Targeting Defined
Targeting is the process of selecting and prioritizing targets and matching the appropriate response to them, considering operational requirements and capabilities (FM 3-60, FM 3-90.6) The emphasis of targeting is on identifying resources (targets) the enemy can least afford to lose or that provide him with the greatest advantage, then further identifying the subset of those targets which must be acquired and attacked to achieve friendly success.

Targeting Process
D3A:
The targeting process is based on four functions: decide, detect, deliver, and assess (D3A). It is a Cyclic process. The D3A functions are not phased or sequenced, and frequently occur simultaneously throughout planning and execution.

Decision Point (DP)


The point in space and time where the commander or staff anticipates making a decision concerning a specific friendly course of action. A decision point is usually associated with a specific target area of interest, and is located in time and space to permit the commander sufficient lead time to engage the adversary in the target area of interest. DP

One result of the MDMP is linking the situation and event templates with NAIs and target areas of interest (TAI) that are linked to decision points (DP) for the commander. The commander approves selected IR as his CCIR for his DPs. These NAIs, TAIs, and DPs are expressed on the decision support template (DST).

From HVT to HPT


HVTs are identified and prioritized during the war gaming phase of planning. In addition, it [wargaming] identifies the subset of HVTs that must be acquired and attacked for the friendly mission to succeed. HVTs may be nominated as HPTs when these targets can be successfully acquired, vulnerable to attacks, and such an attack supports the commanders scheme of maneuver. Once identified and nominated, HPTs are grouped into a list identifying them for a specific point in the battle. The completed HPTL is submitted to the commander for approval.

Targeting Objectives

Destroy. To apply lethal fires and other elements of combat power toward INS capabilities so that they can no longer perform any function and cannot be restored to a usable condition without being entirely replaced or rebuilt. This definition is consistent with the tactical mission task to destroy which physically renders an enemy force combat-ineffective until it is reconstituted (FM 3-90). Due to the disposition and composition of INS forces throughout RC South, a quantifiable percent of casualties or desired material damage inflicted will not be established in this overall definition. However, where feasible a quantifiable percentage will be determined IAW each HPT recorded on the TSM and described in that HPL assessment MOE. Disrupt. To interrupt or impede INS capabilities or systems, upsetting the flow of information, operational tempo, effective interaction, or cohesion of the enemy force or those systems. This definition is consistent with the tactical mission task to disrupt where the integration of direct and indirect fire support, terrain, and obstacles are employed to upset an enemys formation or tempo, interrupt his timetable, or cause his forces to commit prematurely or attack in piecemeal fashion (FM 3-90). Additionally, RS South defines disruption as the breaking and interruption of the flow of data/information between INS command and control nodes.

Degrade. To use nonlethal or temporary means to reduce the effectiveness or efficiency of INS command and control systems and information collection efforts or means. Divisionsynchronizes the effects of degraded targets to achieve tactical and operational objectives while maximizing the capabilities of scarce resources (i.e. EA platforms).
Delay. To slow the time of arrival of INS forces or capabilities or alter the ability of the INS to project forces or capabilities which allows Divisionforces to essentially gain time.

Deny. To hinder or prevent the enemy from using terrain, space, personnel, supplies, or facilities. Additionally, to withhold information about Divisioncapabilities and intentions that the INS needs for effective and timely decision making.
Divert. To force the INS to change course or direction either knowingly or unknowingly (i.e., to draw the attention of INS forces and their support resources from being employed for their intended purpose). To achieve diversion is to cause the INS forces to consume resources or capabilities critical to their operations in a way that is advantageous to Divisionoperations. Interdict. To divert, disrupt, delay, or destroy the INS military surface capability before it can be used effectively against Divisionforces or to otherwise achieve objectives.

Neutralize. To neutralize is to render INS forces (personnel or material) incapable of interfering with a particular operation. Similar to suppression above, this is a temporary measure and the unit is effective again once casualties are replaced and/or damage is repaired. Suppress. To apply lethal fires and other elements of combat power to INS capabilities resulting in a temporary degradation of their performance below the level needed to accomplish the mission. This is a temporary measure because the effect of being suppressed lasts only as long as the fire support or related effects (i.e., smoke screen) continue.

Exploit. To apply nonlethal fires and other elements of combat power to gain access to INS command and control systems, to collect information, or to plant false or misleading information.
Deceive. To deceive is to cause INS forces to believe what is not true. Divisionmilitary deception seeks to mislead INS leaders by manipulating their understanding of reality. Influence. To cause adversaries or others to behave in a manner favorable to Divisionforces. It results from applying perception management to affect the targets emotions, motives, and reasoning. Perception management also seeks to influence the target s perceptions, plans, actions, and will to oppose friendly forces. Targets may include noncombatants and others in the AO whom commanders want to support friendly force missions or not resist friendly force activities. Perception management achieves the influence effect by conveying or denying selected information to targets. Respond. To react quickly to an adversarys information operations attack or intrusion.
