Soria praise men for peaceful celebrations of patrons in capitals of 3 Samar provinces
CAMP KANGLEON, Palo, Leyte -- Police Chief Superintendent Elmer R. Soria commended his men for keeping the fiesta celebrations of the provincial capitals of three Samar provinces peaceful and orderly, to include that of Calbayog City. The director of Police Regional Oce 8 congratulated the ocers and men of police stations in Catbalogan and Calbayog City in Samar; Borongan City in Eastern Samar and Catarman in Northern Samar for a job well done in ensuring a festive but peaceful feast day celebrations in a span of two weeks. Soria said that he was impressed by the security plans laid out by police chiefs in said areas wherein no major untoward incident was reported to the police amid the huge crowd present during the feast day and during the highlights of the festivities. The peaceful celebration showed that we are joyful but peace-loving people. The cooperation of the public and the visitors generally helped, said Soria. Catbalogan City, Samars capital, celebrated its feast day on August 24 in honor of its patron saint, St. Bartholomew the Apostle, with a month-long Pagdayeg ug Pasalamat festivity highlighted by the Manaragat Festival on vesper day. Northern Samars capital, Catarman, celebrated its fiesta in honor of Our Lady of Annunciation in August 29. Eastern Samars capital Borongan City and Calbayog City, also in Samar, likewise marked their fiesta on September 8 in honor of their patron saint, Nativity of the Blessed Virgin Mary. Samar island was a single province with Catbalogan as its capital until the approval of Republic Act No. 4221 on June 19, 1965 dividing the province into three divisions: Northern Samar, Eastern Samar and Samar with each new province adopting a new capital, Borongan for Eastern Samar and Catarman for Northern Samar while Samar retained Catbalogan as its capital. Calbayog City, meanwhile, is the regions oldest city, chartered on July 15,

Llacuna said that DOH will be the first government agency to have a department-wide ISO QMS certification and is now regarded to be the biggest organization seeking the ISO certification. ISO is a non-governmental organization and the worlds largest developer and publisher of international standards on good quality management practices. The figures 9001:2008 is a model created by the ISO for setting up a valu-
able and applicable QMS and standards for ensuing quality services, environmental friendliness, safety, reliability, eciency and interchangeability. Llacuna revealed that the DOH in Mimaropa Region, where he was previously the regional director, has earned ISO certification last week. We hope to earn the same for DOH in Eastern Visayas, Llacuna said. Llacuna replaced Dr. Jaime S. Bernadas, who was assigned to the DOH in
Central Visayas. The new DOH regional director is a native of Camiguin province but traces his maternal roots in Villaba, Leyte. When asked about his priorities for DOH in the region, Llacuna said he will continue the main mission and vision of the agency to provide quality health services in an ecient and effective way and to the satisfaction of the people of Eastern Visayas. he Dept. of Justice is literally in the thick of the records over the much talked about Priority Development Assistance Fund scam, perusing evidences to determine who should be in the charge sheet for Plunder soon. As things yet hang in the balance, there are schools of thought hovering on whether or not all these documentary and testimonial evidences will be enough for the Justice Department to resolve that indeed there is probable cause and that the accused could be guilty thereof. For now, reports have it that 10 to 11 officials of the government could be facing cases in court for Plunder, a non-bailable offense, this is if the DOJ will forward the complaints to the courts of justice. It is patent in all those so far divulged by the media to the public that the touted pork barrel scam queen Janet Lim-Napoles was in cahoots with at least ten personalities in the bureaucracy which made her an ultimate operator
and magician in this fiasco. There were names initially disclosed, obviously belonging to the opposition bloc. Tainted with politics, the exposs tried to pin down senators who are not allies of the administration of Pres. Benigno Simeon Aquino III. There are even quarters challenging the fourth estate to also bravely reveal to the public how PNoy utilized his share of the pork barrel from the CDF years to the current. What is revolting, however, is how could have the Commission on Audit simply allowed these taxpayers money be accumulated in hefty sum and be just drained to waist or rather be funneled to spurious end recipients, when in the first place it already had the proof in its hands of anomalous transactions being cooked. Spare the COA which is supposed to be apolitical and neutral in the bickering of political bigwigs. Albeit a given fact, COA is

logue and negotiation. Without peace, there can be no form of economic development. Violence never begets peace. We, Filipinos must join the Popes appeal for peace and we must condemn the contemplated action of the United States and France as a serious abuse of power. Russia is supporting Syria and other Arab countries like Iran, Iraq and Jurdan are also in the side of Syria. If Russia and China will support Syria in case of US-led military action, there is a possibility that it may develop into a full blown world war. Lets make peace not war. War is only for crazy people.

St. Francis held a peace vigil for Syria and around the world. The Pope is wary of the proposed US-led military action against Syria following the August 21 chemical weapons attack near Damascus that killed hundreds of people. The Pope issued a heartfelt plea for peace as violence and war are never a way to peace.
The conflict in Syria is serious as it may turn into a fall blown war. The Pope has expressed his concern about the futility of military action. The world leaders should find ways to overcome the conflicting positions and to lay aside the futile pursuit of military action. Rather, let there be a renewed commitment to seek a peaceful solution through dia-

person. We have witnessed serious efforts to inculcate honesty in every man in an earnest desire to restore the virtue that once reigned in all of mankind and this world. Of the various strategies to make every person be honest, we still face the miserable reality of a distorted figure skewed more to failure. It cannot be gainsaid that all efforts to inculcate honesty is failing due to the misplaced appreciation and treatment of that virtue. Values such as honesty had been incorporated in our educational system. It is integrated in the various academic subjects with the end of inculcating effectively the ideal virtues that can bring back the beauty and goodness of life. Unfortunately, we have seen the failure of values education over the years that it was made part of the academic curriculum. There is no better proof indicative of such failure than the undesirable virtues prevailing among the young generations in our schools despite the constant indoctrination of such desirable values. Many of us wonder and continue to be boggled by the undesirable traits and values that the youth are possessed of despite the value education in the school curriculum. We need not look too far for apt answers to our ques-
Ever since the beginning of creation, everything was made in harmony, peace and love. All creations were in its natural order in accord with the divine plan. Man lived in the fullness of life and happiness in a world that is beautiful, good and true. The goodness of life that was a creation of the greatest virtue that is love was torn by mans disobedience and dishonesty. That dishonesty to the divine will became the root cause of the troubles of life. Every problem that came after that dreadful commission of the original sin is an offshoot of that dishonesty before God, his fellowmen and himself. Honesty affords man to see in all creations beauty, goodness and truth, the virtues that make us live in harmony, peace and love. Amid the problems and troubles of life in this world that had been torn by conflicts, we are called unceasingly to live honestly. Yes, honesty is the key for us to regain the
harmony, peace and love that reigned from the beginning of creation. We lost the beauty and goodness of life from the time man committed disobedience that was rooted on dishonesty. Every time we act dishonestly, we destroy the natural order of life in this world that is supposed to be good and beautiful. We face every moment of our life the tough challenge to be true and honest. We fail not on the flimsy excuse of our human frailty for every act of dishonesty is a choice in our inner struggle to be. We fall every time we fail to resist the temptations that confront us in every little thing we do every day. Indeed, if every man will be honest and true, living a life in harmony and peace is not a farfetched goal that would bring us to that ideal world that is good and beautiful akin to that creation in the beginning of time. As honesty is an inner virtue, the struggle to be is a decided choice in the inner conflict within every
supposed to be the watchdog that will bark whenever a burglar is in the house. A real dog is better because it starts to woof while the robber is yet trying to force its way into the edifice so that the innkeeper at least or the household members will be alerted and thwart the burglars advances. Some concerned individuals are thinking, If only COA sounded the alarm seasonably or before billions of taxpayers money could be squandered at the behest or at the maneuvering of conscienceless greedy human-vultures, such scam may have not gone this far, just for an instance. It is unthinkable how come some COA regional offices could file charges at regional trial courts against certain government functionaries in the barangay and municipal levels for suspected ghost project costing only about 1.5 million and failed to do in colossal projects now totaling to 10 billion pesos? This vivifies the comparison, photos of which are circulating now in social media, between a skinny snatcher being tortured by the police authorities and the brawny Napoles, tagged as the queen of 10-B pork barrel scam being respectfully aided by authorities while having herself booked in jail. This is the disparity that is truly representative of Filipino culture the brazen amplification of the distinction between someone who has something and someone who has nothing in his pocket. Now that the robber was able to cart and stash away the money he did not work hard for, and has invested his loot into his personal belongings enriching himself at the expense of his helpless victim, while the police remains hesitant to immediately file a case against him for a reason or another and the thief enriches himself at the expense of his victims, the latter will just be groaning in anger. The 10 hundreds of millions of pesos in taxes forcibly collected from the people, especially the fixed-income earners, is a sum worthy to finance the operation of at least five depressed municipali-

Funny, that I even tried to mimic his speech delivery style to the delight of some barkadas who like me, idolized the President. -o0oI idolized him more when he declared Martial Law on two objectives: to quell rebellion and to create a New Society. So in January 16, 1976, after 15 years, 7 years as classroom teacher, 8 years as Head Teacher of Busay Elementary School, Barugo Leyte and with the help of Fr. I was so proud and actively motivated leading Pulong-Pulongs (barangay assemblies) we scheduled in barangays in Southern Leyte as Provincial Information Chief. We initiated bigger interpersonal activities, the Information Caravans. It was a kind of pulongpulong, with information about the New Society and I would talk about the greatness of Marcos in these assemblies. This was coupled with direct public service delivery program provided by concerned government agencies who were permanent members of the INFOCAR Team. Marcos was born September 11, 1917. He should have been 96 today.

ties in the country for a fiscal year. It is also enough to pay a sizeable slice of the countrys domestic and foreign debts, or to send to high school and college tens of thousands of children from poverty-stricken families and provide them the elusive opportunity for better future, or nourished the thousands of malnourished in-
fants and children across the archipelago. This is what the P10billion stashed away money represented. These were the services deprived among the Filipino race because of such seemingly syndicated larceny. This is
what the P10-Billion pork barrel scam has done to this country, a corruption that stinks more than a skunk does. This is enough reason to make all of those who are involved in this scam and all other corruptions involving the
pork barrel have their heads proverbial described axed to roll, hopefully through a justice system that knows how to truly weigh controversies laid on the balance.

tions. This campaign for every person to be honest is clear manifestation that value education continues to be failing in its goal to inculcate among us honesty. The basic defect of the values education is our schools is in the integration of values in the academic subjects and its being treated the way academic subjects are. We ought to recognize the fundamental truth that values are not cognitive as academic subjects are. It is not something for the head, unlike the various subjects that are treated as cognitive because they are indeed so. In the continuum of the four corners of the classroom, teachers can discuss fully well the desirable values and make their students memorize the definitions of such values. One can expertly define honesty, but to be honest
is far from memorizing definitions because values are not matters for the head. Values are internal traits that must affect the inner self of every person. Values are better caught than taught because only the cognitive ought to be taught. Students live good values that they catch from their mentors and elders who are role models and whose lives are instructional tools of such desirable traits and values. One can commit to memory the good values and give definitions as taught but they may still live with undesirable traits and values because what they see is more affective to their inner self. We live in a world full of conflicts and are confused of how to live our life to the fullest. We are taught
honesty everyday as our mentors never fail to give us a dose of the desirable values, chief of them honesty. But the constant indoctrination had kept us numbed as we see dishonesty reigning in the school community, in society and in the world we live in. Lectures inside the classroom or homilies on the pulpit or media blitz can never teach values effectively if what we see is diametrically in contrast to the values we are taught. People can hardly learn the value of toeing the straight path advocacy if all they see are crooks plundering the nation yet trying hard to appear straight with their ways that are crooked.
