Murder suspect, gun-carrying bizman nabbed by RSOG in Samar

CAMP KANGLEON, Palo, Leyte A farmer wanted for allegedly killing his neighbor two years ago and a guncarrying man engaged in buy-and-sell business were nabbed by the Regional Special Operations Group (RSOG) of the Police Regional Ofce 8 (PRO8) in separate focused-police operations conducted on Monday morning and Sunday evening in Samar province. PRO8 director PCSupt. Elmer R. Soria identi ed the murder suspect as Oscar Gabison, 38, while Virgelio Berio, 29, was nabbed for carrying a rearm without appropriate permit-to-carry issued by authorities. Soria informed that the RSOG, led by PInsp. Constantino Jabonete, Jr., arrested Gabison at 12:00 noon Monday at the vicinity of Brgy. 7 in Catbalogan City. Gabison is the primary suspect in the brutal killing of his neighbor, Delia Caniedo, and the serious wounding of one Myrna Tan in Brgy. Guindapunan, Daram town in the a ernoon of October 17, 2011. e incident stemmed from a case for quali ed the led by the victims against the suspect before the Regional Trial Court Branch 28 in Catbalogan City. Judge Manuel Torrevillas, Jr. of RTC Branch 27 in Catbalogan City, issued arrest warrants for murder and frustrated murder against the suspect on September 3, 2012. No bail was recommended for murder case number 8297 while P120,000 was the xed bail for the frustrated murder charges under criminal case number 8296. Jacopon, Daram, failed to present any document proving his authority to possess the con scated rearm. Police nab Ormoc Citys number 5 most wanted

ORMOC CITY Shortly a er the police in station 3 received a text message from an informant, the citys number 5 most wanted fell into the hands of police authorities while the suspect was visiting a cousin in Camella Homes, Tambulilid village, this city, Monday morning. Arrested was Galicano Siciban, 62, a resident of Nueva Sociedad village, this city, a former barangay councilor and currently a taxi driver in Cebu City. e arrest was based on an alias warrant issued by then presiding judge Apolinario Buaya of RTC Branch 35. Insp. Harris Rebato, PS3 deputy station chief, said Siciban, the stations top wanted, did not resist when apprehended. e suspect faces murder charges. e crime was committed in October 29, 2006 only as a self- defense while he was performing duty as barangay o cial, according to Siciban. He recalled that four men, known as cousins from a nearby village, appeared and demonstrated impoliteness in his organized barangay bene t dance. As chairman of the Lupong Tagapamayapa, he tried to stop them but one of them hacked him. In defense, he retaliated and killed one of them. He sustained hack wounds and was hospitalized for ve days. Siciban knew there was a case led against him but he decided not to le a counter-a davit for fear of life. Asked if he stays in Cebu City to avoid the arrest, Siciban replied he had been earning a living as taxi driver there prior to the incident and he had been prepared to face the charges, anyway. For now, the barangay o cials in Nueva Sociedad are compiling the pevious blotters against the group that Siciban as lupon chairman had encountered. No bail was recommended for his temporary freedom. It will be a simultaneous clean-up nationwide, according to Maribel Munsayac, chief Environmental, Education and Information Section of Environment and Management Bureau (EMB) in a press conference. e event is in observance of the annual International Cleanup (ICC) Day pursuant to Presidential Proclamation No. 470, Series of 2003. TCPO to implement new project for OSY

TACLOBAN CITY -- For this month, the Tacloban City Police O ce (TCPO) is preparing to implement a new livelihood program dubbed as Barbero Livelihood Project. is program is intended for out-of-school youth (OSY) residing in the city According to Police Senior Inspector Ma. Bella Rentuaya, chief of the Public Community Relation O cer, the program is part of the TCPOs peace- keeping e orts. With this, TCPO aims to extend assistance to youth and members of youth organizations like Youth for Human and Ecological Security (YHES) who were not able to attend school. ere is no particular number of recipients yet, but TCPO is eyeing at least 50 youth from Barangay 52 and its neighbouring barangays. TCPO receives support from the City Aternative Learning System, City DepEd, YHES and the recipient barangays with the Rotary Club of Candaya the sponsoring said livelihood program. Rentuaya shared that the City ALS will be providing the technical know-how to the recipients regarding haircutting. As of now, TCPO will start with haircutting sessions rst. Well have haircutting sessions rst because haircutting is the easiest way to generate income. Also, the equipments for this job are not that expensive. She also mentioned that they will include manicure and pedicure lessons for girls next time. Aside for the tutorial, TCPO will also be distributing haircutting tools to the recipients. Tragedies
t has often been referred to as a scam, a scheme, a con, a trick but many seems to be missing the point that, more than the words by which it has been described in the past few days, it is more importantly a tragedy. That it is a scam, a scheme, a con, a trick goes without saying. How else could one better describe than a scam, a scheme, a con and a trick the misadventures of Janet Lim- Napoles and her unseemly cohorts? It took a better part of a decade, P10 billion and the detention of Benhur Luy before the said scam could be let out in the damning light of the open. It remained under wraps for more or less 10 years, which makes it not only a scam, a scheme, a con and a trick. It is ingenious; cunning and twisted but ingenious. But more than what it has been described and named, it is more frustratingly a tragedy. It may not have carried the repercussions of death, hostage and displacement

that were descriptive of the current misfortune that befell the City of Zamboanga but the new scam on the pork barrel fund is just the same a tragedy. That it does not carry the aftermaths brought by the Zamboanga City siege does not make the pork barrel scam less a tragedy. It is, on the other hand, a tragedy in all indications. It is a tragedy because while it may not have literally taken lives, it metaphorically snuffed our lives as well-meaning Filipinos when the people to whom we reposed our authority abused that authority and became rich in the process. It is a tragedy secondly because while it may not have literally taken people as hostage, it rendered us hostage by the corruption of which it reeks. And it is a tragedy lastly because while it may not have caused our physical displacement, it nonetheless displaced our trust in the government which should supposedly protect us instead of rob us.

Tricky thievery?
Some users of the extensively advertised as energy savers compact fluorescent light (CFL) bulbs have started grumbling about spending more than what they spent for the old type of fluorescent bulbs. They have observed, so did this columnist, that CFL bulbs easily expire or lose usage potential which thus force them to frequently replace them with new ones. They buy new CFL bulbs very frequently. They have noticed too that sometimes, the bulbs start dimming after one month, and that the lower the wattage the dimmer a bulb becomes. It is of common knowledge that for years now, since their entry into commerce, CFL bulbs are very expensive. Some years back, homes were brightened up for long, long months by fluorescent bulbs with about four brands, variously priced (as when a bulb is single tube or U, 2-U or 3-U type, or higher in wattage or quality). In my two homes, my 40-watt, 20-watt and 10watt old type fluorescent bulbs are still in good use for over two years now. I understand that each bulb has its own life span, determined by the number of hours used. My CFL bulbs are frequently replaced. Since it is not always true that I would have extra cash to purchase replacement bulbs, I have learned to buy and store extra CFL bulbs. I know of one big government office that has sometime ago started using again the old type of fluorescent bulbs. The CFL

From the Gospel too, we learn that public ascriptions of status can be deceptive. The woman was known to be a sinner, but she had a heart filled with repentant love. Certain steps have to be observed in writing literary pieces. The first of which is to make up your mind as to what literary form do you intend to write. Is it a poem, a short story, or an essay? Writing a poem A poems structure refers to how it is written using a certain form, evidenced by how it appears on a page. It consists of syllables (or consonantvowel combinations), feet (or groups of syllables), lines (or feet combinations), and stanzas (or groups of lines). In metrical versifications, the number of syllables in each foot, and the question of which syllable is accented, depend on whether the line is iam-

bic, dactylic, anapestic, trochaic, etc. For example, if a foot consists of three syllables, and the last syllable is accented, then the foot is an anapest. A power loss could be averted in many ways, except that it has appeared to many that managers of electric cooperatives are not doing the right thing, first, by failing to pick the right way. In Tacloban highly urbanized city, only very few big business establishments had been caught, and publicly declared, as thieving electric power supplied by Leyte II Electric Cooperative. Intelligent Taclobanons, while welcoming those twin moves, expressed disbelief why only two or three such thieves were sacked. They know that their neighbours, even in slum areas, have

long ago been into illegal electrical connections. And they more than just know that the electric cooperative just doesnt do its duty of say, doing spot inspections of homes, and then houses that have rooms for rent. In this light, it is the co-ops own board of directors and manager who are the culprits for systems losses, and therefore, they should be included in charge sheets and be compelled to pay for the levies on such losses, in addition to incarceration, which they all deserve. It is not acceptable to this column that co-ops argue, in their favor, that those past and present or ongoing systems loss charges underwent passage via consultations or assemblies, or action by higher authorities in government (which have assumed quasi-judicial powers or authority). Apart from the systems loss charges, there are other impositions that are reflected in electric bills which should be excluded from every bill because paying power consumers are not directly in those events for which such impositions are made. Binay visits Leyte

TACLOBAN CITY -Apparently upset with the ongoing stando in Zamboanga City perpetrated by the Moro National Liberation Front, Vice President Jejomar Binay told media in a brief talk that he has no idea whether the Philippine government led by President Noynoy Aquino has given a deadline to end the chaos in Zambonga . Binay, when asked by media if the government had set a deadline to end the clash in Zambonga, simply asked back the media by saying meron ba? wala naman yatang bagong balita tungkol diyan. Vice President Binay was in the city as guest of honor at the Boys Scout program held- called Court of Honor for the Eagle Scouts, held at STEFTI Abucay. Binay was welcomed by the Boys Scout o cials in Tacloban led by Mayor Alfred Romualdez, chairman emeritus, Boy Scout City Council. Binay, who is the national president of the Boy Scouts of the Philippines, expressed his gladness that the Boy Scout City Council in Tacloban is growing in numbers and performing very well.
