AT A GLANCE
The National Building Qualification (NBQ) is a three-tier certification system designed and developed by the BCA Academy for site personnel and new entrants to the industry. The NBQ certification provides an alternative path for persons with secondary school education to pursue a higher education in technical fields, such as Diploma programmes offered by the BCA Academy. Advance at your own pace The NBQ three-tiered framework is flexible and caters to the different learning abilities of individuals. It allows you to enrol in formal training at a level that you can comfortably manage. Under the NBQ framework, there are 3 levels of training and qualification, each offering a series of courses that match current industry needs.

Skills Certificate
The new NBQ framework provides a tiered-learning path. It allows a student to enrol in a training programme at the level which he can manage. A student may opt to enrol for a programme at the first level and progress to the higher ones in stages. The student will eventually acquire the Advanced NBQ qualification within two years regardless of the level of entry. For example, a Level 1 graduate can proceed to complete a number of courses at Level 2, and in 6.5 months, will be awarded the Higher NBQ. Similarly, after 6.5 months, a Level 2 graduate will be awarded the Advanced NBQ upon completion of a number of courses at Level 3. The total duration is approximately 26 months. (13 months + 6.5 months + 6.5 months = 26 months) Academic Advancements Graduates of Advanced NBQ programmes may continue to pursue a Diploma qualification conferred by BCA Academy. They may be given some exemption, on a case-by-case basis, when they enroll in the following diploma programmes: Diploma in Construction Engineering Diploma in Design (Interior and Landscape) Diploma in Mechanical Engineering (Green Building Technology) Diploma in Strategic Facilities Management Diploma in Electrical Engineering and Clean Energy Graduates of Higher and Advanced NBQ may also upgrade themselves by taking the Specialist Diploma Programmes offered by BCA Academy. NBQ in

GREEN BUILDING OPERATION & MAINTENANCE


(GBOM)
With the launch of the Governments Sustainable Development Blueprint for Singapore, there is an increasing demand for green professionals and competent supervisors certified in the area of green building operation and maintenance. As more than 80% of buildings in Singapore have been earmarked to achieve the Green Mark by 2030, the NBQ in Green Building Operation and Maintenance will stand the graduates in good stead as they advance into this upcoming and exciting industry.

Programme OBJECTIVES
At the NBQ Level NBQ level graduates are equipped with essential, broad-based knowledge and skills in the areas of building technology, mechanical and electrical services and facilities management. The NBQ in GBOM provides students with the fundamental knowledge of green building features and technologies. Graduates of this course will be competent to assist engineers and managers in managing facilities in green buildings. At the Higher NBQ Level In addition to the competencies of the NBQ level graduates, Higher NBQ level graduates are equipped with in-depth knowledge and skills in the areas of building technology, mechanical and electrical services and facilities management. Higher NBQ graduates will also be equipped with knowledge of PV technology and testing and commissioning of building services. At the Advanced NBQ Level In addition to the competencies of the Higher NBQ level graduates, Advanced NBQ level graduates are equipped with the foundation knowledge of energy efficiency, building automation system and green procurement and regulations. Besides the competencies of the Higher NBQ level graduates.

Facilities Management (FM) personnel who wish to upgrade themselves and new entrants into the FM & Green Building industry.

CONTRACTORS REGISTRY SYSTEM


Graduates of Advanced NBQ in GBOM are recognised by BCA as technical personnel in the Contractors Registry System. Applicants who possess other relevant qualifications/ certificates may be considered for admission to the programme on case-by-case basis. * WDA Employability Skills System (ESS)

ENTRY REQUIREMENTS
An applicant may enrol in NBQ training programmes at any level, depending on whether he/she meets the entry requirements for the intended level of study. The applicant must: be a Singapore Citizen or Permanent Resident or holder of a valid employment pass/work permit possess any ONE of the following qualifications for the respective level of study: NBQ Course ESS* Level 4 in Literacy and Numeracy plus 1 year working experience; or SEC (K) / NTC3 / relevant skills certificates; or Relevant working experience Higher NBQ Course ESS* Level 5 in Literacy and Numeracy 2 GCE O levels (Grade 1-8) in any relevant subjects; or 3 GCE N levels (Grade 1-5) including Mathematics and 2 relevant subjects; or NBQ in GBOM Advanced NBQ Course 3 GCE O levels including English (Grade 1-8), Mathematics (Grade 1-7) and a relevant subject (Grade 1-8); or NITEC / NTC 2 / Trade Diploma / Higher NBQ in GBOM; or Relevant certificates

TOP-UP SCHEME
The Top-up Scheme is a unique feature of the NBQ framework. This scheme only requires the participants to attend a certain number of additional courses in order to progress to the next level. To progress from the NBQ level to the Higher NBQ level, the participant must complete 1 additional Core Course and 3 more Specialised Courses; and submit 1 Graduating report and 1 Practical Report. To progress from the Higher NBQ to the Advanced NBQ, the participant must complete 1 additional Core Course and 5 Specialised Courses; and submit 1 Graduating Report and 1 Practical Report.

PROGRAMME ADVANCEMENT
Graduates of Advanced NBQ programmes may pursue a Diploma qualification conferred by BCA Academy. They may be given some exemptions on a case-by-case basis. Diploma in Construction Engineering Diploma in Design (Interior and Landscape) Diploma in Mechanical Engineering (Green Building Technology) Diploma in Strategic Facilities Management Graduates of Higher and Advanced NBQ may also upgrade themselves by taking any of the Specialist Diploma programmes offered by BCA Academy. Applicants for these programmes must comply with the entry requirements. Please refer to the respective programme brochures for details.

EXAMINATION & AWARD OF CERTIFICATE


Students must achieve 75% of attendance and pass each course in order to be awarded the qualification. Students who fail the main examination for any of the courses are allowed to sit for the supplementary examination. They will be given a maximum of four attempts (two main examinations and two supplementary examinations) to pass each course. If a student cannot pass a course after four attempts, he will be disallowed to continue in the programme. Students are given a maximum of 52 months (inclusive of study leave and others) to successfully obtain Advanced NBQ qualification whether they have enrolled directly at Advanced NBQ level or progressed up from the NBQ level. A Certificate of Attendance will be issued to students who fail to complete the course.

SUPERVISION & COORDINATION OF M&E WORKS


(SCMEW)
Coordination and management are keys to successful construction projects. As an aspiring coordinator, you will need to have working knowledge and skills in interpreting and coordinating architectural, structural and M&E works. The NBQ programme gives you essential and in-depth knowledge of various Mechanical & Electrical (M&E) works, as well as effective communication skills to coordinate projects successfully.

PROGRAMME OBJECTIVES
At the end of each level of the programme, students will be equipped with the following skills and knowledge: At the NBQ Level NBQ level graduates are able to interpret architectural, structural and M&E drawings, explain typical design and development processes, and conduct site supervision. At the Higher NBQ Level In addition to the competencies of the NBQ level graduates, Higher NBQ level graduates are equipped with in-depth knowledge and skills to coordinate architectural, structural and M&E works. They are expected to communicate effectively at all levels, identify the discrepancies among the drawings and produce coordination drawings and combined services drawings. At the Advanced NBQ Level In addition to the competencies of the Higher NBQ level graduates, Advanced NBQ level graduates are competent to perform simple design of air-conditioning, ventilation, plumbing and sanitary, fire protection and electrical systems.

WHO SHOULD ATTEND


Coordinators and draftsmen who wish to upgrade themselves, and those who wish to work as M&E supervisors.

Contractors Registry System


Graduates of Advanced NBQ in SCMEW are recognised by BCA as technical personnel in the Contractors Registry System. Applicants who possess other relevant qualifications / certificates may be considered for admission to the programme on case-by-case basis. * WDA Employability Skills System (ESS)

TOP-UP SCHEME
The Top-up Scheme is a unique feature of the NBQ framework. This scheme requires the participants to attend certain number of additional courses in order to progress to the next level. To progress from the NBQ level to the Higher NBQ level, the participants must complete 2 additional Core Courses and 5 additional Specialist Courses; and submit 1 Graduating Report. To progress from the Higher NBQ to the Advanced NBQ, the participant must complete 1 additional Elective Course and 4 Specialised Courses; and submit 1 Graduating Report.

Project Supervision (PS)


With advances in technology, building projects are increasing becoming more sophisticated and complex. To manage this challenging environment, competent and well-trained project supervisors are needed to ensure that contractors complete projects in a timely manner while maintaining a high level of workmanship. The NBQ in Project Supervision offers essential skills training and knowledge that will give you the extra edge you need to manage projects successfully.

Programme OBJECTIVES
At the end of each level of the programme, students will have acquired the following skills and knowledge: At the NBQ Level NBQ level graduates will be equipped with essential and broad-based knowledge and skills to enable them to undertake a range of tasks including checking levels, reading and checking plans, gaining knowledge of architectural and structural works. At the Higher NBQ Level In addition to the competencies that NBQ level graduates have, Higher NBQ level graduates are equipped with knowledge of building services, construction technology, organisational and supervisory skills needed to carry out a project effectively. They are able to lead and supervise teams of front-line workers. At the Advanced NBQ Level Advanced NBQ level graduates will demonstrate a high level of analytical and supervisory capabilities in addition to the competencies that Higher NBQ level graduates possess. They are competent to handle a range of multifaceted construction activities including planning, organising and coordinating construction, managing the work progress, resolving site issues and conflicts, developing and training workers.

Skills Development Fund (SDF)


Companies are required to enrol their staff (Singaporean or Singapore Permanent Resident) through WDAs SkillsConnect system @ www.skillsconnect.gov.sg. Eligible applicant only pays the balance of course fee (inclusive of GST) after SDF course fee support.

Workforce Training And Upgrading (WTU) Scheme


Workforce Training And Upgrading (WTU) Scheme is part of the Construction Productivity and Capability Fund (CPCF) which is aimed at improving the productivity and capability of the industry. The WTU co-funds up to 80% of selected skills assessment and training courses to upgrade the skills of industry practitioners. Singaporeans, Permanent Residents and Foreigners who meet the eligibility criteria are welcome to apply. Absentee Payroll (AP)


This course is approved for absentee payroll funding under the Skills Re-development Programme (SRP). For more information on absentee payroll funding, please visit WDAs SkillsConnect website @ www.skillsconnect.gov.sg.

Withdrawal
If the notice of withdrawal is received by BCA Academy 14 working days or more before the course/semester commencement date, 90% of the fee paid will be refunded. If the notice of withdrawal is received by BCA Academy between 4 to 13 working days before the course/semester commencement date, 75% of the fee will be refunded. If the notice of withdrawal is received by BCA Academy less than 4 working days before the course/semester commencement date, no refund will be given.

Replacement
Replacement of participants is allowed if the substitute meets all the entry requirements and the request is made at least 4 working days before the course/semester commencement date.

Deferment
If the application for deferment is received by BCA Academy 14 working days or more before the course/semester commencement date, an administration fee of 10% of the original course/semester fee is chargeable. If the application is received by BCA Academy less than 14 working days but more than 3 working days before the course/semester commencement date, an administration fee of 25% of the fee is chargeable. No deferment is allowed if the notice is received by BCA Academy less than 4 working days before the course/semester commencement date. Under the circumstance, the case will be treated as a withdrawal unless the registered participant decides to proceed with the original course.

Programme Switching
Application for programme switching must be submitted to the BCA Academy at least 4 working days before the course/ semester commencement date. If the application is approved, the participant may be given a refund if the fee of the new programme is lower than that of the original programme. However, any refund arising from programme switching shall not be more than 10% of the fee of the original programme.

BCA Academy reserves the right to amend the course or programme details, content and applicable fees without prior notice. It also reserves the right to cancel or postpone the course or programme due to unforeseen circumstances.

By submitting this application/registration form, I/We hereby declare that: a) BCA can disclose to other government agencies and/or the Government any information relating to me/us in connection with, arising from or relating to this application, including but not limited to my/our personal particulars and my/our test results. b) Particulars given in the form are true and correct in every respect, and understand that the application will be disqualified if any information given is found to be untrue and the fees paid will be forfeited. c) The above applicant meets the entry requirements as stated in this brochure. d) BCA Academy reserves the right to accept or reject the application for whatever reason and no refund of fees will be made for withdrawal on or after the commencement of the course which the applicant has been accepted. e) The company will sponsor the above applicant and apply for SDF subsidy We, the applicant company, agree and undertake to pay BCA Academy the Skillsconnect Training Grant amount in full if the registered trainee(s) does not satisfy or comply with the terms and conditions of the course and/or the Skillsconnect Training Grant and/or WDA Training Assistance scheme. We, the applicant company, further agree and undertake to pay the full subsidy amount or any portion of the subsidy amount in the event that, for whatever reasons, the WDA does not pay to BCA Academy the subsidy amount or any part thereof. f) The company will sponsor the above applicant & apply for WTU funding We, the applicant company, agree and undertake to pay BCA Academy the Workforce Training and Upgrading Scheme (WTU) funding amount in full if the registered trainee(s) does not satisfy or comply with the terms and conditions of the course and/or the WTU. We, the applicant company, further agree and undertake to pay the full subsidy amount or any portion of the subsidy amount in the event that, for whatever reasons, the WTU administrator does not pay to BCA Academy the subsidy amount or any part thereof. g) For company using GIRO for payment Our Direct Debit and Direct Credit Authorisation for GIRO application with the Building and Construction Authority (BCA) still remain in force. We authorise BCA to issue instructions to our bank/finance company to debit our account for the total amount shown above for the purpose of course registration.

Funding and subsidies offered by third party organisations for BCA Academy courses and programmes under the Skills Development Fund (SDF), Workforce Training and Upgrading Scheme (WTU), Skills Re-development Programme (SRP) and other relevant schemes or programmes, are subject to approval. BCA Academy is not to be held liable if funding and subsidies are either granted at a reduced amount or not granted at all. Further, BCA Academy reserves the right to amend the details of any course or programme, revise the course or programme fees without prior notice, cancel or postpone the course or programme and change the venue of the course or programme.
