Subject: SYNOPSIS OF THE RADIO ZONE FREQUENCIES FROM THE WORLD

TRADE CENTER ATTACK

1. On September 11, 2001, The World Trade Center was the target of a terrorist attack. At
approximately 0845 hours a commercial jet crashed into Tower 1. Soon after, at 0903 hours, a
second jet crashed into Tower 2. At 1005 hours, Tower 2 collapsed. At 1028 hours, Tower 1 also
collapsed.

2. This office had the unenviable task of reviewing the radio zone frequencies for this day.
The time frame for this investigation started at 0800 hours and ended at approximately 1100 hours.

3. Attached to this report is a synopsis of City Wide Radio 1, S.O.D. Radio, Radio Zone 1,
Radio Zone 2, Radio Zone 3, and Transit Radio Division 1.

08:40:00 - Miscellaneous. Usual Radio Transmissions.
08:47:01 6 Portable. Advising that a major aircraft just crashed into the WTC,
notify everybody.
Dispatcher. Everybody is notified.
08:48:53 Unknown Unit. Requesting ESU forthwith.
08:49:45 Unknown Unit. (Inaudible) Forthwith, forthwith all ESU units.
08:53:56 SOD Portable. Advising Central to have Highway and the precinct
concerned on the FDR Dr., have it all shut down if they
can and clear it south from 57th St., all the way into the
incident location.

Dispatcher. Affirmative, that's being done. The FDR is being shut
down on both ends. Totally shut down.
08:54:20 SOD Portable. Affirmative, but make sure they move all the traffic off
also. Then have ESU 14 on board and also have the
Harbor Units stand by. Notify the MARS system.
Dispatcher. All right, you want traffic moved off at what street?
08:55:01 SOD Portable. Also, have three staging locations other than what they
have. Once the ESU Commanders... They have one
location at the staging area at Battery Park & I don't
remember the street. Have them set up another Command
Post by the S.I. Ferry.
08:55:35 Dispatcher. OK, Command Post at Battery Park and set up another
Command Post By S.I.
SOD Portable. Let them set up by the Ferry there, so they have access to
everything and if they need a ferry for anything.

08:55:52 SOD Portable. Also, if you can notify the MARS in NJ.
Dispatcher. OK, can you 10-5.
SOD Portable. Affirmative, notify the Mutual Aid Response System and
put them on stand by and if you can also notify the Port
Authority on to the tunnels to keep them open and to
watch for any explosives that might be involved in this.

08:57:15 SOD Portable. Have the SOD channel cleared for the emergency and
lave all diverted 91 1 calls on this channel or designate
an appropriate channel.
08:58:09 ESU Truck 10. SOD is all tied up, please advise traffic that they're going
to have to work with all these inbound units from
Brooklyn, Queens and the Bronx. They're going to have
to set up on the S/B FDR to pull traffic from the
Brooklyn Bridge down. No traffic in this area.

with the Mayor, PC, and CO. of SOD at West B'way
and Park Place. Advises that this is going to be their
Headquarters and requests notification to FD in order to
get their operations people there.
D/C OPS. We need two cops and telephones (inaudible). We want
to get FD over here also.

09:13:53 District 2. Advising that trains are still entering the station. Please
have the A,C, and E terminate at Canal Street. Have the 1
& 9 trains terminate at Franklin and the N & R at Canal.

to deal with the crowds.

Vesey and N. End Avenue.
