Tragedies
t has often been referred to as a scam, a scheme, a con, a trick but many seems to be missing the point that, more than the words by which it has been described in the past few days, it is more importantly a tragedy. That it is a scam, a scheme, a con, a trick goes without saying. How else could one better describe than a scam, a scheme, a con and a trick the misadventures of Janet Lim- Napoles and her unseemly cohorts? It took a better part of a decade, P10 billion and the detention of Benhur Luy before the said scam could be let out in the damning light of the open. It remained under wraps for more or less 10 years, which makes it not only a scam, a scheme, a con and a trick. It is ingenious; cunning and twisted but ingenious. But more than what it has been described and named, it is more frustratingly a tragedy. It may not have carried the repercussions of death, hostage and displacement
that were descriptive of the current misfortune that befell the City of Zamboanga but the new scam on the pork barrel fund is just the same a tragedy. That it does not carry the aftermaths brought by the Zamboanga City siege does not make the pork barrel scam less a tragedy. It is, on the other hand, a tragedy in all indications. It is a tragedy because while it may not have literally taken lives, it metaphorically snuffed our lives as well-meaning Filipinos when the people to whom we reposed our authority abused that authority and became rich in the process. It is a tragedy secondly because while it may not have literally taken people as hostage, it rendered us hostage by the corruption of which it reeks. And it is a tragedy lastly because while it may not have caused our physical displacement, it nonetheless displaced our trust in the government which should supposedly protect us instead of rob us.
Tricky thievery?
Some users of the extensively advertised as energy savers compact fluorescent light (CFL) bulbs have started grumbling about spending more than what they spent for the old type of fluorescent bulbs. They have observed, so did this columnist, that CFL bulbs easily expire or lose usage potential which thus force them to frequently replace them with new ones. They buy new CFL bulbs very frequently. They have noticed too that sometimes, the bulbs start dimming after one month, and that the lower the wattage the dimmer a bulb becomes. It is of common knowledge that for years now, since their entry into commerce, CFL bulbs are very expensive. Some years back, homes were brightened up for long, long months by fluorescent bulbs with about four brands, variously priced (as when a bulb is single tube or U, 2-U or 3-U type, or higher in wattage or quality). In my two homes, my 40-watt, 20-watt and 10watt old type fluorescent bulbs are still in good use for over two years now. I understand that each bulb has its own life span, determined by the number of hours used. My CFL bulbs are frequently replaced. Since it is not always true that I would have extra cash to purchase replacement bulbs, I have learned to buy and store extra CFL bulbs. I know of one big government office that has sometime ago started using again the old type of fluorescent bulbs. The CFL

which were then much less costly than their CFL counterparts. Fluorescent lamps very rarely got busted or lose fluorescence capability in a years time. Contrary to the energy-saving claim, CFL bulbs make you spend more. The government, thru the Department of Energy, had vigorously campaigned for a swift shit to CFC lighting, as part of its contribution to the worldwide cam-
paign for shielding planet Earth against overheating which was found out to be enhancing global warming. It also told the whole Filipino nation that fluorescent bulbs or lamps would then be phased out to eventually allow for exclusive use of CFL lamps. As a welcome result beneficial to the business sector and CFL bulbs manufacturer, big and small stores have since been flooded with CFL bulbs

vealed that 70-80% of Filipinos lack iron and vitamin A in their daily food intake. Zinc, a trace mineral, plays a role in human body metabolism, reproductive health, immune function, and more than 200 important chemical reactions in the body. Thus, a person suffering from hidden hunger is prone to . . . suffer from nutritional problems, including stunting, fatigue, poor concentration, lack of focus, and other signs of impaired of physical performance and frequent absenteeism as a result of impaired immunity. See to it that in your poem, you are able to provide the readers, though briefly, with background on what the situation is and why, what the poem is all about, who the speaker is, and what he intends to do as a result of what happened. In the process, try to use concrete images that reinforce truths and meanings or symbolize something. Make use, too, of figures of speech like hyperbole, metaphor, etc. for emphasis and beauty of expression. If possible, use only simple words for originality and freshness. Remember that depth in poetry, if thats what you are after, doesnt come from high sounding words, but from the meaning expressed. The line I see the world in a grain of sand, for instance, doesnt have a big word in it, but its meaning is so deep, seemingly inexhaustible one can write a book just to unearth its embedded meanings. Thats what a poem should be pregnant with inexhaustible meanings. You unearth some, but you know more meanings are buried in its lines. Finally, make sure to drive home the point emphatically at the end. This you can do by using the

Recently, the Department of Science and Technology have been hitting the national dailies in recognition for its low-salaried and fringe-benefits starved R & D workers research outputs! These negative factors have not deterred their commitment to serve the country and the Filipino people guided by the mandate heaped upon by the government. Thus, their S & T workers, have been instrumental for the following research outputs that are worthy of pat on their backs! Thus1. This food preparation, passed through a compression machine, comes in round or rectangular shapes, like commercial milk-based polvoron. bulbs have been proven to be more expensive and fast dimming or busting. Like others, I have noticed that the frequent, often unannounced brownouts these days, after around 3 or 10 minutes, power interruptions occur, whether in Samar or in Leyte (Philippines) have been causing damages to some electrical appliances, including desktop computers. These situations are very, very bad. Poor Juan de la Cruz gets victimized further, already somewhat endlessly.
These worse events are apart from the undue legal holdups which electric cooperatives had been staging each time they impose and charge for such anomalous events as systems losses. A systems loss, whether you like it or not, is a penalty and punishment, and the one imposing it is acting like a court, except that it is an unjust court because it does not pinpoint the perpetrator of the electric energy loss, does not file a complaint and never gives a paying power consumer an opportunity to face the accuser cooperative. A FAKE HOUSE
In London there is a building called: The House that Never Was. It has no door bell or letter box. Nobody visits. Nobody sits on the balcony. More than a million people have walked by, but never noticed anything strange. In fact, it is a fake house cemented on a brick wall. It hides the entrance to an ugly subway tunnel; and has been painted to blend with nearby homes. Appearances are deceptive. Do we hide ugliness, loneliness, and insecurity behind a sham front of composure? Do we judge others by their appearances? St. Paul tells Timothy: Let no one despise your youth. Because, though he appeared young, he had been entrusted to set an example (to his people) in speech and conduct (1 Tim 4:12). From the Gospel too, we learn that public ascriptions of status can be deceptive. The woman was known to be a sinner, but she had a heart filled with repentant love. Whereas, the Pharisees who represented a law that called for forgiveness, had not forgiven the woman. (Lk 7:30). Outside show is a poor substitute for inner worth. Fine words and insinuating appearance are seldom associated with true virtue. They are not all saints who use holy water! (His Word for Today by Vima Dasan, SJ, published by Paulines. Certain steps have to be observed in writing literary pieces. The first of which is to make up your mind as to what literary form do you intend to write. Is it a poem, a short story, or an essay? The discussion that follows explains the structure of each of these literary genres. Writing a poem A poems structure refers to how it is written using a certain form, evidenced by how it appears on a page. It consists of syllables (or consonantvowel combinations), feet (or groups of syllables), lines (or feet combinations), and stanzas (or groups of lines). In metrical versifications, the number of syllables in each foot, and the question of which syllable is accented, depend on whether the line is iam-
bic, dactylic, anapestic, trochaic, etc. For example, if a foot consists of three syllables, and the last syllable is accented, then the foot is an anapest. If it consists of two syllables, the last syllable of which is accented, the foot is an iamb. In free verse, which is the more frequented form among poets nowadays, such arrangements do not apply as this type of poetry does not observe the rules of versification. It doesnt have a rhyme scheme, nor does it follow rhythmical and metrical measurements. In terms of form and structure, it enjoys total freedom, concentrating only on the use of imagery, symbolism, and other poetic elements. In writing a poem, the first thing you need to do is to think of an idea, or a principle, or a certain truth. This is otherwise known

weakness on the part of the silently complaining public should not be used as an alibi to justify those contemptuous charges. We must stress the point, electricity is one product being sold and an item which a buyer pays for. You only buy electricity, and you pay for its price. You do not pay for anything outside what you buy. Pareho ba hit pagpalit hin bugas, or bottled mineral water. Ikaw nga nagbabaligya mismo an may hul-os nga obligasyon pagproteher han imo ginbabaligya. This is not what is happening with the electricity that we buy and pay for. You have not seen the exact place where the systems loss was observed, and yet you are simply told that that loss did occur, and that even if you did not cause that loss, you must pay for it. This is illogical. Kanan panulay ug manunulay ini tutdo, an magbayad ka han kanan iba pagpasibaya o kasaypanan o pangawat. That is why, many times before, I had been arguing that electric cooperatives, being a cooperative existing because of its members who are supposed to be the boss and lord therefore, they always have the last say and have the ultimate right to complain against any practice by any officer in their co-op should make all appointive positions, whether management level, staff, technical, or administrative available for no more than two years (24 months) for every appointed individual.

tion came into being, I was among the few who had been opposing it as unconstitutional and iniquitous. I have always been arguing that that loss only reflects the kind of management an electric cooperative has. A power loss could be averted in many ways, except that it has appeared to many that managers of electric cooperatives are not doing the right thing, first, by failing to pick the right way. In Tacloban highly urbanized city, only very few big business establishments had been caught, and publicly declared, as thieving electric power supplied by Leyte II Electric Cooperative. Intelligent Taclobanons, while welcoming those twin moves, expressed disbelief why only two or three such thieves were sacked. They know that their neighbours, even in slum areas, have

long ago been into illegal electrical connections. And they more than just know that the electric cooperative just doesnt do its duty of say, doing spot inspections of homes, and then houses that have rooms for rent. In this light, it is the co-ops own board of directors and manager who are the culprits for systems losses, and therefore, they should be included in charge sheets and be compelled to pay for the levies on such losses, in addition to incarceration, which they all deserve. It is not acceptable to this column that co-ops argue, in their favor, that those past and present or ongoing systems loss charges underwent passage via consultations or assemblies, or action by higher authorities in government (which have assumed quasi-judicial powers or authority). Apart from the systems loss charges, there are other impositions that are reflected in electric bills which should be excluded from every bill because paying power consumers are not directly in those events for which such impositions are made. Daku ini nga pangawat. Manggud, diri la maaringasa an mga konsumidor. But this should not be exploited by the electric power personalities. Such

technique of suggestion, which means that you dont have to mention what you really meanjust show it. The guy in the poem above is madly in love, yet you cant even read the word love; you just see it. Thats the beauty of good poetry: seeing and hearing and touching and tasting and smelling things that are not even mentioned in the text. This is what you should endeavor to write. Thats the essence of being poetic, creative, and imaginative. (To be continued)
