Haryana Government AND Welfare Schemes for Ex Servicemen

Preference in State Government Jobs/ Educational Institutions


Reservation of 5 per cent posts in Group I & II and 14 per cent in Group III and IV posts for Ex-Servicemen. Age relaxation for Ex-Servicemen to the extent of his Military Service + 3 years. Ex-Servicemen/their dependents candidates sponsored against reserved vacancies by RSBs/ZSBs are allowed free travel in Haryana Roadways buses for attending the interview. Free training in Sainik Pariwar Bhawan Centres in PANCHKULA. 3 per cent reservation in all Educational/Professional Institutions for ESM and their dependents. Whereas many states provide for reservations in Government posts for Class/Group II, III and IV, it is notable that Haryana, Punjab and Karnataka are the only states to provide for reservations in Class/Group I posts as well.

Self-Employment schemes for Ex-servicemen and war widows.


1. Samfax-1 Under this scheme, occupations like small scale industries, transport, nursing homes and tourism and service stations are covered. The interested person should be below 60 years in age. A loan up to Rs.15 lacks can be availed open to rural and urban areas.

2. Samfax-2 The scheme is open to areas with a population of up to 10,000. The loan facility is available for cottage and rural industries. There are two categories under this scheme: Agriculture area and Non-Agricultural area. There is no maximum limit for loans in agricultural areas while maximum limit for loans is Rs. 7.5 lakhs in nonagricultural areas.

3. Samfax-3 This scheme is for rural areas and areas having population up to 1000. The loan facility is available for cottage industries, rural industries and khadi industries identified by the village industries commission of the khadi board. Loan limit depends upon the size of the industry. Minimum age is 21 years. There is no maximum age limit.

4. Pacsam Ex-servicemen with an age upto 55 years can get loan for a course of 1 month to 6 months duration like Radio/TV repair, Watch repair, Scooter/Motor mechanic, Hindi/English Typing/ Stenography, Motor Binding, Electrician, Tractor Mechanic, Wireman, Photography, Cut Glass, Dairy, Fish Farming, Carpentary, Piggery, Oil Mills, etc. A stipend of Rs.250/- p.m. and travelling allowance of Rs.50/- p.m. is given during the course. Maximum limit of loan is Rs.50,000/- and maximum limit of

capital subsidy is Rs.5000/-. Capital subsidy rate is 33% and interest subsidy is also available.

Financial assistance to ex-Servicemen/widows without sufficient means


Additional pension to widows and children of Defence personnel who died while in service ranging from Rs. 100/- to Rs. 600/-. Financial Assistance (Old age pension) of Rs. 1000/- p.m. to Ex-Servicemen above 60 years and widows of Ex-Servicemen not in receipt of service/family pension. Financial assistance of Rs. 11,000/- is provided to the widows of Ex-Servicemen and 21,000/- to the war widows and disabled Ex-Servicemen (above 50% disability) for the marriage of their daughter/s and Rs. 51,000/- to orphan daughters. Financial assistance to blind Ex-Servicemen @ Rs. 1000/- p.m. Financial assistance to paraplegic/teraplegic/hemiplegic Ex-Servicemen @ Rs. 1000 p.m. Financial assistance to widows of Ex-Servicemen at the time of death of their husbands Rs. 2,000/ Financial Assistance up to Rs 10,000/- to 100% disabled ESM for construction of toilet-cum-bathroom. Grant of financial assistance @ Rs. 1000/- p.m. to disabled Ex-Servicemen whose disability is not even attributable to Armed Forces Services and who are not in receipt any type of pension/financial assistance from and source. Pocket money @ Rs. 100/- p.m. to the patients of TB and Leprosy, getting treatment in recognised sanitarium. Rs 85,000/- per year to the Para plegic Centre for per Haryanvi inmate. War Jagir allowance @ Rs. 5,000/- per annum to the parents of Defence Forces Personnel whose only son or two or three sons served in Defence Forces during 1962, 1965 and 1971 wars emergency periods. Financial assistance to Orphan children of Ex-Servicemen @ Rs.600 p.m. World War-II Veterans/their widows are given financial assistance @ Rs. 1500/- p.m.

Training for Ex Servicemen/Dependents


CHACHRAULI, HISAR, DADRI, REWARI, ROHTAK, JHAJJAR and JIND for Computer Operation, Steno Hindi & English, Cutting and Sewing and Fashion Technology. Boarding and lodging is completely free. Stipend of Rs. 250/- p.m. for vocational training of Ex-Servicemen in ITIs. Free coaching for admission to NDA, IMA, OTA and preparation for the respective exams for entrance in the medical, engineering and recruitment in Armed Forces is being provided to Wards of War widows, widows and ESM by Sainik Pariwar Bhawans. Free coaching boarding and lodging for wards of serving personnel and ExServicemen for career guidance courses for recruitment in Armed Forces and admission in professional courses. Free training in one year diploma courses in Computer, Stenography n English & Hindi, Cutting & & Tailoring and Fashion Designing for wards of War Widows, Widows, ESM, serving Defence Personnel and dependent of ESM at nine Sainik Pariwar Bhawans established in the State. Boarding and lodging is free.

Exemptions from Duties


Exemption of House Tax when self-occupied. Two free bus travel passes to war widows in a month up to pension office. Exemption from levy of Sales Tax. 10 per cent reservation of Houses, national permits and Residential Plots. Building and lands used as Sainik Rest Houses are exempted from property tax. There are 30 Sainik Rest Houses in Haryana. Waste land of Armed Forces Personnel will not be taken over under-utilisation of Land Acts. Exemption from payment of HPSC fees. Exemption from medical examination fee on first entry to Govt. Service. Free Bus Passes for Disabled Ex Servicemen with disabilities 25% to 100%. Preference to Ex-Servicemen for allotment of Ration Depots. Serving Soldiers are exempted from the levy of Entertainment Duty. Provision for recovery of commercial buildings for bonafide use.

The recipients of Gallantry Awards are permitted to stay in Haryana Bhawan. Exemption from levy of Sales Tax. Vacation of houses of Ex-Servicemen. Land Tenancy Act also amended.

War Widows/War Disabled


Employment on priority basis up to two dependents. Priority allotment of stalls (PCO) booth in Transport Dept. Ex-gratia grant of o Rs 10 lac is given to the war widow and parents of martyrs on 50:50 basis (Kargil War). o Rs 10 lakh is paid by the State Govt. to all ranks of Defence Forces who get killed in enemy action in an International War or War like engagements which are specifically notified by the Ministry of Defence, Govt of India. o Ex-gratia to war widows: Rs 2 lac (IED Blast) and Rs 2.50 lac (encounter with terrorist) (50:50 basis parents and widow). Disabled Soldiers (Boarded out/invalided out due to disabilities and classified as battle casualties in operational areas where disability is attributable to military service o Disabled ESM 70% and above 1.00 Lac o Disabled ESM 50% to less than 70% 0.75 Lac o Disabled ESM 20% to less than 50% 0.50 Lac Families of P.O.W. will be granted lump sum ex-gratia Rs 10,000/- lump sum Rs 1.000/- per minor/dependent child. Personnel missing in operations: Families given ex-gratia Rs 10,000/- lump sum Rs 1,000/- per minor/dependent child. Financial assistance for Construction/repair of house to war widows/100 Per cent disabled Ex-Servicemen Rs. 40,000/-. Priority allotment of Jai Jawan Stalls to war disabled Ex-Servicemen. Free accommodation is provided for stay in Sainik Rest Houses for war widows. Free travel facilities to war widows and disable Ex-servicemen (25% and above) in Haryana Roadways Buses in Haryana, Chandigarh and Delhi. FA Rs. 1000/- to War Widows in addition to their pension
