Dear Joanne,

I wanted to add one factual point to the comments I gave during my recent telephone interview, and I hope you
can pass these along to Tom Eldridge. I was asked during the interview who in the Deputy Attorney General's
office handled INS matters and I said that during my time there was one ADAG (Associate Deputy Attorney
General) and one Counsel who did this. When I gave this answer, I was thinking in terms of these two ranks of
officials within the Deputy's office, but I should have also mentioned that, during this same time, there was always
an INS career employee (non-attorney) who was detailed to the Deputy's office. This person served as a sort of
liaison between Main Justice and INS and, among other things, attended the AG's morning get-back meetings
and was responsible for following up on AG get-backs that implicated INS. At the beginning of my time as ADAG,
this person was named Theresa , and after she cycled back to INS her successor was Emma . I regret
that I cannot recall their last names at the moment (but if you interview, for example, Laura Baxter, she will know
both their names). Both of these people were very conscientious about keeping an eye on particular items that
required follow-through by INS, but they did not exercise a policy oversight function-e.g., they would not have
convened meetings with INS as the ADAG and Counsel frequently did.

This is fine. Castello, whom I know well, is on a good position to tell you to
what extent DAG's office as well as INS focussed on terrorism vis-a-vis
immigration policy in the late 90s. You might ask him whether he is planning
to be in DC at any time this fall. He moved to Vienna only temporarily (his
wife, an LA Times reporter, was assigned there for a stint that might be coming
to an end soon) .

Dear Mr. Castello:

The National Commission on Terrorist Attacks Upon the United States is


directed by statute to investigate the facts and circumstances surrounding the
September 11, 2001 terrorist attacks, including the nation's preparedness for,
and immediate response to, those attacks, as well as to evaluate the lessons
learned from those attacks and to make recommendations for preventing future
attacks. As part of its investigation, the Commission hereby requests to
interview you on issues relating to policy, budget, leadership and resource
issues regarding your work on immigration matters while in the Office of the
Deputy Attorney General, Department of Justice.

Thomas R. Eldridge, a member of the Commission's professional staff, will


make the arrangements for your interview. The Commission would like to
conduct your interview via telephone in the month of November, 2003. At least
two members of the Commission's staff will participate in your interview, and
the general policy of the Commission is to tape record interviews. You may
wish to review notes and other materials you may have to refresh your
recollection of these matters prior to the telephone interview. Please call Joanne
