Joseph Zernik Human Rights Alert (NGO) Occupy Tel-Aviv e-mail: 123456xyz@gmail.com Abstract The Human Rights Alert (NGO) submission (2013) to the Universal Periodic Review of Human Rights in Israel by the UN Human Rights Council, recent peer-reviewed papers and technical reports detailed the invalidity and lack of integrity in the design and implementation of the latest electronic record systems, which were implemented in the Israeli courts in the years 2002-2010, and their practical effects. The basic flaws in system design and implementation are: servers of unverified identity, invalid implementation of electronic signatures (including invisible electronic signatures - The Emperor's New Cloths), invalid implementation of authentication procedures, establishing of double books systems, and invalid implementation of authorities (the removal of the servers and records from the custody of authorized officials, e.g., clerks of the courts). The Israeli systems were most likely inspired by their counterparts in the United States, which had been implemented 10 to 20 years earlier. Two US-based corporations, IBM and EDS, were involved in the project in Israel (in violation of the law of the State of Israel, according to the State of Israel Ombudsman's Report 60b (2010)). Given the relatively recent implementation of the Israeli systems compared to their US counterparts, it is possible to establish in greater detail the related critical events. The suspects include two former Presiding Justices of the Israeli Supreme Court, all Directors of the Office of Administration of the Courts, senior officers of the Israel Bar Association, and veterans of IDF 8200 (cyberwar unit), who control the private corporations ComSign, LTD. The effect of such systems in practice is documented through the records of a series of cases, derived from the current electronic record systems of a) the Supreme Court, b) the district courts, and c) the detainees courts. The cases include constitutional matters, deprivation of the rights of individuals by state agencies, banks and banking regulations, and the case of self-immolated social protest activist Moshe Silman. Review of the records demonstrate that in these cases, the courts conducted simulated (mock/sham) court proceedings, and generated and propagated simulated electronic legal public records. In addition, over the past several years, a number of judges were caught falsifying their own court records a phenomenon that should be deemed direct outcome of the implementation of fraudulent record systems. Such conduct amounts to serious violation of fundamental Human Rights of the people of the State of Israel. Such conduct is also central to the current socio-economic crisis in Israel. Top to bottom

Such conditions must be of particular concern since the State of Israel has begun establishing a Biometric Database, regardless of the objections of senior Israeli data security and encryption experts. In civilized societies, where separation of the powers of the branches of government is established by law, and where no court is permitted to enact its own rules of operation, no court should be permitted to institute its own electronic record system. Civil rights/internet activists must keep a watchful eye on the validity of electronic legal public record systems.
