LOGSAP 25-35 PURPOSE

This pamphlet provides units with information on obtaining the publications which keep the unit supply, maintenance, transportation and readiness operations on track.

INTRODUCTION Publications are major items in any units daily operations. Unfortunately, they're often also the most neglected piece of the logistics puzzle.

It's important to keep the right publications on hand. In fact, publications are critical to your units mission. Without the right maintenance procedure or the repair parts National Stock Number (NSN), you wont be able to keep your equipment in fully mission capable status. Publications keep unit supply, maintenance, transportation, and readiness operations on track. There are several tools available to keep your units library current. This pamphlet points you to those tools. 2

The first thing you need is a publications account number. Establishing a publications account allows you to subscribe to get future changes and revisions automatically and to order current stocked publications. The Media Distribution Division (MDD), Directorate of Logistics (DOL) St. Louis, is responsible for accounts and distribution of the Department of Army (DA) authenticated publications and forms. The DA Pam 25-30, Consolidated Army Publications and Forms Index, is another tool. The index lists all the authenticated Army publications and forms. The index can be accessed at the Army Publishing Directorate (APD) website, http://www.apd.army.mil, by selecting the rotating box on the left hand side of the computer screen. There are two types of searches -- Quick and Advanced. With the Quick Search, you can search using: - Publication/Form Number - Publication Identification Number (PIN) - Initial Distribution Number (IDN) - Title In the Advanced Search, you can search using these and more fields. To get the entire list of publications you need for your piece of equipment, use the Advanced Search. You'll need to know the Line Item Number (LIN) and NSN for each piece of your equipment. Your unit has all kinds of records and files that show the LIN and NSN, such as the property book records. At the Advanced Search, you key in your first LIN. If you don't get any results, try the NSN. For example, your property book lists a M1A2 tank, LIN T13305 and NSN 2350-01-328-5964. If you type in the LIN, the results show "No records found"; however, keying in the NSN in the NSN block or the Word/Phrase in Title Block gives detailed list of publications.

The LOGSA website is the official Army publications website for the Department of Army technical and equipment manuals (except engineering and medical). Access to ETMs is dependent upon the Distribution Restriction Code (DIS Code) assigned by the proponent to each publication. The DIS Codes are: A - Public Release (only public release documents may be viewed without a logon ID/Password) B - U.S. Government Agencies C - U.S. Government Agencies and their Contractors D - Department of Defense (DOD) and DOD Contractors E - DOD Components F - Proponent Determines Distribution The DIS Code is found at the ETMs Online website on the ETM Search Results Page, under the Heading of DIS Code. A System Access Request (SAR) is required for access to the distribution restricted ETMs.

On the next screen, Click on Systems Access Request button located directly above the view.PUBLICATIONS on the bar under the LOGSA header.

When the option for CONTROLLED Access appears, select CONTROLLED, then: Under applications: Click on Special Click on ETM Access When ETM ACCESS is in the chosen applications area, continue to complete the SAR.

Your Authorizing Official and your organizations Security Officer will receive notification via e-mail to approve or deny the Logistics Information Warehouse (LIW) SAR you submitted. Your request for system access will not be processed until LOGSA receives all required approvals. It is important that you inform your Authorizing Official and your organizations Security Officer that you have applied for LIW system access and to expect a request to approve or deny the access request. If you have any questions about the SAR process, contact the LOGSA Help Desk: E-mail: logsa.helpdesk@conus.army.mil. After you are approved for access to the LIW, you can log on using your Common Carrier Card (CAC), Army Knowledge Online (AKO), or LIW user name and password.

A tailored publications listing is good for units deploying, returning from a deployment, or to find out what publications your unit should have in the maintenance library Before you can order your publications from the DOL, MDD website, you must first know what publications your unit is required to have. LOGSA can provide a list of equipment publications needed to support your unit. To get a tailored publications listing send an e-mail to logsa.eopdb@conus.army.mil with the following information: Unit Identification Code (UIC) Maintenance Levels (10/20, 10-30, etc.) Name and Rank of the requestor DSN/Commercial Phone Numbers Unit mailing address. 9

These reports show the publications your unit needs to support the equipment you have assigned. You can get your own tailored publications list by using your LIW user name and password. Open your internet browser and type in the following address: https://www.logsa.army.mil. Click on the words TEXT VERSION. On the TEXT ONLY VERSION Page, scroll down and select Link to the Logistics Information Warehouse. Under Applications, select WebLIDB.

In the column on the left of the screen, select Publications, then select Publication Selections.

LOGSAP 25-35 TAILORED INDEX REPORT - USING ITEM SELECTION

Under the Tailored Index Report, you have the option of searching using the Commercial and Government Entity (CAGE) Code, End Item Code (EIC), LIN, National Item Identification Number (NIIN) or Part Number. The preferred items to search on are the LIN or NIIN. You can key in an individual LIN/NIIN or load several from a text file. Either way you choose the Item Selection button and the LIN or "NIIN in the unit selections.

After entering the search item, hit Add and your item will appear at the top of the page under Report Selections. Make sure the entry is correct, and hit the Running Man which is located at the end of the bar (Publications Selection : Tailored Index Report by UIC: criteria : Tailored Index Report : item). 13

When the report finishes running, it appears on the lower left side of the page under Report Status located at the bottom of the left column above Links. Now click on the report and you'll have all the information you need for your equipment publications.

The report gives items such as LIN, NIIN, Publication Number, and last change; any of the items in bold give additional options. Click on a LIN and you have the option to get the LIN detail, publications associated for that LIN, and Authorization/Assets for that particular LIN. Clicking on the NIIN gives similar information. If you click on the bold publication number, you'll get a TM Link entry. If you left click on the link, it takes you to the individual PDF file at the ETMs Online which is accessible based on the individuals system access request authorization.

You can also get a tailored publications listing by searching with your UIC. The entries are basically the same as searching with a LIN or NIIN, except you key in your UIC and hit Submit.

Make sure the entry is correct in the Report Selections, and hit the Running Man in the upper right hand corner. When the report is finished, Report Name will post in bold type within the Report Status section under WEBLIDB Reporting. The report includes the following:

LOGSAP 25-35 QUERY OPTIONS FOR TAILORED INDEX LISTINGS

Under this WebLIDB option for tailored listings, you can use different tools to request a publication's search. You can also choose which level of maintenance you want the report to cover.

When the report is finished, Report Name will post in bold type within the Report Status section under WEBLIDB Reporting. For more information on this query, please contact the Technical Publications Division using email address: logsa.eopdb@conus.army.mil .

By using the WebLIDB within the LIW, you can also tailor the way your report is formatted. You can save the report using HyperText Markup Language (HTML) or text format. After opening the report, click: file; save as; in the dropdown by save type as, select the type of file. There are other options that allow you to edit the report, save your favorite search criteria, reschedule the report for another date/time, and delete any reports you no longer need. Whichever way you choose to query the database for publications, youll get a listing with the information you need to update your publications library. The reports contain the following:

When you receive the tailored listing, you need to inventory your pubs and order those you dont have or those you have but are out-of-date via your units publications account with the MDD. After you determine which publications you need, write down the publication number from the list and visit the MDD website https://dol.hqda.pentagon.mil/ptclick/. Now, you are ready to order your publications.

Using your units publications account, you can order the publications needed for your maintenance library online at https://dol.hqda.pentagon.mil/ptclick/. The MDD Customer Service is available for assistance with ordering publications. The MDD Customer Service may be reached via e-mail dolwcustsrv@conus.army.mil.

As previously mentioned, you can access the ETM site from the LIW portion of LOGSA. Heres another way to access the Army technical and equipment publications at the LOGSA website at: https://www.logsa.army.mil Click on the words ENTER FLASH SITE :: Skip Introduction

Click on ETMs Online under view.PUBLICATIONS. The next screen is the security information, after reviewing, scroll down and select the acceptance block to continue. After hitting the accept button, youll see the welcome page. There are several portions on this page that you will use. 21

At the bottom of the search screen, you'll find tools to help you keep your publications current: Weapon Systems Schedule, Table of Fielded CD ROMs, and Links to Official Army Publications Websites, and View Current Notifications. The first thing is a Weapon Systems Schedule. The Weapon System CD-ROMs are updated either quarterly or semi-annually. This schedule tells you when the ETM CD-ROMs are to be updated. If nothing changes on the CD-ROM, an update will not be done for that period.

The NF following the DIS Code (alpha character) indicates that the document is NOT releasable to a foreign national To access any publication with other than an A (Public Release) distribution restriction code, your LIW logon ID and password are required.

SOFTWARE REQUIREMENTS

In order to access the ETMs, you must use the 128 bit encryption version of either Netscape 4.75 or higher or Internet Explorer 5.5 or higher browser. These browsers are available for free download. Links to the sites are provided under the Software Requirements section. Its highly recommended that you install Acrobat Reader after installing the browser to automatically set up the reader as a plug-in. That way you will be able to access the front of the manual while the back portion is still loading. There are also IETMs available for viewing at the website. The first time an IETM is viewed on a computer, the user must load a Java based thin client application. You'll need to have administrative privileges in order to load any of these software applications. If you don't have these privileges, get your computer folks to load the required applications.

Here youll find an ETM search. You can search by either a PIN, Publication Number, Electronic Manual (EM) number, Publication Title Text, LIN, or NIIN. If you know the PIN, you can use the PIN Number search block. Every manual has a PIN (six digit number) located on the back cover. If you know the EM number for the weapons system, you can get a list of all the manuals on the particular CD-ROM. You can find the four digit EM number in the Table of Fielded CD-ROMs at the bottom of the search screen. Only enter the 4 digits of the EM number. You can use the Pub Number search by using a partial manual (TM, TB, SB, MWO, LO, etc.) number. If you know the pub number, you can key it in this field or a partial pub number, such as TM 11-5820-890 (results in a list of all the pubs in the entire series).

Use the Pub Title Text search block, if you don't have the PIN or TM number. You can use anything that appears in the text on the front cover of the publication. For example, searching with AH-64 will narrow the search to publications specifically for the Apache Helicopter. If you search using helicopter, youll get ALL helicopter publications. The LIN is entered using the Alpha character and 5 digits. The NIIN is the last nine numbers of the NSN and can also be used to search for your publication. It's recommended that if the NIIN search comes up with no records found, put the NIIN in the Pub Title Text search block and search.

The ETM Search Results page gives you a variety of information. The first column tells you whether the entry is for an IETM, PDF or WebETM (LOGSA CD-ROMs). For example, if you key in 0051 in the EM Number block, you'll get the following search results.

The first line shows EM 0051 which is the entire ETM configuration for the Blackhawk. The remainder show individual PDF files. Other columns on the search results page are:

- PIN (the publication identification number the six digit number located on the back cover of a publication.)

- Publication Number

- Latest Change Number (if the change is available for independent access, the number is underlined) Note: Access and download of an individual change to a manual (independent of the ETM PDF) is possible by clicking on the underlined change number. This applies only for changes that are dated 1 Aug 08 or later, if available.

INTERACTIVE ELECTRONIC TECHNICAL MANUAL (IETM) The IETMs are available for viewing at the ETMs Online website. The IETMs may be obtained through regular publication supply channels via your organizations publications account. To access an IETM, do the following: - At the ETM Search Page, enter in the EM Number block - only the digits of the EM number (e.g., EM 0206, enter only 0206) and search. - On the ETM Search Results Page, click on the EM number under the TM/EM Number Column heading - When the IETM page comes up, there will be a digitial signature has an error box When the digital signature has an error box appears - click on RUN.

The last item on the bottom of the page is View Current Notifications. You can be notified when a publication has been updated on the LOGSA website. At the ETM Search Screen and the ETM Search Results screen, you can sign up to be notified by e-mail when the publication has been changed or revised. At the bottom of the screen, click on View Current Notifications.

Commercial and Government Entity: The CAGE code is a 5 character data element number assigned to establishments that are manufacturers or have design control of items of supply procured by the Federal Government. Distribution Restriction Code (DIS Code): Access authorization code assigned to each technical/equipment manual. Electronic Technical Manual (ETM): An ETM is a page-oriented file usually based on a paper original that may or may not be prepared from a digital database. An ETM may have hyperlinks added. ETMs can be distributed as digital media or printed on paper. End Item Code: A three-position alphanumeric code that identifies a request for repair parts to a specific end item. Interactive Electronic Technical Manual (IETM): A technical manual designed for electronic window display frame oriented. The IETM can function interactively (as a result of user requests and information input). National Item Identification Number: Last nine digits of the National Stock Number. National Stock Number: A 13-digit number assigned to identify an item of supply. Technical manual: A publication that contains instructions for installation, operation, training, and support of weapon systems or weapon system components. Unit Identification Code: A code that uniquely identifies each unit of the Active Army, National Guard, and Army Reserves.
