Cut, trim, or prepare large quantities of 2 inched cut talahib leaves and cook them with baking powder until the fiber is extracted. Operate or tend sewing machines to join, reinforce, decorate, or perform related sewing operations in the manufacture of non-garment products, which are the talahib products. Add embellishments and other enhancements on the talahib products weaved in order to heighten the attractiveness of the products. These include ornamentation and other decorative and fanciful details. Plan, direct, or coordinate the work activities and resources necessary for manufacturing products in accordance with cost, quality, and quantity specifications. Maintain a constant visual on parts and supplies on ground working area. Assure that all products are built to the highest standard of quality. Part of the organizational plan is the owners belief that the talahib products can be a substantial medium in preserving rich traditional art, traditional skills and talents which are associated with peoples lifestyle and history. In effect, they believe that talahib business can provide ample opportunities for employment even with low capital investments. There should be market platform for craft producers belonging to rural areas to market such kind of products. It aims to build the environment that will focus on: Wealth Creation and Poverty Alleviation to enhance the sector performance. When the business becomes stable enough to be able to acquire more manpower, it is open to employing students, housewives, and farmers who can also manufacture the products. It can employ summer students, out-of-school youths, full-time weavers and on-call weavers from the community who are interested in the business of making craft. This plan is expected to help reduce youth-related problems in the area since more idle time is put to productive use. Women may also be similarly empowered as this became an opportunity for them to earn additional income thus contributing to household-related expenses. It is also the plan of the

business to develop ingenuity and self-reliance from interested individuals who can be lured into making talahib products as they practically spend nothing for talahib stalks, except when these are gathered from private lands where they have to pay a minimal fee. Through the use of low cost production methods, the sustainability of small business and its workers can be improved. Furthermore, the business is open to optimize distribution network and supply chain management. To improve the organization itself, the owners will also get ample technical and training support from the Technical Education, Skills and Development Authority, and the Departments of Trade and Industry and Science and Technology.

Figure 1 shows that production is the function with the highest salary rate to be paid in every month, followed by marketing. This is due to the fact that the process of making talahib products is labor-intensive and requires the necessary skills of weavers/sewers and embellishers who will heighten the attractiveness of the products. Much of them will use mechanical tools but the direct manual contribution of the artisan remains the most substantial component of the finished product. Weavers will ensure the tensile strength and loading capacity of talahib products based on the designs. Meanwhile, the owners will be hands -on on ensuring the quality of the products as the owners will be more apt with the details of the talahib leaves before finally processing and weaving them into talahib bags, coin purses, pen holders and eyeglass holders. The owners will be the one who will ensure that quality talahib

leaves will be prepared and only fresh leaves will be processed. Old leaves will not be included in the process of grinding in the blender. Also, they will take emphasis on removing the stalks so that the fiber will be more extracted. Being an enterprise on its first leap, the owners will be at the same the primary employees under the administration and finance function. The basic knowledge which the owners earned under the degree of Bachelor of Science in Accounting Technology could be helpful in performing the necessary tasks of the business such as preparing financial statements and further analyzing the financial viability of the business based on the current financial status. Managers who will also supervise the productions and operations of the business will also come from the owners. This is so because the business does not have yet the available capacity to hire managers on their behalf. It is also noted that the owners consideration and concern for the business will be at par and incomparable. Moreover, the owners will be the primary marketers of the products due to the fact that they are still financially constraint with employing sales agents and intermediaries who will constitute a marketing channel. During the first sale of the business, the owners will sell their goods directly to the final users; they will be the ones who will just not only serve the markets but also make markets. When the business becomes stable, it can now employ a set of intermediaries performing a variety of functions. In the meantime, the business is positive that it will be the owners familial connection and friends, and satisf ied customers who will extend the marketing channel through the word-of-mouth advertising.

The handicrafts made will be a unique expression and representation of the owners fervor on transforming valueless talahib leaves into useful ones. Through the help and teamwork of the whole manpower and the owners, Etniko Merchansie is expected to produce talahib handicrafts which can be be utilitarian, aesthetic, artistic, creative, culturally attached, decorative, functional, traditional, religiously and socially symbolic and significant. Licenses, Permits, and Registration Expenses

The enterprise (Etniko) will be in the form of partnership. The partners decided to choose Partnership because of its ease and inexpensive formation. To legalize the establishment of the business, various permits, licenses and registration have to be undertaken. In securing a Business permit with the City Office of Cabanatuan, the LGU concerned, Barangay Clearance is to be obtained first from Brgy. Palagay.

After securing permits from the LGU, reservation of the name of the partnership with the SEC will follow. Filing of the Articles of Partnership will also be done with the SEC together with other requirements in order to obtain a certificate of registration. The business also have to register its name with the BIR for businesss taxpayer identification number (TIN), registration of books of accounts, authority to print. The Social Security System where the partners will register the business as an employer, the partners as a self-employed or as employees, and the workers as employees. This office will issue an SSS number for the business, for the partners, as well as for the workers. There is also a need for the business to be registered with HDMF. The New National Health Insurance Act (RA 7875) as amended by RA 9241 requires all employers of the government and private sectors and their employees to register with this agency. PhilHealth manages and administers the government health care system. The transportation expenses excludes transportation to be incurred in licensing and registering the business. As shown on the preceding table, the estimated transportation for registration is already included on the total costs for licenses, permits, and registration.
