Labor dispute between Esamelco management, workers ends

TAC L OBA N CITY- After almost a decade of a stalemate, labor dispute involving the management and workers of the Eastern Samar Electric Cooperative (Esamelco) had come to its end.

This after the union members agreed to accept the compromise agreement made by the management in the form of a P12 million settlement of their claims. The Esamelco Labor Union had earlier filed a claim of P19 million through its lawyer, Norman Tansingco. This compromise

agreement between the two groups was contained under Board Resolution Number 78 series of 2013 of the National Conciliation and Mediation Board (NCMB). Based on the agreement, 10 percent of the P12 million shall be paid in six months starting this month and the balance shall be paid in six years by monthly instalment. preparations for the barangay and SK elections on October 28, 2013. In an interview, Comelec Regional Director Atty. Jose Nick Mendros shared that all election officers in the region have already identified the board of election inspectors who will be serving in the village elections. We are also finished with our preparations for the project of precincts, Mendros quoted. There are 9,140 polling precincts spread across the region that will function for the barangay polls. Mendros said that here in the region, there are more than 2.8 million registered voters of which over 2.66 million are qualified to vote in the barangay elections while 227,930 are eligible for the SK polls. As part of their preparations, Mendros mentioned that all elections officers will be producing the list of voters of their respective barangays and these will be posted on or before September 30. Mendros said that a regional command conference to be attended by all Philippine National Police and Philippine Army officials in the region will be held on Sept.27. The conference aims to finalize activities that may be necessary for ensuring a peaceful conduct of barangay elections here in the region, he added. Asked about the SK election, the director said that there is 80- 90% chance that it will not push through. We are not yet sure if there will be or there will not be SK election this year. LGUs asked to strengthen infant and young child feeding


TACLOBAN CITY The National Nutrition Council (NNC) asked key health officials in local government units to strengthen their resolve to promote the proper infant and young child feeding (IYCF) practices, noting that past trainings have not been applied. The national government has rolled out since 2009 capability trainings for key health officials but until now, many areas have not accomplished significantly to help mothers apply proper feeding practices for children, says NNC regional nutrition program coordinator Segundina Devota Dilao. It seems that participants forgot about what they have learned especially the organization of breastfeeding support group, passage of a resolution supporting the Milk Code. We will conduct a refresher course for peer-to-peer counselors, Dilao. The refresher course will be participated by nutrition action officers, public health nurses, district and city nutrition program coordinators, rural health nurses, municipal health nurses and Department of Health representatives It will now focus on the refreshing of participants in line with the organization of breastto page 7

TACLOBAN CITY Selected students of Palompon, Leyte are studying on how to protect and preserve the fragile environment of their town. The program, dubbed as Education for a cause has been implemented since 2010 involving students of Grade Six and fourth year high school students, Raoul Bacalla, municipal environment and natural resources officer said. Based on this program, Grade Six and 4th year students will have to be trained on coastal resource management, watershed management, solid waste management and local tourism appreciation. If they fail to attend the training every Sunday and Saturday, they cannot be promoted to higher level of education, Bacalla said. This program had been going on since 2010 to connect the paradigm change the local government has, which is to connect its local eco-tourism program to the existing eco-tourism site in their town through the students, explained Bacalla. The training is conducted every weekend at the Tabuk Marine Park and Fish Sanctuary, one of the popular sites of Palompon that is not just a sanctuary for marine life but is inhabited by two rarest fruit bats in the world: the giant golden crowned flying fox (Acerodon jubatus) and giant flying fox (Pteropus vampyrus). There are five stations in the Tabuk Marine Park, where in each station a certain topic is taught to students, said Bacalla. Students are taught on

basic mangrove management; the role and importance of the fruit bats, locally called kabog, to the environment and ecosystem; and sea grass, coral reef and different fishes and other marine life present in the seawaters of the town. This program had taught secondary students the importance of eco-tourism to them, in a day training which cannot be taught in their school, Bacalla stressed. Thus said Leyte Second Engineering District Engineer Carlos Veloso who was also quick to say that he would find means to ensure that these PDAFfunded projects in his district would not be affected. In fact, Veloso assured that projects in his district would see full completion as all of their funds had already been released or that the special allotment release order (SARO) was already issued. Village officials opposes construction of a gasoline station in their barangay


TACLOBAN CITY Two barangay councilors of this city registered their opposition on the plan to put up a gasoline station in their area claiming that it could pose danger to the safety of the residents. The petitioners, Chito Lopez and Yako Villanueva of Brgy.54-A located along Esperas and Dadison Streets, this city, expressed their opposition on the construction of a gasoline station by asking concerned government agencies to recall an earlier resolution approved by their barangay council. The two barangay officials averred that if ever there would be a fire incident in their area, it could easily spread considering that most of the houses there are made of light materials. Thus, presence of a gasoline station within their midst would most likely result to a fire incident of unimaginable proportion, Lopez and Villanueva said. The two council members said that they just want to ensure that the

Zamboanga incident failed to distract pork barrel scam

hen hell broke lose in Zamboanga recently, many people thought that it was a ploy to re-direct or distract peoples attention and interest from the pork barrel scam. The intensity of the heat on the mother of all scams is so intense that no other issue could probably fan it out. The amount in question is so staggering; the people involved are biggies that catching them are the only thing that matters to taxpayers at the moment. But why it is called the mother of all scams is beyond comprehension. Using the word mother insults the sensibilities of upright people. Mothers are special people; they are Gods deputies on Earth. Mothers epitomize love, deep caring, inner strength, sacricing nature and stability. The pork barrel scam manifests greed, selsh interests, deceit, treachery and falsity. It disregards all forms of decency and uprightness. The people involved knew what was happening that was why they

needed a Janet Lim Napoles to work things out for them. There are many Janet Lim Napoles out there; other senators and congressmen, who could not be identied with the original JLN, may have alliances with others whose scams could be more staggering than the 10 billion. The JLN-10B scam is just a tip of the iceberg. Those accused cannot say that they did not know what their staffs were doing, after all they were the recipients of the big bulk of the stash! When it was announced that cases will be lodged against 38 of those involved in the scam, the public could not believe on the swiftness of the government this time. It is so swift compared to all cases in the past. But the authorities must yet show reliability and impartiality in handling the cases by hauling also the pro-admin perpetrators who could be hiding behind the Presidents circle. There must be no sacred cows this time.

Tomeco and 4 years of public service heroes in the streets


This traffic enforcement group was created 4 years ago to operate, manage, enforce and control the traffic in the city. Its creation was signed by the members of the Sangguniang Panlungsod and approved by the City Mayor on September 17, 2009, few months after Tacloban became a highly urbanized city. It was intended by the Mayor to solve the burgeoning traffic problems in the city, a step towards the comprehensive operation and management of traffic in Tacloban after its transformation as a fast emerging and growing city. Tomeco is now a regular department of the city increasing the number of volunteers also increased and some were hired as regular employees, others were given casual appointments and the rest are still keeping their JO contracts. The work performance is regularly monitored and assessed and those that cannot live up to the standard are replaced. The job of keeping the streets safe for the public is a thankless job. Most of the enforcers who are doing their job wholeheartedly and honestly are most often ridiculed, insulted and threatened with bodily

government. It has gone a long way since the 1990s when traffic enforcement was done by volunteers. In 1996, traffic enforcers were called civilian traffic volunteers (CTV) where each volunteer received a meager amount of P500 per month as allowance. They received the

EVSU, one of the biggest state academic institutions in the region in terms of population, is headed by Dr. Dominador Aguirre Jr, a known Roman Catholic faithful and active member of the Marian group Focolare, which also is much concerned with bringing more young citizens to the

Mazo expressed the Archdiocese gratefulness to the invitation of the EVSU community to create the Campus Ministry and for their assurance of full support in whatever means for the success of this endeavor. Albeit a positive factor, the great bulk rests on the willingness of the parents and guardians to have their students join and actively take part in the activities of the EVSU campus ministry. Thus the support of the members of the various sub-sectors in the entire school community is necessary. Above all, as Fr. Mazo requested, the most important driving force, which is prayer, is much more needed by the ministry to accomplish its godly task.

Youth, age of catechism

In no other country can you epitomize better safe than sorry than in these parts only that it seems to be the other way around here. What screams of bizarreness in that scenario is that the shooting happened inside the mall where supposedly it is prohibited to bring or carry along any firearm let alone fire it on someone you happened to be not too fond of. Which begs one to ask, how in Merlins beard did that gun-toting teen even passed the malls security without being detected? As is usual in this country, perhaps every decent mall, after that incident, began implementing stricter security measures, maybe by frisking every mall patrons and their belongings before they are allowed entry and for the bigger ones, by using such gadgets as metal detectors to make sure only innocuous metals get to be brought in. Immediately after feeling sorry for that horrendous albeit perfectly avertible event, frisking was in every sense of the word frisking, not just the empty act of tapping once waist to look for possibly concealed weapons as if the weapon couldnt be hidden elsewhere. But like I said, that wariness, that guardedness, that vigilance was just eeting. As soon as the dust settled,

as soon as the issue ceased to become news in the papers and in the television, we began returning to our lax selves again. Frisking became underrated once again, forgetting that frisking, if to give true sense to its meaning, goes beyond merely searching once waist because only a fool for a criminal will conceal his weapon on a rather conspicuous area of his body. On that note, I wish to express my observations of this citys only airport when I availed of its services a few weeks back. While admittedly not totally ironclad, its security measures of before are a glaring contrast to the now. If before passengers get to pass through two x-ray machines, one to check their entire baggage and another to check their carry-on luggage, now you dont get to be checked even once. The more accurate x-rays are now replaced by the seemingly fallible instincts of human checkers who, humans as they are, tend to overlook the obscure, to ignore the concealed. And it is by no means excusable that these machines are broken. They can be repaired, and if the airport authorities are keen

about their passengers safety and security, they can be replaced. Because it is also by no means excusable if some of these passengers get themselves butchered at the hands of despicable individuals who got to go about their murderous ways because of the neglect of others. I should say that to avert violence and all its debilitating aftermaths, it is not only vigilance, it is not only wariness, it is not only guardedness that should do the trick. We can do vigilance, we can do wariness, we can do guardedness. That is what we have been doing every time a life or two gets untimely snuffed because of the perversity of others. A life ends and we abruptly raise our defences, a group gets butchered to death and we immediately let our guards up. But being vigilant alone, being wary alone, being guarded alone will not do the trick. Or at the very least being vigilant, being wary, being guarded only after a terrible incident will not do the trick. You do not accomplish anything by that, you cannot raise one from the dead by that, you do not compensate the grieving family of the dead by that. You only do your job by that which is not a

Secondly, when we join the company of Jesus, we have to keep in mind that Jesus community does not have boundaries or no-go areas. It makes no distinction. No matter who we are, no matter what we have done, there is a place for every one of us in hi company. The community of Jesus is bound by an all embracing love. In Jesus company we love even our enemies. In fact, mercy towards human beings is one of the themes that Matthew emphasizes in his Gospel. TACLOBAN CITY The Department of Agrarian Reform (DAR) in Eastern Visayas formally sealed on Tuesday their engagement with the Visayas State University (VSU) to work together in transforming selected agrarian reform beneficiary organizations (ARBOs) in the region into viable agri-entrepreneurs by signing the P2.6-million contract. For the next 12 months, VSU will provide some 22 ARBOs in the provinces of Leyte, Biliran and Southern Leyte engaged in rice productivity enhancement as well as cassava and sweet potato production the market-oriented agri-technology and agri-extension services so agrarian reform beneficiaries (ARBs) can maximize the productivity of their awarded lots and engage in agri-related enterprises. Areas covered by this collaboration are in Naval, Biliran; Dulag, McArthur, Mayorga, Julita and La Paz towns in Leyte province; and Silago in Southern Leyte for rice productivity enhancement while Inopacan, Hilongos and Matalom towns all in the province of

Regional Director Eliasem Castillo who signed the contract for DAR disclosed that the agency is tapping professional service providers (PSPs) from state universities and colleges (SUCs), civil society organizations (CSOs) and private institutions to enhance the capacity of ARBOs on agri-extension and agri-enterprise development under the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS). According to him, VSU is the second PSP his office has engaged with this year in the implementation of the ARCCESS project in the region. ARCCESS was introduced by Agrarian Reform Secretary Virgilio De los Reyes to effectively implement Program Beneficiaries Development (PBD) component of the Comprehensive Agrarian Reform Program (CARP) by transforming ARBOs into viable agri-entrepreneurs thru the provision of the right support services. In May, Castillo added, DAR entered into an agreement for the same purpose with the East-West Seed Company, Inc. for areas engaged in vegetable production.

President Jose Bacusmo who signed in behalf of VSU thanked DAR for trusting them the project and committed to deliver more than what is stated in the contract. He added that they are happy to work on this project because rice production is the main concern of the farmers, and the famers are the main concern of their institution. Some 6,772 farmers, both ARBs and non-ARBs who are members of the 22 ARB organizations will be benefitted by this partnership. Early this year, these organizations were provided with the necessary farm equipment based on the recommendations of the SUCs commissioned by DAR to conduct the needs assessment and design assessment (NADA). Among the common service facilities (CSFs) provided to them were: threshers, hand tractors with implements, mechanical transplanters with seeder conveyor, combined harvesters and flatbed dryers. Castillo is optimistic that this collaboration would greatly contribute to the National Year of Rice program of the Department of Agriculture and help attain rice sufficiency at least in the region. Tacloban PESO among six nominees to national PESO Awards


TACLOBAN CITY The Public Employment Service Office (PESO) of this highly urbanized city (HUC) is among six national nominees for the 2012 Best PESO Awards. The Department of Labor and Employment Region 8 confirmed this with the awarding ceremonies to coincide with the 13th National PESO Congress to be held at the Oriental Hotel, September 24 to 27. Highlight of the annual event sponsored by the DOLE and PESOPhil are a series of talks and open forum to be conducted by different government stakeholders. According to DOLE, around 751 PESO managers have already confirmed attendance at the annual event. Among the expected guests of the PESO Congress are Senators Franklin Drilon, Mary Grace Poe and Paolo Benigno Aquino IV. A Fellowship Night will cap activities of the four-day gathering. The city government of Tacloban through Mayor Alfred S. Romualdez is a co-sponsor of the event.
