Stronger AFP-PNP partnership seen in EV

CAMP KANGLEON, Palo, Leyte A stronger partnership between the military and the police will benefit the people in Eastern Visayas and will usher in prosperity and progress, the regions top police official said. The convergence of efforts between the Philippine National Police and our counterparts in the Armed Forces of the Philippines, together with the active support of other stakeholders, will ensure a peaceful atmosphere and will drive economic development, said PCSupt. Elmer R. Soria, director of Police Regional Office 8 (PRO8). He added that he will closely coordinate with Brig. Gen. Jet Velarmino, the newly installed commanding general of the 8th Infantry Division of the Philippine Army, in neutralizing the insurgency problem and maintaining the peace and order in the region. Soria and Velarmino belong to the Philippine Military Academy Sandigan class of 1982. We will be working together to crush terrorist and criminal activities, which undermine peace and stability in Eastern Visayas, Soria disclosed. The police official also lauded the achievements of Maj. Gen. Gerardo Layug, Velarminos predecessor, in addressing the insurgency problem during his 17-month stint as the regions top military official. We wish Sir Layug the best on his retirement. With 37 years of dedicated service to our country and the Filipino people, he certainly deserves a grand vacation and relax with his family, Soria added. It was during Layugs watch that the province of Eastern Samar was declared as manageable conflictaffected and developmentready province on March and residents not to harvest shellfish to avoid of red tide poisoning incidence. He added that they have three stations in Cancabato Bay where they collected sea water for sampling: Fishermens Villages, San Fernando area and Cocacola area. 25, 2013. Meanwhile, the litmus test for the strengthened AFP-PNP partnership will be the barangay elections next month wherein some 2.6 million voters will select their village leaders. Just like in the May midterm elections, we will be working closely with the military in various security operations to ensure a peaceful barangay polls, the police official averred. This joint effort include the establishment of joint AFP-PNP checkpoints, the campaign against loose firearms and neutralization of wanted persons, to include members of the New Peoples Army (NPA). The PRO8 and 8th ID PA have also jointly conducted several internal peace and security operations in the past that led to the neutralization of several NPA leaders, including the arrests of Maricar Adlao alias Diwa/Apple, political Although the FLET had already issued statement of presence of red tide toxins in Cancabato Bay, some residents in Tacloban are still harvesting shellfish in Cancabato Bay. Some locals that were asked if they know the presence of red tide in Cancabato said they are aware of it, but they havent experience any health problems that would be associated with red tide poisoning since the warning was issued. The presence of red tide toxins in Cancabato Bay occurred after the Bureau of officer of the Eastern Visayas Regional Party Committee (EVPRC); Allie Tafalla alias Macao, secretary of Section Committee of Central Samar, Samar Provincial Party Committee (SPPC); Juan Paolo Rodrigo Verzosa alias Kokoy, intelligence officer of the SPPC and his wife Grace alias Lenon, staff of the reproduction bureau, EVRPC in Brgy Fortune, Marikina City; and Esther Belicario alias Edna Montes, secretary of provincial white area committee in Eastern Samar.

PCG urges motorboat operators not to overload

TACLOBAN CITY The Philippine Coast Guard (PCG) has urged operators of motor bancas not to take advantage of the influx of passengers from island villages by overloading their seacrafts. Lt. Junior Grade Paul Gonzales, PCG Tacloban station commander, said several motor boat operators in the island villages of Guiuan in Eastern Samar were discovered to have accommodated more than the actual load capacity, thus endangering the lives of the passengers. We received complaints from concerned citizens about motor bancas from villages in Homonhon that were overloaded with passengers mostly beneficiaries of 4Ps (Pantawid Pamilyang Pilipino Program) who travel to the mainland to get their cash grants, Gonzales said. Gonzales added that the PCG detachment in Guiuan has immediately checked on the motor bancas and prevented them from leaving the municipal port with overloaded passengers. Guiuan has islands composed of several villages. Homonhon Island has eight barangays; Manicani, four; Tubabao, six; and the island villages of Victory and Suluan. Motor boats and light sea crafts were their only modes of transportation. During scheduled release of 4Ps cash grants, beneficiaries would usually take early morning trips from their respective villages. Since we dont have personnel in those areas, we could not monitor and control the passengers allowed to go aboard, Gonzales said. He said some people take small fishing boats converted into passenger boats. These converted fishing boats do not have permits to ferry passengers, nor are they designed to do so. They also do not have adequate safety gadgets to protect passengers, Gonzales said. He added the PCG would run after these operators but acknowledged it would be difficult to monitor the entire coast line, including in faraway island villages. Gonzales, meanwhile, enjoined all concerned local chief executives and punong barangays to help them in closely monitor and prevent overloading of motor boats to avoid mishaps under areas that have no PCG units. Motor banca operators may take advantage of the influx of passengers such as during fiestas, 4Ps withdrawals and even during the observance of the Christmas season, Gonzales said. The PCG, which is tasked to implement security and sea safety measures, has limited capacity to cover all the sea ports, particularly the small ones in far-flung areas. All sea-going crafts should only be carrying passengers and cargoes in accordance with their allowable capacities and the concerned local chief executives, including barangay captains should ensure no overloading takes place to avoid sea accidents, Gonzales said. If found violating, the PCG will issue a maritime violation report (MVR) to the owners and crew members of the motor boat and will be submitted to the Maritime Industry Authority (MARINA) for appropriate action. Tomeco to reverse flow of traffic in one-way roads

TACLOBAN CITY- The Traffic Operations Management Enforcement and Control Office (Tomeco) is planning to reverse the one way roads here in the city. This was disclosed by Tomeco chief Salvador Buddy Estudillo during a press briefing in connection with the agencys fourth year anniversary. The reversal of the one way roads in the city is part of Tomecos effort to decongest traffic especially during rush hours, Estudillo said. According to Estudillo, this proposal was already endorsed by the City Hall as they have finished a public hearing attended by barangay officials affected by this new scheme. The Tomeco chief said that transport operators also expressed their support on this scheme. Estudillo said the planned lane reversal would be of big help to decongest traffic especially during rush hours. Areas where the reverse traffic flow would be implemented are in Burgos, Zamora and Gomez streets as well in Quezon Boulevard. Those are the innovations we are planning and we are hoping that by the month of October we will have our dry run Estudillo said. Estudillo, speaking before local media, said that when this plan becomes affective they will submit a proposal to the Sanguniang Panglusod to amend the existing traffic ordinance of the city to fully implement the reversal of one way roads here in Tacloban. net Lim Napoles, tagged as the mastermind behind this large-scale seemingly syndicated embezzlement of taxpayers money for which she merited the stigma of being the queen of the P10 B pork barrel scam. If trial by publicity is enough to convict an accused of a crime imputed upon him, which in this case is Napoles and the other respondents, she and the others could now be serving their sentence and suffer all other accessory penalties that go with them. However, this is not the case in a country where rule of law, at least on books, should prevail, including the constitutionally guaranteed right to due process. In Philippine law, affirmed in a long line of jurisprudence, from the time a case is filed against a suspect he is entitled to be heard in the preliminary investigation or inquest and as a respondent therein should be allowed to file his counter-affidavit. The National Bureau of Investigation is finally set, as it is authorized by the Dept. of Justice through Sec. Leila de Lima, to file the appropriate charges against the suspects such as the non-bailable plunder suit and for malversation of public funds before the Ombudsman. This, according to Sec. De Lima, is just the first batch of respondents recommended by the NBI, as public complainant, to be charged based on the truck-load of documentary evidences, including affidavits of witnesses, gathered so far. Suspects in the much publicized P10B pork barrel scam has now been charged in the Ombudsman with a truck load of evidences from the National Bureau of Investigation (NBI) and the Department of Justice submitted. Charged are Janet Lim-Napoles alleged brains and Senators Juan Ponce Enrile, Jinggoy Estrada and Ramon Bong Revilla. Other private groups have filed similar cases. Some 34 people will be named in charge sheets for plunder and malversation of public funds in this biggest thievery of peoples money since 1922 when the pork barrel system was introduced while their cases are being heard. In my opinion they should be. Why should they be different as other government officials and employees who are immediately suspended when cases are filed against them? Soon their lawyers will employ again, technicalities of the law to have them emerge untouchable of suspensions. We hope not. Senators Enrile, Estrada and teary-eyed Bong Revilla have declared in public they are innocent and therefore have not committed this crime of pocketing P581 million in kickbacks say the Phil. President made a wrong decision. He told the people that agreement had been reached between the 2 of them but its a pity the President did not approve. Theres no question that Binay offered to talk to Misuari; his college classmates and friend, who is the founder of the MNLF. It was possible that he could help in the resolution of the crises. The fault of Vice President Binay is his approach to the negotiation. He was trying to tell the people that it is his own initiative and to his own credit. He agreed to the terms of the ceasefire without clearing them to the President. Unfortunately, his intention in the Zamboanga crises is tainted with political color. the source and end of everything. Otherwise, we will just be guided by insufficient criteria that will sooner or later lead us to some deadend if not to some trouble and complications. The compassion that is driven by faith, hope and charity enables us to love God and others properly, avoiding indifference on the one hand, and sentimentalism on the other. Christ, of course, is the perfect model of how to be compassionate. When people were carrying the body of the son of a widow, he was immediately moved to compassion, and without being asked, he raised the fellow to life again and brought him back to his grieving mother. He was always thoughtful of the others, anticipating and meeting their needs. Obviously, his greatest act of compassion is when as the Son of God, the second person in the Blessed Trinity, he became man, and even went to the extent of assuming the sinfulness of men while not committing any sin at all. His passion and death on the cross constituted the supreme act of his compassion for us. He returned divine goodness to man who lost it due to our sin, and he did this in a gratuitous way. He was not obliged to do so, but chose just the same to do it out of his love for us. This is a truth that we should always relish, because it will spark in us impulses of compassion also towards others. This compassion is shown best when we have to give it to someone or in a situation that is most disagreeable to us, where we can say we would gain nothing in return. This is the compassion of God, completely gratuitous, never forced and neither imposing conditions on the

yers. All these should be taken into consideration in the measuring the duration until which this large scale larceny from government coffers is decided and the judgment promulgated. In the meantime, this case becomes iconic considering the amount involved, the length of time within which the embezzled amount was amassed and the number of political luminaries, private individuals, and the juridical persons involved. And the whole world looks at it as a test case on how impeccable the Philippine laws are, particularly the rules governing the disbursement and use of money of the taxpayers, such as the Anti-Graft and Corrupt Practices Act and Anti-Plunder Act. The public officials who are in the so-called first batch to be sued for Plunder are eight, ac-

There was a tinge of politics when Vice President Jejomar Binay negotiated with his classmates in college days, Nur Misuari to end the fighting in Zamboanga City. He did so on his own, but did not represent President Aquino. When the agreed ceasefire failed to materialize he said that President Aquino did not accept the conditions that Misuari set for

a ceasefire. His statement suggests that President Aquino was a third party that he is representing. It is as if Binay negotiated with Misuari without the Presidents objectives in mind. Binays statement suggests that President Aquino is not for peace because he rejected the ceasefire agreement that include safe passage for Misuaris followers. He even hinted that the

becomes the accused, he is entitled to his day to defend himself. In all these proceedings he should be with a counsel of his choice or be provided by the state. The constitutional right against selfincrimination shall at all times be upheld. Since the quantum of evidence required for conviction in criminal cases is guilt beyond reasonable doubt and that no iota of doubt shall exist in the unprejudiced mind of the court, and with the Constitutional guarantee on the presumption of innocence in that a person is presumed innocent unless proven otherwise, the wheels of justice should grind accordingly. How long will this determination of guilt last? It depends on the evidences to be presented, the witnesses and the availability of the court and the law-

cording to Sec. De Lima. The senators yet known among those to face the Plunder charge belong to the opposition. What about those within the circle of Pres. Noynoy Aquino? Who among them could be part of the organized crime, to borrow the nomenclature used by state law enforcers on drug ring, robbery gang and others? If they are not involved in this P10-B pork barrel scam allegedly orchestrated by JLN, could they be part in another such crime involving a different mastermind? For now, the public is naive, but sooner as evidences are unearthed and the Commission on Audit gives its full support by bravely disclosing the irregularities they long before discovered but failed to inform the public of, then, more heads could soon be rolling.

Focused....

Fr. Roy Cimagala

LETS give due attention to this particular and strategic need of ours. Many prevailing circumstances today tend to make us focused simply on ourselves, not necessarily because of bad motives. But we have to be careful because these circumstances somehow keep us from entering into the lives of others which is what we ought to do. Theres the pressure of work, the concern for personal development, the requirements of our task at the moment, etc. All these are legitimate and should be expected, but they should not dull our sense of duty to be involved in the lives of others. Aside from these legitimate circumstances, we unfortunately also have a growing number of disturbing developments that undermine our compassion for the others. The culture of self-seeking and self-assertion is dominating. They tend to confine people into their own private, isolated worlds. We have to be concerned for the others. The ideal attitude is that we should always be thinking of the others, not to be nosey, but rather to help in any way we can. Always thinking of the others is actually a very pleasant thing to do, although at the beginning when we are still learning it, we have to grapple with some temporary disagreeable moments. But the moment we master it, it becomes really nice. Thats because we are actually made for the others, that is, to enter into intimate communion with them in mind and heart. Its this state of communion that fills us with a most gratifying sense of fulfillment. We should not forget that this communion with the others is also the way to our communion with God. We can never say we are with God unless we are also with the others. Loving God and loving the others always go together. They are inseparable. Compassion is a very specific way of achieving communion with the others. It involves feeling for the others, for their needs and desires. It involves making the concerns of the others our own too. Compassion has to be understood properly, and pursued, learned and lived continually. Given our human condition, we develop compassion in stages. We have to start by thinking of the others in a more stable waypraying for them, offering some sacrifices, and noting interesting details in the lives of the others. All these should be motivated by faith, hope and charity. And thats why, we also need to strengthen and enliven these fundamental virtues which connect us directly with God who is

Therefore, government should start all over again looking for the real culprit who is/are responsible for this thievery because the Commission on Audit has already discovered of this plunder of the decade; the amount so large that boogles our imagination and mind. The Commission on Audit discovery is credible. -o0oTHATS THE FILIPINO PEOPLES MONEY; So Good Luck MR. GOVERNMENT and Go, Go, Go MATUWID NA DAAN!! SANA!

JESUS TESTIMONY TO JOHN

[Jesus said to the crowds,] To what shall I compare the people of this generation? What are they like? They are like children who sit in the marketplace and call one another. We played the flute for you, but you did not dance. We sang a dirge, but you did not weep. For John the Baptist came neither eating nor drink wine, and you said, He is possessed by a demon. The Son of Man came eating and drinking and you said, Look, he is a glutton and a drunkard, a friend of tax collectors and sinners. But wisdom is vindicated by all her children.

A GUARDED LIFE
An excuse is worse than a lie, for an excuse is a lie guarded. I know an individual who is unable to dance, but blames the unevenness of the floor. A person, who is going to commit an inhuman act, can excuse oneself saying, Im only human after all. There are people in some parishes who want a pastor who is a saint, but when he comes, they believe he is mad, setting the standard so high. Therefore, if someone more down to earth comes, they gossip about his drinking habits. It is about such people Jesus bemoaned saying, To what then shall I compare the men of this generation? (Lk 7:31) It is our belief that the Church of the living God, is pillar and bulwark of the truth (1 Tim 3:15), for in the Church, the power, the mercy and the love of God are made manifest to us. But sadly enough, many of those who see the truthfulness of the Church, dont want to embrace it on some excuses. To them, the Church is too otherworldly, if it speaks of eternal values; it is too involved, if it engages in social services and actions of justice. But truth of the matter is that the Church is too inconvenient for them, for their comfortable lifestyle. The person who really wants to do something finds a way, the other one finds an excuse. recipient. God simply waits for that compassion to be returned with compassion. For this is the law of compassion and love, in general. When given away, it is not lost, but rather it becomes more and can spread and inspire others to show and give it.

Search for Philippine Gems extended anew

TACLOBAN CITY The deadline for the voting of the Search for the Top 10 Philippine Gems has been extended for the second time and is moved to September 25, 2013 according to Isla Lipana & Company which organized the online search. This is to give way to the requests of tourism officers to extend the voting so that they still have enough time to campaign for their respective destinations vying for the search. The picturesque and breathtaking Biri Islands Rock Formations in Biri, Northern Samar is one of the 25 emerging destinations in the country vying for the Top 10 Philippine Gems organized by Isla Lipana & Company. The six rock formations are Magasang, Magsapad, Macadlao, Puhunan, Belat and Turo. According to the website Isla Lipana & Co., the Search for Philippine Gems was launched on June 26 to showcase the countrys good side to the world, especially the many pristine natural sceneries of the Philippines. Increasing the awareness and appreciation for these sites will foster both local and international interest and attention that may eventually increase economic activity, according to Allan Cao, PwC director markets and assurance. He added that Biri Islands Rock Formations is worthy of protecting and preserving so that all of us and our future generations can still witness this amazing nature of wonder. The online search is in cooperation with the Philippine Tourism Promotions Board of the Department of Tourism and the University of the PhilippinesAsian Institute of Tourism. Biri has been visited by local and foreign tourists, because of its awesome rock formations and blue turquoise waters. It is also a good site for diving. Recently the Department of Environment and Natural Resources (DENR) launched their new program Sustainable Coral Reef Management Program (SCREMP) for the rehabilitation and protection of its coral reefs and other marine life. Biri is one of the protected landscape and seascape areas in the region. The Search for Emerging Top Ten Destinations of the country is spearheaded
