ON THE FORMS OF GOVERNANCE AND THE NATURE OF POWER

TO SUSTAIN HARMONY

To sustain peace everywhere in the world is all that I want; I am the Most Benevolent Vindicator of Humanity and the Reverend Ruler of the World and of Its Life the Protector. But when the beneficent people of the Realm of Xastorior requested that I be their supreme ruler, I (the Omnipotent and Omniscient Being and the Radiant Archon of All that Is and now His Most August Excellency the Supreme Defender of the Realm of Xastorior) humbly refused to accept the office. It is true that I am supremely knowing and that I am supremely powerful and thus that I have the nature of a perfect ruler, but autonomy is important for the people of Xastorior. They must learn to live peacefully with themselves and their world without the intervention of a being who can solve all problems. They must discover the solutions of their problems without the aid of anyone besides themselves. Thus, through their experience, they will become wise and strong. And thus, they will conquer with wisdom, and through their mental and physical strength they will guard their realm. But who will govern the realm and lead it to success? The most worthy men in Xastorior certainly should be chosen. And I am omniscient, so I am the most worthy person to choose the governors of the Realm of Xastorior.

Still, I should be present in this Government of the Realm of Xastorior for the guidance of the Governors, who will be only men. Without my guidance, these governors may deviate from the path of morality. This is the nature of power. There are men who will do anything for more power if granted the smallest ounce of authority. Even the best men may be made corrupt by the allure of power. Therefore, I will lead the Government of the Realm of Xastorior and thus maintain honor and good conduct, but I will not have supreme power in the government. But just as power without scrutiny from a higher official who is wholly pure may lead men to corruption, the temptation of wealth may also pervert the intentions of the governors of Xastorior. Consequently, I will lead personally the national treasury of Xastorior and prevent deviation from morality. But who will guard the realm while the realm begins to grow? That rolethe role of leader of the military and national defenseshall be my last role in the Government of the Realm of Xastorior. And with these roles in mindselector of the governors of Xastorior, treasurer, and military leaderI wrote the Instrumental Regulations for the Government of the Realm of Xastorior. After the realm has become great, perhaps I shall leave my role in the military of Xastorior. At that point, the people of Xastorior will be able to defend themselves and their realm and they will be wise and strong. And at that point, my workto sustain harmonywill be completed.
