Recommendation(s): Receive a report on the status of the trash can refurbishment and

replacement project.
Executive Summary: On August 21, 2013, Public Services staff presented several trash can

replacement locations and design options to the Planning Commission, in accordance with City Policy C97-02 that states the Planning Commission shall review the design and siting of furniture in the public way (i.e. benches, trash cans, etc). The Planning Commission recommends for Council's consideration the placement of the Big Belly units at Devendorf Park, Forest Hill Park, Forest Theatre and the Sunset Center. In addition, it is recommended that some of the City's current sidewalk trash cans be reconfigured to a recycling can and paired with the existing trash can at various locations citywide. Staff recommends that the deployment of the Big Belly units begin in January 2014 and the deployment of the recycling cans begin by October 1, 2013, utilizing trash can assessment data generated by the waste hauler to determine appropriate sidewalk locations for recycling
Analysis/Discussion: (including why Council is considering the item and justification for

recommendation) Currently, there are nearly 200 of the wood dome top trash units located around the city- 120 in the commercial area, 74 in parks and residential areas. There is also a small number of teak trash and recycling enclosures at the Sunset Center and a few recycled plastic waste/recycling combination units in Devendorf Park and Forest Hill Park. Other than the handful of designated recycling units, there is no recycling component to the sidewalk solid waste collection system in Carmel. City staff has been

evaluating possible replacement trash cans that would encourage recycling as well as improve operational and maintenance attributes of the current trash cans. Staff recommended the use of the Big Belly side-by-side trash and recycling collection units due to its "smart" technology that indicates when the units are full and its ability to hold a greater volume of trash due to the solar compactor. The possible sites identified included: (1} Devendorf Park, (2) Forest Hill Park, (3) First Murphy Park, (4} Harrison Memorial Library - Main Branch, (5} Piccadilly Park, (6} Forest Theater, and (7) Sunset Center. The Planning Commission recommended the placement of the unit s at (1} Devendorf Park, (2} Forest Hill Park, (3} Forest Theatre and (4} Sunset Center, provided that the Forest Theater and Sunset Center Board of Directors also approved the placement of the Big Belly units at these two facilities respectively. wood enclosure that is simple and rustic in design. As an alternative, staff also recommended the use of the current wood dome top style, but with a blue lid without a flap, blue bands, and a recycling symbol. The Planning Comm ission recommended the use of the existing trash can as a recycli ng unit and suggested the lid be black instead of blue and utilize the recycling symbol. Th is would allow staff to also use allocated resources for both creating the new recycling can and refurbish the existing trash cans. Waste Management is in the process of finalizing the results of the trash can assessment survey conducted in July- August and staff will utilize this data to determine possible location s that would

benefit from (1) the removal of a existing trash can and (2) the colocation of a trash and recycling unit.
Fiscal Impact:

The current City trash can is manufactured in-house and costs about $300 for the wood, metal rings and metal dome. The cost to reconfigure an existing can to a recycle unit is minimal as the black dome is a stock item and staff can provide recycle symbols in-house. The cost of four Big Belly Double Stations would be about $15,000, excluding costs for the wood enclosures. During the fiscal year 2013-14 budget deliberations, Council allocated $30,000 for the trash can replacement project. toward the cost of trash can replacement. As part of the current franchise agreement, the City rece ives about $3,000 annual In addition, funding from recycling grants through the franchise agreement and from the State may be available to augment the trash placement project budget. Staff recommends that $15,000 be set aside for Big Belly units and the remaining funding be set aside for the refurbishment of the current cans and replacement with new recycle components (black lid and black bands). On July 2, 2013, Council authorized the submittal of a grant to the State (CaiRecycle) for the purchase of recycling and beverage containers and public education. Areas of emphasis for the grant include parks and recreational areas and entertainment/hospitality venues. Grant awards are anticipated to be made in December 2013. Therefore, staff recommends waiting until January 2014 to deploy the Big Belly units in anticipation of the possi ble use of a grant to purchase the units.
