ROAD SAFETY AUDIT REPORT OF FINAL DESIGN DRAFT

1. Location description and designs provided


The junctions design reviewed is the future T junction between the planed asphalted interior roads near Qarn Alam Camp, between the Road 4, Road 7 and Road 7a. The review is done on request from ONE in order to mitigate any possible road safety issues that may arise, in the design stage, in order to avoid future hazards, considering that the location constraints (existing pipeline, existing road layout etc) do not allow the junction to be designed fully to the standard. Provided designs are showing: 1. The future layout of the junction as a T junction placed on a road bend, with acceleration and deceleration lanes. 2. The design speed is set to 80km/h, 3. The minor approach is designed with physical traffic islands and channelization island, 4. The deceleration and acceleration lane dimensions are as per the 60km/h design speed recommendations from the older version of Oman Highway Design Manual. 5. Approach road No 7a is planned to be a graded road, therefore with the speed limit of 80km/h 6. The planned layout and positions of traffic signs was not provided 7. The road is crossing the pipeline and the right side of the road No. 7 is protected by a guard rail 8. The radii of the bend is 48.5m ( thus the safe speed for negotiating the bend would be 65km/h:

2. Road safety audit findings


a. Road layout Gate 1: The road layout provides facilities such as a separate acceleration and deceleration lane for right turning vehicles but there is no separate left turn lane facility. The STOP line on the minor road is positioned too close to the edge of the main road therefore not providing the adequate turning radius for the left turning vehicles from the main road. The turning radius is tested with an articulated vehicle 16.5 meters long and the results are presented in the next picture:

The danger of this kind of positioning of the STOP line is realised on the Fahud-MBS junction at the current layout, and it is presented in the following picture:

Therefore RSST would recommend positioning of the STOP line at the tip of the channelization island (as shown in the amended drawing) The result of moving the STOP line is shown in the next picture:

b. Speed limit The speed limit is not presented in the provided designs, and considering the safe speed for negotiating the bend and the safe speed for negotiating the junction radius for left turning vehicles RSST would recommend that the speed limit of 40km/h is provided on junction approaches. c. Traffic signs and markings Traffic signs and markings were not provided and the RSST recommendation is presented in the amended drawing.

3. Recommendations
The additional recommendations by RSST to be incorporated in order to further facilitate safe usage of the junctions and connecting roads. RSST recommendations and proposed junction design are given in the drawing as Annex to this report.
