PALO, Leyte Top Information and Communications Technology (ICT) industry leaders asks Eastern Visayas stakeholders to provide 20,000 jobs for local ICT investments by 2016. IT-Business Processing Association of the Philippines President and Chief Executive Officer Jose Mari Mercado said that they will solicit commitment of the region on how many pool of talents they would prepare for ICT-related investments. Industry leaders are eyeing a minimum of 20,000 ICT jobs from each of the 10 Next Wave Cities in the next three years. TESDA-8 conducts competency assessment and certification activities

TACLOBAN CITYIn its effort to upgrade the qualifications of workers, trainers, and assessors to a higher level to ensure better delivery of training services, the Technical Education and Skills Development Authority (TESDA) will be holding a series of competency assessment and certification activity nationwide for the period August to December, 2013. According to TESDA-8 Regional Director Cleta Omega, the National TVET Competency Assessment and Certification (NATCAC) Program organizers are targeting trainers of public and private technical vocational institutions, public utility drivers, workers and other industry practitioners who want to undergo competency assessment, returning overseas Filipino workers and Filipino expatriates with relevant Technical Vocational Education and Training (TVET) experience and industry practitioners who are prospective competency assessors. For this particular series, it was bared that NATCAC will not be offered to graduating students or trainees of various TESDA registered programs. It was learned that the assessment will cover all qualifications in National Certificate II, III, and IV levels, which will include those that are covered by specific government regulations such as driving, and automotive servicing. TESDA Regional Office VIII will determine the qualifications to be covered during the schedules of assessment based on the market demand of the region. On the other hand, in the case of the provincial office, they will prepare the final list of applicants per qualification, the assessment center, which may also be determined by the regional office, the schedule, and the assigned competency assessor. Moreover, NATCAC is expecting 60,000 individuals who will benefit for the said program and will be offered without charge. The common defense of denial among those named as involved in the pork barrel scam does not hold as the public had become skeptical. People could no longer take deceptive explanations from politicians who quickly parry accusations of glaring crimes in pillaging the nation. What we get from those who claim to be honorable albeit by the convenient prefix before their names are mere alibis that are unbelievable. Documents dug by the commission on audit and the other investigating agencies bare truths about the nefarious business of draining the public treasury through schemes that are glaringly irregular. The fraudulent machinations must have drawn notice from

senators whose funds are expended without results. End beneficiaries of those projects and programs, mostly at the grassroots level, could have easily been identified and monitored by the agencies concerned. Evidences are aplenty to identify the culprits and authorities are reportedly on the brink of building cases against those involved in the scam. The plunder of taxpayers money had deprived government from delivering basic services, programs and projects for the people. Many of our countrymen could hardly access such basic services, simply because of their non-existence. The easy explanation to the people who are deprived of such basic services is that government does not have funds. Not meant to be a dead letter

OUR laws should not be left alone to dry up and deteriorate into a dead letter. We need to give them life always and revive them from time to time when they show signs of agging. They need to be nourished, puried, attuned and adapted to situations as they ow in time. I wonder if we, as a people, as a nation, are aware of this responsibility. We make laws, usually worded very beautifully with all the legal jargon we can get from all sources, but then we scarcely make any effort to enforce them, much less, to make them grow and ow with the times. We have to remember that our laws are at best a matter of words. They have to have the spirit, otherwise, they would denature themselves. And their perfection is nothing less than love, just like what one liturgical prayer puts it: Law nds its fullment in love. Of course, love here means everything: truth, justice, affection, understanding, sacrice, patience, etc. We have to have a very clear idea of what this love is all about, because all sorts of denitions that spring mainly from the emotions, fashions, and very partial ideologies, are now being presented to us and we need to be discerning. I heard she is planning to run as chairman again after her cousin nishes three terms in the same barangay. Sometimes she also secretly talks of how much the barangay has provided her with her well-deserved honoraria, ill-gotten gains and percentages per impractical barangay project. The most simple-minded people in their place vocally hated her ever since she entered into small-scale politics. I met Janet Napoles several times through the people I know here. I met Janet Napoles several times because even ordinary citizens exhibit their own way of stealing our taxes. I met Janet Napoles and I implore to meet her lesser. I pray, for the nth time that the PDAF scam does not go into a downward spiral and does not go into kangaroo court, for the sake of our hard-earned levies and for the sake of our children.

Perhaps my senses were betraying me when I heard that President Aquino was up to charge Janet Lim Napoles with the crime of plunder but couldnt make any assurances of a similar inclination insofar as the few implicated solons. Either that or I wasnt just hearing or reading the news right. A long way has indeed come since Luys baring of the scheme or scam that has rendered his former boss lthy rich and which has bared how some of our legislators have worked around getting commissions or kickbacks from their annual PDAF. There was of course the detaining of Luy by his former boss which, without it, there could have been no stopping the latter in amassing the peoples wealth. Napoles got detained because of the charges but not so much on the ingenuity of our police to arrest her as her having given herself in. The people decided to redress their anger on the streets which caused one former magistrate to realize it was bad to join a cause aimed at obliterating the very reason for his sacking. We have indeed come a long way but we can never really say that we have gotten very far. And yet you hear from the most powerful man in the land that he is only acquiescent to squashing the seeming brain of it all but is reticent as to her equally, if not even more, guilty cohorts. For those words to have come from one who was placed in ofce because of his patronage to the daang matuwid, it makes you think and be convinced that he said it with tongue in cheek. It makes you think that he is merely yanking our chain. But that is just yanking the chain too much. The time for jesting is over even as there is no point to jest in the rst place. I know and I talked to Janet Napoles several times and as far as I am concerned, the allegations may be true. I remembered her stories about how much she had discreetly siphoned our taxes for her personal interests and usages. I recently talked to her last week through an employee in our store. Thing is if we individually make some kind of periodic self-assessment or examination of conscience to see if we are still on the right track, to see if what we are now approaches what we ought to be, then all the more reason should we as collective body, as a people and nation, need to have the same regular self-examination. Business companies, for example, take pains to take care of their bookkeeping, lest they would fail in their business. They institute all sorts of check-and-balance mechanisms just to see to it that things are working as they should. But do we do this? Frankly, I dont see much of these things around. If ever there are signs, they

remain signs with hardly any substance to back them up. They are just for show. We need to have a radical conversion to attend to this basic need of self-examination. This obviously should start in the individual level, but it should spread to an ever-widening circle of entitiesfamily, schools, ofces, communities, towns, cities, provinces, private and public sectors, and other areas of human concerns. This need should be able to count on an adequate plan of practices and structures in all levels of human life, seeing to it also that the coordination among the different parts and levels is well delineated and executed. Are we able to pinpoint the gaping loopholes that exist, for example, in the area of how our public ofcials are using the public funds or approving contracts or identifying projects to be

done? Are we growing toward a greater and more effective participation of the constituents in making decisions that affect a certain community? How are we improving our electoral process such that the true common good of the people is served and not perverted by certain machinations of politicians? There many other questions that can be asked, and they all show that we have to be always watchful with regard to our public affairs, and the appropriate laws should be made and improved to effectively pursue the ideal situation for us as a people. The problem is that our politicians in general are distracted by their desire to remain in power or to get even more of it. So we have lawmakers who, instead of making laws, more busy going around practically campaigning. We need to have living laws, that dead ones.

DPWH Region VIII conducts Field Engineers Training

The Department of Public Works and Highways (DPWH) Regional Office No. VIII located at Brgy. Baras, Palo, Leyte, recently held a 21-day Comprehensive Training for DPWH Field Engineers. The said training started on August 13, 2013 and it was concluded on September 6. The resource speakers of the training were the DPWH key officials and engineers with an expertise on project design, construction methods, materials quality control, construction supervision and management. The training was participated by licensed civil engineers and architects all throughout Region VIII. The said undertaking was intended to educate all field engineers, Project Engineers and Resident Engineers, possessing limited knowledge in technical project management governing the standards and specifications set by the department. The pertinent matters which were discussed in the training were divided into four modules; module 1 focused on designs, module 2 emphasized on the construction methods, module 3 concentrated on Materials Quality Control, and module 4 dealt on construction supervision and management. 2 fiestas art exhibit for the road in Gandara, Basey

C A L B AYO G CITY The Calbayog Art Association will mount two art exhibits in the towns of Gandara and Basey on the Feasts of Saint Michael Archangel on September 29, 2013. City Councilor Julius Mancol, chairman of arts and culture,Sangguniang Panlungsod informed media that ten visual artists of the Calbayog Art Association will exhibit some sixty paintings in the towns of Gandara and Basey titled FIESTA ART EXHIBIT 2013. Subjects of the exhibit in Basey are the Sohoton Caves, Samar Island National Park, the old Church of Saint Michael and the livelihood mat making and the golden river. The opening exhibits will be held simultaneously on September 26 and 27 in their Sangguniang Bayan session hall. Mancol said that the objectives of the exhibit aims to support the development of local visual artists and to give artists a new forum to display their God-given-talent. Mancol also said that 50% of the sell of paintings during the exhibit will be donated by the art association to the Parish Pastoral Council and to the Local Tourism Committee of both towns. Meanwhile, in the earlier interview with Bishop Isabelo Abarquez at FILPRODUCTS Community Channel, told visual artists to raise public awareness of their art work. The good bishop encourage the art association to expose their art work to other parts of the diocese. The exhibiting visual artists are: Val Villanueva, Milanio Olano, Jr., Danny Celum, Aris Ventures, Jolly Ostulano, Bebot Rosalado, Caloy Malnegro, Rex Ecal, Melvin Roxas, Carlos Barandino and Manding Toleza. SFDEOs P25.767 M Bridge Project Inaugurated

The inauguration of Rosales Bridge was made successful through the collective effort of the employees of Samar First District Engineering Office (SFDEO) under the helm of District Engineer Virgilio C. Eduarte. The Rehabilitation/Strengthening of Rosales Bridge along Daang Maharlika (SM), (San Isidro-San Juanico Bridge) Project with an appropriation of P25.767 M was undertaken by ACME Builders Corporation. It was funded under the DPWH Regular Infrastructure Program. The bridge has a length of 65.35 linear meters. The contract covers the construction of four piers, five spans bridge deck slab, four lines of Reinforced Concrete Deck Girders (RCDG), concrete railings, and grouted riprap. Rosales Bridge was temporarily closed to traffic on January 15, 2013 and it was of-
