General Information
Fee Assistance
Bloomington Parks, Recreation & Cultural Arts provides a fee assistance policy to reduce certain fees and charges for those who are unable to pay. Application forms are available at the main office and at the Lincoln Leisure Center. Applications taken at least two weeks prior to the start of a program will be given priority processing; however, fee assistance fund availability and program registration cannot be guaranteed. Proof of residency and income are required at time of application. All requests will remain confidential. All requests will be reviewed and applicants will be notified at least one week prior to program start dates. The decision of the Recreation Department will be final.

We comply with the Americans with Disabilities Act (ADA) which prohibits discrimination on the basis of disability. We will make reasonable accommodations for individuals with disabilities who meet essential eligibility requirements for the desired program. Individuals with disabilities are encouraged to contact us at 434-2260 regarding special accommodations needed for enjoyment of programs. For all programs, age requirements will be as of the date of the first class. Please do not sign your child up for a class in which he/she does not belong. Age requirements are set to benefit the children and make instruction more consistent for the program leader. Thanks for your cooperation!

Family Fitness
Put down the remote control, turn off the video games, and join us at the park! This free event will get the whole family moving! Join us for an active day at the park. There will be activities and information for children, moms, dads, and even grandma and grandpa. Local businesses and organizations will be on hand to provide information and activities to further encourage active, healthy lifestyles. There will be games, demonstrations, and activities for all ages. Community Concert Band


Musicians (high school age and older) interested in becoming a member of the Community Concert Band are invited to join in rehearsals with Conductor Michael Wallace and band members. Summer rehearsals will be held from 6:30 - 8:30 pm on Tuesdays, June 4 - July 23. Rehearsals are at Pepper Ridge Elementary School. Performances are scheduled throughout the year. The Penguin Project of McLean County presents

PETER PAN
Peter Pan is one of the worlds most celebrated musicals. Here is all the charm of J.M. Barries Peter Pan, Tinker Bell, Wendy, Michael, John, pirates and Indians, all embellished with show-stopping songs, Never Never Land, I Wont Grow Up, and Im Flying. What is the Penguin Project of McLean County? The Penguin Project of McLean County is a group of individuals, ages 10 - 24, who take to the stage to perform a modified version of a well-known Broadway musical. This production is unique, however, because all of the roles are filled by individuals with disabilities. Performers with disabilities are paired with same age peer mentors who support them throughout the rehearsal and performance schedule. By creating unrestricted access to the performing arts, The Penguin Project demonstrates that the special challenges of a disability need not handicap a childs ability to participate in lifes experiences. The Penguin Project was started eight years ago in Peoria. In McLean County a core group of individuals from Bloomington Parks and Recreation, Kiwanis Club of Normal, Easter Seals and the community joined forces to present the first Penguin Project of McLean County production in June 2009. Annie Jr. was performed in 2009, Music Man Jr. was performed in June 2010, High School Musical Jr. in 2011, and Beauty and the Beast Jr. in 2012. Our penguins may not be able to fly, but that does not prevent their spirits from soaring. 2013 Rehearsals Rehearsals for Peter Pan started March 5. The cast is complete for this year. 4th of July in Miller Park


Bring your blanket, radio and the family for the annual Sky Concert in Miller Park. Fireworks begin at approximately 9:15 pm (depending on weather and circumstances it could be 15 minutes earlier or later) and will be set to music on WJBC AM 1230. Join us before the fireworks for the Celebrate America production at 7:00 pm. The Sky Concert is sponsored by Bloomington Parks, Recreation & Cultural Arts, State Farm Insurance and WJBC. Other Miller Park Fun on the 4th
Miller Park Zoo will be open until 6:00 pm and the grounds will be cleared at 7:00 pm. Miniature Golf will be open from 10:00 am - 8:00 pm. The sprayground is open from 10:00 am - 8:00 pm and the playground is available all day. See page 47 for prices for the various attractions in Miller Park.

Park 2 Park Run


This 5-mile run is a challenging point-to-point race cooperatively sponsored by Bloomington and Normal Parks and Recreation, and the Lake Run Club. Register early as the first 350 entrants receive a custom designed t-shirt.

The BCPA presents Miller Park Summer Theater - Featuring Missoula Childrens Theatre
A one-of-a-kind chance for children to participate in a professional theatre production outdoors! The Missoula Childrens Theatre (MCT) returns to the Twin Cities, engaging up to 60 local 1st through 12th graders in two unforgettable theatrical productions.
These two musicals will be presented consecutively over a two week period. Prospective cast members will audition on the Monday prior to the performance and learn the show over a five-day rehearsal schedule. Rehearsals will take place within the BCPAs Creativity Center, 107 E. Chestnut St., Blmg. Outdoor performances will take place that Friday and Saturday on the outdoor stage at Miller Park. You must audition to participate each week for a chance to be cast and participate in that weeks production. If your child is cast there is a $35 registration fee per child per show. An original Missoula Childrens Theatre interpretation, this joyful retelling is a story of hope and a celebration of all good things in life. Mistress Mary Quite Contrary embarks on a journey from India to her uncles home in England. Along the way she makes friends with the hilarious Canadian Geese and the colorful Giant Bugs that Rock! In time she learns to appreciate everything around her, including the Moor Animals and the helpful Fireflies. Add to that a good healthy dose of caring, and what happens? Colin, Martha, Archibald - well the whole household - begin to enjoy the return of health and happiness in a garden carefully tended until it blossoms once more.

Snow White and the Seven Dwarfs Performances: August 2 and 3, 7:00 pm Auditions: Monday, July 29, 9:00 am Rehearsals, July 29 - August 2
A young princess named Snow White finds herself in peril when her step-mother, the Queen, is told by her Magic Mirror that the princess is fairer than she! Aided by her two Henchmen and a band of evil Bats, the Queen plots to get rid of Snow White. Snow White escapes from the Queen and from the Black Forest Creatures with help from Witless the Woodsman, and finds a home with the Seven Dwarfs. When the Queen learns of Snow Whites whereabouts, she attempts to poison Snow White. But, the Queens evil plans are thwarted when Snow Whites fearless Forest Friends, her father King Backwards, the Seven Dwarfs and the Prince come to her rescue.

Come to the BCPA for two nights of great fun as the BCPA and the Bloomington-Normal Jaycees team up to present the 2013 Bregala Festival. Great music outside, and an opportunity to sample some of the worlds best beers in a fundraising event to support local charities.

Bayou Bash Saturday, June 22, 5 pm


Bands TBD, Admission free Laissez bon temps rouler! Bring your lawn chair and your dancing shoes and enjoy the sounds and tastes of Louisiana in this first annual summer kickoff. Three bands will perform on the CEFCU stage. Regional Louisiana cuisine, as well as a variety of drinks and snacks will be available for purchase.

Cultural Festival Weekend
Friday - Sunday, August 16 - 18 Miller Park Bandstand Cultural Festival Weekend is a three-day event that includes cultural and ethnic food vendors; entertainment that features local and national R & B, Blues, Country, Jazz, Classical, Gospel Performers, and Dance Groups; in addition to general merchandise vendors offering a vast array of items. The highlight of the festival focuses around the Childrens Village where children of all ages can learn, explore, and become engaged in activities that inspire and encourage cultural and ethnic understanding and appreciation. Major League Baseball Trips: Cardinals vs Cubs


Join us for trips to St. Louis and Chicago to see these two arch rivals play one another this summer. Both trips include transportation by chartered bus and a ticket to the game. All registration through Normal Parks & Recreation. Sign up: Begins April 15 at the Normal Parks and Recreation Department - 100 E. Discover how much fun it is to be a Bloomington Parks, Recreation & Cultural Arts volunteer. Whether you prefer being outdoors or inside, working with preschoolers or older adults, assisting park visitors or hosting special events, we have a volunteer opportunity for you. Have a great time while meeting new friends who share your interests, learning new skills, and improving your mental and physical well being. Most volunteer opportunities do not require any previous education or experience, although we benefit greatly from the professional and life skills of our volunteers. Volunteers can elect to make a small or large time commitment, either on a regular basis or just occasionally during weekday and weekend hours. Corporate, school and community groups are invited to participate. Join Bloomington Parks, Recreation & Cultural Arts volunteers and become one of our most valuable resources. Special Opportunities Available in Recreation is a community therapeutic recreation program serving individuals who are unable to successfully participate in regular recreation programs. Social, leisure, and developmental skills are emphasized to promote the highest level of recreational participation possible. Most individuals with disabilities are eligible to participate in S.O.A.R. activities. Destination Discovery Camp


This will be a great first experience for those who want to go to camp like the big kids! We will be doing a variety of activities each day that will include arts & crafts, games, cooking, and more. The Bloomington Parks, Recreation & Cultural Arts Dept. has established the following policy for youth and adult sport programs in regards to heat issues during athletic outdoor programs:

Indoor Rock Climbing Camp Rock Dwellers
This 4-day camp is designed to provide participants with a complete introduction to the sport of rock climbing. The camp will include equipment safety, climbing techniques, games, open climbing, and promote personal growth while focusing on the importance of trust and communication. Children will have staff belayers (assistance with a climbing rope to prevent a fall) while climbing on roped routes. Each of the daily sessions will encourage kids to find new ways of approaching climbing through one on one and age appropriate group instruction. The cost of the camp includes an Upper Limits t-shirt for those registered by the deadline. All participants must have a waiver on file at Upper Limits signed by a parent or guardian. Day Camp
Your children will participate in a variety of activities including arts & crafts, archery, games, fishing, cooking, and more. Campers will go on field trips on Wednesdays of the even numbered sessions. Participants must be able to function in an outdoor camp setting with a counselor/camper ratio of 1:10. Six year olds must have completed kindergarten to be able to participate in this program. Benefits of attending camp include building self esteem, increasing creativity, socialization with peers, and exploring new recreation experiences. DROP OFF / PICK UP: Campers may be dropped off between 7:00 & 9:00 am. Regular Day Camp activities will take place from 9:00 am 3:30 pm. Children will need to be picked up between 3:30 pm & 5:45 pm. The counselors are not on duty before 7:00 am, or after 5:45 pm. The extended hours allow flexibility for working parents. During the drop off/pick up times campers will be able to participate in various games and crafts, as well as have time to play on the playground equipment. A small snack will be provided in the afternoon. WHAT TO WEAR: Children will be participating in various activities that involve using paints, sand, food, water, and other materials. Please dress your child accordingly. Shoes must be worn at all times. We recommend gym shoes as various activities include a lot of running and walking which make sandals difficult to wear. Individuals will be taught the fundamentals in this program which offers instruction in dribbling, passing, shooting, kicking, and having fun while improving coordination skills, social interaction, and self-esteem. British Soccer Camp


This camp provides young players with the rare opportunity to receive high-level soccer coaching from a team of international experts. Each camp provides players of all ages and abilities with challenging, educational, and fun methods of instruction. Participants will receive a Challenger soccer ball and camp t-shirt. The Challenger way focuses on challenging players to improve with maximum participation, maximum touches on the ball, and maximum fun. Simply put, no line drills, no long speeches, and lots of encouragement!

Teen and Adult Tennis


Teen Tennis: ages 13 - 17 - Teens at any level can develop or reinforce their fundamental skills. Class includes skills, drills, strokes, serves and challenging play to take teens to the next level of their game. Adult Beginner: ages 16 & over - Beginner to novice players are welcome. Emphasis is on introducing the serve, footwork, volleys, and ground strokes. Play and scoring will be introduced. Adult Intermediate/Advanced: ages 16 & over - A continuation of the Adult Beginner class, but more skill is expected of the participant. Whether you are a beginner or are looking to fine tune your skills, you will find a challenging but enjoyable tennis experience!

Skill Levels
Pee-Wee: ages 5 - 7 Emphasis is on hand-eye coordination, with racquet in hand, in the format of games and low key drills. Ultimate goals in this fun and positive atmosphere are racquet skills, footwork, lines, and shots. Another exciting tennis opportunity available for youth this summer is USTA Jr. Team Tennis, which will take place at Evergreen Racquet Club on Fridays. Boys and girls will join a tennis team, working together toward a team win, just like in other team sports. USTA Jr. Team Tennis gives kids the chance to put what theyve learned in clinics to use by competing in a modified match format including singles, doubles, and mixed doubles. Raft the rapids of the Vermillion River near Ogelsby, IL. No experience in river rafting is required. These rapids are perfect for beginners and young adventurers. Indoor Rock Climbing Day Camp - (Cliffhangers)


This 4-day camp is designed to provide participants with a complete introduction to the sport of rock climbing. The camp will include equipment safety, belaying (managing the climbers rope to prevent a fall), climbing techniques, games, open climbing, and promote personal growth while focusing on the importance of trust and communication. The purpose of the Miller Park Adult Center is to serve the needs and interests of mature adults in McLean County. Endangered Species Day

for 3 - 5 year old children and a grown-up
Animal Crackers is a Miller Park Zoo classic. Join us once each month for a story, animal encounter, craft, & snack. Our topic is always a surprise and we have a great time guessing which animal will visit! One adult accompanies each child to class but does not pay an additional registration fee. The registration fee includes admission to the Zoo for the participating child & one adult on the day of class. (Older & younger siblings may not attend. Public Swim Hours

ONeil Pool
Located in ONeil Park at 1515 W. Chestnut St. ONeil Pool is a 25-meter length pool for competitive swimming that also has a flume slide, a 1-meter and 3-meter diving board, a concession area, and extra large deck. There is a separate small wading pool which we hope to re-open this summer. Season: May 25 - Aug. 11 Closed evenings starting at 6:00 pm for swim lessons: June 24 - July 5 July 22 - Aug. 1 Also closed specific hours when Dolphin Swim Team has home meets. Schedule is posted at the pool.

Holiday Pool
Located in Holiday Park at 800 S. McGregor Holiday Pool features a zero depth childrens pool with spray features that are fun for ages 5 & under. It also has a concession area, small waterslide, grassy recreation area and locker rooms. Season: May 25 - Sept. 2 Closed evenings starting at 6:00 pm for swim lessons: June 10 - 20 July 8 - 18

Adult Swim
The main pools are cleared at 3:00 pm on week days and 1:30 and 3:00 pm on weekends for a 15-minute adult swim only time. This adult only time is waived on days when the pool is not busy.

Unscheduled Closing of Aquatic Facilities


The pool manager, under the following conditions, will be authorized to close the pool*: 1. The pools will be cleared for a period of 30 minutes when lightening is spotted or thunder is heard. Patrons will be allowed to re-enter once 30 minutes have passed without re-occurrence of thunder or lightening. 2. The pools will close for the day when: * there is a storm and no sign of weather clearing * the temperature falls below 70 degrees for a continuous one hour period * there are 10 or fewer swimmers for a one-hour period and poor weather conditions exist * there are mechanical malfunctions that prevent the pool for operating 3. The Illinois Health code requires that the pool be cleared for a period of 15 minutes while chemical adjustments are made when a situation arises that would jeopardize public safety (ie - vomit or fecal material in the water).

Group Rates
Groups of 15 or more, paying with one form of payment, can swim at a rate of $2.00 per person. Advance arrangements need to be made by calling the Holiday Pool manager at 4342253 or the ONeil Pool manager at 434-2270.

Season Pool Passes


New Pass System for 2013!
All patrons 3 years of age & older will be issued a photo ID pass for entry at Holiday and O'Neil Pools. Patrons will pay for the pass, get their pictures taken, and then pick up their pass the next day (or on Monday if it's a weekend). Patrons will be issued a receipt that allows them to swim until they get their actual passes. Avoid long waits! Come get your picture taken early. Purchase and pick up your pass(es) once they go on sale. Splish-Splash, buy a pool pass so you can have some aquatic fun and save money. Take advantage of the Pre-Season Special by purchasing your swim passes prior to the season opening. Passes go on sale at the Parks & Recreation office, beginning May 8. There is a $5 discount for household and individual passes when purchased before May 25. Regular rates go into effect on May 25. Passes may be purchased at the pool when they are in operation. Passes must be purchased in person. Replacement passes may be purchased ONLY at the Parks, Recreation & Cultural Arts office at a cost of $5 per lost pass. Swim Lesson Testing Days


Testing days are conducted in order to make the first day of lessons run smoother. Those attending are assigned a level and report straight to that level on their first day of class. Those not attending testing days will be tested the first day of class before being assigned to a level. It takes some time to get through all the students. Children need only attend the testing day prior to their FIRST session of swim lessons. Testing only takes 5 - 10 minutes, so participants may come at any time during the listed testing day times. Please attend testing day at the location where you will actually take the class. Those in adult and parent/child classes do not need to attend a testing day. Class Cancellations on the Hot Line at 434-2386


Swim lesson cancellations will be made only in the event of severe weather. Illinois weather changes quickly so classes will be cancelled approximately 15 minutes before each class starts. Cancellations for the entire morning of swim lessons are rarely made. Any class cancellations will be made up on Fridays.

Private Swim Lessons


Lesson staff at both pools are available for private lessons. Lessons days and time are scheduled at the convenience of both the participant and the instructor. The Health Code

requires the pool to be cleared any time there is a fecal/vomiting accident so that chemical adjustments can be made to the water. Please be courteous of other swimmers and always put infants and toddlers in swim diapers and leave sick children at home. In the event that a class is canceled due to a pool accident, classes will be made up on Friday.

Aquatics
Holiday Pools Party Area
The party area is the grassy knoll on the south end of the pool and is available during pool hours. The area is large enough for games and includes three picnic tables, shady area, and trash cans. It will be designated for the rental only. The rental fee includes admission into the facility for the day. Reservations MUST be done at least two days prior to the event. Call the Holiday Pool Manager at 434-2253 to make reservations. Dolphins Swim Team


Join this fun and instructional program for both beginners and experienced swimmers. Participation for every child is our goal. Swim Team is open to boys and girls of all ages. This program offers instruction and conditioning, planned and supervised by qualified coaches according to each youths ability level. Every team member participates in each Twin City Swim Conference meet. All practices and home meets are held at ONeil Pool.
All members must be able to swim 25 yards of freestyle and backstroke in order to participate on the team. To be eligible to swim in conference championship, swim team members must swim in two conference meets. Also, in order to swim in the B Invitational, swimmers have to make certain cut-off times. We will let you know what these are and if your child is eligible.

Junior Lifeguard
Junior Lifeguarding is an exciting program to take your swimming skills to life saving knowledge. This class continues to enhance your learn to swim knowledge while introducing you to lifesaving skills, such as in-water rescues, use of rescue equipment, and first aid, CPR & AED training. Each participant will have the option of shadowing a lifeguard and swim instructor. This program does not guarantee a job as a lifeguard in the future, but is a great way to work towards your goal. Pool Rules
All patrons entering must pay the admission fee or show a season pass. A swimsuit and clean swim attire are required to enter pools. (un-lined, cut-off and basketball shorts, and leotards or other street clothes are not allowed). 3. Children 11 years and under must be accompanied and supervised by someone 16 years or older at all times. 4. According to the health code, children not toilet trained must wear a swim diaper or tight fitting plastic pants over their diaper. 5. Flotation devices must be non-inflatable and securely attached to the person using it. 6. No smoking in the facility or within 15 of the entrance. 7. Outside food and beverages are not permitted in the pool area. 8. Patrons must walk at all times. 9. Horseplay (dunking, shoulder rides, pushing and or running on the deck) is strictly prohibited. 10. Gum and glass containers are not permitted in the pool area. 11. Children (ages 5 & under) are allowed in wading pool and must be accompanied by an adult. 12. Alcoholic beverages are not allowed and anyone suspected of being under the influence of drugs or alcohol will be asked to leave. Miller Park Boating

One of only three Palmer-Signature courses in the state, this is a must on your list of courses to play! The Den at Fox Creek is an 18-hole, 6,930 yard, par 72 championship course with bent grass tees, greens, and fairways. The design is similar to a links-style course with extensive earth mounding, undulating fairways, and wide, generous landing areas from all tees. The fairways are guarded with 131 traps and numerous pot bunkers. Water comes into play on seven holes. The course sports several dog-legs and double dogleg holes with many risk/reward opportunities for the avid golfer. The practice area consists of 1.5 acres of bent grass tees, chipping green, sand trap chipping area, and a practice fairway sand bunker.

Helpful Learn to Play information


The Hockey staff recommends that gear be purchased and fitted, and that players practice getting dressed before the first day of class. Full equipment is highly recommended for all classes. The minimum gear recommended for the Youth Learn to Play Hockey Classes is listed below. Skate rental is included in the cost of the program. Learn-to-Skate
The Pepsi Ice Center presents a new Learn to Skate hybrid program creating a fun environment for skaters to learn new and challenging skills! Our program is designed to develop skaters of all ages as they progress through each level to reach their goals. To help students register for the correct class level please refer to this following class description to view equivalency list:

Snowball 1

(Comparable to Snowplow Sam 1) Ages 3-5. For beginners who have never skated. Incorporate games and stories into learning the proper way to fall/get up, march moving, 2 foot glide and dip.

Snowball 2

(Comparable to Snowplow Sam 2) Ages 3-5. Pre-requisite: Snowball 1. Learn gliding maneuvers, two foot hop, school of fish, creating snowballs and backward wiggles.

Snowball 3

Teen /Adult Blades 1

Ages 13 & over. Designed for the beginner teen/adult skater to promote physical fitness, balance and coordination. The class is divided into four levels, adult skaters will progress at an individual rate while being challenged and motivated.

Jumps & Spins in Motion


Ages 6 & over. Pre-requisite: Blades 5. This group class is designed to introduce freestyle elements into a musical skating program. Students will learn gliding maneuvers, half and full rotation jumps, upright and sit spins while incorporating these skills into a program. (Participants must wear freestyle skates)

Blades 2

(Comparable to Basic Skills 2 & 3) Ages 6 - 12. Pre-requisite: Blades 1. Learn forward 1 foot glides, stroke from standstill, back swizzles, snowplow stop and half circle pumps.

(Comparable to Basic Skills 4) Ages 6 - 12. Pre-requisite: Blades 2. Learn forward stroking, 2 foot turn on circle, forward crossovers, back pumps on circle and intro to pivot. On Ice Power Class


Ages 6 & over. Pre-requisite: Blades 6. Increase your skating power, edges, posture and technique! This class is a new technical power class which is figure skating specific. It will offer freestyle skating techniques, crossover drills, stroking exercises and power cord exercises to help skater alignment, position and improve posture awareness. (Participants must wear freestyle skates)

Off Ice Power Class Blades 5


Ages 6 & over. Pre-requisite: Blades 6. This class is intended to strengthen figure skaters stamina with conditioning, agility drills and off ice jump techniques. Students will work with resistant bands, kettle bell weights and balancing balls. Birthday Parties
Experience the chill by having your next birthday party at the Pepsi Ice Center. Parties include skate admission, including skate rental (min. of 12 skaters), and use of the party room. Birthday parties are held during open skate times only. Full payment of $120 for the basic party plan is due when turning in the signed agreement to schedule the party. Helpful Learn-to-Skate Information


Arrive at the rink 15-20 minutes early to collect your rental skates and prepare for your lesson. Pepsi Ice Center skate rental employees will assist you with proper sizing. Please make sure young children use the restroom before class starts. Wear long pants (no shorts), jacket or sweater, socks, and gloves or mittens. Dress in layers of clothing. Clothes should not restrict movement. Helmets (bike, hockey, etc.) are strongly recommended for children under six, and should have a snug fit. Classes will only be made up if the rink cancels a class. Pepsi Ice Center Learn-to-Skate staff reserves the right to cancel any class, combine classes, change instructors on any class and move students to a different class level based upon instructor evaluation.

Curling Learning to Curl


This class is designed for the beginner curler. Participants will learn safety, equipment care, and the basics on how to curl, scoring and other basic curling terminology. Participants are required to bring clean athletic shoes and wear comfortable pants (sweatpants, athletic pants). It is cold in the rink, please dress appropriately. The Bloomington Parks and Recreation Department has facilities with rooms available for meetings, parties, weddings, dances, athletic practices, and workshops.

White Oak Community Room


This facility located in White Oak Park includes a small meeting room that is available for rental.

Lincoln Leisure Center


Once an elementary school, this two-story building consists of a gymnasium and nine classrooms. Recreation programs are offered on a daily basis. Rental opportunities are available to the public after recreation programs have been scheduled. Classrooms are $20 per hour, and gym is $45 per hour. Prices are double if the building is closed due to no other programs being held. For information on availability or if you wish to see the facility, call (309) 434-2260.

Miller Park Pavilion

This unique landmark was restored in 1977 and continues to be a popular spot for a variety of activities. Rates vary depending upon room size and type of event. The Pavilion has three floors and is quite impressive with its rambling porches, chandelier lighting, and interesting design.

Prairie Vista Clubhouse and The Den Clubhouse are also available for

Park Shelters
Open-air shelters located in Airport, Ewing I, Ewing II, White Oak, Brookridge, Miller, Northpoint, Forrest, Fell, Holiday, Pepper Ridge, Stevenson, Rollingbrook, ONeil, Sunnyside, Suburban East, P.J. Irvin, McGraw, and Bittner Parks are available free-of-charge on a first-come, first-served basis.

Natural Areas
The Parks & Recreation Department is currently experimenting with the development of natural areas within an urban park setting. Several acres have been set aside in Forrest Park, Stevenson School/Park, and Ewing Park II to establish prairie grasses, wildflowers, and other native vegetation. The establishment of these areas offer yet another dimension to the services of the department. Ideal for group tours and field trips, these areas are open all year during park hours.

Tipton Park Shelters


There are two large shelters in Tipton Park which may be reserved. The one off GE Road will be $50 and the one off Stone Mountain Blvd, $120. Call 434-2260.

Park Regulations
Parks open at 6:00 am and close at 10:00 pm. Alcoholic beverages are prohibited. Motor vehicles restricted to roadways and parking areas. 20-mile-per-hour speed limit in all city parks. Pets are allowed in the parks on a leash. (Please clean up after your pet).

Constitution Trail
Bloomingtons trail system consists of a joint venture with the Town of Normal on the Constitution Trail. The Trail was officially dedicated and named Constitution Trail in celebration of the 200th birthday of the United States Constitution on September 17, 1987; the Trail grand opening was May 6, 1989. In 2000, Constitution Trail was designated a Millennium Trail by the White House Millennium Council. Approximately 20 miles of this multi-use trail system currently exist within the City of Bloomington and are used by individuals and groups of all ages, abilities, and backgrounds. Consistently ranking as one of the most important features of the Bloomington Parks & Recreation Department offerings, the City has developed further trail plans for future development. These long-range plans call for extensions to connect places of employment, commerce, schools, parks, and areas of historic interest. As the City continues to grow at a rapid pace, officials are constantly looking at new ways to connect existing trails to new developments in all places of growth.

Share the Trail!


Be Courteous - Bicyclists, joggers, walkers, wheelchair users, skateboarders, and skaters: Be respectful of other users regardless of mode, speed, or skill. Keep Right - Stay to the right side of the trail except when passing another user. Pass on the left. Look ahead and back to make sure the lane is clear before you pull out. (Faster traffic should yield to slower and on-coming traffic). Dont Block the Trail - Use no more than half the trail if you are in a group or have a pet. Be Predictable - Travel in a consistent and predictable manner. Look before changing positions on the trail. Use Signals - Give a clear warning signal before passing by using voice, bell, or horn. Please do not wear headphones which distract from the ability to hear. Yield - When entering or crossing the trail at uncontrolled points, please yield. Clean Up Litter - Please place litter in appropriate containers to help keep the trail looking its best. Pets - Pets must be on a leash. Be sure to clean up any messes left by your pets.

Friends of the Constitution Trail


The Friends of the Constitution Trail is a group which works for expansion and beautification of the trail. Through membership dues, donations, and grants, we help fund drinking fountains, signs, benches, landscaping, and shelters. One of the main goals is for the trail to stretch throughout Bloomington-Normal, reaching as many neighborhoods as possible, so that people dont have to drive to use it. Thanks to the communitys enthusiasm for the Constitution Trail, it hasnt stopped growing since its grand opening in 1989. Trail users enjoy natural scenery and wildlife watching along the path and take advantage of picnic shelters, rest areas and drinking fountains (for people and dogs) that dot the trail. Wildlife commonly spotted along the trail includes deer, peregrine falcon, migrant birds, beavers, turkeys, foxes and great blue heron. Many private gardens also add to the trails appeal, including a Japanese Garden and Audubon Garden near Towanda Avenue and a restored prairie south of Colene Hoose Elementary School. Parks Brochure
The City of Bloomington Parks & Recreation Department invites you to discover the many public facilities that we manage for your leisure time enjoyment. We maintain over 1,100 acres of land including 44 park sites and three golf courses. Facilities operated and maintained are a zoo, a performing arts center, two outdoor swimming pools, four fishing lakes, a boating concession, 26 outdoor tennis courts (20 lighted), 22 ball diamonds, four football fields, two disc golf courses, a mobile stage, an outdoor bandstand, two multi-purpose recreation facilities, four nature parks, a miniature golf course, soccer fields, and 24 miles of bicycle trail. The location of these parks and facilities, along with the amenities in each park, are listed in the Parks Brochure. Copies are available at all of our facilities.

PIN and Client Barcode Numbers
Before using RECWeb or REC-Line, you need a client barcode and family Personal Identification Number (PIN). If you dont have these numbers and would like to use automated registration, stop by the Bloomington Parks & Recreation Department or download a brochure registration form from our website, fill it out indicating you need numbers and mail or fax to us.

3. You will first be asked to enter the client barcode of the first
person you will be registering; then you will be asked for your family PIN# (Personal Identification Number). The system will confirm that this information matches our records at which point you will begin the actual registration process.

Code of Conduct: Participant Guidelines


Equal Access - No participant shall on the basis of race, sex, creed, national origin, or disability, be denied equal access to programs, activities, services, or benefits, or be limited in the exercise of any right, privilege, advantage, or opportunity. Behavior - Participants are expected to exhibit appropriate behavior at all times. The following guidelines have been developed to make recreation department programs safe and enjoyable for all participants. Additional rules may be developed for particular programs and athletic leagues as deemed necessary by staff. Participants shall: show respect to all participants and staff refrain from causing bodily harm to other participants or staff refrain from using foul language show respect for equipment, supplies, and facilities

Discipline - A positive approach will be used. The Bloomington Parks and Recreation Department reserves the right to dismiss a participant. Each situation will be evaluated on its own merit.

Program Guide Distribution


The Bloomington Parks, Recreation & Cultural Arts Department mails program guides to individuals on our mailing list, gives copies to Bloomington grade schools to give students and sets copies out in department facilities as well as the Bloomington Public Library and the Convention and Visitors Bureau.

We are pleased to offer this catalog on recycled paper. It is just one example of the City of Bloomingtons continued effort to make the best use of our limited natural resources. Page 62

Registration Policies & Procedures


General Policy
1. Bloomington residents have the opportunity to register at least one week prior to non-residents. All programs have a minimum and maximum enrollment and are filled on a firstcome, first-served basis. 2. Prior to May 1, registration can be dropped off, mailed, or faxed. Automated phone and Internet registration begin May 1. Mail-in, drop-off and fax registration forms will be processed beginning Wednesday, May 1 (phone lines and the internet will be available at 5:00 am; mail, fax, and drop-off registration will be processed beginning at 8:00 am). All registrations received prior to this date will be processed at random. All registrations received thereafter will be processed randomly on a daily basis. To facilitate processing, please use the form on page 64 and complete all sections. 3. Payment may be made by MasterCard, VISA, personal check, cash, or money order. Please send a separate check for each registration. This eases refunds should one of your classes be filled. Checks payable to: City of Bloomington. 4. A service charge of $5 will be assessed per participant per activity on all refunds requested by participant. 5. A letter will be sent confirming class registration or wait list status. This letter does not guarantee enrollment if the class does not fill and is cancelled. Please keep your program guide for class reference. NOTE: No confirmation letter will be sent for on-line registration as you have the option to print your own. 6. The Department reserves the right to cancel, postpone, or combine classes.

NonResident Registration
Registration for nonresidents begins Wednesday, May 8 (phone lines and the Internet will be available at 5:00 am; mail, fax, and drop-off registration will be processed, in random order, beginning at 8:00 am).

Refund/Credit Policy
Each refund costs the Department in time and money. The following policy will be implemented for refunds/credits: We reserve the right to cancel, postpone, or combine classes. If insufficient enrollment causes an activity to be cancelled, participants will receive a full refund in the mail. Please allow three weeks for the processing of refunds. To be eligible for a requested refund or credit on account, the request must be received no less than three (3) business days prior to the start of the program. A $5.00 service charge will be assessed per participant, per activity. No refund for programs costing $5.00 or less. No refunds after the start of a program or for one day programs. No credit on account will be granted after the start of a weekly program except possibly in the case of illness. Written documentation from a physician must be provided in order to be considered. A $5.00 service charge will be applied to refunds. Refunds or credit on account will not be given for contractual programs or trips for which the Department has incurred costs, except in the event of cancellation by the Department.

Friends In Same Class?
If two or more persons from different families wish to be enrolled in the same class, registration forms and checks must be fastened together with a note indicating same. (If only one space is available, no one will be enrolled.)

Why Separate Checks?


List all children in the family on the same form but send a separate check for each program. If a combined check is sent and one or more programs are full, the entire registration is held until we receive a corrected check. Classes may reach maximums before we can resolve the problem. Separate checks are for your benefit!

NSF Checks
A $25 service charge is assessed on all checks returned due to insufficient funds.

Insurance
Individual accident medical insurance for program participants is not provided by Bloomington Parks and Recreation.
