SRINAGAR, SEP 25: Jammu and Kashmir Agriculture Minister Ghulam Hassan Mir on Wednesday said he would offer himself for an open, time-bound probe. The statement comes in the wake of remarks by former army chief Gen VK Singh that money was paid to ministers. Gen Singh told a news channel Monday that money was paid to ministers in Jammu and Kashmir since independence for "winning people's hearts". Indian Express newspaper, in a report published Saturday, had said that an army inquiry had recommended a probe by the Central Bureau of Investigation into the Technical Services Division (TSD) set up by Gen Singh which allegedly paid Rs.1.19 crore from the army's secret funds to Ghulam Hassan Mir in 2010, when mass youth protests had rocked the state, to destabilise the Omar Abdullah government in SRINAGAR, SEP 25: Chief Minister Omar Abdullah while commenting on the allegations of the ex army chief Gen V K Singh of transfer of money from army funds to various ministers in the state said that these allegations ought to be thoroughly probed and Centre should investigate the matter urgently. UPA woos employees, announces 7th pay commission


NEW DELHI, SEP 25: Ahead of elections, the government on Wednesday announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners. "Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", finance minister P Chidambaram said in a statement. The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the assembly elections in 5 states in November and the general elections next year. The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification. As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely 8Contd p2

University in Pakistan fines girls for wearing jeans in campus


ISLAMABAD, SEP 25: A Pakistani university has fined girl students for wearing jeans on the campus, a media report said on Wednesday. The National University of Sciences and Technology (NUST) made it compulsory for female students to wear dupatta and imposed a ban on wearing jeans in the university premises, the Dawn reported citing sources. The NUST authorities, however, denied the report, saying they only instructed the students to wear "decent" dresses, the report added. According to a notice posted on the university notice board, at least seven students were fined for not wearing dupatta or wearing jeans. Some girls were fined Pakistani Rs 500-Rs 1,000 for the offence, the report said. It added that the university's style of functioning was very strict as all important administrative posts were held by retired army officers. "Male and female students are not allowed to sit together and they are fined for violation. Teachers and students know that they will be fired and rusticated if they do anything against the will of the administration," the Dawn report quoted a faculty member as saying on condition of anonymity.

ROHIT SINGH RANA He was again in a vintage form in Bhopal. In a classic Julius Caesar type declaration- veni vidi vici (I came, I saw, I conquered) Modi emerged more triumphant from rally of his party workers. He looked poised and composed as the rally was different as well as historic. Seems the BJP PM nominee will have to live for some time with the sulking party patriarch Advani. This apart there was everything positive in the Bhopal with all good flavor and political craft leashed full steam. Assiduously crafted rally to project party unity must have injected some good adrenaline in Modis veins. Sensing the moment as opportune to make his candidature look a unifying factor, he in a patent uncanny, earthly way, sp ke about development in Madhya Pradesh under Shiv Raj Singh Chouhan and other BJP ruled states, even alluding to good governance in the NDA led coalition ruled states. That was necessary because he wants to be seen as a PM material in right earnest. Haunted for his dictatorial style of functioning and bringing only Gujarat under focus Modi was a different figure at Bhopal. If things turn good for him in future may be this rally will be seen as a subtle game changer as far as inter party unity and future prospects of alliances is concerned. Enemies for the Gujarat Chief Minister are many. They are in large numbers outside baying for his blood every now and then. But that is understandable. However, it is sufficient to turn ones stomach and if there are many detractors inside your own camp. Party President, Raj Nath Singh spared no effort to see that a message of unity goes from Bhopal. Sadly, the Old Man Advani is not in a mood to relent. It was in poor light to see him not responding positively in front of almost half a million people to Modis overtures. Peeved for being sidelined and still nursing a ravishing ambition for becoming Prime Minister, Advani is yet not willing to let it go peacefully. History will record even the most subtle moments and they have their immediate value. Giving ammunition to the opposition, Advani has once again shown himself to be the villain of the piece, than a real doting patriarch. Personal ambitions make people like him look brusque and nonchalant. Having said so, Bhopal rally has set a new setting for BJP. With Modi delivering a two in one speech in which on one side he stood a front man for a subtly managed unified BJP, on the other, he was unsparing on the Congress, ripping apart to smithereens, its corrupt and anti-people rule. Invoking Gandhi and giving a new twist to Bapus aspirations was a telling Modi salvo aimed at a cribbing Congress. The nation would have loved an open debate between him and Rahul but in all probability Indian nation has not matured to such a degree of open discussion. Congress will continue to shield Rahul from a rustic, witty and wily Modi who can pull off a decisive media victory before the elections. Congress had conveniently buried Gandhi soon after his death. It reminds of a page from India from Curzon to Nehru in which the noted journalist Durga Das very candidly, while quoting a popular leader who said that Congress buried Gandhi as soon as he died. It is this Congress underbelly that he has pricked. He has played the Bapu card well on time in Bhopal by alluding to the wish of the Father of the Nation to dissolve Congress and allow another political dispensation to serve India after elections. Intriguingly Modi, Gandhi and Advani have a strong Gujarat connection. Modi and Gandhi have the Gujarat in their blood while Loh Pursh after coming from Sindh made Gujarat his political Karambhoomi. An interesting script has been laid from Bhopal but the Advani still sulks under a grudge without understanding the mood of the nation. Regrettably, when the Elders fail to analyse the ferment in the country and wish to go along their beaten track, it hurts the party and the nation. The need for Advani, today is to come in open support for him; he did a damage control measure by shaking hands with Modi when he finished his speech. Obviously BJP bashers will not see that, they will focus on the cold response that the BJP patriarch gave to Gujarat Chief Minister when he bowed at his feet. Advani has to sense the temper of the people, there was not a single slogan raised in the Bhopal rally in his favour. It was Modi all the way and none else seems he has decided to act in a real PM way.

Will clock turn back Mr. CM?


Omar Abdullah, the Chief Minister immaculately dressed to meet a European Union delegation was in his element while elaborating upon the future of Jammu and Kashmir. Strange, that a chief minister is discussing the future of the state and articulating his dreams which normally a Prime Minister should. But with a Prime Minister who scarcely speaks and who has gone on a life time Moun, it is for everybody in the country to discuss Kashmir with such a sensitive foreign delegation. Omar outlined two extreme views about the State, one for secession from India and the other merger with India. In between the two, Omar has pointed to a third option. It is nothing but National Conferences historic document of autonomy. It sounds pretty good with a local Prime Minister, President and no Indian laws minus defence, currency and telecommunications. It means a reversal to pre 1953 position. Omar would hold his chest high as PM of Jammu and Kashmir to be received by Indian Prime Minister, may be a Rahul, Modi or some third front PM too could rush to the New Delhi airport to welcome him. As they say old habits die hard, so do old dreams. They are like vintage wine, tastier and more inebriating. Will any body tell the young Chief Minister that Ladakh and Jammu have rejected his autonomy? Is he then only bargaining for Kashmir valley? What then if only Kashmir, it still could make him the PM. Wow, three PMs in close vicinity, one at New Delhi another at Islamabad and the third at Srinagar. Good luck Omar only if clock could turn back! RANASAHIB

In reply to another question relating the reduction of Armed forces with the improvement of situation, the Chief Minister said that the presence of Armed forces is directly related to the graph of violence. "When the degree of violence and militancy reduces there should be normal reduction in the footprints of Army. However, this has not been the case here so far", he said maintaining that reduction in paramilitary forces has taken place but not of Army due to various reasons put forth by Army top brass. "Same is the case with revocation of AFSPA from some areas in a phased manner advocated by me repeatedly. While I am confident that there is need to its partial revocation, the Army forces have a different view on the subject", he said adding that he holds his view firmly and will continue to bat for revocation of AFSPA from the State gradually. The Chief Minister while replying a question on development and achievements of the Government during the last four and a half years, said that people are the best judge to scan the performance of his Government. "If I say that everything needed has been done in total, it will be exaggeration but if opposition says nothing has been done that is sheer incorrect and biased analysis", he said and mentioned various achievements his Government has achieved in the sectors of road communication, health, education, public health engineering, power, agriculture, horticulture, animal rearing, entrepreneurship development, skill development, employment generation and other sectors. The Chief Minister also replied various questions on development, politics, peace initiatives, security, human rights asked by various Ambassadors which included Ambassador of Greece, I. E. The two parties have different opinions on State-Centre Relations so the matter is time consuming and complex to be resolved in a twinkling of eye", he said adding that the Government of Jammu and Kashmir has only a limited role of a facilitator to resolve the long pending Kashmir issue. He said his Government is vehemently convincing the Union Government to be in dialogue with separatists and also engage Pakistan in an external dialogue so that the long pending political issues of Jammu and Kashmir are settled once for all. The Chief Minister said that the Constitution of India provides framework for the dialogue with the separatists adding that their role in resolution of the issue is important as they are on different page rather than the mainstream parties whose views are candidly clear on the subject. He said the reluctance by the separatists to get engaged in dialogue is a stumbling block in finding the roadmap to the problem. Omar Abdullah said that he does not see any immediate headwork in the Indo-Pak or Centre-Separate dialogues for the fact that Parliament Elections are in the offing. However, he underscored the need for a positive and flexible approach by India, Pakistan and separatists to come on the same page to get the political issues of Jammu and Kashmir resolved politically. In reply to a question about economy and development affecting the political situation, the Chief Minister said that he has time and again made it clear that while economic development and peace can create conducive atmosphere for dialogue process, these cannot solve the basic political issues confronting Jammu and Kashmir. "You can neither buy a solution to a political problem nor shoot it out. You have to address it politically and only politically", he said and thanked the Union Government for extra-ordinary economic support given to the State for growth, progress and prosperity. Return and resettlement in Kashmir is purely a political issue and cannot be linked with any other issue of day to day life needs. That has been the stand of the Government of India too as expressed by its standing council in the National Human Rights commission. The J&K government cannot wish Kashmiri Pandit community away and put its responsibility solely on the Central government. The community has a proportionate right over the resources and the budget of the land.

That is why we have special status, our own constitution and the State Flag", he said adding that the political issues of Kashmir are not born with the militancy in 1990 but their genesis is long back associated with the partition of the Country when the future of all States was decided other than Jammu and Kashmir. ance sheet and profit and loss account, enhancement of Dearness Allowances, enhancement of Gratuity to the employees, rectification of Pay Anomaly, regularisation of temporarily workers, out sourcing of assets, confirmation of promotions of the employees and other decisions for success of the Corporation. The meeting was informed that JKTDC has earned revenue of Rs 36 crore during last financial year while the revenue targets for current financial year were fixed at Rs 40 crore. Tourism Minister exhorted upon the Corporation employees to work with dedication and for making the

SRINAGAR, SEPT 25: Appreciating the efforts of the Department for curbing timber smuggling menace in the State, the Minister for Forests, Ecology and Environment Mian Altaf Ahmad asked the authorities of Forest Protection Force (FPF) to mobilize field functionaries besides ensuring round the clock presence of staff at forest check posts in order to thwart any attempt of timber smuggling and forest land encroachment. The Minister was reviewing the functioning of FPF here at

an officer meeting, on Wednesday, attended, among other, by Commissioner Secretary Forests, Director FPF, Joint Director, besides other senior officers of the department. The Minister directed the authorities of the department to handover all the seized timber to the Forest Department for further distribution among the consumers under proper permission. "It is better to distribute seized timber to the consumers, in time, rather leaving it for spoiling in open fields" said the Minister.

SRINAGAR, SEPT 25: The Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora on Wednesday pitched for total e-Governance in Municipalities so that people are provided on line services especially online delivery of house building permissions and Birth/Death certificates. While reviewing performance of six Municipal Committees of Budgam district and status of various on-going development works, Mr Jora on Wednesday urged for eGovernance in Municipalities to provide better services to the people as per their expectations. He also called for taking on board relevant departments' alongwith capacity building of the staff in Municipalities for this purpose. He directed that building permissions should be provided promptly without causing un-necessary harassment to the citizens. The Minister also urged for resource mobilization in Municipalities adding that priority should be given to out sourcing of services like Adda Entry fee. He stressed for raising income generating assets, wherever possible, to strengthen economic base of Municipal Committees. He directed the concerned officers and field agencies to give focussed attention towards sanitation in towns and cities adding that there should be no compromise in this regard. He instructed the concerned officers to put the Draft Master Plan for Budgam under public domain so that it is approved by the Cabinet as early as possible. While reviewing status of drainage works, the Minister asked the Director Urban Local Bodies to engage an expert consultant for preparing detailed project reports (DPR) for onward submission to the Centre for grant of required funds. JAMMU, SEPT 25: District D e v e l o p m e n t Commissioner, Jammu, Ajeet Kumar Sahu on Wednesday chaired a joint meeting of officials of Line departments and members of Panchayat Raj Institutions (PRIs) of Dansal Block to review the empowerment of PRIs with regard to the supervision of the fourteen departments endowed on these grass root level democratic institutions by the government. The meeting was attended by all the District and Sectoral officers and elected representatives of Panchayats. During the meeting, the Sarpanchs raised various issues and demands and sought the redressal. The DDC discussed the issues with the concerned departments and resolved these on the spot. The DDC also ensured that the 14 line Departments would sensitise the PRIs about various schemes and programmes being implemented by them. District Dev. Commissioner also issued on spot instruction to PHE, Agriculture PWD, Vet and Rural Development Department to maintain close liaison with Panchayats so that the grievances of the people are mitigated at the earliest. The line Departments were also directed by the DDC to attend the Panchayat meetings regularly failing which strict disciplinary action shall be initiated against delinquent officials. It is pertinent to mention that compulsory meeting with all 14 departments were being organized in all Blocks of District Jammu on scheduled dates to review the functioning of the PRIs.

JAMMU, SEPT 25Commissioner Secretary Labour & Employment, Mr. B. A. Runyal, on Wednesday chaired a meeting of the officers of the two departments to review their physical and financial achievement. Labour Commissioner, Shahid Anayatullah, Additional Commissioner Provident Fund Jammu Division Kamal Mahendru, Deputy Labour Commissioner Jammu Nitu Gupta and all Assistant Labour Commissioners of Jammu Division attended the meeting. Commissioner Secretary stressed for early disposal of cases (Labour Court) and effective implementation of Labour Laws. He also directed the concerned officers for ensuring regular inspection of factories and other production and business establishments to check any violation of labour laws. He said that the violators should be effectively prosecuted. Mr. Runyal also stressed for eradication of Child labour and said that the National Human Right Commission (NHRC) is keen to end the menace of child labour in the country. While reviewing the achievements of Employment Department, Commissioner Secretary took a district wise

The meeting was informed that Voluntary Service Allowance have already been given to 13654 youth in Jammu division, while under Jammu and Kashmir Self Employment Scheme, 522 cases have been sanctioned against the sponsored 1721 cases. Mr. Runyal directed the Director Employment to complete the sponsored cases by ending October and also follow the cases with the banks. Threadbare discussions were held regarding the performance of the Divisional Provident Fund Office, Jammu. The work done during the period 20122013 and the current financial year up to August' 2013 was highly appreciated by the Commissioner/Secretary. It was informed that during the current year up to August' 2013 , out of fresh 8048 2620 backlog withdrawal cases , 5361 cases were settled and the payment amounting to Rs.19.28 Crores was made to the subscribers. The meeting was further informed that during the same period an amount of Rs.57.34 Crores as Contributions, Rs.4.84 Crores as Administrative Charges and Rs.2.42 Crores as EDLI were received during the current financial year.

To ensure smooth transport for the spectators from the parking area to the circuit, 19,439 cars and 2,000 twowheelers will be stationed at the parking lot, an official said.

Kashyap had become the first Indian men badminton player to reach the quarterfinals of the Olympics in London last year and Guru said his performance instilled self-belief among his fellow shuttlers to do well at the international level. "Men singles have always been in the limelight for Prakash (Padukone) sir and Gopi ( Pullela Gopichand) sir and seniors like Arvind, Chetan and Anup. But suddenly there was a gap and no one was in the top 20. But I think it was Kashyap's performance at London Olympics that changed everything," Guru said. "It raised the bar. We have seen Kashyap train and have played against him at the academy. He has done something great at the Olympics.

debate on a television channel, a participant devised a new parameter to compare Mr Modi with the Congresss unofficial prime ministerial candidate, Mr Gandhi. The problem, according to the erudite commentator, is that the people know very little about Mr Modi. Now thats a wonder. One would have thought that after disseminating the tiniest bit of information that exists on the Gujarat Chief Minister and dissecting every section of Mr Modis enigmatic persona and the lack of information about his personal life, the people of Gujarat have swept him and the party he leads in the State to power for three consecutive terms. They have had no issues with his personal life. Millions of people in the country have no problem in seeing him as a deserving prime ministerial candidate, and they couldnt be less bothered by the so-called lack of information on his personal life. In any case, what has he got to hide? Does he have a criminal background which quite a few of the Congress members sitting in Assemblies and Parliament do? Ironically, many of his critics, who are eager to dig out material on Mr Modis personal life, have been advocating a shift from personality to issue-based politics. How does the endeavour to personalise Mr Modis candidature square up with such stated intent? The BJPs prime ministerial candidate has been speaking of issues; his detractors like the commentator quoted earlier, want to discuss personal affairs. In any case, there is enough material in the public domain about Mr Modis personal life; books on him do refer to it. If Mr Modi does not wish to discuss them, he has the right to privacy. But the rot has gone deep in the Congress. Affected by Modi- phobia, every party leader of some consequence is equipped with a Modi DIY (for dumbsters, it stands for Do It Yourself) kit. The various implements in the kit are designed to create the most grotesque configurations of the Gujarat Chief Minister. Some Congress leaders through constant practice have become remarkably skilled at the act. Others are busy writing and reading Modi for Dummies yet another inventive pursuit to de-humanise the Chief Minister. While the masters of imaginative nonsense are busy playing games, Mr Modi is marching ahead. (The accompanying visual is of BJP sup-

That the UPA regime sought to convert Monday's National Integration Council meet into an occasion for ridiculing the Opposition, is disheartening. The meeting was held in the shadows of the Muzaffarnagar riots and the preceding violence in Kishtwar; yet, instead of discussing the pressing issues of caste and communal polarisation, the Congress-led coalition at the Centre and its allies busied themselves with scoring quick political brownie points. And so it was that Samajwadi Party chief Mulayam Singh Yadav thought nothing before warning the BJP for trying to convert Uttar Pradesh into Gujarat, even though it was on his party's watch that about 50 people died earlier this month in one of the State's worst communal clashes in recent memory. Mr Yadav's comment was primarily an underhand reference to the BJP's in-charge in Uttar Pradesh but it was also a sly attempt to resurrect the pseudo-secularists favourite communal bogey the 2002 violence in Gujarat that happened under Mr Narendra Modi, now the principal opposition party's prime ministerial candidate. In fact, the Gujarat Chief Minister, as expected, also came under scathing attack for missing the NIC meeting. While one Congress leader took an under-thebelt shot at his prime ministerial ambitions and wondered if he was already considering himself too supreme to participate in such meetings, others sought to draw insidious conclusions on how his absence was a comment on his communal' credentials. Yet, it was not just Mr Modi who had given the NIC meet a miss. Thirteen other Chief Ministers had also stayed away they were mostly from outside the ruling party, such as West Bengal's Mamata Banerjee, Tamil Nadu's J Jayalalithaa, Chhattisgarh's Raman Singh and Odisha's Naveen Patnaik, but also included the odd Congressman such as Rajasthan's Ashok Gehlot. Instead of pointing fingers at them, the UPA should ask itself why so many leaders, from across the political spectrum, didnt consider it worth their time to attend the NIC meeting. The Council was envisaged as a pan-national body to combat the menace of communalism, casteism and regionalism. The 147-member Council includes not just political leaders but also eminent members from media, civil society and business. It has the potential to help significantly strengthen India's social fabric that routinely faces the onslaught of disruptive forces such as the politics of minority appeasement. Unfortunately, under the Congress-led UPA regime, the forum has been reduced to yet another excuse for releasing empty statements and memorandums. Even Jammu & Kashmir Chief Minister Omar Abdullah, who attended Monday's event, said the meeting should not be about bolting the stable doors after the horses have fled. He pointed out that there were no updates on the progress that may have been made since the last meeting was held in 2011. Similarly, there was also no mention of the communal violence Bill a once contentious issue that now seems to be forgotten. Given how communal divides are expected to deepen in the run-up to the 2014 election with minority-appeasers all active, the NIC meet has been a lost opportunity for political parties that are keen to contain the damage.

There is a time and place for everything. As Union Minister for Finance in the Rajiv Gandhi Government, VP Singhs tax police conducted raids on several high-profile industrialists and even hauled up a titan of industry to the police station for questioning. There was a huge furore but by and large the people saw VP Singh as a courageous Minister who had acted against the privileged. His image of a man of integrity helped, though he lost the Finance portfolio and got Defence, where he proceeded to unearth the Bofors and the HDW submarine scams. Imagine if today, under the tainted and corrupt-ridden Government, the authorities had to summon a prominent industrialist to the police station and question him on his companys financial dealing. Not only would the moral right of the regime be questioned but also the timing when the economy has tanked and investments are fleeing the country. It would be plain stupid to do a VP Singh now. Similarly, Congressmen must understand that the time for demonising Narendra Modi over the 2002 violence has long passed. The Congress had its chance in the immediate aftermath of the event, but it failed to capitalise on it. Mr Modi won the Gujarat 2002 Assembly election for the Bharatiya Janata Party, post the violence, by a handsome margin. Between then and now, the Congress has tried to resurrect the horrors of the past but failed repeatedly. Like many other events, the 2002 is past its shelf life. The tragic incident still rattles but the people have moved on so has politics. The only ones still stuck in a time warp are the Congress and the hate-Modi brigade. If only the Congress had shown a similar resolve in governing the country, we would have been saved many of the miseries that torment us. It started with a hobby a few Congress leaders from Gujarat and in the central leadership spent their spare time in Modibashing. Over time and as Mr Modi grew in stature into a pan-India figure, the hobby turned into a profession for many. The saturation point had to come soon, and it has. After years of vitriolic onslaught, the antiModi forces have run out of scoring points, and their plight has been made worse with

the failure of the Congress to project a leader of substance against the Gujarat Chief Minister and now the Bharatiya Janata Partys prime ministerial nominee. Mr Rahul Gandhi is a non-starter at worst and at best an untested leader. Mr P Chidambaram, another hopeful, has too much egg on his face over a failed economy and alleged complicity in the 2G Spectrum scam, to be a credible alternative to Mr Modi. But you must hand it to the Congress: It doesnt give up even if it has to continuously spin one fragile yarn after another to keep its venomous campaign alive. Given that various opinion surveys have consistently hammered the message that Mr Modi is the countrys foremost choice for prime ministership, with Mr Gandhi lagging a distant second, the Congresss desperation is understandable. What matches that desperation is the ingenuity of anti-Modi and pro-Congress elements in the media who are scrambling to downplay the surge in support for the Gujarat Chief Minister across the country. In a recent of his public life, theres little left to be known. But the commentator posed a teaser: What do the people know about Mr Modis personal life, his relationships etc? How on earth is that relevant? It is, the commentator emphasised. People will find it difficult to relate to a leader who is aloof, whose personal life marriage etc is under wraps. Contrarily, the commentator added, Mr Gandhis life is an open book (really?). We know about his father, grandmother and great grandfather, he said approvingly. So, it boils down to family lineage. A man who hawked tea at a railway station, broomed the rooms of the RSS office and rose from the lowest rungs to being the prime ministerial candidate of the countrys largest opposition party without a helpful shove from members of a political dynasty, cannot be trusted because we dont know anything about his relatives! He does not have an illustrious family tree to boast of. It never occurred to this otherwise wellintentioned commentator that, regardless

To the delight of his hosts, Mr Narendra Modis presence at the veterans rally at Rewari, Haryana, on September 15, though previously scheduled, metamorphosed into his debut as the Bharatiya Janata Partys prime ministerial candidate for the 2014 general election. It coincided with the Defence Research and Development Organisations successful test-firing of the Agni V missile, which the firebrand leader said symbolised a ray of light amidst nationwide gloom. The first sitting Chief Minister to be anointed as prime ministerial candidate by any party in independent India, Mr Modi wisely used this platform to inform the nation about his background, unfulfilled dreams, and aspirations. It was known that his father ran a modest tea stall at a minor railway station, where the sons helped out; he revealed that their background was rural and he studied in the village school. Describing with lan how poverty frustrated a desire to study at the Sainik school in Jamnagar district (attended, ironically, by his Haryana counterpart Bhupinder Singh Hooda), he skillfully nixed the demeaning factoids put out by some admirers about his caste and class origins. He is, incidentally, a postgraduate in political science. Contrary to media projections of the fourthterm Chief Minister as an outsider (even usurper) in New Delhi, Mr Modi has been entrenched in the BJPs central hierarchy after rising through the ranks by helping it win the Ahmedabad Municipal Corporation polls in 1986. He helped organise the Somnath-to-Ayodhya rath yatra in September 1990, though media highlighted the flamboyant Pramod Mahajan. However, he played the principal role in the Ekta Yatra from Kanyakumari to Kashmir in 1991 and made a major contribution to

When Shankarsinh Vaghela defected in 1996, Mr Modi saw to it that Mr Vaghelas supporters were denied tickets during the 1998 elections in Gujarat, and ensured the victory of the loyalists led by Mr Keshubhai Patel. He might have remained a general secretary in Delhi had not the Bhuj earthquake of 2001 forced Mr Keshubhais exit; he went to Gandhinagar as a caretaker while the leadership decided between the then front-ranking State leaders. He managed the relief and was biding his time when the Godhra train carnage took everyone by surprise; the rest is history. The Gujarat strongman is a seasoned politician with a rare ability to keep his cards close to his chest and plan winning moves in advance of his adversaries. In the Gujarat election of 2012, he decimated Mr Keshubhais breakaway party and won spectacularly, before visiting the vanquished stalwart to seeking his blessings. He similarly ignored Mr LK Advanis tantrums, knowing that the old man had no cards to play, no grassroots following to ensure his own victory in any constituency, and had, above all, lost traction with the RSS. So, just as Mr Advanis absence could not check Mr Modis elevation as campaign committee chief at Goa in June, his seething rage could not thwart the latters anointment as prime ministerial candidate on September 13. His coming around subsequently suggests that he wishes to contest the Lok Sabha election from Gandhinagar once again and expects Mr Modi to ensure his victory. It remains to be seen what the

On the one hand the ranks of unemployed and unemployable young men and women continue to swell unabated, year after year, and on the other prospects of creating opportunities for their gainful engagement are shrinking; not only for want of adequate resources but also because of lack of imagination at the top. Both, the state government and the government at the centre have been guilty of criminal neglect, to say the least. The overall attitude towards the youth and their genuine problems betrays criminal callousness. Frustration is rampant and understandably so. This state of mind increases vulnerability to mischief and mischievous motivation. The youth find themselves caught in a vicious circle. Their fast rising number makes this segment of the population a ticking bomb for the society. Certainly, there are ways and means to at least partially tackle this explosive problem with the resources available to the government. Lack of thinking within the Establishment is compounded by lack of understanding and imagination. It is high time to revisit this issue, appreciate its delicate dimensions and take all possible remedial measures to arrest the dangerous drift which this state can ill afford. Yours Etc. KERALA'S DARK AGE THREAT


The call by some Muslim organisations in Kerala to lower the marriageable age of Muslim girls from the legally defined 18 years, negating the value and validity of all the historic struggles to end child marriage, has set off a socio-political storm in the State. The mullahs' move is to approach the Supreme Court with a plea to exempt the Muslim community from the provisions of the Prohibition of Child Marriage Act, 2006, with regard to girls' marriageable age. The most dangerous aspect of this move is that they are asking for a different law for Muslims in a country that is ruled by laws with universal application, just as they have resisted the implementation of a Uniform Civil Code for the Muslim community. The mullahs claim that Shariah, the Muslim personal law, does not fix any minimum age for marriage of girls, an argument rejected by most Muslim youth, women and student outfits and Muslim intellectuals. But the clerics are determined to go ahead with their plan because they are emboldened by the silent but total support they are getting from the Muslim League, the second biggest party in the Congress-led ruling UDF in the State. It is obvious that the call for lowering the marriageable age for Muslim girls could not have sprung from the innocent conservatism (as some want to put it) of the mullahs alone, but it is part of a well-thought out plan for communal polarisation and consolidation of community votes, drawn up reportedly by the Muslim League. The clue lies in the timing. The call has come when the Congress in the State is shellshocked by the changes that have occurred in the electorate since the coronation of Gujarat Chief Minister Narendra Modi as the BJP's prime ministerial candidate. The Congress is aware of the popularity of Mr Modi among the secular middle class voters of Kerala, who have always shown great interest in his development policy and its implementation as seen in Gujarat. The Muslim League and such other secular outfits are desperate to counter Mr Modis appeal. In such a situation, the Congress, whose credibility is already hit hard by scams and misgovernance, and the UDF, would need a sharp tool to survive the coming Lok Sabha election; the Muslim League believes that consolidation of community votes is one solution. The call for legalisation of child marriage, which the League hopes would directly lead to its objective, has come from Muslim clerics. The Muslim League had unsuccessfully tried this strategy recently through the Social Welfare Department it is ruling, by issuing a circular aimed at legalising marriages of under-age Muslim girls. It is not unnatural for political parties to engage in petty games during poll time. But what is now at play is a very dangerous game that seeks to push girls of one community into a hell-like life, divide society on communal lines for electoral gains

Dear Editor, Writer U.R. Ananthamurthy's observation that Mr. Modi is a bully is unwarranted and unjustified. India wants a change - and not just for the sake of change. The Congress-led UPA 2 government has failed on all fronts. Prices of essential commodities have spiralled, the economic growth rate is down, unemployment has increased, communal conflicts have risen and corruption is unprecedented. India needs an alternative. There is no doubt that in a democracy, everyone has the right to express his or her views. But Mr. Ananthamurthy should know the mood of the nation, particularly the youth who are supporting Mr. Modi for the top post. The Jnanpith award winner should accept the mandate given to Mr. Modi by the people of Gujarat. Mr. Modi is a mass leader that is why the BJP is projecting him as its prime ministerial candidate. Neglected Youth
Dear Editor, The most depressing part of the present scenario

Gujarat electorate thinks about such tenacity. At Rewari, Mr Modi played the Hindutva card with finesse; the nationalist card with fanfare. Touching Hinduisms reformist face, he said the Arya Samaj had a deep impact in Haryana and that he received much respect when working there because he hailed from the land of its founder, Swami Dayanand Saraswati. He linked himself to the Sanatana Dharma by recalling that it was on the battlefield of Kurukshetra (Haryana) that Sri Krishna, prince of Dwarka (Gujarat), delivered the eternal message of the Bhagvad Gita. A small anti-Congress jibe followed dissident leader Morarji Desai was jailed in Haryana during the Emergency. The nationalist card received thundering applause from the audience of ex-servicemen. He recalled how as a schoolboy in class six or seven, he left home without telling his parents to serve refreshments to jawans returning from the front at Mehsana station in 1962; he lauded their sacrifices in Kargil, their services during the Bhuj earthquake and Uttarakhand floods. Seizing the moment to attack the UPA regime, Mr Modi recalled that amidst the Uttarakhand relief work for which officers and jawans sacrificed their lives in a bid to save as many persons as possible, Pakistani soldiers butchered five jawans in the Poonch sector in August. Yet the Defence Minister, unmindful of the anguish caused to the bereaved families, informed Parliament that terrorists wearing the uniforms of the Pakistani Army had committed the atrocity. The collateral damage from this skilful oratory has been a vicious and sustained attack on former Army chief General VK Singh, for being present on the dais and attracting the huge nationwide constituency of ex-servicemen towards the BJP. It is a crying shame that the Union Government is the source of the slander. One allegation is that Gen Singh misused secret Army funds to topple the Omar Abdullah Government in Jammu & Kashmir, though there is no corroborating evidence in the form of actual destabilisation of the regime during the impugned period. As Kashmir has been mentioned, it is pertinent to mention that Congress president and National Advisory Council chairperson Sonia Gandhi, and former NAC member Harsh Mander, are both associated with foreign bodies committed to the secession of Jammu & Kashmir from India. Sonia Gandhi is co-president of the Forum of Democratic Leaders in the Asia-Pacific which supports the secession and independence of Kashmir. The Rajiv Gandhi Foundation she heads has accepted funds from Friedrich Naumann Stiftung, a foundation which funds the FDL-AP. Mr Mander is a member of the Working Group of the Justice Foundation Kashmir Centre UK, of which Syed Ghulam Nabi

Fai is an American citizen of Kashmiri origin who was arrested by the FBI in July 2011 for secretly receiving $3.5 million from the ISI to fund illegal lobbying on the Kashmir issue. He hosted seminars to promote Islamabads viewpoint on Kashmir internationally; prominent guests included Mr Dilip Padgaonkar, the Indian Government appointed interlocutor on Kashmir. British media calls the Foundation a front for Pakistani spies. American prosecutors said in court that Fai ran some Kashmir Centers on behalf of the Pakistani Government, including the ISI. Surely it is others who have some explaining to do. Gen Singh should switch from defending himself to asking questions.

NEW DELHI, SEPTEMBER 25: The Delhi High Court on Wednesday deferred to October 1 hearing on the death penalty reference against four convicts in the December 16 gangrape and murder case and directed the police to supply to offenders the necessary set of documents A bench of justices Reva Khetrapal and Pratibha Rani listed the matter for Tuesday after the counsel for the four convicts submitted that they did not have the same paper books (set of documents) with which prosecution will present the case before it. The court had on Tuesday fixed the hearing of the death penalty reference on a dayto-day basis against convicts Mukesh (26), Akshay Thakur (28), Pawan Gupta (19) and Vinay Sharma (20) from Wednesday. The defence counsel informed the bench that they have not been provided with the set of documents either by the courts Registry or by the prosecution on a courts query whether they have received the paper books to start the arguments. Woman held for killing 3 daughters in Maharashtra


AHMEDNAGAR: A 26-year-old woman was today arrested for allegedly killing her three daughters at Gajarewadi here, police said. Shilpa Vikas Gajre was held for killing Vaishanavi (5), Pratiksha (3) and three-month old Anushka, whose bodies were found on September 20 in a well in neighbouring Katalwedhe, said Dnyaneshwar Dhokale, Inspector of Parner police station. Several Syrian rebel groups, including a powerful al-Qaeda-linked faction, said on Wednesday they reject the authority of the Western-backed opposition coalition, as U.N. inspectors returned to the country to continue their probe into chemical weapons attacks. In a joint statement, 13 rebel groups led by the al-Qaeda-linked Nusra Front slammed the Turkeybased Syrian National Coalition, saying it no longer represents their interests. BEIRUT, SEP 25: Lebanese airport officials say a team of U.N. chemical weapons inspectors has arrived in Beirut on its way back to Syria. U.N officials say the inspectors will complete their investigation into pending credible allegations of chemical weapons use in Syrias civil war. Lebanese officials, who spoke on condition of anonymity, say the six-member team, led by Swedish expert Ake Sellstrom, will travel by road to Syria later on Wednesday. A report following the inspectors previous trip said nerve agent sarin was used in an August attack near Damascus.

Pakistan quake toll jumps to 271


ISLAMABAD, SEP 25: Maj. Gen. Muhammad Saeed Aleem, chairman of the National Disaster Management Authority, said on Wednesday that 246 people were also injured. The 7.7-magnitude quake struck Tuesday in the countrys Balochistan province. Maj. Gen. Aleem spoke to reporters in Quetta, the capital of Balochistan. The remoteness of the area and lack of infrastructure has hampered relief efforts. Rescuers struggled to help thousands of people injured and left homeless after their houses collapsed in the earthquake. The earth moved with enough force to create a small island visible off the southern coast after the huge tremor, said Pakistani officials. The quake flattened wide swathes of Awaran, the district where it was centered. Most of the victims were killed when their houses collapsed. Associated Press images from the village of Kaich showed the devastation that the massive quake had wrought. Houses made mostly of mud and handmade bricks had collapsed, walls and roofs caved in and peoples possessions scattered on the ground. A few goats roamed through the wreckage as men dug through the rubble. In images shown on Pakistani television, an unidentified man who appeared to be injured in his leg was shown supported by two men helping him walk. He said he was drinking tea when he heard a loud bangIt shook everything. In Pakistani cities such as Karachi and Quetta people ran into the streets in fear, praying for their lives when the quake hit. The Pakistani military said it had rushed almost 1,000 troops to the area overnight and was sending helicopters as well. A convoy of 60 Pakistani Army trucks left Karachi early Wednesday, carrying supplies for those affected by the quake.

The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalised shortly after consultation with major stakeholders, Chidambaram said. Last week, the Union Cabinet had approved a proposal to hike dearness allowance to 90 percent from existing 80 percent. The increase in DA to 90 percent would result in additional annual expenditure of Rs 10,879 crore. There would be additional burden of Rs 6,297 crore on exchequer during 2013-14 on account of this hike in DA.

NEW DELHI, SEP 25: The government on Wednesday decided to finally announce the Seventh Pay Commission for central government employees and pensioners. "Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", Finance Minister P Chidambaram said in a statement. The setting up of the Commission, whose recom-

mendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the Assembly elections in 5 states in November and the general elections next year. MUMBAI, SEP 25: The RBI Wednesday banned zero percent interest rate scheme for purchase of consumer goods, a move intended to protect customers but may dampen the festive spirit. The central bank has also said that no additional charges can be levied on payment through debit cards. "...In principle, banks should not resort to any practice that would distort the interest rate structure of a product as this vitiates the transparency in pricing mechanism which is very important for the customer to take informed decision," RBI said in a notification. The very concept of zero percent interest is non-existent and fair practice demands that the processing charge and interest charged should be kept uniform product or segment wise, irrespective of the sourcing channel, such schemes only serve the purpose of alluring and exploiting the vulnera-

The notification further said that the only factor that can justify differential rate of interest for the same product, tenor being the same, is the risk rating of the customer, which may not be applicable in case of retail products where the interest is generally kept flat and is indifferent to the customer risk profile. "Such fee are not justifiable and are not permissible as per the bilateral agreement between the acquiring bank and the merchants and therefore calls for termination of the relationship of the bank with such establishments," it said. "These practices or products thwart the very principle of fair and transparent pricing of products which behold customer rights and customer protection, especially, in the more vulnerable retail segment," it said. Such practices violate, both in letter and spirit, various provisions of master circular on interest rate on advances "and therefore, you (banks) are advised to strictly desist from these practices hence forth," it added.

During an address to the United Nations yesterday, US President Barack Obama pushed for pursuing diplomacy with Iran's new government, but called on Tehran to be transparent about its nuclear programme. Iran's economy has been crippled by a series of UN and US sanctions aimed at bringing an end to its nuclear programme, which the West claims is being used to develop nuclear weapons. Delhi govt asked to decide on change in rules for nursery admission

Over 1,200 pvt schools to face closure in Haryana


CHANDIGARH, SEPT 25: Haryana government has initiated process to close around 1,200 private schools, which were being run without recognition from the state education department for years. In a recent communication to the district education officers (DEOs), the director general of school education, Chander Shekhar, has instructed to get these schools closed within a week. He has also asked the officers to take help from local administration and police, if needed, for sealing the schools. "The managements of these schools were given various opportunities to complete the formalities for recognition but they did not come forward for the same," said a senior officer of the education department, not willing to be quoted. "It seems they don't have the required infrastructure and staff as per norms that's why they didn't come forward to seek recognition from the department," maintained the officer, adding that action against non-recognized schools was being taken on the directions of the Punjab and Haryana high court. Education department officials said the number of students that could be affected due to the closing of unrecognized schools could not be estimated as those institutions never submitted information to the department. The education department has asked the DEOs to get the affected students enrolled in nearby government schools as their schools were being closed in the middle of the academic session. The officials claimed that they had warned the parents not to get their children admitted in those schools, which were not recognised by the education department.

NEW DELHI, SEPT 25: The Delhi high court on Wednesday directed Delhi government to take a decision within three months on a plea for an amendment in admission procedure for nursery to bring it in line with the Right to Education (RTE) Act which prohibits screening of children for admissions. A bench of Chief Justice N V Ramana and Justice Manmohan disposed of a PIL while directing Delhi government and the Lieutenant Governor (LG) to take a decision within 12 weeks on the representation of Social Jurist, a civil rights group, seeking amendment in the Recognised Schools (Admission Procedure for Pre-Primary Class) Order,

2007. The plea sought amendment in clause 14 of the order in the nursery admission process, to bring it in line with Section 13 read with Section 2(o) of the Right to Education (RTE) Act which prohibits screening of children for admissions. According to the PIL, Delhi government had in its 2007 order given freedom to private unaided recognised schools here to frame their own guidelines for nursery admissions. Petitioner NGO's counsel Ashok Agarwal, argued that by giving a free hand to the private unaided recognised schools to formulate their own guidelines for nursery admissions, the government had violated Section 13 of the RTE Act.

39% Indian students take loans, 22% win scholarship or grant to fund their MBA dream
MUMBAI, SEPT 25: Nearly four in 10 Indian students took loans in 2011-12 to fund his or her MBA dreams, data collated by the Graduate Management Admission Council shows. Many B-schools came to the rescue of students in this uncertain economy. Twenty-two per cent of Indian aspirants received financial assistance in the form of scholarship or grant. Of the rest, 17% took parents' help, 10% dug into personal savings and 13% looked for other options of funding. "The top reservations that prospective students cite programmes up to nearly all 96% full-time two-year MBA programmes," the latest GMAC survey report noted. More master's in management programmes (87%) offered scholarships than other specialized master's or MBA programmes, although full-time two-year MBA programmes had the highest average percentage of student scholarship recipients (43%) across all programme types. Professional MBA programmes, such as executive and parttime MBAs, were the least likely to offer scholarships to incoming students.

Thalassaemia patients to get extra time in board exams


NAGPUR, SEPT 25: Considering the request by Thalassaemia Society of Central India (TSCI), the Maharashtra State Board for Secondary Education has decided to give 20 minutes extra time per hour for students suffering from thalassaemia during the board examinations increasing the total examination duration for these students by one hour. The decision comes soon after a similar relaxation was granted for the students suffering from sickle cell disease (SCD) in May this year. The board has issued a letter dated Sept 17, 2013, in this regard to all divisions. The demand for this provision for thalassaemia patients was made by the president of TSCI Dr Vinky Rughwani in June following provision for SCD students. Dr Rughwani said he was grateful to the board authorities for considering and honouring his request. "I am delighted with the news. Board has announced 20 minutes time extra per hour for SCD students. Both SCD and thalassaemia students deserve this extra time to be able to compete with the other students. It is a real good and positive step," he said. Rughwani said that earlier most thalassaemia major patients would not survive the age of reaching Standard X or XII. But with regular blood transfusions and better medications in the past few decades their lifespan had increased. Though the disease does not affect mental abilities of a person, the extra one hour for board exam will act as a big incentive and motivation for these students as well as their parents to take the examination. The demand for this relaxation came after SCD was included for benefits in Rights of Persons with Disabilities (RPWD) Bill. The board chairman Gangadhar Mahamane as well the board's divisional secretary in city Anil Pardhi confirmed the decision to the TOI. " Yes, the subject was put to the examination committee in a meeting held on Sept 7. The committee decided in favour of thalassaemia students and Dr Rughwani's request," Pardhi said. The letter issued by the board secretary reads, "However, for availing this facility students have to produce a medical certificate from the district civil surgeon. Hence, all the schools and junior colleges in all the divisions in the state should inform about this resolution to the students and display it on their notice boards". Kumar Bhure, a Std XII student from Narkhed who has lost both his parents, said the increase in exam time came as a blessing for him. "I am in Std XII. More time will give them some relief as they can attempt more questions * It will also encourage patients to opt for higher education * It will help them concentrate better on writing the examination

CBSE hosts two-day training conference for principals of affiliated schools


NEW DELHI, SEPT 25: The Central Board of Secondary Education hosted a two-day training conference from to equip global learners with 21st century skills at The Indian High School, Dubai. The conference concluded on Wednesday. The principals and heads of CBSE affiliated schools in the Gulf region participated in the two-day event. The workshop on day one was followed by a conference on 'Equipping Global Learners with 21st Century Skills' which was inaugurated by minister for human resource development, government of India, Pallam Raju. CBSE chairman, Vineet Joshi, led sessions on the recent initiatives on skill development o f teachers, assessment of spe akin g and listening skills, open textbased assessment, gender sensitivity in schools and values education at the conference. The event witnessed an exchange of thoughts and ideas between academicians and CBSE officials. Important issues pertaining to curriculum planning with effective transaction, contemporary teaching methodologies in global perspective and consistent capacity building of teachers for future were deliberated at the event. This workshop was also a part of CBSE's initiative towards Continuous and Comprehensive Evaluation (CCE) which aims to improve student's performance by assessing it at regular intervals, right from the beginning of the academic session and employing suitable remedial measures for enhancing their learning performance.
