This document lays down performance specifications for IMPLEMENT ATION OF CONDITIONAL ACCESS SYSTEM (CAS) at Todapur. The scope for this PROJECT is detailed in the specifications as given below:

.NTRODUCTION
Doordarshan is presently providing free to air DTH service with 59 SDTV channels. The DTH platform is being expanded by increasing the capacity up to 97 channels. All the channels in MPEG-2 DVB-S will be in free to air mode and all the channels in MPEG-4 DVB-S2 standard will be in free to view mode for subscribers after one time registration. Conditional Access System (CAS) will initially be introduced in only two streams of MPEG-4 DVB-S2 to count the total no. of active subscribers. Doordarshan desire that more than one STB manufactures can sell their STB in Indian market with Doordarshan approved CAS and Firmware/Middleware so that Doordarshan can count total number of viewers and control look and feel in all STB marketed in India. A schematic Block diagram of CAS implementation model is given in Annexure-2A. All software licenses are to be given to Doordarshan on perpetual basis without specifying any time limit or without specifying any end of life of software. Any up-gradation of software will be given to Doordarshan without any additional cost during period of warranty starting from the date of commissioning. The offer shall include supply, installation, testing, commissioning and Operation & Maintenance of Hardware, software Firmware/Middleware & works related to new registration and reactivation of STBs of the viewers. Setup should be complete in all respects. A representative block schematic is provided to give a general idea about the intended configuration. A complete schematic of actuallv proposed implementation should be supplied alone: with the Quote.

1.1 Eligibility Criteria DVB CAS Company

Tenders are invited from a DVB Conditional Access System (CAS) Company fulfilling the following eligibility criteria: a) b) c) The CAS system should be industry proven from a reputed CAS Company. Offered CAS system should be DVB-CSA Complaint. The bidder should have successfully implemented their CAS system and it should be functioning in, at least, 5 nos of leading Indian or International DTH or Digital Cable System, since the last three years (the date of NIT shall be taken as the cut off date) out of which at least one DTH installation is mandatory~ The STBs installed base at each of the above 5 installations should at least be one Million and one DTH installation having at least 2 Million installed STB base. Bidder's CAS system should have been integrated in the STBs of at least three different OEMs using different leading chipsets. The offered Firmware / Middleware software Solution should be functional in at least five DTH / MSO Cable System out of which at least one should be on DTH platform. It shall be a registered company in India. All relevant documents like purchase/work orders, completion certificate, Certificate from DTH operator / MSO, Certificate from Chipset Manufacturer etc in support of eligibility criteria are to be enclosed with the tender.

Scope of Project

The scope of the project is to implement DVB - CSA compliant conditional Access System (CAS) in Doordarshan's DTH platform, which shall include the following not limited to: _ I. Supply, installation, testing, commissioning and Operation & Maintenance of OVB CAS System including Hardware, software Firmware/Middleware & works related to implementation of CAS in Doordarshan's DTH Earth Station at Todapur, New Delhi (As per block diagram in Annexure 2). Bidder should submit a block sc.hematic of their offered solution along with the bid document. 2. Complete Hardware (with redundancy) and Software for Implementation of CAS including SMS, EMM, ECM servers etc. (Details with make, model, quantity and item no. to be provided.) 3. Providing up-gradation, testing and downloading ofSTB Firmware/Middleware network. to all active STB's in the

Aggregated EPG data will be provided through a agency separately short listed by Doordarshan. 10. Supply of CAM modules required for CI slots of 50 Professional IROs and demodulators installed in DD Earth Stations. 11. Hardware & Software for Simulator facility. Details with make, model to be provided. 12. Installation, Testing, Commissioning, Operation and Maintenance of all supplied Hardware & Software items. 13. The above listed supplies and services, which are described in this specification in subsequent clauses, will have to be provided without any cost to Doordarshan in lieu of the rights to sell their "Client Security Components (CAS Hardware/ CAS Software /Smart Cards/ CAM Modules' etc) for STBs to all STB manufacturers (Less than or equal to the maximum sale price as quoted in Table-1A) whoever wants to sell their STB in India for receiving Doordarshan' DTH service".
14. CAS Vender shall declare the cost of Starter Kit and Service Fee for integration of CAS with Set Top Box (STB) chip set per STB model of any STB OEM. (for any STB manufacturer whoever wants to sell their STB in India, this will not be accountedfor deciding lowest bidder). In Table ~IB 15. CAS Vender shall declare maximum cost of subsequent testing fee for any STB Model (for any STB manufacturer whoever wants to sell their STB in India, this will not be accounted for deciding lowest bidder). .A. Features of conditional access system are as follows: ,. Secure Over The Air (OTA) software down loader to STBs. (a) Offered CAS system should support Secure over the Air (OTA) software down loader to STBs in conjunction with the STB and Firmware/Middleware vendors. (b) A remote secure software download mechanism must be present to update software/ replace security into the STB or smart card (if applicable). (c) All Conditional Access (CA) messages shall be fully encrypted, including return path communication (if applicable). (d) It should not be possible to alter the boot process nor to run pirate software on the STB (or the smart card, if applicable). 2. CAS System should have unique Hardware ID feature for each STBs which cannot be changed. 3. A reliable redundancy mechanism must be available for all critical components including backup and restore procedures. 4. It should be scalable by mere addition of hardware, CPU, memory capacity and extension of license as the platform grows in terms of channels, transponders, products or s'ubscribers. 5. It should have tools to monitor the activities and status of all system components such as ECM, EMM injectors etc. Alarms should be generated for alerting operators of all abnormalities. 6. In order to control bandwidth, security and performance of the platform, priority and duration of broadcast shall be configurable for the different EMM types. 7. The secure path used to send EMM shall allow encrypted data to be sent to STBs for instance to tune on a particular channel or to display a picture or message. 8. Fingerprinting: a. The finger printing should not be removable by pressing any key on the remote. b. The fingerprinting should be on the top most layer of video. c. The location of the finger printing can be set to random or specific location from head end d. Background and text color should be changeable e. Transparency control should be available f. The rules for call back must be configurable per STB or group of STBs. In particular, automatic retry should occur in case of connection failure or interruption. Manual, automatic, (configura~le) and forced call back should also be supported along with a document describing procedure for scheduling call back. b. Token management shall be supported along with the configurable conditions for call back. c. A mechanism for geographical region/state wise or transponder wise configuration shall be available. d. Parental control parameters must be configurable and updatable over the air.

2.0 C. Basic condition for CAS Vendors:

I. CAS Vendor shall submit unique alphanumeric number of each Conditional Access Module/ Chip (CAM) in advance to DO at the time of its issuance to STB OEM. 2. Whenever, new STB Model by any OEM is tested by CAS vendor, five such STB's are to be provided to DO for verification testing before authorization to sell is issued to STB Manufacturer. 3. CAS system supplier should have the technical support centre in India to be able to maintain the system on 24 x 7 basis throughout the year. The firm must have local support engineers and project managers. 4. CAM modules as detailed in the scope are required to be supplied for some of Professional IRDs and demodulators installed in our Earth stations.

2.0 E. General Conditions to be fulfilled are as follows: I. CAS Company shall be required to enter into a Service Level Agreement (SLA)with Doordarshan specifying the various terms and condition of the Services to be delivered by the CAS Company as detailed in this specification. CAS vendor shall agree to authorize all STB manufacturers whoever wants to sell their STB's in Indian Market at non discriminatory terms and conditions. CAS vendor shall submit the list of terms and conditions to be met by any STB manufacturers to get CAS certification along with the tender. No STB manufacturer shall be authorized by the CAS Vendor without the prior approval of Doordarshan. CAS vendor shall agree for extending all kind of help along with starter kit for implementation of CAS system to any STB manufacturers (with their preferred Chipset) as and when recommended by Doordarshan. Offered CAS system should be DVB-CSA compliant. Bidder shall give a list of installation where Simulcrypt have been implemented anywhere in the World along with the name of other CAS system operating in simu1crypt mode. CAS vendor shall agree for extending all kind of help in implementation of simulcrypt with any DVBCSA compliant CAS system, as and when desired by Doordarshan. CAS vendor shall have a 24x7 Technical support staff in India or shall agree to establish technical support center in India on receipt of work order within the delivery period of the order. CAS vendor shall perform STB testing for any Doordarshan recommended STBs manufacturer and submit a report to Doordarshan. All the authorized STB manufacturer may have to submit a Performance Bank Guarantee from the date of issue of authorization by Doordarshan along with an undertaking for agreeing to sell their STB's in Indian Market and complete other service & performance requirements as per all legal terms and conditions laid down by Government of India and maintain a call center and service centers for after sale service in respect of their STBs sold in India.

The contract period shall be for a period of ten years which can be further extended who consent. Accordingly Performance Bank Guarantee shall be extended for the extended perio~ contract. CAS OEM shall give an unctrtaking for inclusion of CAS in any DVB compliant compression system separately purchased by Ooordarshan.

All web portals should be registered in the name of Doordarshan. All software licenses are to be given to Ooordarshan on perpetual basis without specifying any time limit or without specifying any date by which the supplied software automatically stop working. Any up-gradation of software will be given to Ooordarshan without any additional cost during contract period starting from the date of commissioning. At the time of up gradation, new version shall be back word compatible for smooth operation of existing STBs operating with older versions of CAS.

3.0 Evaluation Criteria:

I. The Technical Evaluation committee shall evaluate the Technical Bids on the basis of their responses in the submitted detailed technical solution and enclosed documents against the Scope of work and requirements detailed in this specification.

2. If required the bidder may be asked to provide demo during Tender evaluation within 15 days from the issue of request letter. 3. After Technical evaluation of Technical bids with respect to this specification , for Commercial evaluation the bid will be decided by the Lowest Maximum quoted cost of client Security Components (as quoted in Table-lA) (CAS Hardware/ CAS Software /Smart Cards/ CAM Modules etc) for STBs to all STB manufacturers whoever wants to sell their STB in India for receiving Doordarshan' DTH . The services shall be provided for a period for Ten years as detailed in the Specification with an option to extend beyond 10 years. .

The requisite space for installation of CAS equipment will be provided by Doordarshan in Earth Station Todapur, New Delhi.

6.2 Ordering Information

One soft copy of ordering informationlBili of material (in MS Excel format) should be provided along with the quote in the same format as DD BOM.

6.3 Documentation
Offer should include the supply of two complete sets of original documents in respect of installed equipment (about operation and maintenance of equipments). All the information as asked above should also be supplied in CDROM with each set of document. The CDROM supplied should have full features of find and research facility of Microsoft. One set of the above manuals for each equipment should be enclosed with the tender for technical evaluation. Offers without the manuals for evaluation are liable to be rejected.
