Soria praise men for peaceful celebrations of patrons in capitals of 3 Samar provinces
CAMP KANGLEON, Palo, Leyte -- Police Chief Superintendent Elmer R. Soria commended his men for keeping the fiesta celebrations of the provincial capitals of three Samar provinces peaceful and orderly, to include that of Calbayog City. The director of Police Regional Oce 8 congratulated the ocers and men of police stations in Catbalogan and Calbayog City in Samar; Borongan City in Eastern Samar and Catarman in Northern Samar for a job well done in ensuring a festive but peaceful feast day celebrations in a span of two weeks. Soria said that he was impressed by the security plans laid out by police chiefs in said areas wherein no major untoward incident was reported to the police amid the huge crowd present during the feast day and during the highlights of the festivities. The peaceful celebration showed that we are joyful but peace-loving people. The cooperation of the public and the visitors generally helped, said Soria. Cari to present to city council P450-M budget for next year

BAYBAY CITY- Mayor Carmen Cari of this city is to submit to the members of the city council her proposed budget of about P450 million for next year. The proposed P450million city budget is higher compared to the current budget of the city, Cari said. The city government operates under a budget of P419 million which is lower by P31 million compare to the proposed 2014 budget. Cari said that she would submit the 2014 city budget next week to the members of the city council for their deliberations and eventual approval. The city mayor said that about 55 percent of the budget was allocated for personnel services with the rest of it to be spent for its various services and projects for next year. Under the 2014 proposed city budget, an amount was also allocated for the hosting of Baybay in next years Eastern Visayas Regional Athletic Association (EVRAA) Meet. The city council has earlier approved a supplemental budget amounting to P 8 million for the construction of grandstand for the said annual regional sporting event. Meanwhile, Mayor Cari said that the city government spent almost P5 million for the repair of its city hall and some of its vehicles damaged during an incident involving city police personnel and supporters of defeated mayoralty candidate, Marilou Malot Galenzoga last June 30. Supporters of Galenzoga stormed the city hall and damaged some of its facilities, to include several city government-owned vehicles like an ambulance and a water tank truck. Anti-tracking training in Samar to end this week

TACLOBAN CITY The training component of anti-tracking in persons drive of the Millennium Challenge Account Philippines (MCA-P) will be completed this week in 15 areas of Samar provinces covered by the United States-funded road project. MCA-P and non-government organization partner Philippines Against Child Tracking (PACT) kicked off yesterday the last series of three-day sessions. Joining the training are key town ocials, village chiefs, police ocers and community leaders of Quinapondan, Mercedes, Salcedo and Guiuan in Eastern Samar. Earlier, the MCA-P and PACT held a series of information and education drive for leaders in municipalities of Llorente, Hernani and Gen. MacArthur in Eastern Samar. The training series has kicked off July 9 for municipalities of Hinabangan and Paranas in Samar; Sulat, and Taft in Eastern Samar and the provincial social welfare and development oce (PSWDO) of Samar On July 23 to 25, the training has involved officials from San Julian, Borongan City, Maydolong and Balangkayan and PSWDO in Eastern Samar. The partnership between MCA-P and PACT seeks to provide technical assistance to the 15 municipalities in terms of the formation of the Local Council Against Tracking (LCAT) Violence Against Women and Children and strengthen protection mechanism and referral system of the LCATs, said Ma. Victoria Aonuevo, MCA-P managing director and chief executive ocer, in a statement. These activities are part of the Community Outreach Component of MCA-Ps anti-tracking in persons campaign in 13 municipalities in Eastern Samar and two municipalities in Samar. The program aims to reach out 151 barangay covered by the road upgrading project. The community education sessions include lectures on human tracking as a violation of Human Rights, human tracking as a gender-based issue and the Anti-Tracking Act of 2003 or RA 9208, which was recently amended as the Expanded Anti-Trafficking Law. In addition to the community education sessions, PACT also distributes flyers, posters and tarpaulins and use the radio to provide information on anti-tracking to social workers, police, teachers, barangay ocials, youth, members of civil society and residents. A radio plug will be aired for three months in local radio stations to inform the public on the abuses suffered by victims in the hands of their traffickers and where they can report cases of tracking.

As things yet hang in the balance, there are schools of thought hovering on whether or not all these documentary and testimonial evidences will be enough for the Justice Department to resolve that indeed there is probable cause and that the accused could be guilty thereof. For now, reports have it that 10 to 11 officials of the government could be facing cases in court for Plunder, a non-bailable offense, this is if the DOJ will forward the complaints to the courts of justice. It is patent in all those so far divulged by the media to the public that the touted pork barrel scam queen Janet Lim-Napoles was in cahoots with at least ten personalities in the bureaucracy which made her an ultimate operator

There is no better proof indicative of such failure than the undesirable virtues prevailing among the young generations in our schools despite the constant indoctrination of such desirable values. Many of us wonder and continue to be boggled by the undesirable traits and values that the youth are possessed of despite the value education in the school curriculum. We need not look too far for apt answers to our ques-

Amid the problems and troubles of life in this world that had been torn by conflicts, we are called unceasingly to live honestly. Yes, honesty is the key for us to regain the

harmony, peace and love that reigned from the beginning of creation. We lost the beauty and goodness of life from the time man committed disobedience that was rooted on dishonesty. Every time we act dishonestly, we destroy the natural order of life in this world that is supposed to be good and beautiful. We face every moment of our life the tough challenge to be true and honest. We fail not on the flimsy excuse of our human frailty for every act of dishonesty is a choice in our inner struggle to be. We fall every time we fail to resist the temptations that confront us in every little thing we do every day. Indeed, if every man will be honest and true, living a life in harmony and peace is not a farfetched goal that would bring us to that ideal world that is good and beautiful akin to that creation in the beginning of time. ARE THEY OPPOSITES?

Emptiness and fullness, at first, seem to be complete opposites. But in the spiritual life, they are not. In spiritual life, we find the fulfillment of our deepest desires by becoming empty for God. When Jesus declared that the poor, the hungry and the sorrowful are truly blessed people (Lk 6:20-22), he affirmed that those who empty themselves for values higher than the earthly ones, are truly being filled, for they drink from God, the very source of happiness. Jesus is not against happiness, but declares what really constitutes happiness. He is not against money, sufficient food or comfort, but warns us not to pursue them as a source of happiness. Hence St. Paul asks us to seek the things that are above where Christ is seated at the right hand of God (Col 3:1). We know only too well, how Jesus himself lived his life, emptying himself to the death on the cross. However, his moment of complete emptiness and complete fullness became the same. When he had given all away to his Abba Father, he cried out, It is fulfilled. He, who was lifted upon the cross, was also lifted into the resurrection. So it is with us. When we empty the cups of our life completely, for the sake of God, we will receive from him, the fullness of life. EMB to lead celebration of intl day for preservation of ozone layer

TACLOBAN CITY - The International Day for the Preservation of the Ozone Layer is again marked this September 16 but the country has another reason to celebrate as it celebrates the 25th anniversary of the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Philippines signed the Montreal Protocol in 1988, and has since then been working hard to cooperate with the international community to implement programs for phasing out ozone depleting substances. The international community which adopted and are parties to the Montreal Protocol on Substances that Deplete the Ozone Layer to protect the earth from harmful ultraviolet radiation agreed to accelerate the phase-out of production and consumption of hydrochlorofluorocarbons (HCFCs). This year, the celebration is marked with the theme A Health Atmosphere, the future we want. For Region 8, the EMB-8 is conducting various information and education campaign to hit home the message of the preservation of the ozone layer. According to Maribel B. Munsayac, head of the Environmental Education and Information Section of the Environmental Management Bureau (EMB-8), through the leadership of the DENR and the coordination of the EMBs Philippine Ozone Desk, have phased out all controlled substances under the Montreal Protocol except for one hydrochloroflourocarbons or HCFCs, which are used as blowing agent for the foam industry, as coolant in commercial refrigeration, industrial and domestic airconditioning, as flushing agent in the servicing sector and as fire-extinguishing agent. The government is now working on the phase out of these chemicals through the revision of the Chemical Control Order for ODS to freeze HCFC importation to its 2009-2010 average starting this year. By 2015, the country has to reduce its HCFC imports by 10% of its baseline. By agreeing to speed up the phase-out of HCFCs, parties or signatory countries to the Montreal Protocol increased their already-substantial contributions to protecting the global climate system.
