Availability: SUMMARY: Reporting to the Country Representative (Peru), the National Volunteering Advisor for Peru will manage the implementation and delivery of the National Volunteering program work of Cuso International within Peru in order to optimize the contribution towards reducing poverty and social injustice. The Advisor will work actively to monitor, evaluate and share best practices arising from Cuso Internationals National Volunteering program. Under the leadership of the Country Representative (Peru), the National Volunteering Program will be strengthened and expanded in all aspects, with a diverse funding base. 1. To manage the implementation and delivery of the National Volunteering program work of Cuso International in Peru, in order to optimize the contribution towards reducing poverty. 2. To seek opportunities to strengthen and grow the National Volunteering program work of Cuso International in Peru. KEY RESPONSIBILITIES Program Planning, Implementation and Review Deliverable: Consistent planning and program review systems are effectively implemented in Peru; and program activities that were agreed upon in the annual operational plan are successfully met. Specific responsibilities: Overall responsibility for the implementation, monitoring and evaluation of the Peruvian National Volunteering program; Ensure that Cuso is compliant with all donor contracts, including narrative and financial reporting as it relates to National Volunteering, seeking support as necessary from the Regional Funding Manager and Country Financial Officers; Ensure to allocate adequate support and resources to operationalize our commitments to gender equity as stated in the National Volunteering vision; Contribute to the development of appropriate tools (and apply them) to be able to monitor program results and produce qualitative and quantitative monitoring and evaluation reports that feed into other various annual reports; Ensure gender equality is integrated into annual planning, monitoring, evaluation and reporting mechanisms, to actively hold ourselves and others mutually accountable to high standards for gender and to institutionalize our learning. Partnership Development and Maintenance Deliverable: Dynamic, transparent and effective National Volunteering partnerships are developed, signed and implemented with organizations that are essential to the successful delivery of the strategy. Specific responsibilities: Conduct regular visits to partner organizations and/or international volunteers to gain first-hand knowledge of their work and to support the smooth-functioning of these partnerships and placements; Nurture strong working relationships with stakeholders and actively build and support networks in order to achieve increased program impact and capitalize on the opportunity of sharing good practices; Promote gender equality, influence policy and promote best practice within the National Volunteering program, with our partners and with organizations with which we work. Manage and develop relationships with international organizations involved in volunteering within the region (i.e. UNV, International Association for Volunteer Effort (IAVE), etc.) Working with International Volunteers Deliverable: Skilled, qualified and well prepared International Volunteers that are supported in their placements, empowered to work effectively with partners, and actively engaged with program development. Specific responsibilities: Ensure Cuso International volunteers working to support National Volunteering programs are adequately supported; Motivate volunteers to promote National Volunteering through their placements; Foster an environment where volunteers are empowered to participate and influence program planning, implementation and monitoring and evaluation, including putting in place any systems or procedures to make this happen; Encourage, coordinate and facilitate good communication between Cuso International, partners and volunteers; Participate in volunteer orientation, training and other activities as required; Alongside other Country Program Office colleagues, take responsibility for handling any volunteer-related emergency situations. Facilitate sharing and learning opportunities Deliverable: Activities, lessons learned, achievements, tools and innovations are recorded and shared on a regular basis throughout Cuso International and beyond. Specific responsibilities: Share information, lessons and experiences with the Country Program Office, the Regional Knowledge Sharing Coordinator, other Sub regional National Volunteering Advisors, the National Volunteering Coordinator in Ottawa and key stakeholders in the region. Share program experience, to assist in developing the overall development of National Volunteering across Cuso International; Develop and maintain external relations with key gender interlocutors as they relate to National Volunteering.

Representation Deliverable: All internal relevant stakeholders understand and support the National Volunteering program; external stakeholders are visibly participating, engaging with and supporting this program both in terms of advocacy and financially. Specific responsibilities: Develop and maintain relationships with government agencies, Non-Governmental Organizations (NGOs), Community-based organizations (CSOs), the Corporate sector, donors and other international organizations to encourage a broad understanding of Cuso Internationals approach to National Volunteering; Support the LAC regional team in raising the profile of Cuso internationals program within the region; Contribute to LAC Regional National Volunteering promotional activities e.g. newsletters, special events or developing external reports. Support National Volunteering Fundraising Deliverable: New and diverse funding opportunities towards supporting and growing National Volunteering in the Andean region are identified, pursued and bringing in tangible financial contributions to this program. Specific responsibilities: In consultation with the Country Representative (Peru), the Program Development Officer (PDO) and the Program Development and Funding Team, identify and develop fundable projects and programs for or including National Volunteering. Provide information on National Volunteering funding opportunities to the Country Program Office. Keep up-to-date on new funding opportunities and work with other LAC National Volunteering Advisors and Heads of Programs to submit National Volunteering proposals. Provide timely feedback, if required, on National Volunteering funding proposals either within or outside of the focus region. Other duties Participate in Peru and LAC-wide staff meetings, as appropriate. Provide feedback to other Cuso International colleagues, when systems and processes could be enhanced to be more effective and user-friendly. Ensure Country Program Office compliance with proper record-keeping guidelines and filing of sensitive employee, volunteer, partner, and donor information. Fulfill any other responsibilities as may be assigned from time to time by the Country Representative (Peru) or other Senior Managers. Provide cover for other colleagues, as necessary.

POSITION REQUIREMENTS A University degree in a field relevant to the duties of this position, and/or a relevant combination of studies and experience; At least 3 years project management experience in the field of community/international development; Knowledge and experience on the role of volunteers in development in Peru; Excellent understanding of international development issues, and knowledge and understanding of development trends in Latin America, and in particular in Peru; Experience in organizational development, capacity-building, and training support; Excellent understanding of project cycle management tools to ensure effective planning, resourcing, implementation and review of programmes. Experience in the use of monitoring and evaluation and other tools to ensure effective running of programme/project; Excellent communication and interpersonal skills, including well developed written and verbal communication and presentation skills; being able to provide effective support to persons from various cultural background; and use tact in all situations; Excellent networking and negotiation skills, with a demonstrated ability to develop and sustain good relationships and credibility; Experience in managing budget expenditures; Experience in promoting and implementing an inclusive, rights based and gendered approach to development; Fluent English and Spanish; A willingness and ability to travel if needed; Computer and Internet proficiency (all Microsoft Office tools, databases, web research, web-based tools and transactions, etc.); Willingness to work irregular hours of work and overtime, in order to successfully meet deliverables; Experience working with Community-based organizations (CSOs), governments, donors, and international organizations; Experience in writing policy and program documents; Knowledge and experience related to Cuso Internationals programming in the Latin America i.e. Secure Livelihoods, Access to Social Justice, Youth and Social Economic Inclusion, Natural Resources Management, etc. Experience working successfully in a leadership role and for mobilizing teams towards a common objective; Familiarity with Results-Based Management;
