KERAN INFILTRATION: OPERATIONS CONTINUE Rahul Gandhi wind blows away FOR NINTH DAY, FIVE SOLDIERS INJURED Ordinance on tainted law makers
basis of specific intelligence inputs about possible infiltration in Keran sector by militants from across the LoC. Although the army commander maintained it will be premature to say whether the Pakistan Army was involved in the infiltration of militants, he said there were definite indications that some special troops were part of it. The Army, he said, was prepared to take on this challenge. "This is our role and this is what we are meant for," he said. Lt Gen Singh said the militants have been cordoned off by the soldiers but the operation was being carried out in a calibrated manner to avoid Indian casualties. "The operations are deliberate. We are not rushing through as rushing through will mean (the risk of) own casualties," he said. "I have also observed some of the reports.... It seems to me that some inimical elements, subversive elements have been giving the inputs of 8Contd p2 NEW DELHI, OCT 02: Reeling under the 'Nonsense' comment of Congress Vice President Rahul Gandhi the Union Cabinet on Wednesday decided to withdraw the controversial ordinance on convicted lawmakers. Ahead of the Cabinet meeting, Prime Minister Manmohan Singh talked to allies, informing them about the intent to withdraw the controversial ordinance on convicted lawmakers.Among the allies Singh contacted were NCP chief Sharad Pawar and RLD leader Ajit Singh, sources said. The Prime Minister also consulted Attorney General G E Vahanvati over the issue. When contacted, Ajit Singh said he is in favour of withdrawal of the Ordinance as also the Bill which seeks to protect convicted lawmakers from immediate disqualification. "We welcome the withdrawal of the Ordinance. We opposed it in all-party meeting also," he told. He attacked BJP, saying the party supported it in the all-party meeting as also the Bill in Lok Sabha but changed its stand in Rajya Sabha. "If BJP can change its mind, why can't Congress? It should be withdrawn," the RLD chief said. He said the bill, which seeks to amend the Constitution, should also be withdrawn.
Did Rahul and Sonia not know about the ordinance? 1Not likely that such a hugely important decision to overturn an SC ruling wasn't shared with the two leaders. The bill was brought to Parliament and the ordinance was widely discussed for several weeks before cabinet OK. Also, it was cleared by the party's core group, of which Sonia is a member. Abrupt change in Congress leadership's position follows murmurs in party, feedback on public opinion, and opposition attacks emb4arrassing Congress ahead of crucial state polls.
This was perhaps seen as being not as effective. Rahul's intervention aimed at projecting him as above political fray and a leader wiling to take on the establishment of his own party, particularly the old guard, over corruption and articulate the concerns of a young India.
SRINAGAR, OCT02: The Army has launched a major anti- infiltration operation against militants and suspected Pakistan special troops holed up in an area in Keran sector along Line of Control in which five Indian soldiers have been injured. "We are in total control of the operation which was launched on September 24. The reports of our posts being captured by the infiltrators are absurd," general officer commanding of the Army's 15 Corps Lt General Gurmit Singh told reporters here on Wednesday. "From the operation that is going on till now and the strength (of infiltrators) and the multiple points they
attempted (to infiltrate), give the indication that definitely there were some special troops. This is quite different from the trend we have seen in the earlier infiltration attempts," he said. Five soldiers have been injured in the operation that entered the ninth day today, Lt Gen Singh said. "All the injured soldiers have been hospitalized and are stable," he said. Lt Gen Singh refused give details of the operation, saying it could compromise the effectiveness and strategy used by the Army against the infiltrators holed up in the area. Lt Gen Singh said the operation was started on the

He said the best way to deal with the issue of barring criminals from politics is to set up fasttrack courts which must decide cases against politicians within a timeframe of about six months. Omar Abdullah Govt. has failed in providing security to the nationalist community: Munish Sharma.
JAMMU, OCT 02: Late night BJP State secretary Munish Sharma visited the hospital in Jammu to take a note of the boy referred from Kishtwar and said that the boy was in critical condition and BJP will hold a strong demonstration if the administration doesn't take a strong action against those who are responsible for such miserable condition of the young boy. He blamed the Omar Abdullah government for not taking the issues of the minority community seriously. Omar Abdullah has no moral right to stay in power as he has failed to provide security to the people of state. He said at the time when govt. should take steps to establish faith and provide compensation to those who have lost their everything in the riots government is becoming a party to those who want the minority community to migrate from the remote areas of the state. Those who are involved in the cases of corruption and land grabbing are posted as the administrators of the government. Mr. Sharma demanded an immediate enquiry into the episode. He said if CM fails to do so then BJP will hold a strong demonstration Referring to his extensive tour to District Kishtwar, BJP State Secretary & Prabhari Kishtwar Munish Sharma pointed towards the problems faced by the people of remote areas of the district. It may be mentioned here that Munish Sharma was on a three days tour to Kishtwar district for meeting the workers at booth level and share their prob-

He visited areas like Gulabgarh, Tatta Pani, Masoo, Chashoti, Atholi, Karthai etc. Minority community of the area complained that they are being harassed by the police as well as civil administration after the August 09, 2013 episode. It was observed that innocent government employees, stu-
dents and VDCs members are being deliberately harassed by the police. Sharma warned to the state government to fulfil up the assurances given to the minorities of Kishtwar like compensation and transfers of trouble shooters officers of Police as well as civil administration. He further demanded that immediate attention to 8Contd p2
KASHMIR, OCT 02: In what has been a volatile day in the state of Jammu and Kashmir , suspected Lashkar-eTayyeba militants staged a terrorist attack in the Soura area on the outskirts of the state capital Srinagar. According to reports filtering in, four policemen have been injured in the massive gunfight which was still on when the reports last came. Apparently, one of the militants threw a grenade at the police team chasing him, after a pair of them got trapped in a building in Soura. Reports also say that both the militants have been separated and currently flushing out operations are on. Soura has now been cordoned off by security forces even as more forces are being brought in. The attack has become a full fledged encounter in what is known as Ahmad Nagar under the Soura Police station. One of the militants is holed up in a private school building. The operation began late on Wednesday evening after security forces from J&K Police and the CRPF, assisted by army, were tipped about the presence of militants in area. When security forces reached near the school building where they had information about presence of militants, they were fired upon. Police are now trying to evacuate the civilian population in area before launching a final assault. While there is no clarity on how many terrorists are in Soura, sources say three to four.

approach a higher court for appeal after conviction and continue to hold the post. All pros and cons were discussed in the Core Group and a decision was left to the Union Cabinet which is meeting in the evening, highly placed party sources said after the hour-long meeting headed by Ms. Gandhi. Mr. Mukherjee, to whom the ordinance was sent last week, is said to have reservations and had called three ministers, including Law Minister Kapil Sibal raising queries. In the morning, when Mr. Gandhi met the Prime Minister, he is understood to have explained the reasons for opposing the ordinance and his reservations over the move to protect convicted lawmakers. On the way back from the U.S., the Prime Minister told reporters accompanying him that he would try to find out the reason why Mr. Gandhi made a public statement and "why it had to be done that way". Mr. Gandhi had earlier this week said at a press conference that the ordinance is "complete nonsense" and should be "torn up and thrown away".Making it clear that he was not undermining Dr. Singh's authority in any way, the Congress vicepresident had also written a letter to the Prime Minister the same day, saying that he has the "greatest admiration" for his leadership in extremely difficult circumstances. Many saw Mr. Gandhi's outburst on the ordinance as an embarrassment for the Prime Minister and the Opposition vociferously demanded that Dr. Singh should step down after his return. Dr. Singh also ruled out his resignation. Notwithstanding the pressure on Congress in view of Mr. Gandhi's stand, the UPA allies like the NCP are miffed over the way the issue was raked up by Mr. Gandhi that had undermined the both the government and the Prime Minister. The NCP and the National Conference Ministers may make their views plain at the Cabinet meeting though they may go ahead with the consensus on the ordinance issue. be given to the problems of the people residing in these remote areas of Kishtwar like roads and electricity. it is the last phase of operation. "Dead bodies of militants are of no consequences for me. What is important is that area is cleared. We have recovered large quantity of arms and ammunition. Some the weapons are made in Pakistan," he said. Gurmeet Singh refuses to divulge the information about the ongoing operation saying that it would have bearing on his soldiers. Pertinenetly, some media reports suggested that for the first time since Pakistani regulars and militants occupied several abandoned posts in Kargil in 1999, leading to a low-intensity conflict that eventually saw the intruders evicted, Pakistani soldiers on September 23 occupied Shala Bhata village in Keran sector during a routine rotation of troops on the Indian side.

sentiments at the Cabinet meeting. Party spokesman D P Tripathi made the unhappiness clear when he said the government is of UPA and not that of Congress. "Rahul Gandhi definitely knows that we are his allies not followers," he said. The cabinet's decision to withdraw the ordinance is a triumph of people power. On September 27, The Times of India launched a campaign against the ordinance, which sought to overturn a Supreme Court judgment disqualifying MP and MLAs convicted for crimes punishable with a jail term of two years or more. The public response to the campaign was phenomenal. On the very first day, more than 1.5 lakh people joined the campaign. On the second day, the number of people supporting the campaign rose to 5 lakh. It went on to cross 7.26 lakh in five days. Meanwhile, Rahul Gandhi sensing the public anger, called the ordinance "nonsense". In the end, the government has been forced to surrender to the public mood.

Presently, an LPG consumer is attached to a distributor and cannot change his distributor even if he is unhappy with the service. EDIT-OPED
Of the 16 summits he has held in the past 10 years with Islamabads top leadership, Prime Minister Manmohan Singhs New York meeting with Pakistani Prime Minister Nawaz Sharif has been the most meaningless: Symbolic and contrived to assuage Mr Sharifs constituency, please the international community and perhaps, please Mr Singh himself. For Mr Sharif, who has claimed that he won the elections advocating peace with India and was hounded out of office in 1999 for the same reason, and for Mr Singh, who is an inveterate pusher for talks with Pakistan, this summit was preceded by unsavoury events. The talks were confirmed only after Mr Singh took off for New York; a fidayeen attack in Jammu occurred three days prior to the talks; Congress vice president Rahul Gandhi detonated a political IED targeting Mr Singh while he was in the US; and former Army chief General VK Singhs startling revelations about the Armys political role in Kashmir and covert operations across the Line of Control were still reverberating. While these incidents were especially damaging to Mr Singhs swan song appearance, Mr Sharifs UN General Assembly speech claiming credit for the dialogue initiative and nailing India on Kashmirs self-determination did not help either. Following Mr Sharif in the batting order at the UNGA, Mr Singh gave it back calling Pakistan the epicentre of terrorism. In the meeting with US President Barack Obama, he mentioned about the Punjab Governments funding of the Jamaat ud-Dawah, the front organisation for the internationally-banned Lashkar-e-Tayyeba which is acknowledged as a global threat. The off-the-record narration of this event, peppered with Punjabi anecdotes by Mr Sharif to journalists in New York in a veiled reference to Mr Singh, further sullied the atmosphere for talks. This was not the time for talks.
India must talk to Pakistan, because dialogue is the only way forward. But there is no hope of getting the desired results if New Delhi is armed with a toothpick. It must talk from a position of strength
globe, almost all of them have either originated in Pakistan, were carried out by young men of Pakistani ancestry or by jihadi terrorists who were trained on Pakistani soil. Else, they were planned and executed by Islamabads intelligence agency, the ISI, and its sponsored terrorist organisations. Mr Fatah has catalogued 10 major international terrorist incidents beginning September 1986, with the attempt to hijack PanAm jet at Karachi airport, to the May 2010 foiled bombing in New York Citys Times Square in which Pakistanis were prominently involved. Further, Pakistan has been home to most of the Al Qaeda leadership Abu Zubayedah, Ramzi bin al-Shibh, Khaled Sheikh Mohammad, Abu Faraj al-Libbi, Mustafa Nasr and, of course, Osama bin Laden and the groups current Emir, Ayman al-Zawahiri. Pakistan has emerged as the worlds number one source of jihadi suicide bombers there were 225 bombings between 2008 and 2011, killing 3,900 Pakistanis, and the country is ground-zero for training of Islamic terrorists and the biggest threat for nuclear terrorism. By this record, the reference to Pakistan as an epicentre of terrorism is an understatement. It is terror made by and in Pakistan. Still, Pakistan likes to equate itself with India as a victim, though its brand of terrorism is self-inflicted. The talks on the sidelines of the UNGA were informal, unstructured and not expected to yield any substantial outcome. Prime Minister Singh said so himself when even at the Foreign Secretary level. What transpired in the talks was portrayed by a sombre National Security Adviser, Mr Shivshankar Menon, in a grave tone. Both sides enumerated their concerns and interests which held no surprises. Kashmir, Siachen, Sir Creek, Balochistan, trade and commerce for Pakistan and cross-border terrorism and maintaining peace and tranquillity (a term borrowed from the LAC with China) on the LoC for India. The only outcome was the agreement to task the two Directors-General of Military Operations to devise ways and means to restore the ceasefire agreement of November 2003, but without any timelines. The last time the two met was during Kargil to work out the withdrawal of Pakistani intruders from Indian territory. The 2003 agreement was the result of back-channeling and a direct fallout of Operation Parakram during which President Pervez Musharraf, twice, the previous year, pledged to end cross- border terrorism permanently, visibly, irreversibly and to the satisfaction of India. By September 2002, infiltration had reduced by 50 per cent and by the time Indian forces were withdrawn after election in Jammu & Kashmir, the LoC had stabilised considerably. The ceasefire agreement held meticulously till the end of 2008 while Gen Musharraf was around, but later it began to unravel. The uptick in violence began with the return of Prime Minister Sharif, especially
in the last few months when compared to last year, infiltration has doubled, ceasefire violations have trebled and security force casualties quadrupled. This is due to the separation of power between a civilian Prime Minister and the Army chief, and the reversal of the Pakistani Armys policy to normalise relations with India begun by Gen Musharraf. Now that Pakistani Army chief General Ashfaq Parvez Kayani and the ISI have succeeded in preventing Mr Sharif from picking up the threads broken at Lahore, we will gradually witness a let-up at the LoC. But the ISI will continue to fuel insurgency and terrorism in Jammu & Kashmir as the Samba fidayeen strike demonstrated for a possible post-2014 Afghanistan upheaval. The Army needs to be better prepared materially and mentally to deal with fidayeen attacks and even suicide bombers and IEDs of the kind employed in south-east Afghanistan. That should be the level of preparedness. Next year, there will be a new Government in New Delhi. Dialogue with Pakistan will resume before then, but the quality of conversation will depend on delivery by Pakistan on the conviction of 26/11 undertrials and on reining in the Punjabi Taliban employed in cross-border terrorism. For the last 15 years, India has been subjected to the wrenching experience of dialogue-terror attack-disruption-dialogue again. Deterrence has to be inserted between dialogue and disruption to raise costs for the perpetrators of violence. So far our leaders have been merely warning of consequences in the event of the next big attack emanating from Pakistan. India is accused of fuelling the insurgency in Balochistan, aiding Tehreek-e-Taliban Pakistan in Afghanistan, and helping break up Pakistan with the creation of Bangladesh. If the first two allegations are true, deterrence apparently is not working. Overt and covert punishment must be levied to dissuade and deter cross-border violence. India must talk but armed with a big stick, not a toothpick.
Behind the hands that pull the trigger and brandish the sword, is a mind that interprets the world in terms of religious obligations of the faithful versus the infidel. This indoctrination has been going on for centuries
The non-believers were kafirs and were treated as such. No wonder, Bakhtiyar Khilji burnt to ashes universities of international standing Nalanda and Vikramshila, for instance when he invaded India in 1193. Mughal emperor Jehangir put Sikh Guru Arjun Dev, a man of peace, to death. Another Sikh Guru, Tegh Bahadur, was killed on the orders of Aurangzeb because he refused to change his faith and stood by the Kashmiri Brahmins who were given the choice to convert to Islam or face death. The four young sons of Guru Govind Singh also fell victim to the same mindset. And, this is just an illustrative list. This divisive mindset also formed the bedrock on which the Islamic state of Pakistan stands. Nearly all Muslims in Pakistan (like in the rest in the sub-continent) are either Hindus or Buddhists who converted to Islam and rejected their preIslamic past. They also consider the followers of their original faith as kafirs. Its this animosity and hate against kafirs that constitutes Pakistans DNA. The vicious paradigm responsible for Pakistans birth conbeen cleansed of its Hindu population by the dominant Muslims. The Nairobi attack was carried out by the Islamist group, Al Shabaab, that is linked to Al Qaeda. What Muslims themselves can expect from Al Shabaabs rule is illustrated by what this organisation does in areas that it controls. There, it enforces an extremist version of Shariah law that includes barbaric punishments like amputation, beheading and stoning. Iran and Saudi Arabia have drawn daggers because each believes that its version of Islam is the right one. Sunnis and Shias are killing each other through suicide bombers in Iraq, where both sects live in good numbers. What should worry the international community that is facing terror threats from Islamists is the mindset that triggers such organised killings. The notorious Indian

Impact of verdict
Dear Editor, The conviction of Lalu Prasad has dealt a body blow to the RJD, a party gasping for resuscitation. As in 1997, when Lalu Prasads arrest became imminent, the party has done what it does when faced with a crisis turn to Rabri Devi. What should worry RJD leaders most is that neither Rabri nor Tejaswi has displayed the ability to fill Lalus shoes. For Nitish Kumar, the verdict is a shot in the arm at a time when he has lost a bit of his lustre. Yours Etc. Ved Prakash, bhaderwah
Aadhaar scheme
Dear Editor, Although there have been genuine concerns over the implementation of the Aadhaar scheme, we should not forget that the project can change the course of our nation (Voluntarily mandatory, Sept. 30). A strong database system and the revolutionary business intelligence concept can bring in efficiency, transparency and accountability. There are forces that are bent on sacking the project due to the fear of accountability it brings in. The Supreme Court verdict is a golden opportunity for them. We, as responsible citizens, should stand by UIDAI in this hour of need.
The blood-soaked incidents in Nairobi and Peshawar and the scourge of communal riots, be they in India, Pakistan or Bangladesh, are two sides of the same coin. Behind the hands that pull the trigger and brandish the sword, is a mind that interprets the world in terms of religious obligations of the the faithful versus the infidel. This indoctrination has been going on for centuries through sermons and education provided by religious seminaries. Those who perpetrate savagery against infidels and their places of worship claim religious sanction for their actions and have even won acclaim from the clergy.

At a time when the 14th Finance Commission has already been constituted, by making an announcement in the budget speech of 2013-14 and thereafter in setting up the committee, the Union finance minister had committed a grave constitutional impropriety and deliberately are on the rise after the Congress government came to power in the State. ARA: At least 13 persons are feared drowned when a country boat sank in river Ganga at Kewatia village of Bihar's Bhojpur district, official sources said on Wednesday. The mishap took place last night when nearly 20 persons were returning home in a country boat after working in their field on the other side of the river, sub divisional officer Madhav Prasad said. While some passengers swam to safety, some others were rescued with the help of locals but there was no information about 13 passengers, he said.
sown the seeds of confusion in an already well-established mechanism of financial transfer from the Centre to the states evolved over the past several years, she said. The background to the constitution of the committee was the repeated demand of the government of Bihar to confer special category status on it to enable a greater fund flow to the state to address its development deficit. Far from limiting itself to the question of enabling greater fund flow to a backward state
based on its demands, the committee was given terms of reference to evolve criteria for identifying backward states and how the suggested criteria might be reflected in future planning and devolution of funds from the Centre to the states, she said. "Our objection is the committee has been asked to examine criteria for devolution of funds from the Centre to the states, a duty laid down under Article 280 of the Constitution for the Finance Commission," she added.
Lankan national sneaks India to be world's most Sira returning to normality OCTOBER 2: the Cr.PC in the town till into Rameswaram; held populous nation by 2050: Study TUMKUR, Sira town in Tumkur district, Thursday. Inspector-General
R AM E S WA R A M , OCTOBER 2: Despite the claim of tight vigil by naval and coast guard personnel following an alert about possible infiltration of terrorists through the sea, a Sri Lankan Tamil managed to sneak into the island by a high-speed boat early on Wednesday morning. Police said they arrested Chellakrishnan of Pesalai in Sri Lanka following a tip-off by a local resident shortly after he was dropped at Arichalmunai by the boat, police said. The boat which dropped him managed to go back. He had come in a high speed boat and that might be the reason why the coastal security police and coastguard and even Navy would have missed the craft, said an official. Patrolling along the shores and in the sea has been strengthened since last month after an intelligence alert that terrorists might enter the country from Sri Lanka through the Palk Strait and attack the Lord Ramanathaswamy temple, Madurai and Mayiladuthurai. During questioning, the Sri Lankan national claimed that he was staying in Tiruchirappalli and had left for Sri Lanka by a ferry some time ago and returned now. He had also said he used to undertake frequent trips to his country. OCTOBER 2: The world's population will rise to 9.7 billion in 2050 from the current level of 7.1 billion and India will overtake China as the world's most populous nation, a French study said on Wednesday. A bi-annual report by the French Institute of Demographic Studies (Ined) projected there would be 10 to 11 billion people on the planet by the end of the century. The projections ran parallel to forecasts by the United Nations, the World Bank and other prominent national institutes. A UN study in June said the global population would swell to 9.6 billion in 2050 and the number of people aged 60 and above would catapult from 841 million now to two billion in 2050 and nearly three billion in 2100. Ined said Africa would be home to a quarter of the world's population in 2050 with 2.5 billion people, more than double the current level of 1.1 billion. Gilles Pison, the author of the report, said the prevailing fertility rate in Africa was around 4.8 children per woman far higher than the global average of 2.5. The Americas will breach the one-billion mark in 2050 with 1.2 billion inhabitants against 958 million at present. And Asia's population will increase from 4.3 billion to 5.2 billion in 2050, Ined forecast. The world's most populous nations are currently China with 1.3 billion people; followed by India (1.2 billion); the United States (316.2 million); Indonesia (248.5 million) and Brazil (195.5 million). But in 2050, India will take pole position with 1.6 billion people with China in second place at 1.3 billion. Nigeria, Africa's most populous country, will outstrip the United States with a population of 444 million against a projected 400 million Americans in the middle of the century. which witnessed a clash between two communities on Sunday, is returning to normality. Tension prevailed in the town on Sunday night following a quarrel between youths of two communities. On Monday night, a makeshift tender coconut shop made of palm fronds was set on fire. Additional Superintendent of Police R. Lakshman told The Hindu that 20 people arrested in connection with the clash had been remanded in judicial custody till October 12. He said eight persons were arrested on Tuesday as a preventive measure. The district administration has imposed prohibitory orders under Section 144 of
of Police (central range) P. Ravindranath and Superintendent of Police Raman Gupta are camping in the town. Four battalions of the Karnataka State Reserve Police, four battalions of the District Armed Reserve police, 150 police constables and 15 inspectors have been deployed in the town. The former Minister S. Shivanna alleged on Tuesday that the Congress was responsible for the communal clash. The violence shows the failure of local MLA T.B. Jayachandra, Minister for Law and Tumkur district in charge, he said. He told reporters here that the Congress had been following the divide and rule policy for the sake of vote bank.

was adjudged leg before. As Brathwaite watched his captain and Deonarine get back to dressing room, he settled down and steadied the West Indies innings with the gutsy Fudadin at the other end. It was Bhatt who dismissed Fudadin trapping him leg before but the batsman didn't seem too happy with umpire Suresh Shastri's decision. Off-spinner Rasool, who had a match-haul of seven wickets in the last 'Test', got rid of Brathwaite in the next over, caught behind by Kaul in the very next over. The Indian bowlers tried hard to make early inroads but Zaheer and Shami did precious little with the new ball. West Indies lost only one wicket before lunch in their bid to give a solid platform for the later batsmen to capitalise on and put a big total as they did in the Mysore 'Test'. Brief Scores: West Indies A (1st Innings): 283/6 in 90 overs (Kraigg Brathwaite 82, Assad Fudadin 63, Bhargav Bhatt 3/76, Zaheer Khan 1/44) vs India A.
Mumbai Indians beat Perth Scorchers to book CLT20 semifinal berth Brathwaite takes West Indies 'A' to 283/6 at stumps on Day 1
NEW DELHI: Riding on skipper Rohit Sharma's blistering half-century, Mumbai Indians cruised into the Champions League Twenty20 semifinals with a crushing six-wicket victory over Perth Scorchers in their must-win final group match on Wednesday. While Rohit bludgeoned his way to an unbeaten 51 off 24 deliveries, Dwayne Smith also played a blinder as he smashed a 25-ball 48 at the top to enable MI achieve the target with as many as 40 balls to spare. Mumbai were required to chase the target in 14.2 overs to make it to the last-four stage of the tournament, and they did it in 13.2. Rohit smashed three boundaries and four sixes while putting on a solid 65-run stand for the fourth wicket with Kieron Pollard (23) off just 37 balls. Earlier, some fine bowling by Nathan Coulter-Nile and Pragyan Ojha helped Mumbai restrict the Scorchers to 149 for six at the Feroz Shah Kotla ground. century in 23 balls with three fours and four sixes. In the end, Ambati Rayudu hit two sixes to finish it off in style. For MI, Coulter-Nile was the pick of the bowlers with figures of three for 19, while Ojha chipped in with two for 17. Mitchell Johnson was left out. It was left-arm spinner Pragyan Ojha, who gave MI the breakthrough by seeing off both the opening batsmen in his very first over. After being hit for a four off the first ball of the 10th over, he knocked off the stumps of Agar before bowling Katich with the fifth ball of the over. Agar scored a 40-ball 35 with the help of six fours, while Katich's 13 came off 19 balls. The duo shared a 55-run partnership for the opening wicket. The two new batsmen -Cartwright and Whiteman -accelerated the scoring. Cartwright scored a valuable 20-ball 28 studded with four hits to the fence before Coulter-Nile, who returned for his second spell, saw him off. SHIMOGA: Zaheer Khan got his name in the wickets column but it was a patient 82 by opener Kraigg Brathwaite that helped West Indies A reach a decent 283 for six in 90 overs after opting to bat in the second unofficial four day 'Test' on Wednesday. Brathwaite along with middle-order batsman Asad Fudadin (63) added 117 runs for the fourth wicket to ensure a position of safety for the visitors at the Jawaharlal Nehru College of Engineering ground on Wednesday. Fudadin joined Brathwaite in the post lunch with West Indies A in a none too comfortable position at 98 for three. While Brathwaite faced 202 deliveries hitting 13 boundaries, Fudadin faced 107 balls hitting seven fours in the process. Both were dismissed in quick succession that saw the Caribbeans reduced to 215 for five before Leon Johnson (36) along with Chadwick Walton (30) scripted another recovery act with a crucial 68-run partnership for sixth wicket. It was pacer Mohammed Shami who got
In reply, opener Smith gave Mumbai Indians a rollicking start even as veteran Sachin Tendulkar disappointed the full house once again, getting out without scoring big when he was caught at the deep square leg by Sam Whiteman off Jason Behrendorff's bowling. Though Glenn Maxwell (10 off seven balls) got out cheaply, Smith continued in the able company of Rohit. The duo put on 38 runs together for the third wicket in just 2.2 overs and took the team past fifty in only 32
balls. Rohit, however, was unmoved by his partner's dismissal and continued to play his shots with ease. He along with the hard-hitting Pollard made sure that Mumbai runrate didn't drop. Rohit and Pollard stole 14 runs off the ninth over, bowled by Hogg before the captain hit Joel Paris for two fours and a six in the next over to take 17 and help Mumbai Indians reach a commanding 117 for three at the half-way stage. Rohit brought up his half-
rid off Walton when he nicked one to glovesman Uday Kaul behind the stumps. For India A, left-arm spinner Bhargav Bhatt (3/76) was the most successful bowler while Zaheer (16-5-44-1), Shami (1/59) and Parvez Rasool (1/71) got a wicket apiece. It was a mixed day in office for the Indian bowlers as they got a few wickets in quick succession but also had toil hard during partnership. Brathwaite was more intent on defending most of the times although he did hit a few boundaries. He found an able ally in Fudadin as they trudged along at a decent
pace. He played the new ball well enjoying crucial first wicket partnership of 55 runs with his partnerKieran Powell (33) but skipper Kirk Edwards and Narsingh Deonarine squandered their chance of scoring some runs on a good strip. Edwards, who had nearly missed a century in the previous Test was stumped by Uday Kaul in the very first over after lunch off left-am orthodox spinner Bhargav Bhatt for 18. Zaheer, who has been out of Indian squad since last year, got his only wicket in his second spell. He got one to dart in to left-hander Deonarine

Chicago inter-faith group had issues with involvement of Swamy, Ramdev
WA S H I N G T O N , OCTOBER 2: The Chicago inter-faith organisation that courted controversy by withdrawing support for the 150th birth anniversary celebrations of Swami Vivekananda has supplied further details outlining why the sponsorship of the event by the Vishwa Hindu Parishad of America and the Overseas Friends of Bharatiya Janata Party led to that decision. In doing so the Council for a Parliament of the Worlds Religions explicitly cited the connection between the OFBJP to the Bharatiya Janata Party in India, which it said was a political party led by Narendra Modi, who has been banned from entering the U.S. CPWRs latest press statement was, it said, necessitated by the fact that advocacy group Hindu America Foundation had issued press releases condemning its withdrawal the Vivekananda event. In a September 23 statement the HAF Executive Director Suhag Shukla said, We are saddened that [CPWR], created in the very name of Swami Vivekananda, turned its back on the Hindu community and drew its own fault lines defining politics and religion, adding that it withdrew suddenly after receiving a complaint from an online based anti-Hindu group. However CPWR was firm in noting that the BJP and anti-minority speakers were an advertised presence at the event, citing its concern with two individuals in particular, Dr. Subramanian Swamy and Swami Ramdev. In doing so CPWR, whose Executive Director Mary Nelson earlier announced the decision to back out of the World Without Borders event on September 27-28, said that event keynote speaker Dr. Swamy, is a leader of the BJP. It also drew attention to a vote taken by the Harvard University faculty that decided by a large margin to deny Swamy the right to teach at the University since he calls for the destruction of mosques as well as the disenfranchisement of Indian Muslims who refuse to acknowledge Hindu ancestry. In terms of its objection to Swami Ramdev the Vice Chairs of CPWR, attorney Phyllis Curott and Professor of Religion Robert Sellers, said that he was the Chief Guest of the event, and he not only endorses [Mr. Modi] but also campaigns for him in India.CPWR also had strong words for the VHPA, saying that the organisation claimed on its website, as indeed it does, that Jains, Sikhs, and Buddhists are Hindus. Drawing a link to the Vishwa Hindu Parishad in India, the CPWR further noted that the U.S. State Department classified the VHP as extremist for almost every year since 2001, because of its activities against other religious groups in India.
open the government, return people to work, and without drama and delay fulfill its responsibility to make sure the United States pays its bills. But the Republican Party
leaders, were not willing to make any changes in their approach, as a result of which the Congress has not been able to pass the budget. Accusing the Republicans of indulging in blackmailing tac-
tics on the affordable healthcare laws, which came into effect on Tuesday, the White House threatened to veto any piecemeal bill funding only parts of the federal government.
Pakistan to release Security forces targeted in Balochistan Weapons experts begin Syria mission amid clashes four Indian prisoners
LAHORE, OCTOBER 2: Four Indian prisoners, languishing in different Pakistani jails on charges of illegal stay, are set to be freed after a federal review board ordered their release. Dil Bagh Singh, Sunil and two other Indians have completed their terms but are still being held in jail. An Interior Ministry official on Tuesday informed the review board comprising two judges of the Supreme Court that the government is taking steps to repatriate the prisoners who had completed their sentences. Verification of nationality is required for the release of the foreign prisoners. And the process is underway, the official said.Dil Bagh Singh, Sunil and two other Indians have completed their terms but are still being held in jail. It could not immediately be ascertained when the Indians would be released. Meanwhile, a provincial review board comprising three judges of the Lahore High Court turned down the Punjab governments request to extend the detention period of a prime suspect involved in the 2009 attack on the Sri Lankan cricket team. Police on Tuesday produced Zubair alias Naik Muhammad before the review board and sought a months extension in his detention. Police were of the view that his release could pose a threat to law and order in Punjab. The detainees counsel opposed the governments request, saying the allegations against his client were baseless. After hearing both sides, the board declined the governments request to extend the detention.
ISLAMABAD, OCTOBER 2: Security forces are under fire again while carrying out earthquake relief operations in Balochistan and on Wednesday in five attacks, leaving two soldiers dead and one injured. The earthquake relief operation in the Awaran area, which is the base of guerilla forces in Balochistan has come under fire from the beginning. The Army is not exactly popular in Awaran after it was sent in to deal with the Balochistan nationalist uprising. While the Balochistan government is taking great pains to say that no one from the government has been hurt and no one has been targeted, even the Chief Ministers vehicle and the helicopter carrying the head of the Pakistan Disaster Management Authority and senior Army officials have come under rocket fire. Military officials said at 9.50 a.m. Army troops moving from Mashkay to Jhalwari and Ghulam Ali for distribution of rations, tents and other relief items were the target of an improvised explosive device (IED) attack killing two soldiers. At around 11.15 a.m. there was firing from a distance at the Armys Gishkore Post established for earthquake relief, though no one was hurt. Again at Parwar in the afternoon, south of Mashkay, troops came under fire while distributing rations and other relief items. There was no loss of life. The Army was attacked between Dhindar and Gashkore and in the fifth incident, troops in Nokjo in the Mashkay sector were attacked with rockets and small arms but there were no casualties. Media reports said that a suicide bomber killed eight persons at Chaman on the border between Pakistan and Afghanistan. This report could not independently confirmed. Chaman is located in Qilla Abdullah district in Balochistan.
BEIRUT, OCTOBER 2: International inspectors in charge of overseeing the destruction of Syrias chemical weapons left their hotel in Damascus on Wednesday to begin their work as deadly clashes raged on the edge of the capital. The inspectors mission endorsed by a U.N. Security Council resolution that calls for Syrias chemical stockpile to be scrapped by mid-2014 faces the tightest deadline ever placed before the experts from the Organisation for the Prohibition of Chemical Weapons. It was not clear where the inspectors, who arrived in Syria on Tuesday from neighbouring Lebanon, were headed from their hotel in central Damascus. Their work comes against the backdrop of relentless fighting. On the northern edge of the city, fierce clashes between Syrian troops and al-Qaedalinked fighters killed at least
12 soldiers and pro-government militiamen on Tuesday, anti-regime activists said, as the Army pressed on with a campaign to dislodge opposition fighters from the capital. The fighting in the contested district of Barzeh had flared up on Monday, when the Army stepped up attacks against opposition forces who have been trying to capture the area for months, said the Syrian Observatory for
Human Rights. Barzeh is important for rebels trying to take their battle closer to President Bashar Assads seat of power. At least 19 government troops have been killed in Barzeh since Monday including the 12 on Tuesday and dozens of others have been wounded, the Observatory said. The rebels, mostly from the ranks of al-Qaeda-linked Jabhat alNusra fighters, also sustained
losses, but have not disclosed them, the Observatory said. The fighting illustrates the enormous challenges the inspectors an advance team of 19 from a Netherlands-based chemical weapons watchdog and 14 U.N. staff members face as they kick off their work. Within a week, a second group of inspectors is scheduled to join them to form teams that will fan out to individual locations. They have around nine months to complete their mission, which calls for finding, dismantling and eliminating Assads estimated 1,000tonne chemical arsenal. Experts at The Hague, where the OPCW is based, said on Sunday the inspectors priority is to reach the first milestone of helping Syria scrap its ability to manufacture chemical weapons by a November 1, 2013 deadline, using every means possible.

Wall Street falls on second day Tata Communications in Etisalat deal to enhance network platform of government shutdown
NEW YORK, OCTOBER 2: US stocks fell on Wednesday as a partial government shutdown in Washington entered a second day, adding to concerns over how soon a political compromise would be reached. There were few signs that Congress was making progress in agreeing on a spending bill that would reopen operations. The Democratic-led US Senate voted Tuesday to kill Republicans' latest attempts to modify an emergency funding bill, and sent a "clean" measure back to the House of Representatives that would extend funding for government agencies until Nov. 15. Up to 1 million government workers remained on unpaid leave Wednesday as a result of the closure, with a fight over President Barack Obama's healthcare law at the center of the impasse. Market participants are also watching the situation for an indication of how an impending debate on the debt ceiling might play out. That issue is considered far more important for the economy, as it could result in an unprecedented debt default if not passed. US Treasury Secretary Jack Lew said late Tuesday the Treasury had started using its final tools to push back the date of when the government will run out of legal borrowing authority."We hope they can resolve it and also make progress on negotiating the debt ceiling, but no one knows for sure. So the market is left to swing from bouts of optimism like we saw yesterday, to bouts of pessimism today," said Bruce McCain, chief investment strategist at Key Private Bank in Cleveland, Ohio. The shutdown's impact on economic growth and market volatility will likely increase the longer it continues. McCain estimated that if the shutdown were to last 21 days, as the previous one did, "that would trim a quarter of the 2.5 per cent annualized growth rate we saw last quarter. That isn't an insurmountable hurdle, but it would hurt."All ten S&P 500 sectors were lower, with material stocks the weakest, off 0.8 per cent. Chemical maker OM Group fell 4.1 per cent to $32.68 while Alcoa Inc lost 2.2 per cent to $7.99. Alcoa was also pressured by a downgrade by Deutsche Bank. The Dow Jones industrial average was down 105.77 points, or 0.70 per cent, at 15,085.93. The Standard & Poor's 500 Index was down 9.75 points, or 0.58 per cent, at 1,685.25. The Nasdaq Composite Index was down 15.31 points, or 0.40 per cent, at 3,802.67.Equities have been volatile recently, with the CBOE Volatility index spiking more than 25 per cent over the past two weeks. However, the S&P has found support at its 50-day moving average of 1,679.78.Wall Street has managed to avoid steep declines during similar federal government closures in the past. During a shutdown from Dec. 15, 1995 to Jan. 6, 1996, the S&P 500 added 0.1 per cent. During the Nov. 13 to Nov. 19, 1995, shutdown, the benchmark index rose 1.3 per cent. DUBAI, OCTOBER 2: Tata Communications will enter into a partnership with UAEs telecom giant Etisalat to build a multi-service regional network infrastructure accessed from Etisalats Smart Hub facility in the UAE, says a report. This new multi-service regional network infrastructure includes a core network node in the Smart hub that provides improved connectivity between Etisalats Multiprotocol Label Switching (MPLS), Ethernet and Internet Protocol (IP) services and the Tata Communications global network. This would enable direct routing of traffic between the Middle East and Africa, Asia and Europe. The new network mode will be supported by Tata Communications global network, including its TGN-Gulf cable system, part of its wholly-owned fibre optic sub-sea cable ring around the world, the report said. This will enable enhancement of inregion routing, along with direct connectivity to Kenya, South Africa, Pakistan, India and Europe. It also provides a platform that strengthens regional connectivity and connections to other regional nodes,
including Turkey and Egypt. Tata Communications has made significant investments to its global network over the past few years which
underpin our ability to connect the world. The expanded collaboration with Etisalat is our most recent step in building on this foundation to meet the
ever-growing demand for high bandwidth voice and data services, lower latencies and seamless scalability for carriers and enterprises. The Smart hub, with its strategic location and array of connectivity options, makes an ideal facility to provide access to these connectivity requirements, both into and out of the region, Radwan Moussalli, Managing Director and Regional Head, Middle East and North Africa, Tata Communications, said. Ali Amiri, Executive Vice President, Etisalat Carrier and Wholesale, said that Etisalats Smart Hub is a global communication hub facilitating direct routing of traffic between the Middle East, Africa, Asia and Europe. KOLKATA: Coal India Ltd (CIL), on Monday, closed the first-half of current fiscal with a production of 200.5 million tonnes, which was 4.7 per cent higher than the same period in the previous year. Govt of Andhra Pradesh restricts establishment of more dental colleges in the state
HYDERABAD, OCT 02: In a bid to put a cap on the mushrooming dental colleges in the state, the state government, issued a GO last week restricting establishment of more dental colleges in the state. As per the new guidelines issued by the high power committee, there can only be one dental college in every district while in districts with population of over 40 lakh, two dental colleges can be established. With 27 dental colleges, AP produces around 1,600 graduate and 250 post graduate dentists every year. While around 2,200 students join the Bachelor of Dental Surgery (BDS) stream, around 300 join the Master of Dental Surgery (MDS), every year. However, majority of the dentists in the state are struggling to make ends meet with no jobs in the public sector. The rate of unemployment is only adding to the woes of the fresh pass outs. For many, setting up a clinic is an expensive proposition. "We don't want to contribute to unemployment," said Justice Panduranga Rao, chairman of the high power committee that issued the guidelines. "Last year, when
like to tap the opportunity. We need around Rs 300 crore to improve school infrastructure. The government can't spend so much. So I have decided to launch the schooladoption project in a big way to improve facilities." From next year, textbooks, bicycles and uniforms will be distributed on time. "We are not responsible for this year's delay. But next year, these
the state government issued a notification for two vacant faculty positions in dental colleges, 200 candidates appeared for the interview. While in medicine, there are about 1,000 vacancies but no candidates," he added. According to the State Dental Council, there are 16,000odd dentists registered with the council. However, around 18,000 to 20,000 dentists are practicing in the state which includes those belonging to other states. "The job scene is not encouraging as doctors with a BDS degree are earning a paltry sum of Rs 5,0007,000 a month. In some cases, doctors earn much less than that," said Dr Mahendranath Reddy,
President of the State Dental Council. Welcoming the recently issued GO, Dr Satish Kumar Reddy, executive committee member, Dental Council of India, said: "We don't need more dental colleges. Students should not get carried away and weigh the pros and cons of opting for the dental stream," said Dr Reddy. Experts said that dentists are only available in hospitals at district headquarters. "While there is a proposal to create posts for dentists in every primary health care facility, which will create more job opportunities, it is yet to be fully implemented," said Dr Mahendranath Reddy.
