Functions

Supply Chain Management will coordinate the implementation of sectoral policy processes and value chains agricultural and rural sector and for that perform the following functions :

1. Coordinate with relevant government agencies and private sector stakeholders and the community to develop the productive rural sector such as credit, technical assistance, marketing , agribusiness and infrastructure.

Two . Propose and direct mechanism to articulate the links of the different production-trade chains and support the development of public and private capacity to manage trade-related commitments of agricultural and fishery products .

Three . Ensure compliance with policies for productive development of the rural sector in investment programs that advance the companies attached or linked to the Ministry.

April . Suggest and propose plans and programs to promote the modernization and diversification of production and business development of rural areas .

May . Identify constraints and opportunities for agricultural, forestry and fishery , suggest productive lines to promote and coordinate the respective programs for implementation.

June . Ensure that funds serve their purpose quasi versus Sector Agriculture, Forestry and Fisheries , under the rules and regulations.

July . Promote responsible programs , seeking leverage resources through partnerships or cooperation arrangements between state , community and private sector .

August . To submit to the Deputy Minister , in the month of December each year , an evaluation related to the fulfillment of the objectives and an annual program of activities to be carried by the area of its competence in the year immediately following .

9. Other duties as assigned and correspond to the nature of dependence. A. SUPPORT PROGRAMS AND INCENTIVES

Forestry Incentive Certificate - VAT: The VAT is a cash bonus costs of commercial forest plantation new producing areas in lands suitable for forestry , on which must have the property or have a lease. The CIF provides up to 50 % of the establishment costs in the first year and total net costs of management of the second to fifth year recognizes up to 50 % . The Plan Country Corn: The program has incentives to support technical assistance, incentive to harvest surplus storage , transport support , price hedging and establishment of forward contracts in order to increase the domestic supply of yellow corn tech competitively and sustainably , increase national food security, reduce the need for imported feed industry and strengthen the sector of national tech yellow corn .

It seeks to increase the current areas established competitive areas such as Cordoba , Meta ( Altillanura ) , Valle de Cauca and Tolima among others corn develop joint projects in competitive areas of land restitution program , strengthening corn - coffee program and consolidation corn system - palm , developing projects for livestock silage . Additionally, it is intended that in all cases it aims for the use of certified seed and fertilizer use efficiency .

Marketing Support Cocoa : The Ministry allocated resources to provide support of $ 400,000 per tonne to cocoa farmers for the period between June and December 2012. Is mitigated in part the fall in the domestic price and improve producer income in order not to neglect the cultivation and productivity falls .

Monilia Management Program - Cacao : The Ministry and the National Cocoa Fund has allocated resources to implement a plan of crop health management and modernization, in order to reduce infestation levels Monilia at levels of 15 % on average and increase productivity by 20 % . Priority was given to the departments of Santander , Huila , Arauca , Antioquia , Nario , among others.

Maintenance Program and Market Access of Flowers : Given the relevance Colombian floriculture export sector , the Ministry has been providing substantial resources to support activities which foster potentiate the positioning of the sector and promote consumption nationally and internationally , taking advantage of the preferences granted by commercial treaties signed by Colombia with countries like the United States.

Compensation to Minimum Price Guarantee Cotton - PMG : Under the 3401 CONPES 2005 and in order to protect the incomes of producers, the Ministry of Agriculture and Rural Development established a minimum price to domestic producers of fiber cotton , who receive compensation equal to the difference between the minimum price and the domestic market or export .

The Ministry pays the value of compensation that may be required , through Colombia Mercantile Exchange , after complying with the requirements for the respective effect on resolution and Regulation. The PMG will be $ 5.045 million per

ton of cotton fiber SLM basis for crop producers Coast and Interior Plains crops for 2013 .

Bovine Supplementation Program : Considering the increase of the dry season , the Ministry will support farmers in the areas most affected country , located in areas directly affected or those surrounding them must move their animals in search of pasture . The program is run in partnership with FEDEGAN and will aim to supply at least 7,000 tons of food supplements with a subsidy of 48% weighted on the final price of products.

In 37 wineries will be available for farmers , quality nutritional supplements that avoid the increase of dead animals and reduce yield losses in both meat and milk.

Marketing Support Panela : The Ministry of Agriculture allocated resources for the execution of an agreement with FEDEPANELA , to develop a comprehensive plan for improving marketing and product presentation in 2012. It seeks to stimulate product demand nationwide, highlighting its nutritional benefits and encouraging the different presentations of the product, through activities in traditional marketing channels such as those that are in development. It also seeks the implementation of Resolution 779 of 2006 of the Ministry of Social Protection , with regard to packaging and labeling individual required to date.

Programs for the Dairy Sector : In order to improve the competitiveness of the dairy sector under the 3675 Conpes 2010, the Ministry is implementing the following programs:

Financing : available Rural Capitalization Incentive -ICR and Special Credit Hotline for the dairy sector to bid for establishment of silvopastoral systems , pasture improvement , purchase of equipment and infrastructure for production, marketing , processing and transportation of milk. This program to this effect with $ 13,100 million running through Finagro and can be accessed with projects submitted by small and medium producers with a financial intermediary as the Agrarian Bank .

Technical Assistance : The program aims to strengthen technology transfer to producers. In this regard , advance agreement on major dairy areas prioritized in the areas of healthcare excellence ICA . Thus, in agreement with the Government of Antioquia and the University of Antioquia , for 1,621 million pesos , we develop a technical assistance project to combine efforts pursued technical, scientific and financial resources to support ek overall improvement of production and quality of milk North and East Sub-region of Antioquia .

Breeding : It is Government's intention to establish the breeding plan , through union representation and institutional National Breeding Committee , aimed at strengthening the livestock supply to productivity , because of improved nutritional conversion rate production of milk protein and solids qualities appropriate tools to address external market competitiveness

Tax Exemption : The State has provided instruments for the promotion of productive activities such as tax exemption for the establishment of long term crops , for which interested parties can submit applications to the Ministry of Agriculture and Rural Development in accordance with the provisions of Law No. 939 of 2004 , Decree No. 1970 of 2005 and Resolution No. 351 of August 10, 2005 .

Existing Supply Chain

1. Avocado Chain .

Avocado production chain in Colombia consists of producers , traders, processing industries , plant material producers , input suppliers , exporters , universities , research centers and government institutions assigned to accompany the process and the ICA and SENA . In June 2008 , the National Council of avocado as an advisory body of the Government policy for sustainability and competitiveness of the chain. The Council has ASOFRUTOS participation , APROARE SAT , ASOHOFRUCOL , Avocado Antioquea Corporation ( CORPOAGUACATE ) BIOCATE LTDA ; PROEXPORT ; Colombia Corporation (ICC ) , National Retail Corporation ( Conalco ) CORPOICA ; National University , SENA , ICA , Nursery PROFRUTALES , Biological Research Corporation (IBC) Chamber Procultivos - ( ANDI ) and Supply Chain management of the Ministry of Agriculture. Avocado chain through the Council , set up six thematic tables to work around the competitiveness of this item : Strengthen Trade Union , Marketing , marketing , logistics , exports and agribusiness, Zoning and census; Traceability and safety , training and specialization in avocado and registration and certification . According to the decentralization policy of the National Council of Avocado , regional committees were consolidated in Tolima chain , Bolivar , Antioquia, Santander and Cauca. Moreover, the National Council Avocado has made inroads into international bodies , such as the Avocado Marketing and Promotion Work Group ( AMAPWG ) , high-level agency focused on the expansion of new markets and sources , statistical information thereof and avocado consumer promotion .

Two . Aquaculture Chain

- Shrimp Farming : The chain of shrimp farming in Colombia is made up of links of maturation , larval rearing , cultivation, processing and marketing; also has CENIACUA Research Center , specializing in scientific and technological improvement of genetic material , production processes and environmental health management for those links. 95% of shrimp production is destined for international markets primarily in the United States and Europe. The chain nuclei are located in the Caribbean coast ( 96%) and Pacific (4 % ) have a vertical integration level quite high , either because they are part of a group or conglomerate or having schemes , preset and stable supply along different links .

- Fish Farming : The links in the chain are : the production of fingerlings , lifting activities and fattening , processing or processing and marketing channels . Representatives attending the different links to the National Council of Chain . Other activities such as the development of balanced food , the provision of financial services and transport , are linked in parallel to the chain dynamics . Three . Cotton String

The chain is composed of links of suppliers, cotton producers , integrators , traders fiber spinning industry , textile industry, marketers of textiles, apparel industry , apparel retailers and end consumers. They are nationally representative guilds fiber producers Conalgodon partners , the company formed by the textile for the purchase and distribution of cotton fiber,

DIAGONAL , manufacturers of wire , yarns and fabrics in ASCOLTEX unionized , the garment partners INEXMODA , and ACOLTEX which is the Colombian Association of Professional and Technical Textiles and Clothing and ANDI . This chain has a major stakes in the generation of value added and employment with over 800,000 annually.

In 1995, he signed the Agreement for Competitiveness Sector Chain Cotton - Textile -Apparel , in 2000 , the Agreement Competitiveness of Textile -Apparel Chain for the region of Tolima.

For cotton producers has 3401 CONPES 2005 , which defines competitiveness policy for culture and public resources committed for 10 years, for the support of minimum guaranteed price .

The cotton sector has the Cotton Development Fund , created by Law 219 of November 30, 1995 , which is administered by Conalgodn and aims to support programs and research projects and transfer.

April . Balanced Food Chain

The chain aims to increase the competitiveness of all its links and is the setting for consultation and decision-making partnership development , business and socio-economic sector . The main decisions are ; definition of import quotas, reference pricing , marketing tools.

The chain of yellow maize , soybean, cassava , feed , poultry and swine , signed the National Competitiveness in 1997 and in 2003 created the National Poultry and swine in which participate : Fenalce by corn producers , sorghum and soybeans and by the representatives of industry are poultry and pork industry and feed represented FENAVI National Poultry Federation , Colombian Association of Pork -ACP , ANDI Chamber feed sector and Federal . Other actors are the National Agricultural Exchange BNA , Acosemillas .

We have defined five production centers are: Valle del Cauca , Tolima , Huila , Santander cease and Southern , Eastern Plains and humid Caribbean comprises the departments of Crdoba and Sucre . Quasi Fund Information

Cerealista Development Fund and Grain Legume , was created by law 51del 66 and amended by Act 67 of 1983 , taking actions that contribute to : improving crop competitiveness against imported products , ensuring the supply of the domestic raw material industry with the best quality , preserve food security for the Colombian population , and improve the living standards of the farmers . Development Fees must pay all natural or legal persons producing or marketing in the country.

The governing body of Cerealista Development Fund and Legume Cerealista the National Commission , as provided by Act 114 of 1994 which extended the Cerealista Development Commission created by Act 67 of 1983 and amended by Decree 1000 of 1984 .

May . Production Chain of Bees and Beekeeping

The Supply Chain of Bees and Beekeeping consists of producers, processors and traders . The chain is recognized by the Ministry

of Agriculture and Rural Development through Resolution 282 of August 13, 2012 , the agreement was signed competitiveness March 24, 2011 . The National Council of Chain attended by representatives of the links above , chosen from the Regional Centers : The National Federation FEDEABEJAS Beekeepers , Beekeepers Association ASOAPICUN Cundinamarca and Meta Beekeepers Association Producers ADAM representing the Cooperative COOAPICA Cauca Beekeepers link represents the company transformers and Honey Bees and the Traders Ltda likewise account the institutional support of the public sector through the Ministry of Agriculture and Rural Development and academia with the National University of Colombia .

The main actions identified by the Council of Chain are geared towards increasing production and consumption of bee products , ensuring the social, economic and environmental development in each of the links in the chain , and the quality of products offered to the final consumer , seeking to satisfy the demands of the domestic and international markets and positioning of Colombia as a producer of goods and services of bees under clean production and fair trade with differentiated products and transformed by through strengthening organizational and business and standardization and regulation of activity .

The National Council of Chain Regional Centers defined in the departments of Antioquia , Atlntico, Bolvar , Boyac , Caldas , Cauca , Crdoba , Cundinamarca, Huila , Magdalena , Meta , Norte de Santander , Quindio, Risaralda, San Andrs and Providencia Santander , Sucre , Tolima and Valle del Cauca , there are now regional committees in the departments of Antioquia , Cauca , Magdalena and Sucre and are in conformation Huila , Valle del Cauca and Cundinamarca.

June . Rice Chain

The rice productive chain coordination is a scenario composed of producers represented by Fedearroz , unionized industry in the Rice Sector Chamber ANDI - INDUARROZ , Acosemillas ( Entity that brings together producers of seed) and the National Stock Farming.

It aims to consolidate and strengthen the competitive advantages of chain actors and ensure sustainable economic development and domestic rice sector . There is a National Competitiveness Agreement signed in June 1998 and a regional center for the area signed in 2000.

In 2002 he created the National Rice Council by Resolution 28 of January 28, 2002 , as an advisory body of the Ministry in the field of agricultural policy for the rice sector.

Currently there are three production centers such as: Tolima , Huila , Meta , Casanare , Bajo Cauca . These regions are known for their crop productivity , rural culture and development of the milling industry.

Fund Information

The National Rice Fund administration whose legal mandate belongs to the National Federation of Rice , is a special account for the collection and management of resources from Rice Development Fee , which is a compulsory contribution of quasi character created by the Act 101 of 1963 and amended by Act 67 of 1983 , for use in benefit programs sub - sector in accordance with the provisions of the Act

The National Poultry ( FONAV ) was created by Act 117 of 1994 and regulated by Decree 823 of 1994 . It aims to channel the Poultry Development Fee especially to fund research and technology transfer, technical assistance , animal health that benefit the sector and contribute to competitive improvement . August . String of Bananas

Bananas generated in the country , 95 million boxes year , worth approximately U.S. $ 700 million years and is the 3.0 % of total exports and 6.0 % of non-traditional . Participates with the 0.4 % of GDP Colombia . The main buyer of banana country to Colombia in 2010 was , again , the United States, to which exported 3.3 million boxes, which represent 64.66 % of the total. The second country to which the fruit was shipped was Belgium , with a share of 29.20 %.

The main banana-producing areas are concentrated in the department of Antioquia , Magdalena and Guajira South .

Magdalena banana activity began late nineteenth century . Santa Marta was the first major banana growing area in Colombia . Generates 7000 direct jobs and 12,000 indirect jobs. Annually exports about 20 million boxes of bananas. Banana activity in Urab , has natural and physical potential and reconstruction processes environmental, social and economic importance of the region to his credit . Generates 17,000 direct jobs and 54,000 indirect jobs. 9. Cocoa Chain

This chain consists of links : industry (producers of chocolates and candies ) trade ( regional collectors , department stores , distributors of chocolates , exporting semi-finished and grain exporters ) and primary production (producers of cocoa beans ) .

The chain signed the National Competitiveness Agreement in October 2001 and features the National Cocoa Council , created in February 2002 and consists of representatives of Casa Luker , Compaa Nacional de Chocolates , Chocolate Girons , FEDECACAO , Andi and has the support of public sector institutions and research institutes . It is highlighted that is already registered with the MARD by

The Council defined 5 core as priorities for further actions to support the competitive improvement : Huila , Tolima , Santander -Norte de Santander , Antioquia - the coffee ; Atlantic Coast Meta and West.
