On 9/23/2013 Detective was contacted by a concerned neighbor who advised there was a large amount of traffic in and out of the residence at 580 E Second St with subjects only staying for a short time. The neighbor advised that on Sunday evening there were two subjects in the back yard arguing and one of them threatened to shoot the other if he didn't "give him his shit". The neighbor also advised that they had witnessed hand to hand money exchanges on the property between subjects. Detective later received a call again from the neighbor who advised another neighbor had called for an officer to check on the welfare of the children. They advised that there were two young children living in the home. Detective proceeded to 580 E Second St where Detective made contact with resident Mark Schrake and identified myself. Detective asked Schrake if he lived at the residence and Schrake advised he did. Detective observed two children behind Schrake in the kitchen. Detective asked Schrake if they were his children and Schrake advised they were. the children were his son, Treyton Schrake and his daughter Hailey Schrake. Detective asked if they lived at the home and Schrake advised they did. Detective asked if anyone else lived at the residence and Schrake advised that Ben Houston had also been staying at the residence. Detective asked if he was there and Schrake advised he was not. Detective was familiar with Ben Houston and aware of his prior drug history. Detective then advised Schrake that Detective had received complaints of drug trafficking from his home and Schrake advised that Houston had been selling drugs from the home. Detective then asked Schrake why he was letting this happen and asked if he had been using drugs. Schrake advised that he had been smoking crack cocaine fro the past two weeks. Detective then asked Schrake to come inside the home and Schrake agreed letting Detective inside the house. Detective observed the house to be very dirty and clothes scattered about the front bedroom. Detective asked who stayed in this bedroom and Schrake advised he and his children did. Detective observed a west side bedroom and asked who stayed in this bedroom. Schrake advised his children use to, but now Houston stayed in it. Schrake went on to tell Detective that it was a bad idea for him to let Houston move in advising there had been a large amount of people in and out of his house ever since. Schrake advised that Houston had been letting other people sell drugs from his residence. As Detective was speaking to Houston, Shyla Tatman showed up at the residence. Tatman advised Detective that she had seen Houston and numerous other subjects selling drugs from Schrake's home in the past two weeks. Tatman admitted that she is still using drugs and advised that she had seen Terrance Collins and Earnest Moore sell drugs from the home in the past week. Detective returned to Schrake asking him if there was any family member who could take the children and Schrake advised there was not. Detective had dispatch contact children services to come to the residence. Schrake advised detective that he needed help. Schrake advised that he knew it was not safe for his children to be in the home. He advised that Houston had numerous subjects in his house selling drugs while his children were there. Detective asked if the subjects had been giving him drugs for letting them sell from his residence and Schrake advised they had. Detective then asked Schrake if he had any food in the house and Schrake advised he was going to go to the food bank later that day. Detective observed no food in the cabinets, which were scattered with mouse feces, and little food in the refrigerator. The residence was then photographed. Destiny Allen from RCCS then arrived at the residence. Detective contacted Magistrate Steve Drotleff who approved an emergency ex-parte order. The

children were the removed from the home by Allen. Allen had asked Schrake why the children were not at school and Schrake advised they had over slept and he didn't feel well enough to walk them to school. Schrake was advised to appear in juvenile court at 9:00AM.

Upon arrival Officer saw Mark Bruce with a swelled left eye that was bleeding, his left eye was bleeding, and had scrapes across his chest, back and he complained of a rib injury. The City Fire Department was called and Mark refused medical treatment and transport. Officer photographed his injuries. Mark stated his cousin, Nate Scaggs had came over and he was talking to him about fixing his bike or buying a car and that he had some money to do that with. He advised Nate left the house and Carla McWhorter came over and several minutes later while they were in his room looking on Craigs List Carla said the door just came open. He remembers the door not being locked. Mark got up to see who it was and Robert Wright (aka Black Rob) and Chris Sutton rushed him and they slammed him to the ground and started to beat him up. He then saw a unknown black male and William Umphries standing over top of him kicking and hitting him and William Umphries held him down while the unknown black male took his pants off which had his $3000 that he saved for bike parts or a car. They all then ran from the house. Officer then spoke with Carla McWhorter who stated she and Mark was in his bedroom on the Internet looking at Craigs List and she saw the door come open and Mark got up. Robert Wright and another black male (Chris Sutton) rushed Mark and Mark got slammed to the ground and Chris Sutton came after her and grabbed her hair and threw her to the ground and punched the back of her head. She advised Sutton then took her purse and dumped it out he then took her phone and left. Carla advised when she got back up she saw, "Robert Wright and Chris Sutton was beating the shit out of Mark". Sutton then gave her phone back and ran out the side door after two other guys one white and the other black had taken Marks shorts off and stole his cell phone and Dell laptop. Carla still had hair coming out from her head and photographs were taken. Officer then spoke with Joshua Young who stated he was going to Marks to visit him and saw Robert Wright running. He advised he heard Mark yelling and he tried to open the door but it was locked. The door then opened and he got kicked in the chest but he does not know by whom because of how fast it happened and the three men ran away. He then ran after them and noticed a lap top in one of their hands and one of them had something else but he was not sure. He could not catch then and return to Mark''s. Mark was unable to provide a written statement but Officer got a verbal statement using car 14 video camera. Josh and Carla provided a written statement and photographs were taken of the scene, Mark and Carla. Josh had no visible injuries. Officer is going to purse Aggravated Robbery on Robert Wright, Chris Sutton, and William Umphries. Officer will check with the Ross County Prosecutors Officer to see if they want me to request a warrant before Grand Jury.

Officer arrived on scene and made contact with Thomas Schulz who advised he was assaulted in the city park by the shelter house at the tennis ball courts. Mr. Schulz advised he pulled into the parking lot and when he was getting out of his vehicle a red hair male subject with a grey hoodie came over and started punching him in the face. Mr. Schulz advised he got into his car and left the area and came to the police station. Officer could see no signs of damage to the face of Mr. Schulz but he advised he was struck around 8 to 9 times. Mr. Schulz advised he beleived the male to still be in the park at this time. Officer poceeded to the city park and made contact with Chad Bates, red hair wearing a grey hoodie, under the shelter house by the tennis ball courts. Officer took Mr. Bates to the LEC and advised him of his Miranda Rights at which time he advised he understood them. Mr. Bates was asked what happened in the park and he advised he has been trying to fight Mr. Schulz for some time. Mr. Bates advised Mr. Schulz said something to his girlfriend so Mr. Bates and Mr. Schulz had been sending message to each other to meet and fight. Mr. Bates advisd Mr. Schulz showed up the had words then a fight started. Mr. Bates advised they both hit each other few times and rolled around on the ground and it was over. Mr. Bates was advised he was barred from the City Parks for the rest of the year and if he return he could be charged with Criminal Trespassing. Officer has no other witnesses and Mr. Schulz was advised they could both be charged with Disorderly Fighting or just go their seperate ways. They advised it was over and needed nothing else. Officer has nothing further

Officer provided Lashawna with a written statement to complete and return if she wanted to file charges. Lashawna advised she understood.Officer made contact with Lashawna''s friend, Erica Cottrill, who was with Lashawna. At first Erica advised she was inside cutting Vernon''s nails but advised she meant she was outside and observed the assault. Erica advised the same as Lashawna and Officer provided her with a written statement to complete and return due to her wanting to ride to the hospital with Lashawna.Officer went to Heartland to check and see if anyone observed this incident. Officer made contact with a resident, Deborah Ratliff, who advised she observed the incident through a window. Deborah advised it appeared both females were mutually fighting and swinging punches.Officer made contact with Vernon who advised he did not witness any fight and advised no one has stolen money from him.Officer was unable to locate Delisa at this time.Nothing further.

Officer was advised it was a silver color mini van with OH LIC FAQ5141 and it was traveling s/b on Bridge St from the store. Officer responded to the area and made contact with the van at Bridge St and US 35. Officer stopped the vehicle and made contact with the occupants. As officer was approaching the vehicle officer noticed front passenger, Tyler Rigsby appeared to be stuffing something either under the seat or under the dash. Officer made contact with driver, Gary Cooper and rear passenger Gage Ayers. Officer asked where they were going from and no one would advised they were coming from K Mart. They at first advised they had not been there then advised they were just walking around in the store. Officer then secured all three subject outside of the vehicle. Officer Short responded to Kmart and made contact with Jason Book, Loss Prevention, at which time Ofc Short advised they had Mr. Rigsby on video walking into the dressing room with a couple of shirt and exit with only one. They then checked the dressing room and found the tags to a black and grey basic edition shirt. Ofc Short advised the other two were walking around in the bathroom. Once outside of the store Ofc Short advised you could see Mr. Rigsby pulling something from out of his hoodie he was wearing as the vehicle leaves the parking lot. Officer then searched the vehicle and found a black and grey basc edition shirt in the floor board on the passenger side wear Mr. Rigsby was sitting. Officer also located the red hoodie he was wearing while in the store. Officer advised all subject of their Miranda Rights at which time they advised they understood them. Mr. Ayers and Mr. Cooper advised they say Mr. Rigsby with a shirt but did not know where it came from. Mr. Rigsby advised he did not take anything from the store and advised he only went into the dressing room with one shirt which he put back. Mr. Rigsby then refused to say anything else. Mr. Cooper and Mr. Ayers were released after they were advised they were barred from Kmart properties. Mr. Rigsby was placed under arrest for Theft and transported to the Ross County Jail. Officer seized the shirt from the vehicle as evidence and placed it into the LEC evidence room. Mr. Rigsby was booked on one count of Theft and advised he would appear in court on 09/24/13 at 0900 hours. He was also advised he was barred from K mart properties. Mr. Book with Kmart advised he would get officer a copy of the video and statements form asap. Officer has nothing further

Steven stated Grant was unsuccessful at removing the item from the package, so he placed the item back on the merchandise shelf. Steven stated Grant then selected (1) package of KOS brand ear buds from the merchandise rack and removed the item from the packaging. Steven stated Grant concealed the ear buds on his person and exited the store passing all points of sale without ever attempting to purchase the concealed items.Steven stated he contacted Grant in the Kmart parking lot and identified himself as Kmart LP. Steven stated Grant was then escorted back to the LP office where the item was retrieved from Grant''s person. Steven stated Grant came to the store with Amy Montgomery (Grant''s girlfriend''s mother) but she is not involved.Ofc contacted Grant and informed him of his Miranda Rights which he understood and waived. Grant then provided the same account as Steven by admitting to destroying the packaging of the USB drive in an attempt to steal the item and by admitting to removing the ear buds from the packaging and attempting to steal the items.Ofc contacted Amy who stated Grant''s mother (Deedra Endicott) is in Kentucky for an indefinite period of time and Grants father (Michael Endicott) is at work in Circleville, OH. Neither Amy nor Grant knew where Michael is employed as he just started the job on this date. Amy then accepted custody of Grant and signed a promise to be responsible form as a responsible party. Ofc and Amy will contact Grant''s parents and inform them of this incident and Grant''s possible mandatory court appearance.All merchandise was photographed and returned to Kmart LP in exchange for a sales receipt. Mr. Sanders advised his family cleaned all day and he called Ms. Sanders to see if she still wanted her property at which time she came over and a verbal argument start. Nothing was physical just verbal. Ms. Tackett Sanders advised she was getting her property and leaving the home for good she advised she did not want some of the items in the home and they were left. She advised it was a verbal argument and nothing was physical. Officer waited for her to get her property and leave the home. Once this was complete Ms. Sanders left with no incident and advised she was vacanting the property. Nothing further

Ofc contacted Robert and informed him of his Miranda Rights which he understood and waived. Robert then provided the same account as Mendy by admitting to the theft. Robert could not provide a reason why he stole the items and claimed he had the cash to pay for the merchandise. Robert was then placed under arrest and transported to RCJ where he was charged with Theft. Robert was informed he is barred from Kmart and Sears which he understood. Robert will remain incarcerated in lieu of bond until Court Date: 9/24/13 at 9am.All merchandise was photographed and returned to Mendy in exchange for a sales receipt. Mendy will provide a written statement and a copy of the surveillance video ASAP.Nothing further at this time.
