Abstract
Job-based human resource management has dominated the fields of human resource management, but the approach is challenged.
With the change of nature of work, organizational change, organization structure and global competition, a number of researchers
suggest that job-based human resource management should be changed into competency-based human resource management.
Much research has suggested that competency-based human resource management can bring more effectiveness for organization.
This paper discusses the content of competency-based human resource management from the points of job design, selection,
training and development, pay system, performance management.
