said. On choosing September 19 for the event, Migrante International said the date coincides with the anniversary of the implementation of the Overseas Workers Welfare Assistance (OWWA) Omnibus Policies (OOP) that effectively made the $25 OWWA contributions mandatory per contract. The OOP also limited benets and services provided by the OWWA to member OFWs. The OOP had since been deemed anti-migrant. It is one form of taxation imposed on OFWs that has gathered an estimated P14 billion in revenue for the government from OFWs contributions alone. OWWA funds have long been misused and plundered by government. But despite resounding calls for a full audit, the Philippine government has kept OFWs in the dark on how their hard-earned contributions

At times, one has to ow with the tide, not against it. When we feel that change is necessary, we need to be willing to change and not try to resist it. We need to be exible. We can never let our attitude be What was good enough for my parents is good for me. Change will never come if this is our attitude, but change must come. No one puts new wine into old wineskins; if he does, the new wine will burst the skins (Lk 5:37). This means that the new messages of Jesus about the Kingdom of God require a change on our attitudes and outlooks, for the new has outgrown the old and needs more room. For example, some of us are accustomed to think that if someone does harm to us, it is our right to retaliate. But Jesus new massage was: Turn the other cheek when someone hits at you. What he meant was that, even when we are hurt, we need to exercise self-control, unselshness and love for our neighbor, and not take revenge., if this new message is practised by all, there will be no need for so much conicts in the world. But in order to accept this new message of love from Christ, we need to change our belief in wild justice, which is retaliation. The degree of anger against pork barrel has made Migrante International, a global alliance of Filipino migrant organizations, to launch a Zero Remittance Day on September 19, calling it a symbolic protest and a political exercise for all OFWs to collectively show their outrage on issues that affect them. The event means that OFWs will refrain from remitting to demand the following: Abolish the pork barrel system; scrap the presidential and congressional pork barrel; investigate agencies; and prosecute and punish all ofcials involved. The group also demanded that government must re-channel funds to the peoples interests, providing OFWS in distress free, more accessible and more efcient services and wel-

fare assistance. On this day, Filipino immigrants from all over the world will once again send a united message against the pork barrel system. Our remittances that keep the economy aoat are being plundered by greedy ofcials. Through the Zero Remittance Day, we will make our voices be heard in the call to abolish the pork barrel and re-channel funds for the peoples interest, including more efcient services and welfare assistance to overseas Filipino workers (OFWs) in distress, said groups chairperson Gary Martinez in a statement. According to Martinez, his group is more than willing to lead in the international condemnation against corruption and the plunder of the OFWs hardearned money. While we are hardly surviving by the

ruption, patronage politics and social injustice, Martinez added. With all the madness going on with how the government squandered public funds, like in the case of pork barrel scam, the group sees September 11 Zero Remittance Day as an ultimate method of protest to the Aquino administration. The group had done this rst on October 29, 2008 as protest against the Global Forum on Migration and Development (GFMD) in Manila when they accused the GFMD and the governments promotion of modern day slavery through its labor export policy, and secondly, on July 26, 2009 against then Pres. Gloria Arroyos attempts to implement charter change through a constitutional assembly. The country has an estimated 10 million OFWs with an average of 4,200 Filipinos leaving daily for work. In 2012 alone, personal remittances from OFWs had reportedly reached a whopping US$23.8 billion, keeping the Philippine economy aoat. (Comments at naldronaldreyes@yahoo.com)

There indeed exists no substantial variance between a lthy rich prisoner and a lowly one, if only on the matter of where they ought to be held in custody while their innocence remains to be a presumption. Should we add to that rumors that Napoles is being geared to become the states witness in the recent pork barrel scam against her lesser, if not equally, guilty cohorts, it makes you shudder on the thought that our government may not be sincere enough in trying to nally pin down the mother of it all. It makes you wary if Napoles, in the eventuality, will be truly brought to justice for her cunning yet ingenious plot. You may as well rest assured that by mere sleight of hand, all these would have been for nothing.

While we do agree with the purpose of this ordinance, we cannot help but fear that this could be used for demolition against the poor and illegal settlers here in the city, Abao said. According to him, instead of coming up with this force evacuation ordinance, the city government should instead conduct information drive as to where are the areas in the city that are vulnerable to disasters like flooding or landslide. Councilor Uy said that under the ordinance, the city government through its City Disaster Risk Reduction Management Office, is mandated to identify areas across the city that are vulnerable to disasters. The main purpose of this ordinance is to ensure that there will be no lives or properties lost during a calamity or disaster, the councilor stressed. Uy said that any demolition to be carried out by the city government needs a court order but not in the case of a force evacuation. The Kadamay (Kalipunan ng mga Mamamayang Mahihirap), speaking through its city chapter organizational deputy, Joel Abao, claimed that the city government in carrying out demolition against illegal settlers could use the ordinance.

One time he visited a sick priest. In the course of the visit, another visitor, an old and rather gossipy old man, came and accidentally revealed to him that the sick priest actually did not look with favor at the group to which the visiting priest belonged. BFAR lifted shellfish ban in Samar waters

TACLOBAN CITY The Bureau of Fisheries and Aquatic Resources lifted on Wednesday the shellfish ban in three bays of Samar provinces but red tide toxins remain in Eastern Samars Matarinao Bay. Under Shellfish Bulletin No. 10 issued by BFAR National Director Asis Perez, it says that shellfish collected in Cambatutay Bay, IrongIrong Bay and coastal waters of Calbayog City are now safe for consumption. Based on the results of red tide monitoring activities of BFAR and local government units, shellfishes collected from these three bays are now negative for red tide toxins, the bulletin said. The fisheries bureau found out that water and shellfish meat samples have been negative from paralytic shellfish poison for three consecutive before drawing a conclusion. However, authorities will continue monitoring these bays to ensure public safety. On July 1, waters of Cambatutay Bay off Tarangnan, Samar were found positive of red tide. FDA 8 promotes generic medicine

TACLOBAN CITY The Food and Drug Administration (FDA) is promoting generic medicine for its low cost, safe and as quality medicine. Dr. Sonia Cabahit, head of FDA, said that generic medicine attributes pure and easily absorbed by human body compared to branded medicine. Generic medicine is cheaper, safe and a quality medicine. It is sold in registered and licensed drugstores or establishments. These stores should have a good storage of drugs, air conditioned or well ventilated, and have a good dispensing, Cabahit said. Medicines that patients will buy must have

a receipt from a doctor, and in generic there is the so-called drug menu card in which you can chose a generic medicine, Cabahit added. According to her, its not because it is branded it is effective, but even if it is branded or generic you can assure it will be effective if that medicine is registered. Republic Act 9502 mandates government and all those employed by the government such as retained hospitals and its medical practitioners shall use generic terminology only in transactions related to prescribing, purchasing and dispensing of drugs and medicines. The team also laid out plans and specific activities to totally eradicate Rabies in the Visayas Region. In the Philippines, rabies continues to be a pressing health problem which takes the lives of 200 to 300 Filipinos every year. It may be recalled that in year 2009 the Bill and Melinda Gates Foundation provided support to the Philippines, particularly in Eastern Visayas in a program called Rabies-free Visayas Islands Project that aimed to declare the Visayas region as a rabiesfree zone by the end of the project implementation this year. OIE pledged to provide Eastern Visayas 250,000 vaccines every year, at the same time assured fullsupport to all the plans of the collaborating agencies in order to achieve its aim to declare the Visayas as a rabies-free zone and to end the major health problem caused by rabies. Some of the plans and activities to be conducted are the continued advocacy on rabies elimination, massive vaccination of dogs, investigation of rabies cases in Samar, Eastern Samar and Leyte, and the evaluation of the areas to be declared as Rabies-free zones.

TACLOBAN CITY Aimed at providing OFW communities at the local level access to its programs and services, the OWWA regional office 8 conducted a capability building training for OFW help desk officers from all over the region on August 29-30, 2013 at the Ritz Tower de Leyte, this city. Said training was part of the OWWAs commitment under RA 10022 (an Act amending RA 8042 or the Migrant Workers Act)

OWWA-8 conducts capability building training for OFW help desk officers
provides that the role of LGUs include the creation of OFW help desk, with the help of national agencies, to help in the information dissemination on all aspects of overseas employment. OFW help desk serves as a forefront, particularly in far-flung areas where access to information and services has been remote. The help desk, manned by LGU-designated personnel, initially attends to complaints and problems of OFWs and their families. It also serves as information hub of benefits and programs of OWWA and other agencies catering to the OFWs and their families. According to OWWAs social welfare officer Marlene Kajano, the two-day activity was aimed to train the OFW help desk officers on how to address problems or concerns of OFWs and their families in their municipalities. The training generally focused on stress management, case management and client service relations.

Moreover, the OWWA will regularly coordinate with OFW help desk officers and the city government through PESO, and conduct orientation activities for them regarding OWWA programs and services. The help desk will be provided regularly by the agency with information, education and communication (IEC) materials on OWWA programs and services for distribution to clients who visit the desk. former governor Paul Daza, a political rival of Rep. Emil Ong, said. Libagon, Southern Leyte Mayor Frankie Ranque echoed the same observation of other mayors, although he is an ally of Rep. Damian Mercado, the pork barrel system is very unfair to other local chief executives who are from different party. Even among those political allies of a congressman, distribution of funds depends on how close you are to them. For some, its hard to get funding assistance and for some is easier, Ranque added. Lawaan, Eastern Samar Mayor Candida Gabornes said her stand on pork barrel abolition is neutral as long as the national will continue to give more financial support to poor municipalities. In contrast, Limasawa, Southern Leyte Mayor Melchor Petracorta emphasized the need to retain pork barrel since this is the most accessible supplemental funds for economically depressed local government units.
