Fiji's opposition political parties have lashed out at New Zealand's prime minister, accusing him of appeasing the coup-installed military government. Prime Minister John Key says the clause in the new constitution, which grants legal immunity to the 2006 coup plotters, is not a deal breaker for New Zealand. The draft of a new constitution was released two weeks ago, and will pave the way for Fiji's elections in 2014. Mr Key told local New Zealand media that the constitutional pardon was a compromise. "Practically, I don't think there's any way you're going to get a constitution

But spokesman for the United Front for a Democratic Fiji, Mick Beddoes, has rejected both men's statements. "We don't accept his suggestion that it shouldn't be a deal breaker," Mr Beddoes said. "It's simply going to open, and pave the way for more coups to occur in Fiji, because you can always be assured, of giving immunity and you not have to will not have to face prosecution," he said. Mr Beddoes says that Mr Key's comments send a signal that New Zealand condones violent uprisings. "The signal it's sending out is that New Zealand thinks its okay to indulge in armed insurrection if you're not happy with the outcome of a democratic election". The Fiji Beverage Group (FBG) will not directly market to children under the age of 12 years in any media or advertising. FBG is newly formed group which represents over 85 per cent of the nonalcoholic beverages manufactured in Fiji and include Coca-Cola Amatil Fiji, Tappoo Group of Companies, Motibhai Group of Companies, Frezco Beverages Ltd and Pinto Beverages Ltd. FBG earlier entered into a Memorandum of Understanding to support healthy active lifestyles for people in Fiji and in it they have also agreed to have a new low kilojoules beverages introduced to help encourage healthy beverage consumption habits. This move was undertaken by FBG in response to Governments call for the food industry to take actions to reduce the incidence of non-communicable diseases (NCDs),

A team of Vodafone Fiji employees headed by the regional manager West, Antonio Kitione, visited schools in Sigatoka. The visit was to deliver and setup the Netbooks for Kavanagasau College, Mavua District, Tau Primary, Ratu Nemani Memorial, and Nawai Secondary School. The schools were presented 10 Netbooks, a router each and internet connection for one year. The Vodafone Foundation has contributed $11,997.50 in assisting the five schools through their mEducation programme. The five schools will benefit through the policy where half of the costs of having netbooks are funded by the schools and the balance is covered by the Vodafone Foundation. Kavanagasau College principal, Navneet Mishra said: The school will definitely benefit from the technological devices provided by Vodafone. The netbooks can be used by the students to do projects, research and learn computing skills. Other schools also shared the same gesture of appreciation and spoke highly of the foundation and Vodafone staff.

A state celebration is expected to be held in November to commemorate Levuka in recognition of Levuka being declared Fijis first world heritage site. The announcement was made by the Provincial administrator Lomaiviti, Kelepi Kubunameca, on Day One of the Ministry of Informations Lomaiviti tour. NIGHTCLUB and internet shop operators have been warned to strictly limit their closing hours as per their licence. This was outlined during the stakeholders meeting that included representatives from the Suva City Council, Fiji Police Force, nightclub and internet shop owners. Suva special administrator Chandu Umaria, who chaired the meeting, said internet shops in the central business district could operate after 9pm, while those out of the CBD were to stick to the 9pm closing time. Mr Umaria said despite the flexibility given on the closing hours, internet shop owners should ensure they do not break any rules and constantly monitor children who might take advantage of the extended hours. "Internet shop owners should come up with information if children are seen at their premises during school hours and later at night," he said. Mr Umaria also called on internet shop operators to install relevant software in their computers that would not allow children to access pornographic websites. Police commanding officer Central SP Tevita Waqabaca said during school hours, children were still seen at cyber cafes. He urged the operators to check the voter registration cards properly, which were being used as identity cards by children.

A NEW Zealand waste manager and contractor for the Naboro Landfill has been awarded an extension for its operations and a new construction contract. And according to H G Leach (Fiji) Limited manager Mark Hirst, this provided the opportunity to upgrade their machines. The company purchased a 320D excavator from Carptrac for $470,000. From a landfill perspective, he said, this was a big benefit because they needed machines that could be serviced locally as opposed to the ones they used before. "With caterpillars at the moment there are delays with construction. Actually making the machines and having it in stock was a big bonus for us because it was here straightaway." Fijians Eat Too Much Salt


FIJIANS consume too much salt. This was revealed at the 4th Consultation on Non-Communicable Diseases (NCD) Prevention and Control that was held at the Tanoa Plaza in Suva where the Ministry of Health met key players in the food industry to discuss strategies to reduce consumers' salt intake. National adviser on NCDs Dr Isimeli Tukana said the purpose of the consultation was to reduce NCDs in Fiji, given that more than half of Fijians buy their food from the supermarkets. The co-ordinator for the Pacific Research Centre for the Prevention of Obesity and Non-Communicable Diseases (C-POND), Dr Wendy Snowdon said salt intake among Fijians was too high. She said major factors of salt intake were common takeaway foods, processed foods, and the use of salt both while cooking and while eating at the table. "High salt intake has been primarily linked to high blood pressure, which is the biggest risk factor for stroke and heart disease," Dr Snowdon said. "It has been estimated in other countries that reducing salt intake could reduce strokes by around a third and heart attacks by about 20 per cent." She said there was a need to work with caterers to reduce salt levels in their food, and to have an easy system to advise consumers about what products had reduced salt. Mr Tukana added that restrictions on businesses were normally done on a voluntary basis.

The polls opened at the Australian High Commission last week and will remain open until 4pm this Friday. A total of 1717 candidates are contesting the 2013 Australian federal election, an increase of 43 per cent compared to 1198 candidates who contested the 2010 federal election.

Bank Of South Pacific Launches Go Green


THE Bank of South Pacific has launched an initiative to promote a green, healthy and sustainable environment. And it has introduced an exciting activity to encourage participants to appreciate the environment, amid the threat of climate change and pollution. BSP country manager Kevin McCarthy said the launch of their Go Green 2013 campaign was centered on the theme 'Recycle, Reuse, Respect' and they had invested about $120,000 in the program. "This is our fourth year for the program since we started in 2010 and we had 91 schools in that year. Last year, the number of schools was 165," he said. "The number of students in 2010 was 14,726. Last year we had 45,131 students involved in the Go Green campaign. This year we are trying to make things a little different, change it up. We're offering schools the opportunity to register for the clean up only and we're going to put an art competition in. "We're going to invite schools to actually use some of the rubbish they've collected and create a piece of artwork that demonstrates their view of the Go Green campaign and cleaning up their environment." He said they would invite schools to register at any of BSP branch or submit their completed registration forms available in the newspapers and on their website. He said the art competition was divided into the junior and senior categories with 12 computers in each category up for grabs. "Eighty per cent of the artwork should be made out of rubbish collected and accompanied with a synopsis of what it represents," he said. "The artwork will be sent to provincial and district offices. The top three entries from each district would advance to final judging in Suva around midOctober." Ministry of Education principal education officer Narayan Sharma said the campaign promoted environmental responsibility. He said district education officers and school heads had been informed of the upcoming event on September 20, which was centered on Clean Up the World Day.

A PROPOSAL for a front-of-pack (FOP) nutrition labelling scheme was discussed at the 4th Consultation on NCD Prevention and Control in Suva. A Ministry of Health booklet stated that consumer awareness about healthy living and diet is "generally low in Fiji", and attributed the rising incidence of NCDs to poor diet choices. Livestock Industry To Expand


THE Agriculture Ministry wants to expand the country's livestock industry in the Western Division beginning next year. Animal health and production department director Tomasi Tunabuna said if all goes to plan, West livestock production could fill the gap left by diseased animals in the Central Division. "We have a lot of plans for the livestock industry in the Western Division for next year because this region has a good environment for it," he said. "This year we started expanding the dairy industry to the West. "Our poultry industry is also growing vigorously in the Lautoka and Nadi corridor. "We have a lot of plans for the development of the sheep genetic industry and even the improvement of feed for livestock here." Mr Tunabuna said the department would also look to increase livestock feed products in the area. "We are looking at how we can make use of a lot of available resources for feed. "We are taking into account the availability of sugar cane tops for six months every year which is a very good form of forage for livestock. The availability and abundance of feedstock in the West is something we want to benefit from and that's how our livestock can very well be expanded."

More than 100 participants from around the world have gathered at the 15th Commonwealth Veterinary Association Regional Conference in Nadi to discuss ways of sustaining animal health production and care. While speaking at the opening of the conference, His Excellency the President Ratu Epeli Nailatikau said producing and sustaining Fijis production is a challenge due to the growing requirements for stringent food safety standards, disease control, animal welfare and the need for veterinarians. The head of state pointed out that the low presence animal specialists against the increased consumption of livestock products have led to gaps that need to be filled. The consumption and imports of livestock products from dairy products like powdered milk, ice cream, cheese and yoghurt, to meats, leather and fibre are increasing steadily right across the region, Ratu Epeli said. Fiji imported $68million worth of dairy products in 2012 while animal and meat products imports reached $57m. The major challenge is to produce more of these requirements locally while providing economic opportunities, greater self-reliance and an enhanced food security in the process. The President highlighted that the Fijian government is ensuring greater

cohesion and effective implementation of the import substitution program to increase self-reliance and reduce imports. Government has been injecting around $4m-$5m annually to the livestock sector, in terms of improving livestock research and breeding, upgrading of veterinary pathology laboratory, dairy industry support through the demand driven approach program, livestock rehabilitation program and agriculture development programs. Government has also allocated $1m this year for the dairy development program to assist farmers through subsidizing agro-input costs. Ratu Epeli added that livestock are an integral part of the Pacific islandssocio and cultural systems and feature prominently in many traditional ceremonies. He also highlighted that livestock face major risk due to climate change and steps are being taken to ensure sustainability. He stressed to participants that more effective disease surveillance systems need to be in place to be able to detect and respond to any new disease incursions from changing environment conditions. The theme for the week-long conference is Sustainable Animal Health Production- the role of veterinary education, disease control, food safety, food security and animal welfare.

Fijian Holdings Records Biggest Revenue Of $233M


Fijian Holdings Limited (FHL) Group recorded consolidated revenue of $233 million for the year ended June 30, 2013. Group chief executive, Nouzab Fareed, confirmed this was the highest revenue ever recorded by Fijian Holdings which is the largest and most diversified group in Fiji. This was an increase of 27 per cent compared to the previous financial year when the consolidated revenue was $183 million. Mr Fareed said almost 75 per cent of the revenue was from RB Patel Group, South Sea Cruises and FHL Media (previously Yasana Holdings Limited). In fact, RB, South Seas and FHL Media together with Basic Industries have basically account for FHL revenue. Meanwhile, the groups consolidated pre-tax profit was $18.16 million compared to $16.6 million in the previous year. The holding company recorded a pretax profit of $9.8 million, a growth of five per cent from the previous year. Group chairman, Iowane Naiveli, said the impressive performance despite a difficult year was an indication of the hard work of their people and their business focus. FHLs investment strategy has worked and still we have got some opportunity to grow, he said. Shareholders are content with the net worth of the company has grown by 15 per cent to $202 million. Mr Fareed said the group managed to reach their goal despite the difficult year. Our total investments of $87 million during the year would reap much higher benefits in the years to come, he said. No time for complacency But despite the good results, Mr Fareed stressed there is no time for the group to be complacent as they still have more to do. He said fact remained that three group companies namely; Basic Industries Limited, Papua New Guinea-based Pasifika Holdings and FHL Logistics made a total loss exceeding $5.6 million. If not for these losses, the group may have achieved pre-tax profit in excess of $23 million, he said. But the most important achievement is that we have been pro-active and taken right strategies to avoid the same in the future. Mr Fareed said Basic Industries made a pre-tax loss of $2.8 million compared to $800,000 profit the previous year, which was a big shock for them. Plans to reverse losses With these setbacks, Mr Fareed said they now have developed strategies for the three companies which posted

This is after the Health Ministry and the centre signed a memorandum of understanding in Nadi. Health Minister Dr Neil Sharma said the service was a milestone achievement for ministry and for the centre. "The Ministry of Health has gone into an agreement with the centre to be able to provide support and dialysis for patients that need it," he said. "In the past, this sort of treatment was done in Suva but now with this new agreement, patients from the West can go to the Nadi-based centre to get dialysis treatment. "This will provide these patients access in the West instead of travelling all the way to Suva. "With the government funding, this is another way where we are trying to rationalise the services that we provide." the Western Dialysis Centre run by the Zen Medical Clinic was an ideal place for patients from the West. "We note that this is a great facility which looks after a great number of patients needing dialysis treatment." Dr Sharma again stressed the importance of people taking heed of health advice from medical professionals especially those who suffer from noncommunicable diseases. "We take into account the fact that diabetes is a very important NCD and that a lot of people may know or not know that they are suffering from diabetes. The Ministry of Education is reminding schools around the country that no student is to be sent home for failing to pay school levies or fees. The Ministrys permanent secretary Dr Brij Lal said that School Managements, Head teachers and Principals of schools should allow students to attend classes while arrangements are made for payment of school levies. I am requesting all school management, head teachers and principals to display wisdom in the handling of the issue of school levies. Students must be allowed to enter the classrooms and arrangements of the payment of school levies should be done with parents and guardians. Please take heed of the instructions of the Head of Government that it is not right to stop children from classes, Dr Lal said. Let us not send a negative message to the students at the very beginning of the last and the most important term of the school. Avoid encouraging truancy and delinquencies and keep the students where they belong, added Dr. Lal The Ministry of Education is proud of the initiatives to make education

Mobil Oil Fiji has confirmed that it is in discussion with the Tappoo Group of Companies to take over the operations of a number of Mobil-owned service stations in Fiji. Speaking on behalf of Mobil Oil Fiji, business support manager, Yvoneta Singh, said a further announcement regarding this would be made soon. This follows formal notice from current franchise operator, Carpenters, of their intention to exit from the Mobil service stations. Mobil Oil Fiji has assured that it remains committed to minimising disruption of services to customers. We are working to ensure smooth transition to the new arrangement and to keep the sites operating through this period, it said. Carpenters Motors operated 21 Mobil retail service station sites in Fiji under an agreement between the two parties. Carpenters explains Carpenters Fiji Limited said their formal agreement for the Mobil retail franchise for the 16 Mobil-owned stations and five Carpenters-owned stations expired earlier this year.

Roger Powell, or Carpenters in response to questions from the reporter, explained that after several reviews with Mobil, it was agreed that Carpenters would hand the franchise back to Mobil. He said a new franchisee could then take over the retail fuel operations. Nevertheless, he said: Carpenters continues its proud tradition and close relationship with the Mobil brand. This is through Carpenters Motors Mobil Lubricants, the distributor for Mobil Lubricants in Fiji, and Carpenters Motors Distribution, the haulers and distributors of Mobil fuel on Vanua Levu. Partnership Mr Powell said Carpenters Fiji Limited and Mobil Oil have been partners since the turn of the 19th century, with Carpenters representing Vacuum Oil. Mobil succeeded that brand, he said. Carpenters has operated a large percentage of the Mobil fuel retail chain, and in the late 1980s began the transformation from fuel and oil stops to what has become the current retail of fuel and convenience stores concept.

Voting at next year's elections will be conducted in one day and the results would be posted within 24 hours of the end of the election process, said Fiji Acting Prime Minister, AttorneyGeneral and Minister for Justice, Aiyaz Sayed-Khaiyum. The Reserve Bank of Fiji has noted that our sugar industry has overcome its teething problems and has shown improvement in milling efficiency. This was highlighted in the central banks Economic Review for August released this week. In the first two months of cane crushing, around 700,000 tonnes of cane have been crushed by the mills to produce around 74,000 tonnes of sugar, the report stated. The review stated that industry liaison also indicated improved production in mahogany, woodchips and garments. Moreover, electricity production, an indicator of overall economic activity, rose by 6.7 per cent in the first seven months of the year. Generally, the review noted that sectoral performances remained mixed and certain sectors continued to perform below potential and face supply constraints. Mr Punja said the development comprises of a three-storey apartment complex containing 30 units of very high quality two bedroom apartments. The construction is very close to Port Denarau and the Marina. This project is an integrated tourism development, Mr Punja said. The project includes 30 serviced apartments together with the requisite public facilities such as swimming pool, restaurant/caf and a bar. US president Barack Obama says he is "not interested in repeating mistakes" from the Iraq war, as Western powers continue to debate possible military strikes against the Syrian regime. Speaking ahead of the G20 leaders summit in Russia, Mr Obama said the situation in Syria is different to that which led the US to war in 2003 because of the strength of the evidence. "I'm somebody who opposed the war in Iraq," he told reporters in Stockholm. "And I am not interested in repeating mistakes of us basing decisions on faulty intelligence." Mr Obama said that while he is confident congress will approve military action, as US commanderin-chief he reserves the right to strike president Bashar al-Assad's forces over its suspected use of chemical weapons. Indian-American Swati Dandekar In Race For US Congress

A US woman who allegedly stole $5000 from her boyfriend and hid it in her rectum had to be hospitalised after she unsuccessfully tried to retrieve the money. Christie Black, 43, from Tennessee in US, was bleeding severely following her attempt to remove the wad of stolen money with a toilet brush and tongs, according to a Hawkins County Sheriff's Office report. Black's boyfriend Bobby Gulley set a "trap" for her by placing two envelopes containing $4,000 and $1,000 in an old medicine bag. The bag was then placed on a table before Gully went to bed. Gulley said that when he woke up, he noticed Black was still awake, but the

Baby's Father Blames Hospital


The father of a 3-week-old baby whose throat was slashed is blaming Southland Hospital for turning his wife away when she asked for help last Sunday morning. David Milton said he took his wife, Sucharitta, to Southland Hospital at 3am on Sunday because she was in "absolute agony". She had been "like a zombie" and in extreme pain with multiple stitches after the birth of their daughter Noklair, he said. However, she was sent home at 6.30am after undergoing several tests and being told she had post-natal depression and mastitis, he said. "The doctor's attitude was absolutely disgusting." She was told to visit her GP on Monday, he said. On Sunday night Sucharitta began passing out and Mr Milton rang their midwife, who had been visiting weekly, to tell her about Sucharitta's symptoms. "I was trying to keep her going." The midwife told her to express as much milk as possible and to put cabbage leaves on her breasts and told the couple she had "milk fever". However, by Monday morning their home had become a crime scene and their baby was being rushed to hospital with life-threatening injuries. His wife was also taken to Southland Hospital with "slashed wrists" where she had cut her tendons and ligaments, he said. "She's been kept in hospital ever since." He was standing by his wife and supporting her through everything, he said. Meanwhile, his daughter was still in an induced coma in Starship Children's Hospital, but the hospital staff planned to bring her around slowly, he said. As soon as he was able to visit his daughter, he would fly to Auckland. Police had originally put him in isolation, taking his phone away and not letting him speak to anyone but they were now being supportive and helping the family, he said. "The police were all against us right at the beginning, now their whole attitude has changed." Noklair now faces a four-month stay in hospital and a long road to recovery, he said. "They have done a brain scan, but she was fine, but they don't know 100 per cent yet." Southern District Health Board spokeswoman Stacy Belser said the health board would not comment on the case because of patient privacy.

Indian-American Swati Dandekar of Democratic Party has announced her candidacy for the 1st Congressional District of Iowa. Dandekar is a former Iowa legislator representing the Marion area in the Iowa House of Representatives from 2003 to 2009 and in the Iowa Senate from 2009 to 2011. From 2011 until recently she served as a member of the Iowa Utilities Board. During her years in public office she was a strong voice for job creation, working to bring advanced technology and skilled jobs to the state. Born in Nagpur, Dandekar holds a bachelor's degree from Nagpur University and a post graduate diploma in dietetics from Bombay University. She came to Iowa in 1973. As a proud naturalised American citizen she believes the foundation for success is an excellent education. "Over the past few months I have been exploring a run for the 1st Congressional District. I have met with voters across the district and have been encouraged by their support for my campaign," she said. "Last May I formed an exploratory committee chaired by Senator Wally Horn of Cedar Rapids and Tina Patterson of Marion. With their help, we have made a thorough assessment of the race and I now feel confident that I can win the Democratic nomination next June and the election in November

Dandekar was the chair of the Senate Commerce Committee, vice chair of the Economic Development Budget subcommittee, and was elected President of National Foundation of Women Legislators in 2011.In 2011, Dandekar was appointed as the Democratic member of the Iowa Utilities Board. A six-year-old Chinese boy who had his eyes gouged out by a woman believed to be his aunt may one day see again after a Hong Kong hospital offered him "electronic eyes". Hong Kong-based eye expert Dennis Lam said his team would provide the treatment for free to Guo Bin - known as Bin-Bin - who was found covered in blood near his home in the northern Chinese province of Shanxi last month. Mr Lam said that future technology could restore up to 40 per cent of the boy's lost vision. "When I heard about it, I was really angry, very upset," Mr Lam said. "I was asking myself if I can help. Being an eye doctor, our greatest sort of encouragement is when the patients see again." Mr Lam said he is still waiting for consent from the child's parents to bring him to his eye hospital in Shenzhen in southern China where he can be given a pair of false eyes as soon as next week. Cameras in the prosthetic eyes would relay a signal, based on the shape of objects, to an electric pulse generator connected to the boy's tongue helping him to recognise shapes, Mr Lam said. He said the technology is already being used in Japan and Europe. The final goal is to give the boy bionic eyes linked directly to the brain which will help him partially regain his sight, Mr Lam said, a treatment which is still being developed. "In the end (his sight) could be 20 to 40 per cent when we talk about 10 years down the road," he said. "The ultimate goal is the help him to see again." The boy's parents are reportedly

Ariel Castro, the Ohio kidnapper sentenced to serve life in prison after holding three women hostage for a decade, has been found dead in his prison cell. Castro had been sentenced to life plus more than 1,000 years for the kidnap and repeated abuse of Amanda Berry, 27, Gina DeJesus, 23, and 32-year-old Michelle Knight. The 53-year-old was being held at the Correction Reception Centre in Orient, Ohio. The former school bus driver, who was under protective custody and isolated from other inmates, was found hanging in his cell at about 9:20pm Tuesday (local time) when prison staff were making their rounds, rehabilitation and correction department spokesperson JoEllen Smith said. Prison medical personnel tried to resuscitate him and he was transferred to a local hospital but pronounced dead about 90 minutes later, Ms Smith said. One condition of his protective custody was that prison staff had to check on him every 30 minutes at staggered intervals, a department of corrections statement said. Castro received his life sentence in early August after agreeing to a plea deal that saw him avoid the death penalty. "I'm not a monster. I'm sick," he pleaded. Despite having pleaded guilty to 977 charges related to his victims' brutal decade-long ordeal, including many rapes and the murder of a foetus through beating its mother, Castro said he was not a violent man. He said he had himself been sexually abused as a child and had grown up obsessed with sex. Castro said he had not plotted the three kidnaps, but had acted on impulse. "I am not a monster. I am a normal person. I am just sick. I have an

addiction just like an alcoholic has an addiction," he said. Castro was arrested in early May after his neighbour Charles Ramsey came to the rescue of Ms Berry, who was trying to escape the house. Rescued along with the three women was Ms Berry's six-year-old daughter, fathered by Castro and born during her mother's captivity. In what was one of the most sensational US crime stories in recent memory, Americans were elated by news that the three women had been found alive and freed but were stunned by the circumstances of their ordeal. Suicide note dismissed as an attempt to blame victims Castro had been imprisoned since August 5 at the Ohio centre, a prison processing facility outside Columbus, the state capital. He was to remain there while undergoing a series of mental and physical evaluations before being transferred to a more permanent lockup, prison officials said. "A thorough review of this incident is under way and more information can be provided as it becomes available, pending the status of the investigation," Ms Smith said. Cuyahoga County prosecutor Tim McGinty acknowledged after Castro's sentencing that a suicide note and confession written by Castro had been found by authorities at his residence when they searched his home following his arrest in May. But Mr McGinty dismissed the letter as an attempt by Castro, whom he described as a "narcissist", to feel sorry for himself and to place blame on his victims. The house where the three women were held and bound with chains and ropes for periods of time has since been torn down along with two homes on adjacent lots.

Citizenship laws say a person born in India after July 1, 1987 cannot claim automatic citizenship unless at least one of the parents is an Indian. The Bombay high court has refused to grant relief to a man and three others charged with being illegal immigrants even after they produced passports (later terminated), Aadhaar cards and birth certificates to prove they were Indians. "The birth certificate of one of the applicants will not (suffice) as under the law it is imperative for such applicant to establish that his parents were Indian nationals. There is no such proof adduced," said Justice K U Chandiwal dismissing their pleas. Under citizenship laws, a person is an Indian by birth if born in India on or after January 26, 1950, but before July 1, 1987. If a person is born after July 1987, he or she can claim citizenship if either parent was a citizen. Lemon Chicken With Bok Choy


Heat a large frying pan over mediumhigh. When hot, spray well with oil. Add chicken and saut until golden, 4 min per side. When chicken is golden brown, stir in broth, lemon juice, sesame oil and garlic. Bring to a boil, then reduce heat to medium-low. Cover and simmer, turning chicken occasionally, until springy when pressed, 4 to 8 min. In a small bowl, combine cornstarch with soy and 1 tbsp water. Remove chicken to a platter and cover loosely with foil to keep warm. Increase heat to medium-high. Stir in bok choy. Stir often until tender-crisp, about 3 to 4 min. Remove to platter with chicken. Whisk cornstarch mixture into broth in pan. Stir constantly until sauce thickens, about 1 min. Pour sauce over chicken.

Ingredients 1/2 cup sweetened flaked coconut 1 stick unsalted butter, softened 1 1/4 cups granulated sugar 1 tablespoon grated lime zest 2 large eggs 1 3/4 cups self-rising flour 3/4 cup whole milk 2 tablespooons fresh lime juice 1/2 teaspoon vanilla Lime Glaze: 2 tablespoons fresh lime juice 1 cup confectioners sugar Topping: 1/2 cup sweetened flaked coconut Preheat oven to 350F with a rack positioned in middle. Generously grease a 9- by 2-inch round cake pan and line the bottom with a round of parchment paper. Toast all of your coconut (1 cup total) in a small baking pan in the oven, stirring until golden, about 3 minutes. Let the

coconut cool. Leave the oven on. Beat together the butter, granulated sugar, and zest with an electric mixer until fluffy. Beat in eggs 1 at a time. Stir together the flour and 1/2 cup coconut (reserve remainder for topping). Stir together the milk, 2 tablespoons lime juice, and the vanilla. At low speed, mix the flour and milk mixtures into the egg mixture alternately in batches, beginning and ending with flour. Spoon the batter into the pan and smooth the top. Bake until golden and a wooden pick inserted into center comes out clean, 35 to 45 minutes. Cool for 15 minutes , then turn onto a cooling rack and discard the parchment. Cool completely. Whisk together the confectioners sugar, 2 tablespoons lime juice and pour over cake. Sprinkle with remaining toasted coconut.

Only a few fresh ingredients needed: sausage, onion, tomatoes, red pepper and basil. Serve with a nice bottle of red and enjoy!
Ingredients 2 tsp olive oil 500g NZ lamb sausages, cut into 1/2 in. diagonal slices 1 onion, sliced 1/4 cup white wine 2 tomatoes, sliced into wedges 1 red pepper, sliced 1/4 cup basil leaves, torn slices of focaccia Instructions Heat a large frying pan over medium. Pour in wine and cook until wine is absorbed, 2 to 3 min. Add tomatoes and red pepper. Continue cooking, stirring occasionally, until tomatoes and peppers are soft, 8 to 10 more min. Stir in basil and season with pepper. Serve on warm focaccia slices.

A CBC News investigation has discovered BC Hydro has been massively overcharging several tenants in a Burnaby condo tower after installing smart meters, forcing some of them to move out. When tenant George Sayed got his combined January and February electricity bill, he couldn't believe it. His usual charge of around $100 had skyrocketed to more than $500 for his small 900-square-foot condo. When the 24-year-old student called to complain, BC Hydro told him it was his fault, and suggested he switch off his heat, fireplace and other appliances at the circuit breakers in his electrical panel. "BC Hydro told me to turn it off. And I just thought it was crazy," he said. Sayed said he never used the electric fireplace and barely heats his place. But, following BC Hydro's advice, he began unplugging his appliances at night to conserve power. When his March and April BC Hydro bill came, he expected a drop. Instead, he was hit with another $500 charge a total of more than $1,000 in just four months. "I felt like I was played. I felt like I was scammed. I was lied to. I was manipulated," he said. "When the big bills started hitting me, I just told myself, how am I going to pay for this? I mean how? I'm a student." Sayed wasn't alone. His neighbour Sedi Minachi has seen her latest hydro bill more than double from the same time last year, to $348. And she was also unable to get BC Hydro to admit there was something wrong with it. "Very frustrating, It's going on and on and it seems like we don't get anywhere," Minachi said. Bills spike for 9 residents In all, nine residents of the Burnaby condo complex, near the corner of Lougheed Highway and Holdom Avenue, that had seen their bimonthly hydro bills spike since January. cover the unexpected cost. And still, BC Hydro didn't admit any error or any problem on their side, and maintained that all the residents were at fault. But once CBC News took up their cases with BC Hydro, the Crown corporation soon admitted the customers were being overbilled. It turns out BC Hydro had installed smart meters in the building, but they had not been hooked up yet to the billing system. So instead of billing the tenants for the energy they were using, it was guessing at their power consumption but the estimates were based on past consumption during the coldest months of the year. Jim Nicholson, the director of customer care, called it a "clerical error." "That was an error and we've corrected it now and customers will be receiving their correct bills," he said. Systems in place, says BC Hydro Nicholson says BC Hydro uses estimates regularly when meters are not working, but says it has systems in place to ensure mistakes are caught and customers are eventually billed for the energy they actually use. But Nicholson admits this might not be the only condo building where the clerical error might be leading to serious overbilling. "There could be, but I wouldn't say that it's widespread," he said. As a result of CBC's investigation BC Hydro is now issuing refunds and apologizes for the mistake, but for some of the residents it all comes too late. "I finalized my decision, I finally decided to move," said Sayed. CBC News has learned Sayed is just one of several residents who have either given notice to their landlords or put their condos up for sale because they feared they would be unable to pay anymore BC Hydro bills. It appears that the surveillance notes in the book were made by Busch, who watched the movements of key suspects in the Surrey Six case between December 2008 to April 2009 as a member of the RCMPs "Special O" team. Six people, including two innocent bystanders, were gunned down in a high-rise apartment unit in Surrey in October 2007. In addition, four RCMP officers are facing charges, including breach of trust, obstruction of justice and fraud, dating back to their handling of the Surrey Six slayings. When CBC News contacted the RCMP to ask about the lost surveillance book, a spokesperson said such books were "personal notebooks" of officers, who are responsible for their safekeeping. The RCMP said these books are used primarily to assist police officers with refreshing their memories when recounting his or her actions if called upon to testify at court proceedings. But Farrow said he thinks such books shouldn't be brought home. "You don't just leave evidence out, it's mishandling of evidence in my opinion," he said. "You just don't leave it lying around, you just don't take it

home, you don't take evidence home." Criminologist Rob Gordon agreed, saying seemingly harmless observations can be crucial, in a case as important as the Surrey Six investigation. "Even the most innocuous comment or observation may be of extreme value in the course of a later investigation," Gordon said. "You just dont know." Book returned to RCMP Farrow brought the surveillance book to the CBC and was encouraged to try once again to return it to the RCMP. This time, Farrow says an evidence clerk realized its potential significance, and the book was collected by the manager of the Surrey Six exhibits in August. Gordon, the criminologist, said it's unlikely the book will have an impact on the upcoming Surrey Six case in court, but that the security breach is a major concern since the book contains the names of undercover officers as well as other potential suspects and witnesses. As for Busch, he is no longer a member of "Special O" and CBC News has learned he now faces RCMP disciplinary action on numerous domestic abuse allegations.

Three Women Sexually Assaulted On Skytrain


Transit Police are trying to identify a man who is alleged to have sexually assaulted three women on the SkyTrain over the Labour Day long weekend. Around 11:30 a.m. PT Saturday, the alleged suspect boarded a SkyTrain headed for downtown Vancouver at Edmonds Station in Burnaby. He moved behind a woman and began rubbing and touching her in a sexual manner before she moved away. The suspect is alleged to have then touched at least two other women in a similar manner. A witness took photographs of the alleged suspect, who is described as possibly a Hispanic male, 25 to 40 years old, five feet five to five feet eight inches tall, with short black hair. He was wearing a white T-shirt with a grey emblem and an unknown word on the front, black shorts, sunglasses and Walkman-style earphones. "In the photographs, he appears to be just standing on the train kind of looking off into the distance, kind of indifferent, kind of disinterested," said TransLink spokeswoman Anne Drennan. "While he is assuming that posture, his hand is reaching out doing inappropriate things to women." Transit Police say only the first victim identified herself to police and are asking the second and third victims to come forward by calling 604-5158300. A Windsor, Ont., man who stabbed his mother to death last year and then stole her money to buy drugs was sentenced Wednesday to life in prison with no chance of parole for 13 years. Jason Coffey, 41, had pleaded guilty to second-degree murder in the July 2012 slaying of 63-year-old Florence Coffey in the home the two shared. Court was told Coffey was addicted to crack cocaine and that he stabbed his mother 40 times with two knives before stealing money from her purse to buy drugs. Coffey had been battling drug addiction for two decades, court heard. The defence had sought parole eligibility after 12 years, while the Crown wanted 15. Coffey cried at the sentencing, saying he would never be able to forgive himself for what he did. He said that it should have been him who died.

I think to the extent to which drugs did play a factor in the homicide weighed heavily on the judge and had him decide in the lower end of the (sentencing) range. B.C.s cities want the provincial government to change the propertytax system to be fairer, potentially allowing them to tax public institutions and Crown corporations and to create a low-income tax credit. Thats one of several suggestions made by a special committee of the Union of B.C. Municipalities in a report released Monday outlining the need for cities to get more revenue in the coming years, as they are faced with enormous tax hikes for water, sewer, road and other expensive infrastructure. At the moment, city budgets are heavily reliant on the property tax, which neither grows with the economy nor distributes costs fairly, says the report, Strong Fiscal Futures. B.C. municipal politicians will be spending a half day debating the report at their annual convention in the third week of September. It notes that cities are looking at having to spend billions in the next 15 years for projects required by provincial and federal governments. These will force property taxes up and to levels where the weaknesses of the property-tax system will make the cost unacceptable for many British Columbians, the report says. Other suggestions it makes about changing its tax and revenue system include: Set a limit on property taxes so they account for no more than 65 per cent of the municipal budget. Get all traffic-fine revenues the province collects. Negotiate an improved agreement on sharing the hotel tax between the province and cities. Give TransLink appropriate funding. The study comes after years during which municipalities have said they are taking on the burden of many costs downloaded to them from provincial and federal governments, including

There is a lot of talk about the overall ability to pay where are we supposed to get the money? It is likely to be one of the major discussion points at an annual convention that is otherwise somewhat low-key this year. Typically, the meeting of hundreds of city councillors and mayors from around the province generates a raft of news, as debates about drug laws or policing costs or taxes erupt. This year, the number of resolutions for the convention is down from previous years. As well, there is some concern among convention organizers that attendance may be low, after some suburban politicians who attended the Federation of Canadian Municipalities conference in June were pilloried in the media for staying in hotels downtown rather than driving home each night. The organizers for the annual meeting had also been anticipating a new NDP government, and the focus was going to be on meeting new cabinet ministers. However, the time needed for that in the program vanished after Premier Christy Clark led the Liberals to an unprecedented fourth election win. Some issues that arose in the election may resurface at the convention, as politicians discuss tankers, pipelines, resource extraction and other items that provoke increasingly large splits along urban and rural lines.

Canadians quickly warmed to Justin Trudeau when he was elected leader of the federal Liberals last April, and a new poll suggests he continues to score top marks for trustworthiness and his vision for Canada. But the survey released on Thursday by Nanos Research also suggests Mr. Trudeau is not considered particularly competent, and the high levels of support enjoyed by his party likely stem more from dissatisfaction with Prime Minister Stephen Harper and the Conservatives than from the Liberals own performance. Five-Year Bans From Entering U.S. Under Legal Challenge


A provision that lets American border guards arbitrarily bar Canadians from entering the U.S. for at least five years is under fire from B.C. business leaders who see it as a major threat to crossborder enterprise. The B.C. Chamber of Commerce has joined a lawsuit filed in the U.S. that aims to quash the so-called "expedited removal" process. Typically, B.C. residents barred from entry under the provision have been deemed by U.S. border staff to have lied under questioning about the reason for their visit. "It seems like it's pretty arbitrary in its application," said Bellingham immigration lawyer Greg Boos, who has filed a submission in a U.S. court on behalf of the B.C. chamber, the Whatcom County chamber and other stakeholders. Expedited removal consists of an automatic ban on entering the U.S. for either five years or for life and there's no avenue for appeal to the courts. Boos said B.C. businesses with key staffers who service equipment they've sold to American clients have been barred, causing chaos for the affected firms. "If it was applied to the CEO of a B.C. company doing business in the United States, it would be disastrous for that company," he said. Boos said bans on B.C. residents through the provision have been sporadic so far, but there have been signs its use will grow. Some "hard core" border guards use it Saunders recounts another case involving a retired Abbotsford church minister who was regularly crossing the border to go to Lynden to cover for the local minister for three weeks. The first two times he merely said he was visiting the church when asked his reason for coming to the U.S. The third time he said he was covering for the colleague. Although the minister was being paid only a small per diem and didn't consider himself to be working in the U.S., CBP officers decided he'd lied to them the previous two trips and banned him for five years. "If they can give an expedited removal to a minister from Abbotsford, they can give one to anyone," Saunders said. A higher profile victim was Chad Rook, a Vancouver actor who has appeared in TV series such as "Supernatural." He was slapped with a five-year ban in January after a nine-hour interrogation at the Peace Arch border crossing. Rook was on his way to Los Angeles to meet entertainment industry contacts and to visit friends and vacation. He initially neglected to mention the business side of his trip and was accused of changing his story and trying to illegally work in the U.S. "This draconian regime flies in the face of open borders and Canada's long-standing friendship and trading relationship with our neighbours to the south," B.C. Chamber of Commerce president John Winter said. "These harsh border rules need to be fixed."

Speed limits on B.C. highways are long overdue for a review and could see an increase based on current research, the provinces new transportation minister says. Its been more than a decade since the government last reviewed current speed limits, Todd Stone said. One of the things I think you have an obligation to do as a new minister is to take a look at everything your ministry is responsible for and challenge the status quo, he said. About 85 per cent of British Columbians routinely travel 10 kilometres above the speed limit, but its actually the drivers going the speed limit who are at risk especially on highways, according to Stone. The person travelling 10 kilometres below is arguably of greater harm to him or herself and others travelling on that corridor, he said. Stone has instructed his staff to review the limits, as well as the policies behind setting speed limits, with a goal of producing a list of recommendations by next spring. Routines make your teen feel safe and secure. When teens feel safe and secure, they are at their best. Get rid of the, 'Did you do your homework yet?' question. Know that from this time to this time, they are working on it. Be available at that time should they have questions. Let your teen be the one to come up with his daily routine. They are more apt to stick with it this way. Set up a consequence if they are unable to stick to the routine, beforehand. An example of what I use is if the time is 7:00 pm, and they can't get to the table until 7:05, then no TV, (stereo, going out with friends, ...pick one), for the rest of the night. Small-car buyers are among the most demanding. They want something fun, good-looking, feature-filled, but also inexpensive and easy to park. The days of "basic" transportation are over. The Ford Focus is convincing evidence of that change. It's changed the nameplate's image, from unremarkable to best in class, in many ways. It's also our 2012 Best Car To Buy winner, as much for its trend-leading features as for its excellent front-drive handling. And this year, it's being joined by a seriously enthusiastic Focus ST hot hatch. The 2013 Ford Focus contains a mix of creases and curves in the sheetmetal, while its aggressive front-end design and thin front grille are a new Ford design cue shared with the 2013 Escape. The instrument-panel design doesn't at all hold back inside, and while some may find it overly swoopy and almost too stylized, its verticallyoriented vents and pleasant surface scrulpting look and feel original in a crowded class of look-alike small cars. Ford offers two body styles for the 2013 Focusa four-door sedan or five-door hatchbackas well as several trims to cover a wide range of expectations, but we find the Focus tends to look best in the top Titanium trim, where all the details are well coordinated. Inside, the Focus can feel more like a European sport sedan than a budgetpriced hatchback. Add the upgraded sport seats of the Titanium model and you'll find even better support than the already impressive base front seats. Whether you choose the sedan or hatchback, you get back seat accommodations that are virtually the same, with just enough legroom and headroom to fit even those over six feet. With the leather upholstery, there's no skimping on look and feel in back; you won't get mid-size comfort, but there's enough comfort back there for most six-footers. Driving in the rain can be a scary thing, and in the night, it is even worse. It is difficult to see out of the window and the other car's lights seem to make it worse. Former Toronto Maple Leafs president and general manager Brian Burke is in discussions to join the Calgary Flames in an executive position but no deal is in place. "Could very well get done. Enough moving parts/complexities that there could be issues," said TSN Hockey Insider Bob McKenzie on Twitter. Burke was with the Leafs for four seasons until his firing in January of this year. He then accepted a part-time scouting position with the Anaheim Ducks. During his tenure in Toronto, the Maple Leafs compiled a record of 129-135-42 and missed the playoffs in each of his four seasons. Burke's NHL career began in Vancouver in 1987 when he was hired by Pat Quinn to be the director of hockey operations for the Canucks. In 1993, he left the job to become GM of the Hartford Whalers before stepping down after just one season to join the NHL front office as executive vice president and director of hockey operations. Vancouver Canucks Owner Francesco Aquilini Wants Privacy In Divorce Trial

Days before his high-profile divorce trial is slated to begin, Vancouver Canucks owner and multi-millionaire Francesco Aquilini is seeking court orders to keep certain details private. Aquilini wants to protect the confidentiality of private family and commercial interests in the trial against his wife Taliah Aquilini set to start Monday, according to a statement he posted on Twitter Wednesday. The business tycoon, who is involved in development along with hockey, says the request is to protect his five children.

IDC Pools Draws On Saturday


The 2013 Courts Inter District Championship pool draws will be held this Saturday. Bob Kumar the Fiji Football Association chief executive officer said the draw for the third and final major tournament of the season will be conducted at the Courts Lautoka branch from 11am. Capital side Suva is the defending champion. They beat Ba 1-0 to claim the prestigious title last October at Govind Park in Ba. The 2013 Courts IDC like previous years will be played in four divisions that are Super Premier, Premier, Secondary and Primary schools. Suva, Ba, Rewa, Nadroga, Lautoka, Navua, Nadi and Labasa will feature in the main competition. Eleven sides including Savusavu and Tavua which were demoted at the end of the last season will play in the Premier competition. Major sponsors Courts have reunited with Fiji FA in presenting the biggest event in the local football calendar.

'Ultimate Fighter' Shows Off Its Female Side


Not one for understatement, UFC president Dana White calls Season 18 of The Ultimate Fighter monumental. The addition of women as coaches and fighters is a first for the long-running reality TV show. Whether they help make this season great TV remains to be told. The shows format locking up fighters in a gilded cage of a Las Vegas mansion and denying them access to the outside world other than to venture outside to train and fight has been tired for some time now. Putting men and women under the same roof will undoubtedly lead to new hijinks. But the show tends to live and die on the relationship between the coaches and the talent of the fighters. Bad blood between the coaches always ups the ante. Still the series can also succeed when it shows a fighter in a new light as coach. The brash Chael Sonnen became more human and likable through his obvious affection and concern for his athletes. Brazils Antonio Rodrigo Nogueira, a big teddy bear of a man, also shone as a coach. At the other end of the spectrum, a seemingly disinterested Roy (Big Country) Nelson probably lost fans as a result of his lacklustre stint as coach. Judging from Episode 1 of the new season and teasers shown from later episodes, the antipathy between coaches (Rowdy) Ronda Rousey and Miesha (Cupcake) Tate will be front and centre although the two do their best to ignore each other after their initial meeting. At first blush, it seems like Tate will be handling the drama with less stress. She also seems to have the better handle on the background of the female fighters she is watching. The first hint of drama comes when Tate, the No. 3 contender among 135-pounders, is shown entering the UFC Gym where she encounters a surprised Rousey, the current UFC womens bantamweight champion. Surprise, surprise, Tate says with a smile. What are you here for? asks Rousey, who won the Strikeforce title off Tate when they first fought in March 2012. Tate thought Rousey disrespectful the first time they met and their relationship has gone downhill since. The two will get to settle their differences in the cage at UFC 168 in Las Vegas on Dec. 29. Rousey, who beat Liz Carmouche at UFC 157 in the UFCs first womens bout, was due to coach against No. 1 contender Cat Zingano, who beat Tate in April. But when Zingano blew out her knee, the UFC summoned Tate as a replacement, bypassing No. 2 Sarah Kaufman of Victoria. The initial show introduces 32 fighters 16 men and 16 women who have to fight their way into the final cast of 16. The TUF female roster contains such veteran fighters as Shayna (The Queen of Spades) Baszler (15-8), Tara LaRosa (21-3), and Roxanne (The Happy Warrior) Modafferi (15-10). Then again, the organization is still building its fledgling 135-pound division. The UFC currently lists 38 mens bantamweights but just 14 womens 135-pounders on its website. Baszler and Modafferi both win their qualification fights but LaRosa loses a decision to Sarah Moras of Kelowna, B.C. Modafferi chokes out Montreals Valerie Letourneau, who trains at the same gym as Georges St-Pierre. In all, three of the five Canadians on display make the final cast of 16. Jessica Rakoczy, a native of Hamilton and former pro boxer who now makes her home in Las Vegas, submits Revelina Berto. And Hamiltons Josh Hill outwrestles Irelands Patrick Holohan, earning some less-thanstellar reviews in the process. Winnipegs Louis Fisette puts on a good show but is submitted by Chris Holdsworth, a member of Urijah Fabers Team Alpha Male. TUF producers resort to the same device used in Season 17 of having loved ones visit their hotel room prior to their qualification fight to flesh out their back story. For some reason, it does not work as well this time. The short intros seem unsatisfactory, even though less time is seemingly devoted to the opening round of qualification fights on the two-hour debut episode titled History in the Making. The show comes with a mea culpa from White, who used to argue there wasnt enough talent among the women to warrant their admission into the UFC. Id said for a long time that I would never let women compete in the UFC, said White. But I was very wrong. .. the women that we have this season are legit and theyve been waiting for this moment their entire life The women seem to offer some of the better storylines, including former model Jessamyn Duke. The fivefoot-11 former model displays strength and a prickly game from the bottom en route to a first-round submission win over a five-foot-three Brit in the first ever female bout on the show. The Amazon-like Peggy Morgan is an adjunct college professor who teaches literature. The six-foot-one Morgan can also administer a good beating, it seems. Julianna Pena is another woman you wouldnt want to be locked in a cage with. This girl comes in to finish you and to inflict some damage, White said admiringly. I like her. The show does little to boost some of the men, with White summing up one bout by saying It sucked I lost 15 minutes of my life. Pretty uneventful is how Tate describes another mens bout. One of the better contests comes late in the show when Cody Bollinger stops Rafael de Freitas in an action-packed contest. Awesome fight, said White. Unbeaten Chris Beal also impresses. Iowas Tim Gorman is the early favourite to be the class clown,

mugging in the cage and then saying he has never heard of Tate. Expect fireworks in the first fight, slated to be shown in next weeks episode. After Rousey wins the toss and chooses the right to pick the first fight, Tate selects training partner Pena first overall. Rousey then chooses Baszler. Rousey opts to match strength against strength when it comes to the first fight, picking a battle of first picks in Pena and Baszler. As for the Canadian women, Moras goes third overall to Tate while Rakoczy is Rouseys last pick. Bollinger goes first overall to Tate in choosing the mens teams ahead of Beal with Team Rousey. Hill is taken fifth overall by Tate.
