EMB-8 steps up efforts to ensure safe water supply


TACLOBAN CITYThe Environmental Management Bureau (EMB) in Eastern Visayas has stepped up its eorts in guaranteeing safe and sustainable water supply by designating water quality management areas (WQMAs).
Engr. Carlos Cayanong, OIC Chief of Water Quality Management Section of EMB-8, said that the designation of the WQMA is to ensure the availability of clean water to present and future generations through the protection and revival of the water quality especially along rivers and coastal areas. Cayanong added that this year, Ormoc Bay, including its watershed and tributaries was designated as WQMA. Under Department Administrative Order No. 2013-21 issued by DENR Secretary Ramon J. P. Paje, Ormoc Bay and its associated watershed was placed under close monitoring by authorities to ensure that its water quality complies with the standards set forth under Republic Act No. 9275, or the Philippine Clean Water Act of 2004, Cayanong said. He said the designation of Ormoc Bay and its associated watershed as WQMA was intended to formulate a comprehensive management program to promote environmental strategies and appropriate economic instruments, as well as control mechanisms, for the protection of the water body. The designated WQMA is composed of all barangays of Ormoc City except Barangays Sabingtan, Tongonan, Liberty and Nueva Vista; all barangays in Albuera and Merida, Leyte; Barangays Sta. Rosa, San Sebastian and Bulak in Matag-ob town; Barangay Maybog in Baybay City; Barangays Cambakbak and Mabini in Polompon, Leyte; Barangays Anislag, Honan and Matlang in Isabel, Leyte; Barangay Hibonawan, Burauen, Leyte; and Barangay Dinaayan, Kananga, Leyte. Peace caravan held in West Leyte


BAYBAY CITY - A group of bikers on motorbikes here in Leyte, together with members of the 802nd Brigade Philippine Army, the 19th IB, 78th IB and the police, joined in celebrating the Peace Month, held a caravan from Ormoc City to this city on Sunday morning, Sept. 22, 2013. Each of the bikers wore a t-shirt printed with the words I ride for peace and called on people to work together for the construction of peace in Leyte and the entire region. The motorbike caravan culminated at the Baybay City plaza and the group was welcomed by Mayor Carmen Cari. The bikers and a big crowd listened to the speakers who talked on different issues, including the peace process and the need for government to strike peace deals with communist and moro guerrillas. hen ordinary peasants venture to Manila, they dont make it to highclass subdivisions and exclusive places; instead, they nd themselves in lthy neighborhoods, along endless clusters of shanties in squatter areas where makeshift houses are congested, underneath of which are mixtures of human and animal wastes, damp with all sorts of trash, and emanating an odor that sickens the stomach and suffocates the nose. In this noisy environment, they live like headless shes packed in sardine cans. At any moment, violent quarrels erupt, courtesy of drug addicts, notorious criminals, chronic drunkards, and amazons from households where husbands irritate their wives with their sexual ignorance. Aside from violence, theft and robbery are also frequent there, in those places that keep on turning out beggars, street kids, and criminals. Compared to their life back in their provinces, one will see a difference of heaven and

hell. In rural settings, the air is fresh and sweet to inhale, fruits and vegetables are cheap and abundant, the space for mobility is colossal, life is so simple, nature is everywhere, no pollution and that time-consuming trafc mess, and the pace is relaxing. Unlike in the city where every move one makes requires money, life in the province is less costly. One can in fact survive even without a penny if only one is industrious enough. Yet people in these Edenic paradises still crave to settle in Manila, thinking that their lives will improve there. Well, not at all. Instead, there in the slums, they just contribute to the worsening urban pollution with their wastes and non-biodegradable trash thrown everywhere, clogging drainage systems and waterways. When water rises due to high tide and heavy rains, it doesnt drain off anymore, causing oods that carry with it mud, debris, venomous animals, and various types of disto page 5

We continue our series of literary writing lessons, hoping that literary enthusiasts out there might develop the craft necessary in our continued documentation of our cultural narratives. We now tackle the short story. This genre is an imaginary narrative focusing only on a single aspect of life, or on one main incident or human experience. It is structured by developing its elements, and by properly arranging events into a well-constructed storyline. These elements include; 1. Characters These are the people, animals, or animated objects that make things happen, or to whom things happen. The main characters are the protagonist, or the hero, and the antagonist, or story happens. This may be suggested by costumes, by extant structures like buildings, by the facilities used by people, etc. The inclusion of setting, however, should be done alongside with the development of other elements. For instance, as you present the setting, you should do it together with the characters actions, e.g.: Slowly, he walked over to the nearby plaza and seated himself on the green, grassy ground. Note that its not only the green, grassy ground that is introduced but also the characters sluggish walking over to that nearby plaza. The setting is not given in isolation but is mixed with the development of

The call from the pragmatic standpoint to set educational requirement for local elective office is gaining ground. Indeed, so much is at stake in the kind of leaders that win elective posts and it is a drawback to development efforts in the local front. As we approach election time for barangay officials, it is imperative that people will consider education in those who seek elective office. People wonder why there is no school for governance that could provide ample preparation for those who intend to seek elective office. The need for such school cannot be overemphasized as we can see the poor performance of elected functionaries in government mainly due to lack of academic preparation. So much is spent by government in training elected officials, particularly in the local posts, who are often untrainable due lack of educational preparation. It is hard for instance to train local legislators who barely have elementary education on topics in local governance such as development planning and local legislation. Such trainings result in waste of government resources as such class of uneducated local officials prefers to spend the training hours as a leisure trip. And

they get the corresponding certificates for satisfactorily completing the training and affording them to claim travel expenses. Our democratic setup provides for minimal requirements from those who seek elective office. Being a citizen and having the necessary age and residency and the ability to read and write and speak the local dialect are enough for one to be qualified for local elective office. Unfortunately, even the requirement of being able to read and write is not enforced to the letter. Many local officials especially in the basic political unit that is the barangay are lacking the ability to read and write. One could only guess that in the filing of their certificates of candidacy, the form could have been ready made and signed by others in the absence of the administering official.

TACLOBAN CITY Election Officers in the province of Leyte reported the presence of armedmen and rebel groups that they fear would affect the conduct and result of the forthcoming election. These reports were aired during the recent election briefing here for the forthcoming barangay election next month Like in the town of MacArthur, Leyte, Election Officer Vendito Diaz Galvan reported of the presence of riding-in-tandem men roaming in that town. Galvan added that for the past five weeks, shooting incidents had occurred in MacArthur town. He added that this should immediately be addressed to by law enforcers before the election period as this could affect the conduct and result of the barangay election. The election officer of Villaba also reported of the presence of armed men in that town, while

Both towns are located in the areas identified by the Armed Forces of the Philippines as under the influence of New Peoples Army. In the May 2013 national and local election, 78 barangays in the 11 towns of the province of Leyte were considered to be high risk by the PNP and AFP. The PNP and the AFP created a composite team to provide security details at the polling precincts in the identified villages. AFP personnel who were at the meeting ensure that they are on the top of the situation and also reported that they had monitored presence of armedmen in those areas but in sporadic cases. Local economic growth declined six times for eight years. Last years regional growth of negative 6.2% is the worst on record in the country. From 2002 to 2012, only three regions, apart from Eastern Visayas, exhibited negative growths Caraga (0.4%) in 2002, Cagayan Valley (5.4%) in 2005 and MIMAROPA (0.3%) in 2009. The writer need not tell the readers the story happened in the ancient times; he may just suggest that in the clothes the characters wear, the houses that they dwell, and the life ways that they engage in. In short, just show it, dont tell. This principle applies in developing all the story elements, so as not to spoon-feed the readers. A fully developed setting situates actions and events into their proper order, providing the characters with a place to be. 3. Plot This refers to the story itself, or the arrangement of events contributory to the storyline. It has its own elements that the writer ought to develop and arrange into their proper sequence. These elements include the beginning, initial incident, rising action, complication, climax, falling action, and ending. In the conventional order, this arrangement was always followed. But nowadays, writers may juggle these elements without necessarily following the old order. For instance, a writer may start with com-

the omniscient point of view. Before writing a story, the writer must decide which point of view to use. He will have to choose one of the storys characters for the purpose. If he chooses the first person point of view, he will choose a character who will serve as the narrator of the story. This character then will be the I, me, and mine in the story, as if the story is his/her story. If the writer opts to use the third person point of view, he will have to choose one characters who will serve as his eyes and ears in the story. The story will be told based only on what this character can see, hear, observe, sense, touch, etc. He is not the I in the story, but the eye through which readers can see the storys world. Problem with these two points of view is that, the author cannot write anything about something these characters do not know of, or narrate events happening in places where these characters are absent. To remedy this, the author may resort to using the omniscient (all-knowing) point of view, otherwise known as the authors viewpoint. With this, the writer can tell the story with no limitations.

They sponsor, deliberate and pass resolutions for the benet of the districts they represent that takes effect for implementation upon concurrence and approval by the Provincial Governor. I was curious one Tuesday morning when I visited the Sangguniang Panlalawigan building, and into my mind immediately ashed the desire to visit and nd out what former Vice Governor, and eventually Governor when President Noynoy Aquino, as Cabinet Secretary at the Department of Energy, appointed sitting Gov-

ernor Jericho Icot Petilla. Now Board Member, Mimmietta S. Bagulaya was at her table of her new office, quite busy pouring over sheets of papers, reading and sometimes signing them. After a few seconds, she saw me standing not far away from her table and was delighted, I suppose, since it was the first time we saw each other after she took her oath as elected board member of the 3rd district of Leyte. In almost an hours interaction Mimmiette was so upbeat and appeared she seems to take her job with zeal and enthusiasm relating to the various challenges

she faces now as board member. She enthused that she makes district visitations, a regular activity saying it is a part of her responsibility to meet municipal and barangay ofcials of the towns, an innate character of the lady in all the positions she took all the years of her entire public life. (A kind of public service the Petillas are known for, she openly confessed that inuenced her performance in public service. The group LandCare Philippines is involved in community development especially on agricultural and supported by the Australian Center for International Agricultural Research. Ben Aspera, one of the persons involved in this project assured BM Mimmiette that he would coordinate with this Leyte project to make it a reality soon. Keep it up Madam Mimmiette. You are still young and have many years more to prove that you really make a difference in public service the way you did proved yourself in past positions youve held.

Kokoy passed away last February 21, 2012. He is survived by his wife Juliette and children Daniel Andrew, a practicing architect in New York; Philip, President and CEO of Benguet Corporation who is also president of the Chamber of Mines, married to Maria Alexandra Sandra Prieto, President of the Philippine Daily Inquirer; Martin, Congressman of the first district of Leyte Province, married to beauty titlist Yedda Marie; and Marean, an investment banker in New York City married to Thomas Pompediou; sisters Imelda Marcos, Alita R. Martel, Conchita R. Yap and brothers Alfredo and Armando.
