TESDA-8 conducts competency assessment and certification activities

TACLOBAN CITYIn its effort to upgrade the qualifications of workers, trainers, and assessors to a higher level to ensure better delivery of training services, the Technical Education and Skills Development Authority (TESDA) will be holding a series of competency assessment and certification activity nationwide for the period August to December, 2013. According to TESDA-8 Regional Director Cleta Omega, the National TVET Competency Assessment and Certification (NATCAC) Program organizers are targeting trainers of public and private technical vocational institutions, public utility drivers, workers and other industry practitioners who want to undergo competency assessment, returning overseas Filipino workers and Filipino expatriates with relevant Technical Vocational Education and Training (TVET) experience and industry practitioners who are prospective competency assessors. For this particular series, it was bared that NATCAC will not be offered to graduating students or trainees of various TESDA registered programs. It was learned that the assessment will cover all qualifications in National Certificate II, III, and IV levels, which will include those that are covered by specific government regulations such as driving, and automotive servicing. TESDA Regional Office VIII will determine the qualifications to be covered during the schedules of assessment based on the market demand of the region. On the other hand, in the case of the provincial office, they will prepare the final list of applicants per qualification, the assessment center, which may also be determined by the regional office, the schedule, and the assigned competency assessor. Moreover, NATCAC is expecting 60,000 individuals who will benefit for the said program and will be offered without charge. According to TESDA, the NATCAC application form and the self-assessment guides for the various qualifications may be downloaded by the applicants at the TESDA website which is www. tesda.gov.ph. Ormoc City-Amidst the drive to decongest traffic, Ormoc City Mayor Edward C. Codilla made use of the 88 new stalls of Building 3 at Ormoc public market that were blessed and inaugurated last Sunday in order to accommodate the displaced sidewalk vendors. Mayor Codilla, who was in Manila during the inauguration, was represented by his brother Edwin C. Codilla, chairman of Clean and Green committee. Codilla once again reminded the potential stall owners to stay disciplined in maintaining cleanliness of these stalls and hoped that the move made by the mayor would truly contribute in answering the traffic congestion. a raffle draw in choosing the tenants with their assigned cubicle. There are an expected hundred applicants especially those who are selling assorted items outside the Gaisano main, the fruit vendors and those occupying the sidewalks in the market. They will be subjected to a committee screening except those trading pirated DVDs and CDs. It is seen to charge 20 pesos per day for each stall, said Raymundo. It was learned that as much as City Administrator, Atty. Irene Resurreccion, wished to accommodate the vendors selling pirated DVDs considering they are also legitimate businessmen, she decided to exclude them in the priority list for they are vending illegal items. The move made by the city mayor of removing the obstructions at ties outside traditional market like here in Tacloban and Palo area, Mercado told reporters in a press briefing Wednesday night. Under the roadmap, ICT will be able to generate 1.3 million jobs by 2016 from the current 777,000 ICT employment. By the end of 2013, the target is 860,000 jobs. If Davao City achieved 30,000 direct employment and 20,000 direct jobs in Bacolod City, there is no question in my mind that Tacloban and Palo canthe sidewalks answers the long-lasting problem of the city in relation to traffic clogging that was observed partly contributed by scattered vendors along the pathways. The construction works of the 4-square meter stalls at the public market were finished months ago but they remained desolated after the prospective occupants declined to take advantage of the chance to transfer offered by then Mayor Eric C. Codilla. Vincent Rama, the Economic Enterprise committee chair, acknowledged ex-mayor Codillas initiative in eliminating sidewalk obstructions by relocating them to the new stalls. government fool the people and never for the people best describes the anomalous deals that stashed government funds kept in lump in the hands of representatives and senators. The common defense of denial among those named as involved in the pork barrel scam does not hold as the public had become skeptical. People could no longer take deceptive explanations from politicians who quickly parry accusations of glaring crimes in pillaging the nation. What we get from those who claim to be honorable albeit by the convenient prefix before their names are mere alibis that are unbelievable. Documents dug by the commission on audit and the other investigating agencies bare truths about the nefarious business of draining the public treasury through schemes that are glaringly irregular. The fraudulent machinations must have drawn notice from

senators whose funds are expended without results. End beneficiaries of those projects and programs, mostly at the grassroots level, could have easily been identified and monitored by the agencies concerned. Evidences are aplenty to identify the culprits and authorities are reportedly on the brink of building cases against those involved in the scam. The plunder of taxpayers money had deprived government from delivering basic services, programs and projects for the people. Many of our countrymen could hardly access such basic services, simply because of their non-existence. The easy explanation to the people who are deprived of such basic services is that government does not have funds. The disclosure of huge sums of money being released by the senators and congressmen, with ease and facility, is mindto page 6

Not meant to be a dead letter

OUR laws should not be left alone to dry up and deteriorate into a dead letter. We need to give them life always and revive them from time to time when they show signs of agging. They need to be nourished, puried, attuned and adapted to situations as they ow in time. I wonder if we, as a people, as a nation, are aware of this responsibility. We make laws, usually worded very beautifully with all the legal jargon we can get from all sources, but then we scarcely make any effort to enforce them, much less, to make them grow and ow with the times. We have to remember that our laws are at best a matter of words. They have to have the spirit, otherwise, they would denature themselves. And their perfection is nothing less than love, just like what one liturgical prayer puts it: Law nds its fullment in love. Of course, love here means everything: truth, justice, affection, understanding, sacrice, patience, etc. We have to have a very clear idea of what this love is all about, because all sorts of denitions that spring mainly from the emotions, fashions, and very partial ideologies, are now being presented to us and we need to be discerning. Our laws should be-

She advocated that we do not always achieve things the easy way, or do we? She also strongly believed that kung walang magbubuhat ng iyong bangko, buhatin mo na lang. This was evident when she talked about her years of service as barangay chairman; three terms straight before she went down as a councilor on her second term at present. I heard she is planning to run as chairman again after her cousin nishes three terms in the same barangay. Sometimes she also secretly talks of how much the barangay has provided her with her well-deserved honoraria, ill-gotten gains and percentages per impractical barangay project. The most simple-minded people in their place vocally hated her ever since she entered into small-scale politics. I met Janet Napoles several times through the people I know here. I met Janet Napoles several times because even ordinary citizens exhibit their own way of stealing our taxes. I met Janet Napoles and I implore to meet her lesser. I pray, for the nth time that the PDAF scam does not go into a downward spiral and does not go into kangaroo court, for the sake of our hard-earned levies and for the sake of our children.

I met Janet Napoles

Daang matarik
Perhaps my senses were betraying me when I heard that President Aquino was up to charge Janet Lim Napoles with the crime of plunder but couldnt make any assurances of a similar inclination insofar as the few implicated solons. Either that or I wasnt just hearing or reading the news right. A long way has indeed come since Luys baring of the scheme or scam that has rendered his former boss lthy rich and which has bared how some of our legislators have worked around getting commissions or kickbacks from their annual PDAF. There was of course the detaining of Luy by his former boss which, without it, there could have been no stopping the latter in amassing the peoples wealth. Napoles got detained because of the charges but not so much on the ingenuity of our police to arrest her as her having given herself in. The people decided to redress their anger on the streets which caused one former magistrate to realize it was bad to join a cause aimed at obliterating the very reason for his sacking. We have indeed come a long way but we can never really say that we have gotten very far. And yet you hear from the most powerful man in the land that he is only acquiescent to squashing the seeming brain of it all but is reticent as to her equally, if not even more, guilty cohorts. For those words to have come from one who was placed in ofce because of his patronage to the daang matuwid, it makes you think and be convinced that he said it with tongue in cheek. It makes you think that he is merely yanking our chain. But that is just yanking the chain too much. The time for jesting is over even as there is no point to jest in the rst place. Nobody is laughing anymore, as nobody even should, especially that it is no joke from the start that we got to teasingly brand our Congress a pack of thieves, a counterpart of the Maa of organized crimes. It is no joke that even a senator had the decency to admit that the time to abolish the Congress itself has come. It is no joke and no one, not least the most powerful man, should be laughing. We certainly have not gotten over the time when

Good for them that they know better. Good for them that they know not even the words of a king can be trusted. President Aquinos words, whether they actually came from him or from his so-called advisers, speak much of the daang matuwid he wishes us to tread. Given that he is what he is, as this countrys father and all, ought to be believed because he, after all, is our leader, he ought to speak with a little more caution, if not indeed with little more sincerity. I know and I talked to Janet Napoles several times and as far as I am concerned, the allegations may be true. I remembered her stories about how much she had discreetly siphoned our taxes for her personal interests and usages. I recently talked to her last week through an employee in our store. Our employee, an outgoing SK chairman, had requested to go on leave for a few days for a barangay-sponsored trip to Palawan. He, together with some SK chairmen, was enrolled to an educational seminar spearheaded by the Sanggunian ng Kabataan. The way I understood his stories, this is a part of a package of a near-to-end stint as a chairman. When asked on the nature and objectives of the seminar, he was completely oblivious. All he cared about was his gallivanting to Palawan. The objective, if there is any, has already been defeated even before the activity started. I had the privilege to

talk to the celebrated Napoles a few years ago, even before her issue boomed. I talked to her through my well-to-do high school classmate and her big time parents. Every time we do our outputs for art class, she always crowed about her complete art set. She would swank her white as snow bond papers taken from her parents government ofces. She would endlessly appreciate her colored clips, Elmers glue and Mongol pencils, also drawn off from there. I only sat and listened to her and thought of the simplest and most effective way to steal and how it is inherited even to juveniles. I just cant get enough of Ms. Napoles when I came across her again just last week. She had become so worn-down because of her stress as a barangay worker for so many years. This barangay chairman is a person who always believed that if Mohammed does not come to the mountains, then the mountains must come to Mohammed.

A student is not above his teacher; but every student when he has nished his studies will be on a par with his teacher. Why look at the speck in your brothers eye when you miss the plank in your own? How can you say to your brother, Brother, let me remove the speck from your eye, yet fail yourself to see the plank lodged in your own? A SPIRITUAL BATTLE
Years ago, a neighbor near my study, persisted in practicing ute. He bored my ears as with an auger and rendered my mind almost an impossibility to think. Up and down his scale, he ran relentlessly, until even the calamity of my temporary deafness would almost be welcome to me. Yet, he taught me a lesson on how I must also practice my discipleship to Christ, as rigorously as he did. Every athlete, says St. Paul, exercises self-control in all things. They do it to receive a perishable wreath, but we an imperishable (1 Cor 9:25). How indefatigable did Paul labour, with what vehemence did he pray! Slander and contempt he bore with utmost patience. Scourging and stoning had no terror for him. Death itself, he deled, all for the eternal reward. Every Christian is called to ght against evil in themselves and against an ensnaring world, a corrupt esh and a busy devil. We know that the front lines in a battle are risky, but the battle prize is great. To some, the front line of the good ght may be drawn against an extra minute or two of an indecent TV program or when we battle a surge of self-pity, or of immoral thoughts or words that hurt others. We have to choose our own spiritual weapon, for our warfare is spiritual but real. come more and more humane, more and more able to bring us to God as well as to serve the common good. Thing is if we individually make some kind of periodic self-assessment or examination of conscience to see if we are still on the right track, to see if what we are now approaches what we ought to be, then all the more reason should we as collective body, as a people and nation, need to have the same regular self-examination. Business companies, for example, take pains to take care of their bookkeeping, lest they would fail in their business. They institute all sorts of check-and-balance mechanisms just to see to it that things are working as they should. But do we do this? Frankly, I dont see much of these things around. If ever there are signs, they

remain signs with hardly any substance to back them up. They are just for show. We need to have a radical conversion to attend to this basic need of self-examination. This obviously should start in the individual level, but it should spread to an ever-widening circle of entitiesfamily, schools, ofces, communities, towns, cities, provinces, private and public sectors, and other areas of human concerns. This need should be able to count on an adequate plan of practices and structures in all levels of human life, seeing to it also that the coordination among the different parts and levels is well delineated and executed. Are we able to pinpoint the gaping loopholes that exist, for example, in the area of how our public ofcials are using the public funds or approving contracts or identifying projects to be

done? Are we growing toward a greater and more effective participation of the constituents in making decisions that affect a certain community? How are we improving our electoral process such that the true common good of the people is served and not perverted by certain machinations of politicians? There many other questions that can be asked, and they all show that we have to be always watchful with regard to our public affairs, and the appropriate laws should be made and improved to effectively pursue the ideal situation for us as a people. The problem is that our politicians in general are distracted by their desire to remain in power or to get even more of it. So we have lawmakers who, instead of making laws, more busy going around practically campaigning. We need to have living laws, that dead ones.

certain to get an ordinary thief sacked but could not make the same assurance as to the extraordinary ones isnt speaking with caution at all. Heck, it isnt speaking with sincerity at all. On the contrary, it is speaking with utmost carelessness; it is speaking with not a little bit of candor. It is speaking gibberish, the kind which gets to be heard by one ear but destined to be ushed out through the other. His daang matuwid is, most certainly, an ambitious feat. It is not one whose effects can be achieved within the term of ofce of one president alone. It seeks to

curb, nay obliterate what has been plaguing the system for ages, even long before his hero father could see the light of this earthly plain. You cannot expect to get that during the term of one president alone. It takes more, way more. But having espoused it, he should embrace it, he should live by it. While what it seeks to attain isnt at all attainable during his reign, he should nonetheless stand by it, make the people believe that he rules by it. Otherwise, it is only steep slope for his administration. Otherwise, it is not daang matuwid for him but only daang matarik.

SFDEOs P25.767 M Bridge Project Inaugurated

The inauguration of Rosales Bridge was made successful through the collective effort of the employees of Samar First District Engineering Office (SFDEO) under the helm of District Engineer Virgilio C. Eduarte. The Rehabilitation/Strengthening of Rosales Bridge along Daang Maharlika (SM), (San Isidro-San Juanico Bridge) Project with an appropriation of P25.767 M was undertaken by ACME Builders Corporation. It was funded under the DPWH Regular Infrastructure Program. The bridge has a length of 65.35 linear meters. The contract covers the construction of four piers, five spans bridge deck slab, four lines of Reinforced Concrete Deck Girders (RCDG), concrete railings, and grouted riprap. Rosales Bridge was temporarily closed to traffic on January 15, 2013 and it was of-

ficially opened to the travelling public on August 20 after seven months of construction. Rosales Bridge was built in the 1950s. During inspection, it was found out by the Technical Inspectors that this bridge was in critical condition and so it was recommended for an immediate repair. said DE Eduarte. I would like to congratulate the DPWH Family for a job welldone. The repair of this bridge is very timely. As our city is now gearing towards becoming

a developed city, malls will be constructed and consequently, it will attract more people that will make this bridge even more busy. a statement from Mayor Ronaldo P. Aquino during his short talk. Cong. Mel Senen S. Sarmiento of Samar First District acknowledged the accomplishment of DPWH Samar I. For how many years, DPWH is one of the government agencies that has a lowest standing in terms of trust and satisfaction rating. But now, DPWH under the leadership of Sec. Singson, regained trust and confidence from the people. said Cong. Sarmiento. The completion of Rosales Bridge will now lessen the traffic to all Calbayognons. Due to the occurrence of calamities and disasters in our country and other

countries, it was suggested to construct long span bridges nowadays. A long span bridge can withstand flooding and strong current of waters during rainy season. The construction of piers on bridges creates a damming effect when the debris are stuck on its piers. Sarmiento added. Samar First DEO has proposed seven bridge project for the FY 2014 DPWH Infrastructure; three (3) replacement of bridge projects including Cagmanipis Bridge, Malajog Bridge, and Tinambacan Bridge and four (4) rehabilitation of bridges which include Oquendo Bridge, Sinidman Bridge, Cabacungan Bridge and Tangao Bridge.
