Tacloban council seeks Project NOAH

TACLOBAN CITYThe Sangguniang Panlungsod of this city passed a resolution addressed to the Department of Science and Technology (DOST) requesting Tacloban to avail of its Project NOAH. Councilor Neil Glova, who authored the resolution approved during their regular session on Sept.4, said that the proposal is timely especially that we are already in the rainy season and constant flooding is experienced in some areas of the city. We should avail of project Noah of the DOST because in the recent flooding that hit Manila, many local government unit officials said that project Noah was of great help in disaster preparedness aspect, Glova said. Man killed inside UEP campus, second in a week

CATARMAN, Northern Samar-Another killing incident strikes the University of Eastern Philippines (UEP) campus yesterday that sow fear among its students and personnel. DPWH bares ongoing projects in Tacloban

TACOBAN CITY - The Department of Public Works Highways (DPWH) has several ongoing projects in here in the city. Chief Construction Engineer Margarito Fabillo of the Tacloban City District Engineering Office said that the project in Tanghas Lirang Creek along Picas San Jose DZR Airport Road, was completed late last month. But he added they still have ongoing projects such as the rehabilitation and improvement of road along Magsaysay Boulevard, the rehabilitation and improvement of road along Cabalawan-Cansihay road and the concreting and widening of road along San Jose-ManluripMacArthur road. nother saga is in the ofng as alleged thieves take their lofty seats to investigate, not their alleged nefarious acts but the allegations of those who came out bare such crimes. The testimonies are credible as they come from those who are privy to the anomalous deals that stashed huge funds from the pork barrel of legislators in the house of representatives and the senate. The lump sum allocations to each legislator could hardly be accessed by citizens, even those who are in dire need for assistance that would qualify as priority. The funds were supposed to be spent for development which are deemed priority and needing assistance from the legislators. A woman of guts built connections with the legislators and developed a ploy that could draw the pork barrel out of the public coffers. Using ctitious entities, employing ctitious names and proposing ctitious programs and

projects, the pork barrel of some legislators were successfully drawn from the public coffers and into the private pockets of such ctitious persons under the ctitious entities created by Janet Lim Napoles. The paper trail had been dug out of the agencies where anomalous transactions took place. Such documents could pin down the legislators who worked in cahoots with the alleged mastermind of the pork barrel scam. The alleged thief and prime suspect in the pork barrel scam by the name of the Janet Lim Napoles would not have been able to access such funds without a consenting counterpart from the side of the alleged legislators. A thief cannot simply walk in and enter a house without forcing to break it open or someone inside willingly opens an entry for the thief to enter. Even with the thief getting entry to the

Without the Law of the Sea, the oceans will be a worldwide battleground for trade and development. Actually UNCLOS III is for technology and wealth transfers from developed to undeveloped countries. The 165 signatories of the treaty are for adopting laws and regulations to control marine pollution of the environment. Every coastal state is entitled under international law to a 200 nautical mile EEZ (exclusive economic zone), plus an additional 150 nautical mile ECS (extended continental self), if applicable, from baselines on continental land. the ally of the Philippines. We have to be wary when we fall to formalistic ways. Thats when we prefer to stick only to the externals and appearances in our dealings with others, to what is officially defined and bureaucratic, without any effort to enter into their mind and heart, considering their personal feelings and their other peculiar ways. Obviously, these formalistic ways have their part to play. Specially in offices, schools and in other formal and public situations, we cannot help but get into formal mode. It was good news that was short-lived. She is being sacked not even for the very reason why we have grown to resent her yet the pleasant word of her sacking couldnt even survive a week. It was indeed appetizing to the senses hearing and reading that even as she in fact did not get arrested, she, by apparent show of more balls than that of her equally guilty brother, nally surrendered to the authorities. Never mind that she gave herself in to the most powerful man in this country, something that an ordinary accused could not or would not do. That farce could still pass off as acceptable. What I do mind is that her incarceration her true incarceration was as short lived as the news that she nally surrendered. A short while after surrendering, a Makati City court nally ended all hubbubs as to where Janet Lim Napoles should be detained. It ordered for her incarceration in the Makati City Jail. That was to be sure additional good news only to be pooped on later by a later order of the same court granting her request to be transferred to a safer detention facility. She was then ordered to be transferred to Fort Sto. Domingo in Laguna. No matter the assurances from our government that it is not in any way giving any special treatment to Napoles, the fact alone of her transfer from the Makati City jail to Fort Sto. Domingo is enough indication that it is. Sure she will be deprived of her liberty as she rightfully should in that she will, while her fate in the illegal detention case that was led against her remains to be sealed, be conned within the four walls of Fort Sto. Domingo. But being temporarily deprived of liberty isnt just the crux anymore for someone who is facing a criminal indictment in this jurisdiction. In these parts, to be truly deprived of liberty albeit provisionally means to experience the hell that is the inside of a prison cell. In these parts, being deprived of liberty doesnt just mean mere incarceration anymore. And by the constitutional principle that is equal protection of the laws, Janet Napoles shouldnt be spared from what an or-

One time he visited a sick priest. In the course of the visit, another visitor, an old and rather gossipy old man, came and accidentally revealed to him that the sick priest actually did not look with favor at the group to which the visiting priest belonged. The visiting priest said that was no problem and gave the sick priest a brotherly hug and some nice words. That changed the whole situation. BFAR lifted shellfish ban in Samar waters

TACLOBAN CITY The Bureau of Fisheries and Aquatic Resources lifted on Wednesday the shellfish ban in three bays of Samar provinces but red tide toxins remain in Eastern Samars Matarinao Bay. Under Shellfish Bulletin No. 10 issued by BFAR National Director Asis Perez, it says that shellfish collected in Cambatutay Bay, IrongIrong Bay and coastal waters of Calbayog City are now safe for consumption. Based on the results of red tide monitoring activities of BFAR and local government units, shellfishes collected from these three bays are now negative for red tide toxins, the bulletin said. The fisheries bureau found out that water and shellfish meat samples have been negative from paralytic shellfish poison for three consecutive before drawing a conclusion. However, authorities will continue monitoring these bays to ensure public safety. On July 1, waters of Cambatutay Bay off Tarangnan, Samar were found positive of red tide. It killed two people and hospitalized 22 others. After few days, harmful algae bloom spread to Irong- Irong Bay off Catbalogan City and waters of Calbayog City. Dr. Sonia Cabahit, head of FDA, said that generic medicine attributes pure and easily absorbed by human body compared to branded medicine. Generic medicine is cheaper, safe and a quality medicine. It is sold in registered and licensed drugstores or establishments. These stores should have a good storage of drugs, air conditioned or well ventilated, and have a good dispensing, Cabahit said. She told reporters that the P5.4 million budget for this SFP will be used for 3,600 children in 60 day-care centers in the city which will entitle them for a day-hot-meal for four months. The CSWD officer also said that this program will address the malnutrition problem in the city for children aging 3- 4 years enrolled in the day care centers.

Consultative meeting on rabies control held in EV

TACLOBAN CITY- In order to address the remaining health problem caused by rabies and to provide continuing support to control and eradicate this disease in the region, a consultative meeting was recently conducted by the Department of Agriculture-8 (DA-8) livestock program in partnership with the World Organization for Animal Heath, formerly called Office International Epizootics (OIE). This activity was spearheaded by Dr. Ronello Abila, OIE sub-regional representative, and attended by representatives from the Department of Health-8, Provincial and City Veterinary Offices in the region. Some of the topics tackled were the history of rabies, including the development of vaccine to prevent the disease; major accomplishments of the program; and major existing campaigns including the Bantay Rabis sa Barangay (BRB), a strategy to vaccinate all dogs at the barangay level. The team also laid out plans and specific activities to totally eradicate Rabies in the Visayas Region. In the Philippines, rabies continues to be a pressing health problem which takes the lives of 200 to 300 Filipinos every year. It may be recalled that in year 2009 the Bill and Melinda Gates Foundation provided support to the Philippines, particularly in Eastern Visayas in a program called Rabies-free Visayas Islands Project that aimed to declare the Visayas region as a rabiesfree zone by the end of the project implementation this year. OIE pledged to provide Eastern Visayas 250,000 vaccines every year, at the same time assured fullsupport to all the plans of the collaborating agencies in order to achieve its aim to declare the Visayas as a rabies-free zone and to end the major health problem caused by rabies. Some of the plans and activities to be conducted are the continued advocacy on rabies elimination, massive vaccination of dogs, investigation of rabies cases in Samar, Eastern Samar and Leyte, and the evaluation of the areas to be declared as Rabies-free zones.

provides that the role of LGUs include the creation of OFW help desk, with the help of national agencies, to help in the information dissemination on all aspects of overseas employment. OFW help desk serves as a forefront, particularly in far-flung areas where access to information and services has been remote. The help desk, manned by LGU-designated personnel, initially attends to complaints and problems of OFWs and their families. It also serves as information hub of benefits and programs of OWWA and other agencies catering to the OFWs and their families. According to OWWAs social welfare officer Marlene Kajano, the two-day activity was aimed to train the OFW help desk officers on how to address problems or concerns of OFWs and their families in their municipalities. The training generally focused on stress management, case management and client service relations.

Moreover, the OWWA will regularly coordinate with OFW help desk officers and the city government through PESO, and conduct orientation activities for them regarding OWWA programs and services. The help desk will be provided regularly by the agency with information, education and communication (IEC) materials on OWWA programs and services for distribution to clients who visit the desk.
