Interacts with European Union Delegation OMAR SAYS ACCESSION WAS ONLY ON FOUR ISSUES
SRINAGAR, SEPT 25: Highlighting the significance of his repeatedly advocating doctrine of dealing political issues in a political framework, Chief Minister, Omar Abdullah on Wednesday referred to the special status of the State recognized by Constitution of India and said that the accession of the Jammu and Kashmir to the Union of India was on four matters of currency, communication, foreign affairs and defence. "While all the States acceded to Union of India and then merged with it, the Jammu and Kashmir only acceded and not merged. That is why we have special status, our own constitution and the State Flag", he said adding that the political issues of Kashmir are not born with the militancy in 1990 but their genesis is long back associated with the partition of the Country when the

future of all States was decided other than Jammu and Kashmir. While talking to the European Delegation led by Ambassador and Head of the Delegation of the European Union to India, Joao Cravinho who called on him here, Omar Abdullah underlined the need of sustained internal and external dialogue between the Centre and the separatists and the two neighbouring countries of India and Pakistan to resolve
the K-issue once for all. The Chief Minister said that there are diverse views regarding the Kashmir issue. "While one extremist view is for cession, the other extremist opinion is total merger of the State with the Union of India. Unless the process of dialogue is started with a view to find out flexibility in both of the views and carve out a roadmap of addressing the issues, the position will not change", 8Contd p2

SRINAGAR, SEPT 25: Minister for Social Welfare, ARI and Trainings, Ms Sakina Itoo on Wednesday chaired a meeting of officers convened to review the functioning of Composite Regional Center(CRC), Bemina and Women Empowerment Society besides taking stock of various schemes being implemented under State Rehabilitation Council in the state. Ms Itoo directed the officers to work with unison and take necessary measures to avoid duplicity while implementing beneficiary schemes and reduce efforts so that schemes are extended to the larger section of the society. The Minister directed the officers to adopt proper norms and guidelines and maintain transparency besides swift action in the process so that the beneficiary does not face any difficulty. While discussing the State Rehabilitation schemes for Militancy Victims (MHV) Ms Itoo was informed that during current year upto ending August, Rs 2.24 crore were disbursed 8Contd p2

the Government of India, the Sate cannot sustain", he said and added that the financial situation of Jammu and Kashmir can be viewed by the fact that the State has total income of Rs. 6500 crore by all means and it has to pay annual salary of Rs. 13500 crore to its employees while the pensioners get another Rs. 1500 crore and annual electricity losses amount to Rs. 2000 crores. The Chief Minister said that to overcome the financial difficulty his Government has launched ambitious power projects to generate 9000 MWs of power in near future to give economic independence to Jammu and Kashmir and initiate model programmes for healthcare, education, social welfare and job creation. In reply to another question relating the reduction of Armed forces with the improvement of situation, the Chief Minister said that the presence of Armed forces is directly related to the graph of violence. "When the degree of violence and militancy reduces there should be normal reduction in the footprints of Army. However, this has not been the case here so far", he said maintaining that reduction in paramilitary forces has taken place but not of Army due to various reasons put forth by Army top brass. "Same is the case with revocation of AFSPA from some areas in a phased manner advocated by me repeatedly. While I am confident that there is need to its partial revocation, the Army forces have a different view on the subject", he said adding that he holds his view firmly and will continue to bat for revocation of AFSPA from the State gradually. The Chief Minister while replying a question on development and achievements of the Government during the last four and a half years, said that people are the best judge to scan the performance of his Government. "If I say that everything needed has been done in total, it will be exaggeration but if opposition says nothing has been done that is sheer incorrect and biased analysis", he said and mentioned various achievements his Government has achieved in the sectors of road communication, health, education, public health engineering, power, agriculture, horticulture, animal rearing, entrepreneurship development, skill development, employment generation and other sectors. The Chief Minister also replied various questions on development, politics, peace initiatives, security, human rights asked by various Ambassadors which included Ambassador of Greece, I. E. Raptakis, Ambassador of Lithuania, L. Talat-Kelpsa, Ambassador of Austria, B. Wrabetz, Ambassador of Poland, P. Klodkowski, Ambassador of Ireland, F McLaughlin and others. The European Union expressed gratitude to the Chief Minister for his candid and thought provoking interaction with the delegation and apprised him of their discussions with various groups and public representatives of different shades during their stay in Kashmir. terms of reference will be finalized shortly after consultation with major stakeholders, Chidambaram said.

Commissioner Secretary, Social Welfare Department, Mr. Mohammad Shafi Rather, Director CRC, Mr. Gazanfar, Executive Director, State Rehabilitation Council, Mrs Hafiza Muzaffar, Managing Director, Women's Development Corporation, Dr Nahid Soz, and other concerned officers were present in the meeting. Accusing the Centre of discrimination against NDA states like MP, he said it held back schemes for housing for the MP poor and power through the Sardar Sarovar dam by not allowing gates to be built. He added that NDA states had outperformed Congress states, leading to the Centre holding back data for the same. In an election punch, he added: "Do you want your children to be poor, illiterate and ill? If not you'll have to vote for freedom from this human misery. Surveys say a BJP wind is blowing. But even a 200-kilometer per hour wind can't inflate a bicycle tube. That'll require a pump (from you)."

"I have been elected and have been a minister three times since 1984. No institution or agency can create popularity. I am neither a man of agencies nor that of any institution. "Let me assert with all the force at my command that I have always stood for democracy and strengthening of democratic institutions. I do not need any certificate about my credentials. My people are the best judge of my character and performance. "I cannot be cowed down by any falsehood being spread about me. I stand for the truth. "If a fair probe is held, the truth will come out and I will stand vindicated. Therefore, I offer myself to an open and time-bound probe to look into these allegations". Pressure is now mounting on Chief Minister Omar Abdullah and the top leadership of the Congress party for recalling Mir from the state cabinet.

majority of deaths reported from the worsthit Awaran district. Maj Gen Muhammad Saeed Aleem, head of the National Disaster Management Authority, told reporters in Quetta he had information of 271 deaths and 246 injured. Other officials said 327 bodies were found in Awaran and Kech districts. Officials said more people were feared to be buried under debris in far-flung areas which rescue teams had entered only today because of the difficult terrain and lack of roads. According to official estimates, over 300,000 people in six districts were affected by the quake that hit yesterday afternoon. Many do not have access to food, drinking water or shelter and the situation was exacerbated by the hot weather. Balochistan chief minister Abdul Malik Baloch has declared an emergency in Awaran and five other districts located near the epicentre. Over 1,000 army and Frontier Corps personnel are involved in rescue operations and military officials said eight tonnes of food and medicines and six helicopters had been moved to the affected areas. A large number of people were rescued from the debris of collapsed mud-brick houses and the injured were given emergency aid by military doctors and paramedics. Residents of Awaran said no building in the town, including hospitals, schools and government officials, had remained intact.

government of National Conference and Congress parties. The two parties have different opinions on State-Centre Relations so the matter is time consuming and complex to be resolved in a twinkling of eye", he said . He said that the Constitution of India provides framework for the dialogue with the separatists adding that their role in resolution of the issue is important as they are on different page rather than the mainstream parties whose views are candidly clear on the subject. He said the reluctance by the separatists to get engaged in dialogue is a stumbling block in finding the roadmap to the problem. Omar Abdullah said that he does not see any immediate headwork in the Indo-Pak or Centre-Separate dialogues for the fact that Parliament Elections are in the offing. However, he underscored the need for a positive and flexible approach by India, Pakistan and separatists to come on the same page to get the political issues of Jammu and Kashmir resolved politically.

114 runs coming off it. The 13th over of the Royals innings proved to be 'lucky' for the home team as Watson and Binny slammed left-arm spinner Aaron Phangiso to all corners scoring 22 runs from that over which included two huge sixes hit over long-on and long-off by the Aussie all-rounder. That was when the Royals finally managed to break the shackles as an even 100 was scored off the last eight overs. The duo added 43 runs in only 4 overs after which Watson mistimed a straight hit which was taken at long-on off Tsotsobe's bowling. After Watson's departure Binny continued to find the gaps adding another 35 runs in 3.2 overs before he was castled Pretorious. The Karnataka all-rounder hit five fours and a six during his innings. Put into bat, Ajinkya Rahane (5) didn't enjoy a good outing as he lofted Sohail Tanvir but didn't get enough power as the skier was well taken by a diving Hardus Viljoen stationed at mid-off. NEW DELHI: Buoyed by India's best-ever performance at the World Championships, Olympic heroes Sushil Kumar and Yogeshwar Dutt on Wednesday vowed to settle for nothing less than atleast five medals in the next edition at Rio de Janeiro in 2016. India finished with three medals at the recently concluded World Championship at Budapest, Hungary. "We are targeting at least 4-5 medals at the Rio Olympics. We have started preparing ourselves in that direction and we will settle for nothing less than a gold medal. The World Championship medals have changed the future of the Indian wrestling for the better. This will start a new culture of wrestling in the country," Sushil, India's most successful invidual Olympian said in a confident note. Yogeshwar said the recent success of Indian grapplers is a result of a change in their mentality and they are now hungry for success and not and Bajrang, who even dedicated his World Championships bronze to his idol Yogeshwar, the wrestler from Bhainswal Kalan village, Sonepat said, "Both these grapplers are just 19 years old and I can say our sport will be in able hands for years to come. Amit's posture while standing and attacking style are his plus point while Bajrang's leg defence and endurance level is very high." Both the wrestlers are gearing up for the Commonwealth Games, Asian Games and World Cup and would be participating in selective tournaments this year to remain injury-free. "I will be participating in two-three tournaments this year to prapare well for the three events. There will be slight shuffle in the weight categories of all the wrestlers after the world body's decision to reduce the number of existing seven weights to six. So, I am also waiting for the development to happen," said Yogeshwar.
NEW DELHI: A fiery cameo by Brad Hodge and brilliant bowling by Pravin Tambe helped Rajasthan Royals thrash Highveld Lions by 30 runs and register their second consecutive win in the Champions League T20 at the Sawai Mansingh stadium in Jaipur on Wednesday. Tambe finished with a brilliant figure of 4/15 to restrict Lions to just 153/8 after Hodge's 23-ball-46 in death overs guided hosts to 183/5. After a steady fourth wicket stand between Hardus Viljoen and Alvior Petersen that gave some hope to the Lions following early blows, the visitors stumbled again, giving Rajasthan total control. Viljoen (24) was the fourth man to fall after a sharing 53-run partnership Petersen. He was soon joined by Jean Sumes and Sohail Tanvir in the dressing room. After Shane Watson gave Royals first breakthrough by scalping Quinton de Kock at the score of 25, Vikramjeet Malik dealt Lions double-
blow and reduced the visitors to 36/3. Malik first got Van der Dussen caught by skipper Rahul Dravid and then sent back T Bavuma without allowing him to get off the mark. A fiery knock by Brad Hodge in death overs after decent contribution from the middle order powered Rajasthan Royals to a massive 183/5. T20 freelancer Brad Hodge showed why he is sought after in the shortest format as he blasted his way to 23-ball46 which included six fours
and two sixes. He got 20 out off the 21 runs that came off the final over of the innings bowled by Pakistani left-arm seamer Sohail Tanvir. All-rounder Stuart Binny played a nice cameo smashing 38 off only 20 balls while experienced Shane Watson (33, 24 balls, 4x4, 2x6) and veteran skipper Rahul Dravid (31, 30 balls, 5x4) also made useful contributions. While Royals managed only 69 in the front 10, the back10 proved to be far more profitable with a whopping

India thrash Pakistan 4-0 in Sultan of Johor Cup Kashyap changed momentum of
JOHOR BAHRU (MALAYSIA): India pumped in four goals in the second session in a sizzling display of attacking hockey to post a comprehensive 4-0 victory over arch-rivals Pakistan in the Sultan of Johor Cup Under-21 tournament on Wednesday. The Indians, who completely outplayed their opponents, struck three goals in a space of 11 minutes after resumption through Sukhmonjit Singh (38th and 46th minutes) and Imran Khan (45th) before Ramandeep Singh fired in his fourth goal of the tournament in the 61st minute. It was a spectacular performance by the Indians in the second half that saw them win by a huge margin over the Pakistanis who were on equal terms with their neighbours till the half time. The Indians were a completely different outfit in the second session, which turned out to be a completely one-sided affair as they dictated the pace of the game by using both the flanks well and distributing the ball nicely to mount raids into the rival's striking circle almost at will. With Wednesday's win, their third on the trot, India are on top of the league table along with hosts Malaysia with nine points from three victories from as many matches. The Indians are in a strong position to make it to the final. The first goal came in the third minute into the second half from India's fourth penalty corner. Amit Rohidas did not take the strike and instead relayed to Sukhmonjit who slammed the ball home with a pile driver. Imran Khan then made it 2-0 for India in the 45th minute as he connected a fine pass from the right by Harjeet Singh. Ramandeep then earned a penalty stroke in the next minute and Sukhmonjit scored his second goal of the match and shut the game on Pakistan. Pakistan had a first look at the goal via a penalty corner by Mohammad Tousiq in the fifth minute but Indian custodian Harjot Sing was equal to the task. In the 15th minute, India almost earned the lead but Amit Rohidas's drag-flick off a penalty corner hit the upright. India came out in the second session with all guns blazing and took just three minutes to earn a penalty corner and take the lead. Instead of taking the shot himself, Amit Rohidas relayed the ball to Sukhmonjit whose flick sailed into the roof of the Pakistani net. The second goal came in the 45th minute from a fine effort by Harjeet Singh who dribbled past a couple of defenders on the right flank and sent a square pass to Imran Khan who slotted the ball into an empty goal with Pakistan goalkeeper Mazhar wrongfooted. In the 61st minute, Kothajit Singh broke through on the left and set up a simple tap in for Ramandeep to score India's fourth goal and the humiliation was complete.
Indian men's singles: Gurusaidutt have the last call: Lalit Modi

NEW DELHI: Parupalli Kashyap's quarterfinal feat at the 2012 London Olympics changed the momentum of Indian men's singles, said rising shuttler RMV Gurusaidutt, who wants to break into the top-15 this year. Kashyap had become the first Indian men badminton player to reach the quarterfinals of the Olympics in London last year and Guru said his performance instilled self-belief among his fellow shuttlers to do well at the international level. "Men singles have always been in the limelight for Prakash (Padukone) sir and Gopi ( Pullela Gopichand) sir and seniors like Arvind, Chetan and Anup. But suddenly there was a gap and no one was in the top 20. But I think it was Kashyap's performance at London Olympics that changed everything," Guru said. "It raised the bar. We have seen Kashyap train and have played against him at the academy. He has done something great at the Olympics.
So I also started believing in myself and gradually one has become two and two has become four. So it was his performance that has changed the momentum of Indian men's singles. "It was sad that he could not win a medal at the world championship. It would have further inspired all of us to do well. But I can say that all are equal now in men's singles," added Guru, who had reached his career-best ranking of top 20 last month. The 2008 Commonwealth Youth Games gold medallist said the presence of more and more talented players in the academy have made their practice sessions intense, which has resulted in better performances. "It helps a lot to play against different players in the academy. Earlier, I used to play Kashyap and Sai Praneeth, so it was 2-3 players but now we have seven or eight different players at the centre. So the intensity is also high at the practice. It is giving us more results in the men's singles."
the architect of IPL. It was a difficult dream but I realized it. "I did a few things but I wanted the league to improve. But it's now going in backward direction. Hope BCCI get their act together. I wanted to tighten the rules but at the same time make it transparent," the former IPL czar said from his London residence. Modi feels that it's imperative that one makes all the owners "responsible for running the game" but at the same time said that "BCCI probably doesn't want to lose control". However on the issue of financial irregularities, Modi didn't come up with a concrete answer.

debate on a television channel, a participant devised a new parameter to compare Mr Modi with the Congresss unofficial prime ministerial candidate, Mr Gandhi. The problem, according to the erudite commentator, is that the people know very little about Mr Modi. Now thats a wonder. One would have thought that after disseminating the tiniest bit of information that exists on the Gujarat Chief Minister and dissecting every section of Mr Modis enigmatic persona and the lack of information about his personal life, the people of Gujarat have swept him and the party he leads in the State to power for three consecutive terms. They have had no issues with his personal life. Millions of people in the country have no problem in seeing him as a deserving prime ministerial candidate, and they couldnt be less bothered by the so-called lack of information on his personal life. In any case, what has he got to hide? Does he have a criminal background which quite a few of the Congress members sitting in Assemblies and Parliament do? Ironically, many of his critics, who are eager to dig out material on Mr Modis personal life, have been advocating a shift from personality to issue-based politics. How does the endeavour to personalise Mr Modis candidature square up with such stated intent? The BJPs prime ministerial candidate has been speaking of issues; his detractors like the commentator quoted earlier, want to discuss personal affairs. In any case, there is enough material in the public domain about Mr Modis personal life; books on him do refer to it. If Mr Modi does not wish to discuss them, he has the right to privacy. But the rot has gone deep in the Congress. Affected by Modi- phobia, every party leader of some consequence is equipped with a Modi DIY (for dumbsters, it stands for Do It Yourself) kit. The various implements in the kit are designed to create the most grotesque configurations of the Gujarat Chief Minister. Some Congress leaders through constant practice have become remarkably skilled at the act. Others are busy writing and reading Modi for Dummies yet another inventive pursuit to de-humanise the Chief Minister. While the masters of imaginative nonsense are busy playing games, Mr Modi is marching ahead. (The accompanying visual is of BJP sup-
Having miserably failed in their many attempts to check the rise of the Gujarat Chief Minister to the national stage, the anti-Modi brigade has resorted to cheap snides on his personal life
the failure of the Congress to project a leader of substance against the Gujarat Chief Minister and now the Bharatiya Janata Partys prime ministerial nominee. Mr Rahul Gandhi is a non-starter at worst and at best an untested leader. Mr P Chidambaram, another hopeful, has too much egg on his face over a failed economy and alleged complicity in the 2G Spectrum scam, to be a credible alternative to Mr Modi. But you must hand it to the Congress: It doesnt give up even if it has to continuously spin one fragile yarn after another to keep its venomous campaign alive. Given that various opinion surveys have consistently hammered the message that Mr Modi is the countrys foremost choice for prime ministership, with Mr Gandhi lagging a distant second, the Congresss desperation is understandable. What matches that desperation is the ingenuity of anti-Modi and pro-Congress elements in the media who are scrambling to downplay the surge in support for the Gujarat Chief Minister across the country. In a recent of his public life, theres little left to be known. But the commentator posed a teaser: What do the people know about Mr Modis personal life, his relationships etc? How on earth is that relevant? It is, the commentator emphasised. People will find it difficult to relate to a leader who is aloof, whose personal life marriage etc is under wraps. Contrarily, the commentator added, Mr Gandhis life is an open book (really?). We know about his father, grandmother and great grandfather, he said approvingly. So, it boils down to family lineage. A man who hawked tea at a railway station, broomed the rooms of the RSS office and rose from the lowest rungs to being the prime ministerial candidate of the countrys largest opposition party without a helpful shove from members of a political dynasty, cannot be trusted because we dont know anything about his relatives! He does not have an illustrious family tree to boast of. It never occurred to this otherwise wellintentioned commentator that, regardless
Former Army chief VK Singh has become a target of collateral damage in the slander campaign the Congress has launched against Narendra Modi. Singh must ask the party some tough questions
BJPs 1995 victory in Gujarat. When Shankarsinh Vaghela defected in 1996, Mr Modi saw to it that Mr Vaghelas supporters were denied tickets during the 1998 elections in Gujarat, and ensured the victory of the loyalists led by Mr Keshubhai Patel. He might have remained a general secretary in Delhi had not the Bhuj earthquake of 2001 forced Mr Keshubhais exit; he went to Gandhinagar as a caretaker while the leadership decided between the then front-ranking State leaders. He managed the relief and was biding his time when the Godhra train carnage took everyone by surprise; the rest is history. The Gujarat strongman is a seasoned politician with a rare ability to keep his cards close to his chest and plan winning moves in advance of his adversaries. In the Gujarat election of 2012, he decimated Mr Keshubhais breakaway party and won spectacularly, before visiting the vanquished stalwart to seeking his blessings. He similarly ignored Mr LK Advanis tantrums, knowing that the old man had no cards to play, no grassroots following to ensure his own victory in any constituency, and had, above all, lost traction with the RSS. So, just as Mr Advanis absence could not check Mr Modis elevation as campaign committee chief at Goa in June, his seething rage could not thwart the latters anointment as prime ministerial candidate on September 13. His coming around subsequently suggests that he wishes to contest the Lok Sabha election from Gandhinagar once again and expects Mr Modi to ensure his victory. It remains to be seen what the
in Jammu and Kashmir is the unabated despondency and unrest amongst the youth of this state. On the one hand the ranks of unemployed and unemployable young men and women continue to swell unabated, year after year, and on the other prospects of creating opportunities for their gainful engagement are shrinking; not only for want of adequate resources but also because of lack of imagination at the top. Both, the state government and the government at the centre have been guilty of criminal neglect, to say the least. The overall attitude towards the youth and their genuine problems betrays criminal callousness. Frustration is rampant and understandably so. This state of mind increases vulnerability to mischief and mischievous motivation. The youth find themselves caught in a vicious circle. Their fast rising number makes this segment of the population a ticking bomb for the society. Certainly, there are ways and means to at least partially tackle this explosive problem with the resources available to the government. Lack of thinking within the Establishment is compounded by lack of understanding and imagination. It is high time to revisit this issue, appreciate its delicate dimensions and take all possible remedial measures to arrest the dangerous drift which this state can ill afford. Yours Etc. Unjustified observations
Dear Editor, Writer U.R. Ananthamurthy's observation that Mr. Modi is a bully is unwarranted and unjustified. India wants a change - and not just for the sake of change. The Congress-led UPA 2 government has failed on all fronts. Prices of essential commodities have spiralled, the economic growth rate is down, unemployment has increased, communal conflicts have risen and corruption is unprecedented. India needs an alternative. There is no doubt that in a democracy, everyone has the right to express his or her views. But Mr. Ananthamurthy should know the mood of the nation, particularly the youth who are supporting Mr. Modi for the top post. The Jnanpith award winner should accept the mandate given to Mr. Modi by the people of Gujarat. Mr. Modi is a mass leader that is why the BJP is projecting him as its prime ministerial candidate. Yours faithfully, Nitika Verma, Bishnah
Neglected Youth
Dear Editor, The most depressing part of the present scenario
Gujarat electorate thinks about such tenacity. At Rewari, Mr Modi played the Hindutva card with finesse; the nationalist card with fanfare. Touching Hinduisms reformist face, he said the Arya Samaj had a deep impact in Haryana and that he received much respect when working there because he hailed from the land of its founder, Swami Dayanand Saraswati. He linked himself to the Sanatana Dharma by recalling that it was on the battlefield of Kurukshetra (Haryana) that Sri Krishna, prince of Dwarka (Gujarat), delivered the eternal message of the Bhagvad Gita. A small anti-Congress jibe followed dissident leader Morarji Desai was jailed in Haryana during the Emergency. The nationalist card received thundering applause from the audience of ex-servicemen. He recalled how as a schoolboy in class six or seven, he left home without telling his parents to serve refreshments to jawans returning from the front at Mehsana station in 1962; he lauded their sacrifices in Kargil, their services during the Bhuj earthquake and Uttarakhand floods. Seizing the moment to attack the UPA regime, Mr Modi recalled that amidst the Uttarakhand relief work for which officers and jawans sacrificed their lives in a bid to save as many persons as possible, Pakistani soldiers butchered five jawans in the Poonch sector in August. Yet the Defence Minister, unmindful of the anguish caused to the bereaved families, informed Parliament that terrorists wearing the uniforms of the Pakistani Army had committed the atrocity. The collateral damage from this skilful oratory has been a vicious and sustained attack on former Army chief General VK Singh, for being present on the dais and attracting the huge nationwide constituency of ex-servicemen towards the BJP. It is a crying shame that the Union Government is the source of the slander. One allegation is that Gen Singh misused secret Army funds to topple the Omar Abdullah Government in Jammu & Kashmir, though there is no corroborating evidence in the form of actual destabilisation of the regime during the impugned period. As Kashmir has been mentioned, it is pertinent to mention that Congress president and National Advisory Council chairperson Sonia Gandhi, and former NAC member Harsh Mander, are both associated with foreign bodies committed to the secession of Jammu & Kashmir from India. Sonia Gandhi is co-president of the Forum of Democratic Leaders in the Asia-Pacific which supports the secession and independence of Kashmir. The Rajiv Gandhi Foundation she heads has accepted funds from Friedrich Naumann Stiftung, a foundation which funds the FDL-AP. Mr Mander is a member of the Working Group of the Justice Foundation Kashmir Centre UK, of which Syed Ghulam Nabi
Fai is director; it has received funds from Pakistans ISI. Fai is an American citizen of Kashmiri origin who was arrested by the FBI in July 2011 for secretly receiving $3.5 million from the ISI to fund illegal lobbying on the Kashmir issue. He hosted seminars to promote Islamabads viewpoint on Kashmir internationally; prominent guests included Mr Dilip Padgaonkar, the Indian Government appointed interlocutor on Kashmir. British media calls the Foundation a front for Pakistani spies. American prosecutors said in court that Fai ran some Kashmir Centers on behalf of the Pakistani Government, including the ISI. Surely it is others who have some explaining to do. Gen Singh should switch from defending himself to asking questions.

Reddy was granted bail, industrialist Nimmagadda Prasad and suspended senior bureaucrat K.V. Brahmananda Reddy, both accused in the Vadarevu Nizampatnam Ports and Industrial Corridor (VANPIC) aspect of the quid pro quo investments case, filed separate petitions in a special court here on Tuesday seeking bail. Both Mr. Prasad and Mr. Reddy were arrested by the Central Bureau of Investigation on May 15 last year on the charges of quid pro quo investments and the role in allotment of land to VANPIC project illegally, respectively. Interestingly, legal counsel of the third and sixth accused in the VANPIC case have not made any mention of Mr. Jagan getting bail in their petitions. In the petition filed on behalf of Mr. Prasad, his counsel requested the court to grant bail since the CBI had informed the court that its investigation into VANPIC aspect of the quid pro quo case was completed in all respects. Besides, the CBIs apprehension that since he had no power over government officials, public servants and ministers as he was only an investor. The VANPIC promoter had appeared before CBI 13 times before his arrest and had cooperated with the investigating agency during his 10-day custody given to it after arrest, the counsel explained. Further, the court was told that there was no need to keep him in continuous detention as it would violate his right to fair trial and he could not defend himself properly during the trial only if he was kept in jail, counsel stated. Mr. Reddys counsel said his client tampering with evidence would not arise at all as he had no access to records available with the government. Assam police kill ULFA militant, Bandh total in Seemandhra SEPTEMBER 25: arrest three in Goalpara District HYDERABAD, Coastal Andhra and Rayalaseema
GOALPARA: Assam Police have killed a United Liberation Front of Assam (ULFA) militant and arrested three others. Police said they were informed about the activities of the antsocial elements around Goalpara district, which borders Meghalaya. According to the police, two or three militants were also injured, but they managed to escape. Two pistols, three cell phones, two pairs of shoes and a wallet containing money were seized from the arrested militants. Police said that the operation was still underway. "I have told you that the operation is going on. Yes we have recovered some weapons, but we can't say now. The operation is still fully going on. After conclusion of operation we will be able to tell you," said A.P. Tiwari, Senior Superintendent of Police. Tiwari added that three AK-81 rifles, nine magazines and three US-made bottle grenades were seized from them and the arms were being taken to Goalpara district. ULFA, the top militant group fighting in the country's remote northeast for almost three decades. More than a dozen insurgent groups have been fighting the government for decades in Assam and neighbouring states of northeast India, killing thousands in attacks on civilian troops and paramilitary. The groups blame the government of plundering the region's significant mineral and agricultural resources and ignoring demands for greater autonomy and greater economic opportunities. bandh called by the Save United AP Forum against the decision to bifurcate the State on Tuesday was total and peaceful. Though the Forum gave a specific call for roads and highways bandh on September 24 as part of week-long agitational programme to intensify the Samaikhyandhra movement, it turned out to be a general bandh with voluntary closure of educational and business establishments and petrol bunks. Blockade of main roads, highways, rasta-rokos, motor cycle rallies, human chains and padayatras marked the day in all the 13 Seemandhra districts while the main thoroughfares in cities and towns wore a deserted look with the commercial and business establishments and schools and colleges remaining closed as people participated in the bandh voluntarily. The integrationists blocked all the roads and prevented movement of vehicular traffic paralysing the entire inter-State traffic in the region. Life in the temple town of Tirupati came to a standstill due to the transport bandh while in some areas, antisocial elements indulged in unruly behaviour of deflating tyres of several vehicles. As buses to Tirumala were not allowed to ply, pilgrims were subjected to severe inconvenience and had to walk all the way with their luggage from the railway station to the Garuda circle near Alipiri. Voluntary participation
People observed bandh voluntarily in Rajahmundry, Kakinada, Peddapuram, Amalapuram, Ravulapalem in East Godavari district. In Kadapa, medicos of Rajiv Gandhi Institute of Medical Sciences picketed the residence of Minister for Minority Welfare Mohd. Ahmadullah demanding his resignation from the Cabinet even as the Minister expressed his solidarity to the movement. About 4,000 IIIT students took out a padayatra from Idupulapaya to Ganditheertham. In Visakhapantam and Vizianagaram districts, the bandh was total while petrol bunks too did not function in Srikakulam district. A mega human chain was formed by integrationists in Anantapur. sign this ordinance. The President is not obliged to sign an ordinance that is unconstitutional, Ms. Swaraj had said. The Supreme Court had on July 10 ruled that an MP, an MLA or an MLC would stand disqualified immediately if convicted by a court for crimes with punishment of two years or more. The government had moved the apex court for a review earlier this month which was rejected. The ordinance to undo the courts verdict was brought after the government failed to get a Bill to this effect passed in Parliament during the Monsoon Session.

Al-Shabaab blames Kenya for Nairobi mall deaths
NAIROBI, SEP 25: The militant group behind the four-day takeover of a Nairobi mall claimed on Wednesday that Kenyan government forces used chemical weapons in their assault on the building, then carried out a demolition to cover evidence and buried 137 hostages. In a series of Twitter posts from an account believed to be genuine, alShabaab said that having failed to defeat the mujahideen inside the mall, the Kenyan govt disseminated chemical gases to end the siege. They added to cover their crime, the Kenyan govt carried out a demolition to the building, burying evidence and all hostages under the rubble. Government spokesman Manoah Esipisu immediately denied the claim, telling told The Associated Press no chemical weapons were used and that the official civilian death toll remains 61. Al-Shabaab is known for wild allegations and there
UNITED NATIONS, SEP 25: Hopeful yet unyielding, President Barack Obama and new Iranian President Hasan Rouhani both spoke up fervently for improved relations and a resumption of stalled nuclear talks on Tuesday at the U.N. but gave no ground on the long-held positions that have scuttled previous attempts to break the impasse. The leaders separate appearances at the United Nations General
Assembly came amid heightened speculation about a thaw in U.S.-Iranian relations following the election of Mr. Rouhani, a more-moderate sounding cleric. In fact, officials from both countries had quietly negotiated the possibility of a brief meeting between Mr. Obama and Mr. Rouhani. But U.S. officials said the Iranians told them Tuesday that an encounter would be too complicated given uncertainty
about how it would be received in Tehran. Instead, Mr. Obama and Mr. Rouhani traded their public messages during addresses hours apart at the annual U.N. meetings. Mr. Obama declared that it was worth pursuing diplomacy with Iran even though scepticism persists about Tehrans willingness to back up its recent overtures with concrete actions to answer strong concerns at the U.N. and in many
is absolutely no truth to what theyre saying, he said. Mr. Esipisu said floors of the building collapsed after a fire started by the al-Shabaab attackers caused structural weakness in a third floor parking lot, which then came down onto the second floor and brought it down onto the first, or ground floor. At the mall on Wednesday morning, gunshots could be heard. Mr. Esipisu said the shots came from Kenyan forces going room to room in the large Westgate Mall, firing protectively before entering unknown territory. President Uhuru Kenyatta told the
nation the night before the terrorists had been defeated and declared three days of national mourning beginning on Wednesday. During sanitisation once you take control of the place if you go to a room where you havent visited before you shoot first to make sure you arent walking into an ambush, he said. But there hasnt been any gunfire from the terrorists for more than 36 hours. The Kenyan government said forensic experts from the United States, Britain and Israel would be assisting them in their investigation of the attack.

NEW DELHI, SEP 25: The government on Wednesday decided to finally announce the Seventh Pay Commission for central government employees and pensioners. MUMBAI, SEP 25: The RBI Wednesday banned zero percent interest rate scheme for purchase of consumer goods, a move intended to protect customers but may dampen the festive spirit. The central bank has also said that no additional charges can be levied on payment through debit cards. "...In principle, banks should not resort to any practice that would distort the interest rate structure of a product as this vitiates the transparency in pricing mechanism which is very important for the customer to take informed decision," RBI said in a notification. The very concept of zero percent interest is non-existent and fair practice demands that the processing charge and interest charged should be kept uniform product or segment wise, irrespective of the sourcing channel, such schemes only serve the purpose of alluring and exploiting the vulnera-
efit by reducing the interest. Similarly, the RBI notification said: "If there is a moratorium period for payment available, the benefit should be passed on to the customer by ensuring that repayment schedule, including the interest servicing, commence after the moratorium period only rather than adjusting it in the interest." Thus in principle, banks should not resort to any practice that would distort the interest rate structure of a product as this vitiates the transparency in pricing mechanism which is very important for the customer
to take informed decision, it said. Discounts on price or moratorium period for payment are often offered by the dealers or manufacturers on their products to the customers while they make the purchase by availing loans from banks. In such instances, it is the responsibility of the banks, who are using their good offices to get the better bargain, to make the customers fully aware of these benefits and also pass on the benefits to them fully and indiscriminately while sanctioning loan for the purchase, it said.
On levying additional fees on debit card transactions, RBI said there are instances where points of sales levy fee as a percentage of the transaction value as charges on customers who are making payments for purchase of goods and services through debit cards. "Such fee are not justifiable and are not permissible as per the bilateral agreement between the acquiring bank and the merchants and therefore calls for termination of the relationship of the bank with such establishments," it said. "These practices or products thwart the very principle of fair and transparent pricing of products which behold customer rights and customer protection, especially, in the more vulnerable retail segment," it said. Such practices violate, both in letter and spirit, various provisions of master circular on interest rate on advances "and therefore, you (banks) are advised to strictly desist from these practices hence forth," it added.
NEW DELHI, SEP 25: When Prime Minister Manmohan Singh last visited the White House in 2009 he was feted at President Barack Obama's first state dinner, a star-studded affair that reflected the excitement about blooming ties between the two big democracies. Back then, optimists in Washington saw India as a counterbalance to a rising China and a new engine for the US economy. In a dinner toast, Obama talked of his "duty" to bring the two countries closer. That duty has only been partly
fulfilled. As the two leaders prepare to meet again at the White House on Friday for a working bilateral meeting, Obama is under pressure from lobby groups and lawmakers seething at what they see as India's protectionism and lax enforcement of intellectual property rights. India's USD 60 billion trade with the United States is widely seen as less than it could be and is just an eighth of US trade with China. Even India's national security adviser accepts there is a perception the relationship is drifting off course. "It arises from
