While patrolling the area for suspicious persons, ofc contacted Dillon Wilson who was on foot at Bridge St and Winona Blvd. Ofc arrested Wilson for Chillicothe Municipal Court CAPIAS warrant # CRB1202890A for Probation Violation. On his person was a black toboggan and a small set of screw drivers. Ofc observed that his pants were very wet and he was wearing a camouflaged shirt. He was transported to the RCJ where he will be held in lieu of bond until his court appearance on this date at 9am. Nothing further at this time.

Ofc. was dispatched to the listed location ref a grenade had been found in a garage there. On arrival Ofc. contacted Mr. Baker on the front porch of the residence. He told Ofc. his wife was a care giver for the resident, Ms. Kapteina, and had been in the garage going through some boxes when she found an item wrapped in a cloth. When she unwrapped the item, she found it was a grenade. Mr. Baker said he then carried the grenade to his pick up truck parked in front of the residence. As Mr. Baker was talking, he kept walking toward his truck, even though Ofc. was telling him not to. He then opened the rear door on the pick up, reached in, and removed a grenade from the back seat, as Ofc. was trying to tell him to stop, and to leave it where it was. Mr. Baker then turned toward Ofc. as Ofc. was yelling at him to place the grenade on the ground, gently. Mr. Baker did as he was told, and Ofc. then told him to go in the residence to the back of the house and Ofc. would get back to him. Ofc. looked at the grenade and the spoon on the grenade was in place, the pin was still in place, and there was no indication that the grenade was inert. Ofc. then requested the Fire Department respond along with Capt. Bamfield. Worthington School, which was adjacent to the rear yard at this residence, was placed on lock down and the Columbus Bomb Squad was notified and advised they would be enroute. Ofc. contacted Ms. Baker who told Ofc. what Mr. Baker had already said. Ofc. contacted Ms. Kapteina who advised her husband, who is now deceased, had bought the grenade at a flea market years ago, and when he bought it, he was told it was a dummy. Ms. Kapteina said she knew of no other items like that in the residence. A check of the garage revealed no other grenades. Ofc. contacted Lt. Cooper of the Columbus Bomb Squad after they arrived on scene. An X-Ray of the grenade was made and it appeared to Lt. Cooper, that it was a live grenade. They transported the grenade in their vehicle to the Yoctangee Park Annex, where a hole was dug in the large mound of dirt on the South end of the annex. The grenade was then wired and destroyed at that location. Nothing further.

Ofc contacted Francis E Eutsler at the LEC reference to a Theft and Forgery complaint from 873 Adams Av. Francis advised on 9/17/13 in the evening he found that he was $350 short in his checking account. He then found that his check book was missing. He advised the missing check book began 1058 and he did not know how many were missing. He contacted his bank, Homeland Credit Union on this date and found that check 1058 was written to a Kenny Trimble for $175. He also found that check 1061 was also written to Kenny Trimble for $175. Both had been cashed. Francis stated he did not write the checks and it was not his signature on the checks. He stated the bank provided him copies of the checks which were also given to Ofc. The bank had canceled the remainder of his checks and no more would be cashed. Francis stated his grandson Preston Colter had been staying with him and figured he was the one that had taken the checks however he had no proof and stated the writing on the checks did not resemble Preston's.

Ofc responded to The Shoe Dept (1200 N Bridge St) in reference to a theft of shoes that had just occurred. Ofc was advised by dispatch that a white Mazda was the suspect vehicle, being driven by a w/f wearing gray sweatpants with a gray hoodie and was last seen s/b on N Bridge St. Ofc did not see any vehicles matching this description while enroute to the business. Ofc contacted Julie A Hammond (clerk) who stated she observed this female enter the business and begin looking a shoes that looked just like the ones she was already wearing. Ms Hammond stated as this female then left, it appeared as if she might be wearing new sandals. Ms Hammond went to the shelf this female was at and checked the boxes, finding a used pair of sandals in one of the boxes. Ms Hammond stated she ran to the front window in time to see this female driving off in a white Mazda, possible registration of 5Wh5100. Ofc informed Ms Hammond this registration was not a valid one, but if a similiar one was located it might be used to help identify this unknown female. Ofc informed other units working of this incident. Ms Hammond provided Ofc with a sales receipt of $16.98 for the stolen shoes. Ofc placed this into records for future reference. At this time, Ofc has no further leads or suspects.

Ofc was dispatched to 984 E Main St in reference to a telephone harassment complaint. Ofc contacted Lora M McComis who stated her grandson's father was calling her and harassing her about $10.00. Ms McComis stated her grandson borrowed this amount from Harold A Burnett (his father) and she was expected to repay this loan. Ms McComis stated she just wanted Mr Burnett to stop harassing her. Ofc contacted Mr Burnett and informed him of this incident. Mr Burnett stated he was already familiar with this and he was "done with them". Ofc informed Mr Burnett that Ms McComis did not want any more phone calls from him, which he stated he understood. Ofc then departed without further incident.

Ofc was dispatched to Kohl's, 45 River Trace Ln reference to a Theft complaint. Ofc was advised the subject had run from the store W/B into the woods by the river. Ofc attempted to locate the subject however he was gone upon Ofc arrival. Ofc contacted Phillip Coen (employee) who stated he watched the subject identified as Robert T Quincel Jr select a pair of Tony Hawk shoes while in the store. He then put the shoes on and placed his old shoes into the box. He then left the store where Mr Coen stopped him and asked him to step inside and return the shoes. Mr Coen advised the subject told him he would give him his id if he did not call the cops and would return the shoes. Mr Coen stated Mr Quincel gave him his id which identified him as Mr Quincel and took the shoes off. Mr Quincel then ran from Mr Coen. Mr Coen chased him until he entered the wood line and he could no longer see him or keep up. Mr Coen had called Police while he was running after the subject. Mr Coen advised the subject was the subject on the id and positively identified him. Ofc also observed the video and noted it was the subject. Ofc obtained photographs of the shoes which were returned to Mr Coen for safe keeping. Ofc will place the id into Evidence. Ofc will request a warrant charging Theft for Mr Quincel.

Ofc was dispatched to the LEC Lobby in reference to a menacing complaint that occurred at the Chillicothe Municipal Court (95 E Main St). Ofc contacted Anita R Snyder who stated her husband, Todd M Snyder, who she is currently suing for divorce, had threatened to kill her and her new boyfriend. Anita stated this occurred over the phone and was witnessed by two court officers, William Stansberry Sr and Todd Weaver. Anita stated while they were witnessing this take place, Dep Eric Kocheran who was in court, approached and took the phone from Anita. Anita stated Dep Kocheran had dealt with the two of them on prior instances and was familiar with them. Anita stated Dep Kocheran attempted to tell Todd not to contact Anita any more, but Todd was screaming and yelling over him. Anita was instructed to come to the police department and file this report. Ofc obtained a written statement from Anita regarding this incident and instructed her to contact the Coalition Against Domestic Violence in order to get help
filing for a Protection Order. Ofc contacted Court Ofc Weaver who stated Anita entered the court house talking on the phone, stating "why do you want to kill me and my boyfriend". Ofc obtained a written statement from Ofc Weaver. Ofc contacted Court Ofc Stansberry who stated he heard the male voice on the phone repeatedly threatening to kill both Anita and Dustin. Ofc obtained a written statement from Ofc Stansberry. Ofc contacted Dep Kocheran by phone who stated he was familiar with these two subjects. Dep Kocheran stated he heard the male subject on the phone and instructed him not to contact Anita again. Ofc will obtain a written statement from Dep Kocheran at a later date. Ofc attempted to contact Todd, but was unsuccessful. Ofc will be requesting a warrant for his arrest charging Domestic Menacing (2919.25C).

Ofc. was dispatched to the rail road crossing near the intersection of E. Water Street near Sycamore Street in reference to the railroad crossing bars contacting the top of Chillicothe City School bus #7. Ofc. arrived on scene and contacted the driver of the bus Nancy Williamson. Ms. Williamson stated she was traveling EB and approached the train tracks at this location. She then stopped behind the painted stop block where she stopped to look and listen for a train. She stated when she verified there was no train she proceeded up to the tracks. Ms. Williamson stated as she began pulling forward just a few feet, the lights began to flash and the bells began to sound. She stated the cross bars began to come down at which time the bar on the West side of the tracks hit the top of the bus. She stated she immediately stopped the bus once she saw the lights and heard the bells and began backing. As she began backing she saw a student named Daniel Mosley got off of the bus through the rear door. She said she told him to sit down however he did not listen. She stated she believes there were other children that exited the door as well however she was unclear as to who may have exited. Ms. Williamson stated she saw a train approaching from the North side of the tracks only after she began backing. She said she did not hear any horn from the train until it got closer to the intersection. Ms. Williamson said the trained proceeded SB on the tracks and there was no damage to the bus nor was there any damage on the crossing bar. She stated none of the children were injured either. Ofc. asked her why she backed up instead of speeding up and she said she did not want to take a chance of getting stuck on the tracks. She said this bus in an older bus and it does not accelerate like the newer buses. She felt for the safety of the children on board it would be better to back a short distance than try to beat the train. Ofc. contacted Norfolk and Southern employee Michael Adams. Mr. Adams stated he did not see the incident however he stated there was no damage to the crossing bars. He also conducted a test of the crossing bars and flashing lights and he stated they were working as they are intended to. Ofc. contacted Daniel Mosley who was still in the area and Ofc. asked him what took place. He stated the bus Ms. Williamson was driving stopped at the tracks. He said the lights were not on when she began pulling forward to cross the tracks however they activated when she pulled up to the tracks. He stated Ms. Williamson stopped the bus and began to back up. He said at this point he took it upon himself to get up and open the rear bus door so that he could exit even though he was told to sit down. Ofc. asked him why he had done this and he stated because he didn't want to get hit by a train. Ofc. contacted Norfolk and Southern Special Supervisory Agent of the Rail Road Police Michael Dunham. Ofc. asked him to explain the specifics of the track operation. He stated the train speed determines when the lights, bells, and crossing bars activate. He stated the train approaching the intersection was in a 50MPH zone and had to slow down prior to entering the city. He estimated the train speed to be around 30MPH when it entered the city zone and the lights and bells were activated over 2,000 feet away from the intersection. He stated there is a blind curve at the intersection in which the train may not be visible due to trees blocking a curved section of the tracks just North of the intersection. He said the lights and bells activate for around 3-5 seconds before the crossing bars lower. Mr. Dunham stated once the bars are lowered this is an indicator that the train will arrive at this particular intersection in around 30 seconds. He said after consulting with Mr. Adams they determined the crossing bar to have been lowered for 38 seconds prior to the trains arrival at the intersection. Ofc. asked Mr. Dunham if he felt this was an intentional act to cross the tracks prior to the train arriving and he stated no. Ofc. provided Ms. Willamson and Mr. Adams with statement forms to be returned upon completion. Ofc. observed no signs of damage nor had any injury been reported to Officer. This matter will be forwarded to the Chillicothe Law Director's Office for further review upon return of the written statement forms and video surveillance if available. Ofc. contacted no other known witnesses at this time. Nothing further at this time.

At the Ross County Jail Scott advised Jail Staff that he was arrested for being "Buzzed" and walking. Scott advised this without being asked a question.Officer issued Scott a Minor Misdemeanor Citation # 7409 and advised him of his Municipal Court date on 9/27/13 at 9:00am. Scott refused to sign the citation and started to cross out information on it. Officer left his copy with the Ross County Jail''s staff.Nothing further.

Moore (whom she does not know) and she left her purse in the house with her remaining money. She advised Jessica all of sudden left and when she left later found $20 additional dollars was missing from her purse. Angela stated she does not know where Jessica leaves or a phone number however believes she lives in the City. The contact this department has for Jessica is in the County but no phone number is attached. Officer later attempted to call Angela to speak with her but she did not answer and no voice mail came on. At this time Officer does not have any knowledge on Jessica''s location to question her.

Officer was dispatched to 125 Western Ave in reference to a person causing a problem and was gone. Officer made contact with 17 year old, Jacob Johansen, and observed him to have blood on his left hand. Jacob advised he was working out at Chillicothe Martial Arts 125 Western Ave where he also teaches Martial Arts. Jacob advised he observed a black male no shirt and an afro style hair cut acting suspicious on the side of the building. Jacob advised he observed the male looking under the attached porch on the side of the building and then left after putting something into his pants. Jacob advised he continued with his Martial Arts and then observed another black male doing the same thing. Jacob advised this male was taller, had short hair, was wearing blue jeans, and had a thin beard. Jacob advised he went outside and asked him if he needed anything and he advised, "no". Jacob advised him to leave and that is when he turned around to go back into the business. Jacob advised he then felt a push in his back and turned around telling the male, "You sure you wanna do that". Jacob advised the male said, "he would be back "and left on foot towards Western Ave. Jacob advised he went back inside and then noticed he was bleeding from his lower back and observed at least two cuts on his back. Jacob advised he did not realize he was stabbed and thought the male just just pushed him. Jacob advised the blood on his hand was from him touching the cuts on his back. Jacob advised he then called the police. Officer observed Jacob had multiple cuts on his back towards his lower left side that were bleeding. Officer observed they appeared to be from some type of bladed object possibly a knife and photographed them. Officer had Chillicothe FD dispatched to the scene and Jacob was treated on scene by the EMT's who cleaned the cuts and bandaged them. Officer had Jacob complete a written statement. Officer made contact with Jacob's mother, Melissa Johansen, and advised her of the incident and that Jacob was okay. Melissa advised thank you and advised she would be contacting Jacob soon. Officer made contact with a employee at HD Mart to check their security cameras to see if they would have captured the suspect on foot on Western Ave. Officer observed a black four door older model car possibly a Toyota pull into the parking lot around 4:19pm. Officer observed a light skin black male with no shirt on wearing jeans with red shorts hanging out the top exit the rear of the vehicle and possibly put something into his pants. Officer observed him walk towards the Chillicothe Martial Arts building and out of frame. Officer then observed after a few minutes the male returns to the parking lot and makes contact with subjects in a red van around 4:23pm. Officer observed a black male wearing a light colored shirt and light colored blue jeans exit the red van and enter HD Mart around 4:25pm. Officer observed the other black male get back into the rear of the dark colored vehicle and leave. Officer observed a white female was driving the vehicle. Officer observed the black male wearing light colored clothing get back into the van and leave. Officer observed a white female with curly possibly brown hair was driving the van. Officer made contact with Jacob at his house and transported him to HD Mart to observe the video. Officer advised Jacob he never saw the second male and wanted to have Jacob watch the video to see if the time frame was correct. Jacob advised the first male with the afro was the male who first was acting suspicious on the side of the building but was not the male who stabbed him. Officer had Jacob review the video of the second male and he advised he resembles the male that stabbed him but that he was not sure and thought he was too short. Jacob advised he thinks a sign and the top of the gas station awning was in the way to see the suspect leaving on foot after he was stabbed. Jacob advised he knows the suspect left on foot towards Western Ave and stopped and looked back near the sidewalk. Jacob advised he was not sure which way he went next and that he possible could have went eastbound towards Main St. Officer observed on the security video that the suspect never went westbound in the time frame after seeing the black male with the afro and this Officer's cruiser. Nothing further. No suspects at this time.

Officer was dispatched to 348 East 2nd Street in reference to a criminal trespass complaint. Upon arrival Officer contact property owner Gary Elkin who stated no one is to be on his property other than the people whom rent from him. Officer explained to him that if the tenants allow people over, either in the apartment or on the property there would not be much the Police Department could do. Ofc. did advise him that we would help to keep any people not welcomed on the property by the residents off the property if they requested. He understood and stated he would make his tenants understand that people are to not be on his property.

Tonio was advised of his court date on Thursday 9/19/2013 at 9 am. Nothing further needed at this time.

Officer was dispatched to the area of 149 North Sugar Street in reference to a subject threatening to harm themselves. Upon arrival Officer contacted Jessie Sanford whom was crying. Officer spoke to her and she stated she told her family she made threats to kill herself by drinking bleach. She told Officer she was not serious but continued to cry. She also stated she had a drug problem and needed help and agreed to go to the Hospital to be checked. The City Fire Department arrived and transported her to Adena Regional Medical Center.

Ofc responded to Heartland of Chillicothe ref to a robbery that occurred on Gilmore St. he was robbed on Gilmore St.
Ofc arrived and contacted victim Chester Howard who stated
Chester stated he was visiting his wife Deborah Howard, who resides at Heartland of Chillicothe. He stated while he was exiting an unknown blonde female came to the lobby door. He stated he unlocked the door with his code and let her enter the building. He stated the female went to the nurse's station and asked for the room number of Deborah Howard. He stated he curiously followed the female down the hallway and contacted her outside of Deborah's room. He stated the female stated she was the girlfriend of Tommy Reinsmith and she was out of gas on Gilmore St. Chester identified Tommy as his stepson. Chester described the female as approx. 5'3" in her late 20's with her blonde hair in a ponytail and small build and possibly a tattoo on her "long" shaped neck. He stated he gave her $20 to help her out. He stated that she asked him for a ride to her car he drove to Gilmore St to her vehicle. Ofc escorted Chester to Gilmore St in front of 928 Gilmore St where he stated he parked behind a couple vehicles. He stated he could not remember the exact location or vehicles. He stated at first while driving E/B on Gilmore St the female told him they had passed her vehicle so he turned around and parked in the area of 928 Gilmore St. Chester stated the female told him which car was hers and wanted him to go check to make sure nobody was in the vehicle. He stated as he approached the vehicle an unknown white male approached him and the female. He stated the male told the female that he was sorry someone took her car. Chester told the male that he was helping the female and the male then punched him in the face and took his wallet from his rear pants pocket. He stated the male and female ran E/B on Gilmore St and got into a vehicle and drove E/B on Gilmore St. Chester stated he could not describe the vehicle. He described the unknown white male as approx. 5'9" thin build with a dark goatee mustache approx. 25-30yo and could not give a clothing description. Ofc asked Chester if the male was Tommy Reinsmith and he state no. Chester stated inside of his brown leather wallet ($10) was $649 in cash, his I.D. and other misc personal papers. Chester stated when he fell after being punched his cell phone fell out of his shirt pocket. Ofc searched the area and found his phone on the ground. He stated after the two subjects left he got into his vehicle and returned to Heartland and called this dept. Ofc observed and photographed a swollen red spot on Chester's left cheek. Chester stated he did not want a medic called for his injury. Ofc asked him when was the last time he talked to Tommy and he replied that Tommy called him at approx. 10:30pm. Ofc contacted Heartland supervisor Kimberly Wilbanks who stated, she observed the unknown female who was wearing a pink shirt come into the building at approx. 10:15 pm. She stated she has never seen the female before and did not see when she left the building. She stated the female asked for Deborah's room number and Kimberly directed her to the room. She did see Chester and the female talking in the hallway. Kimberly stated the facility does not have a camera system and the female did not sign into the visitor list. She could not recall seeing a tattoo on the female's neck. Ofc checked with other employee's who had no additional information. Ofc attempted to contact Tommy at his residence of 91 N Hickory St and by phone but was only able to leave a message. At approx. 4:50am ofc observed a female matching the description walking near Bridge St and Second St. Ofc contacted the female identified as Sherri Parker. Ofc advised her of her Miranda Rights which she stated she understood and waived. She denied knowing Chester or Deborah or that she was at Heartland of Chillicothe. She stated that Loretta Hamilton was wearing a pink shirt last night and stated she believes she dates a man named Tom. She even gave ofc the phone number to reach Loretta which matched the phone number ofc was given by Chester for Tommy Reinsmith. At approx. 5:30am ofc contacted Loretta Hamilton walking in the area of 348 E Main St. Ofc advised her of her Miranda Rights which she stated she understood and waived. She stated that she is dating Tommy Reinsmith who's mother is staying in Heartland of Chillicothe. She stated that Tommy and a subject named Jonathan forced her to contact Chester at Heartland and lure him out of the building to Gilmore St. Ofc asked her how she did that. She stated that she told Chester that she was out of gas and needed help. She stated that Chester gave her $20 for gas. She stated she then talked Chester into taking her to Gilmore St where Tom told her to take him. She told Chester that she needed him to check her car and make sure there was nobody in the car. She stated that when they got to Gilmore St, Chester got out of the vehicle and checked the car she pointed at. Ofc asked her if it was her car and she stated no. She stated she got out and they were contacted by the subject she named as Jonathan. She stated she does not know what Jonathan's last name is. She stated Jonathan asked if she found her car and shook Chester's hand and then punched him. She stated he then jumped on Chester and
took his wallet. She stated that Jonathan ran to Tom's red truck where Tom was waiting and she ran home and has not seen Tom or Jonathan since. She stated that she has Tom's cell phone which ofc photographed and seized as evidence. Loretta gave ofc consent to search her and ofc also located a $20 dollar bill in her pants pocket. She stated that she had already spent the $20 that Chester had given her on drugs, and that was a different $20. Ofc photographed the bill and gave it back to her. Ofc asked her how they knew Chester had money and she stated that Tom said Chester always has money and she stated she saw he had money in his wallet when he gave her the $20. She stated that Tom and Jonathan were supposed to give her a share of the money that was taken. Annon told them,'' its none of your fucking business.'' He then told then, ''If you want to get down we will.'' Annon stated he then removed his shirt. Ofc asked Annon what happened after that and he stated he and his girlfriend left. Ofc asked him if he remembers grabbing a boy by the shirt and trying to punch him and he stated he doesn''t recall. He also stated he didn''t know the subject was a kid. Ofc issued Jamie Annon m/m citation 5785 for disorderly conduct fighting with a court date of 9-27-13 @ 0900. Ofc was on patrol when observing a black 2001 Volkswagen bearing Ohio registration FIY9994 traveling S/B on N. Bridge St with no headlights displayed. Ofc activated overhead lights and conducted a traffic stop. Ofc made contact with the driver, Aaron Price and front seat passenger Matthew McCord. Ofc requested Price's drivers license, registration and proof of insurance. Price provided Ofc with a Ohio ID card and he stated his license was suspended. Ofc verified through LEADS/NCIC that Price was under a Non Compliance Suspension and Failure to Reinstate on a 12 Pt Suspension. Ofc noted a strong odor of Marijuana coming from inside the vehicle and inquired. McCord stated "Yes, I got a bag of Marijuana in my pocket." He then took it out of his right jean pocket and laid it on the dash. McCord was removed from the vehicle at which time Ofc observed two half burnt Marijuana cigarettes in the front passenger seat, where McCord had been sitting. Ofc then located a pack of Joker and E-Z Wider rolling papers in his wallet. The Marijuana and rolling papers were seized for evidence. McCord stated that he and Price had smoked Marijuana while at the Last Stop. While removing Price from the vehicle, Ofc observed two loose Marijuana buds in the driver side door pocket. Price was searched and no contraband was located on his person. While searching the vehicle, Ofc located a plastic bag of Marijuana and a pack of E-Z Wider rolling papers laying on top of purple Crown Royal next to the driver side seat. Inside the Crown Royal bag was Price's prescription medications. These items were seized for evidence. Price was advised of his Miranda warning and he stated he understood. Price stated the Marijuana and papers were not his. Price was issued MM Citation 5754, charging Drug Abuse Marijuana and 5753 charging Possession of Drug Paraphernalia. He was also issued Traffic Citation 19598 charging DUS, Failure to Reinstate and Display of Headlights. Price was given a court date of 9/27/2013 in the Chillicothe Municipal Court. Price signed all three summons/citation and received his blue copies. McCord was issued MM Citation 5752, charging Drug Abuse Marijuana and 5757 charging Possession of Drug Paraphernalia. He was also given a court date of 9/27/2013 in the Chillicothe Municipal Court. McCord signed both summons and received his blue copies. The vehicle was towed by Vest. All seized evidence was photographed and secured at the LEC to be tested at a later date. Nothing further.

Ofc was provided a written statement completed on an ARMC statement form stating her husband of 3 years, Sean Cawood, had assaulted her in the kitchen of their 102 Maple St home. Ofc asked Brandy what had happened and she stated they had been arguing for some time about drug abuse in the home. Brandy confronted Sean about abusing drugs in the home yesterday around 2230hrs and the argument continued on and off until approx 0200hrs this date. At this time, Sean had pushed Brandy to fall back. At the time a burner on the stove was on and she had burned her hand by catching herself on the stove while falling from being pushed. Brandy then stated she immediately started towards the front door where she was stopped from leaving. Sean was stated to have pushed her around her ribs 4 times causing her to bounce of the wall causing an injury to her right shoulder. Brandy then was able to leave and contact her father Martin. He arrived and took Brandy to his home. At approx 0600hrs this date, Martin advised he took her to the ER. Ofc was provided a copy of the discharge orders stating she suffered a "contusion to the back and right shoulder" and "neck strain and strained right shoulder". Ofc was advised there were no witnesses to the event, but friends had just left when this occurred. Ofc asked if there were any bruises or marks other than the burn and she stated she didn''t think so. The statement and these records are attached to this report. Ofc contacted Sean at his residence reference this report. Ofc Mirandized him, stating he understood and wished to speak to Ofc without an attorney present. Ofc noticed Sean had fresh injuries to his face, which upon asking what happened he stated his wife assaulted him last night. Sean stated friends Robert Oliver and Nancy Frey were over and they all were drinking and playing poker. At approx 0200hrs, Brandy became upset when she learned Sean only had $23 left from his paycheck and began striking him in the face. Sean stated he was struck approx 8-9 times causing the injuries Ofc observed. Ofc noticed cuts on his lip and scratches around his mouth area stated to have been caused by Brandy. Pictures taken. Ofc asked Sean about how Brandy''s hand got burned and he stated that occurred while he was out of town for work. Sean stated he left on 09-10-2013 and came home from out of state on 09-17-2013 to find her hand burned. Brandy told him this date she fell asleep while cooking and fell on the stove. Ofc. contacted the resident across the hall at Apartment 316 and left the dog in her care after she voluntarily agreed to take care of it until Ms. Tilton returned. Ofc. contacted several neighbors to see if she had any medical conditions and none had any information as to any conditions Ms. Tilton may have had.Nothing further at this time.

Officer made contact with Balvir Gill, manager, who advised a black male subject came into the store and opened a package of NyQuil and took several pills out then left the store. Mr. Gill advised he wrote down the information from the truck the subject was driving as it was a company truck for ANSI. Mr. Gill advised he noticed the truck pulled over to the side of the lot and Mr. Gill went out and told the male subject he needed to pay for the item and the male advised he was not paying for it because it was too much money. Mr. Gill asked for the pills that were removed back and the subject refused and left the area. Mr. Gill showed this officer the video which comfirmed the incident Mr. Gill described. Mr. Gill advised if the subject paid for the items he would not file charges but just bar him from the property. Officer then called the 800 number on the side of the truck and found the subject was working in Chillicothe for the company and was staying at the Best Western Inn on Bridge St. Officer spoke with a Mr. Cooper subject on the phone who advised he would call his employee and have him return. A short time later the truck from ANSI returned and the black male subject from the video made contact with this officer. He was advised he needed to pay for the items and then he was being barred from the property. The subject was asked for an ID at which time he advised he did not have it with him. The subject provided a name of Patrick Sumling with a DOB on 03/17/91 at which time officer checked the information and found no want or warrants for the subject. He paid for the items and was released. As officer started to complete this report officer looked up the information from Patrick Sumling and noticed the BMV picture was not who this officer spoke with. Officer then went to Best Western Inn and made contact with the subject officer spoke with who again advised he had no ID. The subject was placed under arrest at which time he advised he was not Patrick Sumling but he was Billy B. Sumling Jr. Mr. Sumling was placed under arrest for Obstructing Official Business at which time officer located a ID for Billy in his property. Upon arrival Officer spoke with Abbie Maxwell who stated her uncle, Jeremy Maxwell whom was living in the back yard is not allowed to be in the house and he came in. She stated he got kicked out because of his drug use. She advised they got into an argument when he came in because of being in the house and she called the Police. Officer spoke to Jeremy whom stated he and Abbie argued because he was in the house but he is allowed in the house. Officer told him it may be best to wait for his father to return home before he went back into the house which he stated he understood.
