Stronger AFP-PNP partnership seen in EV

CAMP KANGLEON, Palo, Leyte A stronger partnership between the military and the police will benefit the people in Eastern Visayas and will usher in prosperity and progress, the regions top police official said. The convergence of efforts between the Philippine National Police and our counterparts in the Armed Forces of the Philippines, together with the active support of other stakeholders, will ensure a peaceful atmosphere and will drive economic development, said PCSupt. Elmer R. Soria, director of Police Regional Office 8 (PRO8). He added that he will closely coordinate with Brig. Gen. Jet Velarmino, the newly installed commanding general of the 8th Infantry Division of the Philippine Army, in neutralizing the insurgency problem and maintaining the peace and order in the region. PCG urges motorboat operators not to overload

TACLOBAN CITY The Philippine Coast Guard (PCG) has urged operators of motor bancas not to take advantage of the influx of passengers from island villages by overloading their seacrafts. Lt. Junior Grade Paul Gonzales, PCG Tacloban station commander, said several motor boat operators in the island villages of Guiuan in Eastern Samar were discovered to have accommodated more than the actual load capacity, thus endangering the lives of the passengers. We received complaints from concerned citizens about motor bancas from villages in Homonhon that were overloaded with passengers mostly beneficiaries of 4Ps (Pantawid Pamilyang Pilipino Program) who travel to the mainland to get their cash grants, Gonzales said. Gonzales added that the PCG detachment in Guiuan has immediately checked on the motor bancas and prevented them from leaving the municipal port with overloaded passengers. Guiuan has islands composed of several villages. Homonhon Island has eight barangays; Manicani, four; Tubabao, six; and the island villages of Victory and Suluan. Motor boats and light sea crafts were their only modes of transportation. During scheduled release of 4Ps cash grants, beneficiaries would usually take early morning trips from their respective villages. Since we dont have personnel in those areas, we could not monitor and control the passengers allowed to go aboard, Gonzales said. He said some people take small fishing boats converted into passenger boats. These converted fishing boats do not have permits to ferry passengers, nor are they designed to do so. They also do not have adequate safety gadgets to protect passengers, Gonzales said. He added the PCG would run after these operators but acknowledged it would be difficult to monitor the entire coast line, including in faraway island villages. Gonzales, meanwhile, enjoined all concerned local chief executives and punong barangays to help them in closely monitor and prevent overloading of motor boats to avoid mishaps under areas that have no PCG units. Motor banca operators may take advantage of the influx of passengers such as during fiestas, 4Ps withdrawals and even during the observance of the Christmas season, Gonzales said. The PCG, which is tasked to implement security and sea safety measures, has limited capacity to cover all the sea ports, particularly the small ones in far-flung areas. All sea-going crafts should only be carrying passengers and cargoes in accordance with their allowable capacities and the concerned local chief executives, including barangay captains should ensure no overloading takes place to avoid sea accidents, Gonzales said. If found violating, the PCG will issue a maritime violation report (MVR) to the owners and crew members of the motor boat and will be submitted to the Maritime Industry Authority (MARINA) for appropriate action. Tomeco to reverse flow of traffic in one-way roads

TACLOBAN CITY- The Traffic Operations Management Enforcement and Control Office (Tomeco) is planning to reverse the one way roads here in the city. This was disclosed by Tomeco chief Salvador Buddy Estudillo during a press briefing in connection with the agencys fourth year anniversary. The reversal of the one way roads in the city is part of Tomecos effort to decongest traffic especially during rush hours, Estudillo said. According to Estudillo, this proposal was already endorsed by the City Hall as they have finished a public hearing attended by barangay officials affected by this new scheme. The Tomeco chief said that transport operators also expressed their support on this scheme. Estudillo said the planned lane reversal would be of big help to decongest traffic especially during rush hours. Areas where the reverse traffic flow would be implemented are in Burgos, Zamora and Gomez streets as well in Quezon Boulevard. Those are the innovations we are planning and we are hoping that by the month of October we will have our dry run Estudillo said. DTI-Leytel to push for more SSF projects

TACLOBAN CITYThe Department of Trade and Industry (DTI) Leyte Provincial Office is on their way of producing more Shared Services Facilities (SSF) projects in the province to enhance the competitiveness of the priority industry clusters through the use of quality and productivity enhancing equipments and to extend priority and market driven industries in support to the National Industry Cluster Enhancement Program (NICCEP), an official said. In a dialogue, DTILeyte provincial office director Ed Belas said that SSF is a project under the DTI BIG PUSH for SME Development Program which hopes to address the gaps or bottlenecks in the supply or value chain of priority industry clusters through the provision of processing machines and equipments for the common use of the microenterprises and SMEs within industry clusters all over the country. Belas added that the said scheme is a Public -Private Partnership initiative which is implemented through a private sector that can offer sustainable amenities to house the machines or equipment in order to assist most number of existing enterprises within the poorest municipalities. TACOBAN CITY Landbanks operating unit, Tacloban Lending Center, offers financial assistance to the individual members of irrigators association under the operations of the National Irrigation Administration (NIA). Charged are Janet Lim-Napoles alleged brains and Senators Juan Ponce Enrile, Jinggoy Estrada and Ramon Bong Revilla. Other private groups have filed similar cases. This compassion is shown best when we have to give it to someone or in a situation that is most disagreeable to us, where we can say we would gain nothing in return. LETS give due attention to this particular and strategic need of ours. Many prevailing circumstances today tend to make us focused simply on ourselves, not necessarily because of bad motives. But we have to be careful because these circumstances somehow keep us from entering into the lives of others which is what we ought to do. Theres the pressure of work, the concern for personal development, the requirements of our task at the moment, etc. All these are legitimate and should be expected, but they should not dull our sense of duty to be involved in the lives of others. Aside from these legitimate circumstances, we unfortunately also have a growing number of disturbing developments that undermine our compassion for the others. The culture of self-seeking and self-assertion is dominating. They tend to confine people into their own private, isolated worlds. We have to be concerned for the others. The ideal attitude is that we should always be thinking of the others, not to be nosey, but rather to help in any way we can. Always thinking of the others is actually a very pleasant thing to do, although at the beginning when we are still learning it, we have to grapple with some temporary disagreeable moments. But the moment we master it, it becomes really nice. Thats because we are actually made for the others, that is, to enter into intimate communion with them in mind and heart. Its this state of communion that fills us with a most gratifying sense of fulfillment. We should not forget that this communion with the others is also the way to our communion with God. We can never say we are with God unless we are also with the others. Loving God and loving the others always go together. They are inseparable. Compassion is a very specific way of achieving communion with the others. It involves feeling for the others, for their needs and desires. It involves making the concerns of the others our own too. Compassion has to be understood properly, and pursued, learned and lived continually. Given our human condition, we develop compassion in stages. We have to start by thinking of the others in a more stable waypraying for them, offering some sacrifices, and noting interesting details in the lives of the others. All these should be motivated by faith, hope and charity. And thats why, we also need to strengthen and enliven these fundamental virtues which connect us directly with God who is

A GUARDED LIFE

Search for Philippine Gems extended anew

TACLOBAN CITY The deadline for the voting of the Search for the Top 10 Philippine Gems has been extended for the second time and is moved to September 25, 2013 according to Isla Lipana & Company which organized the online search. This is to give way to the requests of tourism officers to extend the voting so that they still have enough time to campaign for their respective destinations vying for the search. The picturesque and breathtaking Biri Islands Rock Formations in Biri, Northern Samar is one of the 25 emerging destinations in the country vying for the Top 10 Philippine Gems organized by Isla Lipana & Company. The six rock formations are Magasang, Magsapad, Macadlao, Puhunan, Belat and Turo. According to the website Isla Lipana & Co., the Search for Philippine Gems was launched on June 26 to showcase the countrys good side to the world, especially the many pristine natural sceneries of the Philippines. Increasing the awareness and appreciation for these sites will foster both local and international interest and attention that may eventually increase economic activity, according to Allan Cao, PwC director markets and assurance. He added that Biri Islands Rock Formations is worthy of protecting and preserving so that all of us and our future generations can still witness this amazing nature of wonder. The online search is in cooperation with the Philippine Tourism Promotions Board of the Department of Tourism and the University of the PhilippinesAsian Institute of Tourism. Biri has been visited by local and foreign tourists, because of its awesome rock formations and blue turquoise waters. It is also a good site for diving. DBM conducts training on procurement policies

TACLOBAN CITY The Department of Budget and Management in coordination with the Philippine League of Local Budget Officers, as mandated by the Government Procurement Policy Board (GPPB) is conducting a full-length training on Procurement Reform Act RA 9184 and its Revised IRR to professionalize procurement processes in the government from September 17 19, 2013 at the Leyte Park Hotel, this city. The three-day event covers six modules including general provisions, planning and budgeting, procurement of goods and services, civil works and consulting services, alternative modes of procurement and penal provisions. This training aims to inform our officers, especially the newly elected LGU officials, of the government procurement policies, said Eastern Samar assistant provincial budget Officer Luz Labro. The composite team members from the DBM and Commission on Audit (COA) are those primarily tasked to train the participants from the local government units, BAC chairman and members, technical working group (TWG) and department heads from the 23 municipalities of Eastern Samar.
