Ahead of the Cabinet meeting, Prime Minister Manmohan Singh talked to allies, informing them about the intent to withdraw the controversial ordinance on convicted lawmakers.Among the allies Singh contacted were NCP chief Sharad Pawar and RLD leader Ajit Singh, sources said. The Prime Minister also consulted Attorney General G E Vahanvati over the issue. When contacted, Ajit Singh said he is in favour of withdrawal of the Ordinance as also the Bill which seeks to protect convicted lawmakers from immediate disqualification. "We welcome the withdrawal of the Ordinance. We opposed it in all-party meeting also," he told. He attacked BJP, saying the party supported it in the all-party meeting as also the Bill in Lok Sabha but changed its stand in Rajya Sabha. "If BJP can change its mind, why can't Congress? It should be withdrawn," the RLD chief said. He said the bill, which seeks to amend the Constitution, should also be withdrawn.

NEW DELHI: The government is likely to withdraw the controversial ordinance on convicted lawmakers with the Congress Core Group poring over the matter in the wake of Rahul Gandhi's denunciation of the Cabinet move last week. Prime Minister Manmohan Singh, who returned home after a week-long visit to the U.S. when Mr Gandhi publicly trashed the ordinance, received the Congress vicepresident at his residence this morning before a meeting of the Congress Core Group. The Core Group, that included party chief Sonia Gandhi and the Prime Minister besides Home Minister Sushilkumar Shinde and Ahmed Patel discussed the issue. The meeting is believed to have felt that it would be better for the government to withdraw the ordinance in view of public sentiments against it. The family of the boy is blaming police for severely beating the boy and subjecting him to 3rd degree torture. The boy was further referred to GMC Jammu where doctors refused to comment on his condition. Talking to the reporters of Student Age the sister of the victim who doesn't want herself named said that the police detained her brother seven days back and was taken to the police custody. He was regularly being harassed. Police has subjected him to 3rd degree torture and the teenager could not bear the same and has lost his conscious. I don't know what has happened to my brother as the doctors are not saying anything. My brother is an innocent and I don't know why he was held by police and beaten like a terrorist she added.

KASHMIR, OCT 02: In what has been a volatile day in the state of Jammu and Kashmir , suspected Lashkar-eTayyeba militants staged a terrorist attack in the Soura area on the outskirts of the state capital Srinagar. According to reports filtering in, four policemen have been injured in the massive gunfight which was still on when the reports last came. Apparently, one of the militants threw a grenade at the police team chasing him, after a pair of them got trapped in a building in Soura. Reports also say that both the militants have been separated and currently flushing out operations are on. Soura has now been cordoned off by security forces even as more forces are being brought in. The attack has become a full fledged encounter in what is known as Ahmad Nagar under the Soura Police station. One of the militants is holed up in a private school building. The operation began late on Wednesday evening after security forces from J&K Police and the CRPF, assisted by army, were tipped about the presence of militants in area. When security forces reached near the school building where they had information about presence of militants, they were fired upon. Police are now trying to evacuate the civilian population in area before launching a final assault. While there is no clarity on how many terrorists are in Soura, sources say three to four.

On this years Gandhi Jayanti two leading politicians are in jail. Gandhi too went to jail. He wanted to free India and these eminences deride and defeat India. Today who knows Bapu. He is safely put inside the beautiful lawns of Raj Ghat. On national days, he gets flowers and listens to some music. The rest time he is dumped. In his place three new Gandhis have emerged, vastly different from the original Gandhi. They are in all ways dissimilar to him, the Bapu. Will not allow Iran to make nuke weapons: Israeli PM


UNITED NATIONS: Israel is ready to act "alone" to stop Iran making a nuclear bomb, Prime Minister Benjamin Netanyahu said on Wednesday in a hardline warning against rushing into deals with the new leadership in Tehran. "Israel will not allow Iran to get nuclear weapons. If Israel is forced to stand alone, Israel will stand alone," Netanyahu told a UN summit in a fierce attack on overtures made by Iran's President Hassan Rouhani. Netanyahu linked Rouhani, who held a landmark conversation with US President Barack Obama while in New York last week, to past militant attacks blamed on Iran. "He fooled the world once. Now he thinks he can fool it again. You see, Rouhani thinks he can have his yellow cake and eat it too," Netanyahu said in a speech in which he demanded that sanctions be maintained. Last year Netanyahu used a cartoon drawing of a bomb to illustrate his warning at the UN that Iran was close to the nuclear bomb threshold. There was no repeat this time, but Iran immediately condemned Netanyahu's comments as "saber-rattling" and renewed its denial of Western accusations that it seeks a nuclear bomb. "I wish I could believe Rouhani. But I don't," Netanyahu said. "Iran wants to be in a position to rush forward to build nuclear bombs before the international community can detect it and much less prevent it," he alleged. A nuclear-armed Iran would be a bigger threat than North Korea, Netanyahu added. "As dangerous as a nuclear-armed North Korea is, it pales in comparison to the danger of a nuclear-armed Iran," he said. "A nuclear-armed Iran in the Middle East wouldn't be another North Korea -it would be another 50 North Koreas." I still hope these initiatives can be carried forward," Chidambaram said at the platinum jubilee celebrations of the Jammu and Kashmir Bank in Srinagar on Tuesday evening. Three interlocutors were appointed by the central government in 2010 to find a way forward in Kashmir, an initiative largely believed to owe itself to Chidambaram. Dilip Padgaonkar, Radha Kumar and MM Ansari were appointed as three interlocutors during the 2010 summer unrest in the Kashmir Valley in which 110 people were killed in bloody clashes between mobs and the security forces. An all-parties delegation of parliament members also visited during 2010 to defuse the growing tensions. Chidambaram said there is still scope for reducing the footprints of the security forces in Kashmir and the process of amending the Armed Forces Special Powers Act (AFSPA) was still on. "We don't claim that we resolved all issues. The work (about amending the AFSPA) is still in progress and I still believe that it can be done," he said. Admitting that there are forces at work in Kashmir beyond the control and reach of the state, Chidambaram expressed optimism that the youth in Kashmir have realised the futility of following the path of violence. "Gandhi showed the power of peacefully opposing oppression, injustice and hatred. His example has inspired many other history-makers such as Martin Luther King, Jr, Vaclav Havel, Rigoberta Menchu Tum and Nelson Mandela." "Today we celebrate the birthday of Mahatma Gandhi and his resonant legacy of nonviolence," the UN Secretary General said in a statement. He said one needs courage to stand up to those who use violence to enforce their will or beliefs. "It requires resolve to stand against injustice, discrimination and brutality and to demand respect for diversity and fundamental human rights," he said, adding that non-violence needs leaders backed by an army of brave people prepared to demand peace, freedom and fairness. "The United Nations stands for the peaceful resolution of disputes and the end to all forms of violence, whether State-sponsored or embedded in culture and practice, such as the violence and intimidation women and girls endure in all regions. "Ending such violence can start with each of us ? in homes, schools and workplaces. Violence can be contagious, but so can peaceful dialogue," he said and asked people to "turn your back to division and hatred; stand up for what is right and just." "Work with your fellow women and men for a world of lasting justice, peace and prosperity for all," he said.

EDITORIAL GOING ROUND IN CIRCLES, HOLD BACK THE CELEBRATION


Just how difficult it is going to be for Iran's President Hassan Rouhani to write a new chapter in Iran-US relations has become evident by the hard stance that the Islamic Revolutionary Guard Corps has taken on the issue. It is a chilling reminder to Mr Rouhani and to the US that attempts at even a mild normalisation of relations between Washington, DC and Tehran can trigger a tsunami of protests. IRGC chief Mohammad Ali Jafari clearly does not share Mr Rouhani's new-found enthusiasm for improved relations with the West and is far from amused that the Iranian President actually entertained a phone call from US President Barack Obama this past Friday. While praising Mr Rouhani for his speech at the United Nations General Assembly last week, Mr Jafari made it crystal clear that he considered a rapprochement with the US premature for now, as the American Government was yet to express its sincerity towards Iran. To further underline his displeasure over the recent diplomatic warm-up exercises that President Rouhani has been doing with the US, Mr Jafari also said, It was better that no time was given for a faceto-face meeting with Obama. Such a one-on-one engagement it would have been the first between the Presidents of Iran and the US in four decades was the subject of much anticipation at the UN, but it ultimately fell through. Mr Jafari's strong opposition to even conciliatory gestures such as these, which are essentially just photo-ops, is testimony to the challenges that lie ahead. Made up of hardline religious ideologues who rose to power in the aftermath of the 1979 revolution that brought Islamist rule to Iran, the IRGC now wields enormous influence in Tehran's power-structures. It also controls the lethal Quds Force responsible for exporting the Iranian brand of Islamism, and, most importantly, it has the blessings of the country's Supreme Leader. Ayatollah Ali Khamenei has the last word on the country's nuclear programme and Iran's relations with the West. On his part, Mr Rouhani has repeatedly said that the Supreme Leader has given him a free hand with regard to negotiations on the nuclear programme. While there are no reasons to doubt these assertions, the IRGC chief's statement of protest serves as a test for the scope of freedom that the President claims to enjoy. That the statement was accompanied by a small group of anti-Rouhani protesters chanting Death to America! is also a grim reminder that hardline elements exist both in the power corridors and in the streets of Iran. And then there are the hardliners on the other end of the spectrum as well for instance, sceptics in the West have already used Mr Jafari's opposition to suggest that Mr Rouhani's diplomatic niceties are merely a cover for Iran to extract some much-needed relief from the crippling West-imposed sanctions regime, and for buying time to continue building its nuclear bomb.

While these incidents were especially damaging to Mr Singhs swan song appearance, Mr Sharifs UN General Assembly speech claiming credit for the dialogue initiative and nailing India on Kashmirs self-determination did not help either. Following Mr Sharif in the batting order at the UNGA, Mr Singh gave it back calling Pakistan the epicentre of terrorism. In the meeting with US President Barack Obama, he mentioned about the Punjab Governments funding of the Jamaat ud-Dawah, the front organisation for the internationally-banned Lashkar-e-Tayyeba which is acknowledged as a global threat. The off-the-record narration of this event, peppered with Punjabi anecdotes by Mr Sharif to journalists in New York in a veiled reference to Mr Singh, further sullied the atmosphere for talks. This was not the time for talks.

India must talk to Pakistan, because dialogue is the only way forward. But there is no hope of getting the desired results if New Delhi is armed with a toothpick. It must talk from a position of strength

Pakistan has emerged as the worlds number one source of jihadi suicide bombers there were 225 bombings between 2008 and 2011, killing 3,900 Pakistanis,and the country is ground-zero for training of Islamic terrorists and the biggest threat for nuclear terrorism. By this record, the reference to Pakistan as an epicentre of terrorism is an understatement. It is terror made by and in Pakistan. Still, Pakistan likes to equate itself with India as a victim, though its brand of terrorism is self-inflicted. The talks on the sidelines of the UNGA were informal, unstructured and not expected to yield any substantial outcome. Prime Minister Singh said so himself when even at the Foreign Secretary level. What transpired in the talks was portrayed by a sombre National Security Adviser, Mr Shivshankar Menon, in a grave tone. Both sides enumerated their concerns and interests which held no surprises. Kashmir, Siachen, Sir Creek, Balochistan, trade and commerce for Pakistan and cross-border terrorism and maintaining peace and tranquillity (a term borrowed from the LAC with China) on the LoC for India. The only outcome was the agreement to task the two Directors-General of Military Operations to devise ways and means to restore the ceasefire agreement of November 2003, but without any timelines. The last time the two met was during Kargil to work out the withdrawal of Pakistani intruders from Indian territory. The 2003 agreement was the result of back-channeling and a direct fallout of Operation Parakram during which President Pervez Musharraf, twice, the previous year, pledged to end cross- border terrorism permanently, visibly, irreversibly and to the satisfaction of India. By September 2002, infiltration had reduced by 50 per cent and by the time Indian forces were withdrawn after election in Jammu & Kashmir, the LoC had stabilised considerably. The ceasefire agreement held meticulously till the end of 2008 while Gen Musharraf was around, but later it began to unravel. The uptick in violence began with the return of Prime Minister Sharif, especially

in the last few months when compared to last year, infiltration has doubled, ceasefire violations have trebled and security force casualties quadrupled. This is due to the separation of power between a civilian Prime Minister and the Army chief, and the reversal of the Pakistani Armys policy to normalise relations with India begun by Gen Musharraf. Now that Pakistani Army chief General Ashfaq Parvez Kayani and the ISI have succeeded in preventing Mr Sharif from picking up the threads broken at Lahore, we will gradually witness a let-up at the LoC. But the ISI will continue to fuel insurgency and terrorism in Jammu & Kashmir as the Samba fidayeen strike demonstrated for a possible post-2014 Afghanistan upheaval. The Army needs to be better prepared materially and mentally to deal with fidayeen attacks and even suicide bombers and IEDs of the kind employed in south-east Afghanistan. That should be the level of preparedness. Next year, there will be a new Government in New Delhi. Dialogue with Pakistan will resume before then, but the quality of conversation will depend on delivery by Pakistan on the conviction of 26/11 undertrials and on reining in the Punjabi Taliban employed in cross-border terrorism. For the last 15 years, India has been subjected to the wrenching experience of dialogue-terror attack-disruption-dialogue again. Deterrence has to be inserted between dialogue and disruption to raise costs for the perpetrators of violence. So far our leaders have been merely warning of consequences in the event of the next big attack emanating from Pakistan. India is accused of fuelling the insurgency in Balochistan, aiding Tehreek-e-Taliban Pakistan in Afghanistan, and helping break up Pakistan with the creation of Bangladesh. If the first two allegations are true, deterrence apparently is not working. Overt and covert punishment must be levied to dissuade and deter cross-border violence. India must talk but armed with a big stick, not a toothpick.

In this context, Mr Singhs call at the NIC meet is an exercise in futility. He is like a physician who deals only with the symptoms and ignores the underlying reasons for the disease. In fact, the Prime Ministers case is even worse, as his Government and party are guilty of strengthening those very factors that sustain this ghoulish mind-set because of vote-bank politics. The likes of Yasin Bhatkal and other IM operatives, recently cornered by our security organisations after a decade-long pursuit across many countries, from Bangladesh and Nepal to the UAE and Saudi Arabia to the UK, are driven by the same mentality. So, what makes Islamists bomb schools, kill girls and condemn all other religions? Also, how are these groups able to mobilise public support for their regressive measures? For instance, in Kerala, where Muslims now constitute 21 per cent of the population, Islamist groups have united to demand that the Government lower the minimum age of marriage for girls from their community from 18 to 16. Similarly, across India, the Muslim leadership is content with education for the faithful being limited to madarssas where there is nominal secular education, no mingling with young people from other religions, and the entry of modern ideas is stonewalled through a ban on television and radios. If every idea of change in a modernising and globalising world is opposed in the name of religion, it is natural that the young become easy victims of extremist ideology that justifies violence in the garb of jihad. The fact that jihadis also target other sections of their own religion, and competitive extremism and militancy are the rule in such situations, should normally push for re-think on the mental make-up that it promotes. The global campaign against terror needs to be fought on two fronts. Guns held by terrorists will have to be met with guns. Simultaneously, the world has to combat the venomous ideological mindset which motivates the faithful to kill and be killed.

THE COMMUNAL AGENDA


The Congress-led UPA Government does not believe in placing limits to minority appeasement. The more brazen the act the happier the regime is. Constitutional propriety can be sacrificed at the altar of vote-bank politics and divisive tendencies can be condoned in the name of secularism. Union Minister for Home Affairs Sushil Kumar Shinde's recent directive to States that their police must not harass innocent members of the minority community, is the latest in a list of initiatives which the regime has taken to humour the Muslim community which has over the years distanced itself from the Congress and its parochial games. It may be true in some cases that members of the minority community have been at the receiving end of the police machinery, but it is also true that several thousand citizens of the country, regardless of their religious affiliation, face the wrath of an often insensitive police force. Mr Shinde had no business to give a communal colour to the issue. The Constitution does not provide for discrimination on the basis of religion and caste. What then gives the Union Home Minister the right to do so? He ought to be concerned by the plight of every citizen of the country, not just of the minority community. It would have been better had Mr Shinde directed the State Governments to ensure that no innocent Indian' is targeted. But, if he had to broadbase his concern, the country's Home Minister would not have been seen as doing something good' for the minority community. While Mr Shinde terms his directive as routine, there is nothing routine about it. He gave the instructions in pursuance to a letter that Union Minister for Minority Affairs K Rahman Khan wrote to him some time ago, alleging that wrong arrests of innocent Muslims were being made across India. While Mr Khan's attempt to communalise the matter is shocking, it does not come as a surprise. It is the same Minister who had not too long ago even questioned the existence of the Indian Mujahideen. Mr Khan had wondered aloud if such a terrorist outfit existed. In other words, it was a figment of imagination of the antiMuslim forces in the country! It did not matter to him that our intelligence agencies had elaborate material on not just the existence of the IM but also its sordid activities on Indian soil and its connections with Pakistani elements. The Congress-led regime has been pandering to the basest sentiments of the minority community without doing anything meaningful to empower members of the community. Some of its senior leaders had communalised the Batla House encounter even going to the extent of questioning the sacrifice of a brave Delhi Police officer who lost his life in the incident. The Congresss conduct had the vast number of moderates within the Muslim community squirming in discomfort. Elements in the Congress, who had shamelessly labelled the Batla encounter with terrorists as some sort of an antiMuslim drive, still prosper in the party, encouraging the likes of Mr Shinde to follow in their footsteps. The Home Minister's latest directive to the States will not stand legal scrutiny for a minute, but that worries Mr Shinde the least. He, his party and his Government have long given up pretense of heeding the Constitution in letter and spirit.

They also consider the followers of their original faith as kafirs. Its this animosity and hate against kafirs that constitutes Pakistans DNA. The vicious paradigm responsible for Pakistans birth conbeen cleansed of its Hindu population by the dominant Muslims. The Nairobi attack was carried out by the Islamist group, Al Shabaab, that is linked to Al Qaeda. What Muslims themselves can expect from Al Shabaabs rule is illustrated by what this organisation does in areas that it controls. There, it enforces an extremist version of Shariah law that includes barbaric punishments like amputation, beheading and stoning. Iran and Saudi Arabia have drawn daggers because each believes that its version of Islam is the right one. Sunnis and Shias are killing each other through suicide bombers in Iraq, where both sects live in good numbers. Manmohan meets Pranab over ordinance on lawmakers


NEW DELHI, OCTOBER 2: The government is likely to withdraw the controversial ordinance on convicted lawmakers with the Congress Core Group poring over the matter in the wake of Rahul Gandhis denunciation of the Cabinet move last week. Prime Minister Manmohan Singh, who returned home after a week-long visit to the U.S. when Mr Gandhi publicly trashed the ordinance, received the Congress vicepresident at his residence this morning before a meeting of the Congress Core Group. The meeting is believed to have felt that it would be better for the government to withdraw the ordinance in view of public sentiments against it. DEHRADUN, OCTOBER 2: Assuaging India's concern over the proposed visa bond, British high commissioner to India James Bevan on Wednesday said "it is just a proposal still under consideration" and even if it comes into being it will apply to a few cases where the risk of visa rules violation is high. We have held talks with Indian authorities over the issue and are aware that they don't want it. "Currently we receive nearly 4 lakh visa applications from India every year and 90 per cent of them are cleared. The name of the proposed legislation Karnataka Prevention and Eradication of Human Sacrifice and Other Inhuman Evil and Gory Practices and Blackmagic Bill 2013 suggests that its ambit will be limited only to practices that cause obvious physical harm to individuals. However, a panel of experts brought together by the National Law School of India University (NLSIU), Bangalore, is hoping to build a civil society debate around the issue of superstition in a more comprehensive way before the Bill is drafted. NLSIU is holding consultations and putting together a policy document that it will present to the government by October-end. The committee, headed by thinker and rationalist G. Ramakrishna, believes that the bill should go beyond what the recently-enforced Maharashtra Ordinance has done of listing and banning a set of practices.Unless it is thought through, there is the danger of the law punishing only the small fry, such as roadside fortune tellers, while the more corporatised practitioners do not come under its ambit. That would be tragic, like how wildlife protection laws have gone against the interest of tribal people, says S. Japhet, director, Centre for the Study of Social Exclusion and Inclusive Policy, NLSIU.The second draft of the concept note prepared by the team, and now being circulated, states that the proposed law cannot be blind to god men occupying privileged positions of power, enjoying immunity for their actions, practices that are prima facie injurious to human dignity but are still celebrated in the name of spirituality and faith and practices that reinforce caste, class and gender hierarchies.It pitches a set of questions for further debate: What does regulation mean in the private affairs of an individuals faith? Are we pitting superstition against modernity or is it a faceoff between religion and secular character of the nation? Will the proposed law regulate or prohibit superstitious practices?This is a treacherous terrain for any law to negotiate, admits V.S. Sridhara, associate professor at the centre and a member of the committee. He adds that it cannot be wished away. For instance, if visual media is obliged to have a statutory warning on tobacco, why not when they air shows that promote obscurantist practices? he asks.

"It was the regular over withdrawal report of the state animal husbandry department after which we took action of misappropriation of public money," he said. State gets addl 11.62 Cr as Incentive for Reduction in Infant Mortality Rate: Shabir
SRINAGAR, OCT 2: On the recommendations of the Thirteenth Finance Commission, the Jammu & Kashmir State has been awarded with of Rs 11.86 crore during the current financial year for making strenuous efforts in reduction of Infant Mortality Rate (IMR) between the years 2009 and 2012. This was disclosed by Minister of State for Health, Mr. Shabir Ahmad Khan during the meeting with the Officers of J&K National Rural Health Mission held here on Wednesday. Mission Director NRHM, Dr.Yashpal Sharma briefed the Minister about physical and financial achievements registered under NRHM for up- gradation and improvement of healthcare facilities in the State. The Minister said with a further decline in the Infant Mortality Rate (IMR) by two points this year in the State, the Health Department has marked a significant achievement, which reveals the better execution of various schemes related to Child Health under National Rural Health Mission. He said that as per the latest reports of Sample Registration System (SRS) Bulletin-September 2013, IMR of the State has been reduced to 39, which was 41in the year 2011. The IMR of the State has come down by 13 points from 52 in 2006 to 39 in 2013 and is also better than the National average of 42. Mr Shabir said that last year an amount of Rs 15.36 Crore were released by the 13th Finance Commission to the State and the various activities were undertaken for Strengthening of Maternal & Child Health care services through Facility Based & Home Based New-born Care & strengthening of Labour Rooms & OTs, besides technical support for strengthening of Child Health Care interventions through Norway India Partnership Initiative (NIPI) & United Nations Development Programme (UNDP). He said these initiatives are being carried out in Medical College Hospitals, District & other peripheral hospitals. The Minister said that to reach nearer to its goal, the NRHM had adopted various strategies framed by the Union Ministry of Health and Family Welfare and achieved IMR of 39. He said the action plan adopted to reduce IMR included strengthening of existing Facility Based Newborn Care Units (FBNC), capacity building of health care providers, implementing Home Based Newborn Care (HBNC), Management of Severe Malnutrition by establishment of Nutritional Rehabilitation Centre (NRC), strengthening of monitoring tools including HMIS and Mother Child Tracking System (MCTS), strengthening of labour rooms in delivery points and high case load facilities in Community Health Centres (CHCs) and District Hospitals (DHs) and launching special Immunization drives for high focus and drop out areas & conducting Village Health & Nutrition Days (VHNDs). The Minister directed Mission Director NRHM who is also the Member Secretary of High Level Monitoring Committee (HLMC) to take necessary steps to reduce the Infant Mortality Rate further and prepare detailed action plan in consultation with Director Health Services Jammu, Kashmir, Director Family Welfare & RCH and other members of the committee so that the same can be placed before the HLMC for discussion and approval.

BCCI to cut down on contracted players


MUMBAI: The Board of Control for Cricket in India (BCCI) is set to cut some serious flab when the players' central contracts come up for renewal later this month. The cash-rich Board currently has 37 contracted players on its rolls. The players are divided into three categories, with nine getting Grade A (Rs 1 crore), eight in Grade B (Rs 50 lakh), and 20 Grade C contracts (Rs 25 lakh). Contrary to what has been reported in some sections of the press, the BCCI intends to bring down the number of contracted players to 20 or 22 without doing away with Grade 'C' "The idea of central contracts was to award players who had performed well in the previous domestic season. But there are some players who haven't featured in a single game for the entire year. So on what basis can you award them a contract?" a Board official in the know of things said. "You look at players like Praveen Kumar, Varun Aaron or S Badrinath. They haven't done much to earn a contract. Unlike the previous years where players were handed central contracts on reputation, this time however we will prune down the list to 20 or 22 players. Chicago inter-faith group had issues with involvement of Swamy, Ramdev
WA S H I N G T O N , OCTOBER 2: The Chicago inter-faith organisation that courted controversy by withdrawing support for the 150th birth anniversary celebrations of Swami Vivekananda has supplied further details outlining why the sponsorship of the event by the Vishwa Hindu Parishad of America and the Overseas Friends of Bharatiya Janata Party led to that decision. In doing so the Council for a Parliament of the Worlds Religions explicitly cited the connection between the OFBJP to the Bharatiya Janata Party in India, which it said was a political party led by Narendra Modi, who has been banned from entering the U.S. CPWRs latest press statement was, it said, necessitated by the fact that advocacy group Hindu America Foundation had issued press releases condemning its withdrawal the Vivekananda event. In a September 23 statement the HAF Executive Director Suhag Shukla said, We are saddened that [CPWR], created in the very name of Swami Vivekananda, turned its back on the Hindu community and drew its own fault lines defining politics and religion, adding that it withdrew suddenly after receiving a complaint from an online based anti-Hindu group.However CPWR was firm in noting that the BJP and anti-minority speakers were an advertised presence at the event, citing its concern with two individuals in particular, Dr. Subramanian Swamy and Swami Ramdev. In doing so CPWR, whose Executive Director Mary Nelson earlier announced the decision to back out of the World Without Borders event on September 27-28, said that event keynote speaker Dr. Swamy, is a leader of the BJP. It also drew attention to a vote taken by the Harvard University faculty that decided by a large margin to deny Swamy the right to teach at the University since he calls for the destruction of mosques as well as the disenfranchisement of Indian Muslims who refuse to acknowledge Hindu ancestry.In terms of its objection to Swami Ramdev the Vice Chairs of CPWR, attorney Phyllis Curott and Professor of Religion Robert Sellers, said that he was the Chief Guest of the event, and he not only endorses [Mr. Modi] but also campaigns for him in India.CPWR also had strong words for the VHPA, saying that the organisation claimed on its website, as indeed it does, that Jains, Sikhs, and Buddhists are Hindus. Drawing a link to the Vishwa Hindu Parishad in India, the CPWR further noted that the U.S. State Department classified the VHP as extremist for almost every year since 2001, because of its activities against other religious groups in India.

WA S H I N G T O N , OCTOBER 2: With both Democrats and Republicans sticking to their stands on a new budget pushing the shutdown into the second day on Wednesday, President Barack Obama has blamed a reckless opposition for the latest financial crisis that has forced up to one million workers off the job. The two parties failed to strike a deal before the October 1 deadline on spending and budget due to differences over Obamacare, the signature healthcare programme of President Obama. Mr. Obama lambasted the Republicans for being reckless in their apparent willingness to take down the government in order to take down the law overhauling major aspects of health care coverage. He championed the law, signed it in 2010, and then saw it upheld by the Supreme Court last year. We know that the longer this shutdown continues, the worse the effects will be. More families will be hurt. More businesses will be harmed. So once again, he said on Tuesday on the first day of the shutdown, the first time in nearly 18 years. Mr. Obama urged the Congress to pass the budget and end the shutdown. Pay your bills, prevent an economic shutdown. Dont wait, dont delay, dont put our economy or our people through this any longer, he said. I will not negotiate over Congress responsibility to pay bills its already racked up. Im not going to allow anybody to drag the good name of the United States of America through the mud just to refight a settled election or extract ideological demands. Nobody gets to hurt our economy and millions of hardworking families over a law you dont like. About 800,000 federal workers in the US were told to stay at home while national parks, museums, government buildings and services shutdown as a result of the deadlock. Meanwhile, the White House said the Congress ought to

open the government, return people to work, and without drama and delay fulfill its responsibility to make sure the United States pays its bills. But the Republican Party

leaders, were not willing to make any changes in their approach, as a result of which the Congress has not been able to pass the budget. Accusing the Republicans of indulging in blackmailing tac-

tics on the affordable healthcare laws, which came into effect on Tuesday, the White House threatened to veto any piecemeal bill funding only parts of the federal government.

Pakistan to release Security forces targeted in Balochistan Weapons experts begin Syria mission amid clashes four Indian prisoners
LAHORE, OCTOBER 2: Four Indian prisoners, languishing in different Pakistani jails on charges of illegal stay, are set to be freed after a federal review board ordered their release. Dil Bagh Singh, Sunil and two other Indians have completed their terms but are still being held in jail. An Interior Ministry official on Tuesday informed the review board comprising two judges of the Supreme Court that the government is taking steps to repatriate the prisoners who had completed their sentences. Verification of nationality is required for the release of the foreign prisoners. And the process is underway, the official said.Dil Bagh Singh, Sunil and two other Indians have completed their terms but are still being held in jail. It could not immediately be ascertained when the Indians would be released. Meanwhile, a provincial review board comprising three judges of the Lahore High Court turned down the Punjab governments request to extend the detention period of a prime suspect involved in the 2009 attack on the Sri Lankan cricket team. Police on Tuesday produced Zubair alias Naik Muhammad before the review board and sought a months extension in his detention. Police were of the view that his release could pose a threat to law and order in Punjab. The detainees counsel opposed the governments request, saying the allegations against his client were baseless. After hearing both sides, the board declined the governments request to extend the detention.
ISLAMABAD, OCTOBER 2: Security forces are under fire again while carrying out earthquake relief operations in Balochistan and on Wednesday in five attacks, leaving two soldiers dead and one injured. The earthquake relief operation in the Awaran area, which is the base of guerilla forces in Balochistan has come under fire from the beginning. The Army is not exactly popular in Awaran after it was sent in to deal with the Balochistan nationalist uprising. While the Balochistan government is taking great pains to say that no one from the government has been hurt and no one has been targeted, even the Chief Ministers vehicle and the helicopter carrying the head of the Pakistan Disaster Management Authority and senior Army officials have come under rocket fire. Military officials said at 9.50 a.m. Army troops moving from Mashkay to Jhalwari and Ghulam Ali for distribution of rations, tents and other relief items were the target of an improvised explosive device (IED) attack killing two soldiers. At around 11.15 a.m. there was firing from a distance at the Armys Gishkore Post established for earthquake relief, though no one was hurt. Again at Parwar in the afternoon, south of Mashkay, troops came under fire while distributing rations and other relief items. There was no loss of life. The Army was attacked between Dhindar and Gashkore and in the fifth incident, troops in Nokjo in the Mashkay sector were attacked with rockets and small arms but there were no casualties. Media reports said that a suicide bomber killed eight persons at Chaman on the border between Pakistan and Afghanistan. This report could not independently confirmed. Chaman is located in Qilla Abdullah district in Balochistan.

BEIRUT, OCTOBER 2: International inspectors in charge of overseeing the destruction of Syrias chemical weapons left their hotel in Damascus on Wednesday to begin their work as deadly clashes raged on the edge of the capital. The inspectors mission endorsed by a U.N. Security Council resolution that calls for Syrias chemical stockpile to be scrapped by mid-2014 faces the tightest deadline ever placed before the experts from the Organisation for the Prohibition of Chemical Weapons. It was not clear where the inspectors, who arrived in Syria on Tuesday from neighbouring Lebanon, were headed from their hotel in central Damascus. Their work comes against the backdrop of relentless fighting. On the northern edge of the city, fierce clashes between Syrian troops and al-Qaedalinked fighters killed at least

12 soldiers and pro-government militiamen on Tuesday, anti-regime activists said, as the Army pressed on with a campaign to dislodge opposition fighters from the capital. The fighting in the contested district of Barzeh had flared up on Monday, when the Army stepped up attacks against opposition forces who have been trying to capture the area for months, said the Syrian Observatory for

Human Rights. Barzeh is important for rebels trying to take their battle closer to President Bashar Assads seat of power. At least 19 government troops have been killed in Barzeh since Monday including the 12 on Tuesday and dozens of others have been wounded, the Observatory said. The rebels, mostly from the ranks of al-Qaeda-linked Jabhat alNusra fighters, also sustained

losses, but have not disclosed them, the Observatory said. The fighting illustrates the enormous challenges the inspectors an advance team of 19 from a Netherlands-based chemical weapons watchdog and 14 U.N. staff members face as they kick off their work. Within a week, a second group of inspectors is scheduled to join them to form teams that will fan out to individual locations. They have around nine months to complete their mission, which calls for finding, dismantling and eliminating Assads estimated 1,000tonne chemical arsenal. Experts at The Hague, where the OPCW is based, said on Sunday the inspectors priority is to reach the first milestone of helping Syria scrap its ability to manufacture chemical weapons by a November 1, 2013 deadline, using every means possible.

NEW YORK, OCTOBER 2: US stocks fell on Wednesday as a partial government shutdown in Washington entered a second day, adding to concerns over how soon a political compromise would be reached.There were few signs that Congress was making progress in agreeing on a spending bill that would reopen operations. The Democratic-led US Senate voted Tuesday to kill Republicans' latest attempts to modify an emergency funding bill, and sent a "clean" measure back to the House of Representatives that would extend funding for government agencies until Nov. 15. Up to 1 million government workers remained on unpaid leave Wednesday as a result of the closure, with a fight over President Barack Obama's healthcare law at the center of the impasse. Market participants are also watching the situation for an indication of how an impending debate on the debt ceiling might play out. That issue is considered far more important for the economy, as it could result in an unprecedented debt default if not passed. US Treasury Secretary Jack Lew said late Tuesday the Treasury had started using its final tools to push back the date of when the government will run out of legal borrowing authority."We hope they can resolve it and also make progress on negotiating the debt ceiling, but no one knows for sure. So the market is left to swing from bouts of optimism like we saw yesterday, to bouts of pessimism today," said Bruce McCain, chief investment strategist at Key Private Bank in Cleveland, Ohio.The shutdown's impact on economic growth and market volatility will likely increase the longer it continues. McCain estimated that if the shutdown were to last 21 days, as the previous one did, "that would trim a quarter of the 2.5 per cent annualized growth rate we saw last quarter. That isn't an insurmountable hurdle, but it would hurt."All ten S&P 500 sectors were lower, with material stocks the weakest, off 0.8 per cent. Chemical maker OM Group fell 4.1 per cent to $32.68 while Alcoa Inc lost 2.2 per cent to $7.99. Alcoa was also pressured by a downgrade by Deutsche Bank.The Dow Jones industrial average was down 105.77 points, or 0.70 per cent, at 15,085.93. The Standard & Poor's 500 Index was down 9.75 points, or 0.58 per cent, at 1,685.25. The Nasdaq Composite Index was down 15.31 points, or 0.40 per cent, at 3,802.67.Equities have been volatile recently, with the CBOE Volatility index spiking more than 25 per cent over the past two weeks. However, the S&P has found support at its 50-day moving average of 1,679.78.Wall Street has managed to avoid steep declines during similar federal government closures in the past. During a shutdown from Dec. 15, 1995 to Jan. 6, 1996, the S&P 500 added 0.1 per cent. During the Nov. 13 to Nov. 19, 1995, shutdown, the benchmark index rose 1.3 per cent. DUBAI, OCTOBER 2: Tata Communications will enter into a partnership with UAEs telecom giant Etisalat to build a multi-service regional network infrastructure accessed from Etisalats Smart Hub facility in the UAE, says a report. This new multi-service regional network infrastructure includes a core network node in the Smart hub that provides improved connectivity between Etisalats Multiprotocol Label Switching (MPLS), Ethernet and Internet Protocol (IP) services and the Tata Communications global network. This would enable direct routing of traffic between the Middle East and Africa, Asia and Europe. The new network mode will be supported by Tata Communications global network, including its TGN-Gulf cable system, part of its wholly-owned fibre optic sub-sea cable ring around the world, the report said. This will enable enhancement of inregion routing, along with direct connectivity to Kenya, South Africa, Pakistan, India and Europe. It also provides a platform that strengthens regional connectivity and connections to other regional nodes,

including Turkey and Egypt. Tata Communications has made significant investments to its global network over the past few years which

No plans to reduce workforce: Ranbaxy


NEW DELHI, OCTOBER 2: Pharmaceuticals major Ranbaxy Laboratories on Wednesday said it has no plans to reduce its workforce and is focusing on improving performance and productivity. Ranbaxy has no plans to reduce its workforce either in the next 3 or 12 months, a Ranbaxy spokesperson told PTI in an emailed response. The company has been reported to be retrenching staff. Denying that any such step was taken or planned, the spokesperson added: We will continue to improve our productivity and performance and ensure optimal use of resources for sustainable, long-term growth. Company CEO and MD Arun Sawhney had said in his address to shareholders in the annual report that it has a team of over 14,600 people globally, represented by more than 50 nationalities. Today, there is a sharper focus on training, learning and development to build leaders and a skilled workforce that can compete in the USFDA, which had last month banned drugs produced at its Mohali plant in Punjab for violation of current good manufacturing practises. In May this year, Ranbaxy had pleaded guilty to felony charges relating to manufacture and distribution of certain adulterated drugs made at two units in India to US authorities and had agreed to pay USD 500 million as penalty. The company had admitted to past shortcomings but said it has rectified those and insisted that its drugs were safe and efficacious. It had also offered to co-operate fully with any regulator from anywhere in the world wanting to investigate its manufacturing practises. The companys Japanese parent Daiichi Sankyo has also said on September 24, that it will work with US authorities to resolve the issue of a ban imposed by the USFDA on the import of drugs from the Mohali plant of its Indian unit Ranbaxy Laboratories.

Coal India reports 4.7 per cent growth in first half of 2013-14
KOLKATA: Coal India Ltd (CIL), on Monday, closed the first-half of current fiscal with a production of 200.5 million tonnes, which was 4.7 per cent higher than the same period in the previous year. Aided mostly by Orissa-based Mahanadi Coalfields, production increased by 15.6 per cent while offtake improved by 9.2 per cent in September, senior officials said. For the second year in a row, CIL has bucked its past trend of seeing its production plans go awry during monsoons. Sources said all coal-producing subsidiaries of CIL, barring Western Coalfields, posted positive growth in the six-month period. However, production still trailed targets by 5 million tonnes, while the offtake target was missed by 3 million tonnes between April and September. CIL Chairman S. Narsing Rao told The Hindu that this was doable. We have done well in many respects, including supplies to the power sector, but we need to do better, he said.

GOLD TRADE NEAR TWO-MONTH LOWS, SILVER STRECH LOSSES

Standard gold of 99.5 per cent purity dropped by Rs 365 to close at Rs 29,550 per 10 gm from Tuesday's closing level of Rs 29,915. Govt of Andhra Pradesh restricts establishment of more dental colleges in the state
HYDERABAD, OCT 02: In a bid to put a cap on the mushrooming dental colleges in the state, the state government, issued a GO last week restricting establishment of more dental colleges in the state. As per the new guidelines issued by the high power committee, there can only be one dental college in every district while in districts with population of over 40 lakh, two dental colleges can be established. With 27 dental colleges, AP produces around 1,600 graduate and 250 post graduate dentists every year. While around 2,200 students join the Bachelor of Dental Surgery (BDS) stream, around 300 join the Master of Dental Surgery (MDS), every year. However, majority of the dentists in the state are struggling to make ends meet with no jobs in the public sector. The rate of unemployment is only adding to the woes of the fresh pass outs. For many, setting up a clinic is an expensive proposition. "We don't want to contribute to unemployment," said Justice Panduranga Rao, chairman of the high power committee that issued the guidelines. Govt schools in Karnataka to compulsorily teach English as one of the languages


BANGALORE, OCT 02: Soon, all government schools in Karnataka will have to compulsorily teach English as one of the languages from class I. Hitherto, only some government schools are complying with this rule. Primary and secondary education minister Kimmane Ratnakar said: "English from class I is among one of the assurances in the Congress manifesto. We must implement it from the beginning of every academic year. This year, we must start the project at the earliest." The decision has been taken to prevent students from moving to private schools, he said, adding that there will be no examination for English from classes 1 to 5. Speaking at the inauguration of the Vidyavahini project under Sarva Shiksha Abhiyan, the minister said that there will soon be around 6,000 schools with community-based interventions like the school-adoption programme. "The new Companies Act says every company should spend at least 2% of its profit on corporate social responsibility initiatives. I'd will be distributed from the beginning," he said. Regarding the high drop-out rate among Muslim students at all levels, Ratnakar said a report on the status of Urdu schools and students studying there will be available in 15 days. Krishna Iyer, secretary general of Asso8ciated Managements of Primary and Secon8dary Schools in Karnataka, said : "The problem lies in impl8ementation. 68% of undergraduate seats across 28 DU colleges to be reserved for Delhiites


NEW DELHI, OCT 02: Days before the code of conduct for Delhi assembly elections was to come into effect, the Sheila Dikshit government on Tuesday sought to give Delhiites a major gift by reserving for them approximately 68% of undergraduate seats across 28 Delhi University colleges which receive city government grants. The move, however, is unlikely to be cleared by the Centre. Union human resource development ministry reacted with surprise at the decision and ministry sources said the fact that this order has come at a time when college admissions are over shows it has been done with the elections in mind. The decision was announced by Delhi higher education minister AK Walia, who said reservations for students from Delhi will be 90% in 12 DU colleges which are 100% funded by the city. In 16 other colleges which receive 50% capital grants and 5% recurring grants from Delhi government, the local quota would be 50%. Based on 2012-13 enrolments across these 28 colleges, the move will translate into 12,000 first-year seats being reserved for city students. Walia said the decision was in response to a court order. "The high court had, in its recent order, directed the state and the university to resolve the issue. Based on that, we have come up with this formula for reservation in colleges that are fully or partially funded by us," he said.

50% of IIT entrants not from coaching classes


MUMBAI, OCT 02: After the Joint Entrance Exam (JEE) results, coaching classes get busy spinning success stories. Each student who makes it to the hallowed Indian Institutes of Technology (IITs) may just be reduced to a rank, but it is their golden ticket to netting more candidates for admission. But information collected by the tech colleges reveals that close to half of those who make their mark in the entrance test prepare for the exam on their own. The IITs ask every student who takes the JEE whether he/she prepared for the test "on his own or via other methods", which, in short, covers all sorts of coaching provided. This includes classroom series, distance learning, referring to tutorial notes or appearing for mock tests. Candidates are also informed that their selection would be based on the marks they have scored, irrespective of their pr e par a t io n method. Data provided by candidates shows that about 50% students said they studied on their own. Their share has altered over the years. Data analyzed by the JEE cell reveals that while 60% of the students who made it to the seven old IITs in 2007 opted for some form of coaching, in 2008, this figure dropped to 45%. Coaching classes, though, insist that their enrolment numbers have been ballooning every year. Praveen Tyagi, proprietor of IITians Pace, said the statistics were not authentic. "My students ask me if t h e y should disclose t h a t t h e y t o o k coa chi n g . We, like most other classes, advise them against doing that. For, we fear some day the IITs may decide to favour those who didn't take coaching." Heads of coaching centres say it isn't easy to bag a rank without professional help. Vijay Singh, who taught at IIT-Kanpur, recalled that the coaching phenomenon became big only in the mid90s. "Even in the 80s, a tiny proportion of the class did prepare for JEE through a coaching class. But Kota emerged in the early 90s as a coaching hub, and in one particular year, a large percentage of students who qualified from Bombay zone (with covers Rajasthan too) was from there," he said. Soon, aspirants swelled, and the premier colleges also multiplied to meet growing demand. Coaching academies mushroomed and fed on the IIT craze that had caught on. In 2005, the IITs were forced to look inwards, and a committee headed by C N R Rao, principal scientific advisor to the prime minister, limited JEE attempts to two, to tackle the coaching phenomenon. "Students who came in after spending years in coaching classes used to burn out very fast; most took six to seven years to complete the four-year course," observed an IIT-B faculty member. In fact, the coaching syndrome is so deeply ingrained that IIT insiders too doubt the authenticity of the data they have collected. A faculty member who teaches mathematics in IIT-Guwahati did not agree with claims made by students. "I do not think all students are giving us the correct picture on the coaching front. Surely, there are some students who make it from extremely poor and disadvantaged backgrounds, but I feel most other candidates take some sort of coaching," he said.

Haryana govt to appoint retired teachers in schools to fill vacant posts in schools
CHANDIGARH, OCT 02: The Haryana government would appoint retired teachers on contract basis to fill vacant posts in schools. CM Bhupinder Singh Hooda has approved the plan to recruit retired teachers of up to 65 years of age, a government spokesperson said here on Wednesday. With the issue of teachers' recruitment pending in the court, services of retired teachers would be sought so that students do not suffer, the spokesperson said. Textbooks have been supplied to most government schools and students would receive them within two days, he added.

SRINAGAR, OCTOBER 2 - Prof. Goverdhan Mehta, National Research Professor and Bhartia-Jubilant Chair at the University of Hyderabad, was conferred with the Degree of Doctor of Science (Honoris Causa) by the Kashmir University at its Special Convocation held here on Monday evening. Vohra, Governor, who is Chancellor of the Kashmir University, presented a Certificate and Citation and conferred the Degree of Doctor of Science (Honoris Causa) upon Prof. Mehta, an internationally acclaimed researcher in Organic Chemistry, in recognition of his noteworthy contributions in the field of Chemistry. He dwelt on the contribution of Prof. Mehta as a planner in the arenas of science and technology within the country and abroad. He recalled that he and Prof. Mehta worked together in the Round Table which had been set up by the Government of India for fostering understandings and collaborations between India and the countries of the European Union. Highlighting the role of Universities and other institutions of higher education, the Governor observed that they are required not only to undertake high standards of teaching and research but also induce among the students the spirit of free and critical enquiry and examination of various complex issues. The institutions of higher learning and the students must develop the capacity to address all contemporary social, economic and political problems to the benefit of the society at large. He referred to the good work being done by the Kashmir University in teaching and research and hoped that in the coming times Prof. Mehta would help the varsity in guiding academic and research work which is being undertaken here.
