Contracted to clean up desk and files for all duties associated with the City Clerk including; General Ledger, A/P, A/R, Bank Reconciliation, Correspondence, Preparation of Minutes from Meetings, Payroll including deductions for Taxes, Benefits, and Health Care. I was asked to take over this position which I declined. Sept 2004-Jan 2005 Johnson County Register of Deeds Office. Contracted to Audit and then set up the Desk for the Accounts Payable Clerk including writing the Desk Manual and Training the Person taking the position to include internal audit on possible fraud and new manual to include new Peoplesoft software. I found fraud internally which gave them the authority to release this person who was using tax dollars fraudulently. Nov 2003-Sept 2004 GE/ERC. Contracted to research whether recent acquisitions of smaller reinsurance companies had outstanding liabilities or not. This involved extensive gathering of data through various files, gleaning necessary information and committing it to a series of Spreadsheets specific to the types of liabilities discovered for administrative review. July 2002-Oct 2003 Renzenberger Transportation. Audited and balanced three years of bank statements, organizing and integrating them into an ongoing accounting system. Sep 2001-Jun 2002 Sprint/North Supply I was contracted to assist in implementation of Peoplesoft for A/R and A/P. I dealt directly with Suppliers and Buyers nationwide, updating them in the new system to keep them paid in a timely manner and keeping the lines of communication open between them and Sprints new sales personnel. Also had to apprise Buyers and Sellers of Sprints new system of 1st Call, 1st Received on the phones incoming where these same Buyers and Sellers previously had someone Special or Assigned to whom they felt a repoire which was now gone. Much finesse was required in establishing a new bond with these Buyers and Sellers.

Professional Career Experience Full Time Regular: 1996-2011 Part-time Realtor, Brokered at Reece and Nichols-Overland Park, KS. Publications: Serenias Kanzas, With Arms Wide Open, At First Glance, Anne, Loosiana-Land of Passion, and Treasured Pioneers Publisher: Publish America Sep 1989-Sep1996 Senior Financial Analyst, City of Kansas City, Kansas I successfully Audited A/P, A/R and Special Projects including: Calculating potential arbitrage to determine whether or not the City was earning more than it was paying to hold Notes for Roads and other infrastructure. Proved none existed, which when tested by outside audit firm(costing KCK $100,000) was proved to be true. I also balanced bank accounts for the Board of Public Utilities and set up the files for all Notes and Bonds held by the City. I also assisted the Health Care Benefits Manager in realigning changes and implementing new data into the updated system to accommodate ERISA. Jun1985-Jun1989 Senior Financial Analyst for Louisiana Legislature I successfully served at the pleasure of the 105 Representatives w/direct responsibility for a $3 billion budget that included all Health and Hospital Services for the State of Louisiana. Regular appearances before the media were part of these positions requirements with explanations for line-item expenditures by program. Modeling budgets for the Health Services for the +$3Billion Budget was also required. I also served as Interim Chief Analyst for the Legislative Health Committee when their Analyst was hospitalized. Special Project: Analysis of a Voucher System for the Education Committee. Jun 1981-Jun 1985 Budget Analyst, Department of Administration for the State of Louisiana I successfully produced a $128 million budget for Health and Human Resources for five budgetary departments: Rehabilitation Services, Blind Services, Family Services, Youth Services and Social Services. Responsibilities included: Internal Auditing, Program Analysis for Efficacy and Humanity, Contract Administration and retrieval of monies from the Federal Government, planning for future Five Years, and Internal Audit which necessitated travel throughout the State to Pilot Offices. Any change in the budget exceeding $10k required a visit to the Appropriations Committee and testimony before approval. I also managed to retrieve $132 million from Federal Funding reimbursements by reducing the Social Workers load of 32 pages of reports for the abused and neglected children to just 2 pages , (which meant they had the time to fill them out). I went back 3 years to retrieve these monies. I was also in charge of developing RFPs and developing guidelines for bid specs for software and hardware upgrades and implementations including merging of interdepartmental inventories for cost effectiveness. Jan1980-Jun1981 Financial Analyst and Acting Economist for Arizona Department of Transportation I successfully forecasted the expenditures and thus the budget for all road projects. This office was still using the card system of computerization and I set up (with the nod of the Deputy for Transportation) the whole office on PCs, testing the software before going online. My accuracy ratio for forecasts was 98% for the next 2 years and included four climate zones and allowance for strikes, as Arizona has Labor Unions.

Jun 1979-Dec 1979 Accountant/Assistant to Contractor, MW Watson, Topeka, KS I set up 29 Bid Packages for Sub-Contractors from Geo Survey to Landscaping for the Menninger Mental Health West Campus Expansion. Also I set up the Spreadsheets for the Scheduling of each of the Projects based upon the estimated time frames presented within the Bid Packages. Entire Project was completed in 18 months. Jan1979-Jun 6 1979 Financial Analyst for IBM, Springfield, Illinois Successfully cleaned up a three year old Federal Audit situation in only 6 months which included reorganizing all accounts on the A/R side (IBM clients) reallocating their payments appropriately and when finished, meeting with the CEOs of mega firms such as: Illinois Power, Illinois Bell, Illinois Dept of Labor, Illinois Dept of Transportation and other large business entities, explaining cogently how their accounts were now in balance. I requested a Desk Audit and received an A+ for the work. I was then asked to become a Manager at IBM, but declined due to my husbands career taking us in another direction to Arizona. As part of the team for testing and designing potential fraud scenarios for testing the software I was responsible for implementation of the software still used until recently in Kansas for the Medicaid and Medicare Crossover Claims. After testing and setting up the shop my position was as Manager for the front end, assuring only clean claims crossed to the data input area and that all claims had the encoding necessary for timely processing and accurate tracking for potential fraud. Our team held the record for years for being the first on-line for finding fraud on the first day with an accuracy ratio of 100%. Jan 1975-Dec 1977 Deputy Treasurer for the State of Kansas Invested all Federal Revenue Sharing monies and distributed them throughout Kansas. Used a formula based on the State Chartered Banks investment in local farmers and small businessmen in their areas. I invested the Judges, Clerks and Court Reporters Retirement monies. Successfully balanced the 15 bank accounts on a monthly basis and assisted in the weekly investment of excess monies offered to local banks on TDOAs(Time Deposit Open Accounts), able to back the $20k to $200m available, utilizing wire transfers. Oct 1974-Dec 1974 Assistant to Dr Kovach of the Menninger Foundation : http://www.kansasmemory.org/item/226842 I wrote up the approved Grant for Dr. Kovach which was awarded for five years @ $100k each year by the Federal Government concerning the study of Japanese Quails called and their hereditary aspects.
